Health risk underlies all of today's environmental regulations. Mine Manager's are no strangers to risk, but risk in the context of mine management is not the same as risk in the context of environmental regulation. One of the risks facing the mine manager is whether the mining operations meet environmental compliance standards. These standards are defined in terms of the frequency of occurrence of adverse health effects in an exposed population (i.e., health risk). Demonstration of compliance necessarily involves mathematical modelling and selection of values for input variables. What is not immediately apparent is that the method of estimating the human health risk has a significant influence on remedy selection and the amount of money spent at suspected contaminated sites. Using a hypothetical, mining-related example, this paper illustrates the disassociation between the current deterministic approach to health risk assessment and cost-effective decision making. This paper also illustrates how the probabilistic approach to health risk assessment provides a more realistic characterization of health risk and enables mine managers to identify cost-effective remedial strategies for the site.

The Moab Uranium Mill Tailings Remedial Action (UMTRA) Project Site (Site) is a former uranium-ore processing facility near Moab, Utah, where production ended in 1984. The United States Department of Energy Office of Environmental Management (DOE-EM) is responsible for remediating the site to meet 40 Code of Federal Regulations (CFR) 192 standards promulgated by the United States Environmental Protection Agency under the authority of the Nuclear Regulatory Commission (NRC). Tailings from the former mill were stored in an unlined impoundment (tailings pile), totaling 16 million tons of waste material. Surface cleanup has been ongoing since 2009 and consists of removal and transport of tailings via rail to an off-site disposal facility in Crescent Junction, Utah, with an estimated completion date around 2029. Gravity-driven migration of tailings fluids and recharge through the tailings pile and former on-site ore storage areas in the northeastern part of the site led to contamination of site soil and groundwater. The primary contaminant of concern is ammonia, which was present in fluids used in the milling process (DOE 2003). Uranium is a contaminant of potential concern. An interim groundwater remedy is currently in place that utilizes a system of extraction and injection wells to limit discharge of contaminated groundwater into the nearby Colorado River. Exceedance of surface water standards for ammonia are a principal concern due to potential endangered species fish habitat areas along the Colorado River adjacent to the Site. When necessary, surface water diversion is used to lower surface water ammonia concentrations when suitable habitats develop for endangered young-of-year fish. Once surface cleanup concludes and the tailings pile is removed, a formal groundwater remedy must be selected and documented in a Groundwater Compliance Action Plan (GCAP). Under Title 1 of the Uranium Mill Tailings Radiation Control Act, natural flushing (i.e., monitored natural attenuation), may be selected as the groundwater remedy if it can be demonstrated that the remedy will achieve groundwater standards within 100 years. The 40 CFR 192 groundwater standard for uranium is 44 micrograms per liter (μg/L), and the target groundwater concentration of ammonia based on adverse effects on local fish species is 3 milligrams per liter (mg/L). A collaboration with Geosyntec Consultants, Inc. (Geosyntec), the Moab UMTRA Project team, the DOE Office of Legacy Management, the DOE-EM, and the Network of National Laboratories for Environmental Management and Stewardship was held in 2022 with the goal to generate actionable recommendations to develop a GCAP for the Site. The primary recommendation was development of a groundwater fate and transport model to predict the remedial timeframe under various groundwater remedies. This paper presents the results of soil and groundwater sampling, geochemical modelling, and laboratory column and batch reactor testing that will be used to parameterize a numerical model for estimating the remedial timeframe under various scenarios, including natural flushing.

