Underground or In-situ Coal Gasification (UCG or UICG), though not a new concept, is now attracting considerable global attention as a viable process to provide a "clean" and economic fuel from coal. Applying improved UICG technology to gasify deep, thin, and low-grade coal seams could vastly increase the amount of exploitable reserves. However, it is imperative that further development of this technology is based on integrating UCG practices and potential environmental impacts with accepted sustainability frameworks and processes. This paper evaluates the potential of UCG to conform to frameworks such as MMSD (Mining, Minerals and Sustainable Development), Natural Step and Green Engineering, in order to define its "sustainable" potential. The paper also discusses the potential contributions of UCG to sustainability during its design, operation, closure, and post-closure phases.

D.G. Wilder I found the suggestion that the amount of displacement of a fault can be numerically related to the thickness of gouge or breccia to be both intuitively satisfying and intriguing. I have long agreed that there is some type of relationship between the amount of gouge and the amount of displacement of faults. I congratulate the author for developing a numerical relationship between them. However, I am concerned that the limits for applying this relationship be fully understood. An underlying assumption in this approach is that there is either a uniform thickness of gouge or breccia along a given fault or the thickness does not vary widely. Since it is not always possible to confirm this, the displacements derived by this method should be viewed with caution unless significant fault extent can be observed. At the Nevada Test Site, in drifts constructed in granite for test emplacement of spent nuclear reactor fuel, we found a fault with 0.3 to 0.4 m (12 to 16 in.) of clay gouge. Within a few meters of this location, the fault had no clay gouge, but rather consisted of a highly fractured zone with significantly altered rock and some slickensides. Based on Fig. 1, the 0.3 to 0.4 m (12 to 16 in.) thickness of gouge would indicate a displacement in excess of 30 m (98 ft). However, no gouge thickness would indicate essentially no displacement. Based on a quartz vein that terminated on the fault, and is not identified nearby, an estimated displacement of more than a few meters was made. This estimate is consistent with that obtained using the regression line proposed in the paper if the 0.3 to 0.4 m (12 to 16 in.) thickness for the gouge is used. However, using the regression curves with zero thickness would not yield results consistent with what was observed in the field. Therefore, it is important to recognize that the suggested procedure would properly yield a range of probable displacements. ? *Work performed under the auspices of the US Department of Energy by the Lawrence Livermore National Laboratory under Contract W-7405-Eng-48. Reply by E.C. Robertson It is certainly true that the t (thickness) of gg-bx (gouge and breccia) on a fault does vary along the fault. My observations have been that near the termination of a fault, the displacement d is small and the t is also small, whereas the maximum d and t will usually be found in the central part of the fault. The information on gg-bx and t of the fault found in granite in the NTS tunnel by Mr. Wilder could be interpreted somewhat differently than he does. He speaks of the fault changing within a few meters from 0.3 to 0.4 m (12 to 16 in.) of clay gg to "a highly fractured zone with significantly altered rock and some slickensides," but no gg. The highly fractured rock may be taken to be bx, rock not so finely ground as gg but still crushed by the fault movement, equivalent to the gg in my usage, and probably occupying about the same t. Mr. Wilder's estimates for the fault in the NTS tunnel for t of 0.3 to 0.4 m (12 to 16 in.) and for d of a quartz vein, in excess of "a few meters," would place the point on the low side of the central trend line in my Fig. 1, at the lower limit. There is, of course, a problem with determining d using displacement of only one planar surface. It would be greater or lesser depending on the rake of the movement. Finally, estimating the d of a fault from its t should be made with awareness of our present uncertainties, as pointed out by Mr. Wilder. Although the central trend line in my Fig. 1 has a ratio of d/t of 100, I have put the limiting ratios at 10 and 1000. Understanding of the values of the ratio will be improved only with collection of more data, for which the discussion of Mr. Wilder is much appreciated. G.C. Waterman E.C. Robertson's paper provides significant information to a geologist attempting to deduce fault offset by noting the products of structural dislocation. However, considerable mapping in underground and open-pit mines, and examination of structures produced in different geological settings, have convinced me that gouge and breccia thickness are controlled by geological conditions and fault movement. The following paragraphs suggest geological variables that control them. 1. Depth of Loading A near-surface fault resulting from tensional stress has more breccia/gouge than is produced by a similar stress at considerable depth. A deep-loaded compressional stress may produce a linear zone of schist, or structural dislocation may occur along an earlier formed belt of schist. Such "shear zones" are common in Canadian mines in precambrian rocks. In neither case can offset be directly deduced by an analysis of the minimal gouge/breccia in the shistose rocks. At greater depth, stress may be partially to wholly relieved by flowage. I vividly recall first noting the regional "Midas Thrust" in the Lark mine, Bingham Mining District, UT (where we called the structure the North Fault). My recorded notes, as I remember them, showed a narrow gouge streak separated the `Jordan" and "Commercial" limestone units from impure, muddy limestone beds of uncertain stratigraphic position. The visible structure did not indicate the great importance of this premineral fault

