This paper considers the potential water quality impacts of future energy scenarios which project an approximate doubling of coal utilization from 1975 to 1985. The major impacts estimated for coal extraction are related to effluents from unregulated activities (reclaimed areas prior to stable vegetation) and pollutants (e.g., metals and ammonia). Where applicable, the EPA effluent guidelines to be in effect by 1983 reduce the impact of individual sources to low levels. For example, total suspended solids and acidic discharges are to be regulated to levels generally below recommended water quality standards for receiving streams. However, implementation of these guidelines, particularly for coal extraction, has not been demonstrated on a wide scale. Water quality is not expected to be a major constraining factor for increasing capacity of coal fired utility and industrial boilers. Water quality control has not been demonstrated on a commercial scale for coal conversion to synfuels, but adequate control technologies appear to be feasible.

Jetti Resources has developed a catalyst which overcomes the passivation of primary sulfides, enhancing the heap leach recovery of copper from chalcopyrite. It is important to emphasize that heap leaching of copper sulfides, whether with or without the Jetti catalyst, is a biooxidative process. We have demonstrated the efficacy of Jetti’s technology in bioreactors, with a chalcopyrite-dominant porphyry ore. In the presence of Jetti’s technology, optimal bioleaching conditions significantly increase copper extraction by 2.6 times that of the baseline.

I have spent my entire life in the mining industry pursuing what I believed was an honorable profession that provided products that were critical for our social and economic well being. Now I am told that all of my efforts been for nothing and that I have been doing something morally wrong - mining. This view of the future is not one that the mining industry has to allow to unfold. A determining factor in how things will turn out is continued improvement of the industry's environmental performance. To some extent, the current state of affairs in the United States is a result of the common perception that greedy corporations (usually foreign) are somehow ripping off US citizens of their native birthright or natural treasures in the name of corporate profits. Implicit in this view is the belief that corporations will take shortcuts or violate the environment in the name of profits. I have 26 years of experience in working in the copper, uranium and gold industries. Profits during those years were meager and difficult to find (Fig. 1). In fact, when I began working fresh out of college, I chose copper, which was then selling at around $1/lb. By the time I left copper mining, it was selling for 45 cents/lb. I then moved to uranium, which was selling for $52/lb. By the time I left it was $16/lb. I finally picked gold, which was then at ($650/oz). There is a whole generation of engineers, geologists and professionals who have spent two decades downsizing, closing mines, improving costs and getting smarter about how the mining industry does what it does. The environment, health and safety are areas where there have been great improvement. There are five characteristics of corporate governance that are critical for a company to develop and an industry to embrace if environmental, health and safety excellence is to reach new heights in the labor pool.

The Surface Mining Control & Reclamation Act is a complex piece of legislation signed into law on August 3, 1977. It is the culmination of more than six years of debate by the Congress over the need for a national regulation of surface mining as opposed to the prior concept of regulation by each concerned state. It departs from the more normal type of law in that it includes very specific requirements, limitations and performance standards. In its procedural aspects, it is somewhat similar to the Clean Air Act and the Water Pollution Control Act in that it places primary responsibility at the state level, provided the state meets minimum national requirements. At the time of writing this paper, in late December 1978, the Interim Regulatory Program has been in effect for seven months. The proposed regulations for the Permanent Program, the draft Environmental Impact Statement, and the draft Regulatory (Economic) Analysis ware available for eight weeks before the close of the comment period on November 27. We are now awaiting issuance of the final versions of these documents. The states in which coal is mined, for the most part, have made sere revision to their state laws and are in the process of revising their regulations, or have just completed the revision, to comply with the Initial Regulatory Procedures. They are now faced with another new major effort to analyze and plan for compliance with the Permanent Regulatory Program, which is expected to be promulgated by the Office of Surface Mining of the Department of Interior by the time this paper is presented.

"The successful commercialization of a pressure oxidation (POX) process for recovering metal values, including gold, copper, zinc, nickel and molybdenum, is the result of a carefully planned development program. The initial task involves developing one or more conceptual flowsheets, including the POX autoclave and downstream purification and recovery steps. A laboratory program is completed to determine the technical viability of the flowsheets, define the operating parameters for each step and provide information for an initial economic assessment of the process. The process is then confirmed during a continuous pilot plant program, providing engineering design data and other information for the commercial design. A well-thought-out development program has been shown to be critical for reducing the risk of commercializing POX processes. Experiences developing POX processes for refractory gold ores and copper concentrates are briefly discussed. IntroductionPressure oxidation (POX) has become a common commercial operation for processing sulfide-bearing feedstocks. These feedstocks include gold ores and concentrates; copper concentrates; nickel concentrates and mattes; zinc concentrates; and molybdenum concentrates. Drivers for the development and commercialization of POX processes include:• The high cost for pyrometallurgical processing of sulfide ores, much of which is attributed to environmental controls.• The motivation to implement safe and more environmentally attractive alternatives for sulfide ores.• The need to process increasingly difficult ores with complex mineralogy.• Improvements made over the last 25 years in POX equipment design and experience operating commercial POX plants.Although the capital and operating costs for commercial POX processing can be high, this technology is capable of rapid oxidation of most sulfides and arsenic minerals in the feed, with little noxious gases and environmentally stable iron arsenate and other iron compounds in the POX residue (Marsden and House, 2006).In POX operations, sulfides are oxidized to either sulfates or elemental sulfur in an autoclave at elevated temperature and pressure with oxygen gas. The design/build of two adjacent vertical mine shafts in difficult ground conditions at a mining complex in the midwestern United States required innovative construction techniques. Construction of the 267-m-deep Service Shaft required full depth dewatering wells and ground freezing. Blind drilling was utilized to excavate the 257-m-deep Production Shaft and it was finished with a steel/concrete composite liner that was floated into place. An equally unique component of the installation included supplying a high capacity vertical conveyor system, featuring a 273-m-lift. Other components of the project include the mine level development, as well as the design and installation of three hoisting systems, including a 45-ton capacity men/materials hoisting system.

