The kimberlites of northern Europe are related with a large crustal block having a northwest-southeast orientation. Kimberlites penetrate the Archean formations of crystalline basement, Late Proterozoic rocks, which are overlapped by Middle Carboniferous and younger deposits. The kimberlites bodies include pipes, dikes and sills of Upper Devonian age. Within the region, rocks of two magmatic series form diamond-bearing kimberlites. Aluminum rocks form a new type of diamond-bearing rock that is not found in other diamond provinces. Kimberlites of this region are characterized by highly developed deuteric alterations, a low content of associate minerals, the presence of two diamond generations and an increased content of jewelry-grade diamonds.

The use of computer models to design ultimate pit limits during feasibility study and long range mine planning is becoming a significant practice in open pit mining. One of the problems in determining optimal ultimate pit limits using true optimization techniques has been they require a great deal of computer memory and execution time. In this paper, the maximum closure of a graph, which is a true optimizing model developed by Lerchs and Grossmann, is modified for solving ultimate pit limit problems. By using some properties of the original L&G graph algorithm, the tree configuration can be reduced to only connections between positive ore nodes. The modified algorithm is shown to require less memory and processing time while still yielding an optimal solution.

Stripping of gold and silver from carbon is effected by means of two main processes (AARL and ZADRA ). The main rate-enhancing parameter in the stripping of gold and silver is temperature. A secondary rate-enhancing parameter is ionic strength. (1) Stripping is usually conducted within a solution containing sodium cyanide (0.1 -0.5% ) and caustic ( 1 -3%). The development of a chemistry that increases the rate of gold and silver stripping from carbon in a manner proportional to its concentration is described. Its use in atmospheric and pressure strips is also outlined.

The area of flotation testing of drill-core is important in the business plan of most mining companies. Metallurgical information derived from this practice can be used to advantage in strategic decision-making. Sampling, flotation testing and subsequent Qem SCAN analysis of a mineral resource is one example of this approach. Anew resource, located in Sudbury, Ontario, is being assessed for the Sudbury Operations of Falconbridge Limited, which includes the Strathcona Mill. In this case, it was possible to improve the value of information from sampling and flotation testwork by using an improved, statistically-based test design, by sampling the resource by generic end-member ore type, and by integrating the Mineral Processing and Mineral Science disciplines into a Process Mineralogy team. In addition to producing standard metal grade and recovery information, this new approach provides more reproducible information from representative samples and flotation testing in a replicate format. Qem SCAN technology is used to produce a size by size mineral balance, including both modal percentages and liberation, from which flotation models for each ore type can be developed. As a result, a key understanding of the potential behaviour of a given ore type, if mined and then processed at the current mill operation, is gained at the 95%confidence level. The three ore types of this mineral resource were shown to have different flotation characteristics. Quantifying the mineralogy and liberation in each of the three ore types, has shown that this difference is due to changes in modal percentages of ferro-magnesium and magnesium silicate minerals such as pyroxene, talc and serpentine. Liberation across the three ore types is very similar and is therefore not responsible for variation in flotation performance.

Impurity minerals in fluorspar ores and concentrates from a deposit in Southern Africa have been studied by reflected light, transmitted light, and cathodoluminescence microscopy. The principal impurities are quartz, calcite, aegirine, apatite, ankerite, magnetite, goethite, and synchysite [Ca(La,Ce,Nd)(CO3)2F]. Cathodoluminescence microscopy was found to be very useful in studying the character of the fluorite and especially for recognizing the presence of apatite and calcite impurities. Fluorite exhibits blue, calcite shows yellow, and apatite has white, light purple, and pink cathodoluminescence. The cathodoluminescent character of apatite varies with its geological environment and position in the orebody. The results of this microscopic study show that phosphorus present in fluorite concentrates occurs principally in binary locked apatite-fluorite particles. Successive fluorite cleaner concentrates contain progressively smaller amounts of locked apatite-fluorite particles. Free apatite has been effectively partitioned to the final tailings.