The Detroit salt mine is operated by the Detroit Salt Co. It is one of the oldest underground room-and-pillar mines in the United States still in production. Mining at the Detroit salt mine began in 1906 with the sinking of the No. 1 shaft. Mining continued through the years, becoming progressively more modern in its equipment and techniques, until it was closed in 1983. In 1997, after a period of care and maintenance, the newly formed Detroit Salt Co. decided to reopen the mine. Upon completion of an extensive rehabilitation program, salt production resumed in 1998. Production currently continues at a rate of 910kt/a (1 million stpy). To date, the Detroit salt mine has mined more than 45 Mt (50 million st).This mine is unique because it lies under a heavily urbanized area within metropolitan Detroit. The mine and its history make a good case study for the continuing coexistence between the mining industry and its environs.

Groundwater inflows during construction pose one of the greatest risks to the successful completion of tunnel projects. Inflows can result in safety concerns, difficulty in mining and ground support, impact sensitive environmental habitats, create surface settlement and increase costs. Adequately planned pre-excavation grouting programs benefit both the Owner and Contractor in reducing risks and controlling project costs and potential schedule delays. This paper outlines strategic guidelines for assessment of site conditions for pre-excavation grouting hard rock tunnels. It also describes the design of pre-excavation grouting programs with respect to project requirements.

Laboratory experiments were conducted to determine the responses of a prototype smoke detector and a commercially available photoelectric smoke detector to smoke particles generated from various combustion sources. The prototype smoke detector combines optical scattering measurements with ionization chamber measurements in order to reduce/eliminate nuisance alarms due to the presence of airborne dusts or diesel exhaust particles. The commercially available smoke detector is designed for use in harsh environments where airborne dust represents a major problem due both to nuisance alarms and detector contamination. In the experiments, the responses of the two detectors were measured when exposed to smoke particles from the exhaust of a diesel engine and from a variety of fire sources, including wood, coal, styrene butadiene rubber, and No. 2 diesel fuel. For the solid fuels, data were obtained for both smoldering and flaming combustion. This report describes the experiments, their results, and the use of these results as they apply to early-warning fire sensors capable of the rapid and reliable detection of fires in atmospheres that may or may not be contaminated by either airborne dust or the products produced from diesel engines. Subsequent to these laboratory experiments, six smoke detectors were installed in an underground limestone mine for further testing and evaluation. Controlling dust generation and keeping it below permissible limits to meet federal dust standards at the working face of a roomand-pillar coal mine is a challenge for a mine operator. With the recent changes in federal dust regulations requiring lower worker exposure, maintaining compliance has become increasingly difficult. The current most effective practice of dust control at a continuous miner face in an underground mine is the use of a flooded-bed scrubber. A study carried out by the National Institute for Occupational Safety and Health (NIOSH) indicated that a flooded-bed scrubber could achieve cleaning efficiencies between 58 and 90%. But, the operation of such a system is maintenance intensive. The flooded-bed scrubber screen becomes clogged with dust particles and requires frequent cleaning to maintain performance. However, the dust control issue is not solely a mining industry problem. Other industries face similar issues. The University of Kentucky collaborated with Toyota Motor Manufacturing on the development of a novel wet scrubber, called the vortecone scrubber, for capturing oversprayed paint particles in automotive paint booths. The vortecone scrubber achieved a cleaning efficiency of 99% and required minimal maintenance. This study aims to assess the ability of this vortecone scrubber to capture respirable dust in an underground coal mine. The paper presents the results of computational fluid dynamics (CFD) modeling of this vortecone scrubber. It discusses the effects of air quantity and dust particle size on the performance of the scrubber.

Breaks in coal slurry impoundments can threaten the lives and health of area residents, destroy homes and businesses and contaminate water supplies. This dangerous potential looms over coalmining regions in West Virginia and throughout Appalachia. The Coal Impoundment Project was begun in June 2003 to provide an inventory and mapping of active and abandoned impoundments in West Virginia. The project also provides the public with specific information about the impoundments in their communities. It is dedicated to alerting residents of danger and evacuation plans, reducing risk to residents and finding alternatives to impoundments. Since its first year, more than 100 impoundment sites have been added to the project’s Website.

