It is estimated that between 5 and 15 pounds of solid waste are generated monthly by each individual. Finding a final resting spot for such waste is an important matter. In the "good ole days," dumps of every description and condition were available. Not so now. Almost all states have adopted and are enforcing strict regulations regarding the disposition of solid waste. Many companies, owing to the nature of their business, have potentially good waste-disposal sites available. Cleveland Quarries Company falls in this group; but in spite of our having state and county permits, opposition by the local community denied us the opportunity to provide a needed local service.

Recovery of iron and copper from acid mine drainage was studied in pilot scale at a continuous treatment plant at the mine site of the King's mine in Roeros, Norway. The average load on the plant was 1 m3/h. The process tested in this project is a three-step process consisting of: 1) Fe(OH)3 precipitation at pH 3.5, dewatering of iron sludge and transport to ferric chloride plant; 2) after filtration precipitation of residual metals at pH 9, concentration of metal sludge by flotation; 3) extraction of metals from the sludge with sulphuric acid followed by recovery of copper by electrolysis. The copper could be used for local production of different crafts, but this condition needs a further evaluation. The process economy at a full scale plant is evaluated.

I welcome this opportunity to give a Congressman's birdseye view of a subject which I believe holds great potential for the future in helping meet the needs of people, with minimal adverse impact on the environment. All mankind, not just the people in this great nation, faces the need for additional usable space. In some parts of the United States the problem arises from rapid urbanization of the surface and little utilization of the subsurface. Everywhere there is an increasing problem of insufficient space arising out of the increasing population crush and growing demands for open space, housing, water, transportation, communication, and social service. You are the technicians to whom we look for assistance in finding answers. We look to you also to provide guidance for broad policy decisions concerning underground space. I prepared for a career practicing law, but since 1952 I have been a member of the House of Representatives. In this latter capacity I deal with programs designed to help solve all kinds of problems. But, naturally, I am especially interested in the water scarcity and other environmental problems of my home state of Arizona and the arid and semi-arid areas in the West. This North American Rapid Excavation and Tunneling Conference has as its theme: "Tomorrow's Tunneling Technology Today." I have a very great interest in this potential of our underground space resource. The Central Arizona Project now getting underway in my state will consist in part of tunnels and underground pipelines to convey life-sustaining water from the Colorado River to people and lands across Arizona to the Phoenix and Tucson areas.

As an advanced method of rock engineering construction safety monitoring, microseismic monitoring technology can monitor the micro-fracture of rock masses within an effective range, and then perform forecast analysis of rockburst, cracking, falling blocks and other disasters. Although the application of microseismic monitoring technology has become more mature, how to improve its application efficiency remains to be further studied. At present, artificial intelligence has been extensively developed, and the use of intelligent algorithms to improve the efficiency of rockburst forecast can provide a valuable reference for the safe construction of underground engineering. To this end, this paper proposes a microseismic multi-parameter rockburst early warning model based on dynamic Bayesian networks. First, the sensitivity of microseismic source parameters to rockburst forecast is analyzed based on microseismic monitoring data and actual rockburst information of a hydropower station. Second, the main seismic source parameters and their data are selected and imported into a dynamic Bayesian network for learning to obtain the rockburst forecast model. The model is confirmed in its self-validation and K times cross-validation, and the receiver operating characteristic curve of the model is also analyzed, it is found that the area under the curve is close to 1, indicating that the model has good accuracy. Finally, the analysis of the influence strength of the parent and child nodes in the model reveals that the moment magnitude and source scale are the most sensitive parameters, which can be used as an important reference for rockburst forecast.

Electrolytic techniques have historically been used to remove arsenic, antimony and bismuth from copper refining electrolytes. However, both solvent extraction and ion exchange techniques have been heavily researched and in a number of cases commercially introduced. In this study a large number of solvent extraction reagents and ion exchange resins were screened to determine the selectivity of the reagents for impurity removal. Solvating extractants were found to efficiently remove arsenic from electrolyte. The extent of arsenic extraction increased in the following order: TBP < DBBP < DPPP < Cyanex 925 < Cyanex 923. Antimony and bismuth extraction from electrolyte were demonstrated with the reagent 2EHAP04. The ion exchange resins UR-3300 and Duolite C-467 were found to strongly extract antimony and bismuth from electrolyte. C-467 appeared to be superior to UR-3300.

