Until well into the 20th century, most construction work was performed under the auspices of a master builder or in a manner that would be described today as design-build. In addition, many civil engineers served as ?interns? under the tutelage of a master builder in order to learn how to design and construct a certain type of structure. This was certainly the case for tunneling projects with various individuals having been identified as tunneling experts as a result of successfully completed projects The master builder approach began to change in the early 1900s to a model that would be referred to today as design-bid-build. A design-bid-build approach to project procurement gives the owner more control over the final product and al-lows the contractor to know exactly what is expected of them before the work is constructed. As a result of this transition in project procurement, civil engineering schools placed a greater emphasis on the training of ?design? professionals. This article will document how the training of tunnel design professionals progressed within the United States. Although it is difficult to generalize about the hundreds of tunnels that were constructed in the first four decades of the 20th century, there is one project that stands out as having resulted in a university program related directly to tunneling and that is the Chicago Subway. During a visit to the United States in 1938, Dr. Karl Terzaghi met a student named Ralph Peck who was then studying at Harvard University in a pro-gram established by Arthur Casagrande. Shortly thereafter, Terzaghi traveled to Chicago for a lecture and was asked to consult on the Chicago subway project that was then under construction. The Chicago subway was being constructed in clay, and the owners were worried about possible settlements to nearby buildings. Terzaghi asked Peck to serve as his field engineer for that project. Thus was established one of the most productive relationships in the history of civil engineering in the United States. Peck, who would become Dr. Peck, moved to Chicago in 1939 to participate in an extensive research project that con-tinued until subway construction was halted in 1941 because of World War II. During that time, the cost of subway construction in Chicago was reduced substantially as a result of Peck?s observations and Terzaghi?s recommendations. In fact, it was reported that subway construction in Chicago cost less than one-half of similar projects in London even though the clay in London is considerably stiffer compared to Chicago. Upon the completion of his work on the Chicago Subway, Peck accepted a professorship with the University of Illinois in Champaign/Urbana.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. The support of intersections in coal mines remains an important safety issue, mainly because the large diagonal span compromises the stability of the roof. This structural weakness is further exacerbated if the intersection is developed incorrectly, the pillar corners fail or the crosscuts are angled (not perpendicular). This report details the current support systems used and investigates unplanned falls of ground in intersections in coal mines throughout the United States. A possible failure mechanism is proposed and some suggestions are made to improve the effectiveness of the support in these vital areas.

Hydrogeological impacts of active longwall mining were studied at two sites in Illinois. At the site with the more transmissive sandstone aquifer, aquifer permeabilities increased an order of magnitude due to subsidence. Piezometric levels declined with subsidence due to increased porosity, and ahead of mining due to a transmitted drawdown. Levels recovered rapidly at first and fully over two years. At the site with the less transmissive aquifer, impacts were similar except that recovery has been limited. Local aquifer enhancement through increased yield can occur, but only where the aquifer is transmissive enough for recovery.

The work described in this paper is sponsored by the Bureau of Mines for the purpose of accelerating the drilling of roof bolt holes and reducing the quantity of materials needed to fill each hole. A high-speed small-hole drill has been fabricated and tested in the laboratory. High priority has been given to safety, reliability, and compatibility with underground coal mining practice. The combination of drag bits and erosion jets is designed for high penetration rate, long wear life, and uniform hole size in a variety of sedimentary strata. A reliable high-pressure high-speed swivel feeds water to the bit at about 4 1/min (1 gpm). The duplex hydraulic intensifier which drives the jets has a 40 kw capacity (30hhp) Results of recent full-scale laboratory testing are presented.

"SUMMARY While the basic elements of risk management, including probability, consequences, risk registers, mitigation measures, etc., are now well understood, the process to include correlation, dependencies and linkage of risks and risk scenarios is less well defined and not well understood. To perform accurate and complete risk analysis and risk management, it is necessary to include correlation, dependencies and linkage between risk events, as well as risks that may occur multiple times. In this way, owners and contractors can more accurately determine risk-based costs, risk impacts and risk mitigation strategies. This paper will outline methods to deal with correlation, dependencies and linkage and will consider risks that may occur multiple times. Practical result comparisons – with or without these elements – will be presented. INTRODUCTION We believe the reader is familiar with basic concepts of risk, risk management and mitigation and the use of probabilistic cost-risk processes versus deterministic ones (Reilly et al. 2015; Sander et al. 2015). The probabilistic approach, compared to the simpler and more common deterministic approach (unit prices times unit costs plus a contingency), offers more useful information with respect to the range of probable cost as well as cost “drivers” and better quantifies the effects of risks, opportunities and variability – which improves understanding, leading to a better potential for profit (or loss) for contractors and added value for owners. In this context, a valid and sufficient quantification of correlation, dependencies and linkage of risk events, plus the impact of risks that may occur multiple times, is essential. Components of Cost Estimates – Base Cost, Risks and Other Uncertainties The components of cost that need to be correctly addressed in an estimate include (Moergeli et al. 2015): •,Base costs – the costs that will result if “all goes according to plan” (Reilly 2004) •,Risk costs – the resulting costs of threat and opportunity events, if they should occur •,Escalation costs – costs resulting from normally expected inflation with variability •,Other uncertain costs – costs that result from other events, normally external to the project team’s control, which may include unanticipated events, politically related changes and “black swan” events (Talib 2007)"

