Montana sapphires were first discovered in alluvial deposits in the Helena area in 1865 and subsequently were discovered in other alluvial deposits in southwestern Montana and also in a lamprophyre dike at Yogo in central Montana. From about 1900 until the late 1930?s, when synthetic sapphire began to come into widespread industrial use, Montana sapphire mines produced large quantities mainly for watch bearings with lesser production for the gemstone market. The Yogo deposit is now mined for the gemstone market and two of the alluvial deposits are mined to produce sapphires for the fee-sieving of sapphire-bearing gravel and for the direct sale of gemstones. The generally pale-colored sapphires from the alluvial deposits in southwestern Montana are heated to enhance their colors whereas the generally blue sapphires from the Yogo deposit require no treatment. Markets for sapphires from both the alluvial deposits and the Yogo deposit are strong. In spite of reported historic production in excess of 70 tonnes, mineable resources appear to remain at most major deposits. Also abundant untested lamprophyre dikes in central Montana may host sapphires similar to those at the Yogo deposit.

This paper will address methods for minimizing liability and protecting materials from disclosure as result of self- evaluative audits and internal investigations. Specifically, the paper will cover the role of counsel in the investigative process and how best to design and conduct internal investigations to minimize the development of problematic material and disclosure of information. The paper will also address the extent of privileges that may be relied upon to protect materials and information from disclosure. These include the attorney-client privilege, the self-critical analysis privilege, and the attorney work product privilege. These privileges are qualified and understanding the limits of their coverage is essential to minimizing liability.

Field tests concerning a fog mesh method for fog removal are discussed. The first tests were performed at the Pyhäsalmi Mine, Finland. As this study gave promising results, further studies were completed at the Orivesi Mine. The results of these most recent field tests are presented and the two studies are compared. The Orivesi test set consisted of four materials. These included air filter fabric, fibrous filter fabric, a plastic greenhouse mesh, and an aluminium mosquito net. The variation of the Orivesi results was more noticeable than what was found previously. The best fog removal effect of all tests was achieved with the aluminium mosquito net, while the plastic green-house mesh performed worst. The humidity reduction by aluminium net was more profound than any of its precedents. More mesh materials will be tested in the near future.

Two alternative processes for the manufacturing of zircon products were investigated by the South African Nuclear Energy Corporation (Necsa). These were the synthesis of doped-zircon pigments from plasma dissociated zircon, and an upgrading process to convert an inferior grade of zircon into a superior opacifier for ceramic applications. A solid-state reaction process was used to produce doped-zircon pigments. The influence on the colour intensity of the pigments on a ceramic tile were compared for milled and un-milled plasma dissociated zircon (PDZ) material, prior to calcination. Pr-yellow and V-blue zircon pigments produced from PDZ with different degrees of dissociation, were also evaluated. The second zircon beneficiation process entails the upgrading of an inferior grade of zircon to a superior opacifier for ceramic applications. A calcining process in the presence of mineralizers was used to produce the product in a conventional muffle furnace. A pre-milled inferior grade zircon concentrate, with a relatively high iron and alumina content generally not suitable for high quality ceramic applications, was used in this study. The influence of the upgrading process on the opacifying properties of the zircon material was compared to that of commercially available prime grade zircon opacifier products currently being produced in South Africa. The influence of a calcining step in the presence of mineralizers with regard to the milling characteristics of the treated zircon material was also evaluated.

Paste tailings disposal was successfully implemented at the New Jersey mill in Kellogg, ID with two different types of ore feed, a gold ore and a silver ore. The purpose of this paper is to describe the production of paste tailings, including operational problems during commissioning, and also highlight the environmental and economic benefits that were realized versus conventional tailings disposal such as the recycling of process water, increased shear strength and reduced permeability of the tailings mass, and reduced environmental permitting.

