In September of 1988, the United States Environmental Protection Agency (US EPA) published final regulations that effect owners and operators of underground storage tanks (USTs). These regulation include stringent technical requirements for owners and operators of USTs containing petroleum and certain hazardous substances. The technical requirements effect both new (those installed after December 1988) and existing USTs and include notification; performance and operating standards; release detection, reporting, investigation; release response and corrective action; and closure requirements for out-of-service USTs. The USEPA also published final regulations regarding financial responsibility requirements for owners or operators of petroleum USTs in October of 1988. These regulations require owners or operators of petroleum USTs to demonstrate financial responsibility for the costs of corrective action and compensating third parties for bodily injury or property damage caused by releases from petroleum USTs. Like thousands of other industries, the mining industry must become thoroughly familiar with these new regulations in order to properly manage their UST systems, ensure compliance, and understand other ramifications imposed by these regulations.

The mining industry depends upon inexpensive water transportation. Today, large quantities of mined products are transported by ships over oceans, from continents to continents, over lakes and waterways to the ultimate users. Sometimes, the routes these Bulk Carriers travel cover only a few hundred miles, sometimes thousands of miles halfway around the world. Most of the products of the mining industries are relatively inexpensive. A significant portion of their cost to the ultimate users are in the cost of transportation and not in loading and unloading these commodities at the ports of origination or destination. So far, the industry has produced very efficient loading and un- loading installations, but has very little influence over marine transportation or the design of the vessels themselves. Very little was ever published dealing with integrated transportation systems properly correlating all phases of the operation; namely, loading, marine transportation and unloading bulk materials.

This paper describes research conducted under the BuMines's Advancing Metal and Nonmetal Mining Technology Program, a major element being the application of new and improved technology to shaft design in deep underground vein-type mines. Two basic design parameters considered in shaft planning are configuration (shape) and ground support. The most common shapes are circular and rectangular. Ground support systems include concrete, timber sets, steel sets, rock bolts, and steel liners. The inherent advantages and/or disadvantages of various shaft designs such as ventilation and fire resistance, flexibility and ground support characteristics are well known. Circular concrete-lined shafts have minimal resistance to air flora and are virtually fireproof, an important consideration in deep hot mines. However, concrete does not yield significantly, and failure conditions and misalignment cannot be easily repaired. Timber-supported rectangular shafts predominate in the Coons d'Alene Mining District with its highly stressed and frequently heavy ground. The sets can be relieved and reblocked when out of alignment. However, the constant maintenance and repair requirements result in exposure to an inherently dangerous working environment combined with excessive operating costs. Obviously a dilemma exists--a circular, concrete-lined opening has many desirable features, provided it is strong enough to withstand the stresses involved. Rectangular, timber supported shafts have proven adequate in the Coeur d'Alenes; however, the implication of increased maintenance and repair requirements on ever-deepening shafts in this district and other similar areas will be an important design consideration in the future. This paper, then, presents shaft-configuration and ground-support guidelines to help remove some of the uncertainty concerning the stresses to be encountered in typical deep vein mining areas.

Researchers from the National Institute for Occupational Safety and Health (NIOSH) evaluated the impact of potential shale gas well breaches and subsequent gas inflow on selected mine ventilation systems of operating longwall panels using a 1:30 scaled Longwall Instrumented Aerodynamic Model (LIAM) and Sulfur hexafluoride (SF6) as a tracer gas. A series of tests were performed at 340, 400, and 500 cfm inflow levels utilizing different mine ventilation scenarios. Results suggest that the breached gas can be diluted to meet statutory levels when the longwall panel is adequately ventilated. The results enhance the understanding of the gas inflow and mine ventilation system interaction and provide critical information to the industry and regulatory agencies for improving miners’ safety.

Current extensions of the European railway network require long TBM drives in the diameter range of 10 m under critical and varying rock conditions. In view of that and in particular for a 7 km long high-speed railway tunnel in Spain to be started in mid-2003 a new design for a hard rock Double Shield TBM has been developed by SELI (Italy) and Jäger (Austria) in collaboration with Mitsubishi (Japan)and Robbins (USA). Due to the new design and operational features that new type of TBM has been named Universal Double Shield TBM with a further extended area of application. Special attention has been given to outstanding torque and thrust capacities combined with the shortest possible length of an innovative shield arrangement, different advance modes in various ground conditions and further developed exploration and treatment facilities.

