The Henderson/ML King CSO Project is a major combined sewer overflow (CSO)reduction project for the Department of Natural Resources and Parks of King County, Washington. The central element of the project is the 3100 lineal feet long, 14'-8"diameter 42nd Ave S Storage/Treatment Tunnel. During the course of the project, the owner and consultants evaluated numerous elements of the tunnel including the alignment, geotechnical conditions, tunnel liner, and settlement monitoring requirements. The contractor utilized innovative shaft construction methods for the tunnel portals, and adhered to strict contract requirements in successfully constructing the tunnel. This paper provides an overview of the design and construction elements of the 42nd Ave S Storage/Treatment Tunnel that led to the successful completion of the project.

As part of a $2.2 Billion bridge project that will link Indiana and Kentucky, an interchange project northeast of Louisville will require the mining of a 6-lane tunnel system about 2,000 ft long in order to cross beneath the historic Drumanard Estate. This paper will discuss preliminary engineering that has been undertaken to compare two-bore and three-bore layouts, the planning of an exploratory tunnel facility, and the potential for including a test chamber to investigate the ability of high capacity roadheaders to mine the 22,000 psi limestones.

To accommodate larger double-stack rail cars through a tunnel, the existing active tracks were to be lowered. The tunnel is an elliptical, horseshoe-shape with concrete base support, removal of which would jeopardize the tunnel integrity, particularly since the soils beneath part of the tunnel floor included soft, saturated silt overlying rock. Grouted bar anchors combined with a SuperJet soilcrete strut replaced the existing support in situ prior to floor lowering. Close cooperation and detailed timely engineering support provided a quality project. Project design and construction, ground improvement methods, and the performance of the work are described.

Since its discovery, Cuba has been called the “Pearl of the Antilles.” The country remains that, albeit a little tarnished these days. In Havana, many of the buildings are being refurbished, while some new ones are under construction. Since 1991, the laws have been relaxed so that Cuba is developing a mixed economy of central control with free market. Joint venture agreements have been signed with businesses from many countries. This does not include the United States due to its embargo. But even these regulations have been relaxed some.

Numerous underground coal mine ventilation seals have been installed in the United States of America prior to 2006 and after implementation of the Mine Improvement and New Emergency Response (MINER) Act. Seal engineering, design, placement, and construction is regulated in industry, but post-construction monitoring of seals is limited to visual inspection of the outby face and seal perimeter, convergence measurement, and atmospheric monitoring. To monitor seal integrity and to provide safe working conditions, a form of non-destructive testing (NDT) is necessary to accurately reflect the health of the seal by detecting post-construction changes, deterioration, or defects within in-situ seals in underground coal mines. Previous research from the National Institute of Safety and Health (NIOSH) has indicated the potential for utilizing ground penetrating radar (GPR) for assessing in-situ mine seals. This paper provides an update to the assessment of proposed NDT methods for seal evaluation using commercially available GPR technologies and systems. Full-scale free-standing seals and large-scale seal specimens were analyzed with an array of GPR units from various manufactures using multiple frequencies.

