Knowledge of the amount of time material spends in a continuous mill in a closed grinding circuit is essential for circuit performance analysis and scale-up design. A convenient method for acquiring this information involves the use of pulse tracers in residence time distribution (RTD) experiments. In typical grinding circuit experiments, RTD measurements are done by injecting a pulse tracer into the mill inlet and detecting it in the circuit exit. In this article, an easy mathematical method for calculating mean residence time and the degree of mixing of material in a mill present in a closed grinding circuit is developed. There are no restrictions on the location of the tracer injection or detection points with this method. Any convenient location in the circuit can be chosen without affecting the residence time distribution measured. The analysis of impulse response data obtained from several commercial grinding circuits using this method is presented.

Following on from the successful completion of three exploration programs and the discovery of two new inactive Seafloor Massive Sulphide (SMS) deposits within New Zealand?s Exclusive Economic Zone (EEZ), Neptune is now poised to take the next step from explorer to developer. Neptune considers that commercialization of SMS deposits represents the future of the mining industry, providing a new source of metals to the world economy, and enabling host countries to benefit from this new industry. Neptune recognizes that marine biodiversity is among the greatest treasures of New Zealand. The geological isolation, range and complexity of habitats, and a number of major ocean currents that influence New Zealand have created diverse marine communities. Neptune, recognizing both the environmental importance of marine biodiversity and the value it provides to all New Zealanders has made commitments to ensure sustainable development. There are many unanswered questions regarding how the marine environment may be affected by SMS development, however best practice environmental management is a key aspect of the Company?s approach to our activities and the code for ?Environmental Management of Marine Mining? prepared by the IMMS has played a part in this approach. Neptune has close relationships with the scientific community to ensure that appropriate environmental strategies and plans are developed in order to minimize the effects of our activities on the environment.

The principles of classification of reserves and resources in the Soviet Union were developed in 1960. Mineral reserve calculations were reviewed by the State Committee on Reserves for approval, then registered in the State List of Mineral Deposits and included in the State Balance of the Reserves. In 1981, however, a new "System of Classification of Reserves and Resources of Mineral Deposits" was adopted. This classification system (Table 1) is still used today in the Commonwealth of Independent States (CIS). It subdivides mineral concentrations into seven categories in three major groups, based on the level of exploration performed: explored reserves (A, B, C,), evaluated reserves (C) and prognostic resources (P1, P2, P3). Explored reserves Explored reserves are calculated within exploration contours. Category A The A category is the highest level of classification for any given mineral deposit and requires comprehensive exploration. First, the ore body's position, shape and structure must be accurately delineated (Fig. 1). Next, the mineralogy of the ore body must be studied to determine its composition and properties as well as the distribution of both ore and detrimental components. It is also necessary to outline the blocks of barren rocks and limits of subeconomic ores and to distinguish between the different types, grades and physical-chemical properties (mineral texture and structure) of the ore, the

During this period, Arizona generally assisted EPA in the implementation of federal programs and enacted environmental laws patterned closely after their federal counterparts. A growing public concern about protecting water quality, particularly groundwater quality, eventually caused the State to depart from this pattern.