Central America is graduating this year into large scale mining with the start up of Inco's multi-million dollar nickel laterite processing plant in Guatemala. In the other extreme of the Isthmus in Panama Texas Gulf Sulphur is doing check diamond drilling and foundation test drilling at the Cerro Colorado copper porphyry. The higher price of gold and silver has spurred development and exploration of several small precious metal mines. The purpose of this presentation is to make a brief resumé of the most important mines operating in the area and a list of significant exploration projects. Also, tables will be shown to compare mining codes and taxes. Unfortunately these tables lack information on Panama. Before starting I like to express my appreciation to Kennecott Copper who permitted the use of some of the data compiled by the author on their behalf during the year 1975. Other persons which did not want to be named also have my gratitude.

During the past several years, Raymond Kaiser Engineers has prepared numerous studies concerning the technical and economic feasibility of coal exporting facilities in the western United States. Perhaps the most striking conclusion to be drawn from these efforts is that many people underestimate the complexity of the highly competitive, dynamic coal marketing system which includes coal loading terminals as an essential but relatively low-cost link in the energy production and delivery chain. The title of this paper, "The Status of Western United States Coal Ports - An Economic Assessment," should not delude anyone into thinking that the future of western U.S. coal- exporting ports has now congealed into a well- defined economic plan. As this paper will demonstrate, the situation is complex and more dynamic than ever and promises to remain so into the late 1980's.

In an effort to promote sustainability in the construction industry, the natural decorative stones that cover large external areas of buildings may be replaced with artificial stones. In this paper the physical and mechanical properties of artificial decorative stones are presented and are critically compared with corresponding natural stones. To test suitability for various applications, artificial stone specimens were subjected to weathering testing (freezing-thaw cycles in a climatic chamber). Mechanical characterization of these specimens was based on uniaxial compressive testing as well as non-destructive ultrasonic testing. Preliminary results show that artificial stones can replace natural stones, thus creating a sustainable development option for the construction industry.

This summary of international mineral exploration activities for 2012 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for 2012: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2012 as compiled by the USGS and 3) regional events including economic, social and political conditions that affected exploration activities, which were derived from published sources and unpublished discussions with USGS and industry specialists.

"Testing was conducted to evaluate the effects of hydroacoustic cavitation (HAC) treatment on two bituminous coal slurries and the subsequent separation of each slurry in a classifying hydrocyclone. HAC treatment was performed using a pilot-scale circuit fabricated by Furness-Newburge Inc. The circuit was designed to induce cavitation by means of flow through an ultrasonic resonator chamber or enhanced cavitation by initial flow through a cavitation chamber followed by flow through the ultrasonic chamber. The test materials were nominal -1,500-micron and -150-micron Illinois-basin bituminous coal slurries, which were obtained from an operating coal preparation facility. After 5 sec of HAC treatment, the median size of the -1,500-micron material was reduced, with ash values for certain size fractions decreasing more than 5 percent compared with untreated samples. Extending treatment time led to greater degradation of the +1,180-micron material and an increase in the -25-micron material, with ash reductions occurring for material in the -850+150-micron size range. Size degradation was less for the -150-micron material. Subsequent separation of the treated slurries was carried out in a hydrocyclone with diameter of 102 mm. HAC treatment led to a decrease in the ash value and an increase in the heating value of the underflow stream compared with the feed material. For example, the ash value was reduced by about 16 percent for the -1,500-micron material and 25 percent for the -150-micron material with heating value increases of 7 and 33 percent, respectively, after HAC treatment. Overall, HAC treatment appeared to have a slight effect on the size selectivity curves.IntroductionUltrasound in the range of 20 to 1,000 kHz, referred to as power ultrasound, consists of high energy waves that can create zones of compression and expansion when used to irradiate liquids (Frederick, 1965; Leighton, 1994; Mason and Lorimer, 1988). This action generates varying pressure regions leading to cavitation or the formation, growth and near-immediate collapse of microscopic voids or bubbles (Frederick 1965; Leighton 1994; Mason and Lorimer 1988). Collapse occurs when the bubble reaches critical size and cannot absorb additional sound field energy, and the critical size is governed by the ultrasound frequency (Shchukin et al., 2011)."