It was previously reported that dolomite samples from different locations showed varying flocculation behavior with poly(ethylene oxide) (PEO). In this study, a Florida dolomite sample was examined, and it was determined that palygorskite associated with dolomite was responsible for its flocculation with PEO. A detailed characterization of dolomite samples from different locations was made by electrokinetic, XRD and FT-IR analyses, and the relevance of these characteristics to flocculation with PEO is discussed.

3.1 INTRODUCTION As heap leach precious metal projects become increasingly common in the United States, federal, state and local regulatory agencies are beginning to take a closer look at the short- and long-term environmental consequences of this recovery technology. From an operator's point of view, there is seemingly a confusing regulatory maze to be navigated and a plethora of permits and approvals to be obtained prior to commissioning a heap leach operation. The degree of difficulty associated with obtaining permits for a heap leach project depends largely upon the state in which the project is located. Permit acquisition is generally easiest in those states most familiar with heap leaching technology. For example, heap leaching is well understood in Nevada, and heap leach operations are relatively easy to permit, although permitting conditions in Nevada have recently become more stringent. However, many states are just beginning to become familiar with heap leach operations. Many of these states such as Idaho, Colorado, South Dakota, Oregon, Montana, Washington and South Carolina are in the process of drafting regulations and establishing guidelines for heap leach projects. In most cases, these regulations specify design and operating criteria as well as reclamation and decommissioning procedures. This chapter provides an overview of the regulatory and permitting aspects of heap leach operations. Permitting requirements for projects developed on federal land are discussed in detail. 'The state and local regulatory atmosphere and permitting requirements for various states are also presented. The chapter concludes with a generic permitting strategy. 3.2 KEY ENVIRONMENTAL CONCERNS The primary concern of most local, state, and federal regulatory agencies is the use, storage and transport of sodium cyanide (NaCn), and potential cyanide contamination of surface and groundwater resources. The toxicity of cyanide to people, fish and wildlife is also an important issue. Unfortunately, in the public eye, cyanide heap leaching has some emotional impacts similar to those associated with radioactivity and uranium mining. This perception and the general lack of understanding of cyanide can lead to unnecessary concern about cyanide contamination, further complicating the regulatory environment.

This paper describes a two-part program funded by the Florida Institute of Phosphate Research and performed by Jacobs. The first part of the program was to examine the application of ultrasonic treatment to clean phosphate particle surfaces. Florida phosphate pebble and rougher flotation feeds were treated in an ultrasonic trough to remove clays. Also, the de-oiling of rougher concentrates by ultrasonic treatment was tested. In order to improve the clay removal efficiency, viscosities of primary cyclone overflow from six beneficiation plants were studied in the second part of the program. Viscosities for different samples at the same clay % solids vary significantly, and increase exponentially with clay % solids content for the same sample. A method of controlling cyclone operation using on-line viscosity measurements and pump box level sensors is proposed to logically improve primary cyclone performance.

Modern microprocessor systems make it possible to use several variables to anticipate changes in the process and to react with responses before upsets can be magnified by the process or by control action. Through tighter control, "insurance" can be eliminated from process set points without affecting product quality. In actual operation with a traveling grate furnace this control philosophy has produced savings of up to 20% in fuel consumption and 8% in fan power usage while producing a more consistent quality product.

To address the problem of grade estimation in a general three-dimensional shape and the uncertainty associated with the estimate, the technique of jackknifing/ block-kriging shortcut is proposed. A new estimator called jackknife kriging is introduced first. Through the jackknife variance, a confidence limit for the reserve-grade estimate can be calculated. Unlike the kriging variance, which is more a measure of data configuration and which is independent of data values, the jackknife variance reflects the true variability of the data. This approach provides a simple way to set a confidence level for global estimation of resources.

The percent ash in a coal blend is equal to the weighted average of the ash contents of the component coals. If the raw coals differ in washability characteristics, the total yield may be maximized by washing the component coals to different quality levels. A mathematical basis for blend maximization is developed and a computer program is described The program determines the component weights that maximize the yield, while meeting an individual coal-quality specification. The procedure is directly applicable to linear parameters of grade quality such as percent ash, percent sulfur and the calorific value. A transformation of variables permits program execution to meet a sulfur-compliance specification. Blends may consist of any number of component coals.

