Following the recession of 2001, restrained consumer spending, declines in domestic manufacturing and industrial output, and increased unemployment led to a lack-luster year in the domestic economy. In 2002, the U.S. real gross domestic product (GPD) grew only 2.4%. Significant production declines in the U.S. metals industry were registered by copper, lead and zinc producers. Steel producers, despite a slight improvement in shipments, continued to face strong foreign competition, higher energy costs and lower prices for their products. Homebuilding and other domestic construction sectors— major consumers of nonmetallic mineral products such as cement, brick, glass and stone — remained strong enough to help raise the output of industrial mineral materials slightly above 2001 levels. A strong U.S. dollar relative to other national currencies continued to weaken the competitive stance of U.S. metal and non-metal mineral materials companies alike against foreign producers in markets at home and abroad.

The major problems are identified the high phosphorus content and the fine dissemination or encapsulation of mineral impurities, in, ,the iron bearing minerals, A process which combined extreme fine grinding techniques with magnetizing roasting or flotation separation methods, is suggested. By these methods concentrates assaying 60-61 percent Fe exceeding the widely accepted upper limit of 56 percent Fe set for these ores, were produced with 75-90 percent iron recovery. Moreover it was shown that the phosphorus content of these concentrates could be reduced from 0.25 to 0.03 percent phosphorus by acid leaching. A brief discussion on production costs based on current and future developments in iron ore processing is given.

Subsidence due to mining caused various kinds of damage to the surface structures, and actually great deal of mining damage becomes the severe social problem at some time in many coal fields, but the most of mining damage was restored at present. Recently, the effect of old coal working on the deformation of newly constructed structures has become into question, because it was obliged to plan many engineering structures in old mining areas for the shortage of adequate construction sites and the difficulty of getting location. That is, building, dams, bridges for railroads and highway, power plants, tunnels, storage tanks and so, have to be built on the ground which has old coal working.

This paper deals with the basic mining engineering program required by all accredited engineering schools and the specific way the Pennsylvania Scare University presents and builds upon them. The manner in which these concepts provide the student with the necessary tools to function as a mining engineer in me realm of industrial minerals extraction is discussed.

Effective mine operation demands that the right people have the right information at the right time. Caterpillar's Mining and Earthmoving Technology System (METS) meets this demand by providing "real-time" information transfer between the mine offices and machines equipped with the Caterpillar Computer Aided Earthmoving System (CAES). Transfers of mine plans from the mine planning software to CAES-equipped machines give operators access to current mine plans within minutes of their creation. Additionally, office personnel have access to a current digital terrain model (DTM) of the mine site as it is updated in "real-time" by CAES-equipped machines. METS provides mine personnel in operations, planning, and management the information they need when they need it.