Introduction In October of 1961 Texas Gulf Sulphur Company contacted the Asheville Minerals Research Laboratory, of the North Carolina State University, and requested assistance in the development of a phosphate ore body in Beaufort County. The main: objectives of the work at Asheville were defined as follows. The Laboratory should try to determine on the basis of drill core samples, submitted by Texas Gulf Sulphur Company, the highest grade of phosphate concentrate that could be obtained with high recoveries from North Carolina ore, the thickness of the ore body that could be treated economically in one section, and the quantity of concentrate that could be obtained per acre. The results should be compared with data obtained from the treatment of Florida ores. It was important to use mineral preparation methods during the initial laboratory work that could be verified later by continuous pilot plant operation and could be scaled-up for a commercial plant. The writer was in charge of the project at the Asheville Minerals Research Laboratory and participated in the development of one of North Carolina's greatest mineral resources from the first drill core examination to the production of the first poundage and tonnage quantities of flotation concentrates. The Lee Creek phosphate mine and mill was put in operation in early 1966 and can produce three million tons of phosphate concentrate a year. Sulfuric- acid, and phosphoric acid plant, diamonium phosphate plant and triple super phosphate plants came on stream in 1967; at that time they were the world's largest. Microorganisms have been widely used for hydrometallurgical operation and effluent treatments(Smith, et. al., 1991a; Gadd, et. al., 1986; Darnall, 1986; Paponettis, et. al., 1991; Mihaylov, et. al., 1991; Rusin, et. al., 1991; Noble, et. al., 1991; Yang, et. al., 1991). In recent years there is a growing interest in using microorganism for flocculation of minerals fines and flotation collector (Smith, et. al., 1991b, 1991c; Misra, et. al., 1991a, 1991b, 1992a, 1992b). It is envisioned that the utilization of nonpathogenic microorganism and/or extracellular surfactant derived from microorganism as a flotation collector will replace some of the environmentally toxic flotation collectors and at the sometime improve flotation efficiency. The selection screening, and judicious selection of appropriate microorganism as flotation collector has been a challenge to process engineers. Over the past five years, continued research at the University of Nevada has shown that certain microorganism Mycobacterium phlei (M. phlei) can be a good flocculating agent and has potential to be used as a flotation collector (Dubel, et. al., 1992; Misra, et. al., 1991a, 1991b, 1992a, 1992b; Smith, et. al., 1991d; Chen, et. al., 1992a, 1992b)).

"The field demonstration portion of the Underground Grouting and Ground Improvement (UG&GI) short course offered by the Colorado School of Mines was held on May 18, 2016 at Baski Inc.’s Yard in Denver, CO.Numerous full field scale demonstrations of grouting methods and equipment were conducted under various field conditions. As part of these field tests, permeation grouting testing and demonstrations were also conducted. Various cement grout mixes were injected into 1.5-m (60-in.) tall transparent sand columns under controlled conditions (Fig. 1). The objective of the sand column permeation grouting demonstrations in the study was to show students the effects of ordinary Portland cement versus ultrafine cement on the engineering properties of the grout, and the permeation height through various types of soil stratigraphic layers in the sand columns. Similar previous demonstrations have had a specific focus on various brands of Type I-II Portland cements and ultrafine cements with a range of water cement ratios and injection pressures. More detailed information about these previous studies can be found in published proceedings (e.g. Henn et al., 2009 -2011).Equipment and material usedThe five clear plastic sand columns were 191 mm (7.5 in.) inside diameter and 1,524 mm (60 in.) tall. Each sand column had a 19 mm (0.75 in.) diameter hole drilled at the base (bottom) of the blind flange for injection of the grout. A perforated plate and/or screen at the base of the sand columns helped to prevent sand from plugging injection port. A ChemGrout grout plant was used for the demonstration consisting of 0.36 m3 (97 gal) high shear (colloidal) tank mixer, a 0.36 m3 (97 gal) agitator tank and a progressive helical cavity pump with maximum output capacity of 77 L/min (20 gpm) at a maximum discharge pressure of 265 psi (18 bar) (Fig. 2). A simple grout header arrangement consisting of control valves, pressure gauges, flow meter, grout delivery and return line, and a short injection line was also custom built. Also used were infra-red thermometers to measure the temperatures of the grout mix batches, CRD and marsh funnels to measure viscosity, baroid mud balance to measure specific gravity, and a digital scale to measure weights. The grout materials used were Holkim Portand cement (Type I-II), Nippon Steel Sumikin superfine cement and U.S. grout ultrafine cement."

