No commodity agreements now exist for sulfur and a lack of reference to sulfur commodity agreements exists in the literature. Law (1975) made a passing reference to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement and the following discussion centers on the world sulfur market of the early 1980's in this context. GENERAL THEORY OF COMMODITY AGREEMENTS The upsurge in demands for commodity agreements seen in the last decade or so stems largely from agitation by the less developed countries (LDC) for better economic treatment by more developed countries (MDC). Several economic factors, real or imagined, adversely affect the LDC's as follows (MacAvoy, 1977): 1) variable demand in MDC's causes wide fluctuations in commodity prices which hurt the economies of commodity producers, who are often LDC's although consumer economies may also benefit from more predictable prices; 2) a general decline of commodity prices relative to the price of manufactured goods which hurts commodity producers in their balance of trade while their stocks and overcapacity rise; 3) instability of LDC economies enhanced by the above factors lowers internal stability, inhibits foreign investment, and retards economic growth; and 4) a lack of self respect when dealing with developed countries o, following the OPEC lead, LDC producers want the stature related to cartel market power.

The metallurgical processes that are frequently applied today use strong solutions and are of alkaline, acidic, or organic nature. These play a very important part in recovery of values from many ores. These solutions are of such a chemical nature that they are generally corrosive, flammable, and contaminating. In most cases, they are highly dangerous to the environment. Within the extractive metallurgical industry, it is also very common to have to deal with the handling of contaminating solutions with a high content of cyanide, arsenic, mercury, lead, copper kerosene, acid and many other components whose temporary or permanent confinement within the process must be adequate and absolute.

Since 1950, rotary-drilled, large-diameter holes, "big holes", with depths to over 300 feet and diameters of over 30 inches have become numerous and widespread. Fifty such holes have been drilled for access shafts to LPG mined caverns, Over 70 holes have been drilled for various other commercial activities. Over 150 holes have been drilled by the AEC for atomic testing purposes. These holes have ranged up to 300-inch diameters with 1600-foot depths, 120-inch diameters with 570-foot depths, and 72-inch diameters with 4800-foot depths. Equipment is now available to drill a wide range of ?big holes? for varied requirements. At least a dozen drilling contractors are participating or have participated in the drilling of "big holes". The accompanying tables show pertinent historical, technical and economic data on over 250 holes. The illustrations to be presented concurrently with this paper show the various equipment and accessories now in use. (See Appendix I for captions of illustrations.)

Much concern has been expressed recently as to whether water supplies will be sufficient to support accelerated energy development foreseen in operation Independence. Taking the Nation as a whole, sufficient water is available for energy growth, but locally, as in arid parts of the Colorado Basin, limited water supplies will dictate economies in water use and affect plant siting. As Young and Thompson1 point out with respect to electric power generation, the term "water requirements" is misleading, as demand for water for cooling is sensitive to price of water and thus is quite flexible rather than the inflexible or fixed level implied by the word "requirement." Much the same is true of other energy conversion systems. Water is used in many aspects of energy production including mining and reclamation of mined lands, on-site processing, transportation, refining, and conversion to other forms of energy. In the East, South, Midwest, and along the seacoasts, water supplies are generally adequate for energy industries; most water problems in those regions relate to pollution rather than supply. West of about the 100th meridian, however, runoff is generally less than potential diversions and energy industries must compete with alternative uses for the limited available water supplies. Water is especially short in areas of less than 10 inches mean annual rainfall where natural precipitation generally is insufficient for establishing vegetation without irrigation. Extraction. The principal categories of extraction comprise coal mining, oil and gas production, uranium mining, and oil shale mining.