Under various state laws enacted mostly within the last 20 years, reclamation requirements and standards for hard-rock mining operations have been established virtually everywhere in the western United States. Unlike the uniform and detailed coal mine reclamation requirements under the federal Surface Mining Control and Reclamation Act ( "SMCRA" ) and state programs mode led after SMCRA, the various state law hard-rock mine reclamation requirements are based upon a variety of objectives, and therefore are subject to varying standards from state to state. While the diversity of reclamation requirements complicates the determination of what reclamation measures will be required at any particular mine, there are valid reasons for this diversity. There are dozens of different commodities mined in the United States, and mining methods are different for each commodity. Local natural conditions such as climate, precipitation, geology, hydrology, and biology vary widely across the county. Site-specific conditions also affect mining and reclamation methods. Also, factors such as economics, land use, and environmental protection issues receive different priorities in different states and communities within those states. State reclamation requirements in general provide the flexibility to consider site-specific circumstances, allowing operators to design and engineer the best reclamation measures for each mining site. To the mine developer or manager, reclamation requirements must be translated into design, operational, and closure measures for mine planning. Each of these measures must then be assigned additional costs to be factored into the economic decisions for a particular mining operation. On a broader level, reclamation costs must be factored into decisions such as where to invest in exploration and mine development. The purpose of this paper is to provide a summary of the state non-coal mine reclamation requirements in twelve western states. This summary comparison may be useful as a starting point in considering how local reclamation requirements will impact potential mining costs.

On average, one to two fatalities occur every year when a miner is struck or pinned by a continuous mining machine (CMM). Proximity detection systems offer an effective means to prevent these types of injuries and fatalities by sensing the presence of a miner and automatically disabling machine motion. The Mine Safety and Health Administration (MSHA) is expected to finalize a regulation that would require the use of proximity detection systems on all CMMs. Approximately one-fourth of all CMMs in use in the United States are already equipped with such a system. The use of these systems will save lives, not only by automatically preventing accidents but also by acting as a tool for educating miners and reinforcing safe work practices. Researchers at the Office of Mine Safety and Health Research (OMSHR) have conducted a series of field evaluations to quantify the performance of these systems in an underground coal environment. These field evaluations measured the distance at which the warning and stop zones were activated. The technology provided consistent activation of the warning and stop zones under many of the conditions tested. However, some performance inconsistencies were observed which present opportunities to improve the reliability of proximity detection system technology. Some of the notable variables that caused significant changes in performance and should be considered in the design, implementation, and use of proximity detection systems include interaction with the trailing cable, performance changes during tramming, and orientation of the miner-worn component.

The scheduled replacement of Inland's A & B coke batteries in Plant No.3 posed some serious problems in terms of pollution control and strained sources for medium volatile coal for a conventional blend. The state-of-the-art of air pollution control during the charging step in the conventional slot-type coke oven has been less than satisfactory. In addition, the work done at the Illinois Geological Survey showed that by preheating the coal blend prior to charging a greater percentage of Illinois coal could be used to produce a high quality metallurgical coke. To assist The Management in the- decision on A & B replacement, Inland Steel conducted a full-scale test program on coal preheating and pipeline charging utilizing the Coaltek system installed on No. 2 battery of the Semet-Solvay Division of Allied Chemical Corporation. The basic objectives of the test program at Semet-Solvay were as follows: 1. Determine the feasibility of producing high grade metallurgical coke from preheated blends containing more than 60% Illinois No. 6 coal. 2. Confirm the performance characteristics in one of the Inland blast furnaces of the coke produced with 75% Illinois coal in the blend. 3. Verify several claims by Coaltek such as: a) Pipelining the hot coal presents no difficulties while essentially eliminates the air pollution problems associated with the conventional charging system. b) Preheating of the coal blend permits the use of higher percentages of high volatile, marginally coking coals (such as Illinois No. 6) in the blend as compared to wet charging.

Booster fans increase air pressure to overcome resistance, the objective being to force adequate amounts of air through distant workings. They are used in areas that are difficult or uneconomic to ventilate with main fans alone. Booster fans are currently permitted in underground coal mines in some countries; the United Kingdom, South Africa, Australia and Canada have been defined as major users. Booster fans are not allowed in the US bituminous and lignite coal mining operations at the present time due to safety concerns. This paper presents the history of booster fan use in coal mines of the United States during the last 90 years. Changes in regulations, as well as advantages and disadvantages of booster fan use, are discussed. Research and petitions for booster fan use are highlighted in order to bring the debate into focus.

