Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Although mining is currently one of the smallest academic units on the Colorado School of Mines(CSM) campus, it is alive and well, with nearly 100 undergraduate and graduate students. For many years, Mines has had undergraduate and graduate programs in hard-rock mining. The school has recently transferred its physical mineral processing activities to the Mining Department. The program has also expanded to include tunneling, underground construction and industrial minerals. There are current discussions about increased research activities on cement and other construction materials. The Mining Department also teaches its share of what is called the “distributed core” courses with curricular requirements common to related programs, as well as mining safety and health, in conjunction with our continuing education department.

Deepwater discharges of sulfide flotation tailings have been practiced for several decades. Oxygen penetration and organic matter content in such environments are the two major factors that determine their reduction-oxidation condition and hence the rate of sulfide mineral dissolution under such discharge environments. In this study, the effects of solution redox potential and pH on the dissolution of some heavy metals from sulfide flotation tailings were examined. Zn, Pb and Cu concentrations in solution were all higher at a higher redox potential and lower pH. Dissolved Zn concentrations reached 100 ppm even at a low redox potential of 105 mV and near neutral pH after 33 days. Pb concentrations were below 2 ppm at 105 mV and near neutral pH after 165 days. At 105 mV, the Cu concentrations were below 0.2 ppm at near neutral pH after 165 days. At pH 2.3, the Fe concentrations were higher at 420 mV than at 105 mV. But at pH 6.8, the Fe concentrations were lower at 420 mV than at 105 mV, due to the oxidation of Fe2+ to Fe3+ and the subsequent precipitation of ferric hydroxide. Arsenic concentrations in solution were all less than 0.002 ppm. For Zn, Cu and Fe, no significant differences were observed between the tests in solutions prepared using seawater and those using distilled water. However, Pb concentrations reached higher levels in solutions prepared using seawater.

The worldwide budget for non fuel mineral exploration was expected to increase by 27 percent in 2003 from the 2002 budget, according to the Metals Economics Group (MEG) of Halifax, Nova Scotia. The increase comes after five years of declining spending for mineral exploration. For the first time in several years, all regional exploration budget estimates for 2003 as defined by MEG would increase from similar 2002 estimates. However, MEG included 193 more companies in its 2003 survey than in 2002. As with previous MEG survey reports, estimates reflect anticipated expenditures rather than actual dollars spent. Caution, therefore, must be taken when comparing 2002 and2003 estimates or evaluating the magnitude of regional changes from year to year. Sample variations and currency exchange rates may influence year-to-year variations of MEG data. Even so, it is likely that the general climate of improved metal prices in 2003 encouraged companies that had previously left the mineral exploration sector or reduced their exploration activity to once again focus on minerals exploration or increase exploration activity and budgets.

INTRODUCTION Generations of tunneling engineers had to fight not only against bursting rock and squeezing ground but also against the destroying power of water. Intrusion of groundwater into the tunnel opening affects the stability of the tunnel support system, reduces the safety of the traffic inside the tunnel, induces corrosion of installed equipment, and provides for creeping currents at electric facilities. Aware of these problems, engineers of the Washington Metropolitan Area Transit Authority and their consultants opened the way for a new approach in sealing a tunnel. It was made possible by accepting a new method of tunnel construction scarcely applied in the U.S. before. This new technique, the New Austrian Tunneling Method (NATM), provided the basis for the successful installation of a PVC-membrane between two separated shells of tunnel lining, and the carefully directed drainage of groundwater. Beside of the economic benefits already attained by applying the NATM for tunnel construction, the Authority now saves millions of dollars otherwise necessary to maintain the tunnel during its lifetime (Garrett, 1986; Setzer, 1986). But there is a large number of leaking tunnels built according to conventional methods, some of them facing severe problems jeopardizing the safe utilization of these structures. Recently developed methods indicate that even those tunnels can be rehabilitated without extensive costs by draining and sealing them afterwards. A road tunnel in the Austrian Alps provides the scene for a major attempt to convert one of those leaking tunnels into a dry structure.

