INTRODUCTION In the fall of 1983, the fourth new Rapid Transit System constructed in this country in the last forty years will go into revenue service. The Baltimore Metro will bring to this major Mid-Atlantic seaport the first phase of a planned intermodal transit system, serving a metropolitan area with a population in excess of four million people. Originally, the Mass Transit Administration (MTA) considered construction of a twenty-eight mile system known as Phase 1. Its two lines would run from the center of Baltimore City, one going northwest to Owings Mills and the other south to Anne Arundel County. Legislative approval was granted in April, 1976; however, funding was limited to constructing a segment fewer than eight miles in length, along the northwest corridor from Charles Center to the Baltimore City county line. This segment is known as Section A. The project is 80% federally funded and 20% state funded, with a capital cost estimate of $797,000,000 to complete. This report addresses the development and implementation of a Coordinated Insurance Program for the construction phase of Section A, and includes a description of the associated risk management process. GENERAL DESCRIPTION OF SECTION A Section A of the Baltimore Metro is composed of a rapid transit line eight miles in length which serves the northwest corridor between Charles Center in downtown Baltimore and Reisterstown Plaza at the Baltimore City county boundary. TBMs can last for decades and be rebuilt project after project with proper maintenance. How successful can rebuilt TBMs be? At the DigIndy Tunnel System in Indianapolis, Indiana, USA, a rebuilt TBM was used to great effect. The 6.2 m diameter Main Beam, originally manufactured in 1980, bored 40+ km of tunnels and set three world records in its size class of 6 to 7 m, including a best month of 1,754 m. In this paper, the authors analyze the TBM rebuild, performance and lessons learned to make recommendations for future projects seeking to use rebuilt TBMs over long distances.

Semimobile in-pit crushing and conveying (IPCC) systems can help reduce truck haulage in openpit mines by bringing the crusher closer to the excavation areas. Optimizing a production schedule with semimobile IPCC requires integrating extraction sequence, destination policy, crusher relocation, conveyor layout and truck fleet investment decisions. A mining complex with multiple mines and IPCC systems should be optimized simultaneously to find an optimal schedule for the entire value chain. An integrated stochastic optimization framework is proposed to produce long-term production schedules for mining complexes using multiple semimobile IPCC systems. The optimization model has flexibility to select the crusher locations and conveyor routes from anywhere inside the pits. The framework uses simulated orebody realizations to consider multielement grade uncertainty and manage associated risk. A hybrid metaheuristic solution approach based on simulated annealing and evolutionary algorithms is implemented. The method is demonstrated using an iron ore mining complex

The paper uses three examples to illustrate the challenges that the minerals industry is facing with regard to our image and the public?s perception of us. The paper then discusses communication with stakeholders as opposed to lecturing to the public and the authorities, and states that the industry needs to work more directly towards politicians and regulators as target groups. The conclusion is that we still have a way to go before the industry is doing enough to bring our message to the right people, but we are improving.

A plant cannot be said to be "automated" unless the control system has the capability to react automatically in accordance with predetermined programs under a great multiplicity of operational situations.

The Bureau of Mines, as a result of its contract research program, is developing a retractable core bit for the wireline drilling system (Retractable Sit System, No, H0272004). The prime contractor, Longyear Company, Minneapolis, Minnesota, and the subcontractor, Doerfer Division, Cedar Falls, Iowa, have designed, fabricated, and are currently field testing the in-hole retractable bit system. he objective of the program is to develop a minerals exploration core drilling system that allows retraction of a worn out bit and insertion of a new core bit, without pulling the drill rods out of the hole. To date, the results of the project are encouraging, and the retractable bit contract is currently in the last phase of a four-phase program, which is on schedule and under budget.