This paper is an update of the activities of the U.S. Bureau of Mines, other government agencies, and the automotive and truck industry concerning diesel emission control. Enacted and proposed regulations from the U.S. Mine Safety and Health Administration (MSHA) and developments in diesel emission control are presented in terms of their impact on underground coal, metal, and nonmetal mines. Mine air quality regulations proposed by MSHA may require the underground mining industry to comply with new standards. Some mines may be required to take additional actions to meet new diesel particulate and lower nitrogen dioxide exposure standards; however, the mining industry is in a position to benefit from emission controls developed for the on-highway diesel engine market. The U.S. Environmental Protection Agency (EPA) has enacted regulations to reduce emissions from on-highway diesel trucks and buses. Engine manufacturers have responded by developing cleaner burning engines. Fuel producers have responded by providing cleaner burning reformulated diesel fuel, and exhaust aftertreatment devices have been developed to provide additional emissions reductions. Bureau research and development projects seek to determine the advantages of using modern engines and fuels, and to evaluate the efficacy of new exhaust control devices on mining machines. It appears that the diesel engine will continue to be a practical power source for use in confined environments because no other available power source is as mobile and efficient.

The Musaimeer pump station and outfall project (MPSO) is in Doha Qatar. This technical paper will discuss and explain the three major stages of geotechnical investigation employed. Stage one the tender geotechnical data and how this was used to design the TBM and identify various areas of risk. Stage two was the selection of supplementary geotechnical investigation methodologies. Stage three was the geotechnical investigation by specialist equipment installed on the TBM and providing further data on a real time basis as the TBM was advancing. Analysis of all the data will be provided along with the lessons learned.

The model originally proposed by Austin, et al., has been modified in the light of further investigation of the breakage laws in SAG milling. The model uses a fully-mixed reactor for short L/D mills and calculates the breakage of small particles by the nipping action of balls and pebbles. The autogenous self-breakage of larger lumps is treated as an effective means of fast breaking rock and much slower breaking rock. Experiments show that fast autogenous breakage can be treated as a first-order breakage with an overall specific breakage rate which incorporates fracture and chipping. Similarly, slow breakage incorporates fracture and abrasion. Autogenous breakage is cushioned by the accumulation of fine material. Simulation results are compared to results from tests in a 2 m diameter continuous pilot-scale SAG mill. Future work is discussed.

This new tool can be used for the proper assessment of the potential economic wealth of any risky capital project. It does provide an unambiguous recommendation of the type "go or no go" to the decision-maker simply by comparing two different ratios profit/investment. One ratio determines the minimum value required to at least break-even while the other measures a probable value based on the asymptotic theory of statistical extremes (weakest link concept). Its application is briefly illustrated by means of an underground gold mine project, an oil sands mine project and a poly-metallic open pit project.

The importance of geology in ore reserve estimation has been stated by several authors. King et, a1 (1982) reported that the geological factor was the key deficiency where serious weaknesses in ore reserve estimation appeared, especially in grade. The foundation for a successful mining operation is an ore reserve estimate that neither overstates nor understates the true situation as to tonnage and grade. Overestimation of reserves can have devastating economic results. Overestimation of tonnage may lead to wasting money on an overbuilt plant or worse yet, if grade is seriously overestimated also, to undertaking an operation that is doomed to economic failure from the outset. Understated ore reserves can result in building a plant that is smaller than optimum which may result in higher unit costs. At worst, understated tonnage of ore reserves can result in a missed opportunity for a profitable operation. Failure of the ore reserve estimator to properly take into account all geologic and allied factors pertaining to the deposit can result in an ore reserve estimate that is overstated either as to tonnage or grade or both. This paper will focus on these factors and will not discuss rules about distances above or below a drift that should be given a classification of proven or probable, etc. Each deposit has its own particular characteristics which often require modification of general rules for defining limits of proven and probable ore blocks that work satisfactorily in another deposit. A number of references are included which discuss some of these problems. Definitions of ore reserve classifications and an illustration are given in the Appendix.

