California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land-use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 20,000 square miles and contain 50 billion tons of high-quality aggregate resources which have been legally designated as ?regionally significant?, providing a measure of protection previously unavailable. SMARA reports and State testimony at local hearings have supplied objective information and helped reduce conflict in mine-permitting decisions.

Hyperbaric filtration for the dewatering of fine coal cleaned by froth flotation was evaluated on a laboratory scale. A laboratory pressure filtration procedure designed to obtain a uniform cake structure from dilute slurries containing a significant amount of coarse material is described. Baseline tests were conducted to determine the optimum operating conditions for the eventual application of the process to a continuous pilot-scale hyperbaric filter. Investigated were filter operating parameters such as driving force, time, cake thickness, percent solids, viscosity and pH.

Biodegradation of spodumene by Asnergillus niger has been investigated. This organism oxidizes sucrose to citric and oxalic acids (in approximately 50-sot proportions) which degrade the spodumene mineral. The kinetic effects of leach variables on the dissolution of lithium were determined. The maximum theoretically attainable rate of lithium extraction was calculated for the effect of pulp density, to be V : 3.01 x 10 kg m sand the corresponding constant value, K = 12.47% pulp density. The apparent activation energy of lithium extraction vas found to be ^E = 20.3 kJ and frequency factor A = 5.66 x 10 s for S-spodumene leaching by synthetic -3 citric and oxalic acids (each in 0.05 kmol m-3 concentrations).

Middle Pennsylvanian (Desmoinesian) coals of certain areas of the Illinois and Forest City Basins contain epigenetic sphalerite and associated minerals in veins, clastic dikes, cleat, and other small-scale structural features. The presence of sphalerite in these coals records information about the geology of coals and coal basins, and represents a potential source for zinc as a byproduct of coal production. Origin of Sphalerite in Coal The origin of sphalerite in coal suggested by Cobb (1) involves sphalerite precipitation from zinc-bearing ?Na-Ca-Cl brines upon contact with sources of sulfur in the coal bed, e.g., pyrite, H2S, and organic sulfur. These brines were essentially at the temperature of the host coals as determined by fluid-inclusion thermometry and vitrinite-reflectance studies. The migration of these brines into coal beds may have been caused by compaction of sediments due to continued sediment loading of the coal basins. Zones of high permeability such as sandstones and the coals themselves presumably acted as conduits for the movement of the brines. The open spaces where sphalerite was deposited resulted from minor deformation associated with differential compaction and cleat formation enhanced by volume shrinkage during coalification.

In a recent issue of the Mining Congress Journal, J. L. Gilliland discussed the relationship of air quality criteria, standards, and regu¬lations (1). As he pointed out, The Secretary of the Department of Health, Education, and Welfare is charged with issuing "Air Quality Criteria" which are statements concerning the concentration-effects relationship of an air pollutant. These "criteria" provide the states with a basis for their air quality "standards," which may lead in turn to emission "regulations." He further cites a list of major factors described by the National Air Pollution Control Administration, which must be considered in developing criteria. These are: properties of pollution; responses; measurement methods; exposure parameters; and characteristics of receptors. Although we briefly discuss the first two items, the principal concern of this paper is with the third item, the methods of measurements. In attempting to define responses, it has proven surprisingly difficult to establish a clear-cut cause-effect relationship between air pollutants and impairment of health. It is perhaps not too surprising that the ecological approach currently in fashion seems to be a much more powerful tool in defining cause-effects relationships. Without belaboring the point, we would like to point out that establishing such cause-effect relationships have tremendous legal and financial implications e.g., consider the possible establishment of such a relationship between pollution and inadvertent weather modification.

At a time when the US mining industry is struggling to emerge from a lengthy recession, the burden of new, unnecessary regulations could shorten the life of, or be fatal to many domestic mining companies. The possibility of new restrictions on the use of diesel equipment operating in underground mines is one example of unnecessary regulations. These could cause serious harm to the economic health of many mining companies. Whether future health-related Mine Safety and Health Administration (MSHA) regulations restricting the use of diesel equipment are unnecessary, depends on whether these restrictions are supported by fact or created in a political environment. The mining industry has benefited from the use of diesel equipment in underground metal-non-metal and coal mines for more than 50 years. Since first introduce to underground mines in the early 1940s, the use of diesel equipment has grown in numbers and size. During this time, the mining industry in America has achieved much higher productivity rates and improved safety. Although all these gains cannot be attributed to the greater use of diesel equipment, a high percentage can be. I began my professional mining ca¬reer in 1970 working in the Missouri lead mines. At that time, the use of diesel equipment was well established in metal-non-metal mines throughout the United States and many parts of the world. As director of mining research for St. Joe Minerals Corp. (now The Doe Run Co.), I was involved in research to improve mining productivity and safety. This involved investigating the better and safer use of existing or new mining methods, products, equipment and people. Within this group, diesel equipment had the single largest positive impact.

