A theoretical and experimental study was made of the surface phenomena occurring in a silicate - sulfonate system and a silicate -amine system, Experiments were conducted varying the collector concentration to examine its effect both on the total surface sorption and the rate of sorption. The results were compared to a theoretical model based on a Langmuir-type isotherm, Finally, the flotation behavior of selected silicate minerals was predicted from the sorption results and an explanation for the flotation of silicates postulated on the basis of both the theoretical predictions and experimental data.

Research methods to develop an economic model for the determination of regional mineral advantage are discussed. An industrial complex conceptual framework is used to study potential mineral resource outputs of Kansas. A procedure for making a comparative cost analysis of potential outputs for a Kansas-based industrial complex is outlined and illustrated. Methods for estimating aggregate demand and for developing an input-output matrix for a hypothetical limestone complex are explained. The input-output matrix is expressed in physical units. A computer algorithm for converting physical production data and input cost data into total cost per unit of output information is briefly explained and flowcharted. Limitations and usefulness of this procedure in determining regional advantages are surveyed.

INTRODUCTION The effectiveness of collector type on sulfide mineral flotation is generally determined by the amount and type of functional groups of collector molecules that interact with surface and water at the mineral/collector/water/gas interface. The final interfacial state when bubble contact takes place is preceded by chemical and physical reactions that involve these gas/liquid/solid interactions. These interactions differ not only for different minerals, solution and gas composition, but also for different collector molecules. The purpose of this paper is primarily to summarize the developments and status of short (C2-C6) and long (C12) chain, aliphatic collectors that contain three sulfur atoms in their polar function. These are trithiocarbonates (TT'Cs). For purposes of comparison, similarities in molecules containing 0, N and S are compared. Mostly short chain ionic collectors molecules of dithiocarbonates (DTCs) and TT'Cs were compared. The studies, largely bench scale flotation and plant testing, were carried out on ores containing Cu, Ni, Au, and PGM's. Studies of long chain 'ITC collectors are reported on Ni, PGM and auriferous pyrite ores containing uranium. Under starvation dosage conditions, surface activity coefficients of short chain collector molecules and interacting water were calculated. Mining operations have long been accused of causing a disruption to local, domestic and agricultural water supplies. More recently, concern for water supplies has increased with the advent of high-extraction mining techniques, namely longwall mining. Theoretically, any water-bearing zone in the overburden above a high-extraction mining operation may be affected by mining. In some cases, a confining bed may be fractured causing a loss of water to a particular zone. In other cases, increased fracture permeability may enhance the ability of an aquifer to transmit and deliver water. Unfortunately, only a limited number of studies have been conducted that characterize hydrologic changes and also quantify the magnitude of mining-induced subsidence. The US Bureau of Mines (USBM) conducted such a study at a mine site in Greene County, PA. A total of eight water wells were drilled, and hydrologic parameters, such as specific capacity, transmissivity and well yield, were determined both before and after mining. Electronic water-level recorders were installed on each water well to provide continuous observations of water level fluctuations.

White Pine Copper Company built and operated, from August, 1962 through May, 1963, a pilot plant to recover copper using a cyanide percolation leach of the sand fraction (+400 mesh) of the mill tailings (1, 2, 3). The pilot plant runs were metallurgically successful and preliminary engineering studies for a full scale operation were completed under contract by an outside engineering firm. Unfortunately, the net return projected at that time did not justify the proposed capital' investment. In the summer of 1973 the project was revived. The rise in selling price of copper over the previous ten years, compared to the projected operating cost of the leach plant, increased the calculated net return on investment with the most recent figures showing a 30% DCF. Basically, the reason for this favorable shift in profitability was that the cost for many of the reagents did not go up as fast in the previous ten years as did the selling price of copper. Using the Chemical Marketing Reporter costs, NaCN sold for 18.3¢/lb in 1963 and 20.75¢/lb in August, 1973. During this same period H2S04 went from $23.50 per ton to $35.90 per ton. In comparison, producer's prices for electrolytic copper were 31¢/lb in 1963 and 619 in 1973. Thus the price of copper went up 97% while the two reagents only increased 13% and 53%, respectively. The capital investment also escalated but, again, not to the same extent as the selling price of copper. These price differences no longer are valid' but they did provide justification for reexamining the project.

The past few years have produced a rash of demands for changes in America's way of doing things. From manufacturer to consumer, the rules have been changed. Some of the demands were needed and, when legislated to requirements, did manage some good for all concerned. Other demands made by zealots and taken up by regulatory agencies have forced costly changes on our way of life. No segment of industry has been exposed to more new rules and regulations than the deep coal mining industry in the United States. There is no denying that some good has evolved, but most mining men know that the effects have done more to reduce production and increase cost than they were ever intended to do.

