No doubt this question was asked of Denehurst regarding Woodlawn, MPI at Stawell, Golden Shamrock at Cobar, Western Metals at Cadjebut and Poseidon with the Big Pit. Whilst it is not possible to second guess the rationale behind Renison's strategic withdrawal from an operation that they considered to be uneconomic, the Renison/Mt Lyell deal has certain specific perspectives:

Over the past 20 years, diesel-powered equipment has been introduced into the underground mining environment in increasing numbers. While the introduction began years earlier in the metal-nonmetal sector, the exponential growth in coal mining use during this time has been more pronounced. Reasons for the continued use and rapid growth of diesel equipment in underground mines are easily understood. The safety and operational advantages afforded by this equipment in production and support systems are demonstrable. As other mine operators witness the advantages enjoyed by their competitors, they too move to introduce an increasingly diverse array of such equipment into their underground mines. As with any industrial technology, the use of diesel-powered equipment entails potential safety and health concerns. Existing Mine Safety and Health Administration (MSHA)approval regulations (30 CFR Parts 31, 32 and 36) apply only to diesel locomotives and mobile diesel-powered equipment for noncoal mines. In the absence of specific regulations, MSHA has required the use of equipment approved under Part 36 (gassy noncoal mines) for areas of underground coal mines where permissible electrical equipment is required. However, a considerable amount of diesel-powered equipment without explosion-proof or fire prevention features is in use in areas of coal mines where permissible electrical equipment is not required. It is on the use of this latter class of equipment that MSHA is focusing much of its regulatory attention relative to coal. The agency also is focused on revising existing occupational exposure limits for gaseous emissions and instituting limits on diesel particulate emissions for both coal and metal-nonmetal mines.

As the U.S. coal industry moves into the next century, it is becoming more apparent that the effective application of new technology is the only way it can remain competitive in the energy marketplace. Examples of this emphasis are with us today in such diverse areas as face-ventilation and excavation-equipment applications. The focus of this new technology is directed toward improvements in health and safety, cost control, and productivity. Room-and-pillar mining accounts for approximately 80% of the nation's underground coal production; this percentage is not expected to decrease markedly in the near future. As such, this paper analyzes the impacts of the changing technological climate on future room-and-pillar operations by comparing a base-case section (current) to three scenarios incorporating new or emerging technology. A microcomputer-based comparative analysis will reflect the changes in section production and costs.

Tungsten-containing ores are mined on all continents of the world. China is the world's largest producer and controls the world's largest reserves. The USSR, itself a sizeable producer, is estimated to be the world's largest consumer. The major use for tungsten in the noncommunist world is in production of cemented tungsten carbides for cutting, drilling, and wear parts. Other major uses include lamp wires, steels for tools, and armaments. Real tungsten prices have been in a general decline since 1977-1979 as the tungsten market undergoes basic and lasting structural changes.

The expansion of a fluidized bed of carbon depends on fluid velocity, fluid temperature (viscosity) and particle size of the carbon. This paper presents a mathematical model which can be used to calculate the necessary fluid velocity. It will allow the design of sufficient freeboard in the column to accommodate expected operating conditions. Although this paper is keyed towards the use of activated carbon in precious metals adsorbtion from water solutions, the model is.valid with any fluid. Additionally, the method of calculating the required suspension velocity in CIL or CIP pulps is described.

Current research into coal based synthetic fuels is taking place on two fronts, fuels for power generation and conversion of coal to ultra-clean fuels for transportation. Present research into solid synthetic fuels is concentrated on development of clean coal technology which will meet or exceed the proposed cap and trade emissions set forth in the Clean Air Act Amendments of 1990. Research into ultra-clean liquid fuels is concentrated on either direct or indirect liquefaction process which could be used to manufacture both diesel fuels and gasoline.

In many parts of the world, pyrite and arsenopyrite occur together in sulphide ores either as the only sulphide minerals or in conjunction with other valuable sulphides. It is desirable to produce separate concentrates of the various sulphide minerals, including pyrite and arsenopyrite, so that the contained desirable metals can be recovered economically. It is common, for instance, for gold in an ore containing both pyrite and arsenopyrite to be associated almost exclusively with the arsenopyrite. It is desirable in this instance to produce an arsenopyrite concentrate for gold recovery while rejecting the barren pyrite.

