The definition of sustainable development is often taken from the so-called “Brundtland” report, requiring that activities of the current generation not detract from the potential welfare of future generations. Mining is often held up as unsustainable in this regard, since the extracted resource is non-renewable. Yet Brundtland’s definition of sustainable development also requires that the current generation address the disparity in welfare across the globe, a facet of Brundtland’s report that most have ignored. This paper examines the impact of mining on the welfare of the poor, empirically assessing mining’s contribution to this second facet of sustainable development.

As coal mining evolves in this country, underground coal is being mined at greater depth and under more difficult conditions than in the past. At the same time, economic conditions make it necessary to mine more efficiently and economically. As a result, pressures on mining companies arise on two fronts and make the job of mining coal underground very difficult. Recent improvements that have been made in health, safety and productivity have come about primarily due to improvements in existing technology and better management of all the production resources. However, this trend can continue only so far and thus innovation will be needed to continue the improvement. This paper deals with a concept that, on the surface, appears to be more efficient in terms of the costs to provide ventilation. The resulting design is oriented toward increasing the ventilation efficiency through use of a unidirectional ventilation plan but it also promises to increase recovery and decrease the requirements for development entries. To analyze this ventilation concept, two mine layouts with a similar production schedule were planned in a hypothetical 1.83 m (6 ft) coal seam. The first alternative analyzed uses a traditional approach to ventilation with centrally located shafts and a bidirectional ventilation pattern. Using this system, it is necessary to use large-diameter shafts and a large number of main entries. Using the same assumptions on ventilation requirements, the second alternative utilizes unidirectional ventilation whenever possible, a smaller number of main entries and small-diameter blind-bored shafts in the bleeder areas. The comparative analysis is performed using PSU/TDMVS, a computer network analysis program that is capable of determining the ventilation power requirements at any time in the mine life and converting the costs to a present value. The economic analysis is then completed by including the shaft-sinking and entry-driving costs and the costs associated with the recovery of coal that are directly related to the change in the ventilation system. The results are summarized on a present-value basis.

This U.S. Bureau of Mines report is an analysis of underground coal mine fire incidents occurring in the United States during the 15 years from 1978 through 1992. The fire data used in this analysis were obtained from Federal Mine Safety and Health Administration (MSHA) mine fire investigation reports. Fires were analyzed by year, state, coal bed thickness, mining method, evacuation measures taken, ignition source, burning substance, location, equipment involved, detection method, time of day, number of injuries and fatalities, and method of extinguishment. In all, 164 fires are reported, or an average of 10.8fires per year. The most common ignition source was electricity, the most common burning substance was coal, the most frequent fire location was the belt entry, belt conveyors were the most common equipment involved in fires, and water was the most common extinguishing agent.

Shale has long been recognized for its tendency to swell when exposed to the atmosphere. Interaction of moisture with exposed shale strata can cause serious ground stabi1ity problems, since the initial strength of a shale is reduced if the material is sensitive to moisture variations. In this paper, the authors present a classification system to estimate the response of swelling generated within shales. This characterization of the swelling potential is based upon plasticity, susceptibility to moisture, mineralogical constituents of clay size particles, and fabric. Use of this classification system in conjunction with other existing rock properties tests will provide data for more rational engineering design.

The method of mine ventilation involving heated air, which is frequently used in mines in cold regions, does not correspond to the natural conditions prevailing in permafrost regions; it is not economical and leads to a series of complications which can be prevented or greatly reduced by lowering the temperature of the air stream entering the mine until it is equal to or very close to the temperature of the frozen ground This paper presents ventilation design approaches which can be engineered to provide the required micro-climate and thus en- sure the stability bf the ground for placer mines in permafrost. Specifically three ventilation design approaches are presented: 1) design based on minimum thermal impact; 2) design based on positive/negative heat accumulation in the existing mine airways; and 3) design based on heat exchanging devices such as thermosyphons placed above ground.