The exploration geologist is frequently confronted with the problem of allocating his resources, i.e., exploration effort, among various areas. Although geologic, financial and logistic considerations influence the allocations, no objective criterion is usually given which determines the optimal allocation. Maximizing the gain in information, subject to the constraint of a limited exploration budget, is used as the objective criterion to allocate reconnaissance effort. The information function, I(x), quantifies the expected gain in information, where x is the scale of exploration. To calculate the information function the following data are necessary: 1. The probability that an area contains a target must be estimated. 2. For each scale of exploration, four probabilities must be estimated: the probability that an anomaly is produced by the target; the probability that an anomaly is not produced by the target; the probability that an anomaly is produced by a barren area (false signal); and the probability that an anomaly is not produced by a barren area. Alternatively, the barren area can be replaced by other targets. To illustrate the allocation model, the optimal number of line kilometers/line spacing per area is determined for an aeromagnetic survey for iron in Egypt.

The mineral processing engineer must have some knowledge of mineral identification, and the greater his knowledge in this field, the greater will be his potential to do his own specialty well. Most metal-bearing ores and industrial minerals require processing of some kind to produce a salable product or a material suitable for further processing. The types of treatment are many, but each one is aimed at separating a mineral or family of minerals from others. Obviously, then, it is basic to all mineral processing to identify the minerals present in the raw material and in intermediate and final products resulting from processing. Very often the mineral processing engineer will enter planning while exploration of a mineral prospect is going on. He will examine hand specimens, drill cores and cuttings, bulk samples, and materials in place. He must identify the valuable minerals, their occurrence and associations with other minerals, and the identity of diluents or host rock. An exact and detailed knowledge of the raw material will usually suggest the treatment processes that should be investigated in the development of the most suitable scheme for that particular raw material in that particular location. Physical properties of a mineral often lead directly to a process for separating that mineral from others. Some well-known examples of these are: magnetic separations for such minerals as magnetite, rutile, ilmenite; gravity separations for gold, silver, galena. cassiterite; flotation separation for most sulfides; distillation of mercury from cinnabar; and selective dissolution in specific solvents such as halite or sylvite in water, gold and silver in cyanide solutions, copper oxides, carbonates, sulfates and silicates in dilute sulfuric acid. These processes and many others are described in detail elsewhere in the Hand¬book and so it is not appropriate to give details here, except to emphasize that processing is aided greatly by complete mineral identi¬fication. Developing a treatment scheme for a new mineral discovery is an exciting assignment fag the mineral processing engineer, but much more of the usual work relates to quality control in existing plants. Here too, mineral identification is important. Some processing is aimed toward producing an end product which will meet exacting specifica¬tions regarding purity or allowable diluents. Jim Walter Resources, Inc., (JWR) a division of Jim Walter Corporation, has 5 underground coal mines in Central Alabama varying in depths from 400-2500 feet. Gas Chromatography plays a vital role in safety and production at each mine. Chromatographic data is used to monitor working areas for safety and proper ventilation and to control the quality of extracted methane for sales purposes. Instruments have a1 so been employed during mine rescue operations. JWR's first Gas Chromatograph (GC) was installed in April 1984 to monitor gob gas taken from longwall gob areas and sold based upon BTU value. The GC allows maximum extraction rate of the gas within the quality guidelines. By late 1985, another system was purchased and both units were upgraded to perform an analysis of indicator gases which may appear during mine emergencies. Each unit has the ability to detect and measure the following gases at almost any level ; Oxygen (021, Nitrogen (N2), Methane (CH4), Carbon Dioxide (C02), Hydrogen (HZ), Carbon Monoxide (CO) , Ethylene (C2H4), Ethane (C2H61, Acetylene (C2H2) and a composite of hydrocarbon threes and above (C3+). The analytical run is accomplished in less than ten minutes and is completely automated. This report will introduce Gas Chromatography as applied by Jim Walter Resources for the analysis of underground mine air.

Recently a mining analyst for a major bank called me to say that during his travels he had encountered an electric utility interested in a new uranium supply. Since we produce uranium as a by-product of phosphate operations rather than as a primary product, he assumed we simply sold our output in the spot market and that a new prospective purchaser would be of interest to us. This assumption was incorrect; the uranium had already been sold on a long term basis at terms more favorable than the currently depressed spot market. From the outset our approach to the marketing of uranium was based on the principle that by-product marketing is not unlike primary product marketing. This was particularly appropriate in the case of uranium, as we were planning a considerable technical and capital commitment to a new business. This illustrates: that the fundamental principle in by-product marketing is to follow a primary product strategy; that the terms "by-product" or "co-product" are creations of accountants; that they have no place in marketing decisions! Traditionally, the term "by-product" has implied that only a secondary marketing effort is required. Recent history has contradicted that view by demonstrating that by-product values can have marked impact on a mine's revenues and costs. In fact, by-product values can spell the difference between success and failure.

Early mining at Manhattan demonstrated that blasthole assays alone were insufficient to control the disposition of material. A program was began using controlled blasting, intense sampling and panning of crushed samples, fire assay checks, and geologic inspections to sort material in the pits. Statistical data confirms that the method provides effective control at minimal cost. This cost is easily offset by additional tonnage found in areas considered to be waste.