A pilot plant was constructed and operated to investigate the column flotation of 20 x 200 mesh North Carolina phosphate ore, using high throughput, high solids operating conditions developed at the NCSU Minerals Research Laboratory. Flotation was performed at 45% solids in a 9.5 cm (3.75 in.) diameter by 2.26 m (7.4 ft.) tall column at throughputs of 19.1 t/hr/m2 (2.0 stph/ft2) and 31.7 t/hr/m2 (3.3 stph/ft2). Recoveries in excess of 98% of the phosphate value were obtained at the lower throughput -- while obtaining concentrate grades containing over 28% P205 (61.2% BPL) at that recovery. Recoveries of about 95% of the phosphate value were obtained at the higher throughput, while making a concentrate averaging 27.6% P209 (60.3% BPL). In addition, a better understanding of the variables governing the column flotation of coarse nonmetallic minerals was gained. Low air flow rates adversely affected concentrate grade at the lower throughput. At the higher throughput, phosphate recovery decreased at an elevated air flow rate. An unexpected result of the study was the effect that frother type had upon phosphate metallurgy. Use of Nottingham Econofroth 925 provided better flotation selectivity than American Cyanamid F-65 at the low throughput. This is significant since the high' throughput tests were conducted with F-65 exclusively. It is reasonable to expect further improvement in high throughput performance when the optimal frother type and dosage are determined.

INTRODUCTION Cross, et al. (1974), produced a retrospective study of standard setting for underground miners. This report had two distinct components; i) criteria of importance for the protection of the miners, and ii) economic considerations for standard setting. The methods for setting radiation safety standards reviewed were: dose calculations and consensus methods; epidemiology; pathology; bioassay; animal experiments; sputum cytology; chromosome aberrations; and, the Mantel-Bryan Model. By looking back, the authors intended to enable officials to look ahead in making future decisions based on reasonable conclusions. Now it may be time to consider underground miners' protection from another perspective: are there miners who may be especially susceptible to toxic environments?; and if so, are there any biomedical assays that might be indicative of exceptional sensitivities to toxic substances? The human population is genetically very heterogeneous. The data of Saccomanno, et al. (1973), reveal great variability in individual response to radon daughter exposure and only a small portion of the miner population subject to toxic inhalants develop squamous cell metaplasia (Saccomanno, et al., 1970). The majority of the miner population is either not susceptible or is resistant to the toxic agents. This information suggests the existence of a small subpopulation with increased sensitivity or reduced resistance and underscores the need for indicators from biomedical assays that might prove of value for the detection of such individuals. The heightened awareness of the contribution of pollutants in the environment for the potential induction of mutations and carcinogenesis lead to a profusion of short-term bioassays to circumvent the high cost and time-consuming large toxicity animal studies. Over 100 bioassays across taxa from microbes to man are at various stages of use or development (Hollstein, et al., 1979). Less than a dozen tests currently offer early promise for application to[ in vivo] effect studies of man. Many are still in early development, lack the sensitivity needed for a retrospective or prospective study at current permissible exposures, are impractical to conduct in the field, or are not cost effective. The purpose of this paper is to review some of the bioassays that may now, or in the near term, prove applicable for the detection of individual underground miners with increased susceptibility to toxic agents. Throughout this statement, it is assumed that any single test may give false negatives or false positives and, therefore, a tier of tests should be investigated. The possible tests are in various stages of development; some tests better proven than others with a firmer data base and, therefore, with greater probability of usefulness. Some of the less proven assays are not ruled out if they have practical or theoretical promise as indicators. Table I summarizes the assays critiqued for their potential to monitor the effects of [in vivo] exposure to genotoxic substances. POTENTIAL INDICATORS OF HIGHLY SENSITIVE MINERS Assays of Body Fluids It is desirable to have data on the agent(s) to which subjects are exposed when humans are monitored by biomedical effects. Obviously, to varying intensity, the underground mining environments are monitored for radon daughters and it is recognized that the miners are also exposed to other pollutants, most notably, uranium ore dust and diesel fumes. Further testing for the metabolites of the pollutants can be done on body fluid, urine. [High Performance Liquid Chromatography (HPLC)]: This is a very sensitive method for the detection of mutagenic metabolites in urine. The urine is treated with the enzyme sulfatase and beta-glucuronidase to permit identification of substances that are made nonmutagenic by conjugation as glucuronides. The sample is then passed through an XAD-2 resin column and the absorbed organic molecules eluted with acetone. The sample is then split and evaporated to 1 ml and used for direct chemical analysis using HPLC. One drawback to the test is the inability to measure cumulative exposure, but multiple samples can be obtained and comparison to baseline (control) and exposure samples can reveal qualitative differences as a consequence of exposure to mutagens. [The Ames/Salmonella Microbiological Assay]: The Ames/Salmonella microbiological mutagen test is the most extensively used short-term bioassay, with over 2,600 chemicals having undergone testing by this method (Hollstein, et al., 1979). The method, thoroughly worked out and tested for 10 years, consists of taking the second split urine sample from the HPLC preparation, evaporating to dryness and dissolving in dimethylsulfoxide (DMSO). The rare magnesium-lithium clay mineral hectorite occurs at many places in the McDermitt caldera of Nevada-Oregon. Commercial development of several high purity deposits began in 1986. The hectorite was precipitated in a lake environment formed after collapse of the McDermitt caldera. Hectorite beds and lenses are associated with volcaniclastic sediments, limestones, dolomites, zeolites and locally sandy bentonites. The high purity deposits appear to be associated with hydrothermal areas. The hectorite consists of extremely small flake-shaped crystals, and Ca is the predominant exchangeable ion. Its color ranges from white to light green. Commercial uses developed to date include high brightness magnesium aluminum silicate products, organophilic clays, pulp retention, and ceramics. The MAS is used as a suspending agent, binder, stabilizer and thixotrope in aqueous solutions for cosmetics, household cleaners, pharmaceuticals and miscellaneous industrial applications. Organoclays are used in printing inks and paints.

