INTRODUCTION The Bureau of Mines (The Bureau) remote sensing researchers at the Denver (CO) Research Center, have been investigating computerized methods to detect and map surface linear features called "lineaments" for ground hazard assessment in mines. Many of these lineaments at the test mine site were found to correlate to subsurface geologic discontinuities such as faults, fractures, and joints that intersect coal seams at depth. These features adverse1 y affect the roof and rib integrity in underground mines, thus contributing to rock failures that may result in injuries to mine workers and loss of production. Advance knowledge of the existence of such hazardous geologic features can aid in mine planning and development. Lineaments may be observed in a variety of images of the earth's surface. Linear features that can be observed using Landsat mu1ti spectral scanner data (MSS) images range from regional (greater than 3 miles in length) to an intermediate length of from 1 to 3 miles. These images are recorded in discrete radiation bands in the green, red, and near-infrared portions of the el ectromaynetic spectrum. These data are acquired from the EROS Data Center of the U.S Geological Survey, Sioux Falls, SD, in digital format on magnetic tapes that are suitable for processing on certain minicomputers. Shorter lineaments length (less than 1 mile) can be observed in high- to low-a1titude aerial photography, radar, and infrared images with image scale ratios of 1:1,000,000 or less. These linear features can correlate to smaller dimensioned faults, and to fracture and joint sets at the local geologic scale. Other informational sources can help substantiate 1ineament analyses, such as well logs, mine naps, topographic data, and geophysical data acquired over the study site. With formation drillability taken as a starting point, graphs and charts are given as an aid in the selection of bit load, circulation system, flow rate, drill stem, cutter design and rotary speed.

Downtown Bellevue Tunnel (DBT) is part of Sound Transit’s $3.7 billion, 14-mile light rail transit system from downtown Seattle, across Lake Washington, to the cities of Mercer Island, Bellevue, and Redmond. The tunnel was the first Sound Transit East Link project and posed significant construction risk. This paper discusses implementation of design changes to the soft ground tunneling method, implementation of several technologies such as the use macro-synthetic fiber initial shotcrete lining, use of spray-applied waterproofing, and use of shotcrete for the final tunnel lining. These efforts allowed for significant time and cost savings to the project.

When methods to prevent the occurrence of fire in underground mines fail, the next line of defense is to rapidly and reliably detect the developing fire, so that subsequent evacuation and control procedures can be safely and successfully implemented. To provide this capability requires an understanding of the operational principles of different types of fire sensors, their merits as well as their limitations, and performance characteristics of the monitoring systems that control and process sensor data; an understanding of how fires develop and the different types of fires that can occur, along with their characteristics and the hazards they present; an understanding of the impact of the mine environment and routine mining activities, not only in terms of these effects on fire sensors but also in terms of the impact of mine ventilation and mine geometry on fire growth, fire characteristics and the detection process. All of these factors are components of the technology of fire detection, and when insufficient knowledge of any of these components exists, the ability to implement adequate mine fire detection systems is diminished. Within the last decade, significant advances have been made in fire detection technology applicable to underground mines. These advances include not only the development of improved sensors and better monitoring systems, but also an expanded understanding of how to deploy sensors, set sensor alert/alarm levels, account for ventilation effects, etc. In addition, there has been an increase in our knowledge of the types of fires that occur, the types of combustibles involved, characteristic times for fire growth and development, the levels of heat, smoke and gas that are produced and the hazards that result. It is the intent of this paper to provide not an overview of current mine fire detection technology and, also, to present data obtained for some smoke sensors that have potential for use in underground mines. The paper will also discuss the data, information and resources that are currently available and seek to identify those areas most in need of further research and development.