GENERAL DESCRIPTION The undercut-and-fill method of mining was devel¬oped by Inco Ltd. in the Sudbury district of Ontario, Canada, to deal with abnormal ground conditions en¬countered in pillar recovery. Although it is now some¬times utilized as a primary stoping method, the main application continues to be in pillar recovery. In any mining method in which fill is employed, pillar systems tend to fail gradually as stoping pro¬gresses. As a result, most pillars are completely destressed and broken by the time pillar recovery com¬mences. Control of the back in such ground becomes a major problem and is contingent on local conditions as they exist in the workplace. In most mining methods, operations such as drilling, blasting, slushing, and tim¬bering can be readily assessed and the mining cycle pre¬dicted. However, in the mining of pillars with overhand methods, the time and effort required to maintain a safe back varies to a quite unpredictable extent. For years the square-set method was the most effective means available for pillar recovery. However, in areas where bad ground was encountered, square setting was a costly and sometimes hazardous method. As the tonnage mined from pillars increased, it was apparent that a safer and less expensive approach was required. Past experience indicated that the best way to deal with broken ground was to mine from the top down. Top slicing systems were examined but were rejected due to the major sub¬sidence which resulted. However, ideas generated from studying top slicing finally developed into the present method of undercut-and-fill. This method, which has almost completely replaced square-set mining, exhibits reduced costs, has improved safety and efficiency, elimi¬nates the factor of bad ground overhead, and allows a closer prediction of the actual mining cycle. The result is more accurate scheduling of pillar production. This factor is of increasing importance as the tonnage from pillar recovery increases in relation to total mine pro¬duction. Undercut-and-fill is a method of extracting a block of ore by mining successive cuts, working from the top down. After a cut of ore is completely mined out, lami¬nated timber stringers are constructed along the sides for the full length of the cut. Round logs covered by a wire screen are laid across the stringers to form a mat. The cut is then tightly filled with hydraulically placed cemented sand fill. Mining is then resumed on the cut immediately below the mat. As the cut advances, the timber stringers are supported by round timber posts seated on the solid bottom of the cut. Drilling, blasting, muck removal, and timbering operations are repeated until all the ore in the cut has been removed. At this time, another log mat is laid and the cut is filled. This sequence is continued until the block has been mined from level to level. The basic principles of undercut-and-fill can be adapted to a variety of mining situations. It can be applied transversely or longitudinally in ore bodies of varying width, that dip from vertical to flat lying. The method can be applied using conventional equipment or it can be mechanized through the introduction of small diesel or air-powered units for muck removal. Undercut¬and-fill is a selective method, ore recovery is high, and dilution can be controlled to an acceptable level. How¬ever, it is a high-cost, labor-intensive method and as such its use is restricted to areas where the less costly meth¬ods of ground support are not successful or where bulk mining methods are not adaptable. One basic require¬ment for undercut-and-fill is an adequate source of hydraulically placed cemented sand fill and a dependable sand plant and distribution system. The success of the undercut method is to a large degree dependent on the competence of the fill placed in each of the successive cuts. In theory, the weight of the fill on each cut is supported in part by the cemented sand itself as it binds to the rough sides of the mined¬out areas next to the pillar walls, and in part by the tim¬ber support. As mining progresses beneath the mat, a downward pressure is exerted within the cemented fill and a voussoir arch develops above the mat, across the full width of the cut. This supports the major portion of the load. The log mat and posts have a double func¬tion in that they carry the remaining weight not sup¬ported by the voussoir arch and in addition prevent any pronounced settling of the fill mass. Excessive settling breaks the bond between the cemented fill and the pillar walls, eliminating the arch effect and transferring the entire load to the mat and posts. The theory of a voussoir arch forming within the cemented sand fill mass is substantiated in practice by the fact that pillars have been mined from level to level with no more significant weight on the bottom cuts than was experienced on the top cuts. In effect, as mining progresses downward, there is no additional transfer of weight from previous cuts to the cut being mined. APPLICATION OF UNDERCUT-AND-FILL Because of their size, the Sudbury ore bodies are, for the most part, mined transversely and, to a considerable extent, by filling methods. Transverse stoping blocks are designed with 9-m (30-ft) crown pillars established be¬low each level and with stopes separated by vertical rib pillars. In past years, floor pillars were left above the level as well, but present practice favors the silling of primary stopes at the base of the rail. Rib pillars are designed to meet the ground control requirements of the primary stoping methods. Local conditions and past experience generally dictate their size. Historically, since the square-set method was to be used for recovery, rib pillars were designed to accommo¬date standard 1.7-m (5'h-ft) sets. A typical rib pillar is four sets wide [6.7 m (22 ft)] when located between two square-set or cut-and-fill stopes having a width of 8.4 m (27.5 ft). Through the remainder of this century, world consumption of fluorine per ton of primary aluminum produced will continue to be substantially reduced. Growth of the primary industry will offset some of the unit consumption, but demand for new fluorine sources will decline sharply. Continued application of dry fume scrubbing systems will be the most significant factor in reducing demand.

San Diego’s need to access underground space has dictated a long history of tunnel construction. The subsequent need for water, coupled with San Diego’s natural attractiveness, has led to significant population increases and the need for the construction of even more tunnels. This paper will provide a historical summary of the progression of mines, tunnels and trenchless technology construction projects that contributed to the advance of current technology, feasibility, and constructability. A well-defined geometric model for a mineral system and its liberation by size reduction is used to show the relationship between true volumetric particle composition and the composition estimates obtained by the measurement of linear intercepts or areas of simulated polished sections of particles. Based on this information, a transformation is developed between the areal measurements and the volumetric composition for this idealized mineral system. Operating mines in Wyoming and Montana, which are generally characterized by shallow overburden and thick coal seams, are faced with reclamation problems which are unique to this area. Unlike the eastern or midwestern mines, removal of thick coal seams and lack of sufficient overburden creates overburden deficiencies that require careful evaluation prior to mining to insure compliance with regulatory requirements. Computer models and computer graphics can assist in such evaluation where appropriate alternatives can be selected which satisfies both the regulatory requirements and minimizes cost. This paper presents one such model used in evaluation of backfill requirements for restoration of surface and ground water regimes, restoration of mined-out areas to the approximate original contour, and the blending of the mined-out areas to the surrounding topography.

