The last two decades have witnessed the resurgence in popularity of a century old tool for shaping laws and public policy – the ballot initiative. In recent years, anti-mining special interests have used the initiative process to secure voter approval of measures to ban modern surface mining for gold and silver. In November 1998, voters in Montana approved such a measure1 – the effects of which have been devastating to the mining industry in that state. In November 1999, anti-mining groups sought to place a nearly identical provision on the general election ballot in Colorado. They did not succeed, but the battle over mining’s future continues in the most important forum of all – the court of public opinion. The Colorado measure failed, in large part, because its proponents failed to convey a positive environmental theme. The mining industry also exercised early-on the rights available under state law for administrative and judicial review of the initiative, instead of relying upon the limited relief that would have been available had it waited until after the secretary of state approved the measure for the November election ballot. This article will summarize the ballot initiative process in Colorado and the proceedings that took place over Initiative No. 215.

The White River Shale Oil Corporation (WRSOC), as agent for Phillips Petroleum Company, Sohio Shale Oil Company, and Sun Shale Oil Company, is developing a prototype oil shale facility on Federal Lease Tracts Ua and Ub, located in northeastern Utah and known as the White River Shale Project (WRSP). The Ralph M. Parsons Company (Parsons) has been retained as the design engineer/constructor for the project. This paper covers the successful pregrouting of the Bird's Nest Aquifer in conjunction with the sinking of a 9.2-m (30-ft)-diameter shaft and driving of a 3.89-m by 5.64-m (18.5-ft by 12.75-ft) decline. The Bird's Nest Aquifer derives its name from the ellipsidal solution cavities caused by leaching of random-size nacholite nodules. The sodium bicarbonate nodules occur as persistent bands within a matrix of siltstone and marlstone. The team, made up of the owner, engineer/contractor, and subcontractor successfully grouted the shaft down to an inflow of less than 0.06 lps (1 gmp) and the decline down to less than 0.12 lps (2 gpm) by injecting a total of 213.190 kg (470,000 lb) of Celtite Terraseal, 113,400 kg (250,000 lb) of limestone dust, and 41,730 kg (92,000 lb) of cement into the formation.

"Caterpillar is the largest manufacturer of mining equipment in the world. In hundreds of surface mines around the globe, Caterpillar’s flagship 793 haul trucks can be found moving material for copper, coal, gold, iron ore and other mines. Likewise, its iconic yellow bulldozers are at mine sites the world over — the company recently announced the sale of its 40,000th large dozer. And since its acquisition of Bucyrus in 2011, Caterpillar has positioned itself to become a worldwide leader in the underground mining sector as well.But don’t think that the company is resting on its reputation. As evidence of its commitment to the global mining sector, as well as its confidence in the future of mining, Caterpillar invited mining trade press, including Mining Engineering, to its Tinaja Hills Training Center near Tucson, AZ in November to introduce the latest editions to its mining portfolio. The two-day event focused mostly on the newest electric drive haul trucks, the Cat 796 AC, which will operate in the 326-t (360-st) class, and the 798 AC in the 360 t (400 st) weight class.Caterpillar representatives also spoke about new offerings in the underground space as well as the newest version of the D11 large dozer.“It has been 10 years since we launched the F Series,” Jean Savage, Caterpillar’s vice president, surface mining and technology said. “Since then, we have been on a journey to serve our mining customers and we wanted to have trucks in every application. Today, we are launching two new trucks that will allow us to fill out our portfolio.”While Caterpillar previously offered the broadest range of off-highway haul trucks to the mining industry, it was noticeably absent from the 326-t (360- st) and 360-t (400-st) weight classes."

