Mott MacDonald and Project Management Advisors are providing Technical and Project Management services for San Diego County for the Courthouse Commons Project. The Courthouse Commons Project involves the redevelopment of three downtown blocks owned by San Diego County and construction of an Inmate Transfer Tunnel between the County Central Jail and the San Diego Central Court. The tunnel will be 327 feet long, crosses the San Diego Fault and is being constructed using the Sequential Excavation Method (SEM). This paper discusses the history and procure‑ ment strategy for the project, the technical aspects of the transfer tunnel and the con‑ struction progress of the tunnel to date.

Activated carbon loaded with gold from different halide solutions has been characterized by thermal analysis techniques. The mechanism of gold uptake by carbon varies from predominately adsorption for gold iodide to predominately reduction for gold chloride. TGA and DT A measurements confirm the existence of adsorbed gold-halide species within the micropore structure of carbon. These results suggest that the ration of reduced; adsorbed gold increases for gold halides in the order Au-I > Au-Br > Au-Cl. In the case of Au-I, TA results for the loaded carbon were compared with pure compounds of 12, AuI and AuI3.

The vast majority of the estimated 100 million rock anchors installed in mines in the USA per year use resin cartridges (Tadolini and Mazzoni, 2006). About 4.5 million per annum of these are bolts with a mechanical shell that if properly installed become effective active supports on installation. In addition, cable anchors (mostly passive) are installed with typically 4 ft of effective resin anchorage length sometimes with mechanical shells, which further makes the installation more difficult. This is because the cable (even with a stiffener tube) is not very rigid. When installing bolts with mechanical shells and cable bolts in the holes, the back-pressure can be so high that the installation is unsuccessful often creating a ?spinner? (an un-tensioned bolt) at best or buckling the bolt thus requiring another bolt/cable to be installed, or leaving a poorly functioning unit. The installation problems can create a significant potential safety hazard and waste time and money. Using a purpose designed test rig that physically inserts different rock anchors into pipes with resin and measure the back-pressure developed with time during the insertion/ installation. The test installation procedure is designed to mirror that used underground by rockbolt operators in coal mines. In addition a computer model has been calibrated that can predict the approximate back pressure of new anchor and resin combinations acting as a screen before physical testing. This research has lead to an understanding and quantification of the insertion back-pressures and this already resulted in improved prototype designs that could lead to more reliable mechanical shell and resin bolt installations.

Surface force measurements based on atomic force microscopy (AFM) are used to describe the wettability of surfaces, specifically kaolinite basal plane surfaces at a high resolution. The kaolinite particles (~500 nm) were ordered with either the silica tetrahedral face exposed or the alumina octahedral face exposed, and surface force measurements were made between a hydrophobic diamond-like-carbon (DLC) tip and the kaolinite faces at pH 4, which is around the isoelectric point of the DLC tip. Under these conditions, the effect of electrostatic interaction should be eliminated and only van der Waals interactions and hydrophobic-hydrophobic interactions are expected to contribute to the surface force. The wettabilities of the surfaces were determined from the magnitude of the surface force. Wettabilities of the kaolinite basal planes thus determined were compared with the corresponding wettabilities of talc and mica surfaces, which are well-known to be naturally hydrophobic, and hydrophilic surfaces, respectively. The results reveal that the silica tetrahedral face of kaolinte has a modest level of hydrophobicity, which may be due to the lack of hydrogen bonding sites. In contrast, the alumina octahedral face showed no hydrophobicity, since a layer of surface hydroxyl groups is present at the alumina face, resulting in a relatively strong interaction between this surface and water molecules. It is expected that, with a better understanding of the surface properties of kaolinite, further improvements in flotation separations and dewatering may be achieved.

At that time the Institute of Silicates was established is Moscow and later the establishment of similar more specialized institutes for the study of cement, glass, refractories, construction ceramics, electrical ceramics, building materials and asbestos provided the necessary research facilities for studies related to all types of ceramic inorganic materials. The' Institute of Ceramics and the Institute of Silicate Chemistry, Academy of Sciences, USSR, were founded in Leningrad. The work now going on in these various research' institutes covers every branch of silicate science and ceramics The impetus behind such establishment of special¬ized laboratories is no doubt due to the 5-year plans and the necessity of improving the scientific knowledge regarding the materials being used and the products being manufactured.

