A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the dis- abling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety

The purpose of this paper is to present a design procedure for the quantitative estimation of support load requirements in underground mines. Emphasis is upon the basic features of support behavior common to a large variety of support systems-bolts, timber sets, stope fill, steel arches, concrete liners and so forth. A strong reliance is placed upon fundamental principles and modern computing techniques for their quantitative implementation. Example problems illustrate the approach. Where artificial support is required, the ground in the vicinity of the face usually stands unsupported long enough for the support to be installed. At the time of installation, the load transferred to the support from the adjacent rock is essentially zero, although in some cases there may be an initial set load, for example, from timber blocking. With the passage of time and advance of the face, ground motion loads the supports. If the support system is properly designed, then the additional loading poses no threat to the safety and productivity of operations. If not, then difficulties may arise including high maintenance costs, hazardous work conditions and reduced productivity. Of course, over-design can be equally wasteful. Quantitative estimation of support loads is therefore essential to overall efficiency in mining.

Three International Symposiums-the 14th International Minerals Processing Congress, the 17th APCOM, and the SME-AIME Fall Meeting special symposium on Design and Installation of Com¬minution Circuits-held in 1982 contained a number of papers relating to the fundamentals of processing coals and metallic minerals. In addition, many papers were published elsewhere in the literature. Some of the more significant papers are discussed below. Flavel reviewed key performance parameters, such as energy-size relationships for crushing processes and presented a fundamental basis for optimizing crusher productivity and possibly for development of improved crushers. Pascoe et al. reviewed the use of such control schemes. Magerowski and Karra presented a paper on a computer program developed to and in the design of crushing circuits. The problems associated with the scale-up to very large ball mills were discussed by Arbiter and Harris, and by Kavetsky and Whiten. Both groups concluded that limits on mill productivity arise due to problems associated with particle breakage and transport through mills. Austin et al., and Herbst and Rajamini reviewed the state of the art for the use of grinding circuit simulators for design and control. The effects of mill operating and design parameters on selection and breakage were discussed in detail. The philosophy of control and instrumentation for grinding circuits was extensively discussed by Kawatra and Seitz. Their paper presented for the first time an analytical basis for the inferential particle sizing technique and provided a fundamental basis for the implementation of this technique. The effect of reagent addition variation's on the performance of coal flotation circuits was reported by Kawatra and Waters, and on sulfide flotation circuits by Klimpel et al. Both groups analyzed circuit behavior from a kinetic point of view and reached similar conclusions on the effects of collectors and frothers. The computer simulation of an iron ore flotation circuit also was reported by Kawatra et al. In this work particular attention was paid to the phenomena of froth overloading. Klimpel et al., Kawatra and Waters, and Niemi et al. discussed the philosophy of control by flotation circuits from a fundamental kinetic point of view. An extension of the use of high intensity magnetic separators to the beneficiation of specular hematite was discussed by Thayer and Linkson.

The Colorado Joint Review Process (JRP), a bold step to expedite energy and mineral projects, is off and running. Blazing the trail is Amax Inc., which serve as guinea pig in JRP's development and is now test-flying the process at its Mt. Emmons molybdenum property in Gunnison County, CO. Although JRP is still in its infancy, the new permitting review process has drawn enthusiastic applause from across the resource spectrum: William K. Reilly, president of the Conservation Foundation, said JRP is "one of the most interesting projects I've seen" and called on environmentalists to monitor its progress "because it appears worthwhile." Stan Dempsey, vice president of Amax Inc., noted that of all the locales in which Amax operates, Colorado is "the only place where the complicated mine permitting scheme appears to work"-an achievement he attributes to JRP. Lynda Lee Brothers, the federal Energy Department's assistant deputy secretary of environment, reported that an extensive DOE search has not turned up "another single mechanism in all of government and private industry as good as JRP as a model for the proposed federal Energy Mobilization Board."