This paper illustrates the consequences of poor mentoring, offers an example of positive mentoring practice at the college or university level, reviews some guidelines for stable and fruitful mentoring, and proposes a plan to spread appropriate mentoring practices. According to general guidelines, deposits suitable for surface mining can be divided into two basic categories: horizontal or flat-bedded deposits and inclined or dip-buried deposits. A series of mathematical models for surface mine long-term planning (SMLTP) has been developed and can be used for any kind of deposit. The basic theory and methodology of the models are oriented- graph simulation which combines graph and network theory with a systems simulation technique to form a new approach. From the viewpoint of surface mining and long-term plan modeling, the main differences between the two categories of deposits are analyzed, an important algorithm is put forward, and the structure of the models and some results of applications are introduced. Dynamic and comprehensive optimizations have been completed by the SMLTP model series. Combining different OR branches, the new approach has been proved to be a powerful tool to solve the strategic problems of surface mine planning.

This paper presents the highlights of a general-purpose simulator for mineral processing plants that is being developed at the University of California, Berkeley. The state-of-the-art structured design methodogy based on a top-down design approach is being used to construct a modular and completely structured simulator such that it is independent of the unit operation models and routines. The simulator provides for two levels of operation allowing prebuilt or user-built simulation flowsheets depending upon the degree of computer knowledge expected of the user. The philosophy used in designing this simulator appears to be unique in the field of flowsheet simulation. The paper also includes a mini-example demonstrating the usage of the simulator.

Cost accounting information is used primarily for (1) planning, control, and performance evaluation; and (2) managerial decision-making. Incremental analysis is a tool for managerial decision-making. It is designed to estimate future financial performance, namely the benefits and costs associated with alternative courses of action. Decisions may be distinguished as pertaining to short-term or long-term activities. Long-term activities frequently focus on capacity decisions and the attendant capital budgeting processes used to quantify the financial effects of these decisions. Short-term decisions typically address short-range production quantity and pricing issues, outsourcing, selection of the optimal mix of products, inventory management, and the acceptance of special orders. This chapter addresses these short-term decisions.

This section describes two exploration models currently used in the search for porphyry exploration deposits: the hood and the vertical cylinder. Each has alternate names within industry and in the literature. The hood is also known as the Climax or Henderson and the vertical cylinder has also been called the Mt. Pleasant model. The paper by Hollister (1978, abstract herewith) refers to the vertical cylinder as the zoned model in reference to the horizontal sulfide and silicate zonation evident in and peripheral to the vertical cylinder of molybdenite mineralization. The distinct ore body geometry in each model type necessitates differing drilling and exploration strategies. Drilling for a hood shape is clearly different from drilling for a vertical cylinder type target. The paper by Wallace et al. (1968, abstract herewith) on multiple intrusion and mineralization at Climax, CO, well describes the hood model. That description is supplemented by the paper by Wallace et al. (1978, abstract with Chap. 37) on the geology of the Urad and Henderson deposits. The paper by Hollister (1978, abstract herewith) describes the vertical cylinder model.

Mr. Chairman, Fellow Keynoters, Ladies, and Gentlemen: It is purposed to consider the theme of this meeting, "The 1970's - Pivotal Decade for the Mineral Industries," from the particular -- some would say peculiar -- point of view of one engaged in mineral engineering education, and this coign of vantage prompts the textbookish subtitle, "Problems and Solutions (?) in Undergraduate Mineral Engineering Education." Three interrelated problems, or problem areas, will be presented and discussed, and where solutions seem to be emerging or seem worthy to be suggested, they will be identified. The three problems are: 1. The goals, and therefore the course requirements, of the undergraduate curricula are in question, 2. The unit costs of undergraduate education appear excessive to those who bear the charges, and 3. The social ambience of the day affects for the worse the work attitudes and the career motivation of both prospective and in-course students. The Need. - Any discussion of these problems must bottom upon recognized national needs for minerals and a technologically sound minerals industry staffed by competent engineers, particularly at the exploration, development, and production levels, Fortunately, these needs have been recognized and to some extent quantified, and they are even now under further intensive study by some of the most competent members of our society and profession. The latter reference is, of course, to the current work of the National Commission on Materials Policy (U.S.A.) under the executive directorship of Dr. James Boyd. December 1988, Phelps Dodge Corp. brought an underground gold mine into production in the republic of Botswana. The mineralization is associated with steeply dipping shear zones in Archean greenstones of the Tati schist belt. The gold is intimately associated with sulfides and is refractory in nature. The deposit is being exploited by underhand open stoping methods. Vertical and inclined shafts are used to hoist the ore to the surface where it is treated by conventional crushing, milling, and flotation, followed by fluid bed roasting with cip elution and carbon regeneration. Adjacent deposits are being explored with a view to increasing production. Legal and taxation aspects of operating in Botswana are discussed.