INTRODUCTION In urbanized area with heavy street traffic and with environmental requirements to lessen construction noise and vibration, the cut-and-cover is not always a feasible method to build a small diameter tunnel for sewage, water or other utilities. That is where the use of the shield machine to bore such a small diameter tunnel should be considered as a more acceptable alternative. Although the shield machine of this type should be small enough to meet specific requirements for a given tunnel, it should be big enough to provide some working space inside of the tunnel. Recently, we have successfully developed the fully mechanized small diameter tunneling method which enables us to bore a tunnel as small as 600mm in finished diameter. This paper discusses the concept of this newly developed method, including a case history where sewage tunnels of 800mm finished diameter were constructed by using this method. OUTLINE OF METHOD Developed from the original slurry shield pipe-jacking tunneling method, this method is highly automated so that all operations inside of the tunnel can be remotely controlled. This paper examines the economics of acquiring mineral exploration rights by royalty-rate bidding when the royalty basis does not provide for full cost recovery. Bidding takes place prior to exploration and the documentation of actual tonnage and grade. Consequently, it increases considerably the risk to exploration capital when the fraction of cost recovered is small and the product price exhibits large fluctuations. Price and grade risk are demonstrated on a 360-Mt (400-million-st) porphyry copper deposit by Monte Carlo simulation of discounted-cash-flow analysis. Copper price is modeled as a stochastic price process, and costs are based on US Bureau of Mines cost models. When both grade and price risk are considered, the probability for a negative NPV is 0.54, given a royalty rate of 5% applied to a basis that allows the recovery of costs up to 50% of product price. Investment risk could be considerably reduced by defining the royalty basis to allow greater cost recovery. Although such a basis would require society to share in the risk, society would benefit from greater resource development.

The liners are the most important part in the SAG mill operation. Hence, the liners and their design parameters are primarily studied to see its effect on SAG mill operations. Effective liner designs are directed to reduce downtimes, which is needed for the replacement of worn liners. There exists constant chance of improvement in the capacity of mill by studying the effect of liner design on the charge motion inside the mill. This need is satisfied by three-dimensional discrete element code "Millsoft", which uses Discrete Element Method (DEM) to analyze the motion of charge. This simulation of SAG mill keeps track of all the moving bodies like ball and rock and observes its interaction with liners and lifters. The recent work done on this software helps generating mill to more reality by putting conical wall at feed and discharge end, over the earlier flat walls. Millsoft is an effective tool to watch the change in the motion of the charge due to different types of lifter bars and different design parameters. It was concluded that by simply increasing chord length between the lifters and increasing the face angle of the lifters, capacity of the mill could be increased. On the other hand, this software can also be used to get power draft at the respective mill design.

This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year's narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.

The sandstone type Devladivske uranium deposit is located within the limits of Eocene pale-ovalley filled with alluvial sediments. Mineralization with uranium content up to 0.1% forms several ore beds divided by redox barriers. In the period 1962-1983 the deposit has been exploited over an area of 918000m2 by in situ leaching (ISL) using drillholes with a depth between 35 and 100m. During mining operation about 200,000 t of H2SO4, 6,300 t of HNO3, and 15,000 t of NH4NO3, have been pumped in the ore body. In 1983, the groundwater pollution aureole had a length of 4.5 km and a width of 400-600 m. There is a hydraulic connection between the uranium-bearing aquifer and both the upper and lower ones. The technological solutions used for ISL caused partial contamination of these horizons. After mining completion, dilution of the residual technological solutions with "pure" natural waters took place through gaps in impermeable sediments between aquifer horizons. Calculation of self-purification process kinetics shows that the sulfate ion pollution aureole will disappear approximately after 120-150 years at a distance up to 2.0-2.5 km from the western margin of the deposit. This means that there is no risk for contamination of the river Saksagan? that flows at a distance of 17km from the deposit.

Gold plant performance during the start-up period, which extends until capacity production is sustained, has a major impact on the internal rate of return and the net present value of gold projects regardless of mining and processing configurations. The start-up period experiences substandard production, extra expenses, and sometimes reduced recovery. This results in lost profits, a portion of which are recouped at the end of the life of the mine. Poor start-up performance can put projects into financial jeopardy. The gold mining industry regularly experiences start-ups ranging from good to poor. Problem areas, which affect start-up performance, include shortcomings in ore reserve sampling and testing, equipment design and installation, untrained plant operators, inability to cope with problems which arise, and organization of the maintenance program. An investment, equal to 0.5% to 1.0% of plant capital cost, in programs to prepare for start-up, in advance, is recommended. Investment in such a program will make a good start-up possible. Without it the best result which can normally be expected is a fair start-up. Developers of new gold mines are urged to compare the cost of this investment with the anticipated increase in project net present value. Funds for this investment should be included in feasibility studies.