In January of 1969 the United States Department of Health, Education and Welfare, through the National Air Pollution Control Administration, published a series of Air Quality Criteria (4'S) and Control Techniques (6,7) for air pollutants in compliance with the 1967 Clean Air Act which will affect the operation of all fuel burning equipment in the very near future. The design of equipment for the future which will use fossil fuels will also be affected. The purpose of this paper is to discuss some of the modifications which might be anticipated in the future for fuel burning equipment. One class of the several air pollutants looked at first by the USDHEW was the sulfur oxides. Other pollutants, such as nitrogen oxides, will be studied and controls for these will supposedly be written in due time. The obvious use of low-sulfur fuels, coal, oil and natural gas is suggested by the Control Technique(6). Conversion to other sources of power, such as nuclear energy and hydropower, is also suggested. The statement is made that since possible hydroelectric sources are limited and nuclear plants are not yet available on a large scale, the changeover to these sources of power will not be overnight. The bulletin (6) suggests that one possible solution in some areas may be the use of low sulfur coals for short periods of time during periods of severe air pollution. A curve showing the effect of this was given in the 1969 April issue of the Power magazine, where A. E. Boyer and F. B. Kaylor of Stone and Webster also described a computer program called DOSAGE which might be used to check weather, temperature, humidity, wind direction and velocity, and sound an alarm when that 0.1% of the time per season is here that requires the use of low-sulfur fuel. The flotation separation of wolframite from fluorite and quartz is investigated with chelating agents and neutral oil as synergic collectors. Test results indicated that a-nitroso-ß-naphthol has a strong collectivity for wolframite and selectivity against fluorite and quartz. The 8-hydroxyquinoline has collectivity and selectivity also. They both have a better activity than sodium oleate. However, the cupferron is slightly inferior. The synergism of chelating agents and neutral oil looks promising, especially for fine wolframite particles. The activation effect of Fe2+ and Ca2+ ions on separation of wolframite from fluorite and quartz is slight. The UV absorb-spectra measurements showed that the adsorption of chelating agent on wolframite is multilayer, and flotation behavior is related to chemisorption. The chelating agent which bonds to Fe and Mn sits on the wolframite surface, and the reaction between Mn2+ ion with collector is more significant. The essentials affecting reagent activities are the bonding factor and the hydrophobic factor. These factors are discussed by structure-activity relationship theory. The synergism of neutral oil is a secondary collector likely to lengthen the hydrocarbon chain of chelating agents.

The need for dimensionally stable filled polymer composites has spurred the quest for materials that possess a negative coefficient of thermal expansion (CTE). Finding minerals and materials with a negative CTE large enough to counteract the substantial CTE found in polymers proves challenging. Much research has been per-formed over the last decade to uncover various materials that possess this unusual behavior. A list of materials that have demonstrated negative properties are discussed, as well as the experimental use of one such material (ZrW2O8), in a polymer matrix composite. Hydraulic tailings fill in the Butte deep level mines was based upon studies made in 1958 by the Anaconda Company Mining Research Department, which published Bulletin No. 35, entitled "Hydraulic Stope Filling". Since then, many things have changed. At the time of the Research Departments study, dry mine tailings were hauled by rail cars from the Anaconda tailings ponds, twenty-five miles distant, to the underground mines' tailings fill plants at the Leonard Anselmo, and Mt. Con Mines. Now, with the installation of the new Weed Concentrator in Butte, tailings is delivered by pipeline to a cyclone at the Kelley Shaft, and stope filling has become more highly automated and streamlined. Presently, mill tailings at approximately thirty percent solids by weight, is pumped from the concentrator, eight thousand feet horizontally and upward, to the Kelley Fill Plant, where they are dewatered and deslimed by three Krebs Model D20B Cyclones, which discharge the material into the cased and grouted mine delivery bore holes at desired densities up to seventy percent solids. The vertical boreholes and four-inch rubber lined Victaulic pipe carry the material downward to horizontal distribution lines, which in turn tap into the stops-filling, three inch, unlined steel Victaulic pipelines. The slurry may travel several thousand feet before it finally discharges into the stope, where it lends support to the mined-out area.