The free-milling ore characteristics of the Fort Knox gold deposit are ideal for studying gold and silver behaviors in various processing circuits without serious interference of sulfide minerals and other refractory factors. A galvanic effect leads to faster silver dissolution than gold dissolution and, as a result, the Au/Ag solution concentration ratio increases through the leach circuit. In the CIP circuit, Au adsorption is more effective than Ag adsorption. The Au/Ag solution concentration ratio decreases from 10.0 to 1.0 as the slurry advances from CIP tank #1 to CIP tank #5, while Au/Ag ratio in the carbon increases from 3.2 to 15.3, as the carbon advances from CIP tank #5 to CIP tank #1. Silver is stripped more effectively than gold from the loaded carbon. The Au/Ag ratio in solution reaches 2.0 in the first 75,700 L of strip solution that pass through the loaded carbon; as the stripping process continues, the Au/Ag ratio in the strip solution increases. In the electrowinning circuit, the Au/Ag ratio in the spent electrowinning solution is significantly lower than that in the electrowinning feed, indicating that Au is more rapidly deposited onto the cathode than Ag.

Synthetic fuels will be the first major development effort to feel the effects of a new set of opposition forces. These confrontations will not be of the same variety as those which occured in the 1970s. Instead the synfuels industry, particularly in the West, will find itself confronting a new coalition of local political, community, and state spokesmen. They will oppose synfuels because the projects will represent a threat to existing lifestyles, political structures, taxes, social life, water rights, economics, and other politically sensitive considerations. In short, they mean change -- usually dynamic, full of unknowns and always threatening. The battles themselves may be fought technically over environmental issues, law and regulations; often these will be the instruments of the opposition. The real underlying problems will likely lie much deeper. In many cases environmental groups will be enlisted as the standard bearers; however, this approach may simply reflect the fact that environmental objections are convenient or at times the only tools at hand.

"Foreword by Emily SarverAssistant professor, Mining and Minerals Engineering, Virginia Tech, Blacksburg, VAThe Mineral Processing Division hosted its fifth Student Poster Contest during the 2014 SME Annual Meeting and Exhibit in Salt Lake City, UT – and, by all accounts, it was a huge success! This year, the contest more than doubled in numbers of individual entries and schools represented. A total of 30 students participated, including 23 graduates and 7 undergraduates, representing 13 US and international institutions: Colorado School of Mines, Michigan Tech, Missouri University of Science and Technology, Montana Tech, New Mexico Tech, South Dakota School of Mines, University of Kentucky, University of Utah, Virginia Tech, West Virginia University, Autonomous University of Chihuahua (Mexico), UNAL Medellin (Colombia), University of British Columbia (Canada). In addition to constructing their posters, students submitted abstracts and gave short oral presentations highlighting their research. Based on tallied scores from all three components of the contest, the judging panel selected 1st, 2nd and 3rd place winners at the undergraduate and graduate levels, which were announced during the MPD Luncheon on February 26.In the undergraduate division, University of Utah’s Lucas Pich was awarded the 1st place prize for his poster “Solid-liquid mixing studies in lab-scale flotation tank using electrical resistance tomography.” His extended abstract is included in this issue of Minerals & Metallurgical Processing. Joshua Chidester, also of Utah, won 2nd place for his poster presenting “Evaluation of detectors for radiotracer RTD measurement by MCNP.” And Lucas Rojas-Mendoza, of UNAL Medellin, took 3rd place for his poster on “Preg-robbing in Colombian gold ores.”In the graduate division, 1st place went to Caelen Anderson, of the Colorado School of Mines, who also placed in this contest in 2012 and 2013! The 2nd and 3rd place prizes were awarded to Jacob McDonald and Joseph Halt, respectively, both of Michigan Tech. Extended abstracts describing the work of these up-and-coming researchers are also included in this issue.The 2014 Contest was chaired by Emily Sarver (Virginia Tech) and Lisa Schlink (Freeport-McMoran Copper and Gold, Inc.). As in other industries, companies engaged in mining and extraction use and develop intellectual property (?IP?) in the form of new technologies or production processes. The development of IP assets in mining may occur as a byproduct of ongoing operations, or result from investment in dedicated R&D efforts. New technology may lower costs, increase quality of output, and/or increase operational efficiency or safety. Key business questions with respect to any new technology are how best to use IP assets, how to protect them and how to derive value from them. IP assets can provide a competitive advantage to a developing firm that uses the technology to improve its operating results. The developing firm can preclude others from using the technology if it believes that is the best way to exploit the technology?s value. Or, it can be shared with others taking care to ensure rights are maintained, thereby generating royalty income or strategic value through cross licensing or other business relationships. Either way, in order to fully realize the maximum economic benefit, innovators must protect the IP assets and control their dissemination.

