In considering the importance of lease management and administration, I have decided to approach the topic, Lease Default and Eviction: Action or Reaction, as a three phase presentation dealing with mineral lease administration and management, past, present and future. Though the title may border on the dramatic, it illustrates the real consequences of alternative approaches to property management viewed from my experience in the evaluation, development and implementation of a number of such systems and services in my current position as president of Talco Group Corporation. First, though, let's take a moment and set the stage by giving a few actual examples of why a pragmatic approach is needed in this particular area.

More than 150 Mt (165 million st) of material crashed down at the Bingham Canyon Mine (Rio Tinto/Kennecott Utah Copper) near Salt Lake City, UT on April 10, 2013. The mine, one of the largest openpit mines in the world, ceased operations and evacuated personnel prior to the slide when it was discovered that material was moving at a rate of 5 cm/d (2 in./day). The slide destroyed the mine?s visitor?s center, buried several pieces of large mining equipment and severely hampered production. The Kennecott Utah Copper Corp. immediately began to assess the damage and look for options to reestablish operations. The highly unstable ground ? emphasized by another minor slide in September 2013 ? makes any cleanup efforts extremely dangerous. With terrain too dangerous for human operators, Kennecott was forced to look for alternatives that would help the company work on the treacherous slopes of the landslide while also keeping personnel safe.

Construction of Shaft 17B-1, a part of The New York City water supply system, required an excavation of approximately 38 m (123 ft) through water-bearing overburden soil and more than 152 m (500 ft) of gneiss bedrock to make a connection to Water Tunnel No. 3. Ground freezing was the specified method to provide temporary earth support and ground water control for the overburden material. The ground freezing process relied on a supplemental geotechnical investigation and comprehensive laboratory testing of the frozen soil to evaluate the potential long-term creep behavior of the soil and the elimination of a temporary lining system. This paper describes that process as well as the drilling and installation methods of the ground freezing system. Additionally, the methodical system of excavation and insulation is discussed that permitted a safe and timely excavation followed by the installation of the permanent concrete liner.

"An underground limestone mine in eastern Ohio was experiencing significant floor heave and roof falls, attributed to high horizontal stresses. Areas of the mine showing floor heave were monitored with roof-to-floor extensometers and photogrammetry surveys, to determine the rate and magnitude of heave. Extensometer data were recorded hourly at four locations across adjacent entries while photogrammetry surveys of the floor were performed at the same locations every two to five weeks. A final survey was performed using an I-Site 8200 laser scanner. Following instrumentation, floor heave up to 10.1 cm (4 in) was measured by the extensometers, photogrammetric reconstructions, and laser scanner over a 6-month period. The extensometers were biased by the location where they were placed, failing to consistently capture the location and extent of floor heave and cracking. The photogrammetry surveys were not precise enough to capture small magnitude movements. Mining in the area was halted and within several months the floor movement and incidence of roof falls was significantly lessened. INTRODUCTION Limestone formations in the United States can be subject to relatively high horizontal stresses due to the presence of tectonic loading of the strata. Horizontal stresses have a documented history of causing stability issues in underground limestone mines. Kuhnhein and Ramer (2004) discussed the influence of horizontal stress on complex ground control interactions associated with limestone pillar design and mine layouts. Esterhuizen et al. (2008) documented roof damage observations associated with high horizontal stresses such has roof guttering, beam instability, oval-shaped falls, and failure propagations. There have also been a number of documented case histories of horizontal stress causing unexpected roof and pillar failures at shallow depths (Stacey and Yathavan, 2003). To the knowledge of the authors, there has only been one well-documented case of floor failure causing stability issues in an underground limestone mine. Murphy et al. (2015) documented the role that a weak, moisture-sensitive floor had in the development of a massive roof collapse. For this paper, the study site neighbored, and was in the same general geology of, the site in Murphy et al. (2015). However, the weak, moisture-sensitive floor was not present for the current study. The current study site has experienced significant floor instabilities caused by high horizontal stresses. The instability area was monitored using two different methods to determine if the floor failure would eventually propagate into roof or pillar failure. The objective of this paper is to analyze displacement monitoring measurements from string potentiometers and remote sensing techniques in an area experiencing active movement. Based on the measurement trends and observed damage from inside of the mine, the presumed failure process will be discussed."

