The issue of regulating non-asbestiform varieties of the amphiboles actinolite, tremo1ite, and anthophyllite to the same degree as asbestos has been studied in detail by the National Stone Association. The ramifications of such a regulation, and the over simplistic regulatory definition of a fiber, are enormous not only for the aggregate industry and its users, but also for the nation. Evaluation of the health, geological, mineralogical, technical, economic and legal issues do not support an "asbestos-like" regulation of non-asbestiform minerals. The adverse consequences of regulating non-asbestiform varieties of actinolite, tremolite and anthophyllite like asbestos would be magnified many times if a similar standard for generic mineral fibers were promulgated.

Prediction and quantification of acid mine drainage (AMD) from a given rock unit is in its infancy. Acid Base Accounting is the current procedure. II is a useful screening procedure and is designed to indicate whether a rock unit will or will not produce acid. In this sense, Acid Base Accounting is qualiwtivc. Researchers at West Virginia University arc developing a prediction method to estimate how much acid will be produced over the life of a rock unit's AMD production. TI1c AMD prediction procedure can also evaluate the required rates and effectiveness of various AMD control amendments. This presentation discusses the WVU AMD prediction procedure in the context of historical approaches and indicates the mechanics and applications of this new technology.

A probability-based analysis method in conjunction with the finite element structure modeling technique to evaluate an entry system stability is developed. Variability of the rock properties and loading surrounding the entry system is taken into consideration to predict a roof stability by using the probability of failure instead of the common safety factor concept. A dynamic programming is applied to establish a recurrence relationship between the degree of potential roof fall and accumulated roof fall index in an area of interested. A probable distribution of roof fall is assessed by using a developed computer program, RFSTAB. The assessment of the roof falling boundary in the longwall entry system is used as the example to illustrate the procedure and effectiveness of this analysis method

Mixing is a common unit operation in the mining industry. Mixers are often used in agitated leach, bio-oxidation, and pressure oxidation. In all of these cases it is important to understand the application and what it requires from a mixer in order to be opti­mized. In the mining industJy, it is obviously important to suspend solids. However, the shear level of each of these three applications is ve1y different. In acid leaching, the mixer needs to suspend solids and produce a good degree of blending. In pressure oxida­tion, the agitator must also disperse air or oxygen by creating fine bubbles. Because of the presence of microorganisms, bio-oxida­tion requires less shear than the other two processes, but the agita­tor must be able to suspend the solids, provide excellent blend­ing/heat tJ·ansfer and distribute the air. Thus, in the mining indus­tiy there is an application spectJ·um that requires different impellers to perfotm different jobs. Specifically, these jobs are blending, solids suspension, gas dispersion, mass transfer and heat transfer. It is important to determine whether the process is mass transfer or kinetic rate limited. Mixers affect a mass transfer limitation but have no affect on the kinetics.

To find out if there are any potential savings in "in-the-wall haulage for open pits," the Swedish companies ASEA and Kiruna-Truck in 1984 gave us financial support to study this solution in more detail. In the study, the use of in-the-wall haulage was studied for three hypothetical open pits with different sizes and shapes. Annual ore production rates also varied. A part of this thor¬ough study was published by the Swedish Mining Research Foundation (see Report F 8444, "The Use of Electric Trucks and In-the-Wall Haulage in Open-Pit Mining," in Swedish with an English Summary). Although in-the-wall haulage is of interest in some open pits, the local terrain is important for profitability. The authors do not think in-the-wall haulage is of any major interest for the mining industry. The following is a summary of some of the author's findings. To place the haul road in the wall is not of interest in open pits with declining metal contents in the bedrock. In such mines, the volumes from the haul roads will not yield reve¬nues. The cost per m3 for an underground haul road is much higher than for a haul road in the pit. This means that it is only of interest to place the haul road in the wall when mining gets deeper than about 50 m (165 ft). In-the-wall haul roads will reduce flexibility in the pit, and it will make necessary the use of smaller equipment with lower productivity and higher costs per ton. As Hustrulid, et al. show (Table 4), excavation savings of material hauled are very low, $0.10 to $0.25/t (0.09 to 0.27 per st). The extra operating cost, due to lower productive equip¬ment, will normally be much higher and thus destroy the whole idea with in-the-wall haulage. If electric trucks are profitable for in-the-wall haulage, it is normally also profitable to use electric trolley assist for trucks on the haul road in the pit. But the profitability of using electric power is different in different countries, and depends on the relation between the cost for electric power and diesel fuel. In the US, diesel fuel is inexpensive compared with electricity, but in a country like Sweden, diesel fuel is much more expensive. In most open pits, the trucks have to move a considerable distange from the loader until they reach a final haul road in the wall. A trolley line along such temporary haul roads will be exposed to flyrock. It is normally less expensive to perform rock support from the open pit than from underground ramps in the wall. In Fig. 8, Hustrulid et al. gives the impression that the underground haul roads will be very close to each other. This is seldom the case. Figure 1 shows a haul road in the wall. The haul road passes through each cross-section only once. Ar¬ranging a reliable dewatering and rock support system from only one underground ramp is probably impossible. Many more drifts are therefore necessary. In our report, we also studied what would happen if the final pit slope is increased by 5°, using underground drifts in the wall. Our conclusion was that the extra cost for drifts, rock support, pumps, etc. destroys the whole idea, and that it was better to accept a higher stripping ratio with the haul road in the pit and to use conventional low-cost open pit equipment. Finally, we think it is would be difficult to try to reduce the safety factor when determining the slope angle by moving the haul road in the wall. Minimizing the risk for pit wall collapse is also important with in-the-wall haulage, primarily because men and equipment will be working in the pit, but also to guarantee many accesses between the pit and the haul road in the wall.

