This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977, that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

A 70% excess of mesothelioma, an asbestos-related cancer, has been reported among men in northeastern Minnesota, where iron mining has been the major industry. The Minnesota Department of Health has studied iron miners who developed mesothelioma to identify possible sources of asbestos exposure. A database of all Minnesota residents diagnosed with mesothelioma between 1988 and 1996 was linked to a database of approximately 72,000 current and former Minnesota iron-mining employees to identify cases who had ever worked in the mining industry. The job histories of the cases were examined to determine if any of their jobs could have involved exposure to commercial asbestos. Seventeen individuals diagnosed with mesothelioma in Minnesota between 1988 and 1996 were found to have worked in the iron mining industry. Of the 15 for whom adequate work histories were available, 14 had identifiable sources of exposure to commercial asbestos in jobs held both inside and outside of the mining industry. The time between employment in these asbestosexposed occupations and the diagnosis of mesothelioma is consistent with the 20 or more year latency period that has been observed in other studies of this cancer. © 2007 Elsevier Inc. Copper and cobalt can be found on nickel laterite ores, and cobalt can be found also on copper ores, and many contaminants such as iron, aluminum, and magnesium are associated with these ores. In hydrometallurgical process, a purification step is necessary after leaching due to the presence of these impurities. Chelating resins are more selective for some metals than others, making them more efficient than cationic resins. This overview discusses chelating resin applications to recover copper, nickel, and cobalt from mining process and mining tailings and the effect of contaminants in leach solution. Chelating resins with iminodiacetate functional group can be used for selective copper recovery, and both iminodiacetate and bis-picolylamine resins are highly selective for nickel and cobalt. Chelating resins with the same functional group can have different performances on the kinetics of loading, because of variations of structure, the density of functional group, and degree of cross-linking. This article reviews commercial chelating resins that can be applied in leach solutions with different compositions, and also possible innovations for uses of chelating resins to recover metals from mining process and mining tailings.

Hydrologic assessments of existing and proposed waste rock stockpiles (WRS) are typically required for application of operating and closure permits at mine sites. The results of these assessments can be used to determine the applicability of the state groundwater permit program requirements to the operation and closure of these stockpiles. The objective of this hydrologic assessment was to ascertain whether or not the WRS at the Ajo Mine have a reasonable probability of discharging potential pollutants to the underlying aquifer under the operational mine conditions. The hydrologic assessment was performed based on an evaluation of climatic data, prediction of the net infiltration rate through the WRS and prediction of additional hydrologic factors such as the time required to deplete available moisture storage in WRS. The predicted net infiltration rates ranging from 0.13 inches/year (1.1x10-8 cm/s) to 0.24 inches/year (1.9x10-8 cm/s) are below the threshold value of less than 10-7 cm/s recommended by Hutchison and Ellison (1992) as being characteristic of conditions that produce no or negligible quantities of seepage. In addition, the total time required to deplete available moisture storage within the Ajo Mine WRS and for any potential seepage from the WRS to reach the underlying aquifer is estimated to range from 260 years to 1,950 years. Collectively, the climatological and geotechnical investigations and the hydrologic predictions demonstrate that the WRS at the Ajo Mine hydrologically do not have a reasonable probability of discharging pollutants to the underlying aquifer. As a result of this prediction, the stockpile will not be regulated under the state groundwater permit program and operational and reclamation requirements will be limited to managing surface water runoff.

Asbestos fibers are highly fibrous silicate fibers that are distinguished by having a large aspect (length to diameter) ratio and are crystallized in an asbestiform habit that causes them to separate into very thin fibers or fibrils. These fibers are distinct from nonasbestiform cleavage fragments and may appear as thick, short fibers which break along cleavage planes without the high strength and flexibility of asbestiform fibers. Since cleavage fragments of respirable dimensions have generally proven nonpathogenic in animal studies, little data exists on assessing well-characterized preparations of cleavage fragments in in vitro models. The available studies show that cleavage fragments are less bioreactive and cytotoxic than asbestiform fibers. © 2007 Elsevier Inc. All rights reserved. The former Homestake gold mine at Lead, South Dakota, has been selected by the National Science Foundation as the proposed host site for the Deep Underground Science and Engineering Laboratory. The deep laboratory and associated research campus will be developed at approximately the 7700-ft level. Plans also include the development of the Sanford Underground Science and Engineering Laboratory at the 4850-ft level. After the mine?s pumps were shut off in June, 2003, water levels rose to approximately the 4650-ft level by early 2008. Pumps in the 8150-ft deep mine were turned on again for dewatering in April, 2008. Instrumentation is being installed in the mine to measure water-level declines during pumping, for later analysis of permeability and related hydraulic properties of the formation. Pressure-sensitive transducers and data loggers will provide real-time information on water levels that will be available to interested parties. Quality of the water also will be monitored as it is pumped from the mine. I