The advanced cryogenic treatment is a post-manufacturing metallurgical process that involves subjecting off-theshelf materials to extremely low temperatures, significantly improving wear resistance and reliability. These case studies explore whether the claims of Enrich Bits & Tools benefit metals and their specific in-field application to drill bits in the blasting industry. This paper reviews the application of the treatment to button drill bits for enhanced wear resistance in two operations. The first is a civil construction project with highly abrasive rock. To confirm the remarkable benefits of the treatment, a second case study was performed. This case study utilized measure-while-drilling technology in consistent rock characteristics to reduce variables in the field study.

The goal of the U.S. Department of Energy (DOE) coal preparation R&D program is to develop technology to reduce the ash and sulfur contents of United States coals to levels such that the resultant product can be formulated into a high- quality solid or slurry fuel that could replace oil or natural gas in both new and retrofit applications. The Coal Preparation program is implemented by the Pittsburgh Energy Technology Center (PETC) and is conducted both in-house and by a cross section of industrial organizations, universities, and national laboratories.

Surfactant-based bactericides are able to control acid formation in sulfidic materials such as pyrite and sulfidic ores, thereby helping to abate acid rock drainage. Bactericides are used in the following two ways: as periodic or continuous spray treatments for the prevention of acidification of material actively handled and moved and in controlled-release form for reclamation. Site-specific bactericide treatments are designed for active sites and reclamation. Results from two active coal refuse sites show that acid production can be reduced by 88% or more. Results from reclaimed sites show that bactericide treatment can be more effective than the addition of alkaline materials such as limestone and can reduce acid production from 3,500 to <30 ppm. The controlled-release-pellets treatment outlasts the life of the pellets, as shown by a study of a site now 10 years old A single treatment sets up a change in site microbiology to replace acid-producing Thiobacillus ferrooxidans bacteria with heterotrophic bacteria and creates a stable site without the need for further treatments. A secondary beneficial effect of bactericides is on revegetation, and biomass from treated areas is almost 10 times that from areas not treated with bactericide. Depending on the application, bactericide treatment can be cost effective upfront and certainly long-term, compared to the perpetual water treatment that could be required, even after productive use of the site is completed

Studies in eastern Ohio, northern West Virginia, and southwestern Pennsylvania determined whether subsidence caused by longwall mining influences soil moisture and tree growth. Soil moisture was measured both over new longwall panels and over an unmined control area throughout the growing seasons of 1990, a wet year when the panels were excavated, and 1991, a dry year. No significant effects of mining could be detected. Tree growth was studied in two pairs of woodlots. In each pair, one woodlot was located over a longwall panel excavated about 1980 and the other over an unmined area. Differences in tree growth between mined and unmined areas were neither significant (for most species) nor consistent in direction. The above results imply that if mining does have impacts they are likely to be highly site-specific and localized such as by disruptions of springs or soil slippage.

Mining can be categorized as a hazardous activity, considering some factors such as environmental conditions with a considerable presence of humidity, suspended particles, or falling rocks have affected the severity and number of accidents compared with other economic sectors. The industry analyzes incident reports to narrow the rate of severe injuries and fatalities, conducting root cause analysis and identifying leading indicators. As the International Council on Mining and Metals noted, the vast trove of incident data is not analyzed as much as possible due to a lack of analytics expertise at mine sites. However, machine learning could solve the problem of analyzing all the incident data in a no-timeconsuming way, considering the abundant data, and without using expert personnel in data science. Thus, a Convolutional Neural Network and a Naïve Bayes model were introduced to perform classification in the MSHA database. The database from 2020 consists of 60 fields to describe safety incidents; these fields include mine I.D., accident date, subunit (mill, surface), material extracted, and other metadata.