"Point cloud technology is now an indispensable tool in geological and geotechnical data collection, interpretation and analysis. Open pit and underground mines of all sizes are regularly collecting point cloud data as Laser Scanning (LiDAR) and Photogrammetry surveying devices have finally become affordable and the workflows fast and efficient. Past challenges of large data processing and manipulation are gone with recent technological advancements in computer hardware and software. These innovations reduce file sizes, ease rendering requirements and allow for the implementation of real-time 3D viewers and surface meshing tools. With its ability to remotely (safely), rapidly and accurately extract large quantities of georeferenced and 3D-oriented data, point cloud technology provides numerous applications to the geomechanical field. The list of uses is continuously growing, so this paper specifically focuses on digital outcrop modeling and digital terrain engineering. INTRODUCTION Point Clouds The high-resolution and increasing availability of point cloud technology is rapidly improving open pit and underground mines’ investigation, interpretation and characterization of site geology and rock mass properties (Kemeny et al., 2015; Lyons-Baral, 2012). LiDAR and photogrammetry are common remote sensing methods employed to measure the coordinates of surfaces in three dimensions (3D), providing the X, Y and Z locations, and typically the reflective intensity and/or the visible three-band color of each point (Figure 1). LiDAR uses either a time-of-flight or phase-shift measurement of a laser beam reflected off targeted surfaces and received back into the device. Photogrammetry generates point clouds by merging multiple overlapping photographs and uses stereographic plotting to define the locations of object points in 3-D space. These methods can be deployed from airplanes, unpiloted aerial systems (UAS or drones), tripods, land vehicles, and even in a mobile backpack shown in Figure 2. RADAR, Total Station-Prism and other remote sensing systems also offer very precise “point clouds”, but this paper does not address these due to their higher cost and lower versatility and mobility. Technology In the past few years point cloud acquisition device prices have dropped significantly, devices have become lighter, smaller and easier to operate, and processing and utilizing the data has also become faster and easier. Device size improvements include mobile backpacks (Figure 2) and handheld mobile LiDAR (CISRO, 2014), allowing mobile scanning in tight spaces both above and below ground or inside and outside of man-made structures. Airborne data acquisition options have expanded dramatically with the spread of UAS technology as seen in Figure 3 (Hexagon Geosystems, 2015). Once UAS usage regulations are sorted out, these versatile machines will be everywhere, offering high resolution coordinate scans, imagery and other remote sensing. While backpacks and handhelds allow access to tight quarters, UAS permit rapid data capture from narrow to broad areas with multiple perspectives reducing data “shadows.”"

The U.S. Bureau of Mines is developing designs and estimating costs for vertical in situ copper mining wells as part of its in situ mining research program. Conceptual designs and estimated costs for "deep" 1100 m (3600 ft) recovery and injection wells in an undisturbed copper ore zone are presented. Within a single in situ copper mining well, multiple perforated well completions and associated costs are discussed for two ore zones between depths of 370 m (1200 ft) and 550 m (1800 ft). The order of well specifications for designing these wells is explained.

Three nutrient amendments and a biological seed inoculant were evaluated for use in establishing vegetative cover on waste rock substrates. Randomized blocks were placed on three substrates. Treatments included two types of organic fertilizer, mineral fertilizer, Azospirillum bacterial inoculant, plus controls. The seed mix consisted of native grass species adapted to low nutrient conditions. Canopy cover has been monitored for three growing seasons. Results indicate : 1) two of three substrates support plant growth following amendment with organic fertilizers; 2) organic fertilizers increase cover substantially over mineral fertilizer; and 3)Azospirillum had no effect on canopy cover.