"Colorado School of MinesResearchers at Colorado School of Mines (CSM) have developed computational fluid dynamic (CFD) models to study gas distributions and explosion and fire hazards in longwall gobs. In underground coal mines, methane continuously emitted from surrounding strata mixes with air from active mine workings and may form explosive gas zones (EGZs). Some western United States coal mines are also prone to spontaneous combustion (spon com). Insight into oxygen concentrations within the gob is crucial for assessing spon com hazards and mitigation strategies. Nitrogen injection used in conjunction with progressive gob sealing can reduce EGZs and spon com hazards by forming a dynamic seal that separates the methane in the gob from the air that ingresses from the face. This paper describes CFD modeling simulations studying the formation of such dynamic seals by optimizing the nitrogen injection locations. The impact of nitrogen on oxygen ingress and formation of EGZs is discussed. Optimum nitrogen injection quantities and injection locations were determined. Dynamic seal formation is most effective if the headgate nitrogen injection locations are split between the first crosscut inby the face and a second location about 300 m (1,000 ft) further inby. INTRODUCTION Underground longwall coal mine ventilation systems are designed to dilute hazardous gases and to provide breathable air to miners working in the area. Methane gas is liberated as the mining process extracts the coal and disturbs the surrounding strata. Methane mixes with the ventilation air and often produces explosive gas zones (EGZs) within longwall gobs (Brune 2013). Past CFD modeling research of underground coal mine ventilation systems has shown the effects of face air quantity on EGZs (Worrall 2012) and nitrogen injection to control spon com (Balusu et al. 2005; Ren et al. 2012; Ren et al. 2011; Smith and Yuan, 2008; Yuan and Smith, 2014). Other modeling approaches include network ventilation models of oxygen ingress (Dziurzynski and Wasilewski, 2012), and coupled Linear Network CFD algorithms (Wedding 2014). In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), CSM researchers are using Fluent®, a CFD software package by ANSYS, Inc., to model gas compositions and flows in underground longwall gobs. Figure 1 shows a progressively sealed gob with a U-type ventilation system in a three entry development. As the longwall advances, seals are constructed along the headgate in the crosscuts between the center entry and the gob. Additional gob isolation seals are built to block off the headgate entries inby the face. Nitrogen is injected through the seals in the first two crosscuts on the headgate side and at the first crosscut inby the face on the tailgate side, as shown in Figure 1."

Progressive Design-Build (PDB) is an emerging variation of alternative delivery programs in the underground construction industry. PDB refers to the way a construction project design is developed by the Owner and the Design-Builder in a step-by-step process. According to the Design-Build Institute of America (DBIA), Progressive Design-Build allows the design and construction team to collaborate during the earliest stages of project development. This enables engagement between the three key players in a construction contract: the owner, the designer, and the contractor. Is the PDB the best alternative program delivery for large contracts? What is the perspective of the private sector? This paper will provide an overview of the different alternative delivery programs used in the underground industry, pros and cons of each of programs, and the perspective of the designers and contractors. The paper will focus on how the PDB works, reasons why owners should consider PDB for their projects, best collaboration strategies among owners, designers, and contractors to deliver a successful project, and how to manage the project risks using a PDB method.

The discovery of the gold deposits of the Jerritt Canyon district and the construction of the E. R. Bell Mine is one of the significant mining developments in the United States during the past ten years. This mine will exploit one of the larger deposits of disseminated gold presently known, with proven, recoverable reserves in excess of 67.6 million grams of gold. Interest generated by the success of this project has contributed greatly to the tremendous resurgence in exploration for disseminated gold deposits in Nevada and throughout the west. The Jerritt Canyon project, including the Bell Mine, is a 70/30 joint venture between Freeport Gold Company and FMC Gold Incorporated, both of which are wholly owned affiliates of the respective parent companies, Freeport-McMoRan, Inc. and FMC Incorporated. Under the terms of the joint venture agreement, Freeport Exploration Company, another Freeport-McMoRan affiliate, manages the exploration and pre-mine development. Drilling, design, construction and management of the Bell Mine are provided by Freeport Gold Company.

The sandstone-type uranium deposits of the Gas Hills occur in the arkosic, lower Eocene Wind River formation on the southern edge of the Wind River Basin. The d S34 values of pyrite cement associated with uranium mineralization are-significantly lighter than values for syngenetic-diagenetic pyrite nodules, therefore the H2S responsible for the precipitation of the epigenetic pyrite and uraninite was produced [t]epigenetically. These values are much lighter than the values of H2S from neighboring oil fields. The presence of biogenic pyrite in meta-igneous Precambrian cobbles indicates that these cobbles are not remnants of former; vein-type uranium deposits.

