The Main Pass sulphur and oil deposit is located at Main Pass Block 299 in the Gulf of Mexico, 30 miles east of Venice, Louisiana, in 210 feet of water. The deposit was discovered by Freeport-McMoRan and its joint venture partners, IMC Fertilizer and Homestake Mining, in late 1988-early 1989. The sulphur deposit contains 67 million long tons of recoverable sulphur. The sulphur occurs in bio-epigenetic limestone replacing anhydrite caprock on top of a salt diapir. Recoverable reserves of 39.4 million barrels of oil and 9.1 billion cubic feet of gas are also contained in the limestone caprock and in supracap sandstone stringers.

Until recently, the application of the Jameson Cell technology in North America has been restricted to minerals processing. Recently, laboratory, pilot-plant and full-scale testing has been conducted to assess the Jameson Cell's ability to effectively treat fine coal. Based on the data, carrying-capacity relationships have been developed. In addition to its operational simplicity, the Jameson Cell has the ability to provide a separation efficiency near the theoretical separation performance on the basis of ash rejection while achieving a relatively high throughput capacity Tie results obtained from the various fine coal cleaning applications in North America is presented in this publication.

To allow recovery of gold values from ore which cannot be economically processed by the mill, Pinson Mining Company has developed a run-of-mine heap leaching facility. In order to estimate production scale recovery rates, reagent consumption and percolation problems, a series of pilot scale tests were performed. These tests typically consisted of 3,630 metric tons (mt) (4,000 tons) leach ore at a grade of .94 to 1.56 grams per metric ton (g/mt) (.03 to .05 oz.) Au/Ton. Test heaps were loader stacked to approximately 4.3 meters (14 feet) high. Information from these pilot scale tests was employed in the design and construction of the production scale facility. Parameters such as spray rate, leach cycle, sprinkler placement, and barren solution chemistry were determined by the pilot tests.

From laboratory research activities during the past five years, it is now evident that effective flotation separations can be achieved with the high-capacity air-sparged hydrocyclone. The effectiveness of the equipment has been demonstrated on a pilot-scale basis (1 tph) for a number of mineral commodities including coal, copper, gold, and industrial minerals using a nominal 5-cm x 50-cm system with separation efficiencies equivalent to those achieved by conventional flotation machines. The high specific capacity of the air-sparged hydrocyclone (100 to 600 tpd per cubic foot of cell volume for a nominal 5 cm x 50 cm system compared to 1 to 2 tpd per cubic foot of cell volume for conventional columns and mechanical machines) makes it especially well-suited for the pro- cessing of low-grade ore. As a result of these pilot-scale successes, a number of plant-scale test programs are planned for larger-diameter units to establish wear characteristics and scale-up relationships for design purposes. The status of the air-sparged hydrocyclone technology is reviewed in the present paper, including a description of the system, fundamental considerations of flotation mechanisms, general discussion regarding the effect of control variables, and the significance of feed characteristics.

A computer program has been developed for use by the mining engineer for analyzing drum-type hoists prior to the modification of an existing system or the designing of a new one. Its use permits the preliminary evaluation of a system before seeking the technical assistance of mine hoist designers and manufacturers. Compatible with an IBM-PC, the user-friendly program accepts a variety of data and can analyze hoisting systems for any balance state. The extensive program can be used to: (1) calculate skip capacity to yield a desired production rate; (2) solve for required drum face width; (3) select a permissible wire rope from a menu of 50 available rope types: (4) estimate total horsepower of the hoist plant; and (5) estimate power cost. An example of the model's use in evaluating a hoisting system will conclude the paper.

Flywheel power is extracted by a high-speed generator, developed by Lear Siegler Corp,, and the system -- including vacuum and lubrication and cooling auxiliaries -- is supplied by the aerospace group, Rocketdyne Division of Rockwell International. The flywheel system is being developed under a three-year contract with the Department of Energy. It is a follow-up contract to a previous DOE-contracted study by General Electric Co. in which it was shown that a flywheel can be a feasible power source for a shuttle car from technical, economic, and safety standpoints. This paper addresses the status of the program, design decisions established, and plans for laboratory test procedures and underground demonstration. The flywheel-powered shuttle car is a conventional 6-ton capacity shuttle car equipped with a 7-rotor flywheel energy storage package. The energy package is the sole source of power for the shuttle car through a complete mission duty cycle (MDC) of tramming to the miner, receiving a load of coal, and returning to the secondary haulage system. Energy stored in the system exceeds MDC requirements and waiting times to provide an ample margin of reserve energy. The energy storage system is recharged by spinning the rotors back up to maximum speed each time the shuttle car comes back to the secondary haulage system. The electrical charge motor is connected to a power source to recharge the system while the load of coal is being discharged.

