INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. Seismic repeaters are commonly observed in natural fault zones dominated by slow aseismic motion. The corresponding seismic signal, characterized by highly similar wave forms, is usually interpreted as the repeating ruptures of locked asperities on fault planes (“patches of higher roughness”), loaded by a-seismically slipping areas (“creeping areas”) (Chen & Lapusta 2009; Bourouis & Bernard 2007). Only very few occurrences of seismic repeaters have been reported in underground mines, where these phenomena are rather unexpected since the stress state and the seismic wave propagation continuously evolve with the advancing excavation front (Kinscher et al., 2020). A recent study based on a local seismic network installed in the underground mine of Garpenberg, Sweden, has shown that seismic repeaters and multiplets represent the main part of the total released seismic energy (magnitude of seismic events: -2 < M <1, on moment magnitude scale), with some seismic families being active during several months to years. It is suggested that repeaters are linked to aseismic slip on pre-existing talc-filled fractures, induced by the excavation, and loading of asperities. These results imply that part of redistribution of stresses in the mine is due to aseismic slip, which might explain the observed distant and delayed seismicity.

"INTRODUCTION Drill and blast (DnB) represents the most important, and sometimes the most costly processes in a mine.. The cost of drilling and blasting operations greatly contributes to the “high cost trends of the overall mining operations” (Afum B. O. and Temeng V. A. 2015). The use of available information to improve the DnB processes can be the difference between a highly expensive process and an optimized one. Mining operations have access to several types of data sets and key information from a wide variety of different systems. This information is normally used to improve, evaluate and apply processes for drilling and blasting. This may include different types of data from the different stages of the process (before, during, and after the drilling and blasting operations), such as hole locations (planned and actual), penetration rates, drill operators, fragmentation (expected and resulting), explosive (design and usage), geology, vibration, and others. This information can be used on its own or combined for further analysis to reduce costs, improve safety, and evaluate results. Fortunately, due to advances in mining software, drill and blast engineers can exploit this data and create reports to evaluate results and improve the DnB process. However, as users start combining information from multiple datasets and establishing standard operating procedures for reporting this data across multiple sites, it becomes valuable to create auditable, automated, and sustainable processes for handling the information. In many cases the task of aggregating and standardizing the data formats has already been completed and is available to consumers via the Enterprise Data Warehouse (EDW). A data warehouse team extracts data from the source systems and transforms it so that it is meaningful for decision support (Barbara H. Wixom, Hugh J. Watson, 2007). Our initial implementation plan for the DnB solution included using data stored at the sites; however we learned early on in the process that much of the work for aggregating and supplying the required data was already completed. The goal for this case study is two-fold: to show how information can be used to make decisions and improve processes, highlighting the value of using an EDW for managing Drill&Blast information; and to discuss how technical challenges encountered during the implementations were resolved. This paper is targeted at users that want to better manage their DnB data or try to set up standardized workflows for using this information. This case study will discuss the process of implementing a DnB workflow at multiple sites within Freeport McMoRan Inc (FMI) using both data at the sites and information available using the EDW. The paper will begin with an overview of the project. The discussion will then describe how DnB processes were used to set up daily workflows in order to provide information for evaluating process and making decisions. The final section will discuss some of the technical challenges and how they were solved, as well as possible next steps for further improving the workflow."