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Nonfuel minerals Major metals Raw steel production-a major con¬sumer of many minerals-rose 14% to 92 Mt (102 million st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. In order to provide insights for the optimization of ventilation systems for U. S. underground coal mines facing both methane control and spontaneous combustion issues, a computational fluid dynamics (CFD) study was conducted to model the potential for spontaneous heating in longwall gob areas. A two longwall panel district using a bleeder ventilation system was simulated. The permeability and porosity profiles for the longwall gob were generated from a geotechnical model and were used as inputs for the CFD modeling. In this study the effect of methane emissions from the mined coal seam, including the longwall face and overlying rider seam reservoirs on the gob gas distribution was considered. The spontaneous heating is modeled as the low-temperature oxidation of coal in the gob using kinetic data obtained from previous laboratory-scale spontaneous combustion studies. Unsteady state simulations were conducted and the effects of the coal’s apparent activation energy and reaction surface area on the spontaneous heating process were also examined. The Coronado Traffic Tunnel is a proposed two-lane, reversible, road tunnel, which will relieve severe peak hour congestion problems on surface streets. The tunnel will take traffic from the Coronado Bay Bridge to Naval Air Station North Island. The project will include 12.5 m (41 ft) inside diameter by 1,112 m (3,650 ft) of tunnel, 552 m(1,815 ft) of cut and cover box structure, and 400 m (1,315 ft) of open cut structure. The geology consists of predominately clean and silty sand, saturated sand, with some clay layers, requiring Earth Pressure Balance or Slurry Shield tunneling technology.

Incident investigation is of utmost importance in most high-risk industries and is often used to improve organisational safety. This study was undertaken to examine the content of past incident investigation reports to determine the effectiveness of the incident investigations. The study uses a semi-quantitative method to assess the effectiveness of incident investigations in the Ghanaian mining industry by evaluating the quality of past investigation reports. The assessment tool consists of five elements with several indicators and rating scales for assessing the quality of an investigation report as a measure of the effectiveness of the investigation. The method was applied to 304 investigation reports of three Ghanaian large-scale gold mines, and the results correlated with incidence rates of the mines to determine if any relationship existed. The results showed that the mines differ significantly in the quality of their investigation reports, suggesting differences in the effectiveness of their investigations. In addition, the incidence rates of the mines negatively correlated with some elements of the assessment tool. In general, the method was found useful and revealed areas where improvement is needed.

North of Antwerp central train station, two single-track tunnels for the high-speed train line between Brussels and Amsterdam were constructed. At the same time, the central train station was modified to a through station. Both 1.23 km tunnels are situated in the Antwerp sands and were constructed using a slurry shield machine. Due to the inner city location, the tunnels run over their entire length underneath structures, in some cases with only minimal clearance. The paper deals with these challenging situations. In addition, the tunnel boring machine, the tunnel lining and measures to limit settlements will be introduced.

In this study, a fuzzy logic self-tuning PID controller based on an improved disturbance observer is designed for control of the ball mill grinding circuit. The ball mill grinding circuit has vast applications in the mining, metallurgy, chemistry, pharmacy, and research laboratories; however, this system has some challenges. The grinding circuit is a multivariable system in which the high interaction between loops, the variation of the system parameters with time, and time delay are some of the problems that pose a challenge. Since the controller parameters are determined offline in classic PID control, these gains are unchangeable and cannot overcome the mentioned challenges in this system. Hence, a fuzzy logic self-tuning PID controller, which is a combination of fuzzy logic and a conventional PID controller, is proposed to control the grinding system, especially in the presence of model mismatch and disturbances. In addition, in order to solve the system challenges, a multivariable control approach based on an improved disturbance observer is proposed to suppress the effects of the disturbances. The most important feature of the algorithm proposed in this paper as the combination of fuzzy logic self-tuning PID and improved disturbance observer is its ability to eliminate system interaction, attenuate internal and external disturbances, and compensate the effect of system uncertainty on the performance of the ball mill grinding circuit. Simulation results in the cases of the set-point change in particle size and circulating load in the presence of model mismatch and external disturbances confirmed the controller performance compared to other controllers.

The University Link project extends Seattle?s light rail from downtown to University of Washington (UW). It includes 5.0 kilometers (3.15 miles) of twin-bored, 6.4 meters (21 feet) excavated diameter tunnels, and two cut-and-cover stations. The Capitol Hill Station (CHS) requires an excavation 170.7 meters (560 feet) long, 22.6 meters (74 feet) wide, and 22.9 meters (75 feet) deep. The University of Washington Station (UWS) requires an excavation of about 238.4 meters (782 feet) long, 21.3 meters (70 feet) wide, and 33.5 meters (110 feet) deep. The project is within the glacially diverse soils of the Puget Sound region, below groundwater. This paper highlights major station and tunnel design elements, including the approach to support of excavation at both station boxes, and the site staging requirements.