An oversupply of copper on world markets in the early 90' s, coupled with a decrease in demand, resulted in a "tight" market for the sale of copper concentrate. In these conditions small producers of low grade copper concentrates found it difficult to sell their products. The situation was exacerbated for those producers also having reasonable quantities of penalty elements (e.g. As, Bi). The Telfer Gold Mine bulk copper gold concentrate, produced from treating underground sulphide ore, fell into this category (i.e. 16% to 20% copper, 30% to 35% sulphur and 3500ppm to 4500ppm arsenic). The concentrate sulphide minerals are predominately chalcocite and pyrite. Although a higher grade copper concentrate was attainable a substantial decrease in gold recovery ensued. Under the prevailing market conditions a decision was made to stockpile concentrates pending either an easing of market conditions or alternatively finding an on site method for treating the concentrate to recover both the contained gold and copper.

"During the past nine years the number of cellular phones connected to a network has increased from 34 percent of the world’s population in 2005 to 93 percent in 2014. These phones are powered by a combination of materials including elements such as gold, silver, copper and rare earths. And, as more parts of the world become connected to networks, the number of phones being produced, and the elements they will need, will continue to increase. The demand comes as prices for these commodities are slumping and access to the commodities is getting more difficult, technically and socially.These mobile devices have connected people around the world in ways that could not have been imagined two decades before, and, ironically, this communication has strengthened opposition to the development of the mines that produce the very materials they need to operate.In his keynote address to the 2014 SME Arizona Conference at the JW Starr Pass Resort in Tucson, AZ, on Dec. 8, 2014, John O. Marsden, SME President and president of Metallurgium, spoke to more than 500 attendees about the challenge to produce the materials that society needs while at the same time challenging the general public’s perception of mining that is often inaccurate and less than favorable.Marsden highlighted the amount of raw materials that will be needed not just for phones, but also for things such as automobiles, including electric cars, as a way to illustrate the importance of mining. Even so-called green products such as Tesla cars, which require about 317 kg (700 lbs) of aluminum, 13 kg (30 lbs) of copper and 36 kg (80 lbs) of cobalt for their eco-friendly batteries, will need materials mining provides.These are some of the numbers that the general public is often unaware of. They are part of the necessary things that mining provides for society but are rarely reported on. Instead, it is the accidents like the tailings spill at the Mount Polley Mine in British Columbia and at the Buena Vista Mine (Sonora, Mexico) that grab headlines and stick in the minds of the public, adding more challenges to an industry that already has its own complex technical challenges to deal with."

"The new metro line “C” entails the construction and rehabilitation of 24 stations and 21,5 km of metro line, 13 of which carried out underground; the new metro line will improve the transportation system of a congested city such as Rome.The new line “C” of San Giovanni metro station will be constructed adjacent to the existing line “A” of San Giovanni station; the new metro line “C” is deeper than line “A” and will underpass the existing station. The underpass project envisages an Artificial Ground Freezing in order to excavate two new tunnels, while keeping trains running in the safest possible condition.In order to allow trains to regularly run to and from the existing station’s line “A”, a temporary structure for rail support, during excavation of the under-crossing tunnels, was installed and a real-time monitoring system was devised in order to control both soil temperature during freezing activities and the existing station’s behavior. The monitoring system has been one of the key to the success of the project.The excavation of tunnels under the water table, with a hydraulic head of over 10 m in not homogeneous soils having different mechanical properties and permeability and below existing sensitive structures, involves special ground freezing sequences and methods, as well as peculiar drilling systems and operations, such as TDDT (Trevi Directional Drilling Technology).THE NEW “C” LINE OF ROME’S METROThe world’s most complex and extraordinary Metro System is currently being built in the heart of Rome. Its underground route stretches underneath the most important monuments, churches and historical buildings.Rome’s Metro Line C is the longest urban underground railway in Italy and it is the first line in Rome to extend further east to the Great Ring Road, thus bridging the gap between the farthest suburbs and the Historical Centre. It is an original project, carried out mostly underground at a depth of 25/30 metres below road level."