INTRODUCTION Jack Spalding in Deep Mining, Chapter 3, states: "In deep mining, to start stoping an orebody without a definite plan of operations covering the whole extraction from beginning to end is to invite serious trouble. Any stoping without plan is bound to leave, toward the end, a number of pillars, remnants, or promontories, which, as they are reduced in size, are liable to fail and cause a general collapse. The object of stope planning is so to mine an orebody that at no stage in the operation is a remnant left. Definition: `When a block of ore is stoped in such a way that eventually a small piece is left entirely surrounded by stoping, that piece is termed an island remnant.' The design of and adherence to a plan of stoping is of greater importance in preventing rock bursts than the type of ground control adopted." This, of course, is just an example of the old axiom that an ounce of prevention is worth a pound of cure. And in this context, mining does not have to be very deep before poor ground conditions, made worse by lack of good planning, force a mining company to resort to more expensive methods of ore recovery. At all times when rock pressures become excessive, stoping plans must be devised to avoid the creation of pillars or promontories. This is most readily recognized when mining deep narrow ore veins by open methods. It would be a little more general to say that stoping systems should seek to avoid or minimize localized concentrations of rock stress. Ore bodies, and particularly those at Falcon¬bridge, can reach large widths and leaving pillars for extraction at a later time cannot be avoided. However, good planning can reduce the effect of factors which create bad ground conditions. The necessary ingredients of planning are time and information: time to formulate and revise ideas; information, gained in exploration and early development, to provide the fullest knowledge of the ore body. In this way, plans become meaningful. It must always be kept in mind that the long-term results of good planning often require decisions not compatible with reaching earliest full production. PLANNING FOR DEEP MINING At Falconbridge Nickel Mines ore bodies presently being found and prepared for production lie at depths in excess of 610 m (2000 ft) below surface. Current un¬derground exploration is being directed towards favor¬able locations below 914.4 and 1219.2-m (3000 and 4000-ft) depths, at most mines. The Onaping Deep ore body has been traced to a depth of 1508.8 m (4950 ft) and at Falconbridge mine the ore body is under develop¬ment below the 5000 level. Planning for more efficient ground control has therefore become an important con¬sideration of future mining. HYDRAULIC BACK FILLING AND CUT-AND-FILL STOPING The advent of hydraulic back filling has led to the increasing use of flat-back cut-and-fill stoping methods during the last ten years, until it has probably become the commonest method of mining deep ore deposits in Canada. These methods account for almost all the pro¬duction from Falconbridge Mines at this time. The ad¬vantages claimed are: safety-a minimum of open ground; very little supplementary ground support (except rockbolted backs and walls); greater selectivity and flexibility in extraction (horizontal extension of the vein, high grade ore stringers going out into the walls); and high productivity and increased mechanization in larger ore widths. There is some difference of opinion as to whether hydraulic classified tailing back fill provides any great resistance to initial closure of the stope walls. The evi¬dence available suggests that it does not. Addition of portland cement to the back fill just prior to placement has produced a material having the properties of a weak concrete. It is confidently expected that this material will assist greatly in the efficient mining of pillars and generally in giving increased ground support to oppose closure. PRINCIPLES OF STOPE PLANNING BY LONGITUDINAL FLAT-BACK CUT-AND-FILL Again quoting from Spalding: "The practice of con¬trolling output by stopping and starting stopes is bad¬stopes once started should proceed without interruption, and control must therefore be obtained by altering the rate of stoping. It is therefore necessary that faces should normally advance at a medium rate which can be boosted, if required, to give temporarily a greater output. Modern high productivity stoping methods, however, generally aim to achieve and maintain the maximum output possible from a stope. Control of tonnage and grade, therefore, becomes a more complex problem requiring very careful scheduling and organiza¬tion. With the basic method of flat-back overhand stoping using hydraulic fill, it is not usually possible to mine in such a way as to avoid creating pillars." Consider an ore body as illustrated in Fig. 1. It is 274.3 m (900 ft) high by 228.6 m (750 ft) long on strike and averages 4.6 m (15 ft) in ore width. It rep¬resents approximately 907 000 t (1,000,000 st). The ore body could be mined by advancing one long single face through all the levels from bottom to top. A total face length of 228.6 m (750 ft) would accommo¬date five 45.7-m (150-ft) stopes. See Fig. la. Each of these stopes would produce approximately 1814 t/m (2000 stpm) and the ore body would require a period of ten years for complete extraction. A possible im¬provement to this scheme might be to stagger the indi¬vidual stope faces. See Fig. 1b. Problems of hanging wall failure can be reduced by this arrangement. From the point of view of reducing travelway maintenance, it is good practice to employ a stoping system of retreat. A study was undertaken to investigate the liberation behavior of coal macerals through size reduction and density separation. It was seen that the liberation of coal macerals could be achieved by size reduction, allowing selective separation of coal organic components. However, the degree of liberation was dependent upon the comminution history. Even for the same fineness, the extent of liberation might not be the same depending on how the material was generated. The liberation of coal macerals was analyzed by examining the liberation index. It was seen that, although comminution produced fine particles enriched in inertinite (primarily fusinite and semifusinite), these particles were less liberated than coarser particles. However, the liberation of macerals increased when all the feed was ground to a finer size.

