"The East Side Access (ESA) CM005 Contract - Manhattan South Structures - consists of the installation of the waterproofing and final concrete lining for railroad tunnels, 3-Level Wye track turnout structures, segments of the Main Cavern Station, and a series of Ventilation Structures excavated beneath the existing Metro North Railroad (MNR) Grand Central Terminal. Several key team decisions made collectively by the Construction Manager (CM), Designer, and the Contractor has allowed the scheduled construction duration of 29 months to be maintained. These strategies include the use of alternate design and construction methods, including the use of pneumatically applied concrete lining and precast lining. This paper discusses these strategies, and illustrates how successful teamwork and cooperation during the execution of a large-scale construction project can lead to lowering costs, improving quality, and maintaining the overall project schedule. INTRODUCTION The East Side Access Project The Long Island Railroad (LIRR) currently transports commuters from Long Island into Manhattan, terminating at the already over congested Penn Station on the west side of Manhattan. Once completed, the ESA Project will provide LIRR commuters direct access to the east side of Manhattan underneath Grand Central Terminal. The ESA Project will help alleviate the congestion at Penn Station, which currently accommodate the NJ Transit, Amtrak, and LIRR lines; reduce travel time for LIRR passengers traveling to the east side of Manhattan and facilitate connections to the NYCT Subway System and Metro North Rail Road. The ESA Project includes building new tunnels and facilities under Manhattan and Queens. (See Figure 1).The Manhattan Alignment In the Manhattan segment of the ESA Project the excavation in hard rock of tunnels, cross passages, caverns and shafts has been completed by tunnel boring machines, drill and blast, and road header. The construction of the structural concrete final lining, interior structures and fit-out of the previously excavated caverns and tunnels are currently being performed under Contract CM005 Manhattan South Structures awarded to Michels Corporation and Contract CM006 Manhattan North Structures awarded to Frontier Kemper Constructors Inc. This paper focuses on the design and construction aspects of Contract CM005 which is the first ESA Contract in Manhattan to successfully construct concrete final linings in pre-existing excavated areas."