In fluctuating airflow, continuous air velocity recording is the most reliable method of air velocity measurement. It allows for fast recognition of changes and the calculation of long-term averages. Also, it enables the mine operator to identify when the airflow has decreased to a point requiring action. Using ultrasonic anemometers provides an accurate option for continuous air velocity monitoring. This paper provides information about the effect of common obstructions in underground mining on air velocity readings. Stationary and moving obstructions are used to represent workers and equipment that would cause discrepancies in measured airflow. Also, it is important to know how large of a sample size is required to ensure reasonable accuracy of results. Statistical analysis is used to evaluate the required sample size. The sampling procedure is further studied by comparing two different sample rates. The results show that obstructions provide noticeable differences in air velocity measurements. Also, movement of obstructions can be recognized from changes in results. Surprisingly small sample sizes provide reliable air velocity information. Standard sample rates are found to be suitable for the underground environment.

Strategic alignment throughout a mining organization is critical to effective strategic execution and good business performance. The alignment of strategic goals and objectives in the different operations and functions in a large global operation is a challenge facing executive management in light of legacy organizational structure and processes. An additional confounding factor in strategic alignment of acquisition and new project expansion is that mining projects and operations are frequently multi-cultural in terms of country origin as well as organizational culture. This brings together many cultures to accomplish the project or complete an acquisition (Financial Times, 2006). The mining industry presents numerous challenges to executives and mine management by the nature of the operation and organizational processes used in running it. For example, there seems to be an inherent conflict between the individual goals of the components that constitute a mineral processing operation (the mine, the mill, the smelter and the refinery), and lowest cost production of the final product. Managers of these component operations have specific objectives passed down from the corporate executives. Those site managers tend to be compensated based on throughput and perform to this main metric. This tendency to maximize throughput for an individual operation can contradict the general process flow of a best-fit solution to producing the final product at the lowest cost. In an effort to become more aligned, firms are increasingly using balanced scorecard derivatives at great cost and effort (whether internally or externally sourced) in an attempt to help with strategic alignment. Balanced score-cards have been effective in providing a good strategic scorecard to companies with some measure of strategic alignment. Many firms make this effort of using balanced scorecards. However, most firms are not strategically aligned or, at best, are sub-optimized, in terms of strategic alignment (Kaplan and Norton, 2006). The tendency in mining operations is to focus on operating individual components as optimally as possible and stretching existing assets to the best possible production rates. ?Making tons? is the common operational focus. Numerous factors underpin this focus and can affect the ability of the operation?s ability to align properly with the corporate strategy and strategic goals. Critical factors are legacy organizational structure, culture, processes and performance measurement systems. Changing anyone of these factors to affect better strategic alignment requires significant attention to managing change.

Over the years, screen bowl centrifuges have been widely used for dewatering fine coal in coal preparation plants in the United States and elsewhere. Its popularity is attributed to its relatively low cost, its high capacity of providing low moisture content product and its relative ease of operation and maintenance. It is generally recognized in the engineering and scientific communities that screen bowl centrifuges provide some degree of particle size separation while dewatering fine coal in a common application. However, the extent of differential partitioning of coarse and fine particles achievable by a screen bowl centrifuge has not been systematically studied in the past. The present investigation was aimed at conducting a parametric study using a statistically designed experimental program to better understand and optimize the size classification performance of a screen bowl centrifuge. A continuously operating screen bowl centrifuge having a bowl diameter of 0.5 m was used for this study at the Illinois Coal Development Park. Three key operating parameters, i.e., feed flow rate, feed solid content and pool depth, were varied to conduct a total of 17 experiments using a three-level factorial test matrix. Some of the best size separation performances achieved in this study may be described as having an imperfection value of 0.13 at an effective separation size (d50c) of 38 µm and an imperfection value of 0.27 at an effective separation size (d50c) of 2.8 µm. Due to an effective separation of ultrafine high ash materials, the ash content of the screen bowl feed was reduced from 22.3% to a minimum of 8.84% with a combustible recovery of 84.1% and an ash rejection of 71.6%. A higher combustible recovery of 92.1% was achieved at a product ash content of 12.5% with a d50c of 2.8 µm and imperfection of 0.27.

Homestake Mining Co. set out to complete final reclamation at a former open-pit gold mine in west central Nevada. The goal was to exceed regulatory standards by satisfying the company's own high corporate standards for successful reclamation. Homestake's completion requirements challenged available technology due to the unsuitability of heap material as a growth medium, the harsh environmental conditions of the site and the region's lack of native growth medium. Accomplishing these goals required enlisting a multidisciplinary project team to develop, test and implement appropriate and cost-effective revegetation alternatives.
