The authors previously developed a methodology that combines injury and citation measures into an overall mine safety performance evaluation tool, called the safe performance index (SPI). It can be easily adopted by mine operators to monitor trends in their injury and citation experiences as a risk assessment method. In this paper, six normalized safety measures and the SPI are used to evaluate the health and safety risk that existed at mines in the two years preceding the occurrence of a fatality. The percentage of mines is given for which the risk was high or where trends of some of the safety measures indicated moderate risk. In 50% of the mines, this mine safety performance tracking method could have been helpful to the companies, state agency or the U.S. Mine Safety and Health Administration (MSHA) in recognizing and addressing emerging problems with actions that may have been able to predict high-risk conditions, the fatality and/or other serious injuries. The approach would have given extra scrutiny to the risk for mines that encompassed 74% of the fatalities during 2007-2010.

G.A. Carmody and L.B. Anderson We wish to comment on the paper by G.W. Heunisch (MINING ENGINEERING, January 1987), which raised several important points regarding treatment of acidic waste waters. This paper confirms, in part, tests carried out by Allyn Corp. Allyn is the manufacturer of the proprietary product Alka-Ment, one of the materials that Heunisch tested. The first point is the extreme sensitivity of the sedimentation rate on the nature of the treatment material used. This apparently results from differences in nucleation of the metal hydroxides, and is consistently higher for Alka-Ment. This decreased sludge volume is also observed when Alka-Ment is combined with flocculants, such as organic polymers (see Table 1). Our second point is to emphasize that Heunisch's work shows how dependent the sludge volume is on pH. It is common practice to overtreat AMD by raising pH to 9 or 10. This practice, in addition to being wasteful of material, actually decreases the density of the resulting sludge, probably by creating charged particles that do not readily coalesce. When treating with Alka-Ment, we recommend that the treatment be monitored by testing both pH and dissolved iron. For both tests, it is important to allow adequate time to elapse between treatment and measurement, so that dissolution of alkali, aerobic oxidation of iron, and precipitation of the metal hydroxides are nearly complete. Our tests have indicated that from 30 minutes to one hour is commonly required. Only in this way can a minimum pH be attained, with adequate treatment, denser sludge, and lower treatment rates achieved. Thirdly, Heunisch correctly recognizes that ASTM titration of Alka-Ment does not reflect the true treatment value available in a unit of Alka-Ment. Our work at Allyn indicates this is a most important consideration when evaluating various materials for the treatment of acidic waste waters. While we were unaware of Mr. Heunisch's work, we welcome comparisons between Alka-Ment and any competitive products readily available for field use. Allyn has hundreds of hours of laboratory and field data we are ready to share with interested parties treating acidic waste water.

What is required for the mining industry to grow and prosper in a politically challenging world? The answer to this can be summarized as “the industry’s three priorities.” The first priority is gaining access to the world’s mineralized jurisdictions. The second is establishing a measure of security and predictability in government treatment of mining. Confidence in the stability of the fiscal and legal framework within which mining operates is necessary to encourage the investment of large amounts of capital in mine development. The third priority is sustaining the industry’s welcome during the long term in those jurisdictions worthy of investment.

"Higher production demands across all bulk handling segments require increased efficiency at the lowest cost of operation, in the safest and most effective manner possible. As conveyor systems become wider, faster and longer, more energy output and more controlled throughput will be needed. Add an increasingly stringent regulatory environment and cost-conscious plant managers must closely review which new equipment and design options align with their long-term goals for the best return on investment (ROI).There are primarily two separate market segments using conveyor belts. One is in process industries such as food, chemicals, paper and powders. Handled in relatively low volumes, the bulk materials that enter these processes are generally of a consistent size and quality. The other market includes mining, coal handling and cement, where the bulk material’s quality and size vary, and the volumes are typically much greater. While both segments face similar issues with safety and environmental control, the properties of the materials handled and the volumes transferred suggest different approaches, with one thing in common: increased belt speeds requiring modern equipment upgrades.Safety at higher belt speedsWith companies recognizing that safety does indeed pay, safety is likely to become a new source of cost reduction. The percentage of mines and processing facilities with a robust safety culture are likely to increase over the next 30 years to the point where it is the norm, not the exception. In most cases, with only a marginal adjustment to the belt speed, operators quickly discover unanticipated problems in existing equipment and workplace safety. These problems are commonly indicated by the larger volume of spillage, increased dust emissions, belt misalignment and more frequent equipment wear or failures."