The rapid decay and disfiguring of stone monuments in urban and desert rural areas has challenged conservators to protect stone surfaces from premature decay. They attempt to halt the natural process of stone decay and possibly to restore the original strength lost mostly by chemical weathering and the loss of binding cement. Ageneral solution is not possible because the physical and chemical characteristics must be considered for different stone types. The failures of stone preservation and restoration are greater in number than the cures. The need for repair of stone decay goes back to evidence of Roman replacement of decaying stone. The presence of excess water in buildings has long been recognized. Moisture tends to enter masonry from air in humid climates, a most important but often underrated factor (Fig. 1) suggesting that sealing should be the answer. Undesirable staining and efflorescence result in accelerated scaling. Today, the great variety of chemicals available to the modem conservator for sealing. consolidating, or hardening stone fall into two very different categories: surface sealers and penetrating stone consolidants, or a combination of both. SEALERS Sealers develop a tight, impervious skin which prevents access of moisture. Surface sealing has saved monuments from decay by eliminating the access of atmospheric humidity. Pressure tends to develop behind the stone surface by moisture escape. Efflorescence, crystal growth action, and freezing can cause considerable spalling (Anderegg, 1949). Flaking results when moisture is trapped behind the sealed surface. Yellowing and blotchiness are also frequently observed. The following sealants are in common use today: linseed oil, paraffin, silicone, urethane, acrylate, and animal blood on stone and adobe. Extensive cracking and yellowing has resulted soon after application. In the past many such treatments have created more problems than cures: 1. Linseed oil and paraffin have been in use for centuries. Embrittlement and yellowing occur rapidly because these are readily attacked by solar ultraviolet radiation. 2. Animal blood as paint has temporarily waterproofed adobe mud and stone masonry. The origin of blood paint has a religious background rooted in the Phoenician and Hebrew cultures. Instant water soluble dried blood can substitute for fresh blood. Winkler (1956) described the history and technique of the use of blood. 3. Silicones have proven very effective and are long lasting. In contrast, acrylates, urethane, and styrene are generally rapidly attacked by UV radiation (Clark et al., 1975). Sealing of Different Rock Types Granitic rocks have a natural porosity traced to 4.5% contraction of quartz, during cooling of the parent magma, compared with only 2% contraction of all other minerals; protection against the hygric forces may require waterproofing of granite in some in- stances. The Egyptian granite obelisk in London is an example. Soon after its relocation from Egypt to London, Cleopatra's Needle was treated, in 1879, with a mixture of Damar resin and wax dissolved in clear petroleum spirit; surface scaling became evident after half a year of exposure to the humid London atmosphere. The treatment of the ancient granite monument from Egypt has denied access of high relative humidity (RH) in London to the trapped salts inherited from the Egyptian desert and has protected the monument from decay (Burgess and Schaffer, 1952). The sister obelisk set up in Central Park, New York City, has fared less favorably because similar treatment was done too late, only after the salts hydrated and hundreds of kilograms of scalings disfigured the obelisk surface (Winkler, 1980). Surface coating of other common stones may be needed. Crystalline marble absorbs moisture from high RH atmospheres: dilation may ensue when curtain panels bow as the moisture starts to expand during daily heating-cooling cycles. A good sealer may prevent the moisture influx provided that no moisture can enter from the inside of the building. Limestones, dolomites and all carbonate rocks are subject to dissolution attack by rainwater, especially in areas where acid rain prevails (Fig. 2). The interaction of sulfates in the atmosphere with the stone can be halted by waterproofing to avoid the formation of soft and more soluble gypsum. The stone surface attack can be diminished if nearly insoluble Ca-sulfite crusts can form, instead of Ca-sulfate. Replacement of fluorite or barium compounds at the stone surface acts as a hardener, rather than a sealant. Sandstones have generally high porosity and rapid water travel can occur along unexpected routes and from any direction. Any surface sealing may do more damage by scaling and bursting than if the stone is left without treatment. Sealing of sandstones is therefore not advised at any time. Testing the efficiency of sealants: Several authors discuss waterproofing materials, silicones, urethanes, acrylates and stearates, as to their water absorption, spreading rates of water on the treated surface, water vapor transmission, resistance to efflorescence, and general appearance (Clark et al., 1975). De Castro (1983) measured the angle of contact of a microdrop (0.004 cm3) on a stone surface as characteristic of the wettability. A linear programming model with integer sequencing variables is developed to schedule limestone production for a quarry in Central Japan. The model is used to optimize raw material production from the quarry supplying limestone to cement, quick lime and aggregate plants. Typically, the mining in the quarry takes place in four to six different areas each area having 3 or 4 mining increments. Each mining increment contains different quality of limestone. The limestone production from the quarry is transported to the plants byway of 3 ore passes. Each plant requires a given quantity of limestone per period meeting certain quality constraints. This paper will describe development of the scheduling optimization model and how it is used to schedule production by period within the quarry to meet the capacity and blending requirements of the plants.

Many portions of the mining industry are under intense pressure to reduce costs while commodity prices languish. In response, global Internet-based marketplaces to deliver business-to-business (B2B) e-commerce solutions are being established to reduce costs and improve efficiencies across the mining industry supply chain as well as with customers. Over time these marketplaces will likely evolve to create an integrated supply chain solution, layer in value-added services, and develop mining community portals with industry content. Significant opportunities to help reduce costs and create value are available in mining e-procurement as well as in on-line product sales. The supply chain for the industry is highly fragmented and many mining companies have numerous inefficiencies in procurement. An e-procurement marketplace (or "exchange") can immediately address these inefficiencies and offer numerous benefits to buyers and suppliers. These benefits include improved sourcing options, inventory cost reduction, transaction cost reduction, access to value-added services, lower customer and supplier acquisition costs, improved reach, and improved information flows.