INTRODUCTION Uranium mining operations release radioactive materials into both air and water and generate large quantities of solid wastes containing low levels of radioactive materials. Solid wastes produced by mining operations remain on the surface at many inactive mining sites in the Western United States. These mining effluents may present a potential health and environmental hazard. Therefore, Congress, in Section 114(c) of the Uranium Mill Tailings Radiation Control Act of 1978, instructed the Administrator of EPA to prepare a report identifying the location and potential health, safety, and environmental hazards of uranium mine wastes and to recommend a program to eliminate these hazards. Several facts and limitations helped shape the method and approach of the EPA study. Little information on uranium mines was available; measurement information that was available on uranium mine wastes was frequently influenced (biased) by nearby uranium mills; time and resources did not permit comprehensive field studies to provide additional data; and there are inherent variations between uranium mines and sites that complicate generic assessments of mine wastes. To accommodate these facts, the EPA developed conceptual models of uranium mines and made health and environmental projections from them. The models were based upon available data from the literature, supplemented with information from discussions with persons inside and outside the EPA, and by doing several short-term field studies in Texas, New Mexico, and Wyoming. When necessary, conservative (maximizing) assumptions were employed. This paper presents a brief account of a part of the EPA study dealing with the potential health and environmental effects caused by active surface and underground uranium mines. Airborne contaminants are emphasized, although solid and liquid effluents are also included. Due to the limited space, only the methods and parameters used and the results of the assessments will be presented here. Anyone interested in the source of the data used and the development of the parameters should refer to the EPA report (Blanchard et al., 1981). The occurrence and emissions of stable elements were included in the EPA report, however, due to space limitations and their apparent small impact, except for possibly at some specific mines, only radioactive sources will be included in this presentation. MODEL URANIUM MINES The model surface mine was located in the South Powder River Basin of Wyoming and the model underground mine was located in the Ambrosia Lake area of New Mexico. These are the prevalent type mines in those areas. The model mines were based on the average production parameters of the 63 open pit mines and the 256 underground mines that were operating in the United States in 1978 (Department of Energy, 1979) and on a report of an extensive study of open pit mines in Wyoming (Nielson et al., 1979). Information contained in environmental impact statements and in reports from federal and state agencies was also used. Parameters for the model mines are listed in Table 1. The surface mining scenario is that 7 pits are opened in the 17-year mine life with overburden from each successively mined pit used to backfill a previously completed pit, resulting in an equivalent of one pit of overburden (2.4 year production) stored on the surface. No backfilling is assumed at the underground mine. Overburden or waste rock, ore, and sub-ore are separated into separate piles that are either rectangular in shape with length twice the width or in the shape of a frustum of a regular cone. Both shapes have 45 degree sloping sides. To account for bulking, the volume of the material comprising the piles was considered to be 25% greater than the volume of material removed from the ground. It was assumed that dewatering was required at both mine sites. Wastewater discharge rates at the surface and underground mines were assumed to be 3.0 and 2.0 cu m per min, respectively. SOURCE TERMS The following radioactive contaminants at active uranium mines were assessed in the EPA report: 1. Radioactive particulates in a) wind suspended dust from waste rock (overburden) pile, sub-ore pile, ore stockpile, b) suspended dust from mining activities (rock breakage, loading and unloading ore and wastes), and c) vehicular dust, 2. Rn-222 emanation from waste rock (overburden) pile, sub-ore pile, ore stockpile, and mining activities, 3. Rn-222 emanation from mine surface areas, and 4. Radionuclides in wastewater discharged to land surface. Estimated average annual dust emissions (item 1 above) from the model mines are listed in Table 2. Emission factors and the assumptions used to estimate these dust emissions are described in detail in the EPA report. Radioactive source terms were computed for each of the sources; dust emissions were multiplied by the concentrations listed in Table 1

Spectroscopic techniques are becoming increasingly popular for characterizing the interior of adsorbed layers of surfactants and polymers at solid- liquid interface as well as in the identification of com- pounds on mineral surfaces. This review encompasses the application of fluorescence and ESR spectroscopic techniques to reveal the microscopic environment of the adsorbed layers of surfactants and polymers on minerals with a special reference to the adsorption of anionic surfactants (e.g., sodium dodecyl sulfate) and polyelectrolytes (e.g., polyacrylic acid) at positively charged mineral (e.g., alumina) - water interfaces. Finally, the utility of XPS and auger techniques to identify the surface elemental composition of different mineral species has been related to their flotation efficiency.