Among the thirty-five declared critical raw materials (CRM) in the United States, there is no sustainable domestic production for the fourteen of them, while for some others domestic supply does not meet the national demand. Numerous potential critical raw material projects are in advanced exploration stages. However, the price uncertainties for many of these commodities put feasible future production into question and come into contrast with overly optimistic price forecasts published in all feasibility studies related to such exploration projects. Thus, in this work, a newly developed smart computational tool is used to evaluate the real perspectives of several CRM exploration projects implementing actual commodity prices, and to conduct reverse calculations in order to find the prices at which each project can be viable.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. BRS, Inc. has utilized Carlson's Natural RegradeTM software to design the reclamation and stabilization of abandoned open pit uranium mine spoils, AML Project 16N, located in the Gas Hills Uranium District in central Wyoming. This work was completed for the State of Wyoming's Abandoned Mine Land Program (AML) on preSMCRA (Surface Mining Reclamation and Control Act) sites for which no reclamation obligation existed. The project successfully stabilized an eroding spoil dump, enhanced the local view shed, created habitat diversity and provided a significant source of fill material for open pit highwall hazard mitigation efforts. Additionally, the project served to evaluate innovative reclamation design methods, engineering software and grade control technology. This project was nominated for a National Association of Abandoned Mine Land Programs award by the State of Wyoming. The results of this project will be presented as a case history of the Natural RegradeTM approach to surface mine reclamation. Based on the successful application of this new mine reclamation technology on the AML 16N Project, reclamation designs for spoils associated with planned underground uranium mine operations at the Velvet Mine in the Lisbon Valley Uranium District of Utah for Uranium One USA, Inc have been prepared and will be presented. Critical elements will be the encapsulation of unsuitable materials, long term hydrologic stability, and sequencing and staging of ore and mine waste for final reclamation surface construction. The goal of the Uranium One Velvet Project will be to apply best available technology to reclamation planning and fully integrate the reclamation design with the mine planning. Benefits of the approach should include improved public and regulatory perception of the project, facilitate mine permit approvals and the eventual timely release of reclamation bonds, as it is anticipated the stable landform created through this process will result in more rapid stabilization of the site to pre-mine geomorphic conditions. NATURAL REGRADETM CASE STUDY AML Project 16N, D-9 and K Pit Reclamation Project, is located in an intensely disturbed area of the West Gas Hills Uranium Mining District in Fremont County, Wyoming. The overall design calls for the placement of approximately 7 million cubic yards of backfill materials in the D9 and K Pits, imported from adjacent mine spoils including the Central Spoils, and from local highwall excavation. Figure 1 shows the location of the Central Spoils excavation area, as well as the D9 and K Pits fill area. The entire project is located on public lands administered by the Bureau of Land Management, Lander, Wyoming District Office. No access controls are in place at the abandoned mine sites. The public lands are administered under a multiple use land policy including grazing of range land, public recreation, active mining and exploration, and oil and gas. The project site is located along Fremont County Road No. 5, which is a moderately well traveled road. Reclamation of the numerous and large abandoned open pits in the Gas Hills Uranium District has reduced the risk of death or injury to the public. Site History and Background The Gas Hills Uranium District was mined by multiple companies during the period from 1955 to 1981. The uranium was hosted in the Wind River formation, a sequence of soft sedimentary layers of interbedded sandstone, clayey shales, and conglomerates. Uranium was precipitated out of ground water in classic roll front deposits, which are found from very near surface to depths greater than 400 feet. Prior to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), very little reclamation work was performed when mines were abandoned or closed. The State of Wyoming Abandoned Mine Lands Program has worked to mitigate hazards associated with large open pits, control migration of unsuitable materials and restore watershed functionality of lands in the district. Additional reclamation is being performed by mining companies on bonded lands. Figure 2, Gas Hills Uranium District aerial photograph, shows the extent of the mining disturbance in the district. [ ] Project Hazards and Concerns The purpose of AML Project 16N is to mitigate hazardous conditions and risk to the public associated with open pit highwalls and toxic, acid forming, and /or radioactive mine waste materials. The D9 and K Pits are contiguous open pits characterized by an 8,800 foot long hazardous highwall that averages over 200 feet tall. Heat stress is a major concern for the health, safety and productivity of miners working in hot and humid underground mines. At greater depth, heat inside underground mines increases due to geothermal gradient, heat released from high-capacity machinery, exposed rock surface, auto-compression of air, human metabolism, etc. Prolonged physical work in thermal environments severely affects the health, safety and efficiency of miners. In order to address this important issue, a systematic literature review (SLR) has been conducted. This SLR aimed to identify the research gap in the area of heat stress effect on underground miners and its control. An extensive literature search was carried out on numerous digital databases, grey literature and conference proceedings to identify relevant research work for this review. Moreover, the impactful studies, methodologies and preventive measures undertaken during the past five decades on the effect of heat stress on underground miners were retrospectively analysed, with a broader aim to explore the need for further research on this pertinent topic. Overall, 571 references were identified from the literature review, out of which 51 research articles addressing the sources of heat, heat stress effects on miners, heat stress indices and control measures for heat stress in underground mines were selected as primary papers for detailed review. Pre-developed fatigue is one of the prime causes of health hazard, safety and productivity loss of miners working in underground high heat stress zones. Hence, development of a better heat stress index integrating personal, environmental parameters and pre-developed fatigue (PDF) of miners is essential.

Many concepts concerning equipment selection, performance prediction, and evaluation of support requirements for tunnel construction in soil or hard rock tunnels cannot be extrapolated directly for application in soft rock (compressive strength between 1.0 and 35.0 MPa). Case histories for small diameter (less than 3.5 m) tunnels in Austin, Texas, are analyzed to gain insight into particular problems encountered during tunnel excavation in weak sedimentary rock, and the performance of different excavation systems are compared.

Depending upon which of two letters describing the theme of the session I chose to honor, the subject choices because either one or three. They were: "Applied Research and Exploration and Discovery" or "Applied Research in Exploration and Discovery." The final choice; to partially ignore both of them. That minor difference in meaning may be appropriate here, inasmuch as very minor research/exploration differences may also have profound impacts on discovery. To further set the stage, I consider myself an Industrial Minerals geologist, and more specifically primarily associated with basic construction materials crushed stone and sand & gravel. My remarks will apply primarily to those materials. Therefore, when the discussion instructions included emphasis on beneficial aspects (to name a few): "drill target definition; elimination of ore potential; ore forming environments; alteration studies, and isotope analysis," problems became apparent. Evidently, and although this was a form letter, the drafters of that letter had no idea what was involved in research for a construction materials source. My task may be great.