The materials used for the construction of buildings contain natural radionuclides of the U238 and Th232 series and are ? 50% due to land radioactivity. Another component of natural radioactivity is K40, with ? 40%. The presence of these radiopollutants in the final products (i.e. bricks, concrete) due to body irradiation is by two pathways: external irradiation and internal irradiation. External irradiation is due to gamma radiations emitted by Pb214 (RaB) + Bi214 (RaC) from the U238 series, by Ra228 (Mezothoriu I) + Ac228 (Mezothoriu II) + Tl208 (ThC??) from the Th232 series and by the K40 radionuclide. Internal irradiation is due to inhalation of radon (Rn222) and Rn220 (Tn) plus short life descendents (Po, Pb, Bi), radionuclides which are present in concrete. A fraction from radon present in concrete enters into a house leading to internal irradiation by inhalation. In Romania, the maximum concentration of radon allowed for new buildings is 200 Bq/m3.

The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize" or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

An example of market development is described. The market in rail-lake movement of coal is vital to a rail carrier because of its location. This market is threatened by nuclear and other competing fuel sources and by depressed all-rail unit train rates, The first step to develop the rail-lake transportation market consists of rate adjustments and tariff changes to force tighter scheduling of mines, railroad, port and boats, and thus reduce cost. The second step provides a surge pile at the port to eliminate most of the seasonal disadvantage of rail-lake movement and reduce car detention at the port to almost zero.

Recent research by the investigators has evaluated the oxidation roasting of refractory gold concentrates in the presence of hydrated lime. (Taylor, 1990, 1991, 1992, 1993). These results have indicated that it may be possible to roast concentrates in such a way as to contain nearly all of the sulfur and arsenic in the roaster calcine and that cyanidation may be possible. To further evaluate the behavior of this type of roasting system a laboratory cyclone reactor was built and operated using pyrite and hydrated lime as a .model system. Approximately 50 years ago, the principle of cyclone firing entered practical boiler construction. The appeal of the cyclone configuration was that it afforded the flash combustion process greater efficiency due to turbulence-induced increased mass transfer, heat exchange, and combustion rates.

Powerful, yet inexpensive, personal computers running Windows-95 operating systems provide powerful mine-wide monitoring capabilities when properly engineered. Long awaited conductivity over LAN, phone and Internet links provide new dimensions for sharing information throughout an operator's organization, in- deed around the world. On-line data analysis, archival data storage and historical trend viewing generate shared inputs to production, safety and maintenance personnel. Five years in development, Rel-Tek's new EZ-Trol/W-DX system was engineered around the pilfalls of a Windows environment. It now offers higher speeds, 3D animated graphics and long distance telemetry - all with better reliability than ever before possible. The ubiquitous DDS utility inherent in most Windows was discarded in favor of a lightning fast RAM format. Several ponderous interpretive programs were redesigned into a single compiled entity, thus avoiding the overhead from message conversion, handshaking and transfer. To make the system user friendly, a 'Wizard" utility helps operators set up and reconfigure their systems on site. In-mine data acquisition telemetry was also re- vamped, incorporating a unique noise avoidance scheme, dubbed the "DX" bus - enabling longer distances and higher reliability. 12- bit analog conversion provides the enhanced resolution needed for field scaling auto-cal sensors. By mid '96, eight EZ-TROLMI- DX systems were up and running, several for more than a year. Factory updating and assistance are possible over a phone or Internet link. Our factory testing of components routinely includes actual operation at 2400 BAUD over 14 miles of twisted pair wires.

The five tunnel contracts of Milwaukee Northeast Side Relief Sewer System are about 80 percent complete. The tunnels are all excavated for 1.9 meter (6'-0") finish diameter sewers in a variable rock, mixed face, and glacial soil environment. Different contracts were let under two primary types of specifications, performance and prescriptive, which treated aspects of construction, such as primary ground support and groundwater control, differently. Interfacing of design and construction through field personnel allowed the needs of all parties to be met and resulted in savings in time and money to the Milwaukee Metropolitan Sewerage District (MMSD). Interfacing, cooperation and risk sharing allowed resolution of problems such as line and grade variations and potential differing site conditions. It also allowed the parties to pursue constructive changes to construction activities. Thus on one contract prescribed use of compressed air was eliminated, but migration of fines into the tunnels was stopped with filter fabric. Use of an expensive primary support system was dropped, but concern about deterioration of lagging was alleviated by use of special materials.

The International Network for Acid Prevention (INAP) was formed in 1998 by 17 international mining companies to promote significant improvements in the management of sulphidic mine materials and the reduction of liability associated with acid drainage through knowledge sharing and research and development of technology. Since its inception two panels have been formed to identify and move forward with research projects and eight networks have been constituted to initiate interaction and knowledge sharing within the membership in specific areas of technical interest. An INAP web site has been developed to facilitate the sharing of information and to encourage the exchange and development of new ideas.

The paper presents a study on the reclamation of two mined-out bauxite open pits in the area of Kefali, Itea, Greece. The mining area has been reclaimed partially in the past, but its proximity to the town of Itea and a national road with tourist traffic, rose the interest to examine various scenarios for improving the landscape and the aesthetics of the site and introducing alternative land-use for recreational activities. Geospatial data were modelled using a Geographical Information System (GIS) that made it possible to study alternative proposals in terms of final landscape profiles, volumes required to be moved and the associated costs.