Cable bolts are used as a means of rock support around underground excavations in many mines across Canada and around the world. A substantial body of research on cable bolting was conducted at a number of Canadian universities and mines from the mid-1980s through the 1990s. Since then, research into selected areas of cable bolting practice has continued in Canada. The research has focussed on cable bolt instrumentation and on the inclusion of cable bolts in empirical stope design techniques. A review of cable bolting practice is now warranted at many mines. It has been five years since the completion of the previous substantial body of Canadian academic research and the associated advancement in understanding of cable bolt design, implementation and verification practice. Attempts were made at that time to transfer the new design procedures and performance assessment technologies to mine-site personnel. In some cases, this was effective, and ground control personnel continue to improve on their cable bolting practice at each specific mine site. However, at other sites, experienced people have moved on, and the new, less experienced personnel do not have access to the training or technical resources required to improve their understanding of the subject. In other cases, the technology was not transferred effectively to practitioners, with the result that substantial improvements can be made to the cable bolting practice at those mines. Guidelines for auditing cable bolting practice are provided in this paper. The guidelines include a discussion of the objectives of the audit, suggestions for audit procedure and a summary of the possible outcomes of a cable bolt audit. The objectives of an audit might include assessing the reasons for unexpected cable bolt failures, evaluating the quality of the installation procedures, quantifying the efficiency of the cable bolt system and assessing training requirements and procedures. A cable bolt audit should include consideration of all aspects of the cable bolting cycle, including the design, implementation and verification phases of the operation. At the end of the audit, a ranking should be assigned to the components of the cycle. The ranking system can then be used to identify items that require immediate attention, others that could be improved and others that are adequate. Following completion of a cable bolt audit, increased confidence in the support system and its application is generally, found, along with the potential for cost savings in many cases.

This paper describes research being undertaken by the Chamber of Mines Research Organization (COMRO) which is designed to assist the continuous miner operator and section foreman in the performance of their jobs. The project will initially provide visual assistance to the miner operator, and later will semi-automate the mining (cutting) process. Using a technique known as "RF tagging," the project will also provide real-time or near-real-time information about the performance of the loading and hauling units to the section foreman, allowing him to quickly detect problems and take action where appropriate. The project is based upon the application of currently available technology, and the first phase is scheduled for in-mine testing within the next year.

The Mine Safety and Health Administration’s Roof Control Division (RCD) evaluated the use of Shuttle Radar Topography Mission (SRTM) data to identify fracture traces on Earth’s surface. Results were compared to the analysis method employed by RCD for 30 years, which relies on LANDSAT-TM Band 4. SRTM elevation models are expected to provide a direct representation of bedrock surface, while LANDSAT-TM Band 4 represents reflected near-infrared radiation as an indication of moisture content and is only a proxy for possible structures. Three areas in southwestern Pennsylvania were chosen for ground-truthing lineaments derived from both methods, following a series of desktop comparisons in six areas of the contiguous U.S. Field studies that identified numerous instances in which SRTM lineaments corresponded with joints at the projected location, and were oriented within 10° of joint strike, indicating that those SRTM lineaments represented the structural grain of the area. In some cases, lineaments were associated with individual joint zones. Photo-lineaments derived from the existing LANDSAT-TM methodology appear to offer a higher coincidence with expected trends of joints on a regional scale when performing the desktop comparisons, while field observations indicated that SRTM-derived lineaments had a higher association with individual geologic structures in the case study field area. It appears that both methods can identify the structural grain of an area, and that both tend to identify linear segments of valleys where erosion has preferentially occurred along joint zones or other structures.