Emerging technologies such as neural networks and fuzzy logic have many potential industrial applications in diagnostics, modeling, and control. In the automotive industry, applications can be divided into those that impact manufacturing processes and those that relate directly to the product. Though discussion often centers on neural networks deployed in hardware, their potential in the development of problem solutions (however deployed) could easily be of greater importance. Here we concentrate on the use of neural networks for modeling and control, using a simulation of vehicle active suspension as a concrete example.

INTRODUCTION Lung cancer in uranium miners has been attributed to alpha irradiation of basal cells of the bronchial epithelium by radon daughters, primarily by 7.7 MeV alphas from polonium-214 (Altshuler et al., 1964). It also has been was observed that for a given cumulative radon progeny exposure, uranium miners who smoke cigarettes have an incidence of lung cancer about 10 times higher than nonsmoking miners (Lundin et al., 1969). It has been pointed out that the large excess of lung cancer deaths among smoking uranium miners is a multiplicative effect (Doll, 1971), which suggested possible synergistic interactions between airborne radon progeny and cigarette smoking. Experimental studies of the complex pattern of interactions between radon progeny, cigarette smoke particles, and the cigarette smoking process are in progress in our laboratory. Preliminary results, reported elsewhere (Martell, 1981), implicate alpha radiation from indoor radon progeny in the etiology of lung cancer in all cigarette smokers. Cigarette smoking produces high concentrations of smoke particles of low mobility and respirable size--particles between 0.5 and 4.0 µm in aerodynamic diameter (see below). The attached fraction of indoor radon progeny is highly dependent on the air concentration of small particles from cigarette smoking and from other combustion sources (Martell, 1981). The size distribution and other properties of radon progeny associated with cigarette smoke particles enhances their effectiveness in the induction of bronchial cancer in man. In this paper we discuss the properties of radon progeny associated with cigarette smoke, the fractionation of radon progeny and modification of their aerosol properties in burning cigarettes, the role of 218Po in these processes, the production of insoluble 214Pb and 212 Pb enriched particles in burning cigarettes, and the consequent differences in the patterns of polonium isotope alpha irradiation in the bronchial epithelium of smokers. EXPERIMENTAL PROCEDURES Experimental methods used in these studies involve the use of small experimental chambers of known radon and radon progeny concentrations in combination with aerosol collection and sizing techniques and sensitive radioactivity detection methods. The use of low-level [ß-] counting for radon progeny determination, providing a measure of 214 Pb plus 214Bi activity, makes it possible to carry out chamber experiments with small radon emanation sources and relatively low air concentrations of radon and radon progeny concentrations in the range from 100 to 1,000 pCi per liter. Thus, for example, in a typical experiment we use a 10 nanocurie 226Ra solution standard in a 10 liter chamber, providing an equilibrium concentration of 1,000 pCi of radon per liter. In small sealed chambers, radon progeny plate out rapidly on the chamber walls, with steady-state concentrations of airborne progeny less than 2 percent of equilibrium levels. This is experimentally convenient because, upon introduction of high concentrations of cigarette smoke particles or small particles from other sources, there is a systematic ingrowth of attached radon progeny, providing a tagged aerosol source of known age and radon progeny composition. In some chamber experiments a 226Ra solution standard of small volume, acidified to O.1N HNO3, was used as the radon emanation source. When used with a bubbler the holdup of radon in an 8 ml volume of 226Ra solution standard at 0.1N HN03 was only 2% of the total radon in the chamber at equilibrium. For experiments with 212Pb-tagged aerosols, we used a dry Ba(228Th) stearate emanation source prepared by the method of Hursh and Lovaas (1967). 226Ra and 222Rn determinations were made by radon gas counting. The 222Rn in a sealed air or water sample is transferred, using helium gas as a carrier, successively through a dry ice cooled trap at -80°C to remove water, through ascarite to remove C02, and through a small activated charcoal trap at -80°C to collect the 222Rn. Subsequently, by heating the charcoal to 400°C, the 222Rn is transferred next to an LN2-cooled capillary trap, and finally into an alphascintillation counting cell of the type described by Lucas (1957). As already stated, radon progeny activities were determined by low-level [ß-] counting, which provides a measure of 214Pb plus 214Bi. The radon progeny samples, collected on efficient Delbag polystyrene micro-fiber filters or on impactor foils, are placed in close, sandwich geometry between two thin-walled flow counters inside shielding anticoincidence counters and a 15 cm thickness of steel shielding. This configuration provides nearly 4II geometry and a low background of only 0.25 to 0.30 cpm. Aluminum absorber was added to provide a combined thickness of absorber and counter wall exceeding 7.0 mg/cm2 to eliminate the variable contribution of 7.7 MeV alphas from 214Po. 212 Pb determinations also were carried out by low-level [ß-] counting, in this case using a combined absorber and counter wall thickness of 9.0 mg/cm2 to eliminate contribution of 8.8 MeV alphas of 21 Po. In each experiment the [ß- ]activity data were corrected for decay to an appropriate common reference time for assessment of activity distributions.