The method of coal pillar design involves primarily two aspects, the geometry of the pillar and the strength of the coal. However, the strength of the coal has to be emphasized with respect to the entire pillar dimension rather than isolated strength values of coal samples taken and measured from different locations. The presently applied pillar design systems do not specify clearly what the coal sample strength really represents. The intention of this paper is to introduce the concept of seam strength as opposed to the current practice of using coal strength as a prime design criteria in the formulation of pillar calculations. Seams are most of ten composed of multiple layers of coal, partings, and bone in different configurations, changing within the vertical section of the seam even in relatively close locations. The difference in strength between the weakest and strongest component of the coal seam could be as much as five times or more. An experimental approach based on multiple compressive tests performed on coal samples from the Coalburg and the Warfield seams from Eastern Kentucky was undertaken. The analysis of the results lead to the conclusion that for pillar calculations both the weighted mean of the seam strength and the strength of the weakest stratum should be considered rather than the relatively vague aspect of coal strength The design of pillar dimensions based on the above mentioned aspects should assure a more realistic design performance.

The National Institute for Occupational Safety and Health (NIOSH) conducratory and field tests to evaluate the effectiveness of dust collector bags for reducing dust liberation and operator exposure from a roof bolter?s dust collection system. The laboratory tests evaluated the bag?s effectiveness to contain dust and the effect on canister filter loading in both a bag and bagless condition. The dust emissions from the collector?s exhaust were also measured in each condition during laboratory testing and show that nearly 100% of the test dust fed into the collector was captured by the dust bags. Loading and pressure drop on the dust collector?s canister filter is greatly decreased when using the bags, enabling longer periods of drilling without filter removal/cleaning. The field results showed that, even though dust standards were met, respirable dust in exhausted emissions was reduced around the bolter. Laboratory and field results show that benefits from use of the bags are realized in all areas of operator exposure.

This review provides a new and comprehensive summary on studying colloidal interactions encountered in mineral processing with representative examples for critical information, which are of great scientific and practical importance. Colloidal interactions play a vital role in mineral processing, including grinding, physical separation (particularly flotation), dewatering and tailings management (Fig. 1). Despite great energy input in comminution to liberate valuables from gangues, hetero-coagulation between valuables and gangues would prevent the separation of valuables from gangues. On the other hand, selective coagulation/flocculation to increase the size of desired fine particles could enhance physical separation and dewatering, while dispersion is needed for fine grinding. The importance of colloidal interactions is becoming increasingly significant as we process ever more finely disseminated low-grade ores as a result of inevitable depletion of high-grade ore deposits. To control the state of colloidal dispersions by creating favorable conditions, it is of paramount importance to study colloidal interactions in a relevant system and understand underlying mechanisms.

Western Australia is the largest state in Australia with an area one and three quarter times the size of Texas. Most of the State is desert or semi-desert, and only the southwest corner is heavily populated. The State has a population of one and a half million people, and one million of these live in and around the city of Perth. Perth is located on the narrow Swan Coastal Plain and is flanked by the Indian Ocean and the Darling Plateau. The Darling Plateau is an ancient peneplain rising some 300 metres above sea level, and forms an important resource base for the population. The Darling Plateau is old, having been formed some 200 million years ago, and its soils are deeply weathered. The parent materials were granite and gneis which have broken down to form lateritic gravels, overlying dense kaolinitic clays. Some 30 million years ago, in the Tertiary period, a sub - tropical climate prevailed. Appropriate conditions of moisture, temperature and drainage led to extensive laterisation. Some of the laterite contains bauxite of mineable quality. Some 1.9 million hectares of the south-west of Western Australia is covered by eucalypt forests. The Polish underground mining has its long lasting tradition. High production of coal, that has recently been approaching 200 milion tons per year, put this small country among the bigest world producers of coal. To achieve such a high production, which mainly originate from very unfavourable mining and geological conditions, Polish scientists and engineers have to introduce new and original solutions to the mining practice. Many of the solutions on mining methods, ventilation, stability, subsidence etc., have had the world wide reputation, however, insufficient translations from Polish cause , that many of the recent Polish mining achievements are not known to foreign specialists.

