Rare earth elements (REEs) and their compounds are essential in a multitude of mundane and sophisticated applications such as renewable energy technologies, catalysts, medicine, and defense applications. The global supply deficit could be attributed to the destabilization of REE market that has, as a result, incentivized indigenous production of REEs. Cost-effective and environmentally benign opportunities are being explored for the production of REEs from non-conventional mineral sources including coal and coal by-products to stabilize the supply chain. Coal from Healy coal mine and Wishbone Hill deposits in Alaska have been quantified for REEs and were found to possess elevated total REE concentrations as compared to world average levels (60– 70 ppm). The objective of the study was to concentrate the REEs in the froth phase by froth-flotation of the fine size fraction (< 75 μm). A Box-Behnken design of experiment was employed to ascertain the main and interaction effects of operational parameters on response variable by analyzing 3D response surfaces. Experiments were carried out to maximize REE recovery and concentration by modeling and optimization of three operating variables (frother dosage, pulp density (% solids), and collector dosage). Based on the results, the optimum flotation conditions for maximum recovery at an elevated concentration of REEs in the froth fraction was obtained at 4.2% solids and 32.7 ppm of frother dosage for Healy sample and 10% solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic relationship between the input and response variable was found to be independent of collector dosage suggesting good surface hydrophobicity and floatability of the two coal samples.

16.1.1-VENTILATION&apos;S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. In spite of rising costs, it is unlikely that further progress in mine ventila¬tion and air conditioning must await technological breakthroughs. 16.1.2-NATURE OF THE MINE ATMOSPHERE Air Mixtures-Air is a gaseous mixture comprising the natural atmosphere at the surface of the earth. Martin County Coal Corporation&apos;s operations are located on Wolf Creek in Martin County in the eastern part of Kentucky. The mining complex was started in 1971 and has grown to a 2.273 Mt/a steam coal operation. All of the production goes to Duke Power Company&apos;s Belews Creek electric generating station in North Carolina. Production comes from four seams that are mined by deep and surface mining methods. Surface mining accounts for 55% of the production and the remainder comes from 2 underground mines. Continuous miners are used exclusively underground. The preparation plant was originally designed to take coal at the rate of 907 Mt/h but that has gradually been increased to 1134 Mt/h. Other cleaning equipment includes Daniels DMS vessels, Model 77 Deister tables, 355.4-mm R. & S. Hydro- cyclones, Krebs 254-m classifying cyclones, Daniels froth cells and in 1980, 3 Krebs 508-mm heavy media cyclones were added to recover some lost and misplaced material. CMI centrifugaldryers and a Hey1 & Patterson size 100 thermal dryer are also part of the coal preparation equipment.

Stillwater Mining Company is developing a second underground palladium and platinum mine approximately 21 km (13 miles) west of their existing Nye operation in south central Montana. A 5650 meter (18,550-foot) tunnel is required to gain access to the ore bearing horizon (J-M Reef). Access and primary mine development can be accelerated through the use of two 4.6 meter (15-foot) diameter tunnel boring machines (TBM). One TBM was purchased new while the other was purchased used. Machine specifications, site support facilities, portal/launch chamber construction, TBM assembly, startup and operation are discussed in this paper.

The modern flotation machine is the result of decades of adaptation to a changing environment. In response to falling ore grades, and rising demands, tonnages, and costs, attempts are now underway to expand machine capacity by about an order of magnitude, while at the same time maintaining metallurgical performance and if possible reducing power requirements per unit throughput. Empiricism and rule-of-thumb have guided flotation machine design and scale-up, and a current need is for the development of a fundamental understanding of the subject. Design features of current and some obsolete machines are discussed in an attempt to outline those principles of flotation machine design which are known, and to delineate topics needing investigation. Attempts are made to distinguish between essential machine features required by the physics of the process, those features resulting from speculative theories on the flotation mechanisms, and features which are essentially styling variations. Topics discussed include: flotation mechanisms; tank and impeller/ stator design and dimensions; impeller speed; aeration; power consumption; particle suspension and dispersion; capacity; correlation of design parameters and operating variables; scale-up and scale- down; materials flow; problems in machine design. Design details and operating data for several current machine families are provided in Appendices.