The ability of triisobutylphosphine sulfides to selectively recover silver from acidic sulfate solutions containing zinc and copper is described. Selectivity is explained in terms of the concept of hard and son Lewis acids and bases. Silver is stripped from the solvent using a novel strip feed (thiosulfate salt), and the recovery of metallic silver from the strip liquor by electrolysis or cementation is suggested. The high selectivity of extraction for silver and the utility of the stripping reagent are demonstrated in continuous, countercurrent, mini-plant tests. Important reagent properties, such as hydrolytic stability and low aqueous solubility, are discussed.

The paper applies the principles of the incompressible viscous fluid-flow to studying the movement of particles on shaking table and examines the separating process of tabling according to Bagnold's shearing theory. It is shown that, in addition to the periodic movement, the particles possess the uniform movement on the asymmetrical reciprocating table; the dilation of the particle layers on the table is periodically obtained; on the backward stroke, the particles in the bed are kept loose because the shearing dispersive pressure is of maximum: the differences between the light and heavy particles become greater when the length and frequency of the stroke are greater and the deck motion is more asymmetrical.

One of the purest gypsum deposits in the United States is located in northwest Oklahoma about 90 miles northwest of Oklahoma City. Gypsum beds of the Blaine Formation (Permian) are each 10 to 15 feet thick and 97 to 99 percent pure; they are being quarried by four companies in the area. Most of the stone mined by U.S. Gypsum Company is calcined for the manufacturing of wallboard and special plasters, but some of the crude gypsum is marketed for cement manufacture and for use as soil conditioner. Reclamation of the mined lands at Southard, Oklahoma, has been carried out since 1968, and the company is now involved in a cooperative program of land revegetation to aid in erosion control, provide for wildlife, and for beautification.

The U. S. Department of Energy's (DOE) Yucca Mountain Project (YMP) is a scientific endeavor to determine the suitability of Yucca Mountain for the first long term, high level nuclear waste repository in the United States. The status of this long-term project from the construction perspective is described. A key element is construction of the Exploratory Studies Facility (ESF), which is being excavated with a 7.6 m (25 ft) diameter tunnel boring machine (TBM). Development of the ESF may include the excavation of over 15 km (9.3 mi) of tunnel varying in size from 3 to 7.6 m (10 to 25 ft). Prior to construction, extensive constructibility reviews were an interactive part of the final design. The intent was to establish a constructible design that met the long-term stability requirements for radiological safety of a future repository while maintaining flexibility for the scientific investigations and acceptable tunneling productivity.

Cyanide is a conventional lixiviant for gold extraction but its' toxicity is a major concern for the environmentalist. There are many alternative non-cyanide lixiviants, such as thiourea, thiosulphate, chlorine and hypochlorite etc., which may reduce environmental sensitivity. This paper will discuss the leaching characteristics of gold in hypochlorite leaching solutions. The dissolution of gold in a hypochlorite solution not only depends on the concentration of the hypochlorite but also on other variables, such as hydrochloric acid, sodium chloride and temperature. The dissolution rate of gold in hypochlorite solution is much faster than other lixiviants. Due to the interference of impurities, gold extraction from an ore under ambient conditions requires large quantities of reagents. However, refractory gold ores may be successfully pressure oxidized in an autoclave at reasonably low reagent levels. Gold extraction to the pressure oxidation leach solution is rapid and complete in one stage, thus eliminating the need for further cyanidation.