"The proposed Minne Lusa Stormwater Conveyance Sewer is part of the Phase 3 Major Combined Sewer Overflow projects to be scheduled as part of the City of Omaha’s Long Term Control Plan (LTCP). The system features a 6,100 foot long, 14-foot inside diameter tunnel to provide for conveyance of separated stormwater from previously completed and future LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The tunnel will operate as a pressurized system and convey flows of up to 2,500 ft3/s resulting from a 10-year, 24 hour storm event. This paper provides a synopsis of the project with a focus on the overall design aspects related to siting the tunnel alignment in an urban environment, the hydraulic analyses performed to choose a pressurized system rather than an open channel system, and expected geologic conditions. Tunnel alignment and profile and geological profile are presented, as well as an overview of the construction related impacts considered during design. PROJECT BACKGROUND The proposed Minne Lusa Stormwater (MLSW) Conveyance System will provide for conveyance of separated stormwater from previously completed, and future, LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The project location is representatively shown on Figure 1; the overall conveyance system is represented in Figure 2. The MLSW Conveyance System consists of three separate construction contracts under Contract Numbers: OPW-52004 – The Storz West Detention Basin to 31st & Paxton Tunnel; OPW-52454 – The Storz West/Pershing Detention Basin Grading and Improvements; and, OPW-52752 – The Pershing Detention Basin to ML Outfall Channel. This paper focuses on the project covered under Contract OPW-52004: design and construction of an approximately 6,110 feet 14-foot inside diameter (ID) tunnel, constructed using a Tunnel Boring Machine (TBM). The tunnel will receive flows from the Paxton Boulevard (PB) and the John Creighton Boulevard (JCB) Stormwater Conveyance Sewers and convey the flows to the Storz West Detention Basin, resulting in CSO volume and flow rate reductions to the Minne Lusa Outfall Channel and the North Interceptor."

The productivity and fuel efficiency of iron-ore blast furnace operations has greatly increased in recent times. These improvements, particularly to the Japanese steel industry, have primarily arisen from process engineering studies of the blast furnace and associated operations such as sintering. The development of fluxed sinter based on iron-ore fines reacted to produce highly reducible, low slag sinters has contributed further to a reduction in fuel requirements. The Pilbara province of Western Australia is a significant source of these iron-ore fines supplied to the international market. Increasingly, this market is being offered high quality ores from other foreign sources. To technically assist companies in improving the processing efficiency of ores, and to improve the technical marketing of ores by modelling the processing characteristics of Australian/international ore blends, the Commonwealth Scientific and Industrial Research Organization (CSIRO) is actively assisting the industry by researching the general theme of &apos;iron ore from mine to metal in this paper we outline progress towards a numerical description of: a. ore deposit classification. b. Degradation during transport. c. Direct reduction of iron ore. d. Liquid bath ore reduction/smelting. e. Industrial sintering.