The processes of magnetic separation and cyclone classification are common in the mineral processing industry, and frequently the two are found in consecutive stages in the beneficiation of a magnetic mineral ore. The application of a magnetic field across the cyclone, to combine the two stages in treating a magnetic mineral pulp, has been investigated with a view to possible practical applications in the mineral industry The results of this research reveal that magnetic particles can be manipulated within the cyclone body by the application of a magnetic field, and that magnetic grades may be significantly upgraded with recoveries in excess of 90%.

"The control of fugitive dust in high-latitude openpit mines is challenging due to unique atmospheric phenomena resulting in complicated flow regimes as well as atmospheric inversion due to the lack of adequate insolation during prolonged winter seasons. In this study, two idealized (one conical and one trapezoidal) three-dimensional openpit mine geometries were simulated for different seasonal conditions using a computational-fluid-dynamics package from Software Cradle. The airflow was solved by Reynolds-averaged Navier-Stokes equations using the standard kappa-epsilon turbulence model. The concept of particle tracking was used to predict the flow patterns of dust particles. For various climatic conditions and two different pit geometries, fugitive dust particles varying in size, from PM0.1 to PM10, and concentration were generated at various locations and dispersed by the airflows inside the openpit mine. The amount and location of dust particles inside the pit were reported at various time intervals. In the summer season, airborne dust particles were quickly transported outside the openpit domain. In the winter season, however, the development of atmospheric inversion significantly affected the amount of dust retention inside the openpit domain. IntroductionThe computational-fluid-dynamics (CFD) modeling of openpit mines is challenging. In a recent paper (2015), we presented different constraints and challenges in developing a three-dimensional CFD model. In order to obtain realistic results from a simulation, however, appropriate values of various inputs are required. The simulation results of a three-dimensional nonhydrostatic model by Shi et al. (2000) showed that both the mechanical and thermal forces are important mechanisms, controlling the development of the atmosphere inside an openpit mine. Alvarez et al. (2007) used a CFD model for predicting dust dispersions in a medium-sized limestone quarry, and presented several iso-surfaces of varying dust concentrations using ANSYS CFX. A similar study by Torno et al. (2010) introduced a more sophisticated parameterization of the dust sources. Flores et al. (2014) used an OpenFOAM CFD simulation package to simulate and predict pollutant dispersion in an idealized and an actual openpit mine in Chile with an intense insolation condition. The model was simulated for three different conditions: (1) air-advection (10 m/s, or 33 ft/ sec)-driven mechanical turbulence, (2) surface-heat-flux (240 W/m2, or 76 Btu/ ft2-h)-driven thermal buoyancy and (3) both air-advection- and surfaceheat- flux-driven conditions. The results of the simulations showed that the buoyant currents contribute to the removal of a large percentage of the dust particles. The buoyant currents modify the purely mechanical-turbulence- induced flow pattern and reduce the particle residence time, commonly observed in a purely mechanical turbulent flow (nonbuoyant case)."

Post-super-cycle mining executives must exploit every aspect of the value chain to deliver continued value to stakeholders. Integrating enterprise-wide information technology with value-chain-wide operational technology, known as IT-OT integration, is essential to extracting optimal results from the value chain. Mining companies trail other industries with respect to IT-OT integration across the value chain. Manual data consolidation and value chain optimization using spreadsheets and human intelligence are widespread practices within the industry. Increasing automation with smart devices and controllers means the volume and velocity of data will soon increase beyond human abilities. Enterprise Architecture provides a method for aligning information technology with the business operating model to successfully implement IT-OT integration. A Value Realization Framework (VRF) provides a means for predictable traceable value realization from IT investments and assets. With these principles, frameworks, models, methods, and techniques, mining organizations can accomplish IT-OT integration that provides their executives with a strategic value-chain-aligned platform for sustained value realization over the long term.

Creating projects to reach a goal is not new to American industry. In fact, all major construction projects, from skyscrapers to bridges, are completed using similar project management techniques. However, modern project management is relatively new. It was not formalized until 1962, when NASA and the US Department of Defense recognized the need to develop uniform project management procedures throughout the aerospace industry (Moder, Phillips and Davis, 1983). This management method was not introduced to the mining industry until the early 1970s (Britton, 1983). Project management typically follows an organized, four-stage process —definition, planning, implementation and control.