Accident data indicates that mobile haulage poses a significant pinning, crushing, and striking risk. Proximity detection systems (PDSs) have the potential to protect mineworkers from these risks. However, unintended consequences of mobile PDSs can undermine the safety benefit they provide. Soliciting iterative user input can improve the design process. Users help provide a critical understanding of how mobile PDSs may hinder normal operation and endanger mineworkers. Researchers explored users’ perspectives by conducting interviews with mineworkers from seven mines that have installed mobile PDSs on some of their haulage equipment. Mineworkers reported that mobile PDSs affect loading, tramming, section setup, maintenance, and general work on the section. Mineworkers discussed the operational effects and increased burden, exposure, and risk. Mineworkers also suggested that improved task compatibility, training, logistics, and PDS performance might help address some of these identified issues. This paper also gives additional insights into mobile PDS design and implementation.

Changes and the pace of change in China’s coal industry have been extraordinary during the past several years. At least 35 of the 94 former coal bureaus have been restructured into different mining companies and groups. Some of the more productive and efficient ones were further strengthened through consolidation and expansions. And several have even formed, or are in the process of forming, strategic alliances with utility companies, railroads, ports and chemical companies to secure additional reserves and coal sales. In addition, the improvement in coal pricing during the past two years has enabled China’s coal industry to move ahead with some needed changes. Coal mining accidents, though, remain a major concern for the Chinese government. Accidents remain high even though the government has made efforts to shutdown more than 55,000 unlicensed, unsafe small coal operations throughout the country.

Introduction In recent years - even months - the number of articles on computers has increased rapidly. One can hardly pick up a newspaper or magazine without seeing a computer-related article. The article usually explains how the computer will change our lives. Many of us have some concern about the nature and type of change. For most of us, though, the problem is lack of information and understanding about how computers work. In other words, how do we make cost-effective decisions about computers? This three-part series will explain, simply, what a microcomputer is, how it works, and how to decide if you need one. This first article will define terms and briefly discuss areas where computerization might be economic. The second article will discuss geology and mining applications. The third article will discuss plant, administrative, and geotechnical areas as well as the future of software development in the minerals industry. Terms and Concepts All computers have input and output devices and a central processing unit (CPU). Information - instructions and data - is communicated to the computer by means of input devices. These instructions to the computer are converted into language that the computer understands. This causes the instructions to be carried out in the CPU. The result of these operations is translated back into language that we understand. This information is then sent to output devices such as printers and video display tubes. Traditionally, peripherals were devices separate from the main-frame (the CPU and memory) and were used to input, output, and store information or instructions. Today, peripherals perform the same functions though they may be housed in the same cabinet as the CPU and memory. Historically, peripherals included all input and output devices not part of the mainframe. Input devices include keyboards, magnetic tape, and card readers. Tapes and disks are input as well as output devices. Output devices are printers, CRTs (Cathode Ray Tubes), and any mass storage device capable of storing data when directed to do so by the computer or the program. In fact, any mass storage device that can give the computer data when requested is an input device. Mass storage devices include floppy disks (thin, round sheets of plastic covered by metal particles), and hard disks. The latter are thicker and more densely coated with metal particles. This allows much more information to be stored. Another type of mass storage is magnetic tape. Its type and size varies widely. Processing and Storage Any computer understanding must include how instructions and data are processed and stored. Information is stored as a positive or a negative field known as a "bit." There are eight bits in a byte. The bits can be represented as either a one or a zero. Thus the code for a byte representing the numeral one is 00110001. The byte representing the letter A is 01000001. These codes are from the American Standard Code for Information Interchange (ASCII). ASCII defines the standard set of characters including alpha, numeric, and special characters. The computer's memory has allocated locations where instructions as well as incoming information can be stored. All information and instructions are stored as binary numbers bit by bit - zeros and ones. The amount of data that can be stored is referred to as either thousands or millions of bits or bytes. The letter "K" is used to designate one thousand units. The letter "M" is used to mean one millon units (one meg). Disks Thus, a 113-mm (5 1/4-in.) floppy disk - double sided and double density (DSDD) - contains 320,000 bytes (characters) or 320K. This is about 164 double-spaced, type-