The recent expansion of our cities into hilly areas, particularly on the Pacific Coast, has resulted in damage or destruction of many homes due to geological problems such as landslides, soil creep, erosion, subsidence, or groundwater seepage. In southern California, landslides are the principal cause of damage and attention is focused on them. Landslides have occurred due to the reactivation of old slide masses, or have been caused by grading and increased water, infiltration resulting from development.. Reactivation of a portion of the ancient Portuguese Bend landslide in Palos Verdes, Los Angeles County, affected approximately 150 homes. A common type of new failure' occurs when grading has undercut bedding or other essentially planar surfaces so that they dip unsupported out of slope. Other slides have occurred due to the inherent weakness of the material involved. Preventive measures undertaken to eliminate damage in the southern California area have. included areal geologic mapping programs-in-advance of development, enacting or strengthening grading codes, and requiring extensive studies by consulting geologists and soils engineers both during the design stage and during construction. In the design stage, proposed cuts are frequently flattened, lowered or reorientated. Frequently, due to the high cost of land, they are supported by compacted fill buttresses. As a result of these measures, the geologic environment has a major effect on the feasibility, design, and development of, a very substantial percentage of tracts or individual homes.

INTRODUCTION Until recently, gamma doses had been largely ignored in Ontario uranium mines. This has been due to the assumption that these doses are small and have been more or less unchanged with time and hence their effects have been included automatically in the epidemiological studies that led to the establishment of radon daughter exposure limits. This assumption had to be challenged for two basic reasons. The first was that radon daughter exposures to miners have been progressively reduced over the years due to improved ventilation and ever more stringent regulations, while gamma exposures have presumably remained relatively unchanged. Therefore it must be assumed that the ratio of gamma to radon daughter exposure has gone up. The second reason is more philosophical. It is clearly inappropriate to make judgements on the significance of a potential industrial hazard when the magnitude of that hazard has not been fully assessed. Having decided that some sort of assessment of gamma exposures to uranium miners must be made, it was than necessary to determine how this should be done. Several options were available, for instance: (i) Wholesale personal gamma dosimetry for all mine and mill workers, (ii) Personal gamma dosimetry only for those workers suspected of receiving the higher doses, coupled with area monitoring to estimate the exposures of other workers, (iii) Area monitoring coupled with dose rate times time calculations for all. This would correspond to the generally prevalent method of assessing radon daughter exposures. It was argued that since radon daughter exposures are the major radiological hazard in uranium mines, to invest resources for assessing a lesser hazard to a greater degree of precision was not cost effective. (iv) Since gamma dose rate is related to ore grade, individual doses could be assigned from knowledge of work location and ore grade. Before deciding which of these options would be most appropriate, it was necessary to have some idea of the magnitude of the problem. Very few data were available in the literature and with the exception of a few spot dose rate measurements, and the results of a few gamma dosimeters issued to selected individuals by some of the mining companies, nothing was available. A rule of thumb of obscure origin is often quoted within the industry indicating that gamma dose rates underground will be about 0.25 mR/h per lb/ton or 5 mR/h per % U. This had been used by some to justify neglecting gamma radiation at least for ore grades of the order of 0.1% or 2 lb/ton, on the grounds that gamma dose rates would be of the order of 0.5 mR/h and therefore give rise to annual doses of only about 10 mSv (lrem). That is, it was assumed that gamma radiation was of limited concern compared to the hazard associated with the inhalation of radon daughters. We were thus faced with the situation of just assuming that no regulatory limits were being breached. This situation could not be allowed to continue. A program was initiated to investigate the gamma doses absorbed by uranium miners in three mines in Ontario, and extensive gamma surveys were conducted in the Quirke 2 mine of Rio Algom Ltd, Elliot Lake; Denison Mine, Elliot Lake; and Agnew Lake Mine, Espanola. Negative reaction was received from several mine company officials to the possibility of all miners being required to wear personal gamma dosimeters due to the logistical difficulties involved, and therefore part of the project was aimed at determining if a reliable correlation between gamma dose rate and ore grade in the work location could be deduced, in order that dose rate times time calculations might be used for gamma dose assessments. The results of these programs provided evidence that the gamma dose for some employees in the three mines investigated may be a significant fraction of the current maximum permissible annual dose of 50mSv (5 rem). When combined with radon daughter exposures in the manner recommended by the ICRP at their 1980 Brighton meeting (ICRP 80) the results indicated that some individuals will come close to the resulting limit and may even exceed it. Accurate knowledge of the gas content of coal seams has always been important, according to the work of W. P. Diamond and J. R. Levine, 1981, but is becoming increasingly important for several reasons: Excessive gas emissions in the mine can create explosion hazards. Depletion of shallower coal reserves is forcing underground operations to greater depths where coal gas content is often greater. Natural gas prices and the need for new energy sources make naturally occurring coal gas a potential resource of economic interest. Information on coal gas content will impact mine designs, mine ventilation system specifications, and the effectiveness of methane control procedures used. Accurate resource assessment is needed for projecting and designing potential gas utilization enterprises. The emphasis upon methane hazards in mining operations, and upon potential methane utilization, has led us to improve upon the procedures used to determine coalbed methane levels.