INTRODUCTION The air flow in the mine ventilation network can be categorized in three ways: natural splitting, controlled splitting, and semi-controlled splitting. In natural splitting, the air flow in branches of a ventilation network apportions itself according to the aerodynamic resistance of the branches. In controlled splitting, a prescribed quantity of air is circulated through each branch. In semi-controlled splitting, flow in some branches is fixed to a desired quantity while in other branches it is split naturally. In practice, the mine ventilation networks present the latter two situations. Usually, the resistance of each branch in the network is known and the quantity of air in the working place is predetermined by safety considerations. If the number of branches whose airflow quantities are known is equal to or larger than the number of the fundamental meshes in the network, then the network becomes a controlled splitting network (Wang, 1982 a). Otherwise, it is a semi-controlled splitting network. If no booster fans are used in the network, the problem can be solved as either controlled or semi-controlled splitting networks in order to determine the main fan pressure and regulator size and location. All techniques are based on Kirchoff's flow and energy conservation laws and Atkinson's Equation. Booster fans can be used in controlled and semi-controlled splitting networks. It has been proven both theoretically and practically that using booster fans in these ventilation systems can improve flow distribution and reduce consumption of power (McPherson et al., 1985). The current techniques used in determination of booster fan location and size include simulation, linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing. These techniques can be classified into two groups. The first group, including linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing techniques, deals with controlled flow networks. The second, simulation, can be applied to the handling of semi-controlled flow networks. Mathematically, the problem of controlled splitting networks can be solved more easily than that of semi-controlled splitting networks. This is because the controlled flow network can be formulated as a linear programming problem, for the solution of which there are several sophisticated algorithms. Moreover, the semi-controlled flow network is usually modeled through nonlinear programming, for which there are no universally applicable solutions. The procedure described by Wu and Topuz, 1986, can be used to convert a semi-controlled network to a controlled flow network, and the problem can then be easily solved by the techniques used for solution of a controlled flow network problem. In practice, a mine ventilation network may change from controlled splitting to semicontrolled splitting with advancement of mining. This dynamic nature of mine ventilation makes the problem more complicated and necessitates development of new solution procedures which will consider the overall economics of the system. CONTROLLED SPLITTING NETWORK The problem in controlled splitting networks with booster fans is to determine the operational characteristic of the main fans, and the location and size of booster fans and regulators. The objective is to satisfy the air flow rate requirement for each branch while minimizing consumption of energy. The techniques used for the controlled splitting network problem include linear programming, CPM and cutset operation, out-of-kilter, and critical-path crashing. Though most porphyry-molybdenum deposits lend themselves to various reserve estimating techniques, still there must exist the constant effort to not merely obtain an estimate but rather to obtain the best estimate. To answer the challenge of a complete ore reserve estimation, one must attack the problem with the purpose of obtaining the results closest to reality. What we wish to determine is simple: metric tons (short tons), grade, and kilograms (pounds) of molybdenum contained. In order to effectively accomplish this task, further consideration must be given to the ease of using the information obtained and its inherent reliability. The only known method for ore reserve estimation that supplies the needed results along with its distribution and a measure of confidence provided by sound mathematical backup is geostatistics. The following review is an example of geostatistical application of an ore reserve estimate at the AMAX Henderson mine demonstrating technique, viability, and usefulness of results.

This paper discusses the results of an experimental investigation to study the release of methane in coalbeds. Absolute porosity of coal samples was first determined experimentally. Following the porosity measurement, adsorption/ desorption tests were carried out to determine the gas content of coal and the rate at which it is released. Finally, micrographs were obtained using electron microscopy and the use of a physical model, developed to explain the gas flow behavior of coal, was justified. The results of this study indicated that the measured absolute porosity of the coal sample was between 5 an 6%. This was significantly lower than the porosity estimated by comparing the micrograph area occupied by the pores and the area of observation for several micrographs, suggesting that coal has a large number of pores with a very small volume. The micrographs also clearly indicated that coal has a large interconnected network of cleats and microfractures. The adsorption/desorption experiments showed a hysteresis between the adsorption and desorption isotherms. Also, the rate of desorption was found to be strongly dependent on the particle size of the specimen.