This paper by Mr Mclvor is yet another contribution to the eternal controversy surrounding the benefits, or otherwise, of high circulating loads in closed circuit grinding. Throughout the paper it is difficult to establish whether the author is referring to effects relating to the mill, classifier, or to the overall circuit. Table 1 is put forward as indicating the advantage of operating at high circulating loads. From the two (it would be interesting to see more) product sizing points provided in each case, the conclusions to be drawn are that cases one and two have very similar size analyses. The third case, however, indicates a much flatter curve, that is to say, higher fines production and a very wide spread of size ranges. If the objective of this circuit is to provide a closely sized product with minimum overground slimes to the downstream process, then it would appear to be the less "efficient" by far. No data is given for product pulp densities either. The term "efficiency" should never be used without a careful and clear definition. In this case, "efficiency" is used to express an apparent percentage reduction in operating work index (Bond) from the measured "standard" at 250% circulat¬ing load operation. The use of belt air in underground coal mines has been a continuous discussion since it was first introduced in the Federal Coal Mine Health and Safety Act (Coal Act) of 1969. Although the Coal Act prohibits the use of belt air to ventilate active workings, there were two exceptions prior to the 2004 Final Rule. There have been several major studies/rule-proposals by MSHA since 1985 and the most recent of which is the Technical Study Panel (TSP) established by the Mine Improvement and New Emergency Response (MINER) Act of 2006 to study the use of belt air and related issues. This paper reviews the history of belt air use, its associated controver-sies, and more specifically, the 20 recommendations unanimously approved by the TSP.

Building on earlier work, an analysis relevant to international (Australasian) minerals trade is developed which accounts for both the impetus of globalization and national reaction or protection. At the firm level, integrated multinationals are contrasted with trade service providers. At the industry level tariff and, particularly, such barriers as quotas, standards, labor and environmental issues are explored. Specific areas examined include: location of both inventories and processing, sources of finance and currency risk, shipping availability and terms as related to processing level, residuals management or environmental controls, and “fair” labor standards. Intraregional rather than global trade is currently most likely.

The stability of surfactant-free foam films was studied using the thin film pressure balance (TFPB) technique. In pure water, it was not possible to produce foam films due to weak film elasticity and strong hydrophobic force. In the presence of NaCl, however, the hydrophobic force was sufficiently dampened to allow metastable films to form. At 10-5 M NaCl, the equilibrium film thickness reached a maximum of approximately 130 nm at pH 6.0-7.3. The thinner films obtained on either side of this pH range was due to the increased ionic strengths associated with the HCl and NaOH additions for pH control.

Management of mine and tailings reclamation activities by surface mining oil sands operations in Alberta, Canada is experiencing increased national and international attention. Of particular concern is the ability of existing mines to execute and fund reclamation activities. Concern stems from a lack of demonstrated tailings reclamation technologies, perceptions of a poor track-record of reclamation activity by industry, and a lack of transparency with respect to the potential cost of reclamation activities relative to the monies secured in Alberta?s Environmental Protection Security Fund (EPSF). Limited information is publicly available regarding reclamation costs and technologies. Available data typically comes from disparate sources. This paper examines the expected costs of oil sands reclamation activities through a study of corporate Asset Retirement Obligation (ARO) liabilities, the Province of Alberta?sEPSF, and published data relating to reclamation costs.Issues relating to current liability funding are introduced.

In the present study, we have investigated the conditions for the formation of bubble clusters and the effect of well-defined agitation on the stability of clusters. A specially designed cell was used in which bubble clusters could be formed at the surface of a porous block in a fluidized bed of relatively coarse hydrophobic silica particles. The clusters then rose through a flow field of known turbulent characteristics. The size of the clusters before and after passing through the turbulent zone were measured using a high speed camera. The influence of shear rate on the deformation of the bubble clusters was investigated. The results showed that the Kolmogarov microscale was much smaller than the maximum cluster size, suggesting that the breakage of the clusters was mainly due to interaction with clusters in the inertial convection sub-range.

Conventional methods for selecting a production plan for an open pit mine is based on the assumption that ore grades throughout mine life as well as market variables are known with certainty. Another important issue that is also being ignored in the conventional procedure is the value of management flexibility to revise operating policy with time according to the arrival of new information. Based on this oversimplification of reality, an optimum mine plan that is thought to be maximizing net present value (NPV) of the project is selected. Given the multiple sources of risk affecting the estimated NPV, there is a high probability that the actual value will be different from that estimated. This could mislead decision making process regarding selecting an optimum mine plan. This paper proposes a multi-criteria ranking system for selection between alternative mine designs under both geological and market uncertainties. The system is based on integrating multiple market and geological uncertainties as well as the operating flexibility to revise the ultimate pit limits using a Monte Carlo-based real options valuation (ROV) model. To compare the methods, the article applies the proposed system, along with the conventional NPV-based method, to rank possible mine designs for a copper and a gold mine. It has been found that, considering multiple risk analysis measures while integrating uncertainty and operating flexibility results in selecting a mine design that is different from that selected by the conventional method.