The electrochemical nature of mineral-collector interactions and their relationship to flotation have been investigated to develop a better understanding of the factors controlling sulfide mineral beneficiation. Spectrophotometric and electrochemical techniques have been used to examine the reactions occurring on electrodes composed of a bed of bornite particles in the presence and absence of potassium ethylxanthate (KEtX) at a pH of 9.2. The combined techniques showed that KEtX sequentially reacts with bornite by (1) a chemisorption reaction forming ca hydrophobic species between --0.4 and -0.2 V (SCE), (2) an electrochemical oxidation reaction forming cuprous xanthate between -- 0.2 V and the xanthate/ dixanthogen redox potential, and (3) oxidation to dixanthogen when the potential exceeds the reversible value for the xanthate/dixanthogen couple. The flotation response of bornite closely parallels spectrophotometric and electrochemical evidence for adsorption of KEtX by the reactions listed above. The degree of surface oxidation resulting from the formation of iron oxides on the surface dictates the flotation response as evidenced by the fact that oxidized bornite floats at more anodic potentials than unoxidized bornite. The strong correlations between the flotation response, degree of oxidation, and potential indicate that chemisorbed xanthate produces a hydrophobic layer sufficient to float unoxidized bornite, but cuprous xanthate and dixanthogen arc required to float oxidized bornite.

Mine Development Associates, Inc. was formed in March of 1987 to provide mine engineering assistance to the mineral industry. To be competitive with other firms, Mine Development must be able to provide quick and accurate ore reserves and mine plans for clients. Commercially available mining software was necessary for Mine Development to assist the client. This paper describes how Mine Development chose mining software, the time involved in getting up to speed, and several case histories of how the software is used. The case histories discussed include: * 3,000,000 ton gold deposit in Nevada. * 5,000,000 ton gold deposit in South Dakota. * 1,000,000 ton gold deposit in Australia. * +100,000,000 ton gold deposit in Nevada. * 25,000,000 ton carbonate deposit in California.

The City of Manchester, New Hampshire, is embarking on one of its largest public works projects in history to construct a 12,000 foot long, large-diameter, conveyance tunnel through downtown Manchester. This area has challenging geology with undulating bedrock (granite, schist, and gneiss) profile overlain by fluvial deposits. Understanding the subsurface conditions is key to mitigating project risks, establishing plan and profile for the tunnel, and selecting the most cost-sensitive and technically appropriate tunneling method. This paper presents the project team’s approach for conducting the ground investigation, developing preliminary subsurface profile, and the considerations for selecting the tunneling method.

"The mining industry suffers from a number of incorrect perceptions, one of which is that it is an outdated industry that has not changed for hundreds of years. But the truth of the matter is that mining is a vibrant, highly complex industry that not only employs highly skilled and educated professionals but is also often on the cutting edge of technology. It is an industry with projects that are ever-evolving and among the most challenging engineering feats in the world.Take for instance the U.S. 53 Highway Relocation project in Virginia, MN. While more of a civil engineering job than a traditional mining project, it is still a complex engineering challenge taking place in a mining environment that has called on the skills of eight state agencies, three federal agencies, a host of contractors and many consultants, including many from the local mining industry in the Iron Range of Minnesota.In 1960, the Minnesota Department of Transportation (MnDOT) constructed U.S, Highway 53 on a private easement owned by US Steel that cut across a massive taconite deposit. MnDOT constructed the highway with the agreement that if the highway needed to be moved to access the taconite deposit before 1987, US Steel would foot the bill. And if the move was required after 1987, the responsibility would fall to MnDOT. In 2010, MnDOT received the notice that the highway would have to move as property owner United Taconite planned to access the ore, setting in motion one of the greatest engineering challenges, and the highest risk project, in the history of the states’ transportation department.Pat Huston, U.S. Highway 53 Relocation project manager, opened the 90th SME Minnesota Section Conference in Duluth, MN on April 19 with a presentation about the project that includes 5 km (3.2 miles) of fourlane highway and a new 345-m (1,132-ft) bridge that will be the tallest in Minnesota when it is completed later this year.“This project was not business as usual,” Huston told the packed crowd. “Highway 53 connects Canada and the Iron Range to Duluth and Lake Superior. A 2 1/2 inch diameter probe containing a high resolution gamma ray spectrometer was developed for downhole ore grade assays to depths of 6,000 feet. Tests have been conducted on the characteristics of this tool for in-situ determinations of uranium by means of natural gamma ray counting, and of copper, silver, gold, iron and coal quality by means of neutron-induced gamma rays. Application of the technique for improved carbon-oxygen logging in oil fields is promising. The probe contains a cryogenically cooled high purity germanium detector and a 4,000 channel spectrum analyzer. Gamma ray spectra are digitally transmitted up the cable to the truck-mounted data processing system. We found that uranium can be assayed directly in different types of formations independently of the degree of geochemical disequilibrium by counting the relatively weak 1.001 MeV gamma ray of protactinium-234m. Neutron activation work shows that in-situ determinations of copper, silver, iron and coal quality are technically feasible. In carbon-oxygen oil well logging the technique allows an accurate determination of carbon, oxygen, hydrogen, chlorine, silicon, calcium and iron, and shows promise of providing an improved oil/water differentiator.