The Peruvian mining industry has seen an explosion of foreign investment since President Albert? Fujimori's government was first elected in 1990. Since then, Peru has taken some large steps toward recovery, making it the envy of most other developing countries. A measure of political stability was gained in 1992 when Shining Path leader Abimael Guzman was captured. In addition, the country has taken on a huge privatization program, rewritten its foreign investment laws and has reined in its annual inflation rate from 1,700% in 1990 to about 8% by late 1997. Small wonder then that attendance at the XXIII Peruvian Institute of Mining Engineers conference reached a record level, many of whom are employed by some of the world's largest mining companies. About 2,700 mining industry professionals from all over the world attended the week-long event, held in late September in Arequipa. That was an increase from 1995s 1,600 attendees, that meeting also held in Arequipa.

The purpose of this discussion is to try to offer some suggestions as to how the zinc and lead markets will perform over the balance of the decade, review some of the factors influencing production and come to some conclusions regarding prices. The past 2 years have been simply awful in terms of consumption, prices and overall profitability for the industry. In looking ahead to the year 2,000, it is probably not a bad idea to look back about 20 years to see where we have been and how we got to where we are. Zinc consumption from 1950 to the early 1970's increased steadily and rather nicely at an annual average rate of close to 4.0%. It was starting in the early 1970's that things started to get volatile and at times, difficult for the industry. The general economic boom of the early 70's was marked by annual consumption rates close to 5.0 million tons, a level not seen again for over 10 years. The First Oil shock of 1973-74 was followed by the sharpest consumption drop in memory. In two years, Western World zinc consumption fell 27%. While our chart shows a rather dramatic recovery thereafter, the average annual growth rate since 1970 has only been a rather modest 1.5%.

The FIPR/SAPR process is FIPR's third approach to develop a viable alternative to the Crago "Double Float" process for phosphate flotation. SAPR stands for Single-collector, All-anionic Phosphate Recovery. The FIPR/SAPR process - offers a universal flowsheet for any anionic reagent system and flotation feed of varying sizes. For an unsized or fine flotation feed, the FIPR/SAPR process consists of the following steps: 1) high-solids conditioning with an anionic collector; 2) anionic rougher flotation, with the rougher concentrate sized at 48 (or 65) mesh and the +48 mesh recovered as a final product; and 3) cleaning flotation of the -48 mesh fraction from step 2. In a variation of step 2, the rougher concentrate from the first two cells may be collected as a final product, and the rougher concentrate from the last two cells sized at 48 or 65 mesh. The new process was tested with a blend of anionic collectors, achieving single-digit Insol at 85 + % recoveries.

An asbestos substitute is any material that replaces asbestos in a commercial product. There are many asbestos substitutes, each with its own unique physical and chemical properties. Substitutes can be inorganic or organic, fibrous or nonfibrous, and natural or synthetic. They also can be used as a direct substitute for asbestos or as a replacement product. Probably in no other field is the diversity of substitute materials so great. The concept of asbestos substitutes is not new. The first major effort to develop asbestos substitutes was undertaken by the federal government. The United States has always been dependent on foreign sources for strategic-grade asbestos, and during World War II, the government was concerned that these supplies would be cut off. Strategic-grade asbestos was critical in many electrical and thermal insulation applications (electrical insulation, battery plate separators, flame-proof boards, insulation for rocket components, etc.). A reliable supply of nonstrategic-grade asbestos also was required for general civilian and military applications, such as in brakes, clutches, and construction materials. The government not only initiated a major search for deposits containing strategic-grade asbestos, it also funded research on synthesizing asbestos in the laboratory and developing products that did not contain strategic- grade asbestos. These efforts, as well as those conducted by the private sector, generally were unsuccessful. In the late 1960s and early 1970s, a second major effort to develop asbestos substitutes began because the general public was concerned about the health threat posed by the release of asbestos fibers during the manufacture, use, repair, and disposal of asbestos-containing products. Strict regulations covering the mining and manufacturing sector already had been enacted because of the issue of occupational exposure. The issue then became environmental exposures. Environmental regulations were enacted, and through time they became more strict. The combination of increasingly strict environmental regulation, maturing of some asbestos markets, and liability issues prompted many manufacturers to discontinue asbestos product lines or search for asbestos substitutes. As a result, asbestos usage dramatically declined from the 1970s to the present (Table 1).