Since World War II, the need for the use of explosives in construction, mining, and quarrying near congested urban areas has increased dramatically. Often times a coal mine, once isolated from a city, finds itself surrounded by residential and commercial structures. The United States Bureau of Mines and others have researched blast design to a point where ground vibration and airblast damage can be avoided. A problem still exists, however. It is the fact that people often react to only the loud noise associated with a blast although it may not cause damage. Most often it is the concussion of a blast, less than 20 hertz and inaudible, that produces damage. Public fear from the "startle" and "fright" of loud blast noise greater than 20 hertz leads to the complaints which are generally unfounded. See Thackray, Touchstone, and Baily (1975) for a further discussion of the startle effects of loud sudden noises. When blasts are designed in accordance with U.S.B.M. specifications, management generally has little to worry about with respect to damage claims. Complaints, however, still arise when the noise is accentuated from the blast. It is meteorological conditions which dictate how the sound levels will propagate. Some mines use small pilot test shots (generally one-two lbs) to determine when atmospheric conditions favor sound travel.

Acid mine drainage is a serious water pollution problem, for its contaminants will eventually effect the quality of the receiving streams. According to the Appalachian Regional Commission (1969)1, 10, 500 miles of streams have been polluted by mine drainage, and 70 percent of this acid pollution is accounted for by underground mines. Due to the severe damage to aquatic life, to recreational and industrial use, and to domestic water supply, more stringent mining and anti-pollution laws have been legislated and coal mine operators are required to treat the mine water discharges to meet the minimum standards. For years now, abatement and treatment methods have been extensively studied. Progress reports presented in the Fourth Symposium on Coal Mine Drainage Research, 1972 1 suggest that a thorough investigation and understanding of the basin discharge is necessary in order to cope with the mine drainage problem. The extent of mine water discharge contamination can be considered as a function of the basin streamflow and acid generation load.&apos; A conservative treatment cost estimation these days is $0.40 per 1, 000 gallons for water with 100 ppm iron, 500 ppm acidity. These figures need not include collection and pumping costs nor the cost of dispersing of chemical waste by-products. To achieve optimal abatement and treatment of mine drainage, predictions of the quantity and quality of mine water discharges are needed. Basin discharge is a continuous process and it can be considered as a. macro-system. This system can be subdivided into micro-systems to describe the various mine discharge .types in the basin. The mining activities could produce acid water discharges from deep mines, stripmines, or associated gob piles. A total study entitled ?Resource Allocation to Optimize Mining Pollution Abatement Programs?* will consider all of these sources. However, this paper will discuss only one micro-system, the drift (deep) mine type. We will look at a single mine and its watershed. The total research project considers a multiple mining complex in an extensive stream basin.

In the 1940&apos;s a top blown water-cooled oxygen lance was developed to inject oxygen into liquid iron. This process, the LD or BOF process technique, today is used in 65% of the world&apos;s steel production, and represents the largest oxygen market for temperature enhancement in steel and non-ferrous smelting applications. There are three major approaches to the use of oxygen in metallurgical processes: (1) general enrichment of the air supplied to burners or tuyeres, (2) under-flame enrichment or injection, and (3) the use of an auxiliary oxy-fuel burner as a heat source. With each of these techniques there are technical and economic trade-offs.

In 1992, the Alaska Department of Environmental Conservation received a grant from the Environmental Protection Agency (EPA) to fund the reclamation of an abandoned placer mine. The project also included the development of a water-quality and hydrologic-monitoring program. The grant was provided under Section 319 of the Clean Water Act and is administered through EPA&apos;s Region X Water Division. For the past 100 years, Alaska&apos;s interior has been the site of extensive placer-mining operations. Early surface and underground operations left small tailings piles, some of which are still visible. Dredging left larger tailings piles, similar to those in California and elsewhere. The only reclamation of these tailings involved use as road base and fill and other civil applications. Most active mines in Alaska are on state and federal lands. The standards of reclamation for mines on federal lands are established under US Mining Laws, 43 CFR 3809. They address only mines operated since 1981. Under a state statute passed in 1990, the Alaska Department of Natural Resources, Division of Water and Mining, has issued reclamation regulations. These regulations apply to sites on state, federal and private lands, but only those mined since Oct. 15, 1991.

Mining investment decisions are difficult since decision analysis is often based on scarce information. The sources of uncertainty in large mining investment projects are particularly numerous and are present in all evaluation stages. Hence the feasibility decision for projects of this nature will largely depend on how well these sources of uncertainty are managed to achieve bankable risk levels. The risk associated to the construction stages of a mining project is particularly difficult to quantify, mainly because the large number of variables affecting constructive yields, and the complex interactions among constructive resources. This investigation focuses on developing quantitative simulation models and tools to increase the value of a mining project by means of an optimization of the preproduction equipment fleet. The models were validated through their application in the Chuquicamata Underground Mining Project.