The NS9 Drop Shaft contract formed part of the Waste Pollution Abatement Program (WPAP) conducted by the Milwaukee Metropolitan Sewerage District (MMSD). The contract involved the construction of two shafts, a deaeration chamber and connecting tunnel, and ancillary facilities. Portions of the construction were located in saturated overburden where dewatering was prohibited. Ground freezing was utilized for temporary support of the excavation. This paper concentrates on the freezing system and the excavation of frozen ground, with particular emphasis on the use of mechanical cutting equipment, including a raiseborer and a roadheader.

Tunnel excavation while mining is not often performed in North America primarily due to access constraints in both operations. Referencing European approaches for long distance tunneling, the Devil?s Slide Tunnel project has applied innovation and technology to provide the ability to overcome this unique challenge. The Devil?s Slide Tunnel requires the construction of twin bore tunnels excavated based on sequential excavation method (SEM) construction methods using New Austrian Tunneling Methods (NATM) principles. The twin tunnels are approximately 9 m (30 ft) in diameter and 1,250 m (4,100 linear ft) in length. The purpose of this project is to reroute Route 1 from around the Devil?s Slide through the San Pedro Mountains crossing from Montara, CA along the south and into Pacifica, CA in the north. The Caltrans project was awarded in December 2006 for a total of $272,366,000. The job is an A+B job, thus the estimate scheme of final lining while tunnel excavation is important to save time. A+B is a method of rewarding a contractor for completing a project as quickly as possible. By providing a cost each working day, the contract combines the cost to perform the work (A) with the cost of impact to the public (B) to provide the lowest cost to the public. Concurrent mining while lining is achieved through a series of gantries and a set of tunnel forms allowing the pass-through of the excavation equipment. The tunnel lining operation passes through several phases of work that are dependent upon the progress of the tunnel excavation process. This involves unique milestones, such as the evolution of the ventilation system, development of an enlarged cross passage to allow equipment to access each tunnel from within the tunnel and, finally, the installation of an invert prior to arch lining that limits the continuity of the final lining operation.