On account of geological characteristics, Brazil is a country of large deposits of high quality kaolin, with the larger ones being located in its northern region. In the last years, kaolin beneficiation and production area is receiving great investments, aiming at a high quality kaolin production to be used in the paper industry, mainly intended for the foreign market. After the conclusion of expan- sion programs and with the advent of new production areas, Brazil is very soon expected to come in second place in the kaolin world production ranking.

Aerodynamic stall of vane-axial fans is both an operational problem and a safety concern. While deep stall is relatively easy to detect, the diagnosis of a partial stall is often more difficult. Its transient nature and the fact that its symptoms can mimic electromechanical problems of the fan and fan drive assembly, or vice-versa, compound the difficulty of making a timely and accurate diagnosis. A knowledge-based expert system known as FANPRO has been developed to aid in the diagnosis of these problems. FANPRO and its application are the subject of this paper.

A comparison of hydraulic shovels (HS) versus front-end loaders (FEL) is commonly made when an excavator with some degree of mobility and medium reach is required. These applications are often found in hard rock open pit and surface coal mining applications, among others. The purpose of this paper is to present a comparative economic study of the two excavators. Production data was collected from both HS and FEL manufacturers as well as operating mines. Availability, operating costs, and estimated operating life were gathered from operating mines, while capital costs were obtained from manufacturers. The data was limited to studies and operations which included both types of mid-size excavators. The economic study is followed by a discussion of other factors considered by mine operators in excavator selection. The study was originally made for a presentation at the 23rd Intermountain Minerals Conference at Vail, CO.

Sand is one of the most common materials on the earth’s surface. It is a naturally occurring material resulting from the physical and chemical breakdown of rocks. The definition of sand varies, as do the number of products made from the material. Sand is generally classified by grain size, however the measurement or scales differ depending on the context in which it is being used. Geologist define sand as particles of rock between .05 and 2 millimeters in diameter. The variability of the mineral composition generally dictates which sand can be used for different industrial purposes. For example, sand used for Portland cement concrete and asphaltic concrete mixtures can be very different in physical and chemical composition than sand used in the making of fiberglass. In this paper, construction uses of silica sand, which consists almost entirely of the mineral quartz (SiO2), will be discussed and analyzed.

"One critical factor in mineral reserves reporting, as well as mine-reserves reconciliation, is the impact of dilution and ore loss in the mining process. This paper considers the implications of various factors on dilution and ore loss projections, by orebody geometry, mining method, and ore control systems. We also discuss the implications of resource estimation methodology on dilution for reserves. DEFINITIONS Dilution and ore loss are two critical concepts in mining, which address the differences encountered between modeled grade and tonnages and actual production. Dilution is volume increase and grade reduction caused by multiple factors, chief among which are mining of waste material along ore-waste contacts, mining of internal waste as ore, and misclassification of waste as ore in the ore control process. There are also geostatistical and estimation aspects sometimes lumped with dilution, including the volume-variance effect (the tendency for small volumes of material to include a less regular distribution of grade than large volumes of material). Ore loss is described as reductions of ore volumes in the mining process due to misclassification of ore as waste in the ore control process, exclusion of discontinuous mineralization from mining due to geometry or continuity, and mechanical losses in the mining process. Dilution is typically taken as an increase in tonnes of ore with no change in contained metal (and thus results in a reduction in grade.) (Some workers consider the likely grade of the diluting material as well, particularly in deposits with gradational grade boundaries—this will be addressed later in the text.) Ore loss is typically taken as a reduction in tonnes at average grade of the ore, and thus results in a reduction in both tonnes and contained metal. Gold ores in the geologically more recent rocks are often associated with copper minerals which pose problems of high reagent consumption with conventional cyanidation practice. Many examples exist in northern Australia, Indonesia, Papua­New Guinea, Chile, and Brazil where, despite various treatment options (LaBrooy, 1992), the processing of oxide and transition ores is uneconomic either for copper or gold recovery. Hence, there is a need for a reagent which is selective for gold without leaching copper minerals. The ammonia-cyanide system appears to meet this criterion (Muir et al, 1989; LaBrooy et al, 1991; Costello et al, 1992; Hayes and Corrans, 1992) but it has proven difficult to optimise and apply to a variety of ores due to differences in the mineralogy and reactivity of ores and a lack of understanding of how the system works. Recent work on the mechanism, however, (Muir et al, 1993) has thrown a new light on the problem which should allow better process control. Ammonia­cyanide mixtures behave neither like free cyanide nor free ammonia and too much of either reagent in the mixture is detrimental. The key to the process is understanding how ammonia enhances gold extraction yet inhibits copper extraction in an essentially cyanide environment.