In 1925, Niggli (1925, pp, 1-69), formulated a physico-chemical, explanation for the origin of hydrothermal ore deposits, from a concept that had appeared earlier in the literature in the writings of Von Groddeck, Stelzner, Beck, de Launay, Kemp, and Lindgren. Niggli proposed that pressure at depth could force volatiles from deep-seated magmas. The volatiles would In turn form pegmatites and then ore deposits as the fluids cooled. This is one view of a general theory of ore genesis that gained secondancy for years among such prominent geologists as Fenner (1926, p, 697) and Emmons (1936, pp. 29-70). It was, proposed that ore deposits were precipitated from solutions or fluids that had escaped or been separated from a deep-seated magma by means of liquid immiscibility or crystallization or gas transfer. This theory is based on the presence of igneous rocks close in space and age to hydrothermal ore deposits in many mining districts of the world. As is well known, there are many ore deposits apparently of hydrothermal origin that are neither spatially nor chronologically related to igneous rocks, In still other localities where there are no hydrothermal ore deposits, igneous rocks occur that are similar in composition to those in mining districts. In view of such facts, the applicability of the Niggli theory to all hydrothermal ore deposits may well be questioned. The chief purpose of this paper is to test the Niggli theory by studying the primary petrology, hydrothermal alteration, and distribution of copper and zinc in silicic igneous plutons supposedly genetically related (in the Niggli sense) to nearby hydrothermal ore deposits, Silicic Tertiary plutons in three New Mexico mining districts were chosen, the Hanover-Fierro intrusive at Hanover and Fierro, the Granite Mountain pluton at Magdalena, and the four outliers of the Lordsburg stock at Lordsburg. First, it had to be established whether the observed plutons were or were not the source of the adjacent ore deposits. This was done by studying the relation between the copper or zinc distribution-and the primary or secondary features in the plutons studied, and the time relations between instrusion and ore deposition. Primary igneous features of a pluton are defined as the minerals, texture, shape, and character of the pluton which were formed prior to the complete solidification of the rock, secondary features include all changes that took place in a pluton after solidification. They are identified by their cross cutting nature or as replacing primary minerals, Under the Niggli concept, it is proved that the ore ions did not originate from the parts of the pluton now visible as immediately adjacent to the ore deposits; it must then be established, if possible&apos;, that the ore ions were separated from deeper parts of the intrusive, Some idea as to whether the copper or zinc ions originated from a related magma at depth may be gained by a comparison between the primary (that is, pre-alteration) zinc and copper abundances found in ore localizing intrusive studied and the average abundances for copper and zinc in silicic igneous rocks most recently given in the literature. Finally, the relation between ore deposition and hydrothermal alteration was studied on a regional as well as on a local scale.

Sulphuric acid leaching is the most common method of recovering uranium from its ores and in the following discussion various alternative low cost routes are investigated for recovering uranium from milled ore acid leach liquors. Historically uranium has been recovered from dilute impure leach liquors by packed bed ion exchange (IX), solvent extraction (SX) or a combination of both. All three process routes as commonly practised require complete separation of leached solids and liquids, as well as extensive solids washing in order to reduce soluble uranium losses to a minimum. Separation and washing are costly and often require equipment covering large areas of land. The size and capital cost of the post leach solids washing operation is controlled by the ease of washing the slimes fraction of the ore and the key to the problem of cost reduction, as many others have realised, lies in the ability to separate the slimes fraction of the ore from the more easily washed sands, to wash the sands in low cost equipment and to recover uranium from the slimes stream. Sands and slimes are usually defined in this context as the material larger than, and smaller than, 325 mesh (44 microns). The proposed flowsheets which minimise solid-liquid separation and washing have usually incorporated ion exchange (Refs 1,2,3), and resin in pulp is in fact practised in several mills in the USA (Ref 1). The resins used in these flowsheets and [cranium] recovery throughout the world have been strong base resins which load rapidly and are moderately selective for the uranyl sulphate complex anion over the range of pH which is conveniently achieved in an acid leach operation. Strong base resins are, however, not as selective as weak base resins and weak base liquid reagents owing to the adsorption of competing anions, some of which find their way into the product while others act as resins poisons. Ion exchange using strong base resins must therefore be followed by a more selective weak base SX purification step if pure yellow cake is required.

The various facets of university-company cooperative activities and the opportunities for collaborative research for the mineral industries are presented in this paper. The advantages and disadvantages of various alternative research funding arrangements for the researcher, the university, and the sponsoring corporation are discussed. Examples of university-industry cooperative research programs are briefly outlined. The concept of a cooperative mining research program is presented. The improvement of performance through techno- logical developments and human skills may well be the greatest competitive edge available to the U.S. mining industry. In this regard, the need for new endeavors between industry and universities can hardly be overemphasized.

The exploration geologist is frequently confronted with the problem of allocating his resources, i.e., exploration effort, among various areas. Although geologic, financial, and logistic considerations influence the allocations, no objective criterion is usually given that determines the optimal allocation. Maximizing the expected gain in information, subject to the constraint of a limited exploration budget, is used as the objective criterion to allocate airborne reconnaissance effort. The information function, I(x), quantifies the expected gain in information, where x is the scale of exploration. To calculate the information function, the following probabilities are required: the probability that an area contains a deposit; the probability that an anomaly is produced by the target; and the probability that an anomaly is produced by a barren area (false signal). Alternatively, the barren areas can be replaced by other targets. To illustrate the allocation method, the optimal number of line kilometers, i.e., the optimal line spacing per area, is determined for an aeromagnetic survey for iron in Egypt.