"Mining makes civilization possible. It also creates socio-economic problems surrounded by sustainability controversies yet continues extraction without considering the balance and finitude of nature. Nature requires restoration of equilibrium if mining and life on earth are to continue. Mining is still practiced according to Agricola’s views and the consequences it has wrought on our planet demand we critically reexamine it from its very core, to its metrics, to its design, to its technology, to how it is taught, and to reconsider its raison d'être in 2017. This paper offers tools to new mining engineers that are required to transform and solve new challenges. The task before us is to formulate an updated core curriculum that meets the demands and realities of the 21st Century. Mining professionals must rethink and reteach how to redesign mines before shovel hits dirt, how to mine with restoration of nature figured in to the mining design. Mining needs a new extractive technology in order to transform the results of its well-known liabilities. Mining has evolved and its future must be different than its past. Our industry is capable of doing this but it needs to be shown the way. INTRODUCTION The statement that ‘mining makes civilization possible’ is of the utmost importance and has the most value to us. We can examine the past and present appropriately to see the future that we are building. Mining must be addressed in a different way that makes a positive difference and improves upon rather than continues to get the negative impacts of the past. See Fig 1. Mining creates disequilibrium in Nature by producing ore, waste, tailing, dilution of resources, toxic, and pollution to its ecosystems. What is next for mining on a limited planet? Delaying the transformation of mining is not an option to developing an updated and modern mining business-as-usual paradigm. It is hurting the essentials of living in a civilization; our livelihood is in danger to the point of unrest in nature as we generate a lot of eco-print by present mining practices. So, we are urged to eliminate this bottleneck in life by employing a different design. This way, we will have a vision on how to sustain our civilization. [1]. This new design, with input from current and future generations, will be our contribution to posterity."

Mining of a bedded barite deposit exposed highly pyritic siliceous sediments which have weathered and degraded subsurface and surface waters. The ph, sulfate, and total dissolved solids are the most seriously affected parameters. Several solutions were tried and eventually horizontal holes were drilled into the mine wall to draw down the water table and decrease the movement of groundwater through oxidizing zones opened up by the mining operation. Areas of surface disturbance were capped with layers of soil, bentonite, and gravel to decrease the infiltration of water into the disturbed areas. These actions have begun to decrease sulfate and total dissolved solids concentrations and increase ph values.

The influence of mining on the hydro-geomechanical environment is greatly constrained by alternating mining geometries. The limiting magnitudes of surface subsidence and groundwater flow over the mining area, as a result of geometry changes, can be reasonably predicted through a coupled finite-element model introduced in this paper. Verification of the model has been tested using real and conceptual case studies which reveal that changes in strata conductivities are strongly related to the strata deformation induced by mining. The greatest modification of hydraulic conductivities occurs within the caving or severely fractured zones. The study indicates that narrowing the panel face width will substantially reduce both the intensity and extent of mining damage to the overlying strata, limit surface subsidence and constrain the change in hydraulic conductivity to a reduced scale and smaller extent, particularly as mining depth increases.

Improved liberation and flotation of kerogen from eastern oil shale were accomplished with high-temperature grinding and a1 so with the addition of fuel oil during the grinding stage. Liberation measurements indicated that possible coalescence and aggregation phenomenon of kerogen particles during grinding may reflect this behavior. Additionally, ultrasonic treatment of the rougher concentrate prior to cleaning improved the quality of separation.

Flotation tests were carried out on 6 coal samples of different rank as well as their oxidized samples. A mixture of diesel oil and alcohols was used in these tests. Surface oxidation caused a distinct decrease of the flotation recovery with some improvement in the grade The reduction in the recovery increased with increasing the concentration of the oxidizing agent. The floatability of low rank coals was affected by oxidation to a higher degree than medium and high rank coals. The recovery size curves of oxidized samples mere similar in shape to that of non-oxidized coals.

The study aimed to evaluate the separation performance of a full-scale continuous centrifugal concentrator in the reconcentration of fine hematite from high-gradient magnetic separation (HGMS) concentrate in a tailings recovery plant, and to investigate the usefulness of the technology in industrial applications. The effect of changing the operating variables on concentrate grade and recovery was studied. The results indicate that among the variables considered in the study (water spray pressure, centrifugal acceleration, feed volume flow rate, feed percent solids and the reciprocation and spacing of water sprays), the change in centrifugal acceleration affects the recovery the most and continuous concentration can be achieved only when the water spray has a sufficient pressure. In addition, the reciprocation and spacing of the water sprays have a significant influence on the concentrate grade. Although performance of the full-scale concentrator is slightly inferior to pilot-scale trials, due to limitations in the scale-up design and the fluctuations of feed material characteristics, this concentrator provides a potential way to achieve continuous concentration and obtain a high-grade concentrate from tailings.