Introduction Diesel-powered vehicles are used extensively in underground mines throughout North America. The bulk of the diesel vehicles found in underground mining operations are used for loading and ore haulage, as well as for transportation of personnel and supplies. Along with the advantages of using diesels underground is the disadvantage associated with diesel-tailpipe particulate-matter emissions (DPM). The concentration of DPM in the ambient air of US underground metal mines is not now regulated by the Federal Mine Safety and Health Administration (MSHA). However, recent studies have shown DPM to be mutagenic (National Institute of Occupational Safety and Health, 1988), and the American Conference of Governmental Industrial Hygienists (ACGIH) has recommended that the exposures of per¬sonnel to DPM be limited to an 8-hr time-weighted average concentration (threshold limit value or TLV) of 0.15 mg/m3 (Anon., 1995). The authors, while making measurements in a number of US underground mines that use diesel haulage equipment, found mine air DPM concentrations ranging from 0.2 to 2.36 Mg/M3 (McCawley and Cocalis, 1986; Watts et al., 1989; Cantrell et al., 1991; Haney, 1992; US Bureau of Mines, 1992; Watts, 1992; Watts et al., 1995). If the proposed DPM TLV were to be adopted as a permissible exposure limit (PEL) for US underground mines, the proposed limit of 0.15 mg/m3 PEL would be lower than any of the concentrations measured in the earlier studies and would represent more than a 15-fold reduction from the maximum 2.36 mg/m3 concentration. A 0.15 mg/m3 PEL would also represent a 4.5-fold reduction from the average 0.68 mg/m3 measured mine ambient air DPM concentration reported in this paper. Other diesel tailpipe emissions that are now regulated underground include carbon monoxide (CO), with a PEL of 50 ppm; nitrogen dioxide (NO,), with a PEL of 5 ppm; nitric oxide (NO), with a PEL of 25 ppm; and sulfur dioxide (SO,) with a PEL of 5 ppm. Because the concentrations of these gaseous pollutants and DPM are affected by the state-of-maintenance (Waytulonis,1992), it is important that a means be developed to measure emissions from engines that are now in service to determine when maintenance is needed. The current study was the result of an inquiry by mine¬maintenance personnel who had been receiving complaints about high concentrations of diesel soot (DPM) in mine headings from load-haul-dump (LHD) vehicle operators. Mine-maintenance personnel were searching for an objective test to determine if the diesel tailpipe particulate emitted was excessive. The mine was also evaluating electronically controlled, two-cycle, naturally aspirated, direct-injection diesel engines on some of their JCI (John-Clark Inc.) load-haul-dump (LHD) vehicles. These LHD vehicles were used to haul freshly blasted ore from mine headings to a feeder breaker. The feeder breaker breaks down the larger chunks and feeds the broken ore onto a conveyor. Michigan Technological University, in past studies, developed an emissions-measurement apparatus (EMA) ca¬pable of measuring diesel vehicle tailpipe pollutant concentrations (Chan et al., 1992; Chan et al., 1993; Carlson et al., 1994). At the time of the study reported here, most of the mine's LHD vehicles used a 12-cylinder, four-cycle, naturally aspirated prechamber diesel engine. The study was undertaken in cooperation with mine maintenance supervisors from late 1992 through July 1993. The objectives were to compare diesel exhaust emissions between the 6-cylinder, two-cycle, electronically controlled, direct-injected diesel engine and the 12-cylinder, four-cycle, prechamber diesel engine and to, then, use the data collected, in conjunction with mine ambient air measurements, to demonstrate the application of the "deterioration factor" (Chan et al., 1992), which is a measure of the state-of-maintenance of mine-vehicle engines that are now in service. The information would be used to identify vehicles that need maintenance to reduce emissions. Energy consumption and distribution in aluminum production, conservation accomplishments, and future goals are presented. Electrolysis and electrode manufacture show the greatest promise for major improvements. Means are proposed for reducing waste heat generation in smelting and for conserving energy in anode manufacture by furnace design and substitution of other materials for petroleum coke. Hall-Heroult Process modifications, alternative designs, and the Alcoa Smelting Process are discussed as energy savers. Scrap recycling, more use of aluminum in transportation, and the installation of offshore smelters in less developed countries are shown to be additional means of coping with possible energy dislocations.