"A coal bump is characterized by the sudden failure of one or more pillars and an associated release of kinetic energy. Although the geologic conditions surrounding coal bumps are often similar, their occurrence and magnitude are difficult to predict. This paper presents the development of an approach to assess the potential for coal bumps in room and pillar mines through the use of energy concepts and special consideration of the interface properties between the coal and overlying rock. Back analyses were performed on the widespread collapse of a room and pillar mine with an associated 3.9 local magnitude seismic event. Pillar and mine-scale models were constructed using the distinct element method to simulate the mining stages leading up to the collapse. A variety of loading conditions, material properties, and interface properties were evaluated for their effect on unstable failure of single pillars, and the mine-scale model was used to study the evolution of failure during progressive mining. The extent of unstable failure was quantified in these models by calculating the total kinetic energy released during each mining stage. Through the parametric analysis of single pillar models, it was found that softening parameters in either the coal or the coal/rock interface can individually facilitate unstable failure of pillars, but the combination of the two in a single model produced a much higher release of energy during failure. The results of the mine-scale model further illustrated the trend as the combination of softening parameters in the coal and coal/rock interface produced a series of failures which most accurately reflected the collapse event at the mine. The method of room and pillar stability analysis demonstrated in this study effectively explores the potential for large coal bumps. INTRODUCTION The analysis of coal pillar behavior is challenging because natural variability in geologic conditions requires estimation of material strengths and predicted loads for a given mining situation. Large width-to-height (w/h) ratio pillars and deep overburden present an additional challenge, as the failure behavior of such pillars is more complex and may involve unstable, sudden collapse. Empirical methods have improved the success of coal pillar design for a wide range of conditions, but for deep cover and squat pillar geometries, less accuracy has been achieved in predicting pillar performance (Mark 2000). As with any empirical approach, more back analysis and the consideration of new variables may help improve understanding and accuracy of future designs. This paper presents a study of pillar stability through the back analysis of the Crandall Canyon Mine collapse, which occurred in August of 2007. Pillar-scale models are utilized for the calibration of material properties and assessment of potential instability under varying conditions, and mine-scale models are constructed in an attempt to reproduce widespread failure and correlate with observations at the mine. Special consideration is given to the properties of the coal and the coal/rock interface, and kinetic energy is calculated throughout the course of the simulations to gauge the level of instability when pillar failure occurs. Models were constructed using the Universal Distinct Element Code (UDEC) (Itasca, 2014)."

The National Mining Hall of Fame and Museum in Leadville, CO seized the opportunity to show off during its 10th anniversary induction banquet on Sept. 6. "We wanted to make people more aware of the mining hall of fame and museum," said Carl Miller, its executive director. The annual event honors inductees into the Mining Hall of Fame. This year, the inductees included Paul Wheeler Allen, Joseph Rosenblatt, Arthur Fay Taggart, Joseph Toy, Joseph Wharton and John Benjamin Zadra (ME, August, pp. 60-63). Allen, of Pasadena, CA and Rosenblatt, of Salt Lake City, are both living. Only Allen was able to attend. This year&apos;s induction banquet was the first held in Leadville, North America&apos;s highest incorporated city, at 3,094 m (10,152 ft) above sea level. The banquet gave attendees an opportunity to see the museum in its century-old 6,500-m2 (70,000-sq ft) Victorian schoolhouse. Many of the 350 guests came in 1890s dress to the black-tie affair. The evening included a cocktail reception and an open house along with a catered, prime rib dinner. During the open house, attendees had the opportunity to tour the museum&apos;s 12 rooms of exhibits and displays. Among items of interest, it was noted that a framed directory of inductees now enhances the entrance to the hall of fame. The directory is organized by the inductees&apos; names and the location of their plaques, allowing visitors to quickly find hall of fame members. Noted mining historian and author Duane Smith delivered the keynote address at the banquet. After the induction of the six honorees, attendees danced to the big-band era music of the Leadville 17-piece band BandAge. Karl Elers was the master ceremonies for the evening&apos;s program. He is a member of the hall of fame&apos;s board of directors and is chairman of Battle Mountain Gold Co. Allen was honored by the presence of 26 former colleagues and associates. He told the audience that he originally thought the museum should have been located in Denver. "But I have been proven wrong," he said. For many years, Allen was the operational executive of Cyprus Mines Corp. and a key participant in the company&apos;s growth. Allen received a replica of his mining hall of fame plaque from Thomas Falkie, chairman of the hall of fame&apos;s board of governors and president of Berwind Natural Resources Co.