6.1 INTRODUCTION The three most critical factors in successful heap leaching operations are: • The methods employed to pretreat ore (i.e, crushing and agglomeration); • Placement of ore on the leach pad (heap building techniques); and • Wetting of the ore with cyanide (solution application techniques). Improper execution of any of these initial steps may result in a substantial sacrifice of total metal extraction or, in the worst case, in project failure. Ore preparation in terms of crushing and agglomeration was discussed in Chapter 5; this chapter therefore focuses on commonly employed techniques for heap construction and solution application. The main objective of heap construction is to obtain the most homogeneous heap possible. "Channeling" of leachate in heaps with preferential seepage paths leads to preferential leachate distribution and uneven/incomplete extraction. The two main contributing causes of channeling are inadequate attention to heap construction and uneven solution application. These pitfall s can best be avoided through a knowledge of the various techniques available and the applicability and success of these techniques with various ore types and site conditions. The remainder of this chapter provides a discussion on these two subjects. 6.2 HEAP BUILDING TECHNIQUES Successful heap building techniques vary with the type of ore and, since no two orebodies are exactly alike, some slight modifications are usually necessary for each specific project. However, it is possible to generalize in terms of the appropriate techniques to be used with ores having similar characteristics. This section discusses the three most commonly used methods of heap construction and provides some guidelines with regard to ore types, construction constraints, and lift height parameters for each of the three. 6.2.1 Run-of-Mine Dumping and Dozing The run-of-mine method of heap building can only be used with ore of a highly silicious nature (i.e., ore which will not generate a large amount of

Lord Robens, Chairman of the National Coal Board of England announced recently to the world press plans for construction of the largest bulk terminal in Western Europe. This should result in annual freight savings of 22.4 million dollars and between 150 and 190 million dollars of new export business. These are rather substantial amounts for any mining enterprise. Or to put it another way, opportunities to make substantial savings in the delivered price of a highly competitive commodity such as coal are few and far between. One area where such opportunities still exist is in the economical; movement of bulk materials between producer and consumer.

A technique is presented for simple characterization of the performance of flocculents in various mining applications. The method utilizes three key parameters obtained from raw settling data and combines them into a single athematical parameter called the desirability coefficient. The first two parameters are the timesrequired for the slurry-supernatant interface -to fall to two selected fractions of the starting height, and the third is the clarity of the supernatant liquid. The relative values of the three parameters may be assigned different weights in order to make them correspond with laboratory and field performance requirements of a particular industry. Provision is also made of an, internal comparison of test flocculant data with that of a control.

The combined Bootstrap and Capstone deposits, located in the Bootstrap subdistrict (Section 10, T36N, R49E, M.D.B.M., Elko County, Nevada), are approximately 27 miles northwest of Ca-1I: Nevada. The contiguous Bootstrap Capstone deposits are located along the northeastern and northern flanks of Round Mountain, a horst block separated by grabens from the sheep Creek Mountains to the north-northwest and the Tuscarora Mountains to the east. Open-pit-minable gold reserves as of December, 1989, were 13.27 million short tons with an average grade of .057 troy ounces gold per ton and an overall waste-to-ore strip ratio of 2.5:1. Ore zones in Bootstrap are concentrated along north striking high-angle dikes localized along faults, while ore zones at Capstone are strata form and structural, occurring at the Devonian limestone/siliceous sediment interface and in high-angle fault-filling dikes. Pre-ore faulting produced a complex structural setting for Capstone, dominated by strong northwest fault sets cross-cut by northeasterly structures. Alteration associated with both deposits is silicification with a-strong argillic overprint. Dike emplacement, which post-dates silicification, marked the onset of mainstage gold deposition and argillic overprinting of silicified lithologies. Gold displays an affinity for moderately argillized sedimentary and igneous lithologies. Mineralogic and geochemical analyses of rotary percussion drill samples show good correlation between gold, silica, antimony, and arsenic.