PROPERTY AND PRODUCTION: Around 100 Million Tons of Recoverable Coal are available from the approximate 10,000 acres allocated to the mine. Over 1300 acres of surface land holdings extend well beyond the limits required for plant site, storage tracks, water supply reservoir, settling ponds and waste disposal. COAL: Extensive core drilled testing confirmed the early indicated high quality of the #6 Seam Washability data show less than four percent of the&apos; coal seam required removal to provide a superior product for the available market. PREPARATION PANT DESIGN: The limited needs enabled Preparation Plant Design to meet the requirements without inclusion of novel equipment. The simplified needs afforded ample opportunity for considering increased automation where advantage or economy was antioipated. Plant design included protection of opportunity for pre-drying in advance of air cleaning the fine coal and accommodations for addition of Dense Media separating equipment in event warranted or required by future market changes. Protection is also afforded for addition of Raw Coal Storage accommodations in event warranted. Figure I shows the Preparation Plant Flow Sheet.

Several issues deserve further attention to improve subsidence prediction accuracy. These include: subsidence initiation and development over a setup entry area; subsidence development after face stop; and subsidence over chain pillar. An intensive subsidence monitoring program has been carried out over several longwall panels. A large amount of subsidence data has been collected, analyzed and solution techniques developed. In this paper, some of the measured data. data analysis techniques and the developed prediction methods are presented.

Abandoned mines in parts of the Black Hills of South Dakota have the potential for acid rock drainage. For this work, ten sites were examined on Black Hills National Forest land or on private land whose drainage could affect Forest Service land. Water samples from all the sites had pH values less than 6. Results of analyses from water samples and rock samples showed a correlation between metals content and pH. Acid-base accounting was used to determine acid drainage potential of the sites. One site (King of the West Mine) had a high potential for acid generation; fortunately, little or no surface runoff leaves the mine site. Six sites appeared to have moderate potential, including the Minnesota Ridge Mine, which currently is being remediated. Three of the sites had low acid drainage potential.

The flotation behavior of Florida phosphates was studied using statistical design of experiments to evaluate conditioning parameters and their effect on flotation performance. The solids loading, conditioning time and agitation speed during conditioning were identified as the important variables affecting the reagent coating onto particles. Flotation of the conditioned slurry was carried out at fixed collector dosage and flotation conditions. Phosphate recovery upon flotation was statistically modelled as a function of the conditioning variables. The results indicated that the conditioning variables had an interactive effect on the phosphate flotation performance. Statistical optimization revealed two conditioning regimes in which optimum flotation recovery was obtained. It was determined that optimal recovery can be obtained at lower conditioning energies.