Two of the open-pit, copper-molybdenum mining operations of Duval Corporation are located in the foothills of the Sierrita Mountains approximately 30 miles southwest of Tucson, Arizona. In March 1959, mining from a moderate sized porphyry deposit known as the "Esperanza orebody" was begun at a rate of 10,000 tons of ore per day. Some five years later, a sizeable group of mineral claims west of Esperanza became available to Duval. Earlier exploration and development drilling in this area by others indicated an orebody of greater size but lower tenor than that of Esperanza. A drilling program conducted by Duval not only verified the results of the prior drilling but in addition, revealed a continuation of the mineralization to the south and east. Thus was developed the Sierrita orebody. Open pit design delineated 414 million tons of ore containing an average copper content of 0.35 percent and a molybdenum content of 0.036 percent. In April 1966, the office of Emergency Planning authorized General Services Administration to undertake a program under the Defense Production Act to en¬courage additional domestic production of copper in the interest of national defense. Duval's Sierrita Project was brought to GSA's attention in May 1966 on November 28, 1967, an agreement providing for the development of the Sierrita Property was consummated with GSA. In March 1970, the first copper-molybdenum concentrates were produced in the 72,000 tons-per-day concentrator. Pre-production stripping exceeded the scheduled 105 million tons despite the comparatively short lead time available to equip the mine, build the mine plant facilities, and staff the technical, supervisory, and labor forces. Shortly before the first concentrates were produced, plans were being formulated for a program to increase processing capacity by approximately 15 percent, which entailed increasing overall mining capacity by approximately 50,000 tons per day. This program is scheduled for completion early in 1971.

The leaching behavior of rhenium in ammonium iodide solutions with iodine as oxidant has been studied. Experiments were carried out in an autoclave. The effect of stirring speed, temperature, pH of the solution, iodine and iodide concentrations on the dissolution of rhenium was investigated. It was found that high temperature and high pH of the solutions were essential for the efficient leaching of rhenium. The dissolution rate was found to be dependent upon the concentration of iodine and iodide. It was concluded that the dissolution of rhenium under the conditions studied was controlled by mass transfer of iodine with an apparent activation energy of 15.77 kJ/mole.

Zimbabwe The Republic of Zimbabwe is situated in south central Africa and north of the Tropic of Capricorn. The country is land-locked, bounded on the north by Zambia, on the south by the Republic of South Africa, on the east by Mozambique and on the southwest by Botswana. Nearly 400,000 sq km in area, Zimbabwe is bigger than both France and Spain and nearly three times the size of England. The outstanding physical feature is the central plateau, known as the highveld, which is about 650 km long and 80 km wide at an elevation of +1,200 m, and on which the Jena Mines is located. Because of its elevation and inland position, Zimbabwe's climate is temperate, generally drier and cooler than is normally expected in the tropics. Zimbabwe's population is in excess of 10 million. English is the official language, with Ndebele and Shona being the main ethnic languages. About one million people live in Greater Harare, the capital city. The basic unit of currency is the Zimbabwe dollar, which has depreciated substantially over the past few years. Currently (November, 1995), the exchange rate is $US 1.00 = $Zim 9.00, compared with $US 1 .OO = $Zim 2.50 in 1991. Project Area The Jena Mines Complex is situated in central Zimbabwe (Figure 1), in the Silobela area of the lower Gweru River valley. The mine site is 270 km from Harare by paved and gravel road. The Jena Mines property consists of a single rectangular (8 km by 5 km) shaped mining lease with an area of approximately 40 sq km (Figure 2). Annual average precipitation is 720 mm falling in the summer months between October and April. Mean daily maximum temperature is 24°C in October and mean minimum is 14°C in July. The southern parts of Zimbabwe have experienced drought conditions over the past four years which has affected water and power supplies. The countryside in the Jena area is generally low relief with a gentle slope to the northwest. The mine site topography is flat with an average elevation of 1,210 m. Zimbabwe Mining Industry Zimbabwe has a long mining tradition, particularly for gold. In the 1,200 years preceding European colonization, it is estimated that about 4,000 ancient mines produced between 600 and 800 tonnes of gold. Since the turn of the century more than 1,700 tonnes of gold have been produced. An excellent infrastructure has developed to support the mining industry. This includes a well- maintained system of paved roads, railway links to major mining areas, an electricity grid covering most of the country, and numerous industries manufacturing a wide range of mining supplies. Jena History The claims in the Jena Mines area are among the earliest registered in Zimbabwe. The gold potential was easily recognized because of extensive ancient (pre-European) workings. European trading beads from the 14th Century have been recovered from anthills in the mine area. Development of the Jena Mines commenced in 1898 and several mines have operated intermittently over the past 90 years. "Bastnaesite is one of the important mineral resources for the production of rare earth materials, and it is typically associated with calcite and quartz as gangue minerals. Fatty acid or hydroxamic acid are recommended collectors for bastnaesite flotation. In this research, potassium lauryl phosphate was expected to provide a stronger flotation response for bastnaesite than for the calcite and quartz gangue minerals. Using potassium lauryl phosphate as collector, the results of captive bubble contact angle measurements, zeta potential determinations and microflotation experiments for bastnaesite, calcite and quartz are reported. Greater selectivity for bastnaesite was achieved using potassium lauryl phosphate than using octyl hydroxamate as collector. These results indicate that potassium lauryl phosphate might be a promising collector in the flotation of bastnaesite ores. The computation results of universal force field (UFF) interaction energies for the mineral-reagent interactions are also reported and were found to correlate well with the experimental microflotation results.IntroductionBastnaesite ((Ce,La)FCO3) belongs to the mineral class of semisoluble salt minerals, whose characteristics include ionic bonding and limited solubility in water. Bastnaesite, for the most part, contains the cerium subgroup or the lighter rare earth elements (Zhou et al., 2014). The Mountain Pass deposit in California in the United States and the Bayan Obo deposit in Mongolia in China are the two major deposits of bastnaesite (Azizi et al., 2016; Satur et al., 2016). Calcite and/ or quartz are common gangue minerals in these and many other rare earth deposits (Jordens et al., 2014)"