Facing an orchestrated assault from the anti-mining lobby and its congressional allies, the Mining Law of 1872 may soon be either dramatically changed or even repealed. In 1989, Sen. Dale Bumpers (D-AK) introduced Senate Bill 1126 entitled the "Mining Law of 1989." It has been through several hearings and is still in the Senate Committee on Energy and Natural Resources, where Sen. Bumpers is the number two ranking Democrat. In the House, Rep. Nick J. Rahall (D-WV) introduced the "Mineral Development and Exploration Act of 1990," HR 3866. This bill is in the House Committee on Interior and Insu¬lar Affairs. (The numbers on these bills, and perhaps some of their language, will be changed when they are reintroduced in early 1991. However, their substance is expected to remain substantially unchanged. Bill numbers here refer to legislation as it was numbered in the 1990 Congress.) In the eyes of its supporters, Bumpers' S 1126 appears to be more complete and has the inside track over the Rahall bill. Bumpers' bill includes provisions for royalties, bonding and reclamation. The Rahall bill is criticized by opponents of the Mining Law for its failure to include a royalty provision and for not having specific bonding and reclamation provisions.

Equipment capital operating costs represent a significant portion of the total cost of most mining operations, and a variety of computerized methods have been developed to assist in the selection and effective use of this equipment. The questions to be answered and the tools available to answer these questions vary with the type of mine to be analyzed, the stage of development of the mining venture, the size of the operation, the details required, and the technical or economic objectives to be reached. Even though a majority of publications are directed towards open pit mining operations, the underground environment is not neglected. In the early planning stages of a mining venture, equipment selection is the problem to be solved. The simplest computer systems are designed to' automate time consuming manual tasks. A data base is supplied to and maintained by the user, which describes the technical and economic characteristics of available equipment. The user specifies the physical environment within which the equipment will be used and chooses from the data base a combination of loading and transport equipment. The role of the computer is to detemine the production which will be likely reached, the associated costs, and other relevant statistics. This approach is most helpful when modeling small operations or isolated parts of larger operations.

Recent events in The Peoples Republic of China indicate that a major effort is underway to increase trade with the western world. Gold production contributes to China's ability to participate in international trade. Consequently, the Chinese government places a high priority on increasing gold production. Many of the operating gold mines in China contain refractory ores that to date have not been efficiently treated. Figure 1 illustrates the description and location of a few of China's major gold mines. China recognizes that the technology necessary to economically treat this ore has been developed in the United States and other western countries. The country has therefore begun to seek assistance in evaluating several potential projects. Organizational structure Gold mining and processing in China is directed by the China National Gold Corp. (CNGC), headquartered in Beijing. The agency has a director in each province who is responsible for exploration, mining and processing. CNGC uses the services of two engineering organizations for metallurgical testing, process development and design engineering for their projects. The largest engineering organization is the Central Engineering and Research Institute for Non-Ferrous Metallurgical Industries (ENFI), also located in Beijing. The second engineering organization is the Changchun Gold Design Institute (CGDI), located in Changchun Jilin province.

Companies mining for coal, oil shale, and minerals in the western US must often complete extensive geotechnical studies to satisfy federal and state regulations. The modern mining process is further complicated by the legal problems and liabilities associated with mineral rights and land leasing. Yet the study of water rights-unique to the West is often incomplete or ignored until the latter stages of mine planning. Water rights in the West are not adequately understood by many mining companies and their geotechnical consultants. Some firms, headquartered outside the western US, have not had to contend with the water supply problems of a semi-arid region. Water problems encountered by eastern mining companies, for example, are primarily water quality, drainage, and flood control. Even when water quantity is a problem in these areas, ownership and/or use of it is governed by entirely different legal and administrative concepts than in the West. Both legal and engineering issues have to be considered when studying western water rights. Legal issues, such as existence and title, must be addressed to insure that a particular water right is properly established and maintained. The exercise of a water right, however, often requires engineering analyses that focus on preventing injury to the properly established water rights of others.