Galvanic corrosion between dissimilar materials, such as steel and graphite, leads to safety concerns for many industries, including mining. In this study, researchers from the National Institute for Occupational Safety and Health (NIOSH) analyzed rock samples from two mines in the United States that exhibit electrochemical properties similar to graphite through laboratory measurements to investigate their observed in-situ influence on underground metal support. Uniform corrosion rates of mild steel coupons, inflatable bolt coupons, and friction bolt coupons galvanically coupled to rock samples were obtained using both potentiodynamic polarization and zero resistance ammetry. Increased uniform corrosion rates were witnessed between the coupled rock and steel system, over those of just the steel alone. Surface analysis of the metal samples showed the presence of pitting corrosion, reflective of bolt samples removed from partner mines. Corrosion pitting of ground support structures in contact with graphitic rock in underground mines poses safety concerns for mine workers by increasing the rate of corrosion and decreasing bolt strength over time and will be further investigated for intervention strategies.

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. The administration opposed the council creation contending that the Cabinet Council

The characterization of rare-earth resources in 3D is now possible using high-resolution X-ray microtomography (HRXMT) to describe ore texture and mineral phase composition. In addition, detailed texture analysis, including grain exposure and mineral association, can be described. Preliminary examination of a sample of Mountain Pass ore is reported to describe the spatial distribution of the mineral phases (calcite, barite and bastnaesite), particularly the grain size distribution of bastnaesite. The examination includes analysis of selected particle size classes to determine the appropriate size for liberation of the rare-earth mineral bastnaesite. Good liberation is expected to be achieved if the material is ground to a top size of -150 µm.

Elemental analysis of slurry streams using X-ray fluorescence (XRF) has long been employed. However, detector technology has limited the application of XRF devices. Using detector technology employed on NASA's Mars Pathfinder to analyze soil samples, Process Control, Inc. has developed an on-line analyzer to mount on a sampling system. The prototype XRF elemental analyzer was installed at Detroit Edison's Monroe Power Plant in January, 1998 and has been employed to monitor feedstock quality. A slurry system has been developed for flotation control. This paper describes the testing of the analyzer using the new, draft ISO standard for evaluating the performance of online analyzers (ISO/DIS15239).

The Upper Reach segment of the Northeast Interceptor Sewer (NEIS) is a3.2-km-long tunnel excavated in interbedded marine sedimentary deposits with approximately 40 m of cover. The tunnel was initially classified by Cal/OSHA as “potentially gassy.” During excavation, high levels of hydrogen sulfide and methane were encountered, prompting Cal/OSHA to reclassify the tunnel as “gassy.” In addition, the tunnel excavation encountered an abandoned, 100-year-old water tunnel known as the “Narrows Gallery.” This existing tunnel was completely full of water and under 30 m of hydrostatic head. This paper will discuss the unanticipated difficulties and design solutions implemented to construct a gassy tunnel exposed to high volumes of water.

Exploration activities in 1980 felt the effects of unstable economic conditions and oscillating metal prices. In the cyclical, boom-or-bust precious metals and uranium markets, precious metals activity flourished and uranium was definitely in a slump. By November last year, the price for vellowcake was down nearly $20 from two years earlier. Many mining and milling operations closed, particularly in Wyoming, New Mexico, and Colorado. Decreasing emphasis on nuclear power continued to impact the market, as did the Three Mile Island accident of 1979. Earlier forecasts estimated that 10 to 12 reactors would be ordered per year by US utilities throughout the 1980s, but current forecasts suggest that it may be 1983 or 1984, or even later, before any new US plants are ordered, according to Thomas A. Boyden, vice president of Nuclear Exchange Corp. "Without those new plants, the consumption loss to industry is 4 to 5 million pounds (1.8-2.3 kt) of uranium per year. The cumulative loss to the industry is currently estimated at 25 to 30 million pounds (11.3-13.6 kt)," Boyden said in a May 1980 presenta¬tion. Despite the plunging market, there were a few notable uranium explora¬tion programs: •Exxon expanded uranium exploration in New Mexico, where the company reportedly took preliminary steps toward acquiring mineral rights to a 22-km2 prospect, 19 km south of Santa Fe. • Mountain States Resources began the second phase of an exploratory drilling program on its Sinbad/ Solo prospect in Utah. • Also in Utah, Cotter Corp. drilled its first exploratory hole in the Dirty Devil River district. Exploration for precious metals in 1980, however, appeared to tend toward the opposite extreme. High prices sparked near feverish searches in Alaska, California, Colorado, and Nevada. Numerous mines abandoned years ago were revived with some signs of success. Significant gold finds were reported in California and Nevada: • Homestake Mining Co. announced a gold discovery in California estimated to contain over 5 Mt with an average grade of about 5.8 g/t.