There are large areas on all of the continents with environments which are favorable for deposits of zinc and lead of Mississippi Valley type. In the developed countries, these environments have for the most part been quite thoroughly explored for the near surface deposits, and it will be necessary to direct more effort to the search for deeper buried deposits from which much of our future production must come. The difficulties of exploration for deep ore of this type are many and formidable, but the area of permissive environments beneath deep cover is many times as great as the area of the known near surface ore districts. It is a reasonable assumption, therefore, that numerous deposits wait for discovery and development. The finding cost, however, is certain to increase, and it is essential that concepts and techniques of exploration be improved if we are to sustain a reasonably strong productive capability into the 21st century. Exploration for deeply buried deposits requires at the outset relatively large areas of favorable geologic environment. The favorable horizons must be within economic limits of depth for the exploration as well as for the mining techniques which are currently available; and there must be some condition, design or strategy which will assure the explorer a reasonable chance of obtaining maximum benefit from discoveries which he may make.

The exchange of heat from wall rock to ventilating air was studied in a cross-cut driven through fresh rock on the 4600 level of the Kelley Mine, Six- teen thermocouple probes, 10 inches long, twenty-three probes, 7 feet long, and five probes, 50 feet long, were emplaced in the walls soon after blasting and wall -rock temperatures were monitored intermittently over a two-year period to determine heat loss from the wall rock. Temperatures, humidity, and velocity measurements were made of the air at the same times to determine heat gain. An important but less well-defined variable was the heat transfer by water entering the crosscut from fractures and leaving in the ditch. The balance of heat in and heat out at each probe station is within an acceptable range. Theoretical and empirical models for heat flux into a cylindrical opening fit the data reasonably well, also.

As part of an effort to provide basic data on the fundamental scientific and engineering principles of minerals beneficiation, the Bureau of Mines is conducting research on the flocculation of mineral fines. This paper presents results of studies using crosslinked starches containing carboxyl, diethanolamine, iminodiacetic acid, and xanthate groups to flocculate hematite, goethite, chromite, manganrte, pyrolusite, cuprite, and cassiterite fines. The carboxyl and xanthate derivatives flocculated all minerals except cassiterite; the latter was flocculated by only the diethanolamine derivative. The iminodiacetic acid derivative flocculated hematite, goethite, chromite, cuprite, and pryolusite fines. Zeta potential measurements were made to help define the reaction mechanism responsible for flocculation. These measurements indicate that electrostatic attraction probably is not involved, except possibly in the case of the diethano lamine derivative. The separation of hematite from quartz by selective flocculation with chelating cross- linked starches under two pH conditions and with two dispersing agents is described. Best recoveries and grades were found when either the carboxyl or xanthate derivatives was added at the natural pH of the pulp in the absence of a dupersing agent.

Undercut-and-fill mining is a method developed by the International Nickel Company to deal with abnormal pillar mining conditions at one of its mines. Results have been such that its use has been extended to normal, pillar recovery operations in other mines of the Company as a replacement for conventional square-set pillar mining. It is anticipated that the method will also largely replace square-set stoping at INCo mines, especially for mining at deep horizons.

Utah produces a wide variety of industrial rock and mineral commodities, valued in 1998 at $534 million (28 percent of the total non-fuel mineral production of Utah). Major commodities produced in 1998 include: halite; potash and magnesium chloride; Portland cement; sand and gravel; car- bonates including lime, limestone, and dolomite; phosphate; crushed stone; clays; perlite; gypsum; and sulfur and sulfuric acid. Commodities produced in lesser amounts include: diatomite; pumice; silica; lightweight aggregate; gemstones, ornamental stone, and mineral and fossil specimens; byproduct sulfur and sulfuric acid; silica; and building stone. The years 1993 through 1998 were a period of steady growth in industrial rock and mineral production. However, some commodities have grown much more rapidly than others. The robust western U.S. economy has stimulated production of construction-related commodities like sand and gravel, raw materials for Portland cement, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants. Noteworthy specific developments include: (1) opening of new aggregate operations and buyouts of small aggregate operations by large national and international firms, (2) expansion of a lime operation and two cement plants, and (3) development of several new gypsum mines. The future of the industrial minerals industry in Utah looks promising despite a more restrictive regulatory environment and a growing anti-development attitude among its citizens. While Utah has become less pro-development than it was prior to the 1990s, it is still moderate compared to strongly anti-development states, so companies have some motivation to choose Utah in their strategic mineral development plans. As long as the western states' economies continue to grow, Utah's industrial minerals industry should thrive.

