"Construction of the largest desalinization plant in the Americas has commenced in northern Chile. It is part of a several billion dollar expansion at a copper mine whose operations nearly stopped due to the challenge of securing a reliable source of water from the Pacific Ocean in a safe and environmentally sound manner. This paper discusses the risk management, design and construction of a quadruple chamber intake and outfall shaft, high capacity pump station, three 7m diameter vertically drilled marine shafts and three subsea tunnels constructed through challenging Andean hard-rock geology. The three 2.5m diameter subsea microtunnels are being mined with vertical curves through variable quality rock 30 meters beneath the ocean and retrieved in the wet from the 7m diameter marine shafts. INTRODUCTION AND BACKGROUND The battle for securing the rights to a constant water supply is a worldwide issue and nowhere is that more evident than the Atacama Desert of Chile, the world’s driest place with areas of the desert that have not seen rainfall in recorded history. The Atacama Desert also happens to be home to some of the world’s largest ore deposits which require huge amounts of water to extract and process. What available water there is comes from three main sources: deep seated wells, glacial water from the Andes Mountains, and desalinated water. Vying for water from wells and glacial streams and lakes are numerous agricultural and domestic facilities in the valleys surrounding the Atacama Desert. Environmental regulations and legal rulings have limited the amount of “natural” source water which can be used for mining purposes. Desalination plants are a known solution for combating water scarcity, albeit a costly one. The total estimated cost of constructing this desalination plant is over $3B USD, which will include a 2500lps capacity and an approximately 118km pipeline from the coast up to the mine located in the Andes. The overall scope of the project includes design, procurement, and construction packages for the 2500lps desalination plant including the seawater reverse osmosis plant, water conveyance to the mine, power transmission, the reservoir and the marine works package which forms the basis of this paper. This work investigated the effect of the concentration of CO2 and lead contamination on the forest ecosystem. Changes of the plant growth, lead concentration in soil, plant, and soil microbial community caused by CO2 concentration (380 ppm and 760 ppm) and lead contamination (500 mg/kg) were measured. Plant growth was inhibited by 50% due to lead contamination. Particularly, shoot growth was inhibited more than the root. However, the root elongation was not affected by the CO2 concentration increase. The diversity of microbial population with AWCD (Average Well Color Development) and PCA (Principle Component Analysis) showed that the lead contamination has an effect com-pared to CO2 concentration. The Shannon index calculated from DGGE profiles was high in soil with Pinus densiflora, while the effect of CO2 concentration was not significant (P<0.5). The similarity of microbial community from each treatment showed that lead has an effect on plant growth and microbial community rather than the CO2 concentration.

Procedures for particle size analysis on respirable dust from coal mines have been evaluated. Using respirable dusts dispersed in a laboratory dust chamber, size distributions measured using cascade impactors have been com- pared with the results of a variety of laboratory sizing methods performed on samples collected on filters placed side-by-side with the impactors. The laboratory techniques included centrifugal sedimentation, laser diffraction/scattering and automatic particle counting. The general agreement among the various methods was very good, with systematic differences which can be attributed to the different definitions of size used. Simple conversion factors have been obtained which can be used to transform the laboratory data to equivalent aerodynamic sizes. Similar comparisons have been made on samples collected in underground coal mines. Again, the results are in quite good agreement although small discrepancies were observed in some cases. These have been attributed to some degree of agglomeration in the airborne dust, leading to slightly coarser apparent distributions in the impactor samples.

On the Mesabi Range, Ammonium Nitrate is used for blasting a variety of materials having widely varying blasting characteristics. The materials vary from hard, dense, magnetic taconite, which requires heavy blasting, through relatively soft, earthy, direct shipping ores, which require only light blasting to facilitate shovel operation. In view of the fact that materials gradational between these two end members are encountered in large tonnages, it is evident that a wide range of blasting situations face the mine operators on the Mesabi Range. In April of 1956, at Cleveland-Cliff s Hawkins Mine near Nashwauk, Minnesota, a fertilizer grade of Ammonium Nitrate prills was first used as a blasting agent. This first attempt was made without the addition of any carbonaceous material and even though it did go off, the force was not sufficient to produce the required results. Fuel oil was then added In the amount of one gallon for each 80 pounds of Ammonium Nitrate, with the oil and Ammonium Nitrate being added to the hole simultaneously. This blast was successful. Since then most of the mining companies have used Ammonium Nitrate, experimenting with various ratios of oil and fertilizer, mixing these ingredients either before or during loading of the holes. Since the additional of fuel oil to the Ammonium Bitrate before loading produces a more uniform saturation, most companies have adopted the method of pouring the fuel oil directly into the Ammonium Nitrate bags and then pouring the mixture into each hole. The ratio of 3- ½ quarts of fuel oil to each 80 pound bag of Ammonium Nitpate prills is now being used.