The South African Mining, Extraction, Research, Development and Innovation (SAMERDI) strategy was launched in 2019 with the goal of modernizing the mining industry. It comprises three major research initiatives: improvement in the efficiency of extraction and health and safety in current mining operations, development of fully mechanized systems to mine narrow tabular ore bodies in hard rock, and development of extraction systems to break rock without using explosives. The crosscutting Advanced Orebody Knowledge (AOK) program seeks to develop and implement drilling and geophysical technologies that can characterize the rock mass ahead of mining and identify potentially hazardous geological features. This knowledge will be integrated with information derived from seismic monitoring. Mining methods, layouts and rock support systems will be adjusted accordingly to mitigate the risk of rockbursts. Boreholes are routinely drilled ahead of mine workings using diamond-impregnated bits. The drill core is logged to identify lithology and geological structures (especially dykes and faults that may be seismogenic), sample the ore body for grade control, and detect areas that may contain water and/or flammable gas. Methods and technology to improve the efficiency of drilling and maximize the information obtained from the drilling process, borehole core, and the borehole itself are being investigated. A range of geophysical technologies are being developed to map the rock mass from the skin of the excavation to a distance of several tens of meters. Light Detection and Ranging (LiDAR) is used to map the geometry of the excavation, including prominent joint, vein and fracture sets and the presence and performance of rock support elements and systems. Ground Penetrating Radar (GPR) is used to penetrate deeper into the rock mass and image joints, fractures bedding planes that influence the stability of the hanging and side walls. Image processing techniques known as ‘seismic attributes’ are being applied to the radargrams to improve interpretation. Electrical Resistivity Tomography (ERT) and various active and passive seismic techniques (e.g. Tunnel Seismic Profiling (TSP), ambient noise tomography) achieve even greater penetration into the rock mass. Finally, machine learning is used to improve the processing and interpretation of seismic and radar data.

"INTRODUCTIONDouble Shield TBMs were introduced in the market in the early seventies with three main targets:• Increase the TBM performances in term of advance per day thanks to the ability to erect a segmental lining simultaneously with the excavation phase.• Be able to advance through unstable and disturbed rocks under the protection of the shields• Provide a finished tunnel by installing a precast lining as the TBM advance.In 2003 SELI developed the design of the Double Shield Universal (DSU) TBM as an evolution of the original Double Shield TBM design.This new TBM design was targeted to improve: the TBM capability to advance through squeezing/converging rock formations under high cover, the telescopic joint design (allowing by such to operate the machine in double shield mode in very weak rock), the capability of the TBM to investigate and treat the ground around and ahead of the tunnel face.In the same lapse of time Single Shield TBMs, originally utilized for soft ground tunnelling, extended progressively their range of application to mix rocks and finally to hard rock tunnelling with increasing performances.This also thanks to the substantial reduction in the installation time of the segmental lining ring that contributed to minimize the TBM stand by time between two consecutive boring strokes.Today the choice between the two types of TBMs needs to be carefully evaluated project by project since one type of TBM may “prevail” in certain geologies and diameters and vice versa.THE VISHNUGAD PIPALKOTI TUNNELThe Vishnugad Pipalkoti Tunnel is part of the 444 MW Vishnugad Pipalkoti Hydro Electric Project (VPHEP) on Alaknanda river in Uttarakhand (India).The Owner is the Indian electric company “Tehry Hydro Development Corporation” (THDC) and the World Bank finances the project.The Headrace Tunnel total length is 13.4 Km and a section of about 12,3km will be excavated by TBM by SELI Overseas (Italy) in subcontract to HCC (India) the General Contractor for the project. The TBM will be delivered ex workshop in March 2016 and it is foreseen to start boring in the second half of 2016.Figure 1 below shows the location of the project and the following Table 1 summarizes the geometrical characteristics of the TBM tunnel."

"Application of mechanical excavators for rock excavation in both civil construction and mining engineering fields has increased significantly in recent years. Prediction of the excavation performance of any mechanical excavators – tunnel boring machines, roadheaders, impact hammers, continuous miners and shearers for any geological formation is one of the main concerns in determining the economics of a mechanized mining and/or tunneling operation. A new portable linear rock cutting (PLCM) device was developed in the Mining Engineering Department of Istanbul Technical University and supported by The Scientific and Technological Research Council of Turkey (TUBITAK-112M859). The PLCM is used for cutting small core or block rock samples by a real-life mini disc cutter. The results from the PLCM are compared with the results obtained from the full scale rock cutting tests and theoretical model. It is found that there is reliable correlation between test results obtained from both cutting tests and theoretical model. 1. INTRODUCTION Mechanical excavators are currently the only alternatives to drill and blast due to higher production rate, increased safety, uniform muck size, less roof support, easier ventilation, continuous rather than cyclical operation, and possibilities for automatic control. The most of large civil tunneling and some mining projects are now carried out by mechanical excavators rather than drill and blast methods. Mechanical excavators can be categorized into two main groups: full-face and partial-face machines. Full-face machines such as tunnel boring machines excavate the face in one mode at the size of the cutterhead. Due to their cutting mode, the shape of the face profile by the full-face machines can only be circular. As for partial-face machines, the cutterhead is attached at the end of a boom. The face profile excavated by the partial-face machines can be from circular to horseshoe shape due to the cutting mode of the boom."