A simple method for estimating the steady-state water quality of a pit lake is presented. The steady-state concentration of a conservative chemical constituent in a pit lake is shown to be a simple function of the inflow rate, the evaporation rate and the inflow concentration. An analytical method is presented for estimating the equilibrium ground water-inflow rate for use in water-quality predictions. The time required to reach chemical steady state is estimated using an iterative mass-balance model. Mine operators should find the methodology useful for planning and screening regulatory applications where conservative estimates of pit lake water quality are desirable.

A dynamic input-output model for a coal power enterprise that now includes four underground coal mines, three coal washing plants, a power plant and a railway transportation system was developed. The model is applied to analyze investment alternatives for long-term development, including the expansion of existing mines, the opening of new mines, the construction of new coal washing and power plants and the upgrading of the railway system. As a result, the optimal investment strategy with capital schedules and projected sector outputs is obtained. Also, the importance of the new power plant to the strategic development of the company is demonstrated. It is concluded that, without applying a dynamic input-output model, it would be much more difficult or impossible to conduct such a systematic and compete analysis.

Modifying and depleting the soils by mining works and dumps of mineral waste as a result of coal mining and tailing is one of the important aspects. The paper’s aim is to analyze which are minerals and resources policies of our government and to adopt measures for sustainable development in the coal mining in this region. The measures to reduce the instability risk for the mining works and waste dumps, which could affect the underground mining constructions or the related surface areas, were consider. It is most important to establish the priorities in order to obtain a high efficiency by combining the measures according to the environmental analysis and risk assessment.

An application of geostatistics to financial decision analysis is the linking of reserve parameters estimation precisions to a mine economics computer program calculating profitability. The estimates of economic reserve parameters are obtained by the kriging method, while precision are calculated by a technique more akin to the polygon method. To indicate the effect of the variables probability distribution on a distribution of profitability, their values are sampled by a Monte Carlo technique and entered into a mine economics modelling program developed by T. R. Ellis. The distribution of profitability calculations are in essence, a superior method of sensitivity analysis. The method is applied to a roll-front uranium deposit in the Powder River Basin, Wyoming.

Six-fold, high-resolution, compressional-wave seismic data were acquired across a coal mining property in the Meigs County study area, southeastern Ohio, with a view to differentiating the Clarion Coal Member and a truncating channel sandstone prior to longwall mining without costly drilling. The seismic technique, as is illustrated by our example data, was successfully used to map those areas where the coal is present, as well as those places where it was eroded by incising fluvial streams. Our results demonstrate that the seismic reflection method, using an engineering seismograph, can be a cost-effective way to define discontinuities associated with coal seams.