"INTRODUCTION In 1990, the uranium production of SDAG Wismut in East Germany was stopped. 45 years of inconsiderate destructive exploitation had scarred both landscape and nature. With the “Wismut law” which came into force in December 1991, the Federal Republic took responsibility of the remediation of the legacies from former uranium ore mining and milling in Saxony and Thuringia. A unique opportunity turned out in order to remove environmental damage, to enhance the life quality of the local population, to shape new landscapes and to advance the economic restart. (1) The results of nearly 25 years of remediation activity are evidence that this opportunity was used at all former SDAG (Sowjetisch-Deutsche Aktien-gesellschaft) Wismut sites. The reference project “Wismut“ has evolved into a joint project of all parties involved and radiates beyond the affected regions. This is particularly reflected by the Know-how transfer starting from Wismut and the increasing activities for third parties abroad.WATER MANAGEMENT AT WISMUT REHABILITATION Within the Wismut project, water management and conventional technical water treatment are by far the most cost-intensive long-term tasks of the remediation programme. Over the medium term, there is no viable alternative to the operation of active systems to catch and treat contaminated mine waters at the Ronneburg, Schlema, Königstein, Pöhla, Seelingstädt and Helmsdorf sites. Based on the status quo, this paper outlines the key issues of the Wismut GmbH water management strategy over the medium and long term. It is focused primarily on achieving protection goals for potentially impacted water bodies in the surroundings of Wismut sites and on optimising associated remediation expenditures as well as on creating the prerequisites for achieving low post-remedial care and maintenance or walk-away system status over the long term. (2) The applied mining practices during the active SDAG Wismut period have not been up to the high standards of modern mining operations and their requirement to leave former production premises and deposited residues in a condition that was not only physically but also chemically stable. Rather the emission of mine and seepage waters laden with high acidity, metal and salt content is a frequent corollary and difficult legacy of historic mining and processing operations (4, 5). As a consequence, the control or mitigation, respectively, of environmental impacts associated with contaminated mine waters ties up enormous public resources worldwide (6, 7)."

U.A. Mine Safety and Health Administration (MSHA) coal dust compliance data sometimes shows high silica levels at roof bolters. However, it is unclear whether this silica normally originates from the bolter itself or from other dust sources upwind of the bolter research studies to answer this question at individual mines have been conducted. However, operational practices vary from mine to mine thus, the information gleaned from any one study cannot be accurately extrapolated to describe silica dust sources in most mines. In this paper, three decades of bolter dust research are reviewed the results showed that, while inadequate maintenance on the bolter dust collection system can result in excessive dust, more likely reasons for high silica levels are inadequate ventilation of the mine entries being bolted and dust traveling downwind from the continuous miner to the bolter. The mineral price assigned in mining project design is critical to determining the economic feasibility of a project. Nevertheless, although it is not difficult to find literature about market metal prices, it is much more complicated to achieve a specific methodology for calculating the value or which justifications are appropriate to include. This study presents an analysis of various methods for selecting metal prices and investigates the mechanisms and motives underlying price selections. The results describe various attitudes adopted by the designers of mining investment projects, and how the price can be determined not just by means of forecasting but also by consideration of other relevant parameters.