It's 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn't being maintained properly and finally a briefing before METRO's General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I'll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn't know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn't respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. A small underground mine in northern Idaho was used as an experimental facility for studying the role of water in the analysis of mine opening stability. Laboratory test data, borehole measurements and geological mapping assisted in constructing a coupled finite element model of the rock mass. The model was used to make quantitative estimates of: 1) rock stress, strain and displacement changes, and 2) water pressure and flow velocity changes that occurred during historical mining. Stope cuts and wet fills were included in the analysis. Stability of crown pillars between stopes was of particular interest. The relatively low effective stress and high rock mass strength showed that water pressure changes were of no great consequence in agreement with experience. The computational tools used in the analysis may be applied to other wet mines with appropriate changes to site-specific input data.

The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.

A unique telemetry system was developed to monitor potentially unstable natural slopes above a residential area. Continuous interpretation of data transmitted from remote movement-sensitive devices and immediate communication of signficant changes to emergency personnel were made possible by a readily available "home" computer. Even though the computer based system was originally developed for a non- mining application, it could be used with little or no modification to monitor ground control instrumentation in open pit and underground situations.

"This paper discusses how an existing grey cast iron segmental tunnel lining responds to construction of a new SCL tunnel transversely beneath with zero clearance; how the damage assessment for the existing tunnel was conducted for impact of longitudinal movement; how the tunnel is subsequently instrumented to observe both movement and stress manifestation at its longitudinal connections and how the results from the instruments compare with the prediction. An assessment of neutral axis of the tunnel in longitudinal flexure is also explored using interpolated horizontal displacement data from a conventional monitoring system. INTRODUCTION The Royal Mail Tunnel (RMT) (formely Post Office Tunnel or ‘Mailrail’) was constructed using semi-mechanised deep level construction techniques from 1914 and 1917 (Lee 1938). Commencing full commercial operation in 1926, the system was until 2003; conveying parcels the 6.5 miles between seven sorting offices in the center of London, and linking the system with main line rail stations, Paddington and Liverpool Street (The British Postal Museum & Archive 2013). A single tunnel of 2.74m internal diameter facilitated a bi-directional twin narrow-gauge (~611mm gauge) railway road system for electric driverless operation. The tunnel lining is segmental grey cast iron (grade 10) made up of six flanged segments and a smaller flanged key segment; constructed into a ring of width 508mm The external diameter of the tunnel is 2.971m. For further details of the tunnel lining and material properties are outlined by (Devriendt & Alhaddad 2014).London Underground Bond Street Station is a major station of the London Underground system in the very center of London; in its vicinity, the RMT runs west-east perpendicularly above the north south Jubilee Line tunnels. Historic survey record of the Jubilee Line’s (the then Fleet Line) construction in 1974 and its impact on the RMT case is documented in (Crossrail 1993): it is one of only a hand full of case-studies frequently cited when assessing the impact of new construction scenarios of this type; not least including the assessment of the same tunnel, at the same site some 40 years later, and the subject material for this paper: It noted significant vertical displacement of ~90mm to the RMT without noticeable serviceability or operational impediment."