Most oxidized manganiferous silver ores contain manganese associated with silver and are not amenable to conventional silver extraction methods, including direct standard cyanidation techniques. However, it is known that dissolution of the manganese might yield a suitable material from which silver can be recovered by conventional methods. In the segregation process, which involves heating the ore with a small quantity of salt and with a source of reducing agent to 680°C - 800°C, the silver is volatilized, migrates and is reduced to metallic silver particles. Conventional cyanide leaching is applied to the resulting calcine. Laboratory investigations have been conducted on a manganiferous silver ore analyzing 0.02 % Cu, 0.09 % Pb, 0.33 % Zn, 12.55 % Mn and 187 g/ton Ag to study the influence of roasting temperature and time, quantity of salt and quantity of coke on silver extraction by the application of segregation roasting followed by cyanidation. Cyanide leaching tests were carried out at room temperature on the segregated calcines produced by using an alkaline cyanide solution containing 2.0 lb/ton of NaCN at pH 11 for 72 hours. The results indicated that 97.8 % of silver extraction can be attained at 850°C, with 2.0 % salt, 1.0 % Coke and 30 minutes of roasting time.

In an effort to lower production costs and improve profitability, mining companies have adopted a variety of management practices emphasizing productivity and cost containment. One set of practices that has been used successfully in the manufacturing and electronics industries is "world-class manufacturing" (WCM). It is applicable to mining as well. World-class manufacturing is based on the twin concepts of "just-in-time" inventory practices and total quality control. A few mining companies have implemented quality control programs that are similar to WCM in some ways and substantially different in others. This article considers the use of WCM in the processing environment, although the techniques are applicable throughout a mining operation. The article is also mindful of the variety of customers to whom mineral products are sold. Industrial minerals producers may sell brand-name products to specific customers with exacting requirements, while metals producers often sell their fungible output on a faceless commodity market. Customer requirements are emphasized in WCM, and so the range of these requirements must be recognized. World-class manufacturing In any milling process, specific goals are set for product and process characteristics - concentrate grades, minimum daily throughput, moisture content, etc. WCM has two overriding objectives: the reduction of deviation from these standards, and the reduction of variability in all aspects of the process and product. By definition, reduction of deviation also includes minimizing plant downtime for repairs or process changes. WCM plants use just-in-time inventory practices and total quality control. WCM plants use these techniques to simultaneously improve productivity and reduce costs.

Production scheduling of an open pit mine is one of the most important steps in open pit mine planning. The production schedule of a mine defines the distribution of cash flows and as a result directly influences the net present value and overall economic feasibility of a project. It is becoming more and more critical to obtain an exploitation schedule of a deposit such that highest possible returns are achieved from a project. As the mining industry mines lower and lower grade ores, production scheduling is becoming a key item which can make or break a project. Although the need to plan and operate a mine with an optimum production schedule has been obvious for some time, the methods used to obtain such a schedule have not been. There is not a single, mathematically proven, optimum mine production scheduling algorithm which is widely accepted and used today. In an attempt to determine a production schedule which is optimum, a new algorithm was developed. This algorithm, in theory, is based on the lagrangian concepts of mathematics and in practice is based on the parameterization concept of mining. This paper describes the fundamentals of this newly developed algorithm.

The issue of miner safety in case of an underground mine fire has been extensively examined by both government and industry. These efforts have intensified in recent years following a number of fatal fires at underground coal mines. As a result, there is an increasing interest in the reliability of coal mine escapeways during a mine fire. This paper discusses the use of fault tree analysis for evaluating escapeway reliability. A fault tree is developed using standard logic formulations. It is later evaluated using commercially available software. The computer model uses Boolean reduction to obtain the minimal cut sets and minimal path sets of the tree. A brief analysis is also conducted to determine the occurrence probability of the TOP event. This study shows that fault tree analysis is a viable means of analyzing escapeway reliability. The cut and path sets reveal those event sequences leading to fatalities. Such information is useful in safety training and accident prevention. The probability of the TOP event shows the frequency of occurrence for fatalities in an underground mine fire. The usefulness of this value, however, is limited by the accuracy of the data for the initiating events. For mining events, the data is difficult to estimate precisely.

The restructuring of mining operations in Valea Jiului coal basin imposed by the transation to the market economy calls for an increased coal production. Under the circumstances, the role of drainage networks grows ever more important. The paper describes an original mathematical model and software developed on its basis, with enables the ventilation engineer to assess the configurations of different systems, as well as to test their reliability and prognose their future performance before conceiving another methane drainage system or changing the existing one. The paper also includes the underlying principles of an optimization program for methane drainage networks, which will enable the detection of the optimal methane drainage system, both from a technical and an economic point of view.