Myanmar Ivanhoe Copper Company Ltd. (MICCL) has been operating the Sabetaung- Kyisintaung (S&K) Project producing LME Grade A Copper Cathode using the Heap Leach-SX-EW Process since 1998. The mineralization is mainly Chalcocite and the mine has a life of 20 years at the designed annual production of 25,000 tonnes of cathode copper. Design capacity was achieved within two of months of start-up. The mine is among the world’s lowest cost, Heap Leach-SX-EW operations. Information regarding plant design and operation are presented along with the challenges lying ahead and the latest developments. Daniel Kunz is President and Chief Operating Officer of Ivanhoe Mines, and a director of MICCL. He has more than 20 years’ experience in mining, construction and engineering. Prior to joining Ivanhoe Mines in 1996, Mr. Kunz was Vice President and Controller of Morrison Knudsen Corporation, a major international mining and construction company. He was also President and Chief Executive Officer of MK Gold Company, a public mining company listed on NASDAQ.

The Mojave Desert is a particularly fragile ecosystem that faces several significant impacts. These include rapid housing development, overdrafted water supplies, and loss of wildlife habitat as a result of mining, industrial activity and urban sprawl. Over the past three years, a diverse group of educators, natural resource managers and business leaders has been assembled under the auspices of a local college to provide unique natural resource education opportunities for the region. By leveraging the collective experience of these present generation natural resource professionals, the Mojave Sustainability Project hopes to provide the next generation of professionals with that knowledge and those technical skills upon which tomorrow’s community can rely. This paper is a case study of how partnerships between academia, government, industry and the community can serve to address the regional social, environmental, and economic needs of today, while investing in the development of those professionals who will balance these needs tomorrow.

In 1987, the Rock Springs, WY district office of the US Bureau of Land Management (BLM) began to develop an automated system to store, maintain and manipulate more than 14,000 drill hole logs contained in the district's office files for various solid leasable minerals. The development of this system was based predominantly on a trial-and-error basis, with many procedural changes incorporated over time. The current Automated Drill Hole Database and Analysis System will continue to evolve with new software developments and increased personal expertise in this field. The mission of the BLM's Branch of Solid Minerals is mandated by a series of federal laws. The most important are The Mineral Leasing Act, the Federal Land Policy and Management Act, the Federal Coal Lease Amendments Act and the Surface Mining Control and Reclamation Act. Several regulations, promulgated from these laws, dictate that BLM must perform certain tasks and functions as part of its specific duties. The regulations that apply to the BLM Solid Minerals program are codified at 43 Code of Federal Regulations (CFR) 3400 for coal, and at 43 CFR 3500 for non-energy solid leasable minerals, such as sodium, phosphate and potash. Specific functions required of the Branch of Solid Minerals necessitates the use of geologic and drill hole data analyses. These functions can be divided into pre-lease and post-lease. ISO 14031 is an international standard that describes a process for measuring environmental performance evaluation by setting quantitative indicators and providing a structured approach for organizations to follow, independent of location, size, complexity and type of activity. It is not a standard for certification as ISO 14001 is, but it fits into the ISO 14000 series of standards and is intended to assist organizations to apply environmental management systems and obtain environmental evaluation. This case study’s main objective is to identify the interaction between ISO 14031 and ISO 14040-42. ISO 14040-42 is referring to Life Cycle Analysis (LCA) methodology. More specific, LCA is applied (based on the ISO 14040-42 standard) to stone wool’s production, the market dominating thermal insulation material, produced by bauxite and amphibolite. LCA is used as a decision making tool for the development of environmental indicators (based on ISO 14031 guidelines) and for environmental performance evaluation.