Conveyor belts are designed to go unnoticed. When they work well, they attract little attention. When they are not doing the job right, it is noticeable, and they need to be fixed immediately. Vulcanising contractors compete for the maintenance of belts in mining/quarrying and general materials handling worldwide. Damage repair is approached in similar fashion. The damaged section of belting is normally cut out and discarded, and the belt re-spliced using hot vulcanising, Cold splicing, or mechanical fasteners/clip joints. However, there is a cost-effective alternative, alleviating the need to remove damaged sections which are often perfectly recoverable. This is the use of cold-curing repair resins and adhesives.

INTRODUCTION The mining industry has been under- going a significant restructuring for the past several years. Some firms have been liquidated. Some have been merged with other firms. A number of mining divisions of larger firms have been spun off, in some cases in leveraged buyouts by management. Recently, there have been a number of spin outs of gold subsidiaries. There are also a number of start-up situations where new firms are emerging as significant gold producers through mine development or acquisition. This restructuring has created an attractive market for specialized mining finance firms, and a number of firms have recently entered that field in the United States. These firms provide financial advisory and valuation services to mining firms and project developers, and access to venture capital. In some cases, they invest for clients or for their own account. I have been asked to describe how our firm works, and what kind of information we expect to receive when mine developers seek our assistance in financing a project. HOW WE OPERATE Denver Mining Finance works for both mine developers and investors. We also provide expert advice on mining issues to governments and to firms who are in litigation over mining issues. A lot of our work involves valuing mineral interests for various purposes. Our principal expertise is in the technical, commercial, and financial area. We help put mining deals into shape commercially so that they can be financed, and we help investors get into mining deals that are commercially sound. We work on projects, but we also advise mining firms on the structure of their business and how to make the most out of one or several mines that they might own. In addition to our work for clients, we are also prepared to invest in mining projects for our own account, and to recommend gold properties for acquisition by our parent company, Royal Gold, Inc. We are, to some extent, a venture capital firm, in that we sometimes work with projects that are not "bankablerV1 and are prepared to invest in attractive early-stage situations in mining. However, I want to emphasize that our principal focus is on development of commercially attractive mining projects that can be brought into production in the best possible financial terms. If we can make a project qualify for a project loan from a commercial bank, we will not advise the developer to use high cost venture capital. For the purpose of this paper, I will focus primarily upon our functions with respect to development of precious metal projects. In a typical case, a firm with an advanced-staged project approaches us for help with financing the final feasibility study, and construction and operation of a mine. In some cases, the developer has already developed a financing plan and wants only our access to investors. If we agree that the project is sound and that the financing scheme will be attractive to investors, we will help the developer reach investors on a commission basis. In such cases, we are particularly insistent that the financing plan and our participation meet all regulatory requirements, particularly compliance with state and federal securities laws. In most cases, however, the developer asks us for advise both on how to structure the financing, and how it can be implemented. Here we work for fees based on hourly rates for advisory work,

Large-scale groundwater withdrawals are necessary to depressurize a confined aquifer system allowing the dry open-pit mining of the overlying phosphate ore. The extent of the existing and planned groundwater development led to the establishment by the State of North Carolina of Capacity Use Area No. l. Groundwater use in the Capacity Use Area is regulated by a permitting system. A two-dimensional finite-difference ground- water flow model was developed for North Carolina Phosphate Corporation. The aim of the model is to aid the Corporation in matters relating to permitting by serving as a predictive tool. The model can be used to project regional water level impacts resulting from various scenarios of depressurization pumping.

A major question in the design and permitting of a tailings storage facility is the quality and quantity of seepage which will occur from the base of the tailings facility into the underlying foundation and groundwater regime. A corollary to this is what liner system, if any, is necessary to protect the groundwater regime from unacceptable contamination. Modern tailings storage facilities are generally designed as drained tailings deposits whereby all free water is removed from the facility by decant, drainage and evaporation. This removes the source of on­going seepage and allows for efficient and timely reclamation of the facilities. A resource of 134,400,000,000 tons of minable trona and mixed trona and halite underlies an area of about 1,300 square miles vest of Green River, Wyoming (Culbertson, in preparation)(Figure 1). In 1982, the total domestic consumption of soda ash (refined trona) was 6,667,000 short tons (Kostick, 1983), approximately 90 percent of which came from Wyoming trona. This enormous resource occurs in the Wilkins Peak Member of the Creen River Formation (Eocene). The Green River Formation is derived from sediments deposited in a large lake (Lake Gosiute) that occupied the Green River Basin in south-western Wyoming 38-54 million years ago. The Wilkins Peak Member represents a restricted, evaporite-rich cycle of deposition during which time the trona deposits were formed. A total of 42 trona beds are known, of which 25 are of sufficient thickness and extent to be considered minable (Culbertson, in preparation).