The Bardon Trimount, Inc. stone quarry in Ashland, Massachusetts was the recent subject of a quarry closure review report. The quarry produces aggregate using standard drilling and blasting techniques. Stone is processed at an on-site plant. Noise monitoring data collected during the closure review indicate that the quarry generally operates within the quiet range. There is a decrease in noise while the quarry is not operating. Levels of dust associated with the quarry are low. Unpaved roadways are the greatest contributors of fugitive dust associated with the mining operation. The quarry cannot be seen from any homes within the town of Ashland, except during the winter months. The visual impact of the quarry on surrounding properties is minimal. Further quarry development is likely to reduce visibility of the quarry from some areas.

"The Teck Highland Valley copper (THVC) mine is located approximately 55 km (34 miles) southwest of Kamloops and approximately 20 km (12 miles) west of Logan Lake, BC, Canada (Fig. 1). Mining at THVC is conducted at three openpit operations comprised of Valley, Lornex and Highmont with a total annual output on the order of 300 kt (330,000 st) copper concentrate and 5 kt (5,500 st) of molybdenum concentrate. The Phase 8 pushback in the Valley Pit (Fig. 2) was mined from 2011 to 2016. Successful slope steepening occurred in the later stage of the pushback with the implementation of presplit blasting in 2015 and 2016.This article summarizes the investigation and design approach including: structural analysis, kinematic assessments of bench breakback potential, development of discrete fracture networks (DFNs) to characterize discontinuity fabric, rockfall modelling, 2D anisotropic limit equilibrium and 2D distinct element modelling, assessment of potential kinematic failure modes affecting double benches with 3D distinct element modelling and improved blasting techniques using e-dets. THVC is currently undertaking a mine life expansion involving the pushback of the west wall of the Valley Pit above Phase 8 to extend the mine life to 2029. Engineering geologyThe east wall slope in the Valley Pit is comprised of a 350-m (1,148-ft) thick sequence of glacial valley sediments that occur along the Highland Valley (Fig. 2), exposing an overburden slope up to about 225-m (740-ft) high below the crest of the ultimate east wall. The glacial overburden units consist of pro-glacial outwash and glaciofluvial deposits, glacial outwash sands and gravels interbedded with till and alluvial fans consisting of cross-bedded sands and sandy-gravels. Lacustrine sediments occur within the mid to lower portion of the glacial sequence and contain intervals of low-shear-strength clays and silts. Two large (1.3 and 7 Mt or 1.4 and 7.7 million st) waste rock buttresses were required to maintain slope stability using slot-cut and fill mining methods, as described in Fortin et al. (2011).The Valley porphyry deposit occurs in the central portion of the late Upper Triassic Guichon Creek Batholith, which intrudes assemblages of the Permian Cache Creek and Upper Triassic Nicola groups. The Valley deposit occurs in an area of intense fracturing near the intersection of the northerly trending Lornex Fault and the northwest to westerly trending Highland Valley Fault."