Recent NIOSH published information has shown an increase of rapidly progressive coal workers? pneumoconiosis (CWP) in the southern Appalachian coal region (SAR) of the U.S., despite the fact that compliance data indicates that most coal miners have been exposed to coal mine dust concentrations below the statutory limit of 2 mg/m³. While the exact cause of these elevated CWP levels in the SAR has not been established, several factors may be contributing to the increase in occupational lung disease among coal miners. The mining of high rank coal is known to lead to higher CWP rates, and this type of coal is mined in a portion of this region. Also, a high percentage of the mines in the region are on reduced dust standards because of the high silica content of the airborne dust resulting in miners possibly being exposed to excessive amounts of respirable silica dust. Exposure to excessive amounts of respirable silica dust can lead to silicosis, a disabling and potentially fatal lung disease. NIOSH?s Respiratory Hazards Control Branch has been investigating the possible causes that would account for the observed higher trends in disease progression through literature review, data analysis and in-mine surveying. The investigation to date has revealed that underground mines are faced with cutting large amounts of rock in order to maintain haulage clearances. Cutting rock not only increases the potential for silica exposure, it increases the requirement for machine maintenance, which was a concern observed during dust surveys conducted by NIOSH. Over half of the mines operating in the SAR are on reduced standards due to high silica content. Adequate face ventilation of the continuous miner and roof bolter and limited down-wind operations from the miner are also issues of concern and items that require the constant attention of miners operating in these conditions.

Despite limited discussion, Chemistry of Flotation is a good text and reference 1985 by M. C. Fuerstenau, J. D. Miller, and M. C. Kuhn Society of Mining Engineers Caller No. D Littleton, CO 80127 Softcover, $23.50 (member), $18.50 (student member), $28.50 (list) Review by Richard R. Klimpel Chemistry in Flotation, as stated by the authors, is intended as a textbook for students as well as a reference book for practicing flotation engineers. It covers subject matter related to surface phenomena; collectors and collector salts; natural floatability; the flotation of sulfide minerals, insoluble oxide and silicate minerals, semisoluble salts, and soluble salts; and slime coatings. There are no discussions in the book on practical plant implications of flotation chemistry, such as the influence of rate, particle size effects, dosage, flotation equipment, and methods of chemical addition. The book itself is small (only 177 pages), and, as published, is in an easy-to-handle soft cover. Once one accepts the intent of the authors, this book really does represent a very concise and convenient summary of the chemistry of flotation. It is, however, far from complete in its discussion of concepts and implications of data. Very often in the presentation, key prior knowledge (or at least subject matter awareness) not given in the book, is assumed. Thus, depending on one's familiarity with the specific subject matter, some sections can be easily followed while others could be tough going. Some of the discussion is so brief and terse on important subjects that unless the reader already realizes the meaning of the presentation, the conclusions to be drawn are not always clear. Therefore, if one is not expecting a self-contained primer on flotation chemistry, this book is very useful. To this end, the book is recommended to practitioners of flotation chemistry. The presentation of data in figures and tables is good. It helps considerably in the book achieving its conciseness. The authors certainly are qualified and knowledgeable in the subject matter - apparent in the style of presentation. In summary, this reviewer thoroughly enjoyed this book and will use it as a concise review of flotation chemistry. Richard R. Growth for magnesium metal is expected in the motor industry for use as a possible substitute for aluminum. Some magnesium producers are altering their marketing strategies to cultivate this market. This study also includes a review of the worldwide magnesium industry, its end uses and consumption, and international trade and price trends.

The Metals Mining Sector of the Acid Drainage Technology Initiative (ADTI-MMS) addresses technical drainage-quality issues related to metal mining and related metallurgical operations, for future and active mines, as well as, for historical mines and mining districts. One of the first projects of ADTI-MMS is to develop a handbook describing the best sampling, monitoring, predicting, mitigating, and modeling of drainage from metal mines, pit lakes and related metallurgical facilities based upon current scientific and engineering practices. One of the important aspects of planning a new mine in today’s regulatory environment is the philosophy of designing a new or existing mine or expansion of operations for ultimate closure. The holistic philosophy taken in the ADTI-MMS handbook maintains that sampling and monitoring programs should be designed to take into account all aspects of the mine-life cycle. Data required for the closure of the operation are obtained throughout the mine-life cycle, from exploration through post-closure.

The formation of copper thio-complexes in sulfide solutions has been recognized for many years and the measured solubilities of certain copper sulfide minerals attributed to these complexes. Attempts to model this system have proposed either copper(I) or copper(II) thio-complexes, and these have been incorporated into computer programs for generating stability diagrams for the copper-sulfur-water system in order to delineate the region where the reductive dissolution of copper sulfide minerals is likely. In this paper it is proposed that the dissolution of copper from both ore bodies and sulfide tailings can be explained by the formation of the cupro-thio-complexes under anaerobic conditions.