Twin 8.5 m diameter, 10 km long headrace tunnels under overburdens of up to 1870 m were excavated for the neelum jhelum hydroelectric project in north-eastern pakistan using two main beam gripper tunnel boring machines (tbms). Rock bursts were encountered and presented a significant danger to personnel and equipment. Micro seismic monitoring was installed to analyze rock burst characteristics and to create a database for future reference. Correlation of rock burst characteristics improved the ability to predict the likelihood, location, severity, and number of rock burst events. The RiverRenew Tunnel System project in Alexandria, VA forms part of a CSO scheme aimed at reducing overflows of combined stormwater and sewage into the Potomac River during storm events. A major piece of the project is a 12-foot internal diameter tunnel of approximately 12,000 feet length lined with a single-pass precast concrete segmental liner and excavated by an Earth-Pressure Balanced Shield TBM. The tunnel lies between 120 to 140 feet below grade in the clays of the Upper Potomac Formation with occasional dips of more granular, saturated soils of the Terrace Formation and the Alluvium. The TBM is launched from a figure-8 configuration Pumping/Screening Shaft located within AlexRenew’s operational Water Resource Recovery Facility. This paper discusses the challenges encountered during the launch of the TBM in short mode within a highly congested site and from narrow deep shafts.

"In many mineral processing applications it is necessary to know the isoelectric points of the various minerals in the ore to properly perform flotation and other mineral separations. However, current zeta potential analysis technology used to determine the isoelectric point of a particle suspension cannot deliver the isoelectric point of each individual mineral, just an average of the mineral system. Traditionally, individual isoelectric points have been gathered by testing pure, synthetic minerals. These values can vary widely depending on the mineral synthesis procedure and the water quality used during the isoelectric point analysis. A more robust approach for determining the actual isoelectric point of a particular mineral in a mixture of minerals is needed. This paper details a method for determining the isoelectric point of an iron oxide mineral in a siliceous iron ore. The method uses a laser scattering particle size analyzer and a pH electrode to determine the pH at which the liberated mineral particles begin to flocculate as pH is decreased. The pH at which the average particle size rises dramatically is the isoelectric point of the mineral with the highest isoelectric point in the ore. This measurement technique was used on natural hematite, goethite and siderite ores as well as a synthetic mixture of pure silica and pure hematite. The results for synthetic hematite mixtures were comparable to literature values.IntroductionRecently there has been an increased interest in the processing of low-grade iron ores (Bolen, 2014; Carlson and Kawatra, 2008, 2011, 2013; Halt et al., 2014; Halt and Kawatra, 2014; Haselhuhn 2012, 2013; Haselhuhn et al., 2012a, 2012b; Kawatra and Halt, 2011; Liu et al., 2014; Manouchehri, 2014; Sandvik and Larsen, 2014; Semberg et al., 2014). The zeta potential of iron ore minerals is a very important and often overlooked aspect of iron ore mineral processing. Zeta potential is the charge at the shear plane of a surface in an aqueous environment (Carlson and Kawatra, 2013). Many ores consist of a variety of minerals differing in zeta potential. This property of a particle surface in water is responsible for either keeping the particles dispersed from each other or flocculated to each other. This is important during many operations such as flotation, desliming and thickening. Zeta potential is primarily a function of the pH of the water and the mineralogy of the particles, though certain ions within the water can also have a significant impact (Haselhuhn, 2012). Consider the following situation: silica (SiO2) particles and hematite (Fe2O3) particles are suspended in an aqueous solution. These two types of minerals have drastically different zeta potentials throughout the pH spectrum (Esumi et al., 1988). In alkaline conditions, both types of particles exhibit negative zeta potentials and will tend to disperse from each other. In acidic conditions (between pH of 3 and 6), silica has a negative zeta potential while hematite has a positive zeta potential, so these surfaces will tend to be attractive to each other and the particles will flocculate and settle. This phenomenon is visually described in Fig. 1. The pH at which the two minerals begin to attract to each other, or destabilize, is near hematite’s isoelectric point. The isoelectric point is defined as the pH at which the surface has a net zero zeta potential (Carlson and Kawatra, 2013)."