The expert system for coal preparation plant design mainly solves the crux--separation flowsheet design and optimization of product structure. There are twelve basic flowsheets available in the system which are representative of financial plants. The system can select better flowsheets automatically according to the property of feed and scale of plant. Then, it can choose the best flowsheet and product model from the better flowsheets through analysis and optimum calculation. The expert system is made up in Turbo Pascal 6.0 and consists of three sub-systems: Lump and grain coal system, coal slimes processing system, and raw coal system. Several representation methods, such as production rule, procedure, and object-oriented programming, are used to express the expert's knowledge in the system. To decide the optimum product structure, Zangwill's method is used to make an advance product model. The expert system has the performance of interpretation strategy, by 'tracer" technology and pre-arrangement text, and of learning new expert's knowledge.

INTRODUCTION The Metropolitan Water District of Southern California (Metropolitan) is the largest water wholesaler in southern California. Its service area spans the major urbanized portions of Ventura, Los Angeles, Orange, San Bernardino, Riverside and San Diego counties. More than 15 million people are serviced by Metropolitan through its 27 member agencies. The primary sources of Metropolitan's water supply are the Colorado River Aqueduct (CRA) and California's State Water Project (SWP). Currently, planning and design level studies are underway by Metropolitan to expand the water storage and conveyance systems within the service area for the purposes of providing increased efficiency and flexibility to manage limited water supplies, improving water quality, and increasing system reliability. The system reliability issue is particularly significant because the conveyance facilities from both the CRA and the SWP must cross the active San Andreas fault. This fault is considered to be the source fault for the anticipated "Big Earthquake" in southern California. To meet these objectives, Metropolitan's expansion plans involve a major new storage reservoir, new large diameter pipeline and tunnel conveyance facilities, more efficient utilization of existing groundwater basins, and an aggressive public awareness and conservation program. This paper focuses on the planning studies that have been carried out for over 50 miles of tunnels being considered for several of Metropolitan's proposed conveyance systems. These tunnels have ranged in length from a few hundred feet to over 42,000 feet, with depths of cover ranging from a few tens of feet to over 3,000 feet, and finished diameters ranging from 10 to 20 feet.

In a 1985 seminar, we were told that overoptimism abounds in Artificial Intelligence (AI), that A1 is neither a science nor a technology yet, and that we will be both exhilarated and disappointed with AI. In fact, even today, there is no single accepted definition of AI; however, certain features have been identified by AI researchers as essential to consider an entity.(e.g: machine or program) to be intelligent. According to Shank (1987), these features include communication (to be able to communicate with), internal knowledge (knowledge about itself), world knowledge (awareness and knowledge about the world outside), intentionality (knowing what one wants and a plan to seek it, ie. goal seeking behavior), and creativity (being adaptable to changing conditions). None of these figures would individually define intelligence; however, each would be a part of intelligence in its own way. The prospects for the development of entities with AI have never been as good as they are now. The combination of advancements in computer hardware and software along with new insights into the ways in which we store knowledge and use it for problem solving has enhanced the potential for the creation of intelligent entities. After some unbounded optimism of a major breakthrough in the fifties and frustrating disappointments in the two following decades, it appears now that AI has emerged from research labs to industrial practice. This is confined by the growing number of repeat applications of AI in business and industry to the extent that AI can now be considered a technology.