While the use of synthetic polymers for solid/liquid separation is not raw technology (1)(its history goes back to the mid 1950's), its importance has increased dramatically over the past decade. This can be attributed to two major factors. The first of these was a change to mechanized mining (strip mining and continuous underground miners) which resulted in a lower quality (higher reject) preparation plant feed, as well as a higher percentage of smaller size particles in the feed. The second factor has been the greater restrictions imposed by governmental agencies on effluent discharge and solids impoundment, requiring pre-treatment of recirculating water before reuse and treatment of refuse before disposal. Today, synthetic polymers find utility in almost all applications requiring separation of solids from aqueous suspension, including "in-process" as well as waste treatment applications. In spite of the fact that there are over several hundred commercially different flocculants available in the marketplace (2), there are a limited number of chemically different materials available which are useful from a cost/performance standpoint. The potential reasons for using flocculants in a coal preparation plant are summarized in TABLE 1.

The, principle purpose of applying control to any process is to improve -its profitability. Even when considering the impact of a plant on its surrounding ecology this is still, true, since the sanctions felt most immediately from violations of the regulations are the economic penalties or fines which result. 'Economic performance can be improved within a plant in several ways. Steps can be taken to cut the cost or quantity of resources (power, water, steam, reagents) consumed per ton of throughput. Alternatively the operation of the plant can be changed so as to increase product yield per ton of throughput. Or the cost of labor and plant overhead per ton of product can be reduced by raising the total 'throughput, assuming-that the increased amount of product can be sold for the same unit price. In designing a program to improve plant performance, all three routes should be borne in mind. To maximize the return on investment over a longer period, it is also desirable to set up a comprehensive plan of improvement, equipment being specified at each step in the implementation so as to ensure that it fits in with later requirements later implementation being either by means of modular additions or by having the necessary interfaces built into the original equipment. It is much cheaper in the long run to buy features which have been factory-installed, than to have to make provision for their later addition in the field. This paper examines some ways of improving plant performance by the application of various process control techniques using both analog and digital con¬trol equipment. A general philosophy of application is suggested and specific examples described.

Introduction Heap and dump leaching are low-cost metal production techniques that are gaining in popularity among gold and copper producers. However, the flow of solution in heaps and dumps has received little attention in the literature. This is unfortunate since solution flow is one of the few parameters subject to operator control. Thus, solution management may well influence both operating costs and plant performance. Costs aside, there are two important aspects of solution flow to be considered -the metallurgical and the hydrological. Some of the metallurgical factors have recently been discussed (Jackson and Ream, 1980; Schlitt, 1984; Schlitt and Nicolai, 1987). These cover solution application rates and methods, irrigation rates, leach-rest cycles, and nonvertical solution flow. According to Caldwell and Moss (1985), however, the hydrological aspects may be more significant than the metallurgical ones. In particular, a phreatic surface will form when excessive flow leads to an accumulation of water and the associated buildup of pore pressure within the rock pile. Such internal flooding can either originate at the foundation or at some other zone of very low permeability. The latter condition gives rise to an impounded volume of solution, i.e., a perched water table (see Whiting, 1985). Caldwell and Moss point out that a rising zone of saturation is probably the most common cause of dump failures. Of course, such failures have even occurred in heaps that were carefully prepared for leaching (Milligan and Engelhardt, 1984). Thus, flooded conditions and perched water tables represent an important safety consideration as well as having an impact on metallurgical performance. The following sections describe a case history in which a perched water table developed within a copper leach dump. The description includes background information, solution flow rates, and metallurgical data. Then this situation is compared to one involving normal drainage. Description of the leach system The leach dump in the case history is located at a shutdown open pit copper mine. It was built in two lifts, with the second added some 20 years after the first. There is little detailed information available on the initial lift. It was built with rail¬hauled waste and was generally less than 30 m (100 ft) high at the crest. The area available for leaching was about 120 m (400 ft) wide and more than 380 m (1250 ft) long. The dump surface was prepared for leaching by dozing ponds approximately 12 m by 12 m by 2.5 to 3.0 m deep (40 ft by 40 ft by 8 to 10 ft). The ponds were leached by flooding with barren leach solution returned from a scrap iron cementation plant. Based on mill feed at the time, the average waste grade was probably close to 0.4% Cu. The first lift leached well. It accepted high flows, which together with the waste grade, produced a rich pregnant leach solution (PLS). Old records indicate a PLS of "50 lb Cu/ 1000 gal," or about 6 g/L. As later drilling would indicate, such a high tenor led to dissolution of considerable scrap iron that was returned to the dump. The iron then hydrolyzed and settled out on the pond bottoms. In addition, the waste settled substantially so that the unleached crest was 3.0 to 4.5 m (10 to 15 ft) above the ponded area. Eventually, the leachable copper was extracted and the dump became less permeable. Thus, the PLS tenor dropped until it became uneconomical. About ten years later, mining resumed and the decision was made to add another lift to the dump. This was done without giving much thought to a subsequent leach operation. Hence a 24-m (80-ft) lift was built on top of the original dump. The surface of the latter was not prepared in any way, e.g., by leveling and/or deep ripping, prior to over-dumping. Examination of subsequent drill cuttings indicated that the new lift contained about 0.2% Cu, with chalcopyrite and chalcocite (50:50) being the predominant copper minerals. Most of the chalcocite occurred as rimming on the abundant pyrite, with the pyrite to chalcopyrite ratio estimated at 10 to 1. The use of 100- and 120-ton trucks for haulage caused some waste compaction during emplacement. In addition, the host rock itself was relatively soft, being a porphyry intrusive material that was partially altered to clay. As a result of the initial compaction and clay swelling, the rate of water percolation from the new leach ponds was slow and the ponds often contained considerable standing water. Even frequent ripping failed to provide a sustained improvement in the percolation rate. The poor surface permeability was exacerbated by hydrolysis of iron salts which settled as a layer on the pond bottoms. Partly as a result of the permeability problems, metallurgical performance was not up to expectations. These had been based on laboratory tests which showed about 20% copper solubilization in two weeks. Continued copper extraction in the tests also suggested that a substantial percentage of the copper would eventually be recovered. However, the PLS grade in the actual operation peaked briefly at about 0.48 g/L Cu (4 lb Cu/1000 gal), then declined to a range of only 0.24 to 0.36 g/L Cu (2 to 3 lb Cu/1000 gal). The poor leaching was traced to a lack of oxidation of the sulfides. There were two principal observations supporting this conclusion. First, there was no evidence of any heat being generated within the dump. As discussed elsewhere (Schlitt and Jackson, 1981; Hiskey and Schlitt, 1982), pyrite oxidation is quite exothermic and the high pyrite content of the waste should have led to an increase in the temperature of the leach solution as it percolated through the rock pile. Second, there was no sign of any natural convective air flow through the dump.