It is generally accepted that sulfur exists in coal in three forms: (1) pyritic, (2) organic, and (3) sulfate sulfur. Sulfate sulfur usually makes up less than 1% of the total sulfur content. Pyritic and organic sulfur, make up almost all of the total sulfur and occur in varying amounts in different coals and can vary greatly in coal of the same seam Pyritic sulfurs of 20% to 80% of the total sulfur have been reported Other authors have shown that it is not possible to remove the organic sulfur without chemically altering the coal. Chapman and Jones (1) state: "Organic sulfur, unlike pyritic sulfur does not exist as discrete particles, but is intimately associated with the coal structure, and as such it is not possible to remove it or reduce its concentration by physical means." Any success in removing sulfur has come about by removing pyritic sulfur by physical means; therefore, removal of sulfur in the pyritic form is the subject of this investigation. The extent to which any impurities can be removed from a particular coal can be determined by a washability study. Outside of crushing coal, to finer sizes or chemically altering the coal, there are no known methods of changing this inherent washability characteristic. The efficiency of various methods used to remove impurities can be determined by comparison of results produced at a yield to the results as shown by a washability study. In recent years heavy media processes have proven their ability to wash plus 28 mesh coal and nearly produce results shown to be theoretically possible by the washability study. Therefore, it is the objective of this paper to show various methods of treating the finer fractions of the coal, in the hope of developing a process, which can effectively produce in the fine fractions the efficiency of heavy media devices in the coarse.

The LA Effluent Outfall tunnel is a 7-mile long, 18' internal diameter, secondary treated effluent discharge tunnel currently under construction by Dragados USA for the Los Angeles County Sanitation District No. 2 (LACSD). The purpose of this tunnel is to add redundancy and increased capacity for discharge of secondary treated effluent from the LACSD’s Joint Water Pollution Control Plant, located in Wilmington, California within Southern Los Angeles County. Current discharge from this facility flows through two existing tunnels of 8' and 12' horseshoe profile, constructed in 1937 and 1958, respectively. When the new tunnel is complete, it will add an additional capacity of 670MGD in peak wet weather flow conditions. Geology of the roughly 7 mile long tunnel was divided into six reaches by the contract documents. Tunnel Reaches (TR) 1 to 3, comprising 19,550' will be excavated in alluvial sands of the San Pedro and Lakewood formations, with cover ranging from 45 to 90 feet. In this reach the tunnel intersects the seismically active Palos Verdes fault Zone. TR 4 is a 1,600' transitional zone between alluvium and the rock formations of the Palos Verdes (PV) Hills, comprised mostly of Malaga Mudstone. TR’s 5 and 6 total 15,591', and are within the rock formations of the PV Hills with overburden ranging from 315' to 475'. The primary constituent of the PV Hills is Altamira

Within ten to fifteen years, coal-fired power generating stations will be producing over 40 million tons of coal-ash annually in the United States. The largest part of this ash will be emitted from the boilers, entrained in the off-gas stream and trapped as flyash. However, about 15 percent (six million tons) will he removed from furnace bottoms as bottom ash or molten coal-ash slag. In current practice, the molten coal-ash slap is generally water quenched and then transported either as a slurry or in granular form to storage or disposal areas. Although a small amount of this slag is marketed as abrasive grit or as roofing granules, most of it is considered a waste material which must be disposed of at considerable cost to the power companies and therefore to the public. The accom¬panying economic loss in terms of unused raw materials and displaced land is not as obvious but is just as real. The Coal Research Bureau at West Virginia University under the sponsorship of the U. S. Bureau of Mines has been examining the possible utilization of both coal-ash slag and flyash in the mineral wool industry as a method of partially alleviating the growing national problem of solid waste disposal. The potential marketing situation for mineral wool manufactured from coal-ash is illustrated in Figure 1. This bar graph depicts the growth in value of mineral wool shipments1 from 1949 through 1966. In this 17-year period, the value in¬creased by over 350 percent, more than 20 percent per year, despite a decrease in unit cost of mineral wool. It therefore appears likely that coal-ash could find a steady market as a supplement to existing sources of raw materials for mineral wool production.

During developing the Ingulska mine at the Mi-churinske uranium deposit in the central part of Ukraine the radioactive rock dumps have been piled. A height of dumps reaches to 15-25m. They occupy a large territory and can be a source of covering with radioactive dust the area around the Ingulska mine. Uranium content exceeds 0,01% in all dump rocks samples while in the dust fraction samples it ranges from 0,01 to 0,06%. Uranium content in road dust at the dump?s foot reaches 0,137%. A new (for Ukraine) method of f-radiography of tree and bush leaves sampled at the territory about 100km2 has been used. It is based on fission of 235U nucleuses due to heat neutron influence in a nuclear reactor and on following study of the Lausan films with tracks drawn by the fractures of these nucleuses. Uranium content of the dif-fusion-disseminated dust type is (0.9-22.2)?10-6% while in the individual particles it can be considered much more because of burned holes in Lavsan above them. The dust content with uranium in Kirovograd reaches to 20-50 part/cm2 while near the dumps it ranges from 100 part/cm2 to 300 part/cm2 in the radius of 1,5-2km from the Ingulska mine.