This paper deals primarily with roof bolting in Kentucky coal mines from January 1, 1949, through December 31, 1954, a six year period. The Consolidation Coal Co? (Ky.), a division of the Pittsburgh Consolidation Coal Co., began systemmatic roof bolting in November 1948 in Mine #204, Elkhorn #3 Seam, at Jenkins, Kentucky, After the efficiency of roof bolting had been proven by the Consolidation Coal Co., this procedure was adopted by other companies throughout the state. In December 1954, approximately 46.4 percent of Kentucky's total production of coal from underground mines was obtained from roof-bolted areas. Statistics in this report will show the progress made in roof bolting during the six years, in addition to the roof bolting being done as of December 31, 1955. Significant progress has been made in the coal mines of Kentucky in reducing the roof-fall fatality, rates, during the past several years by adopting systemmatic roof bolting. The ground work by the Consolidation Coal Co, (Ky.) in cooperation with the Federal Bureau of Mines was based upon the previous experience of the St. Joseph Lead. Cc, in its Southeastern Missouri Mines and The Tennessee Coal and Iron Division of the United States Steel Corporation. Texas Gulf Sulphur Company's Lee Creek Mine has opened a major phosphate mining district in the Central Coastal Plains of North Carolina (Fig. 1). The ore deposit as it is now known was roughly outlined in 1961 by a Texas Gulf geologist using wire line exploration methods. Slightly uraniferous phosphate materials were detected by a slim-hole gamma ray probe run in numerous farmers' water wells penetrating the formations. A follow-up-core drilling pro- gram determined the economic ore limits to lie in the south central section of Beaufort County beneath 70 feet to 120 feet of unconsolidated sediments. The 50,000 acre deposit is known to contain over two billion tons of phosphate ore amenable to strip mining methods. A part of the deposit underlies several thousand acres of the Pamlico River estuary. The 90 million dollar capital investment plant built by Texas Gulf during 1965-66 included a strip mining operation using a 72-yard walking dragline, a three million product ton per year flotation concentrator, four fluid bed calciners, a sulphuric acid plant (acid for captive use), a phosphoric acid plant, and three solid fertilizer material plants. Shipment to domestic markets is by rail and truck and to over- seas markets by barge to a transshipment terminal at Morehead City, North Carolina. Early mining investigations were conclusive first that the phosphate ore could economically be recovered only by dry strip mining methods, and second that artesian ground waters in the formation (Castle Hayne limestone) underlying the ore would have to be controlled. This report will relate the application of ground water hydrology in depressurizing the Castle Hayne aquifer to facilitate dry strip mining at depths 130 feet below sea level at the Lee Creek Mine.

An investigation was undertaken for a ground water discharge plan for the Chino mining complex near Hurley, New Mexico. Operations which impact ground water include dump leaching, storage reservoirs, and tailings seepage. The investigation included both hydrogeological data collection and laboratory analysis. A conceptual understanding of surface water and ground water was then developed. Surface water and ground water models were used to match existing conditions and predict the impact of operational modifications. The study concluded that runoff and resulting leach reservoir overflows were primarily responsible for the ground water degradation. Tailings seepage represents a smaller part of the impact.

Diesel particulate matter (DPM) is a common and well-known health hazard in the mining environment. The current approved method for monitoring both the organic and elemental carbon (OC, EC) portions of DPM is a laboratory method with a turnaround time of approximately one week. In order to evaluate exposure levels and take corrective action before overexposures occur, a portable real-time device capable of quantifying both OC and EC is needed. To that end, researchers from the National Institute for Occupational Safety and Health (NIOSH) designed and tested a device based on narrow bandpass optical filters that is capable of targeting infrared absorbance bands associated with DPM. Five optical bandpass filters were chosen based on previous work quantifying DPM using Fourier-transform infrared (FT-IR) spectrometry. The resulting device, referred to as a filtometer, is optimized to exclusively determine DPM and could serve as a cost-effective, field-portable alternative to laboratory-grade FT-IR analysis and instrumentation. The performance of the filtometer was investigated by calibrating FT-IR data from DPM (dependent variable) to the filtometer spectra (predictor variables) using a partial leastsquares (PLS) and ordinary least squares (OLS) approach. Because of the competitive nature of the iron ore pelletizing industry, commodities required for the production of pellets are continually being scrutinized to minimize their usage and offset rapidly escalating costs. In the Tilden pellet plant, the usage of one commodity, bentonite, has been reduced from over twenty-four pounds per long ton of pellets to as low as eight pounds per long ton. The evolution of bentonite usage from plant start-up to the present time is described.

In view of the success of recent laboratory studies using X-ray computed tomography (CT) to determine coal washability and with the availability of high-speed CT systems, it now seems possible to design an on-stream washability system for the control of coarse coal-cleaning circuits. Design features for such a system are examined and possible control strategies are discussed for different applications.