To remain competitive in the decades ahead, they are faced with integrating the enterprise through the use of computers and networks. This paper discusses some common human and organizational barriers to enter- prise integration. It proposes how to develop the organizational and human' networks to match the capabilities of the technical networks which are being' implemented. Ten practical considerations are then presented for consideration in the executive suite in addressing the human side of implementing the computer integrated enterprise.

Investigations were conducted with various secondary fan locations from the dead-end crosscut and with the intake air quantities varied using different auxiliary fans to control air recirculation and diesel particulate matter (DPM).

"A study was conducted on the N125 project in Seattle to investigate the use of apparent density as an assessment tool for the effectiveness of soil conditioning. The formation of an air bubble as well as the plugging of cutterhead and excavation chamber can be a result of improper soil conditioning. Both air bubble formation at the top of the excavation chamber and developing plugging issues can be identified by analyzing the apparent densities in the excavation chamber. In this study, apparent densities less than unity were observed in the upper portion of both northbound and southbound TBMs, suggesting the presence of an air bubble. Apparent densities greater than the in-situ soil density were observed in the lower portion of the excavation chamber. Particularly high values of apparent density were coincident with clogging observed at multiple locations along the alignment. The combination of less than unity upper chamber apparent density and very high apparent density in the lower portion of the chamber are related, and indicate the inability of the TBM to effectively condition and mix the soil in the chamber.INTRODUCTIONProper soil conditioning in EPB tunneling offers many advantages to the quality and productivity of the project. There are few operational parameters that can be used to assess the soil conditioning performance such as advance rate, torque, thrust, chamber pressure signature, etc. One of the other parameters that potentially can be used is the apparent density. The apparent density of the material in the chamber was introduced by Guglielmetti et al. (2003) as the vertical chamber pressure gradient calculated from the physical relation between the horizontally measured chamber pressures and the vertical distance between the pressure sensors. Guglielmetti et al. (2003) introduced apparent density as a measure to ensure the excavation chamber is filled with material. To guarantee face stability the authors suggest to keep the apparent density over a certain limit so the material is able to transfer effective stress to the virgin soil, and thus provide support of the excavation face. They implemented this method at the Metro project in Porto, Portugal.Comparing the vertical gradient of the horizontal chamber pressures to the densities of excavation chamber samples, Bezuijen et al. (2005) discovered that the gradient is not necessarily representative of the muck density. They assumed that the yield stress of the muck as well as the adhesion between the muck and the cutterhead and bulkhead material have an influence on the vertical gradient during mining (Bezuijen et al. 2005, Bezuijen & Talmon 2014)."

The risk of contamination of dumped tailings and ground water by coal flotation reagents has been investigated by using the 14C-radiotracer method for adsorption and desorption measurements. The results indicate, that a high amount of the reagent components adsorbed on the tailings if there was no coal in the pulp. In coal flotation however a competitive adsorption behaviour could be observed, with the effect that only a low quantity of reagents adsorbed on the tailings. Mobilization tests showed, that only small quantities of reagents could be desorbed by rinsing water. Therefore the contamination of ground water should be low.