Construction of the North Hollywood line of the Los Angeles Metro System required crossing the Hollywood Fault as the twin transit tunnels extend into the San Fernando Valley. The Hollywood Fault is considered active and represents the largest active fault that the North Hollywood Redline extension will cross. The feature is a thrust fault with the north plate overriding the southern plate and creating the Santa Monica Mountains in the process. South of the fault lies the alluvial valley and Hollywood. North of the fault are the Santa Monica Mountains which rise locally to more than 1200 feet. The average overburden at the seismic section is about 300feet and is overlain by Runyon Canyon Park, a municipal park with environmentally sensitive areas. The actual fault plane was anticipated to lie within the southernmost120 feet of the 600 to 700-foot-wide fault zone. The special seismic section constructed for the tunnels consisted of an enlarged cross-section with special lining, drainage and finish features that will facilitate the restoration of metro service in case of a major event occurring on the Hollywood Fault. The discussion will address the geology, the procedure used to define the design event and predicted displacements, the unique design features as well as the construction methods used and the instrumentation and the results obtained.

Brenda Mines, located 22 km Northwest of Peachland in British Columbia, Canada was an open pit copper- molybdenum mine which closed in 1990 after 20 years of operation. The primary concern in Brenda's tailings and waste rock drainage is molybdenum at a concentration of approximately 3 mg/L. The mine drainage is alkaline and contains little or none of the typically problematic heavy metals. Given that the waters downstream are used for municipal water supply and some irrigation, a discharge limit of 0.25 ma molybdenum was imposed with specific water quality guidelines in the receiving creek. A review of all existing and potential molybdenum removal methods was undertaken prior to mine closure. The chosen process is a two-step iron co-precipitation with clarification and sand filration at a slightly acidic pH. A 4,000 usgpm (912 m3/h) treatment plant was constructed and commissioned in 1998, at a cost of $10.5M. The successful removal of molybdenum from the drainage water is explained with details on some design innovations and operational challenges encountered during plant start-up. Investigated sludge disposal options are discussed although the long term disposal scenario has not yet been finalised.

A century of experience with mechanical excavation machines is beginning to pay dividends to the mining industry. Mining is moving from mechanical excavators to mechanical miners. These mechanical mining systems are poised to make a significant impact on hard-rock mining, both underground and surface. Mechanical mining machines have had a long and successful career in coal and evaporites ("soft-rock") mining. Unlike most mechanical hard-rock mining, these systems actually mine ore. For example, the most productive underground method has been, arguably, longwall mining. Mechanical excavation machines are mostly used in civil tunneling or in driving mine openings such as vent shafts. Civil tunneling is a notable mechanical excavation success. Even with its high capital cost, a tunnel boring machine (TBM) can drive kilometers (miles) of tunnel at very low cost. In hard-rock mining, mechanical excavators bore tunnels, raises and shaft openings in the mine, but rarely mine ore. Like the soft-rock miners, their contribution to mining is important and their development must continue. Generally, they are used as excavators not miners. Current trends guarantee development of true general-purpose hard rock mechanical mining machines. Mechanical miners will become a complete mining system and will determine the design of the mine. Mechanical methods will reward the operator with lower costs and high productivity.

The primary purpose of this paper is to review the fire and explosion hazards associated with hydrocarbons heavier than methane. Methane is the classical hydrocarbon encountered in mines whose presence is generally due to bacterial decomposition of organic debris. The higher hydrocarbons are more likely to be found during tunneling when petroleum products either natural or man made are encountered. Fires may be defined as rapid gas phase oxidations accompanied by the rapid evolution of light and heat. Explosions may be defined as uncontrolled fires. The rapidly expanding gases resulting from combustion exceed the speed of sound and generate percussive forces. The essential elements for a fire or explosion are shown on Figure 12: (1) a gas phase explosive mixture and (2) an ignition source. The paper will attempt to review various aspects relative to the explosive mixture; The concentration and composition; Techniques for detection; Techniques for ventilation to reduce concentration below explosive limits. The ignition sources are also listed on Figure 12. An arc originates from an electrical source such as electrical switches, relays and motor brushes. Static electricity can also be an arc source and may be generated by air flowing through rubber bases or a rapidly moving endless belt. A spark is generally associated with abrasion of iron metal. INTRODUCTION This paper presents (1) modified slipform system which was employed for simultaneous concrete placement for permanent lining and Instruction of a partition wall in the execution of a ventilation shaft 620m deep, and (2) current shaft sinking techniques which have been applicable and efficient for the subsurface conditions in Japan. MODIFIED SLIPFORM SYSTEM FOR PERMANENT LINING OF VERTICAL SHAFT General Information This paragraph deals with rapid construction by using modified slipform system for the permanent concrete lining and a partition wall of ventilation shaft, which has inside diameter of 620m and depth of 620m, of Enasan Highway Tunnel. The general feature of the shaft is illustrated in Fig. 1 and standard section of the shaft is illustrated in Fig. 2. The geological condition surrounding the shaft is mainly of ryolite and surface is of talus, but as a whole, they are rather weak and weathered rocks with faults, fissures and clay seams. 220mm borehole for the geological investigation was used as a drainage hole, predicting the amount of water inflow into the shaft to be 10t/min. The shaft was executed mainly by means of the conventional short step sinking method of 1.2m lift, employing temporary headframe and hoists. The Gibralter Mines Ltd. complex is 61 km (38 miles) north of Williams Lake in central British Columbia, Fig. 1. The discovery of these deposits evolved in stages such that each stage revealed a bigger piece of the elephant. When the elephant was mostly revealed, Placer Development Ltd. brought the property into production. Although Gibralter is aporphyry copper deposit, it is certainly not a typical one. Copper and minor molybdenum mineralization occur in a foliated and saussuritized quartz diorite. Ore bodies tend to be tabular in form because foliation exerts a major control on localizing mineralization. A generalized geologic map of the Gibralter-Pollyanna area is shown in Fig. 2. Mineralization was first identified in 1917 in the Pollyanna area. Several shallow pits were sunk on flashy, but low grade, lenticular quartz veins. Duval Corp. made the initial commercial discovery, the Pollyanna ore body, on what were then called the Pollyanna claims. These claims, staked by R.C. Glen and C. Gennis in 1963, were the first to be optioned by Duval in British Columbia in October 1964. Placer Development joined Duval in late 1966 as a 50% joint venture partner, and after optioning the adjoining Gibralter claims, proceeded to evaluate and develop the four ore bodies that make up the Gibralter deposit. The Gibralter claims south of the Pollyanna claims provided the name for the Gibralter deposit.