INTRODUCTION For the past 25 years, tunnel support requirements have frequently been determined, at least in North American practice, by classifying the rock according to the system proposed by Terzaghi (1), using one or more of the 8 Rock Conditions which he defined, the rock load then being selected within the range given for each Condition. However, there is a lack of published data comparing Terzaghi loads with actual measured rock loads, and it would appear that the degree of conservatism, or otherwise, of the Terzaghi approach is very often unknown. Excavation of 4 large diameter tunnels at the Tarbela Dam Project in Pakistan afforded an opportunity to compare Terzaghi and measured loads, through instrumentation of the steel ribs installed for temporary support, and by classification of the geology exposed during the tunnelling operations. In addition, the deformation of the rock surrounding the tunnels was monitored during excavation by means of borehole extensometers installed prior to the start of tunnelling. This paper describes the tunnel instrumentation and the results obtained therefrom, and relates these results to the Terzaghi load coefficients. Surface subsidence has been recognized as an inevitable consequence of underground coal mining for several centuries. The damage resulting from this phenomenon has been witnessed in rural as well as in urban areas and ranges from simple land settlement to severe structural damage to buildings. Subsidence prevention is not feasible, at least under the existing technological and economic constraints of underground coal mining. Using a rational method of subsidence prediction, it has been demonstrated in many coalfields that subsidence control can be successfully practiced in order to reduce and accommodate subsidence within environmentally acceptable levels. This paper presents the development and testing of a subsidence model, based on the zone area method. This technique is a refined development of the influence functions and it is capable of investigating a mining plan of any shape, thus facilitating both longwall and room-and-pillar mining systems. More specifically, this study can be divided into two major efforts: (a) The development of the zone area model. This formulation was designed to accommodate the analysis of an optimum number of zones, over the area of interest, both accurately and efficiently. (b) The testing of the computer techniques with appropriate field measurements. In order to accomplish this, published as well as unpublished information was collected and analyzed according to a regionalized scheme. This procedure minimized differences in subsidence characteristics between the various coalfields and allowed a regional validation of the predictive capabilities of the model.

The thermal draught within ventilation networks of underground mines depends to a great extent on the shafts depths and degree of change of ventilating air density. When the topology and space orientation of a ventilation network are constant, the dynamics of thermal draught is determined mainly by the variations of the heat- and mass-transfer processes in the openings. This conclusion follows from the well known basic theoretical notions about the thermal draught-aerostatics and thermodynamics [1]. Quantitative evaluation about the influence of heat- and mass-transfer processes on dynamics of thermal draught could be made through: direct mine measurements, special experiments and with the aid of mathematical models. The first two methods produce sufficiently accurative results, however it is very difficult to perform such studies, particularly when these processes are evaluated within a large scope and multifactor aspects. Mathematical models of thermal draught allow to overcome easily these difficulties. The degree of accuracy of results, obtained by this method, depends to a great extent on the degree of approximation achieved by the model to the real heat- and mass-transfer processes. In this paper, with the aid of Bulgarian developed method, algorithm and computer program V WT-4 - for complex evaluation of ventilation parameters in active mine ventilation networks [2], the authors investigate some changes in the thermal draught. INTRODUCTION The placing of the monolithic concrete lining of the Bi-County water tunnel illustrates the state of the art in the materials, equipment, methods and productivity available to the industry for this type of construction. This paper describes the management and engineering rationale used by Clevecon, Inc., a subsidiary of S & M Constructors, Inc., Solon, Ohio, in developing the concrete mix designs, the design of the specialized equipment, and the methods used in the manufacture, transport, and placing of the lining. Also discussed are the changes to the reinforcing steel design instigated to facilitate its handling and placing, as well as to enhance the quality of the lining. The intent is to bring to the attention of designers the effects certain design aspects have on the construction of reinforced concrete tunnel linings, as well as indicate the areas where research and development effort should be expended to further reduce costs for this type of construction. GENERAL DESCRIPTION The Bi-County Water Tunnel West is a water transmission main owned by the Washington Suburban Sanitary Commission of Hyattsville, Maryland. The facility was designed by A. A. Mathews Division (formerly STRAAM Engineers, Inc.) CRS Group Engineers Inc., Rockville, Maryland. It is to be utilized as the central feeder of potable water for the northern suburbs of Washington, DC, extending some 4,597 meters from a riser shaft at its western terminus to the eastern interface, with a similar tunnel which extends eastward about 5,180 meters; the majority of its length being under Interstate Highway 1-495. INTRODUCTION The Newtown Creek Pollution Control Project (P.W. 53) is a major system of facilities designed to collect wastewater from large areas of the Boroughs of Manhattan, Brooklyn and Queens, then channel it to a treatment plant where the wastewater is processed and discharged. The North Branch interceptor collects wastewater along the east side of Manhattan and transports it downstream to a Junction Chamber at Avenue "D" near East 13th Street. The South Branch interceptor similarly collects wastewater from the southern part of Manhattan Island on both east and west sides of Manhattan and transports it to the same Junction Chamber from where both flows are delivered to the adjacent Manhattan Pumping Station which pumps the wastewater under the East River to a treatment plant in Brooklyn. This system is shown in Figure 1. Construction of the Manhattan Pumping Station began in the Summer of 1966 and was delayed by a number of mishaps. In the vicinity of the North and South Interceptors, approximately 3,060 cubic meters (4,000 cubic yards) of soil flowed into the excavation: 765 cubic meters (1,000 cubic yards) at the North Branch Interceptor, and approximately 2,300 cubic meters (3,000 cubic yards) at the South Interceptor. These movements were accompanied by surface subsidence, collapse, or both. On June 4, 1973, while pumping station construction was underway, approximately five to seven cubic yards of sand entered the junction chamber through a temporary bulkhead valve in the North Branch Interceptor.