A numerical technique is described which can be used to model the quantity and distribution of air flow through broken rock. The method can also describe gas concentration and temperature distribution. A computer code implementing the numerical approach was developed to assist in determining the feasibility of a proposed modified in-situ leaching method for extracting copper from sulfide porphyry deposits. This mining method requires air to be forced through cells of rubblized ore. The flow serves to supply oxygen for the leaching reactions and to dissipate heat that would other-wise build due to the exothermic reactions. The method substitutes the Carman equation into the Laplace equation. The solution of the resulting non-linear formulation is done on a finite difference grid using SOR with iteration improvement of coefficients. This procedure yields the required air flow pattern and pressure drop. An equation for advection with absorption is then solved over the same grid using explicit schemes to yield oxygen concentration. Finally, a similar technique is applied to the convective heat transfer formula to yield the temperature profile. The model is potentially applicable to such mining problems as the prediction of leakage through caved ground, the prediction of methane concentration in gobbed ground, and the prediction of heat build-up in caved workings.

The Nucoalyzer (On-Line Nuclear Analyzer) is a new method recently made comercially available for monitoring the elemental composition of a process stream. Applications for the Nucoalyzer include grading ore on a conveyor belt before or after it has gone through primary crushing, monitoring the slurry being transported in a pipe to the concentrator, and monitoring the stream of concentrate or the tailings from the concentrator. The Nucoalyzer may also be used at the smelter to monitor elements in the feed that include copper, sulfur, iron and silicon where a uniform feed is desired. The advantage of the Nucoalyzer over most other techniques are (a) it performs the measurement directly on the process with no sampling necessary, (b) the analysis can be performed on streams of particulate and slurries, and (c) the system does not have to make contact with the material it measures. These Nucoalyzers are operating at coal fired power plants and several more are about to be placed in service. This paper discusses the principles of operation of the Nucoalyzer, our experience in the field, application of minicomputers to data reduction, and potential applications in the ferrous and non-ferrous industries.

An important issue in the use of high pressure grinding rolls when grinding ores is wear of the rolls. Due to the abrasive nature of the ores, significant wear rates have typically occurred. Attempts to address the wear problem require a better understanding of the wear mechanisms. A probable wear mechanism is the abrasion of the rolls surface due to extrusion of the compacted material as it leaves the rolls. This paper presents the results of a study on a number of ores to examine the extent of extrusion that occurs. The study involved laboratory, pilot and full-scale high pressure grinding rolls. The effect of variations in parameters such as grinding pressure, rolls speed, initial gap settings, feed topsize and moisture was investigated. The results indicate that extrusion increases with increasing grinding pressure and rolls diameter, while the use of studded or profiled rolls significantly reduces the extrusion effect compared to smooth rolls. It was also found that rolls speed and feed moisture can have significant effect on extrusion, depending on the material.

Friction factors or coefficients of friction used to estimate the resistances of mine airways are, in the main, estimated from empirical measurements made in other airways considered to be of a similar geometry and type of lining. A somewhat more analytical approach, although still based on empiricism, is to estimate the ratio of the average height of the asperities to the hydraulic mean diameter of the airway (e/D ratio) and then to employ the Moody Chart or one of the equations that have long been established to represent the [coefficient of friction v Reynolds number curves] on that chart. Unfortunately, the Moody Chart and corresponding equations are based on pipes of uniformly distributed (sand grain) roughness whereas the asperities that exist on the surfaces of mine openings are frequently highly irregular both in their size and distribution. This is considered to be a major cause of discrepancies that have been found between coefficients of friction by the Moody Chart and those actually measured in mine airways. The work described in this paper examines an alternative method of estimating coefficients of friction for rough natural surfaces with uneven sizes and distribution of surface asperities. The technique utilizes the relatively recent developments in fractal analysis. A fractal dimension is determined from the topography of the surface. This has been correlated to coefficient of friction for a scale model of a mine airway. Further work is being carried out in actual mine airways. However, at this time, it appears promising that the fractal method may allow coefficient of friction to be predicted for given types of strata and method of roadway drivage.