The discovery of a major porphyry-type copper deposit on the Papago Indian Reservation in Pinal County, Arizona was announced by El Paso Natural Gas Company in 1968. Introduction The US Bureau of Mines has designed and evaluated total mill ventilation systems (TMVS) at two mineral-processing operations. Both systems have proven proficient at cost-effectively reducing respirable dust levels throughout the mills. An 11.8-m3/sec (25,000-cfm) system installed at a clay-processing mill provided about 10 air changes per hour (acph). This system reduced respirable dust concentrations by about 40% throughout the mill building. The second evaluation was performed at a silica sand operation. Tests were performed with 23.6 and 47.2 m3/sec (50,000 and 100,000 cfm) of ventilation to the mill building, corresponding to 17 and 34 acph. Average millwide respirable dust reductions were 36% and 64%, respectively. This work was done to determine general guidelines and design criteria for operations that may be interested in implementing TMVS. TMVS should be designed to draw clean make-up air in near the base of the mill. This air provides general purging and may clear some dust-laden areas throughout the mill structure. It is discharged at or near the top of the structure. Without the TMVS, dust can exit the building through open doors, windows, etc. and contaminate outside plant workers. This dust can also be recirculated back into the mill building causing additional contamination problems. TMVS is not a stand-alone system. It is a supplemental technique to assist other localized dust control systems (Mody et al., 1987). Testing Total mill ventilation systems were evaluated at two processing operations. For both tests, the primary goal was to determine the reduction in respirable dust throughout the structure. Test site No. 1. The first evaluation was performed at a clay-crushing and screening mill in New York. The mill&apos;s base dimensions were 39.6 x 9.8 m (130 x 32 ft), giving a volumetric capacity of 4250 m3 (150,000 cu ft). The TMVS was designed to provide 12 m3/sec (25,430 cfm) of ventilation air to the mill, representing about 10 acph. This was accomplished by three 4 m3/sec (8475 cfm) roof-powered exhaustors that were evenly spaced across the roof. Three wall louvers provided inlets for make-up air at the mill&apos;s base. Two evaluations were performed at this mill. The first occurred for two days in December when outside air temperatures ranged from -12.2° to 4.4° C (10° to 40° F). Temperatures with the wind chill factor dropped as low as -34° to -40° C (-29 to -40° F) during the early morning. The second evaluation was in April when outside air temperatures ranged between 10° to 26.7° C (50° to 80° F). These two evaluations verified the effectiveness of TMVS in lowering respirable-dust concentrations throughout the mill. Gravimetric-sampler respirable-dust concentrations in December ranged from 0.22 to 2.39 mg/m3 under normal conditions, compared to 0.13 to 1.55 mg/m3 with TMVS. In April, respirable dust concentrations ranged from 0.29 to 4.84 mg/m3 under normal conditions compared to 0.21 to 2.37 mg/m3 with the system on. TMVS also increased visibility throughout the mill building. Dust reductions for gravimetric and RAM-I instruments are listed in Table 1. Each value was determined by comparing the average concentration for the entire day of testing for normal and TMVS values. The mean/standard deviation values for gravimetric and RAM-1 results were 42.5/17.6 and 37.1/16.8, respectively.

To provide critical scientific data and engineering guidelines to federal and state regulatory agencies as well as the coal and gas industries, the National Institute for Occupational Safety and Health (NIOSH) initiated a Gas Well Stability Research Program in 2016. This paper summarizes the critical scientific data acquisition, interpretation, and modeling by NIOSH regarding the stability of unconventional shale gas wells influenced by longwall mining. Currently, NIOSH is the only organization in the U.S. conducting such fundamental and impactoriented research, which receives input and collaborations from MSHA, PADEP, WVDMS, OHDNR, the coal industry, and the gas industry. Results from the NIOSH field instrumentation programs—which include surface, subsurface, and underground instrumentation—and the parallel three-dimensional numerical modeling programs indicate that, under shallow and medium covers, the measured horizontal displacements within the abutment pillar are one order of magnitude higher than those measured under deep cover. Casing couplers are found to play an important role in longwall-induced casing deformations. Cementing alternatives are found to have significant impact on longwall-induced casing stresses and deformations. Measured 60-arm caliper logging results are in good agreement with three-dimensional computer simulation results. Engineering guidelines on longwall-induced deformations, casing and cementing alternatives, gas well setback distances, as well as risk assessment strategy are proposed.

In hundreds of surface mines around the globe, Caterpillar’s flagship 793 haul trucks can be found moving material for copper, coal, gold, iron ore and other mines. Likewise, its iconic yellow bulldozers are at mine sites the world over — the company recently announced the sale of its 40,000th large dozer. And since its acquisition of Bucyrus in 2011, Caterpillar has positioned itself to become a worldwide leader in the underground mining sector as well.But don’t think that the company is resting on its reputation. As evidence of its commitment to the global mining sector, as well as its confidence in the future of mining, Caterpillar invited mining trade press, including Mining Engineering, to its Tinaja Hills Training Center near Tucson, AZ in November to introduce the latest editions to its mining portfolio. The two-day event focused mostly on the newest electric drive haul trucks, the Cat 796 AC, which will operate in the 326-t (360-st) class, and the 798 AC in the 360 t (400 st) weight class.Caterpillar representatives also spoke about new offerings in the underground space as well as the newest version of the D11 large dozer.“It has been 10 years since we launched the F Series,” Jean Savage, Caterpillar’s vice president, surface mining and technology said. “Since then, we have been on a journey to serve our mining customers and we wanted to have trucks in every application. Today, we are launching two new trucks that will allow us to fill out our portfolio.”While Caterpillar previously offered the broadest range of off-highway haul trucks to the mining industry, it was noticeably absent from the 326-t (360- st) and 360-t (400-st) weight classes."