The processing of residues derived from various operations in the mining and metallurgical industry for by-product recovery is becoming more prevalent. A principal target for by-product recovery is flue dust produced by conventional smelting operations. Flue dust from zinc smelters has been processed for many years for the recovery of cadmium (1,2). The cadmium recovery technique which consists of a selective sulfation roast, followed by a water leach and zinc dust cementation, produces a lead cake residue (see chemical analysis in Table I), which consists primarily of lead sulfate.

"At a distance of 10 years from the first application of the Nazzano Method, the widening under traffic of a tube of an existing motorway tunnel was realized near Ancona, along the A14 Motorway in Italy. This paper describes the works for the enlargement with conventional method of the second tube, very close to that already widened under traffic.This enlargement was realized very fast, taking into account the advantages of some interesting technological improvements of the Final Design proved in the first tube.INTRODUCTION TO THE WIDENING OF EXISTING MOTORWAY TUNNELSThe widening of a twin-bore motorway tunnel usually considers the double option of creating a third bore as an alternative or closure to traffic of one of the two bores with the resulting reduction in the level of service for users.On the contrary, the extension in situ of a road, motorway, railway or underground tunnel in the presence of traffic, made possible by an inspired idea of Prof. Pietro Lunardi, enables the level of service of the infrastructure to be maintained without the need to resort to alternative routes to create new permanent or temporary bores, not always feasible because of the lack of the necessary space.This construction technique, known as the ‘Nazzano Method’, is part of the technologies refined and offered by the ADECO-RS approach to tunnel design and construction (Lunardi P., 2008) which is increasingly used in the world, leading to the industrialisation of tunnelling (meaning respect for the times and costs set out during detailed design) both in conventional and mechanised (through TBM) excavations.The first true experimentation of the ‘Nazzano Method’ was carried out between 2004 and 2007 to enlarge the two-bore ‘Nazzano’ tunnel (Italy, Milan-Rome A1 motorway) in the presence of traffic, widening it to house from two to four lanes in each direction (Lunardi P. et al., 2007). Following the success achieved in this first application, the Nazzano Method was strengthened considering all the possible suggestions arising from the previous experience and then taken up to enlarge the north bore of the ‘Montedomini’ two-bore tunnel (Italy, Bologna-Taranto A14 motorway), in situ and the presence of traffic."

Monitoring devices have been installed at several mine sites to assess the potential for the development of acid rock drainage (ARD) in waste rock, spent ore and tailings material. In addition, instrumentation has been designed for monitoring changes in water quality in pit lakes. These devices monitor temperature, oxygen, water movement and water chemistry in the waste rock pile. This information can be used to evaluate the current and future ARD risks and the effectiveness of caps and covers. The information can also be used in the design of other reclamation strategies that limit ARD development. The instrumentation includes nested thermistors and oxygen sensing ports, neutron access tubes, heat dissipation units (HDUs) and lysimeters. Many of the monitoring devices can be linked to a data logger and telemetry systems, enabling monitoring data to be downloaded from the office.

Since the Toronto conference in May 2002, the International Council on Mining and Minerals (ICMM) has made progress on the road to sustainability. Fifteen of the world?s largest mining and metal producing companies and twenty-five associations have made a long term commitment to ICMM to improve the environmental and social sustainability of their activities. Sir Robert Wilson (Rio Tinto) assumed the chairmanship of ICMM in October 2002. By December 2002, the Council had approved a Strategic Vision and an operating plan for 2003. Both have been posted on the ICMM website (www.icmm.com). ICMM?s Operating Plan sets out three priority tasks: - Providing strategic leadership to achieve improved sustainable development performance in the mining, minerals and metals industry. - Contributing to international policy discussions on cross-cutting issues of importance to the industry, in collaboration with national and commodity associations. - Promoting dialogue and partnership with other organizations to catalyze sector?wide sustainability initiatives.

Endako Mine is an open pit molybdenum mine located in the north central region of British Columbia, Canada, approximately 160 km. west of Prince George. Production for the latter part of 1992 is expected to average at 63,500 tonnes per day of which 27,000 tpd constitute the mill feed. This production is achieved with five 15 to 19 cu. yd. electric shovels, six Euclid R190 and two Unit Rig M120 diesel-electric haul trucks, and three 121;.1 inch electric rotary drills. There are three ore zones delineated into pit areas called the Endako, Denak East and Denak West. Present mill feed source is the South East stage of the Endako Pit while the stripping is carried out in the South Wall stage also of the Endako Pit. The mine high grade aggregate is reduced in the primary and secondary crushing circuits before processing in conventional RM/BM/flotation circuits. The majority of the Molybdenum Sulphide (MoS2) is roasted on site to produce technical grade Molybdenum Oxide (MoO3) while a portion is further refined and treated to yield a 99.9% pure Molybdenum Sulphide (MoS2) "Ultrapure" product.