The White Cliffs diatomite deposit occurs in a lacustrine facies of the Quiburis Formation, an Upper Miocene to Pliocene basin-fill sediment of the lower San Pedro Valley. On-going geo-logic mapping has defined an 2.5-3.0 m (8-10 ft) thick ore zone near the mill site, several marker beds, a NNW-trending high-angle normal fault, and a NW-trending syncline. The diatomite has an average loose-weight dry bulk density of 130 kg/m3 (8 lbs/ft3) and is presently marketed outside Arizona for asphalt filler. Current development is projected to yield 3500 mt (4000 st) of finished product, with an estimated 91,000 mt (100,000 st) of finished product obtain-able from several other nearby sites.

Separation of geochemical anomalies from the background using various methods for identifying areas of higher mineral potential is a critical first step in Greenfield and Brownfield programs. There are several methods for differentiating anomalous regions from the background. The U-spatial statistics is an effective technique that provides the opportunity of reaching this goal by considering the geochemical sample locations in the separation of geochemical anomalies. In this study, a developed form of the U-spatial statistics method is introduced, which not only considers the existence of anisotropic spatial variations in input data but also reduces the computational (CPU) time. While the previous method is based on the isotropic assumption in the study area and a set of search windows at different times, here, the geochemical anomaly is determined by pasting only one ellipsoid window, effectively combining the flexibility of the U-spatial statistics method with the advantages of geostatistical approaches. This paper compares various approaches (the previous and developed version of the U-spatial statistics method, concentrationarea (C–A) fractal model, and probability diagram modeling) for the separation of anomalous areas in the presence of heterogeneous spatial variations. This is done with an application to a Baghqloom porphyry copper deposit located in southeastern Iran. The high potential areas identified via different approaches show an anomalous region in central parts of the Baghqloom area, which partially coincides with an intense potassic alteration area. Compared to other methods, our algorithm separated the high potential areas at a greater spatial resolution.

The Cienega project, now under construction by Penoles group, is located in the mountains of the State of Durango, Mexico. The gold and silver deposits are found in the 4-km long system of veins, which will be extracted by underground methods. The planned 1000 tpd process plant will contain a countercurrent cyanide circuit for oxide ore and a flotation circuit for sulfide ore. Considerable resources have been devoted to development of infrastructure in the isolated location, as well as for the mitigation of environmental impacts. Startup is scheduled for the third quarter of 1994.

Introduction The US mineral industry in 1983 participated in the recovery from the recent recession. Compared with 1982, the value of raw nonfuel mineral output rose 8% to $21.2 billion. The $218 billion worth of goods processed from this crude mineral output represented a 9% increase over 1982. Even in real terms, these figures reflect growth. Demand for nonfuel mineral materials, of course, depends on the overall state of the economy, which steadily improved each quarter in 1983. Of particular importance to the mineral industry were surges in key mineral-consuming sectors such as construction and automobile manufacturing. New housing starts rose one-third, to 1.7 million units, while automakers turned out about 35% more cars (6.8 million) and 25% more trucks (2.4 million) than in 1982. These are significant increases, even considering recent trends toward smaller, lighter vehicles, and multiple-unit housing. A comeback for the mineral industry, however, is bound to proceed unevenly, particularly at the beginning. Traditionally, the industry lags behind the rest of the economy during a recovery, and some mineral products respond to overall economic improvement more quickly than others. This pattern has been repeated many times and the industry is used to it. Mineral executives know it is best to be patient and cautious during the first stages of an economic upturn. Many experts say that it may take extraordinary toughness, patience, and caution this time around. Steel Improves Raw steel production - a major indicator of both material use and mineral production - rose 14% to 77 Mt (85 million st), stimulating a 7% rise in domestic iron ore production to 39 Mt (38 million It). Still, the iron ore industry operated at less than half capacity, with most major mines remaining closed for part of the year. Iron ore imports dropped 24% to 10 Mt (11 million st), so demand was partly met by withdrawals from stocks. Despite the increase in steel production for 1983, output remained far below levels of just a few years ago. For example, 1983 production was still 29% less than in 1981. Raw steelmaking capacity actually declined about 10% during the year to 122 Mt (135 million st). The industry continued to cite steel imports, especially those from developing nations, as a major cause of domestic capacity loss. As long as steel production remains weak, steelmaking metals suffer. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about one-third capacity in 1983, with six of the 19 companies involved being closed all year. The US mined no manganese or chromium, and very little nickel, although the country's only nickel mine did resume production in November. Molybdenum production, at 13.6 t (15 st), was only about one-third as much as in 1982. The major molybdenum mines, Climax and Henderson in Colorado, remained closed all year. To meet demand, molybdenum stocks were halved to 19 t (21 st). Mine shipments of tungsten, another mineral tied to steel production, dropped 30% to 1.1 kt (1,200 st) of contained metal. One of the most positive responses to the general economic recovery came from the aluminum smelting industry. By the end of the year, it was operating at about 79% capacity, compared to 59% in January. Nevertheless, the 3.3 Mt (3.64 million st) of primary aluminum produced represented only a slight increase over 1982. Total bauxite imports were about 27% below 1982 levels. Poirier was an underground copper and zinc mine located in Northern Quebec that operated between 1965 and 1975. There are 5 million tonnes of acid-generating tailings, which have contributed acidity and metals to the Kananewesig and Kistabiche Creeks. The final closure plan incorporates the placement of all reactive material into the tails basin, installation of a geomembrane liner over the tailings deposit and a one metre soil layer to protect the liner. The environmental effect of the residual seepage was assessed from an ecological risk perspective. The Reclamation Plan has been accepted, and work commenced in 1998 to restore the site.