Transitioning from diesel-powered loading and hauling machinery to battery-electric vehicles (BEVs) responds to the need for deepening underground mines as regulations become tighter. When using BEVs, exhaust gases and diesel particulate matter (DPM) emissions can be eliminated, and the energy required for the machines is used more effectively. Unlike their diesel counterparts, which are refueled, BEV loading and hauling machines — specifically, load haul dump (LHD) machines — can use battery swapping. This brings additional aspects to the operation that need to be considered, which have not yet been studied extensively. This study used discrete event simulation (DES) to analyze how the different numbers of BEV LHDs affect queueing and productivity when using different numbers of batteries and different swapping times in an underground block cave mine. The results identified the formation of working groups, where the machines swapped their batteries concurrently within each group, and their relation to the queueing time. Additionally, the minimum number of batteries per machine was identified to maximize productivity while minimizing queueing time. This study demonstrates DES as a powerful tool to assess and analyze conceptual systems and identify their underlying structures, which can enhance the deployment of BEV LHDs in underground block cave mine operations.

Digitalization and automation technology offer new possibilities to increase productivity and obtain higher levels of autonomy in mining operations. Introducing autonomous systems into mining is not only a technical problem in terms of effectiveness and efficiency, nor a problem of safety in human-automation interactions. The systems also need to be designed and developed so that they foster healthy and attractiveworking environments. The design and development phase of newmining technology has not been extensively studied previously. To fill this knowledge gap, we investigated technology developers’ basic assumptions about humans and their interactions with the technology they develop. We conducted five semi-structured workshops within an EU funded project concerned with developing digitalization and automation solutions for the mining industry. The data suggests that many critical functions will still be under human control in future mining systems. The results also indicate increased complexity in the interaction between autonomous systems and humans as the technology becomes more advanced. As a result, we suggest that a human perspective, based on sociotechnical principles, should not only be considered in implementing the technology at mines but also in the early conceptual phases of developing and designing the technology. This will ensure healthy and attractive work environments in the future mining industry.

Rhenium is primarily recovered as a by-product from molybdenum roasting circuits. However, rhenium is also present in copper heap leach solutions at very low concentrations and represents a potential new rhenium source. Freeport-McMoRan Copper & Gold has developed a new process using carbon adsorption followed by ion exchange or solvent extraction to concentrate rhenium from less than 1 ppm to 15 g/L. The product is compatible as a feed to an existing rhenium processing plant. A pilot plant operated at Freeport-McMoRan?s Sierrita mine has demonstrated the technical and financial feasibility of this new process.

Gold occurrences have been reported in Alagbede, southwestern Nigeria, but a mineral potential map (MPM) to guide academics and investors in the area is still needed. As a result, geophysical methods (aeromagnetics and aero-radiometry) have been used to assess the potential for gold minerals in the area. Several enhancement filters, such as reduction to the equator, upward continuation, analytical signal, second vertical derivative, and power spectrum analysis, were applied to the aeromagnetic data to understand the subsurface geology better. The enhancement filters applied to airborne radiometry data are K/eTh, ternary color composite, F parameter, and deviation from the ideal K values (Kd). Geophysical data analysis was used for structural mapping and geological reconstruction, while aero-radiometric data was used for hydrothermal alteration mapping. The primary trend observed in the area’s magnetically inferred structural framework map is NE-SW, while a few are in the NW–SE and E-W trends. These observed trends show that the study area suffered at least three deformation episodes. Geological evidence of gold mineralization, such as favorable lithology, geological structure, and hydrothermal alterations, has been fused to produce a reliable MPM of the area. The geographical location of the existing mineral sites in the investigated area agrees with the geological structures and the MPM produced there. Thus, the systematic approach adopted in this study can be extended to other supracrustal belts of a typical Precambrian basement complex worldwide to ensure the reliability of orogenic gold mapping and resource management.

The Northeast Corridor Superconducting Maglev Project (SCMAGLEV) entails construction of a high-speed train system between Washington, DC and New York City, with the first leg between Washington and Baltimore, MD. This innovative project will shorten travel times between Washington DC and Baltimore to approximately 15 minutes, and connect Washington, DC to New York City in under an hour. In 2021 the draft EIS is expected to be issued for comment with a Final EIS/ROD anticipated by early 2022. This paper provides an update on the project as presented in Gall et al. (2020) and discusses the economic and environmental benefits, preferred alignment alternative, preliminary staging and launching of the TBMs for construction, and preliminary station design.