Absorbent clays are products, usually in the form of granules, that can absorb and hold approximately their own weight of liquids while essentially maintaining their size and integrity. They always contain in abundance at least one of three materials: montmorillonite, attapulgite and diatomite. The first two are complex silicates; the last is amorphous silica of biogenic origin. Not all montmorillonites provide the base for an absorbent clay, however. Nevertheless, the silicates in particular, and the diatomite to a lesser degree, have certain molecular properties that give rise to the useful physical properties. Uses Use of absorbent clays is as old as civilization. Numerous references to "fuller&apos;s earth" appear in ancient writings, including the Bible. Fuller&apos;s earth originally connated a clay that could absorb oil and grease from wool to facilitate cleaning. Robertson (1986) covers the fascinating history in interesting detail. In the modern sense, absorbent clays find application in three principal areas, and a host of minor ones. Industrial floor absorbents, cat litter and agricultural carriers comprise the major uses.

On July 7, 1971, noise regulations for underground coal mines were implemented under provisions set forth in the Federal Coal Mine Health and Safety Act of 1969. These same regulations now also apply to coal mine surface facilities. In August 1971, in anticipation of these regulations, the Bureau of Mines, through the cooperation of the mine operators, conducted extensive noise surveys in three coal cleaning plants. The survey was conducted in an attempt to identify those occupations where exposures would exceed the proposed regulations.

This chapter is concerned with the construction of the dynamic component of belt haulage systems. The dynamic system includes the belt line and tailpiece extension and retraction movements in a production system where mine management is continually placing the belt in the most effective operating position. Correct installation of the belt and tailpiece during an extension is very important for many performance reasons. Two of the most important reasons are to eliminate spillage and safely operate the belt line. This chapter is divided into three major discussions. The first discussion looks at analyzing the parameters of effective belt line construction. This includes a review of the parameters and management tools needed for proper scheduling of a move-up. The second major discussion topic centers on efficient procedures for a belt line extension. Topics such as site preparation, tailpiece breakdown and setup, stringing the belt line and structure, plus operating and maintenance tasks needed after the belt line is installed and running, are covered. The third discussion presents a list of conveyor and conveyor component manufacturers who provide services and products to the coal mining industry. Again, any discussion on underground haulage systems must generalize much of the site specific design approaches to be practical. This text will mention, where applicable, some of the alternatives available to construction engineers in designing belt line systems.