The primary and secondary organic matter in sedimentary rocks changes markedly when it becomes heated as a consequence of thick sediment accumulation and normal geothermal gradients, high geothermal gradients, hydrothermal fluids, or igneous events. Contact zones adjacent to small igneous dikes allow sampling of a single sedimentary bed that has been exposed to temperatures in a range as great as 30-500°C. Dike-heated rocks are, therefore, good sites for research on thermal effects because variation of the original organic matter is minimal, the range of heating is great, and the history of rock heating in a dike zone is relatively well established. In rare cases, such as at the dike near Wolcott, Colorado, described in this paper, the rock samples are sufficiently unweathered to allow analysis of secondary bitumens generated by the heating. We show by optical microscopy, scanning and transmission electron microscopy, and geochemistry the kinds of solid organic constituents in sedimen¬tary rocks and in ore deposits and the effects of heating. The primary phytoclasts that make up kerogen In sedimentary rock and in some ore deposits (pollen, resin, charcoal, humified woody remains, etc.) change in ways that are familiar to coal specialists. Progressive loss of moisture and other volatile matter yields residual kerogen that Is relatively higher in carbon and lower In oxygen and hydrogen, and has greater molecular or polymer ordering. In our contact zone examples, atomic H/C ratios of kerogen decrease from 0.8 (one case from 1.4) to 0.4, the hydrogen index from Rock-Eval pyrolysis decreases from 70 to 5, and the transformation ratio from Rock-Eval pyrolysis increases from 0.06 to 0.5 with increased heating. The visible effects of heating seen by scanning electron microscopy and light microscopy include formation of vesicles and flow structure, the development of optical anisotropy and mesophase, change of color, and increase in the refractive index, absorption, and reflectance. Some of these changes In primary organic matter are observed also in secondary organic matter, for example, in solid bitumens in sedimentary gold ores or In lead-zinc deposits. Quantification of color or absorption changes is difficult because it Is hard to make thin sections of organic matter with uniform thickness. However, natural objects with uniform thickness can be used. We show the colors of pollen In rocks from the Salton geothermal field at temperatures ranging from 100 to 300°C, and of pollen heated in laboratory bombs from 150 to 400°C. Measurement of vitrinite reflectance is a practical way to quantify thermal changes of kerogen and minerals of most sedimentary rocks because vitrinite is fairly widespread In sedimentary rocks of Devonian age and younger. For example, the reflectance of vitrinite rises from the regional level, as low as 0.4 % Ro, to more than 5% Ro adjacent to dikes that cut sedimentary rock. This is equivalent to the rank change from subbituminous coal to extreme meta-anthracite. The rise is most abrupt near thin dikes, but when the distance from the igneous contact is expressed as a ratio of dike thickness the reflectance rise is similar for all dikes. Controlled heating of vitrinite-bearing rocks In the laboratory provides a means to assign known temperatures to vitrinite-reflectance values. The derived plots of temperature In dike contact zones have the same shape and level as those predicted by heat theory, and the temperature lines extend toward dike contact temperatures that are about half those of most magmas, as expected if the intrusions did not flow past the sedimentary rock for a long time. The globular submicroscopic structure of vitrinite and Its heterogeneity, which we show by means of transmission electron microscopy, pose some problems In selecting a uniform type of vitrinite for measurement of thermal changes. At present, routine reflectance values of vitrinite dispersed in rocks have a relative uncertainty as great as 10%. Thermally caused chemical changes in the primary kerogen, especially decrease in the oxygen and hydrogen contents, lead to formation of secondary products in the contact zone. The measured changes of secondary organic products in these rocks include formation of peaks In concentration of total extractable organic matter and in hydrocarbons, and in the saturated/aromatic hydrocarbon ratio over the interval where primary organic hydrogen decreases most rapidly--then destruction or expulsion of these products at high temperatures. The odd carbon-number predominance of the C25-C31 n-alkanes In samples far from the dike disappears by about 1.3% Ro whereas the 13C: 12C ratios of the saturated and aromatic hydrocarbons increase over most of the thermal range. The saturated aromatic hydrocarbon ratio at first increases, corresponding to thermal generation of saturated hydrocarbons, then decreases in the most altered samples. One use of organic petrography, in addition to identifying organic fades or thermal alteration, is recognition of sample contamination such as the solid organic additives used in some drilling muds which may contaminate geochemical samples.