As a result of recommendations made in the 1988 Report of the Mine Safety and Health Administration Advisory Committee on Standards and Regulations for Diesel-Powered Equipment in Underground Coal Mines, the Mine Safety and Health Administration (MSHA) initiated a program to develop and test a diesel particulate sampling device. The sampling device employed the principles of inertial impaction to separate respirable dust into two fractions; one fraction containing particulate material having an aerodynamic equivalent diameter equal to, or greater than, 1.0 micrometer, and the other fraction containing particulate material having an aerodynamic equivalent diameter less than 1.0 micrometer. The design criteria were based on data which showed that virtually all of the diesel particulate material and very little of the mine generated dust was less than 1.0 micrometer in size. The instrument was tested in underground dieselized coal mines and in the laboratory. Comparative measurements were obtained with the MSHA designed impactor sampler, a University of Minnesota (UM) designed impactor sampler and MSHA&apos;s standard respirable coal mine dust sampler. Simultaneous measurements were also obtained with five of the MSHA and five of the UM designed impactor samplers to investigate between sampler precision. The paper discusses the design differences between the MSHA and UM impactor samplers, the precision of replicate measurement obtained with both instruments and compares measurements obtained with the respective samplers of the sub- and supermicron fractions of the respirable material.

Bituminous coal dust was repeatedly placed into one lung lobe of anesthetized Macaca nemestrina monkeys using a flexible fiberoptic bronchoscope. Radiographs taken at 15 day intervals showed a focal radiographic density after 90 days time when a total of 1 gram of dust had been instilled. The radiographic density progressed slightly in size until 12 months by which time 3 grams of dust had been instilled and the animals were euthanized. At necropsy, the only significant gross lesion detected was the focal black pulmonary lesion located at the dust instillation site. Histologically, the lesion was composed of coal dust laden macrophages located primarily within interstitial tissue and interspersed with a slight amount of reticulum and connective tissue fibers. The distribution of coal dust was limited to the instillation site in the right caudal lung lobe based on radiographic, gross and histologic examination. Bronchoalveolar lavage of both right and left caudal lung lobes was performed 8 times during the 12 month long experiments without significant complications. More macrophages were found in lavage fluid from the right lung than the left, and most macrophages from right lung contained coal dust particles. Based upon a limited physical examination and complete blood count at 15 day intervals the animals remained normal during the experiment. We conclude that the primate lung&apos;s response to focal experimental bituminous coal dust resulted in a marked focal increase in pulmonary alveolar macrophages, which can be recovered regularly in high numbers by bronchoalveolar lavage. The model described has significant potential for investigating the pathogenesis of various respirable dust-induced pneumoconioses, for evaluation of new therapeutic approaches, and for refining experimental and clinical diagnostic applications of bronchoalveolar lavage. The goal of this project is to develop, demonstrate, and document the beneficial use applications of a ponded F-fly ash as a road subbase material for the 2.1-mile Meredosia Industry Access Truck Route in Meredosia, Illinois. Approximately 60,000 to 70,000 cubic yards of ponded fly ash are proposed for use on this project without negative environmental impacts to surface water or groundwater. The County Highway Truck Route will consist of a 24-foot wide road built on a 0 to 7-foot thick compacted F-fly ash subbase. Laboratory testing indicates this fly ash will serve adequately as a road subbase, conforming to IDOT standard specifications. The economic considerations of using the Meredosia F-fly ash will also be developed so that a detailed cost-benefit analysis can be prepared for this project and for future projects. This project represents a two-year cooperative development and demonstration effort among the Office of Coal Development and Marketing (OCDM) of the Illinois Department of Commerce and Community Affairs (IDCCA), Southern Illinois University (SIU), Morgan County Highway Department (MCHD), Illinois Department of Transportation (IDOT), AmerenCIPS, and the Morgan County Regional Planning Commission. It is anticipated that monitoring activities will continue for a period of three (3) years after the completion of this project. The MCHD and IDOT will oversee all construction activities and long-term performance evaluation studies. Successful demonstration of large-volume beneficial use applications of F-fly ash at this site will significantly reduce management costs for power plants burning Illinois Coal. Furthermore, it will encourage similar utilization strategies at other sites in the State of Illinois.