Investigations were performed on fine grinding of bituminous coal in a laboratory-scale pulverizer. The results indicated that the breakage behavior at relatively coarse sizes (i.e., greater than about 20 µm) is essentially "normal." However, at fine sizes (i.e., less than about 10 m), there is clear evidence of reagglomeration. A simplified population-balance model for simultaneous growth and breakage is formulated. Breakage rates and breakage distributions were assumed to follow the patterns typically observed in simple grinding systems. It is recognized, however, that solid particles and agglomerates may exhibit different breakage behaviors. Agglomeration rates are assumed to be determined by contact probability, i.e., by the relative numbers of interacting particles. Based on comparisons between model simulations and experimental data, it appears that agglomerate rebreakage rates and fragment size distributions are quite different from those for solid particles. The result is that product size passes through a minimum and then increases with time as agglomeration begins to dominate.

In January 1993, Pyramid Resources began implementation of a supervisory expert control system at a U.S Cu concentrator. The objective of this control system was to improve plant profitability through unit operation optimization and integration. This paper documents the key aspects of the project, including: economic and associated benefits, system architecture, concepts of implementation, process control strategies, practical aspects of implementation and conclusions. The implementation of expert control at this concentrator has resulted in an estimated benefit of $50,500 per day. This is a net result of improved tonnage, reduced reagent consumption, improved concentrate grade and reduced energy per ton produced.

This paper describes the development of a novel selective flocculation technique for recovering phosphate values from ores containing silicate or carbonate gangue minerals. Data from initial flocculation response and reagent adsorption studies on component mineral suspensions and synthetic mixtures were used to assess the influence of various process parameters (e.g., reagent dosages, particle size, solids concentration, and conditioning regimes) on single-stage selective flocculation tests involving natural silicate and carbonate ores. In these tests a high degree of selectivity was achieved using low dosages of a low-molecular-weight cationic dispersant and a mid-range molecular weight cationic flocculant. Testwork was then extended to the evaluation of several floc recovery systems (sedimentation, hydrocyclones, and floc flotation) in a multi-stage process involving redispersion and reflocculation. Results from these tests clearly demonstrated the feasibility of producing marketable phosphate concentrates from both ore types.

He has previously held senior management positions with Trans- African Mining Ltd., Anglo American Corporation, Consolidation Coal Company, Smith International Inc., Adams Resources Inc., and Golder Associates. John started his mining career as a coal miner in the coal fields of northern England. Dr. Wilson received his bachelor of science degree from the University of Durham, his master&apos;s degree from the University of Newcastle Upon Tyne, and his doctorate from the University of Witwatersrand, all in mining engineering. Today, Dr. Wilson is going to address the subject "Hiring Recent College Graduates Versus Hiring Experienced Mining Engineers." Please welcome Dr. Wilson. DR. JOHN WILSON: The advantages and disadvantages of hiring engineers directly out of school or those with some experience are often discussed among mining company managers. The choice is essentially dependent on the culture of each company, the company&apos;s maturity and strategic direction, and the growth or phaseout plans in vogue at the time of the decision. Generally, major, established mining companies employ entry-level college graduates and train them, introduce them to company culture, include them in a succession plan to replace retirees, fill vacancies, and provide management to direct future growth of the company. However, some large companies take a different approach. During restructuring, down-sizing, etc., some companies do not hire college graduates directly from school. Rather, they tend to recruit from other companies or absorb valuable personnel available following acquisitions or mergers. While this is a logical approach, it seldom provides for the future management and leadership needs of the company. A clear example of this failure is found when reviewing the hiring practices, or lack thereof, in the coal industry of the 1950s.