This technical note describes an alternative procedure that can be used in linear programming calcula¬tions where the compliance limit of lbs S02/million Btu for the blending coal is subject to change. Dr. Mateer in his technical note titled "Coal blending for sulfur compliance" (ME, September 1994, p. 1103) defined an "excess sulfur" parameter that provides a valid constraint equation for a linear program optimization. The coals used by Dr. Mateer in his examples are shown in Table 1. To create the parameters for the constraint equa¬tions to blend to an SO2 content of 1.2 lbs S02/million Btu; the excess sulfur for Coal A was defined as Sulfur excess%o = 0.5 - 0.6-13,000/10,000 = -0.28 This equation was used to create the constraint equation -0.28A + 0.44B + 1.36C<- 0.0 Another way to create the parameters for the constraint equation is given below. Decision Making (DM) can be defined as a selection process of the best one among the alternatives sets in order to obtain goal, and mostly has an uncertain situation [7]. Every mining engineer is subjected to a number of mining DM problems in daily mining operations. In reality, all stages of mining have its own DM problems. Most of time, engineers do not use scientific methods for DM problems. These problems can mostly be solved by the engineers according to their past experiences and practical studies. Mining engineers often use their intuition in DM process. Experience and intuition have been central to DM because of the frequent lack of quantitative data including geology, grade distribution and ground condition, as well as environmental, social and economic factors [8]. In decision process, linguistic variables become in question and decision makers may not know how these variables are computed [9]. So, the DM process may be qualitative, quantitative or combination of the two. The problem structuring and analysis process is conceptualized in Figure 1 [8]. The qualitative analysis is based primarily on the judgment, knowledge and experience of an expert (or team of experts). In a quantitative analysis, the focus is on facts and the data associated with a problem and a mathematical formulation that encompasses the objectives, variables and constraints of the particular problem. The quantitative analysis has traditionally been the subject of operation research and management science [8].

Introduction Compania de Carbones de Chile (Cocar SA) has brought into production Chile&apos;s first large-scale, open-pit coal mine, located in the Magellan Province. The US $65 million project includes a 1.1-Mt/a (1.2-million stpy) subbituminous steam coal mine and a mechanized bulk loading marine terminal with water depth sufficient to receive 60 kt (66,000 st) Panamax vessels. The loading terminal will be one of the largest in Chile. The Pecket coal project is expected to save Chile about $40 million in energy production costs and a further $100 million in oil imports, or about 25% of the country&apos;s oil import costs. Pecket coal will generate electricity for Codelco and will also supply general electricity needs for northern Chile. The Pecket coalfield is located on the Brunswick Peninsula, about 30 km (19 miles) northeast of Punta Arenas, the provincial capital, as shown in Fig. 1. Pecket is part of a large, coal-bearing basin. It extends from Punta Arenas 250 km (155 miles) north to Puerto Natales and across the border into the Rio Turbio coalfield in Argentina. A fleet of large and small O&K hydraulic shovels and backhoes is used to dig and load overburden and coal into mining trucks while O&K graders maintain the haul roads in and around the pit.