Gold continued to be the primary focus of minerals exploration worldwide during 1995. Other targets, though, included primary diamonds and base metals, especially copper deposits amenable to solvent-extraction/electrowinning (SX/EW) processing. The discovery of nickel, copper and cobalt at Voisey Bay in Labrador, Canada was an unusual surprise. Meanwhile, exploration geochemistry continues to evolve to meet new challenges. The major event in this category during 1995 was the17th International Geochemical Exploration Symposium (IGES) held in Townsville, Queensland, Australia in May. The meeting was sponsored by the Association of Exploration Geochemists, which celebrated its 25thanniversary of service to the mineral industry, and the Economic Geology Research Unit of James Cook University, Townsville.

Io contrast to acid mine drainage (AMD), neutral mine drainage (NMD) has not yet received widespread attention. Metal and sulphate concentrations can be elevated and of concern in neutral drainage from waste rock and tailings. In the present paper, metal release in high ionic strength mine drainage at neutral pH is evaluated at several mine sites. Specific factors including oxidation rates, buffering capacity, and hydrology are also addressed and their effect on the production of contaminated NMD from mine wastes is evaluated. Case studies are presented involving current seepage water quality and predictive geochemical modelling to illustrate the possible time frame and magnitude of the contamination.

Steady-state water balance models have historically been used in the management of acid drainage at mine sites. Such systems could be more realistically described by non-steady-state conditions. In addition, the evaluation of alternatives for closure and management of acid drainage must consider non-steady-state conditions. Dynamic systems modeling is a method for simulating water management systems, offering flexibility in: (1) simulating either steady-state or non-steady-state conditions, (2) allowing "what-if&apos; scenario testing. and (3) optimization of operation and closure alternatives. A case study is given for acidic drainage management during closure at a heap leach facility that demonstrates the utility of dynamic systems models.

Peat has unique physical, chemical and biological properties. These include high porosity and water retention, high absorption and adsorption properties, and high buffering capacity. In addition, peat is a rich medium for microorganism activity. Peat has traditionally been used for horticultural purposes. However, in recent years, peat is increasingly being used for waste- treatment purposes. This paper reviews North American literature on the use of peat for waste-treatment applications. The literature indicated that peat has potential for use in the treatment of municipal and on-site effluents, for the removal of low concentrations of heavy metals and for the adsorption of liquid and gaseous hydrocarbon pollutants.

The center of mining at the Homestake gold mine in Lead, SD, is moving deeper every year. As a result, it has become necessary to upgrade the ventilation system. This paper describes the first phase of a scheduled two-phase upgrade - installation of a 2.2-MW (3000-hp) centrifugal fan. The higher pressure fan is required to route larger airflows into the deeper production levels. Selection of the fan began by specifying the necessary operating point to provide these larger airflows. Special site work had to be done on the surface to accommodate the new fan structure as well as underground to reroute airflows.

Coal produced from surface mines in the Western United States is becoming a more important part of this nation&apos;s economy as other types of fuels become scarce. This paper reports the investigation of alternative methods of handling the parting between two coal seams. The results of this investigation are presented as the engineering-economic aspects of alternative parting handling methods involving stowing or back filling techniques. The coal and parting characteristics were selected as being representative of those under consideration or actively mined in the West. The basic philosophy of evaluation is to establish a mine-within-a-mine where equipment selected for minimal capital investment can remove the parting and second seam nearly independent of the ongoing, present production. With proper consideration of design, this parting-coal removal is evaluated as a second operation within the first and has its own profitability measure. The Fort Union Area of Montana, Wyoming, and the Dakotas contains large reserves of low sulfur sub-bituminous coal. In many locations, several coal seams are close to the surface and are separated by relatively thin layers of parting. The removal of overburden and the mining of the upper seam is accomplished effectively with conventional mining methods and equipment. Mining a second seam of coal and handling the parting in accord with economic and environmental controls presents a number of problems. Typically, mining companies have adapted the conventional strip mining techniques used in the East. However, the extreme thickness of the western coal seams offers alternative mining method possibilities for parting and second seam removal.

This morning I would like to speak to you about an area of chemistry that is enjoying a revival-organometallic compounds. This renewed interest, principally stimulated by defense needs, has already created new markets for the products of the mineral industry. Although the consumption of metals in these new products is modest at oresent, several hold promise of importance. Because this is a new and growing market, I am sure the Council of Economics is aware of many of its facets and is interested in new developments. Of course, the chemical industry has been a significant consumer of minerals for many years. I estimate that in 1957 the chemical-industry purchased a total of $1175 million worth of minerals as raw materials (not including fuels). Finally, the environmental impacts and benefits of the technology, in comparison to more conventional systems, are presented.