In 1991, LTV Steel Mining Company decided to close an open pit taconite mine in northeastern Minnesota, using a passive treatment approach consisting of limiting infiltration into the stockpiles and wetland treatment to remove metals. Over 50 million metric tons of sulfide-containing waste had been stockpiled adjacent to the mine during its 30 years of operation. Drainage from the stockpiles contained elevated levels of copper, nickel, cobalt and zinc. Nickel is the major trace metal in the drainages, and prior to closure annual median concentrations ranged from 1.5-50 mg/L. Copper, cobalt and zinc are also present but are generally less than 5% of the nickel values. Median pH ranges from 5.0 to 7.5, but most of the stockpile drainages have pH greater than 6.5. Based on the chemical composition of each stockpile, a cover material was selected. The higher the potential a stockpile had to produce acid drainage, the lower the permeability of the capping material required. Covers ranged from overburden soil removed at the mine to a flexible plastic liner. Predictions of the reduction in infiltration ranged from 40% for the native soil to over 90% for the plastic liner. Five constructed wetlands have been installed since 1992, and have removed 60-90% of the nickel in the drainages. Total capital costs for all the infiltration reduction and wetlands exceeded $6.5 million, but maintenance costs are less than 1% of those for an active treatment plant. Since mine drainage problems can continue for over a hundred years, the lower annual operating costs should pay for the construction of the wetland treatment systems within seven years.

Froth flotation processes are carried out in flotation cells that are grouped into banks, and these banks are interconnected, forming a flotation circuit. A literature review shows the existence of papers related to flotation circuit design based on mathematical programming. However, due to the complexity of solving the mathematical model in most of the work, it is considered that a small number of species is present in the feed to the circuit, which differs from practice. In addition, simple bank models are generally used. This paper presents a methodology for designing mineral concentration circuits that overcomes the problems mentioned. It allows the use of more suitable cell or bank models and the inclusion of several species. The methodology is based on two phases. The first phase identifies the set of optimal structures using discrete values of stage recoveries, solving several mixed integer linear programming (MILP) problems. In the second phase, the optimal design for each of the structures obtained in the previous phase is determined using a suitable model for the recovery at each cell or bank, which results in a mixed integer nonlinear programming (MINLP) model. The design of a copper concentration plant with eight species and the design of a zinc concentration plant with three species and five size fractions by species are used to validate the proposed methodology. The structure of the cells in the rougher and cleaner banks deliver structures that are novel.

Traveling through the moors and valleys of Cornwall, England, one is reminded of the extensive mining activities of the past. Abandoned shafts, remains of granite block wheel houses and engine houses, battered brick stacks, old calciners, overgrown water wheel pits, count house remains, overgrown waste pits, and old portals are gaunt monuments to a once flourishing mining industry. Cornwall is bordered on the north by Devon and occupies the south-western most tip of Great Britain. The Atlantic Ocean borders the promontory; to the north, the mouth of the famous Bristol Channel faces the open sea; and to the south, the English Channel separates the land masses of Great Britain and Europe. This part of England is probably the most extensively mined ground in all of Europe. Such great mines as Dolcoath and Wheel Vor, Consols and South Carodan, Levant and Bottalack, remain legendary in the annals of metal mining in the nineteenth century. Many US mining districts hold close ties with Cornwall, Devon, and Wales through ancestors who emigrated from there to work in US mines in the eighteenth and early nineteenth centuries. Their descendants can be found in many major US mining districts, and their terms, expressions, customs, and methods have left an impact on the US mining scene that remains with us today.

This paper describes the specifications and capabilities of a 6 ft (1.83 m) diameter laboratory rotary cutting machine which was designed and fabricated under a Bureau of Mines (USBM) contract awarded to the Colorado School of Mines (CSM). The machine will be used for carrying out research and development programs aimed toward improving the design and operation of mechanical tunnel, raise and shaft boring equipment.