Mineral exploration has evolved into a sophisticated science which uses powerful scientific tools to make mineral discoveries. In addition to their usefulness in performing mineral exploration, these scientific tools can assist the exploration geologist in assessing environmental conditions at exploration sites. During exploration, environmental data acquisition should focus on data collection efforts which can be easily integrated into exploration activities, and should provide information needed for pre-feasibility and preliminary engineering design studies. Environmental studies performed during exploration should also include an environmental liabilities audit and a fatal flaw analysis to assess whether there are any unresolvable environmental or regulatory issues affecting the project. Performing extensive environmental baseline studies during exploration and project evaluation is neither necessary nor recommended. This paper describes opportunities to integrate environmental data collection with mineral exploration activities. This paper also examines how political and communication issues can affect the outcome of permitting efforts, and recommends a strategy to improve the industry&apos;s ability to respond to political challenges and to communicate with the public. This strategy integrates technical and political issues, and implements programs to convince the public of the mining industry&apos;s technological achievements and its commitment to resource stewardship and environmental protection.

Views about the proper aim of public policy are, of course, matters of perspective and debate. Regardless of perspective, one would assume some consensus around the view that public policy ought to encourage mine operators to seek independent and critical assessments of worker safety and health at their operations through voluntary auditing. However, a review of the law on this topic shows that there is little to no manifestation of such a policy. Indeed, the balance of this paper, with a couple of exceptions, is devoted to the existing legal pitfalls that should be considered before a safety and health audit is conducted at a mine. While attorneys, particularly litigators like the author, might tend to focus on the potential problems that could arise from any given situation, the fact that most of this paper is devoted to potential legal concerns associated with auditing is a realistic reflection of the current state of the law. Specifically, this paper addresses the interplay between voluntary safety and health audits conducted at mines regulated by the Mine Safety and Health Administration (MSHA), and the administrative and civil legal issues related to such audits. The paper first provides an explanation of how and by whom an audit is conducted. The paper also addresses whether voluntary safety and health audits may be considered privileged and kept confidential in administrative and civil proceedings. Finally, selected legal issues related to such audits that could arise in administrative and civil litigation are discussed.1

"Foreword by Emily SarverAssistant professor, Mining and Minerals Engineering, Virginia Tech, Blacksburg, VAThe Mineral Processing Division hosted its fifth Student Poster Contest during the 2014 SME Annual Meeting and Exhibit in Salt Lake City, UT – and, by all accounts, it was a huge success! This year, the contest more than doubled in numbers of individual entries and schools represented. A total of 30 students participated, including 23 graduates and 7 undergraduates, representing 13 US and international institutions: Colorado School of Mines, Michigan Tech, Missouri University of Science and Technology, Montana Tech, New Mexico Tech, South Dakota School of Mines, University of Kentucky, University of Utah, Virginia Tech, West Virginia University, Autonomous University of Chihuahua (Mexico), UNAL Medellin (Colombia), University of British Columbia (Canada). In addition to constructing their posters, students submitted abstracts and gave short oral presentations highlighting their research. Based on tallied scores from all three components of the contest, the judging panel selected 1st, 2nd and 3rd place winners at the undergraduate and graduate levels, which were announced during the MPD Luncheon on February 26.In the undergraduate division, University of Utah’s Lucas Pich was awarded the 1st place prize for his poster “Solid-liquid mixing studies in lab-scale flotation tank using electrical resistance tomography.” His extended abstract is included in this issue of Minerals & Metallurgical Processing. Joshua Chidester, also of Utah, won 2nd place for his poster presenting “Evaluation of detectors for radiotracer RTD measurement by MCNP.” And Lucas Rojas-Mendoza, of UNAL Medellin, took 3rd place for his poster on “Preg-robbing in Colombian gold ores.”In the graduate division, 1st place went to Caelen Anderson, of the Colorado School of Mines, who also placed in this contest in 2012 and 2013! The 2nd and 3rd place prizes were awarded to Jacob McDonald and Joseph Halt, respectively, both of Michigan Tech. Extended abstracts describing the work of these up-and-coming researchers are also included in this issue.The 2014 Contest was chaired by Emily Sarver (Virginia Tech) and Lisa Schlink (Freeport-McMoran Copper and Gold, Inc.).