Rekindled public concern about lead toxicity has intensified the awareness of lead-bearing materials in contact with the environment and the human population. Lead's common association with other metals makes the increasingly restrictive lead standards a primary concern for a large number of metal and metal-related industries. In commercial scale demonstration tests with lead-bearing wastes, the HRD Flame Reactor process has a demonstrated ability to separate and recover over 95% of the lead as a recyclable oxide, while rendering the remainder of the material as vitrified, non-leaching, and nonhazardous co-product. Recent Flame Reactor process tests and preliminary cost data for secondary lead soda slag are highlighted.

"In May 2015 the New Monte Bianco aerial cableway, operating on the Italian side, have been completed. It connects the lower station in Pontal d’Entreves (1300 metres above sea level (m a.s.l.)) with the intermediate station at Pavillon de Mont Frety (2160 m a.s.l.) and with the top station at Helbronner Peak (3460 m a.s.l.). A new underground link between Helbronner Peak and New Torino Refuge has also been built. The link is divided into two different sections: the first one, a 70 meters deep vertical pit created using the “Raise Boring”, descends underground from Helbronner Peak station; the second section, a 160 meters long sub horizontal tunnel, emerges at Torino Refuge. After a first introduction focused on the general layout of the project, the paper will present the geomechanical survey aimed to evaluate the effect of permafrost on the stability of intensely fractured granitic mass. Finally, it will describe the relevant issues related to the highest construction yard in Europe (3400 m a.s.l.): difficult conditions such as extremely cold and windy weather and restricted spaces. INTRODUCTION The new cable way connects the lower station in Pontal d’Entreves (1300 m a.s.l.), close to Courmayeur, with the top station at Helbronner Peak (3462 m a.s.l.) and its territory, as well as links with France and, through the French territory, with the town of Chamonix (1000 m a.s.l.). The overall layout is divided into two sections (as shown in Figure 1): the first section, “Pontal d’Entreves – Mont Frety”, has a length of 1700m, elevation differential of 886m, a capacity of 800 persons/hour and cable cars for 80 passengers; the second one, “Mont Frety – Punta Helbronner”, has a length of 2630m, elevation differential of 1276m, a capacity of 600 persons/hour, and cable cars for 75 passengers. The new system is designed for fully rotating cable cars moving at a constant rate of 9.0 m/s. The track requires constructing special cables supports, three for the first section and two for the second one."

This work discusses the sulfur dioxide (SO2) leaching of low-grade ferruginous manganese ores to selectively recover manganese (Mn) as manganese sulfate (MnSO4), followed by electrowinning of the purified MnSO4 to produce electrolytic manganese dioxide (EMD). The effects of the leaching process parameters on Mn recovery were studied, and the leaching duration and SO2 flow rate were found to have significant effects. Under the optimum conditions derived for grade 1 ore (with total Mn content of approximately 17.16 percent), the specific SO2 requirement (SSR) — that is, the SO2 flow rate per gram of Mn in the leach slurry — was calculated to be 0.014 L/min. At the SO2 flow rate calculated using SSR for grade 2 ore (with total Mn content of approximately 26.29 percent), a Mn recovery rate of 94 percent was realized. Electrowinning of the purified MnSO4 generated after leaching resulted in EMD with 88.01 percent purity and a γ structure.