What is your personal view and assessment of the overall health of the industry in the current global economy? The economic outlook remains soft for the near future and, although the global economy is showing signs of recovery, uncertainty has tempered the pace of recovery. In addition to uncertainty, we are still facing significant economic challenges in many parts of the world, including Europe and the United States. The rapid expansion of China?s economy has recently slowed, further contributing to the sense of uncertainty in the overall health of the global economy. This situation is both a blessing and a curse, depending on which sector of the mining industry we are considering. For example, coal, industrial minerals, aggregates, base metal and precious metals markets are impacted by different forces and drivers and will experience different outcomes within the same economic environment. Let me give a few concrete examples to illustrate this concept. The prevailing economic uncertainty that I have just described tends to drive investors toward safe havens. Gold has historically been viewed as a safe haven and as long as investors shy away from traditional investments, gold prices will remain high and gold mining companies will continue to expand and invest capital in their operations. The same sluggish economy that drives gold prices higher has the opposite effect on other segments of the minerals industry. A great example of this is industrial minerals and aggregates used in construction. The markets that consume these minerals have contracted significantly over the past five years. The outlook for this segment is poor, as the glut of available housing continues to inhibit demand for new construction and, thus, many industrial minerals. In addition to this, the federal government?s lack of political will to enact long-term legislation funding transportation and infrastructure projects continues to be a drag on the U.S. aggregates industry.

The alkaline hydrothermal processing of K-feldspar rocks in an autoclave can be a pathway to synthesize a potassium fertilizer for tropical soils that is potentially cheaper and more efficient than traditional potash (KCl). When K-feldspar undergoes hydrothermal alteration in the presence of calcium oxide (CaO), it generates a complex mixture of calcium-aluminum-silicate-hydrate (CASH) minerals that incorporate K atoms stochastically in their structure. These atoms are subsequently released, as shown in a test-tube leaching test, indicating a possible uptake by crops. The relationship between the processing temperature and time in the autoclave for the hydrothermal reaction and the resulting mineralogy and elemental release are only partially understood and are investigated in this study. Elucidating that relationship is the key requisite for subsequent techno-economic analysis, and ultimately for the development of a fertilizer that can be considered as a feasible alternative to KCl.

To adequately attack the longwall dust problem, the US Bureau of Mines funded a contract to define dust sources on a longwall mine face area. The study examined the shearer during sumping, cutting, and tramming, the conveyor, and the roof supports. Tests showed the shearer to be the major dust source. Introduction Long-term illnesses place a heavy burden on miners, the mining industry, and taxpayers. Black lung payments to more than 400,000 miners and their survivors exceeded $9 billion between 1970 and 1980. They are continuing at a rate of $1 billion per year. Recent MSHA data indicate more than 50% of the longwall faces are still out of compliance with the 2 mg/m3 (0.00007 oz per cu ft) respirable dust regulation. Allowable dust limits are often further reduced owing to the presence of silica dust. This substantially increases the problem's severity. Research in the 1970s showed that by modifying the mining method through changing drum-type mining machines from high rpm shallow cutting to slow rpm deep cutting, both specific dust and energy could be reduced (Black et al., 1978; Ludlow and Wilson, 1982; Roepke, Lindroth, and Myren, 1976). The coal mining industry is using more longwall equipment to economically obtain high productivity. This high production rate, however, makes it difficult for longwalls to meet the legal dust standard. Research is showing how both these concerns may be addressed at the mining face. Results reported here explain the relationship of various major elements of the longwall system to dust generation on the longwall face. This paper is based on work completed by Foster-Miller Associates Inc. Objectives were to differentiate dust sources on the longwall face and to quantify dust levels for various elements of the shearer drum. The work was accomplished in two phases. Jonathon Ludlow, project engineer for FMA, developed and performed the necessary testing (Ludlow and Marshall, 1983). Bradley, Hadden, and Weston (1983) have done evaluations on British coal mines that produced similar results to those reported here. They found causative rela¬tionships between haulage speed, production, depth cut, drum speed, and dust generation. They also found that roof support movement increased the dustiness, whereas this work indicated that support movement had only a minor effect on total dust exposure. Both of these results are valid when the variation of mining conditions is analyzed. British mines are deeper than US mines. Therefore, roof rocks and coal are more fragmented than in the shallower US mines. Other reasons for the dust differences include the weaker shales found in Britain and the variation of roof support equipment designs between the UK and the US. Four mines in this report had rock roofs and, thus, would be less dusty. The fifth longwall mine had a coal roof, but the large cross-sectional area and high air velocity minimized dust exposure. Mines and Equipment Five underground longwall mine sites were tested (Fig. 1). All were using double-ended ranging-drum shearers (derds) with some variations in equipment. The mines and equipment details are shown in Table 1. No modification of mining equipment or operating cycles was made during the first phase of testing. The mining process observed followed the normal mine operating procedures. Three GCA RAM-1 respirable dust monitors and two vortex anemometers with cycle notations on portable tape recorders were used in each face area. The start and end of each cycle segment were recorded.