The Cannon Mine gold project has been perceived as unique for being developed in an area characterized by orchards and suburban residences. The Cannon Mine was permitted and developed successfully in this setting. However, the ability of companies to permit, develop and operate mines in mated areas is becoming more difficult as a result of opposition by residents and increasingly stringent regulation. Booster fans have been in regular use in British coal mines since the first half of this century, but a large increase in their use did not take place until after the Nationalization of coal mines in 1947. From that time the need was identified to improve standards of ventilation in general and mining engineers specializing in ventilation were appointed at all levels in the mining industry. A comprehensive approach to ventilation surveys and planning, together with the realisation of the benefits of booster fans, led to their more rapid introduction. Many coal mines in the U.K. are at moderate depth and have virgin strata temperatures of 30°C or less. The ability to control climatic conditions by increased ventilation rather than resort to cooling systems has led to the introduction of booster fans and recirculation systems in these mines. Large makes of methane and high levels of coal dust production due to increased mechanization have also required enhanced ventilation standards. This paper deals with the reasons for selecting booster fans and the specific safety considerations involved in their use. Numbers, types and sizes of booster fans in the U.K. are outlined, together with notes on installation and performance. Remote monitoring and control from the surface is dealt with, and current legislation. The evolution of controlled recirculation is also covered starting with auxiliary fan systems in 1970 and leading to very large district schemes in the late 1980s. The research at Newcastle upon Tyne University and other establishments in the climatic conditions associated with recirculation is summarised and its use in assisting existing and proposed conventional and recirculation systems is indicated.

INTRODUCTION In the mining industry, timing in land acquisitions can be of the essence. In order to secure promising lands, deals are often negoti- ated quickly and evidenced by letters of intent containing what the parties feel are the essential terms of the deal. In some cases, a company is willing to acquire land only if it can lock up a number of promising properties, and so a "non-binding" letter of intent is used to formalize the essential terms, while leaving the company without legal liability. Later, the letters of intent will be sent to a lawyer to prepare a formal acquisition agreement. Many times, how- ever, especially in a land acquisition rush, another company will attempt to better the deal prior to the execution of that formal agreement, and the first company will be forced to rely on the initial letter of intent, only to find out to its chagrin that it has no deal In other cases, the company holding the desired property is another mining company, and the negotiation of an option or joint venture is the only way the first company can acquire an interest in the desired land. In order to make its offer more attractive, it may have to reveal confidential or proprietary information about the property or the surrounding lands. Here, too, letters of intent are often used to formalize the essential points of the agreement. Once again, however, prior to the execution of a formal joint venture agreement, the transaction may collapse and the letter of intent prove to be only that. The production of fine particle products within the mineral processing industry is a very important market segment. Many of these products are processed in an aqueous state and must ultimately be dewatered. This entails processes which are very energy and capital intensive. The introduction of membrane based dewatering systems has offered great promise in the area of energy saving and operating costs. Unfortunately, membrane separators have not yet had the ability to handle high solids. New Logic introduces a system which can concentrate a low solids stream to a high solids sludge in a one pass, very energy efficient system.

Pit slope designs at Nickel Plate Mine have used relatively steep interim and final wall slopes of 60 degrees overall. The rock is unusually strong and tough with most discontinuity sets being steeply dipping. An integrated program of monitoring and drainage has been used. Stopes of large extent which are generally unsupported occur on the property. For the most part, no deterioration of the stability of the stopes has occurred over the last 30 or more years. Mining methods through these areas have used a combination of fill s placed via VCR drop raises and crater blasting of the backs. One of the major challenges in mining through the stope areas is to maintain slope stability conditions and to reduce dilution of the higher value ore zones occurring immediately around the stope areas. In assessing the future markets for a mineral from a producing district, three key aspects must be considered: 1) the future growth in markets, 2) the competitiveness of the district in terms of production costs and reserve adequacy, and 3) the competition from alternative sources of supply. This paper will focus on the first issue by developing a method of predicting the demand for phosphate from the trends in the major markets for phosphate products, primarily the fertilizer and agricultural markets. The paper will show how broad changes in the final end use markets for phosphate products have evolved over time and how this has affected the needs for phosphate rock. These trends are then projected into the future to make an assessment of future phosphate requirements.