Although the foundation of a unified treatment of fluid flow in variably saturated porous media was established more than seventy years ago, no serious attempt was made to develop it until the early 1970's. Ever since, a number of unsaturated-saturated numerical models have been reported in the literature. However, none of these models have treated multidimensional, multiphase flow in deforming media, parts of which may undergo extensive secondary fracturing. A situation such as this is not uncommon in coal mining operations in which the longwall method of extraction is employed. The present model has been structured to handle such physical systems. This paper presents the mathematical formulation, the numerical algorithm, and a further validation and evaluation of the modified model. The model treats a multiphase flow in a three- dimensional regime and handles mining excavations of complex and changing configurations.

In this paper, an innovative approach was adopted to automatically calculate the effects of tunnel induced settlement on buildings and utilities. The approach resulted in increased output quality, consistency, reduced time, cost savings and a greater ability to respond quickly to design changes. The techniques described have been applied to the Fairbank Silverthorn Storm Trunk Sewer System project, located within the City of Toronto. The automation allowed a very large area of topography, tunnels (6 km), buildings (9000) and utilities (over 1000) to be rapidly evaluated. Visualization of the settlements and impacts also allowed the project design team to optimize the system design to mitigate the settlement impacts.

The Equis and El Roble projects are located in the Cordillera Occidental of Colombia. The Equis vein deposits have sulfide ore reserves of 95.9.5.5 mt (105.770 st) grading 8.51 g/mt (0.248 oz/st) gold and 12.4 g/ml (0.36 oz/st) silver with 0.94 % copper. 1.10 a lead and 11.06% zinc. Ore reserves at El Roble are estimated as 1.1% Mmt (1.21 million st) grading 4.89% copper and 3.39 g/mt (0.099 oz/st) ,old. Geologically possible reserves at Equis may total 1.6.Mmt (1.76 million it). El Roble has the potential to contain several tens of millions of metric tons. Exploration included diamond drilling, trenching, channel sampling, rock and soil geochemistry, geophysics and tunneling. Erratic high grade samples affect the weighting of channel and drill core samples. Secondary reconcentration of gold is also a factor. Sample maps and graphs show the distribution of values to be highly variable. Geostatistical treatment of some of these data gave important guidelines for parameters such as sampling densities, drill hole spacing and confidence limits.