Paper 1?South African experience with asbestos-related environmental mesothelioma: Is fiber type important? Neil White, Gill Nelson, Jill Murray The purpose of this review was to illustrate the importance of the type of asbestos in environmental mesothelioma. South Africa is a logical place to assess fiber type. The three major types of asbestos (crocidolite, amosite and chrysotile) were mined (all asbestos mining stopped in 2002) in South Africa. The association between asbestos and mesothelioma was discovered in South Africa. The occupational literature indicates high mesotheliomagenic potential for crocidolite, less for amosite and less still for chrysotile. Since South Africa has been a major source of crocidolite, relatively high rates of mesothelioma in the mining population is not surprising. High rates of mesothelioma due to environmental exposure is surprising, except perhaps when the authors? point out potential sources for community exposures (e.g., mine tailings used for road surfacing, golf courses, brick and plaster making; insulation in residential ceilings; children playing on fiber-rich waste rock). The authors? reviewed four studies reporting on mesothelioma cases and their sources of exposure and fiber type. Overall 23% of the known cases were attributed to the environmental (not occupational) exposure and about 90% were due to crocidolite asbestos. The proportion of environmental mesothelioma is considerably higher than in Western Australia where crocidolite is also mined. There the overall rate of environmental mesothelioma is about 6% (and less than 1% from residence in a crocidolite mining area).

The Reserve Mining Co., in the processing of taconite iron ore quarried from the Peter Mitchell Pit, deposited the finely crushed waste rock into Lake Superior near Silver Bay Minnesota. In the early 1970s The U.S. Environmental Protection agency filed a lawsuit against Reserve Mining Co., asking the court to force the company to stop dumping into the lake. On April 20, 1974, after a lengthy court battle, the U.S. District Court concluded that the Reserve Mining discharge into Lake Superior violated federal and state pollution laws and thus ordered Reserve Mining Co., to halt the lake disposal of taconite tailings. At the time many feared that some of the mineral particles contained in the tailings (alleged to be asbestos or asbestos-like) would cause human health problems. This Conference was thus convened to readdress the problem of the mineral content of the Biwabik Iron Formation and to whether any minerals contained in the ore could cause human disease. The four papers given in this session address the nature of the mineral particles in the taconite rock, the definition of the term ??asbestos?? and the history of the legal controversy over the possible health effects of certain mineral particles contained in the Biwabik iron range ores. About 75% of the iron in taconite resides in the mineral magnetite, the remainder is largely in iron carbonate and several iron-silicate minerals.

Boulders, frequently found in tunnels excavated through soils, can pose major problems for full face TBMs in terms of slowing or halting the tunnel advance, cutter damage, and abrasive wear. The paper aims to consider the problem as a whole, from the geological characteristics of boulder sites, to the appropriate physical design of theTBM, and its operation in boulder-laden soils. In addition, visualization of boulders and other subsurface obstructions by seismic methods and ground penetrating radar are reviewed. The paper will assist the construction planner in assessing the risks and preparing appropriate specifications.

A Discrete Elements Method (DEM) study of load movement within a SAG mill 12,192 × 7620 (40′ × 25′) in normal operating conditions is performed. The purpose is to determine how the geometry of the lifters affects the kinetics of the load inside the mill. Specifically, the changes produced by the incorporation of inclined lifters and spiral or helicoidal pulp lifters to the kinetics are evaluated. Four study cases are identified: first, the base case corresponds to a conventional geometry; the second case corresponds to inclined lifters incorporation; third case corresponds to a mill with helicoidal discharge; and the fourth case corresponds to a mill with inclined lifters and helicoidal pulp lifters. To save computational resources, the water that enters the mill has been modeled by varying the coefficient of restitution. The results of a series of experiments are presented to determine how this coefficient varies when having impacts on surfaces with different liquid levels. A comparative analysis is made of the following variables: mean transport speed and material flow, for normal operating conditions. Taking as reference the mill with straight lifters and radial pulp lifters (case 1), the case with the inclined lifters and radial pulp lifters increases the material discharge flow less to 76 mm of size by 5.1%, and this value increases even more when the helicoidal pulp lifters are incorporated reaching a 58.6%. The most significant change is seen in the flow through the grates and the pulp lifters discharge, which can increase substantially improving the operation.