The Eskay Creek Mine, a high-grade gold and silver underground mine in northwestern British Columbia started operations in late 1994. For the first three years of operation, ore was crushed to minus 2 inch; blended to satisfy smelter terms and direct shipped to smelters in Japan and Canada. Before commencing the above operations, preliminary evaluations had indicated that an extremely complex metallurgical facility, requiring a large capital investment, would be required to recover the precious and other economic metals. Subsequently markets for raw ore were identified and underground mining and ore transportation operations, at a nominal production rate of 300 tonnes per day, were commenced. Exploration diamond drilling in 1995 and 1996 discovered additional lower grade mineralised zones, which are less economic or uneconomic as direct shipping ore. Test work demonstrated that these lower grade zones could be upgraded to marketable concentrates in a simple flotation mill. The mill was built in 1997 and has been in operation since late 1997. The mining rate now has increased to 400 tonnes per day including 250 tonnes per day of the direct shipping ore and 150tonnes per day of the mill ore. Prime Resources Group Inc. wholly owns the Eskay Creek Mine. Homestake Canada Inc. owns 50.6% of Prime’s shares and manages and operates the mine on Prime’s behalf. This paper discusses the mining and milling operations as well as ore shipment and smelter contracts' administration.

The problems associated with abandoned minelands are so extensive that neither federal, state, or local governments nor the mining industry nor watershed groups can adequately address these problems individually. By combining talents and resources, however, these problems are being solved efficiently, effectively, and economically. Utilizing existing water monitoring data, local public-private partnerships have successfully designed and built passive systems within five weeks to six months which treat discharges up to hundreds of gallons per minute that vary in quality from net alkaline to highly acidic, containing as much as 200 mg/L dissolved iron and 70 mg/L dissolved aluminum.

For many tunneling, deep shaft and deep excavation projects ground freezing is one of the best if not the only technique available to create a watertight and load bearing temporary support system in soft ground conditions. When appropriate attention is given to the details of the ground freezing system design, ground freezing is a very safe method and is economically viable with competing techniques and combinations of techniques. Recent innovative uses of the technique in Europe are highlighted in this paper and compared with current uses in North America.

The Bismark Mine is located in northern Chihuahua, Mexico, 150 km (95 miles) southwest of Ciudad Juarez (Fig.1). The ore deposit was discovered in 1979 and was placed in production in 1992. The production rate is about 2.4 kt/d (2650 stpd) from an ore reserve of 8.5 Mt (9.3 million st). Grades currently average about 8% zinc, 0.5% lead, 0.2% copper and 50 g/t (1.46 oz/st) silver. Substantial inflows of water into the underground mine complicate the operation. Complex metallurgy poses another challenge for the operators. Bismark is a joint venture with 90% participation by Minas Penoles, SA de CR of Mexico City and 10% participation by Promociones Industriales Banamex, S A de C V (PIB S A) of Mexico City. Anew company, Minera Bismark, SA de CV was formed to operate the property. Cyprus Minerals was a 40% participant in the joint venture but, in early 1993, sold its share to Minas Penoles. The Bismark Mine is one of the largest new underground mining projects built in Mexico during the last 10 years. It is the country's fifth largest underground metal mine and provides about 1 % of the world's zinc supply at about 50 t/a (55,000 stpy). Bismark is a trackless operation with overall productivities of 7.6 t/manshift (8.4 st/manshift). The 2.4-kt/d (2650-stpd) concentrator started up in March 1992.

Traditional methods of project procurement of have remained virtually unchanged in the U.S. infrastructure construction industry for more than 50 years. The traditional method, Design-Bid-Build (DBB), uses a two-step process that separates planning and design from construction. Design is generally done by the public agency and their consultants and the subsequent construction contract is procured from the private sector, almost always by a “low-bid” approach. This method has worked well for many projects, delivering quality work for the lowest bid price. This is particularly true for those projects where the work, and the public agency’s management procedures, are well understood by the contracting community and there is relatively low uncertainty in the work or conditions, particularly geotechnical conditions for underground construction. However, concerns exist with the DBB process. It is time consuming because all planning and design work must be completed prior to beginning any construction work and it is of concern for complex or large projects, plus those with significant risk, where the separation of design and construction, in conjunction with pressures resulting from the low-bid environment, often result in substantial cost and schedule increases. Frequently, these increases occur in a non-productive, inefficient, adversarial work environment leading to claims, disputes and costly litigation (Quick 2002).