In 1986, Gold Fields began negotiations with a large Nevada electrical power utility to supply power for its Chimney Creek Mine In northern Nevada. After the long negotiations reached an impass over various costs associated with the power line, a decision was made by Gold Fields to generate its own power. Self-generation is not uncommon overseas, but it is rare for any but very large or very small operations in the United States. Surprisingly, under certain conditions a mine can generate its own power profitably and Gold Fields has found that the associated operating and maintenance problems are minimal. The following report details what factors went into this decision and how it works. Hopefully, it can serve as a guideline for those who may find themselves in a similar position.

More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. Having made my point, I could stop my remarks right now; but

The Great Salt Lake occupies about 1000 square miles whereas its predecessor, Lake Bonneville occupied 20,000 square miles and its shoreline reached 1000 feet above the present lake level. The sediments of Lake Bonneville range from peripheral gravel and sand deposits to central basin calcareous clays and silts, gypsum sands, and saline precipitates. The drilling and engineering tests conducted by the Utah State Department of Highways for many highway structure sites and the construction of Federal Interstate freeway provided engineering and hydrologic properties of Lake Bonneville sediments. Ground water and surface brine exploitation have contributed hydrologic and chemical data; the geologic and mineralogical data are scientific research contributions.

Alluvial deposits of major rivers often provide relatively uniform tunneling conditions. However, these conditions pose specific challenges due to the tunneling behavior of the granular soils as flowing ground, if unsupported. This paper describes the design considerations and construction experiences gained during the Tunnel Boring Machine (TBM) drives for the Annacis Island WWTP New Outfall System in the Vancouver, B.C. metropolitan area. Meeting the design criteria for connecting two (2) deep on-land shafts with an in-river riser manifold required advancing a 5-meter-diameter slurry TBM through the Fraser Rivers sands and at a tunnel invert elevation with a baseline hydrostatic head of 3.4 bar.

Copper concentrates have wide application in global smelting operations, comprising primarily of chalcopyrite (CuFeS2) as the principal mineral, accompanied by chalcocite (Cu2S) and bornite (Cu5FeS4) as secondary copper-bearing minerals. However, these concentrates frequently harbor detrimental impurities, notably fluorine ions, which can cause various complications during the smelting process. Moreover, an elevated fluorine content in copper concentrates may entail financial penalties and sales constraints. This review conducts a comprehensive analysis of existing methods for the removal of fluorine, presenting a nuanced assessment of their merits and demerits. It also provides valuable insights into the current landscape of fluorine elimination from copper concentrates and pinpoints pivotal areas warranting future investigation. This review endeavors to serve as a pragmatic resource for researchers and industry professionals operating within this domain.

This paper addresses strategic investment decisions when they are nested in a project development format where each project is implemented in phases and each phase is approved to move on to the next phase only if certain technical and economic requirements are met. This configuration is sometimes referred to as a ?Project Portfolio?. Mining companies maintain project portfolios in their exploration investment plan. This study proposes a procedure to best manage an exploration project portfolio including technical and economic uncertainties. The procedure may support decision makers in a simple and intuitive way, while maintaining the rigor and precision required by the rather large amount of financial resources typically called for by mining projects. The procedure was tested in a real case study of a gold mining company and its exploration projects portfolio. The procedure uses the following approaches: i) investment valuation methods under technical and market uncertainties based on Option Pricing Model, Real Option Theory and Option Space; ii) portfolio management and Stage Gate®1 method; iii) Monte Carlo simulation.

The goal of the project reported in this paper was to make recommendations for changes in roof bolting procedures and bolter design that would reduce roof bolter accident rates. To that end the project identified the major hazards associated with each task a roof bolter operator per-forms, normalized task accident frequencies. by the time spent on each task, reviewed equipment design features and operating procedures related to the identified hazards and developed recommendations for equipment and procedural changes that would reduce, if not eliminate, the hazards. "Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them…” (Agricola, 1556). In 2016, it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate.“Most commonly, the social license to operate (SLO) is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat, 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders (Bice, 2014).”A generation ago we learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three-legged stool is a very stable structure (Fig. 1).In 2016, it seems that we have added some other legs to the stool (Fig 2). The Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC Code) addresses “social, and governmental factors…” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves.”The Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Guidelines refer to “environmental, legal and social data…(CIM 2003).”Compared to these, the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the competent person.When there are more than three legs on the stool, it is imperative that all legs be constructed exactly to the design. Any one or more legs that are out of alignment will cause the stool to wobble.Engineers are trained to create designs to meet specifications. Loads can be estimated, forces calculated and cost studies completed that will lead to, not only a stable design, but the most efficient design that meets the specifications."