The apatite deposits in east-central Bahia, Brazil, are about 50 km east of Serra do Jacobina, between lat. 11° and 12° S. and long. 39°40' and 40° W. Apatite was found and examined at 15 localities in a mineralized belt that strikes about N.25° - 30 W. over a distance of about 100 km, but the size of the deposits has not yet been determined. Rocks of the region consist of a sequence of Precambrian migmatites and quartz feldspar paragneisses containing units of pyroxene-rich rocks, lenses of sillimanite-bearing quartzite, amphibolite zones, and calc-silicate marble lenses. Pegmatites and granites of probable anatectic origin (anatexite) are abundant. Faults are numerous. Clastic sediments of Tertiary and Quaternary ages cover most of the area; thus, outcrops of the Precambrian rocks are sparse. Trenches and pits have exposed mineralized zones as much as 10 m wide at some localities within the region. A layer of apatite at least 1 ½ m thick is exposed in a trench at Lagoa do Mel. At Rio do Peixe, vertical shafts have penetrated a mineralized zone, to a depth of as much as 13 m, of which about 25 percent is apatite. Apatite is massive or forms minute crystals, stringers, and disseminated grains in alkalic host rocks. At Apolinario, euhedral crystals of apatite are as much as 50 cm long and 30 cm in diameter. Associated minerals include vermiculite, biotite, scapolite, opal, chalcedony, epidote, montmorillonite, chlorite, kaolinite, sericite, magnetite, and limonite. Apatite is everywhere intimately associated with pyroxene-rich rocks, alkalic syenite pegmatites, and alkalic granite pegmatites. At Panelas-Retiro, apatite is associated with pegmatites, crystalline calcite (vein calcite), vermiculite, and pyroxene-bearing rocks. Analyses of samples show that the apatite is radioactive and rare-earth-bearing. Traces of vanadium and titanium were detected by spectroscopic analysis. The apatite was probably derived from phosphatic zones in the original Precambrian sedimentary rocks and has been crystallized and some mobilized by high-temperature regional metamorphism (higher amphibolite facies) into veins, pegmatites, and along certain preferred beds and fractures.