In the past, most people have associated gold scams with the sale of non-existent gold mines, an undivided interest in unmined ore or the sale of gold-plated lead bars. These scams are still available to those who want to speculate. Now, though, the mining industry is plagued with a new type of con artist. Many of the new scams involve large, well established mining companies being victimized. Nearly all legitimate mining companies are in search of good mining prospects. This makes them susceptible to modern day con artists. Many professionals from the mining and petrochemical industries are out of work. Some of them have gotten involved with scams or activities that border on the criminal. Mining companies are losing millions of dollars each year to scams. Some of these scams involve venture-capital fraud. Some involve fraudulent mining proposals. And some involve unqualified individuals who are providing services by the precious metals industry. The author estimates that mining scams may be costing precious metals companies as much in dollar losses annually as employee theft. Employee theft is at an all time high, but so are gold scams. Since January of 1990, the au¬thor has been involved in gold theft investigations in which more than $1 million in gold product has been stolen by employees. In the past, most of the gold mine scam operators have concentrated on the general public, which is generally ignorant of basic mining procedures and practices. A scam artist would tell someone from your neighborhood that they have a wonderful underground mine. It produces 62.2 kg/t (2000 oz per st) of gold ore. Your neighbor might think that sounds like a very good investment. Those involved in the mining industry know better.

Investment in mining and related process facilities will be more costly and complex in the 1980s than ever before. Interest rates and inflation are soaring; regulations are expanding; and in order to achieve economies of scale, plant facilities and mines are getting larger. As the pace quickens, the time/cost circuit closes around the resource owner or developer. Larger modern projects cost more money and take more time to build. The longer it takes to bring a project onstream, the more it costs in interest, escalation, and lost production. One solution to the time/cost squeeze is to take advantage of systems developed by major contractors serving the mining industry. These contractors have been serving clients in planning and executing large and small projects for many years. They have developed systems which, if applied at an early point in the project's life, can be a significant benefit in development of mineral resources. The systems involve performance of feasibility studies, economic evaluations, and the project installation itself. First the Feasibility Study Feasibility studies can minimize risk through systematic evaluations while progressing toward the ultimate objective-an operating plant. Normally, studies are initiated with a minimum amount of specific information and a maximum number of as¬sumptions. Through the course of the study program, assumptions are continuously confirmed, refined, or rejected by facts until a sound basis for decision is available. High on the list of cost effective tools for evaluation is the use of a geostatistically derived sampling program that provides a highly accurate ore reserve estimate for economic evaluation.