If you are contemplating starting a small coal mining operation there is a good possi¬bility that you can not afford it. If you, have already started, you may be on the road to bankruptcy. If you are a small but well established operator you may be trading dollars, or even dissipating your capital, equipment and other assets. A bleak outlook? Yes! Meant to be discouraging? No! Just a reminder that, with todays costs of doing business, high interest rates, rapidly increasing costs and decreasing sales prices, a small businessman/miner had best watch closely or he will be mired in something worse than a soft bottom - namely a cash and credit shortage, and in too many instances In recent times, bankruptcy. We will not dwell on what happens once you are that far gone, though I could cite a good example. But, let us look at what should be done to avoid such a catastrophe.

With the rapidly rising cost for electrical energy and the long range pre¬dictions for continued rising costs and even possible energy shortages, operation of rod, ball, autogenous and partial autogenous grinding circuits to efficiently utilize the power delivered to the mills will be demanded. This calls for a method to evaluate grinding circuit performance that is accurate, reliable and readily usable as an operating tool by supervisory, technical and operating personnel. Neither the Rittinger and Kick theories of comminution,(1) which preceded the Bond Theory by more than 50 years, had a mathematical means that could be used to predict and evaluate the performance of crushers and grinding mills used to comminute ores and rocks. This severly limited the practical use of these two theories, which were contradictory to each other. They have been superseded by the Bond Third Theory of Commnution.(1)

COM Energy, Inc., a subsidiary of Occidental Petroleum Corporation, has constructed a 1.6 million hectoliter-per-year COM plant in Jacksonville, Florida. COM will be distributed to customers in the region as a substitute for fuel oil presently burned in boilers and kilns. As the market for COM grows, COM Energy, Inc. expects to build additional units both in this country and overseas. This paper addresses the overall status and technical aspects of the project, focusing on the facilities for COM production and utilization.

At the request of the Mine Safety and Health Administration, a quantitative assessment of the risk of lung cancer associated with occupational exposures to diesel exhaust was performed. This assessment was primarily based upon the results from a study of the effects of chronic inhalation exposure to diesel exhaust in Fischer-344 rats (previously reported by Mauderly et al., 1987). An adaptation of the Armitage-Doll multistage model, which allows for an age-dependent effect of exposure, was used to model the tumor response data. This model was fitted to all tumors (benign and malignant), and to malignant neoplasms alone. Estimates of unit risk (potency) were derived based upon a linear approximation to the results from the multistage model. A biologically equivalent dose was developed to scale the results from airborne exposure in rats to humans, which was adjusted for differences in weight, ventilation rate, deposition fraction, and the percentage of time actually exposed. Comparisons are made with risk estimates derived from modeling other rat inhalation bioassays and from applying different models to the study by Mauderly et al. (1987). We emphasize that our risk estimates are based upon a series of assumptions and carry a great deal of uncertainty. In particular, uncertainties regarding the effects of exposure on lung clearance mechanisms, the deposition rates in humans, and the relevance of our exposure index limit our confidence in these risk estimates. P. T. Freeport Indonesia (PI) in conjunction with Crescent Technology Inc. has developed a method to predict the metallurgical performance of ores blends based on the behavior of their component ores. The question addressed in this paper is whether ores treated individually could be extrapolated to predict the behavior of a blend of ores. The work further investigates the use of modal analysis to establish individual mineral flotation kinetics in each of the ore zones. This information would lead to the prediction of grade-recovery curves of ores made up of those minerals. Nine samples of ore, representing various zones of FI's Grasberg ore deposit were tested metallurgically and examined microscopically. The same testwork was performed on blends depicting the 1994 mill quarterly feed. Flotation kinetics of the individual ores were then "mathematically" blended and compared to the results obtained from the quarterlies. The calculated kinetics of the actual blends of ore received by the mill were fed to the simulation program and compared to the actual mill performance.