Many underground metal/nonmetal mines are using enclosed cabs on mining equipment to reduce the exposure of miners to diesel particulate matter (DPM). However, some enclosed cab systems may not be meeting their expected efficiency in capturing DPM, which could be a result of inappropriate filter use, cab leaks or insufficient pressurization. NIOSH investigated several types of filters for reducing DPM to determine which type had the best capture efficiency. The laboratory results indicated that a MERV 8 (minimum efficiency reporting value, as defined by the American Society of Heating, Refrigerating and Air- Conditioning Engineers) filter captured about 50% of the DPM, a MERV 16 filter collected 96-98% of the DPM and two HEPA (high efficiency particulate air) grade filters captured over 99% of the DPM. NIOSH also performed a field study to measure the efficiency of two cabs at a limestone mine. The cab filtration systems of a loader and haul truck were found to be over 90% effective in removing DPM, except under certain operating conditions when the efficiency was as low as 41%. A possible reason for the low efficiencies is an open window in the cab, but more studies need performed to obtain a better understanding of the cause and solution of the problem.

Newmont has been on a focused path of improving operations for many years. After the merger of Newmont and Santa Fe Pacific Gold, Newmont created significant synergies of over $50 million per year in Nevada, primarily through optimal ore movements and consolidation of various functions. During the current period of low gold and copper prices, Newmont has refocused its efforts on efficient operations worldwide. This paper will describe the methods and programs that continue to be implemented at Newmont&apos;s many mine facilities in Nevada. Newmont has used a combination of computer technology, optimal use of infrastructures, procurement strategies, functional consolidation, enhanced mine planning and a variety of available metallurgical processing options to decrease the cost of operations and increase profitability.

I consider it an honour to be the opening speaker in this afternoon&apos;s session on "Canadian Exploration". I also think it most appropriate that this joint meeting of the MMIJ and AIME should consider this subject, because Canada is a major exporter of mineral products and Japan and the United States are our two largest customers. Clearly, therefore, both countries have a valid interest in developments on the Canadian minerals scene. I represent the Mineral Development Sector of the Canadian Department of Energy, Mines and Resources. I will therefore speak from the point of view of the Federal Government. At this point I would like to acknowledge the help and constructive criticism I have received from several of my colleagues in Mineral Development Sector in the preparation of this paper. In any discussion of exploration in Canada, it is essential to emphasize at the outset that Canada has a federal system of government, with powers shared between Ottawa and the provinces. Under our constitution, the federal government has jurisdiction over the north, and over offshore areas, while the provinces own the natural resources within their boundaries. They control the systems of land acquisition for exploration and the terns under which mining titles are issued, and are therefore able to determine the rate and conditions of exploration and development of these resources. It follows that the Federal Government can influence the exploration and development of the provincial resources only indirectly by consultation with provincial authorities. However, once the resources are developed and begin to flow to market, the Federal Government can exert a much stronger influence because of its constitutional right to control both inter-provincial and international trade, as well as through its general fiscal and tax powers.

Adsorption of nonionic/anionic surfactant mixtures on kaolinite has been studied, with •Sodium dodecylsulfate as the anionic surfactant, and •Octaethyleneglycol mono-n-dodecylether as the nonionic surfactant. Synergistic interaction between these surfactants was found to cause adsorption of the nonionic surfactant with its hydrophilic chains protruding into the bulk, leading to substantial changes in wettability and dispersion characteristics of kaolinite. Similarly, hydrophobicity changes are observed also for silica particles upon adsorption of nonionic ethoxylated alcohols owing to possible changes in the orientation of the adsorbed surfactant molecules at the interface.

I chose the title "Let&apos;s Clear the Air" for this afternoon&apos;s presentation because it has two meanings, the literal and the figurative. Most of you know what MSHA is. Most of you know what MSHA does. And, for the most part, most of you know why. What I hope to accomplish today is to "clear the air" around our health standards, to clarify for you how MSHA views its congressional mandate under Title I Section 101(a)(6), (7), and (9) of the Mine Safety and Health Act. Asbestos, silica, radiation, noise, welding fumes, carbon monoxide, lead, hydrogen sulfide, nitrogen dioxide - the list of physical and chemical hazards encountered in the metal and nonmetal mining industry is as diversified as the industry itself, possibly even more so. In addition, miners are often exposed to several of these health hazards simultaneously.