Arsenic is among the list of major contaminants in mining aqueous waste streams. Though the elemental form is toxic, the aqueous oxyanions are more so. The most common forms of arsenic released during mining processes are arsenate and arsenite. The common treatment technologies to date can be summed up in these major categories: oxidation, coagulation, absorption, and media filtration. These methods can often involve many expensive processing steps that may also be limited by variables, such as total dissolved solids, other cations and anions, and the oxidation state of the arsenic. An innovative technology, falling in the absorption category, was developed that can successfully reduce such aqueous forms to a level below the EPA recommendations. This new technology offers a unique and viable solution which is transparent to the above mentioned limitations.

Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. The Pacheco Pumping Plant is situated on the west end of San Luis Reservoir in western Merced County, California. It is designed to draw water from the reservoir and pump it into a 3,500,000 gallon regulating tank. The water then flows entirely by gravity to the Coyote Pump Station in Morgan Hill, a distance of 40 miles, where it is pumped into Anderson Reservoir. This water is used to recharge the depleted groundwater table in the Santa Clara Valley. Eventually, some of the water will be diverted to Hollister in San Benito County and to Watsonville and Santa Cruz in Santa Cruz County. The owner is the United States Bureau of Reclamation. The underground work consisted of a fifteen foot finished diameter surge shaft 250 feet deep to the crown of the pump chamber; a twenty foot finished diameter pump chamber which declined from the shaft at 14.2% for ninety feet and then ran horizontally for 180 feet; and twelve each five foot diameter steel lined intake shafts 240 feet deep which intersect the pump chamber in the horizontal section. (Figure 1) Upon completion of the pump chamber, the contractor had to dewater the existing tunnel under the reservoir, excavate the remaining fifteen foot plug, and concrete the transition. The low bidder for this contract was Underground - Continental-Heller at 414,456,000. Excavation of the open cut for the pumping plant and surge shaft began on April 14, 1983. This was performed using a Koehring 1066D backhoe, dozer, trucks, and two Cat 631 scrapers. The excavation was started at the surge shaft so that the grouting could begin

Under an extremely aggressive schedule, final design of 13.5 km (8.4 miles) miles of 8.2 m (27 ft) diameter deep rock tunnel, 322 ML/day (85 million gallons / day)submersible pumping station and associated facilities were accomplished ahead of a federal court mandated consent decree schedule. Challenges overcome by the project team in enabling timely completion of the construction documents will be presented. Discussion includes evolution of final design, consideration of future O&M requirements, and risks identified for construction and operations, together with measures to manage and proactively prepare for such risks.

The three thousand foot long 66-inch diameter Folsom East Interceptor Section2B was completed accident free, on time and under budget with no measurable surface settlement. The tunnel passed through nested cobbles, highly abrasive sands and gravels, and abandoned mine workings with less than five-feet of cover at times. Preventing settlement was critical since the tunnel passed under a heavily traveled state highway. A pilot project to test microtunneling and pipejacking methods in the same ground conditions abandoned both drives before completing the planned drive lengths. This paper discusses performance of the conventional tunneling method selected to excavate the ground and the effectiveness of the ground modification techniques employed.

Most management decisions at all levels of the organization are as directly or indirectly depends on the circumstance of future. With regard to predict the future events in the process of decision-making plays a main role, therefore, forecasting is very important for every organizations and institutions. There is a variety of methods to predict time series. In general, these techniques can be divided as following: statistical, artificial intelligence and analytical techniques. Two of the most common methods for time series prediction is autoregressive integrated moving average (ARIMA) and artificial neural network (ANN) methods, these methods are the subset of statistical and artificial intelligence techniques respectively. In this paper, a hybrid model of ARIMA and ANN models are employed to predict the number of fatal injuries in the USA underground coal mines. This research showed the result of hybrid model is better than split model.