In 1997, Central Contra Costa Sanitary District undertook the design of the Martinez East Side Trunk Sewer Improvements Project. Microtunneling was specified for approximately 1,035 meters (3,400 feet) of 600-mm (24-inch)diameter pipeline to be installed through estuarine soil deposits (San Francisco Bay Mud) and alluvium beneath the congested city streets of downtown Martinez, California. Directional drilling was specified for approximately 275 meters (900feet) of 200-mm (8-inch) diameter pipeline in four separate segments to be drilled through bedrock within narrow utility easements between residential properties. This paper presents a case history for the design and construction of themicrotunneling and directional drilling aspects of the project.

The time-worn adage "an ounce of prevention is worth a pound of cure" was never more applicable than when used in reference to coal mine safety. Many individuals have dedicated many hours to developing effective accident prevention programs, and much has been accomplished. Each production escalation, however, creates new hazards and safety problems which need special study and research. It is a never ending cyle. To study the progress of coal-mine safety is to raise memories of many individuals who have been dedicated to removing the hazards that have developed with increased productivity and deeper penetration into the earth for coal. Some vivid examples of this dedication are the works of the men who pioneered the use of the safety lamp and the use of rock dust in mining.

If the primary purpose of a control system is to assure a fixed-quality product at maximum yield, the real issue involved in control of the fine coal cleaning circuit in a plant is to demonstrate that control is technically feasible and economically beneficial . This paper suggests that it is not easy to do so in most cases. Fine coal, defined here as the 28 mesh x 0 fraction of the plant feed, is generally cleaned using a combination of hydrocyclones and flotation. Both of these processes are relatively insensitive to changes in operating variables. Further, the fines fraction general 1 y forms no more than 20% of the plant feed and, at times, is as low as 10%. The instruments to measure flow rates, densities, and product qua1ity (ash, sulfur, etc.) are not sufficiently accurate to allow effective responses to changing state variables and product quality. It is sufficient to run the fine coal circuits at maximum recovery, and the control of product quality and optimization of yield should be achieved by controlling the coarse coal circuits and measuring the quality of the entire clean coal leaving the plant. This contention is made with particular reference to U.S. plants cleaning coal for the utility industry and should be viewed in this context only. It is explicitly admitted that this strategy is mathematically non-optimal in the sense that all size fractions are not necessarily cleaned at equal elementary ash, and would result in a loss of yield. However, under the conditions of conventional coal cleaning practice, this is a sensible approach.

The plant Is then built to the detailed criteria and performance acceptance tested by the owner to see if the as-built mill meets the criteria, This performance testing is critical to the owner; the test must be systematic with sample collection coordinated throughout the plant. Despite the availability of systematic approaches to plant development, the new plants often fall short of design criteria. This paper discusses the key Issues a Project Manager/Process Engineer should Implement to ensure that plants meet design criteria.

Mining steeply dipping coal seams is a difficult task. Prior to 1996, fully mechanized longwall mining methods along the seam strike direction were tried in China and other countries. Due to its larger coal reserve in steep seams, China made more, but still limited, progress on mining such seams than other major coal-mining countries. In the last two decades, accelerated research efforts have tried to improve the mining technology in steeply dipping coal seams. Based on this work, a dynamic model of a roof-support-floor (R-S-F) system under asymmetrical constraints in mining steep seams is established here, and a theory of strata control and hazard prevention is formed. The key technologies for mining steep coal seams include global and regional strata control methods in the longwall face; methods for the longwall face machines to sustain static and dynamic loads; and flexible protection technology. These theories and technologies have been successfully applied in China to the mining of steep coal seams of varying thickness and hardness, with hard and soft roof and floor, and with a high potential for spontaneous combustion. In recent years, the technology has been introduced to Russia, India, Uzbekistan and other countries where steep coal seams are mined.

This paper presents the findings of a study on roof bolters&apos; hazard exposure. A "micro-analysis" of accident data was combined with ergonomic observations of roof bolter operators to categorize bolting-related injuries and a checklist was constructed. Bolting-related problems were identified as situations that could expose bolter operators to hazards. Approaches to avoid these situations were applied at six mining operations to evaluate specific problems in roof bolting operations. The re-search emphasized the importance of analyzing worker behaviors in the context of mining situations and equipment design problems that lead to human error accidents.

An innovative biological treatment system designed to detoxify cyanide and nitrate and immobilize metals from cyanide leach operations is described. A pilot-plant demonstration was conducted to detoxify cyanide and immobilize several metals from a process stream at the McCoy/Cove Mine. Testing was performed under the EPA&apos;s Mine Waste Technology and Superfund Innovative Technology Evaluation Demonstration Programs. This technology was successful in detoxifying cyanide and effective in removing metals. The pH was consistently neutralized and nitrates were successfully removed. Results show that biological treatment can offer an innovative, cost-effective alternative for the treatment of mining wastewaters.