Preface Pipe heading is a customary and proven technology for the underground installation of all types of piping. In over 90 % of all cases, straight pipe sections are used between shaft constructions since, e.g. this follows roadways or it is necessary from the operational aspect due to pipe control methods, e.g. to use a remote control pipe sensor or comparable control devices within sight from shaft to shaft. Frequently, a straight pipeline is impossible, and is replaced by a more or less spatial alignment due to surface conditions, structures in the ground or foundations. This situation applied for the construction of the Nebensammler Neuland (intercepting sewer) in Hamburg-Neuland for sections IV and V. The following paper is not intended as a description of the complete project. It deals mainly with the special features of this pipe heading, with what I believe to be its somewhat unusual route. Ethoxylated phosphoric ester surfactants were evaluated as collectors for flotation of carbonates from sedimentary phosphate ores, at slightly acidic pulp pH, using sulfuric acid or sodium fluorosilicate as a phosphate depressant. With 12 to 15 carbon atoms in the hydrophobic chain, maximum collecting power was observed for 9 to 10 ethylene oxide units. Only fine carbonates, ranging in size from about 20 to 160 µm or 40 to 200 µm, were effectively removed with phosphoric ester collectors. Utilization of seawater, or water of extremely high hardness, did not detrimentally affect selectivity. Silica, silicates, and residual fine carbonates can be separated in a second flotation stage, with primary amine as a collector. Coarse carbonates are separated by direct flotation of phosphate with fluoride ion as a phosphate activator and primary amine as a collector. In a seawater pulp, fluoride ion was not required. Typical examples of laboratory and pilot- scale test results are given to illustrate capabilities of the various flotation flowsheets.

Cumulophyric feldspars, of varying morphology, carry myrmekitic quartz interstitially between microperthitic feldspar lamellae. The size, coarseness, and morphology of these crystals, together with concordant foliation features constitutes evidence that they are a product of primary crystallization, formed prior to eruption from a vent. These crystals occur preferentially along 2 - 5 mm thick tan, vesicular to compressed alteration bands intercalated with more densely welded light grey bands. In perlite with quartz at or below a 0.1% threshold, megascopic feldspars are less than 1%. Perlite with quartz above this level has megascopic feldspar concentrations >3%, typically in the 5-20% range.

Truck haulage costs form a major part of the total mining costs in hard rock open pit, mining operations. In order to minimize these costs one has to - determine the optimal truck fleet (type, size and number of trucks), and. simultaneously - determine the optimal organization of running the haulage system, i.e. especially select the optimal dispatching strategy in order to ensure maximal utilization of the trucks, and simultaneously - establish a reliable maintenance and servicing system to guarantee maximal availability.

Many investigators believe that column flotation cells offer significant advantages over standard mechanical machines for the flotation of fine particles. However, because of their unique design and operation, conventional techniques for flotation cell scale-up and design cannot be applied to columns. In an attempt to help alleviate this problems a population balance model based on first principles has been developed for fine particle flotation in a column. Two different terms have been considered in the model, i.e., transport and rate. Transport terms, incorporating fluid flow and bouyancy, are used to describe the movement of air bubbles, unattached particles and bubble-particle aggregates along the length of the column. Rate terms, which describe the bubble-particle attachment process, have been derived from first principle considerations. Because the model is based on first principles, it can be useful for the design, control, optimization and scale-up of column flotation cells.

The selective flotation of semi-soluble salts with fatty acids is often negatively affected by the interaction of the potential determining cation with the ionic surfactant in bulk solution. This problem can be avoided by floating at low pH which involves the emulsification of the collector. The research presented here focuses on the influence of the Ca2+ ion on the flotation of fluorite with palmitic acid at low pH. Our results show that the surfaces of collector emulsions are dominated by precipitation phenomena similar to those encountered in bulk. In turn, fluorite in palmitic solution at intermediate pH displays surface properties similar to those of the collector by itself. This may be due to two alternative mechanisms (i) adsorption of bulk precipitate on the fluorite surface or (ii) the formation of a bilayer of surfactant ions on fluorite.