One of the most commonly employed set of calculations in mill design and research is the material balance, known in wet beneficiation plants, as an Ore and Water Balance. For mill designers, the balance is one of the principal requirements in determining the proper size of launders, pipelines, process equipment, etc. In process development, one of the major goals is the establishment of an optimum balance. The usual procedure for calculating a material balance involves a manual technique utilizing reference tables, pre -obtained data, and a slide rule or desk calculator. With these, the engineer must perform a series of calculations which are repetitious in nature and time consuming. Figure I is the flowsheet of the grinding and flotation circuits for a copper concentrator. The initial ore and water balance was calculated manually and required approximately 24 manhours. Later, a number of changes were made in the balance, each of which required an average of 8 manhours.

"INTRODUCTION Typically waterproofing of conventionally excavated tunnels has been done by installing pre-fabricated sheet membranes between the primary temporary support lining and the secondary permanent inner lining. The membrane acts as a separation or sliding layer between the linings, which is often desirable. The geotextile installed behind the sheet membrane provides the required drainage and protection of the system. The design of the tunnel lining is strongly influenced and limited by the use of waterproofing sheet membranes. Since primary and secondary linings are separated from each other, forming a double-shell lining system. In that case the secondary lining must be designed for all permanent loads, although the sprayed concrete primary lining continues resists ground and water loads for a long time after construction. Significant progress has been made in sprayed concrete technology over the last two decades, with advanced admixtures, as well as the improved application technology using spraying robots. The development of new admixtures like superplasticizers based on poly-carboxylates, alkali free accelerators and silica fume, enables designers to use permanent sprayed concrete linings (SCL) increasingly for long-term service life. When designed and applied correctly, sprayed concrete can be considered as permanent. The use of spray applied membranes has seen increased use over the last decade in some countries, and demonstrated functionality and cost-effectiveness in several situations. This paper describes the use of the sprayed waterproofing membrane MasterSeal 345, an EVA polymer based product, and the practical experiences from several projects. SPRAY APPLIED WATERPROOFING MEMBRANES The sprayed waterproofing membrane is polymer based and has been especially developed for underground structures. The membrane is applied between primary and secondary concrete linings and develops high bond strength on both sides to the concrete (doubled-bonded)."

Environmental permitting is a critical component for joint-venture projects located in the Commonwealth of Independent States (CIS). This paper presents the basic CIS regulatory environmental requirements for permitting of a hypothetical mining source and emphasizes air permitting. Topics which will be covered include: the Expertiza process, air pollution quantification, data requirements, and air pollution modeling protocol. A comparison will be made between permitting requirements for air pollution sources in the United States and a CIS country, Kazakstan.

Under contract to the U. S. -Department of.-Interior, Office of Coal. Research, Hittman Associates recently completed a 16 month study of the environmental-factors associated with the siting, construction, and operation of large scale coal refineries. (1 2) The objective of this study was to identify the environmental effects and to define the magnitude of these effects and the approaches which can be used to mitigate adverse environmental consequences. In the study, the five major coal bearing regions of the country having reserves adequate to support a number of large scale coal refineries were considered. The regions considered were: Appalachian, Eastern Interior, Fort Union, Powder River, and Four Corners.

The extraction and recovery of gold from copper electrorefining slimes by leaching and solvent extraction using dibutyl carbitol (DBC) has been practiced for several decades. Yet, the deportment of some common elements in this process has not been reported. The focus of this paper is to report the behavior of copper, bismuth, silver and selenium during the processing of industrial solutions by batch and continuous extraction on the laboratory scale. It was found that DBC, while an excellent extractor of gold from a highly oxidative chloride leach solution, also loads significant quantities of Cu, Bi, and Se. Silver was not present in significant quantities in the leach solution nor did it load appreciably. The deportment of gold and impurities are reported for batch and continuous operations of a two-stage extraction process using distribution ratios and separation factors.