Four different types of fire suppression systems were evaluated in large-scale fire experiments to study the effect of air velocity on their effectiveness in extinguishing conveyor belt fires. The four different types of suppression system were water sprinkler, deluge-type water spray and two different dry chemical fire suppression systems. The large-scale fire tests were conducted with 1.8-m- (72-in.)-wide fire-resistant rubber belt that met the Mine Safety and Health Administration flame resistant requirement specified in Title 30, Code of Federal Regulations, Part 18, section 18.65 (also known as the 2G Flame Test). Each fire suppression system was tested at air velocities of 152 - 168 m (500–550 ft) per minute (mpm) and 411 - 457 mpm (1,350 - 1,500 fpm). Two tests were conducted at both air velocities for each fire suppression system. Both of the water-based fire suppression systems were able to suppress the fire to the point that a miner could extinguish it with a fire extinguisher. However, the amount of water needed to suppress the fire to the point where a miner could walk up to and extinguish any smoldering belting was greater than the current MSHA regulations required. MSHA regulations only require 10 minutes of water supply for a suppression system. In the test setup, neither of these systems would have suppressed the fire had the water been turned off to the system after 10 minutes. The dry chemical suppression systems produced mixed results. Dry chemical suppression system A did not suppress the conveyor belt fire at either air velocity. Dry chemical system B suppressed the fire at 152 mpm (500 fpm) air velocity, but produced mixed results at the higher air velocity. Details are presented on the large-scale fire test setup, arrangement of the fire suppression systems and conclusions regarding the effect of air velocity on fire suppression system design and performance.

Current over-capacity in coal production provides assured and relatively low-cost supplies to coal importers. At the same time, it is of serious concern to coal producers who invested considerable sums in the expectation that overseas demand would continue to grow rapidly. This paper assesses the reserves available for export, the export facilities, the coal supplies which can be put through them, and the market prospects for the future. It assumes, rightly or wrongly, that there will be no major and prolonged disruptions in supply from any major sources of coal. COAL RESERVES FOR EXPORT Economically recoverable reserves in the non-communist world amount to about 470 billion tonnes. These are sufficient to sustain current production levels of 2 billion tonnes a year for 235 years.

Over the past several years, state governments have been vigorously refurbishing old health department agencies and smoke control laws in anticipation of pending federal developments. Many states now possess a mature air pollution control administrative organization and a fairly sophisticated set of regulations on air pollution, This developing network of state control legislation and regulation is the machinery which will be called upon to implement federal standards, In order to prevent the wasted effort and resources which inevitably result from hasty action, industry should be in con- tact with local and state control agencies and be familiar with lines of communication to agency representatives. Thorough knowledge of applicable laws and regulations, both current and pending, is required. Moreover, federal law and future federal air pollution control plans, should be well known. Industrial air pollution control should be geared to a long range plan which utilizes existing technology while at the same the recognizing that today's technology will be improved upon with time, Regulation, too, can be expected to become more stringent. The implications of air pollution control in the Appalachian region of the United States will be felt most strongly by the coal industry of this area. Either directly or indirectly most regulations in these states have a significant bearing on coal mining, processing, utilization or waste disposal. The extent of coal-related activity in the Appalachian States of West Virginia, Pennsylvania, Maryland, Virginia, Kentucky, and Tennessee can be observed from the data provided in Table I. This data indicates that 86 percent of active bituminous coal mines and 69 percent of bituminous coal production were accounted for by these states. The purpose of this paper is to provide information on current and proposed legislation and regulations on air pollution in the Appalachian states, The information should prove valuable not only to the coal industry but also to industry in general as a means of evaluating both pollution control action that has been taken to date and the course of future control measures. Reference information in the forms of addresses of appropriate agencies and citations to specific state laws and regulations is provided. All information is current as of February, 1969.