Jack Gerard reinforced the upbeat mood at MIN-Expo. He praised Nevada Gov. Kenny Guinn for his support of the mining industry, the state’s largest manufacturing sector. Gerard is the president and chief executive officer of the National Mining Association, the sponsor of MINExpo 2004.

1. Paper1?Identification and enumeration of asbestos fibers in the mining environment: mission and modification to the federal asbestos standard Arthur M. Langer Asbestos-related disease is increased with cumulative exposure (the concentration of asbestos in the air and duration of exposure). The maximum duration is assumed to be a working lifetime so federal agencies control cumulative exposure by limiting the airborne concentration of asbestos fibers equal to or greater than 5 lm in length. Air samples are collected in the environment of interest by entraining the airborne particulates including fibers on membrane filters and then counting the number of fibers using phase-contrast light microscopy. In addition to length, the fibers must have a length to width ratio of at least 3 to 1. This ratio is also referred to as the aspect ratio. Some counting strategies placed an upper limit on the fiber width restricting the counting to respirable fibers. Airborne asbestos is controlled by monitoring a sub-population of the airborne asbestos. No asbestos fibers shorter than 5 lm or fibers of any length having widths less than the resolution of the light optical method are counted. In the non-occupational environment, the Environmental Protection Agency requires the use of analytical transmission electron microscopy and fibers and counting fibers with lengths of 0.5 lm or greater and aspect ratios of 5 to 1 or greater are counted. The permissible exposure limit for asbestos has been reduced by more than 120-fold since 1969, when the standard was 12 fiber/ml and the current monitoring methodology was developed. The manufacturing and mining worksites are regulated by two different federal agencies and the asbestos exposure limit was higher in the mining environment until recently (Mine Safety and Health Administration 30 CFR Part 56, 57, and 7, Federal Registry, February 29, 2008). Currently the permissible exposure limit (PEL) is the same in both types of workplace and it is 0.1 fibers per milliliter (fiber/ml) over an 8-h shift as a time-weighted average (TWA). A milliliter (ml) is equivalent to a cubic centimeter (cc) and sometimes this standard is reported as 0.1 f/cc. As the phase-contrast methodology was used to monitor lower exposures and environments, other fibrous mineral particulates were incorrectly characterized as asbestos. These occurred in talc deposits and taconite ores from the Eastern Mesabi Range.

The Canadian mining industry is one of the strongest in the world. Not only does the country produce a sizable amount of minerals and metals, Canada plays host to hundreds of global mining companies, large and small. The country, for the most part, recognizes the importance of natural resource development, particularly mining, to its economic well being. Like any country, though, there are federal and provincial regulations on the books that the industry takes issue with. But there are also certain economic incentive programs in place to encourage exploration and mine investment. And, unlike the industry and the United States government, the Canadian government and mining industry appear to have a reasonable working relationship.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. Where space is limited, as it is throughout most of the northeastern United States, new construction either takes place high above street level, or below it. In Lower Manhattan, NY both kinds of expansion can be found in abundance. That is good news for the nearly 200 attendees at the George A. Fox Conference, presented by the Underground Construction Association (UCA) of SME at the Graduate Center, City University of New York, on Jan. 30. Among the many projects taking place in Lower Manhattan?s massive trans-formation process, are expansions to the city?s vast underground network of subways and other tunnels. ?New Yorkers either live on the ground or below it,? said keynote speaker Charles J. Maikish while explaining how an attempt to build above street level walkways never caught on in the city. Maikish is the executive director of the Lower Manhattan Construction Command Center. His job is to oversee the $22 billion project that will transform the island by 2010. From the construction of Freedom Tower at the site of the fallen World Trade Center buildings, to the expansion of the Second Avenue Subway, the extension of the East Side Access, No. 7 line, the new trans-Hudson line and numerous waterway tunnel expansions, including City Water Tunnel No. 3, the task Maikish is charged with is a huge one. He is primarily responsible for coordinating the scheduling and staging of the overall rebuilding plan, along with the day-to-day coordination of construction work down-town. He places particular focus on mitigating impacts on the environment and mobility, maintaining and improving access and alleviating congestion of any kind related to construction. At the time of the Fox Conference, there were 59 projects under way in Manhattan. All of those projects need things like concrete and steel delivered to sites in very tight working environments. And some need the equipment in even tighter spaces. ?This is not just about the recovery of Lower Manhat-tan (from the 2001 terrorist attacks) but this is a plan to restore it and to maintain its integrity,? said Maikish. ?I think that is the appropriate response to the terrorist attacks.? When Freedom Tower is completed, it will stand 541 m (1,776 ft) about the skyline. That will be a strong statement to the world about America?s strength. But it is the work that takes place much lower that was of interest to the conference attendees. On this respect, Maikish said Manhattan?s efforts below ground aim to provide relief to the city?s street level congestion and to make sure Manhattan ? already essential to the economy of the United States and the world ? stays current by upgrading the existing telecommunications and technological network while also allowing room for growth in that area.