A patent-applied-for process has been developed in which zinc chloride is extracted by tributyl phosphate in kerosine, and stripped with ethylene glycol or ammoniated ethylene glycol. The anhydrous zinc chloride is precipitated from the glycol as the ammine and zinc chloride is prepared by thermal decomposition with recycle of ammonia. The process permits the production of high grade zinc from scraps and drosses. Its applicability to the recycling of zinc will be illustrated.

Strip mine reclamation Fs the process of restoring the land affected by the mining process to its most productive use. This can be timber production, pasture, crop land, wildlife and/or recreational use. The mining companies must determine, through the advice of their technicians, what the most advantageous use of the land will be. If the Company does not own the surface, the owner or owners must be contacted to determine their desires as to how the land should be reclaimed. Many times, in making the plans to restore an area with vegetative cover, the watershed and the quality of the water in the area is overlooked. The water itself must be an integral part of the reclamation plan. Many lakes and/or pits can be created with proper planning. In areas in the Midwest, where lakes are a scarcity, these strip mine lakes can become storage reservoirs for large amounts of water, They can help control runoff and low flow augmentation. The strip mining operation will affect the watershed regardless of whether a reclamation plan in made or not. It is up to the reclamation technician to see that the plan benefits the watershed instead of affecting it adversely. This can be done during the operation by intercepting the water before Pt enters the active pit. Diversion ditches above the highwall will handle the runoff water from the watershed. Water that does gain entry into the pit should be removed as quickly as possible. If the rules and regulations adopted by the Ohio River Valley Sanitation Commission in Resolution 5-60 are followed, water encountered during the operation can be handled with little or no adverse effect to the receiving watershed.

A decanter centrifuge of novel design was developed for the dewatering of fine-solids slurries having micrometer-range particles that form pastelike, flowable, hard-to-dewater cakes. The design combines a compound beach with a cake flow control structure that allows expressed liquid, from the cake in the dry beach region to be returned to the liquid pool while maintaining a high-solids throughput. To provide optimal performance with various operating parameters (i.e., feed rate, centrifugal gravity, pool, differential speed, concentration of feed solids and slurry type), the cake flow control is adjustable. The second part of the beach is preferably at a zero angle. Tests showed that the new design allows increases in solids dryness and solids throughput. Lornex Mining Corporation operates an open pit porphyry copper mine in the Highland Valley southwest of Kamloops with a rated capacity of 43 500 TPD (48,000 TPD). It went into production in April 1972. Its concentrator consists of two grinding and flotation circuits in parallel each composed of a 6 000 KW (8,000 HP) 9,75 m (32 foot) diameter by 4,724 m (15'-6") semi-autogenous primary mill feeding two 3 000 KW (4,000 HP) 5,029 m (16.5 foot) diameter by 7,01 m (23 foot) secondary ball mills each feeding a bank of flotation cells. ,The original tailings system picked up the tailings from the flota¬tion circuits in a concrete collection box in the mill and carried the 36% solids density by weight slurry 488 m (1,600LF) through a 1100 mm (42 inch) diameter wood stave pipeline on a .46 percent slope to three 99,06 m (325 foot) diameter center drive thickeners. From the collection box under the thickeners the tailings line con¬sisted of three sections, carrying 50% solids density slurry. The first section consisted of 1460 m (4,800 LF) of 910 mm (36 inch) asbestos cement pipe for gravity flow from the thickener under flow elevation of 1252,4 m (4,109 feet) to the first pump station at elevation 1207,6 m (3,962 feet). Eight concrete drop boxes were used to limit the maximum slope on the pipeline to 0.5 percent.

The current Automatic Data Acquisition system developed by some support manufacturers makes it possible to continuously monitor and record changes in leg pressure and advancing ram stroke in every shield, and shearer position at any moment during the mining operation. In order to effectively use the massive data obtained from this system for improving production and maintenance managements as well as providing better roof control at a longwall face, the research currently conducted jointly by West Virginia University and Cyprus-Amax Coal Co. attempts to develop a Longwall Management System for mine operators. The LMS software package runs on a MS Windows NT environment and consists of four sub-systems: (1) Data Interpretation and Analysis; (2) Production Management; (3) Maintenance Management; and (4) Ground Control. This paper presents the details of each sub-system.