"Subsea tunnel needs to be built over 50km long to connect between nations and continents. However there are only 19 tunnels longer than 5km in Korea, and there is no history of constructing and operating a tunnel longer than 50km. As the concept of a subsea tunnel, which withstands high water pressure and has an extremely long length is completely different from that of a land tunnel, all kinds of the latest technologies for tunnel construction are required such as survey and analysis of geology, design and construction under high water pressure, ventilation and prevention of disasters within an ultra long tunnel. Therefore, this paper describes the determination of tunnel cross-section under a high speed railway, structural stability, ventilation and fire safety under construction and operation, etc. through the virtual project for the length of 108km subsea tunnel under high water pressure of maximum 20bars from Honam to Jeju island in Korea. 1. INTRODUCTION The Honam-Jeju virtual project is subsea tunnel project to link from Honam(land) to Jeju(island) extending the currently operating Honam high speed railway line, and the same express train(t=18, design speed 350km/h, total train length 200m) operating at Honam line is applied in this project. As Honam-Jeju site is approximately 80km in straight distance with 160m maximum depth, subsea tunnel project should determine the various issues such as air quality/ventilation, aerodynamics, temperature, drainage, fire & life safety, structural stability. Figure 1. is the plan of subsea tunnel, with be constructed using Shield TBM. This double tube-Single track is composed of cross passages (every 350m in general section and 40m in emergency station), service tunnel, pressure relief ducts (every 250m), cross-over tunnels, shafts and emergency stations. 2. ALIGNMENT AND SITE CONDITON This project is planned as an ultra long tunnel of total length more than 105km via existing islands between Honam and Jeju island because straight alignment requires an artificial island which has high cost and construction risk, by deep water depth, though this is the shortest distance (see Fig 2). Water depth and topography in project site is divided into two blocks by Chuja Island. In first block to Chuja Island, depth of the water is 40m on average and maximum 60m, which indicates gradual change of water depth relatively. The ever-increasing power (and decreasing cost) of computers has opened up substantial oppor¬tunities for &apos;Vision&apos;-based systems in both on-line and off-line control. This paper reviews image analysis applications in use at the Julius Kruttschnitt Mineral Research Centre (JKMRC) for: •blast and mill feed size monitoring; •AG/SAG mill model-based control; •mineral liberation; and •froth flotation control. The SPLIT™ image analysis system is being used to estimate muck pile and ROM feed sizings. AG/SAG mill feed sizing is being used in a dynamic model for mill control. A new generation mineral liberation analyzer has been developed with Philips Electron Optics. The Philips-JKMRC mineral liberation analyzer offers a substantial improvement in resolution and speed over previous developments. While on-line liberation control continues to be something of a pipe dream, measuring liberation "one shift behind" is now feasible. A robust instrument has been developed to measure flotation froth bubble size and velocity. The instrument also derives a parameter that allows different froth textures to be distinguished. The instrument has been used for on-line control in coal and sulfide flotation. For coal froth, an online ash estimate has been achieved at one site and is being tested at other sites. Overall, image analysis is finding many applications in mineral processing and control.

The U.S. Department of Energy is supporting the engineering development of three advanced physical coal cleaning technologies--selective agglomeration, advanced flotation, and advanced cycloning--capable of significantly reducing the pyritic-sulfur content of U. S. coals. The objective of this activity is to provide the coal production and electric-utility industries with a cost-effective option for addressing the SO2 emission reductions required by the 1990 Clean Air Act Amendments. A secondary objective is to evaluate the potential of advanced coal cleaning for removing trace elements that are precursors to the formation of hazardous air pollutants. This paper will summarize the status of the three advanced physical coal cleaning engineering development projects.

We at Colowyo would like to thank you for the opportunity to share with the Society of Mining Engineers of A.I.M.E. the progress of reclamation at Colowyo Coal Company&apos;s multiple seam open pit coal mine which is a general partnership of W.R. Grace and Co., and the Hanna Mining Co. First, a brief history of Colowyo Coal Company (Colowyo). The Colowyo operation is located approximately 28 miles southwest of Craig, Colorado, which is in the northwest corner of the state. The Colowyo operation produces coal from a Federal Coal Lease, a portion of which has experienced previous coal mining by underground methods. The underground coal mines were known as the Red Wing Mine and The Streeter Mine, and supplied coal to numerous locations in the Rocky Mountain region.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners&apos; own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. Significant economic benefits can result when rock mechanics is applied within a practical framework and integrated within the other engineering functions of the mine organization. Such application and integration requires management support and understanding of rock mechanics as a practical tool to help attain high standards of safety, productivity and resource recovery. For such an approach, a long-term geotechnical program is needed in most operations to build an adequate data base and to ensure that design and ground control issues are handled in a cost-effective manner. Best usage of rock mechanics in mining occurs when management recognizes the application as a long-term investment, where time is needed to realize good returns. The need for this approach is due to the difficulty in accurately predicting ground conditions ahead of mining. The practical application of rock mechanics must follow an iterative process of design and verification based on site-specific experience to account for geologic and mining impacts. Ground conditions experienced during mining must be used to check the initial mine design and, if necessary, to provide a basis for design modification. Such a practical rock mechanics program includes comparative experience, in situ instrumentation and numerical modeling. The program begins with the geologic site investigation and continues throughout the life of the mine. It is an integral part of mine planning and operation.