Kaolin is mined from extensive sedimentary formations in the eastern Amazon River Basin of Brazil. Production began about 25 years ago from 30 meter thick beds of ultra-fine particle clay of superior viscosity along the Jari River north of the Amazon. Operated by CADAM S.A., capacity now exceeds 750,000 tonnes per year ot high glossing paper coating kaolin product. South of the Amazon on the Capim River are two new operations: Para Pigmentos S.A. and Rio Capim Caulim S.A. The purity , and large coarse plate-shaped particles of these Capim kaolins support production of superior brightness and whiteness paper coating and filling grades. Annual capacities are reported to be 150,000 to 300,000 tonnes each, with expansions planned. Most of Amazon area kaolin production is shipped to western European, Asian, and North American markets.

A bearing isolator is a noncontact, nonwearing, permanent bearing protection device. It has a rotor and a stator, and the two are unitized, so that they do not separate from one another while in use. The rotor turns with a rotating shaft, while the stator is pressed into a bearing housing. The two components interact to keep contamination out of the bearing enclosure and the lubricant in. Bearing isolators do not require lubrication or any particular shaft finish or condition. The best bearing isolators are made of metal, usually bronze. They use a vapor-blocking feature that inhibits the free transfer of vapor contamination when the rotating equipment is cycled on and off.

For the first half of the 21st Century the USA will rely on the same mix of fuels as for the past 50 years: Petroleum will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in severe stress on gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging ‘piggy-back’ trailer haulage, co-generation for manufacturing and expanded passenger service.

The implementation of autonomous technologies for production in surface mines demands changes in the existing monitoring and control systems. The present study deals with the concepts involved in the development of a decision support system (DSS) for the supervision of a combined fleet of manned and unmanned equipment operating in a surface mine. The project was carried out as part of an autonomous mining program that lasted from early 2006 until the end of 2008. The objective of the DSS was to achieve short-term planning goals while maintaining safe working conditions. Supervisory tasks become more complex when several autonomous vehicles operate simultaneously alongside manned equipment. The operation center where the DSS was installed allowed autonomous vehicle operations to be controlled while tracking technology reliability experiments performed on control display interfaces and interaction provided design parameters for more complex supervisory systems for autonomous mines. Many coal preparation plants discard fine coal (generally minus 100 mesh) because it is difficult to beneficiate economically. At the Kentucky Energy Cabinet Laboratory (KECL), the waste streams from several Kentucky preparation plants were evaluated for cleaning with counter-current column flotation. A series of performance evaluations were conducted using a 0.05 m (2 in.) internal diameter (I.D.) 7.9 m (26 ft.) high laboratory column. The objectives of these tests were to assess the performance in terms of recovery and percent ash in clean coal and to optimize the operating parameters relative to combustible recovery and grade. Refuse streams containing 30-50 percent ash were upgraded to 2-8 percent ash with Btu recoveries of nearly 90 percent. A pilot scale column flotation cell was installed at the Bell County Coal preparation plant. This pilot plant utilized a 5.79 m (19 ft.) high and 0.15 m (6 in.) I.D. column to verify the performance data of the 0.05 m (2 in.) I.D. column for two different waste streams. Performance evaluation and pilot plant testing results related to scale-up are discussed.

Most mining and metallurgical plants have developed predictive maintenance policies based on statistical analysis and special techniques, like vibration analysis, oil and lube analysis for critical equipment. Process control strategies have also been installed in several metallurgical sites. These control strategies require instrumentation maintenance from local personnel. The availability of real time and process history to identify the most critical part of the processing system from mechanical integrity is a must for global plant optimization. Specialized performance control monitoring algorithms are required to justify their existence and contribution to the bottom line. Emerging technologies are combining these techniques into a single total plant system. Tools are required to assist in troubleshooting and adapting these process control instruments and strategies. The key is the plant equipment and process control availability and utilization rather than just maintenance.