"During his presentation at the 2016 George A. Fox Conference about the history of public-private-partnerships (PPP) in the tunneling and underground construction industries in New York, Vincent Tirolo, Jr., told a story about how, as a young engineer in the late 1960s, he and others pooled money to purchase a calculator for $75 that had the ability to perform sine and cosine functions. That was a big deal in those days and would make their job much easier. Oh how far things have come. Tunnel and underground construction engineers can now virtually map out and plan entire projects before the first shovel ever breaks ground. And the machines that are used to build the tunnels have advanced in ways that could not have been imagined 50 years ago.The calculator is just one example of innovation in the industry and on Jan. 26, more than 400 industry professionals attended the George A. Fox Conference at the Graduate Center of New York (CUNY) to learn more about the next innovations, new tunneling technologies and what the future might hold for the industry. The conference included sessions on contracting models, rescue and fire life safety and new technological developments as well as an international project spotlight presentation from Nasri Munfah about the Eurasia Tunnel, connecting the European and Asian sides of Istanbul, Turkey.The project, also known as the Istanbul Strait Road Tube Crossing project, was named the 2015 Major Tunneling Project of the Year by the International Tunneling and Underground Space Association.The tunnel boring work for the 3,344-m (11,000 ft) long tunnel under the Istanbul Bosphorus Strait was completed in August, heralding a new era in tunneling.Tunnel boring work was launched in April 2014 with a ceremony with then Prime Minister Recep Tayyip Erdogan in attendance. The work was completed on Aug. 22, 2015 with Prime Minister Ahmet Davutoglu participating in the ceremony."

"Rapid population growth and scarcity of space have led many developed cities to bury supply facilities. In line with this, utility tunnels have been employed in Korea since the 1970s. However, approximately 70% of structures were installed more than 20 years ago, in response to the issue of ageing, tunnel enlargement has been proposed. The aim of this study is to investigate geo-mechanical behavior due to tunnel enlargement. Tunnel enlargement methods have been researched to suggest a optimal method. A finite element analysis is conducted to evaluate ground behavior by the expansion of internal space. Vertical displacement and settlement trough width are investigated according to ground stiffness and different enlargement size. It was determined that displacement is affected by the enlargement size and ground stiffness. Based on the deformation results obtained from the numerical analysis, it is possible to predict ground behavior and stability upon tunnel enlargement. INTRODUCTION Various infrastructures such as electric lines, communication lines, gas pipes, and water pipes are jointly accommodated by utility tunnels. These utility tunnels improve the aesthetics of urban areas and help ensure stable supply. The first utility tunnel in Korea was adopted in 1978 and new tunnels are still being installed with the development of new suburb cities. Nevertheless, about 70% of the utility tunnels were installed over 20 years ago and they are still being used through ongoing repair. Moreover, 90% of utility tunnels were installed before 1995. With aging of the nation’s utility tunnels various problems such as concrete deterioration and scarcity of capacity have arisen. As solution, reconstruction has been considered. Reconstruction can enlarge space and improve the performance by replacing existing structures. For reconstruction, two routes have been proposed: underground excavation and cut and cover. In order to avoid traffic problems caused by road occupation and civil appeals during construction projects, underground excavation is the more attractive option. Tunnel enlargement methods have been classified (Seo et al., 2008; An et al 2013) and major considerations during tunnel enlargement have been outlined (Beak et al., 2007). Enlargement construction cases on road tunnels around the world were introduced (Kim et al., 2012) and the deformation curve during tunnel expansion was proposed to investigate the range of protection that should be offered (Kim et al., 2008; Beak et al., 2011). However, tunnel enlargement technology is limited to road tunnels and railway tunnels. Hence, a study on shallow box tunnel enlargement is required for practical application."