Studies of the northeastern Mississippi bauxites were initiated primarily for the purpose of ascertaining the quality and quantity of the ore. Subsequently, this ore was found to have a rather dubious economic value as was previously suspected but never established in earlier economic reports (1, 2, 3). However, the quality of ore was found to be higher than previously thought. Even though the ore bodies were determined during the early stages of this study to be too thin, small and widespread for commercial production a continuation of the study was not abandoned. On the contrary, the present investigation was intensified concentrating less on the economic application and more on stratigraphy and genesis. Considering the ever increasing demand for aluminum products the northeastern Mississippi bauxite district which includes portions of Tippah, Benton, Pontotoc, and Union Counties may soon become, in spite of inferior quantities of ore, an attractive area for bauxite production. Presently, however, the meager quantity of ore discourages exploitation. On the other hand, these northeastern district bauxites are facies of more extensive units of lignite bearing high aluminum clays, and considering the advances in aluminum extraction from clay these clays may in the future beckon mining interest. The bauxite of the northeastern Mississippi district, mapped as a part of the Betheden Formation (4). has an outcrop trend along the county lines of Tippah and Benton Counties and the extreme western portion of Union and Pontotoc Counties. INTRODUCTION Historically, pollution control in the metal-ore mining industry has been very limited. Unless mine water contained large quantities of solids, it was generally discharged without any treatment. If treatment was used to control solids, it was principally the provision of a settling basin in the form of a tailings impoundment used in conjunction with an associated metal ore dressing facility. Recently, however, a growing awareness of the adverse environmental impacts of mine drainage, coupled with strict environmental laws, has prompted the mining industry to look at new technologies and to refine the existing methods to further treat the wastes generated. This industry is unique in that waste loadings are extremely variable, and a "typical facility with typical waste loads" does not exist. Consequently, one waste- water treatment system cannot be utilized on an industry wide basis; rather, each treatment system must be designed specifically for the pollutants in each individual discharge. Public Law 92-500, the Federal Water Pollution Control Act (FWPCA) Amendments of 1972, became effective on Oct. 18, 1972. This law completely restructured Federal laws and philosophies underlying the Federal approach to water pollution control. Prior to the 1972 amendments, the principal Federal regulatory tool had been water-quality standards based on a designated use for a particular body of water. The concept was that waste disposal into water bodies is a desirable and acceptable use of the water body if it does not interfere with other beneficial uses. This had the effect of requiring various degrees of treatment and, consequently, various economic hardships on industries de- pendent upon their location. In many waterways. it is very difficult to quantitatively relate discharges to water quality. The 1972 amendments changed the basic philosophy, as stated in the Senate Committee report on the bill, to ". . . no one has the right to pollute . . . that pollution continues because of technological limits, not because of any inherent right to use the nation's waterways for the purpose of disposing of wastes." Pursuant to Sections 301, 304(b), and 306 of the FWPCA Amendments of 1972, the US Environmental Protection Agency (EPA) was required to establish effluent standards applicable to all industrial discharges. These standards must be based upon the application of the "best practicable control technology currently avail- able" (BPT) and the application of the "best available technology economically achievable" (BAT). The BPT and BAT levels must be achieved industry-wide by July 1, 1977, and July 1, 1983, respectively. WASTE SOURCES The waste-water situation in the mining segment of the ore mining and dressing industry is unlike that encountered in most other industries. Most industries (e.g., the milling segment of this industry) utilize water in the specific processes they employ. This water frequently becomes contaminated during the process and must be treated prior to discharge. However, in the mining segment, process water normally is not utilized in the actual mining of ores (exceptions are hydraulic mining operations and dust control), but it is a natural occurrence that interferes with mining activities and must be removed before mining can commence. Water enters mines by ground-water infiltration and surface runoff, and it comes into contact with materials in the host rock, ore, and overburden. The underground mine must pump large quantities of ground water to prevent flooding of the mine. Water from surface mining operations generally occurs as a result of surface runoff of rainwater. Generally, mining operations control surface runoff through the use of diversion ditching and grading to prevent, as much as possible, excess water from entering the working area. Nevertheless, some surface runoff does come into contact with the working area and may become contaminated. The quantity of water from an .ore mine is unrelated, or only indirectly related, to production quantities. De- pending upon its quality, the mine water may require treatment before it can be discharged into the surface drainage network. The variability of water quality from mines can best be demonstrated by looking at Table 1. This table shows the range of pollutant concentrations in untreated discharges from three different categories of mines (as categorized by EPA in the development of BPT and BAT effluent standards for the metal-mining industry). Data for this table were obtained during EPA's preparation of effluent standards for this industry. The parameters shown on the table are the pollutant parameters of primary interest in this industry; blanks in the table indicate that data were not available, and the parameter is not expected to be present in significant quantities. Other pollutant parameters are present in mining waste water, but they are either incidentally removed in the treatment process or are found only in trace amounts. The three categories comprise more than 90% of the metal production value in the United States and approximately 95% of the total mine discharges. It is important to note that not all parameters are found in significant concentrations at all locations. IMPACT ON WATER QUALITY One of the most troublesome mine-drainage problems is acidity. Although generally associated with coal mining, acid mine drainage frequently occurs from other types of mines. Although the exact mechanism of acid mine drainage is not fully understood, it generally is believed that pyrite (iron sulfide, FeS,) is oxidized by oxygen (Eq. 1) or ferric iron (Eq. 2) to produce ferrous sulfate (FeSO4) and sulfuric acid (H2SO4) . The mining of ores associated with pyritic material exposes the pyrites to water and oxygen and grossly accelerates the natural oxidation processes, resulting in the significant production of acid mine drainage.