During 1963 more than 200 million tons of coal was consumed by the public utility industry. Ash residual, from the burning of this coal has caused disposal problems. In order to prevent air pollution, dust collection systems have been installed to suppress the fine ash emitted from boilers before it is discharged into the atmosphere. The collected ash, called fly ash, must be removed from the dust collection facilities and disposed in some manner, usually at a substantial cost to the utility. Many years ago fly ash disposal was not a serious problem because the demand for power was relatively low and coarse coal was burned on stoker type traveling grate machines. The low burning rates utilized on these grates did not produce large quantities of air-borne coal ash while the mechanics of this system of burning resulted in a clinkered residue of cinders. Both of these conditions resulted in the production of only small quantities of fly ash. As the demand for electricity increased, a method of burning pulverized coal was developed and was introduced to the public utility industry in 1918 at Milwaukee, Wisconsin.1 This method of firing was considered a significant advance in steam electric generation as it (1) permitted the use of coals that could not be economically fired by other methods and (2) has generally resulted in improved efficiency, greater generating capacity and lower costs.2 The utilization of larger generating units using pulverized coal substantially increased the quantity of fly ash which resulted in a' more severe disposal problem.

"A heterogeneity study was conducted at Erdenet Copper Mine in Erdenet, Mongolia, to determine the fundamental sampling error associated with blasthole sampling. Using a custom designed sector sampler, six large blasthole samples were collected to perform the test that was developed by Pierre Gy, to estimate the constitutional heterogeneity factor for several types of ore. The study investigated the entire sampling protocol, from mine site to analytical laboratory, and quantified the contributions to fundamental sampling error (FSE) of the various stages of sampling and sample preparation. The total relative standard deviation (RSD) of sampling error was determined to be ±32% and ±49.4% for copper and molybdenum respectively. A classical statistics analysis conducted on the data confirmed the level of RSD. About 95% of the sampling error was produced from only one step in the sampling protocol: when the 1 kg sample was reduced to 50 g sample for chemical analysis. Therefore, it is recommended that the 1 kg sample be reduced to 50g using a slightly different protocol to minimize the FSE. The 1 kg sample should be first crushed to 0.2cm size. A 250g split should then be taken and fine ground. A 50g split should then be taken from the 250g fine ground split. These two simple steps will reduce the FSE to ±7.9% and ±17% for copper and molybdenum respectively. The modified sampling protocol effectively reduces the probability of misclassification of low grade ore to zero. INTRODUCTION The Erdenet copper-molybdenum open pit mine is located in Erdenet, in Orkhon province, Mongolia. The Erdenetiin-Ovoo copper-molybdenum deposit is between 1.5 and 3 km wide, and about 25 km in length (Erdenet Mining Corporation, 2016). Chalcopyrite, bornite covellite and chalcocite are among the major minerals found in the deposit. The mine processes approximately 26 million tons of ore annually. A study was conducted to evaluate the fundamental error associated with the blasthole cuttings and sampling protocol at the mine. The open pit mine uses 215mm diameter Russian drills to drill 17.5m holes for 15m benches. The total weight of blasthole cuttings for a 215mm diameter hole and 15m bench height is between 1.5 and 2 tonnes. This amount of sample is difficult and time consuming to collect and analyze. Therefore, a sector sampler was designed for the Russian drills to collect large samples that were representative of the blasthole cuttings (Ganguli et al., 2016). In order to eliminate the delimitation and the extraction errors, researchers consider sector samplers to be ideal for sampling blastholes (Pitard, 2008; Chieregati and Pitard, 2009). This method was intentionally more rigorous than the blasthole sampling protocol at the mine to ensure that the blasthole cuttings were properly sampled. This study was part of a broader study that also looked at the relationship between particle size and grade. The samples collected by the custom designed sector sampler were very large (195 kg on average), and therefore, sufficient for both studies. The relationship between particle size and grade has been reported in Ganguli et al. (2016)."

A nickel-copper sulphide concentrate was treated in a pilot plant at Warren Spring Laboratory during 1961, by a hydrometallurgical roast-leach- solvent extraction process devised to cleanly separate the metal values, and produce acid sulphate liquors containing the metals. It is shown that 86 percent of the nickel and 95 percent of the copper could be leached from the calcine, after a sulphatizing roast on finely ground flotation concentrate. Iron was removed from the leach liquor by limestone neutralization with a small loss of values. Copper and nickel were separated by solvent extraction with naphthenic acid in kerosene after partial neutralization of the iron-free liquors with ammonium hydroxide. Hydrogen sulphide and chlorine were used to remove zinc (and residual copper) and cobalt impurities respectively. The recovery of pure copper and pure nickel, by electrowinning, from the acidic solvent extract strip liquors finally produced, appears technically feasible.