Development of a permanent human base on the Moon for exploration requires a self sustaining system. This entails production and processing of limited amounts of raw material on the Moon. Any mining and construction activities on the Moon can only be performed by a robust excavation machine that can excavate a variety of material from loose surface regolith to consolidated (frozen) regolith with embedded rocks in the mixture. Meanwhile, limited amount of information on lunar regolith is available to develop and optimize a machine for given lunar ground conditions. Therefore, any excavator designed for use on the lunar surface should have the ability to adapt to a wide range of operating conditions. A prototype cutterhead for the lunar excavator was built and tested at the Kennametal facility in Latrobe PA A. This paper discusses the results of initial material characterization as well as full scale tests of a prototype cutterhead inrelevent material. A brief review of anticipated production rates under various assumed ground conditions will also be presented.

Mine workers in heavy and dangerous work are under several physical risk factors, for example temperature, humidity, noise, vibration, lighting and air velocity. Thermal comfort includes parameters such as air temperature, air humidity, air flow rate, radiant heat, metabolic rate and garment insulation. In this study, thermal comfort conditions were evaluated using thermal comfort indices defined as predicted mean vote (PMV) and predicted percentage dissatisfied (PPD) which were determined by measurements taken from an underground coal mine for approximately 100 days. Although the metabolic rate (light work) was kept at 2 met, it was found that predicted mean vote ranged between − 2.58 and 1.68. The predicted percentage dissatisfied index was found to reach 95%. According to the results, it can be seen that thermal comfort may have negative effects on occupational health and safety. The change in thermal comfort index values in the Soma Underground Coal Mine was investigated in detail and the reasons for the changes were determined. Furthermore, determining the optimal working environment for the mine workers was also an aim of this study.

Exposure?response relationships between the relative risk of lung cancer and quantitative measures of exposure to asbestos are available from a number of epidemiological studies. Meta-analyses of these relationships have been published by Lash et al. (1997) [Lash, T.L., Crouch, E.A.C., Green, L.C., 1997. A meta-analysis of the relation between cumulative exposure to asbestos and relative risk of lung cancer. Occup. Environ. Med. 54, 254?263] and Hodgson and Darnton (2000) [Hodgson, J.T., Darnton, A., 2000. The quantitative risks of mesothelioma and lung cancer in relation to asbestos exposure. Ann. Occup. Hyg. 44, 565?601]. In this paper, the risks derived in these meta-analyses have been compared. Lash et al., concentrated on process and found that the risk of lung cancer increased as the asbestos is refined by processing. Hodgson and Darnton concentrated on fibre type and found that the risk was highest for exposure to amphibole asbestos (crocidolite and amosite), lowest for chrysotile and intermediate for mixed exposure. Some of the differences between the conclusions from the two meta-analyses are a consequence of the choice of studies included. The range of asbestos types included in the studies in the analysis of Hodgson and Darnton was wider than that in Lash et al., enabling differences between fibre types to be analyzed more readily. There are situations where occupational exposure to chrysotile asbestos has shown no detectable increase in risk of lung cancer. A common problem during the operation of the Kaldo furnace is the formation of accretions and blockage of the injection lance due to splashing. This typically occurs during the processing of anodic slimes for the production of doré. In this work, a 1:7 scale model of the Kaldo furnace currently in operation at Metalúrgica de Cobre, Mexico, was built in transparent acrylic plastic. Water and colored oil were used to represent the doré and slag, respectively. The model was used to determine the maximum penetration distance of the injection lance under a variety of experimental conditions at room temperature. Input variables included two types of oil, rotation speed, inclination angle, and the fraction of the vessel volume occupied by the liquids (φ). A mathematical correlation for the dimensionless maximum penetration distance of the injection lance d ∗ as a function of φ, the Froude number of the liquids in the vessel (Fr), the Reynolds number of the gas jet (Re), and the oil-to-water kinematic viscosity ratio (η)was developed. Reasonable agreement between the calculated and experimental values was obtained. Digital images showed that splashing was caused by the turbulent gas jet impinging upon the free surface of the liquids, whereas the cascade effect was negligible. The results of this work have been useful to improve the operation of an industrial Kaldo reactor.