The mining method at the Cannon mine uses heading and bench stopes, which are subsequently backfilled with cemented high-strength fill before pillar removal. The dimensions of the pillars are 7.3 m wide by 19.8 to 28.9 m high (24 ft by 65 to 95 ft). They require careful blasting in order to not damage the rock, compromising pillar strength and complicating later removal. Additionally, the proximity of dwellings makes vibration control a must for good neighbor relations. A blast monitoring study was conducted in order to optimize bench blasting practices to maximize fragmentation, reduce costs, and to minimize wall damage and ground vibration. The Cannon mine is a joint venture between Asamera Minerals (US) Inc., a 92% owned subsidiary of Gulf Canada Ltd., and Breakwater Ltd. Asamera is the operator. The mine is located at the south end of Wenatchee, WA, a town of roughly 45,000 people on the eastern flanks of the Cascade Mountains. Gold is the primary product at the mine. The rock is extracted using a sublevel end-slicing method on 15 m (50 ft) lifts, with subsequent backfilling and pillar removal. The stope widths, dictated by rock conditions at 7.3 m (24 ft), are the same in the primaries as in the pillars, or secondaries.

Raw materials and mineral products are crushed, ground, or pulverized for a variety of reasons. Some of the most important reasons for size reduction are: to liberate marketable mineral species from a matrix of commercial minerals and gangue, to promote rapid chemical reaction through exposure of large surface area, and to produce a material with desirable size characteristics for handling, utilization, and storage. Comminution processes are currently used on vast tonnages of raw material annually. In the mineral industries where mineral products and other solids are processed, the various size-reduction unit operations represent a major portion of the manufacturing costs. The comminution process is an expensive unit operation from the stand- point of both capital and operating costs. Power consumption is large, and the energy conversion to useful work is very small regardless of the size-reduction system. In energy terms, about 1% of the all electricity generated throughout the world is expended in crushing and grinding operations by the cement industry alone. Comminution is a general term for size reduction that may be applied without regard to the actual breakage mechanism involved. General type of size-reduction equipment include crushers, tumbling mills of various type, impact mills, fixed-path mills such as a roller mill, and fluid-energy mills. The 1.8 million tonne Itos tailings deposit is the result of sever­al years of processing by Comibol of the San Jose and ltos Mine ores at Oruro Bolivia. The historic flowsheet consisted of a flotation circuit in which silver-bearing galena and stibnite were concentrated. Approximately half the silver in the ore was not recovered, and the existing tailings contain slightly over 200 grams silver per tonne, in the form of complex sulfides of silver, antimony, lead, and other metals coating grains of pyrite. An extensive laboratory program was conducted to exam­ine conventional processing l)lethods such as cyanide leaching and regrinding followed by flotation. However, the silver-bear­ing sulfides are in intimate contact with the pyrite and the pyrite comprises 30% of the total tailings weight. Cyanide leaching recovers only 40% of the silver and the cyanide consumption is uneconomically high. Flotation produces an upgraded, but still uneconomic, concentrate. For this reason, chloride leaching had been evaluated by Comibol, and in the mid 1980's Comibol undertook an innova­tive test consisting of two 300 tonne field heap leaches using a cold chloride solution. The tests were partially successful, but could not be applied to the bulk of the tailings which are already ground to 50% minus 200 mesh. In 1992, Kappes, Cassiday & Associates undertook to develop a hot agitated chloride leach flowsheet, and is current­ly constructing a treatment plant under a turnkey contract from a Bolivian company, Baremsa, S.A. Using this process, 85% of the remaining silver can be recovered, with significant by-prod­uct credits from antimony and lead. The project features hot, agitated acidic chloride leaching, filtration, crystallization of lead chloride, and precipitation of metals using iron scrap. Arsenic is removed from the precipitate by caustic leaching, and minor metals by furnace refining. Antimony is recovered as the oxide by cupelation, and silver is poured as <lore from the cupel. Production rate will be 600 tonnes per day. Startup is scheduled for late 1995.