In 1911, a young mining engineer named Bartlett Thane assembled a large claim block, 4 miles southeast of Juneau, Alaska. Across the Gastineau Channel on Douglas Island, the Alaska Treadwell Gold Mining Company had, by 1904, produced gold valued at more than three times the purchase price of Alaska in 1867 (Kelly, 2010). Thane knew his deposit was lower grade than other mines or prospects in the area; however, if the deposit was developed on a large-scale, the trend and size of the deposit made the project potentially economic. In 1911, Thane developed a business plan for the project and successfully attracted investor interest. In 1912, Daniel C Jackling visited the property at the request of an east coast investment group. Upon inspection of 5 years of production records for the Perseverance Mine, Jackling saw an opportunity to apply the low-grade/high volume milling technology which was widely adopted to the copper porphyry deposits of the southwestern U.S. With a design capacity of 6,000 tons per day (5,454 tonnes/day), Jackling’s innovative mill design would require high volume underground mining methods and the power of two new hydroelectric projects. By 1915, the Alaska Gastineau Mining Company was in full production. Between 1915 and 1919, the mine and mill set production records for haulage and throughput. The hydroelectric projects proved to be successful engineering marvels. Operational difficulties related to ore grade, refractory elements and labor shortages interrupted production on an increasing basis. In 1921, the mining company permanently shut down operations. INTRODUCTION The Juneau Gold Belt begins at Windham Bay near the southern end of Stephens Passage and extends approximately 100 miles north to Berners Bay (Figure 1). The first large-scale and sustained underground mine, operated by the Alaska Treadwell Gold Mining Company in the late 1880’s, established the Juneau-Douglas area as the regional hub for transportation and development. In the mid-1890’s, the combined population of Juneau and Douglas reached approximately 3,000 residents, largely driven by employment and support demands of several small to mid-size underground gold mines in the region. By 1904, the value of the cumulative gold production of the Alaska Treadwell was five times greater than the purchase price of Alaska in 1867 (Kelly, 2010). By the turn of the 20th century, economic growth in the Juneau-Douglas area relied on supplies delivered from the lower 48. Passenger and freight shipping lines required 3 to 4 days to make the one-way trip from Seattle to Juneau. Established shipping routes required experienced crews due to navigation hazards and adverse weather conditions. Even with precautions at the time, steam ships and freighter vessels experienced breakdowns or encounters with natural hazards that resulted in damage or in some cases, sinking. Interestingly, with no roads or railroads connecting Juneau to other communities in southeast Alaska, Juneau still relies on seaborn shipping in the 21st century.

Electric utility response to certain amendments of the Clean Air Act has resulted in a production of several types of alkaline coal combustion byproducts. Alkaline combustion byproducts are gaining increasing usage for acid mine drainage mitigation as research leads to a better understanding of their beneficial applications. Since January of 1997, Mettiki Coal Corporation has been injecting alkaline flue gas desulfurization material from Virginia Power's Mt. Storm Unit #3 wet limestone scrubber into abandoned portions of the active Mettiki mine. This paper provides an overview of the key design, transportation, regulatory, and environmental issues faced in the project.

Unmanned aerial vehicles (UAVs) are being explored by researchers to measure concentrations of gas emissions in situations where such measurements are otherwise extremely difficult to obtain, such as NO and NO2 (NOx) emissions from surface mine blasting. Recently, countries have imposed or are planning to impose surface blasting gas pollution regulations, which creates a need for an improved understanding of UAV-based gas measuring systems. The experiments detailed in this paper were performed to determine if airflow generated by the rotors, also known as downwash, unnaturally alters concentration measurements. Downwash turbulence could create locations of varying pressure, which could affect concentration. A UAV fitted with gas sensors was attached to a stand in a controlled environment containing a mixture of NOx. The gas sensor measuring points were placed at various distances on and from the UAV body to evaluate downwash effects on gas concentration. Results show that the presence of downwash turbulence causes no statistically significant changes to concentration measurements at any distance or direction from the UAV. Based on these results, it is possible to use a UAV-mounted gas monitor to measure concentrations without concern for downwash interference, provided the UAV and measuring point are entirely contained within the gas cloud.

With the increasing need to mine lower grade ores, high energy-related costs in comminution are of major concern. Very fine grinding is needed to liberate the very fine mineral particles in these ores. Not only is this expensive but it leads to greater losses in 'slimes'. In the early 1970's, 50% of the tin mined in Bolivia, 30% of the phosphate mined in Florida and 20% of the world's tungsten were lost in this way (Somasundaran, 1979). Gravity concentration techniques become unacceptably inefficient for particle treatment below 25-50µm, and even flotation fails in the ultra-fine range. Two approaches can be adopted to try to overcome this problem. The first involves increasing the efficiency of existing equipment or developing new slimes treatment processes. Gravity devices such as the Bartles-Mozley concentrator have been developed for this purpose and good recovery has been reported from 100µm down to 5µm. Such machines, however, have relatively low throughputs, so that large areas of plant space are generally required. Flotation is rapidly growing in importance for the treatment of ultra-fine minerals traditionally treated by gravity concentration.
