Discussion: M. D. G. Salamon* (Fellow): The theoretical principles behind the techniques of calculation used by the authors was formulated and published during the period 1962- 65. These principles, together with their practical implications, were summarized in a review paper in 1966.1 Now, in February, 1970, we have this long and comprehensive paper discussing the practical application of the theory. I think this is good progress. The large number of practical examples treated in the paper clearly demonstrates not only the skill and knowledge of the authors, but also the versatility of the techniques of analysis. I feel that the techniques described by the authors, and their improved versions, will revolutionize mine planning. I suggest that no shaft system or stoping layout should be planned in future without an adequate rock mechanics analysis. It seems that it will be progressively more difficult to white wash mistakes in rock mechanics and attribute their costly outcome to normal mining risk. We should not, however, become complacent. There is still a lot to learn and do in the future. I do not want to discuss tonight the question of further research but instead, I will raise two other problems which may hinder the future progress of practical rock mechanics. To carry out work similar to that described in the paper, mine managements require men who are capable of doing the work and who have the most efficient techniques of analysis at their disposal. As a research engineer I have been associated with the development of techniques of analysis. I can assure you that these have undergone an amazingly rapid development during the last six years. We have seen the change from the use of the electrolytic tank analogue and manual integration to the method described by the authors, that is, to the employment of the automatic network analogue and computer integration. But this is not the end. In a recent paper Prof R. P. Plewman2 and his co-authors described a completely digital technique. Here the process of calculating on- and off-reef quantities is integrated into one computer run. But these sophisticated methods of computation are useless without men to make intelligent use of them. During the last few years a new breed of mining engineers has appeared on the scene - the Rock Mechanics Engineer. I feel it is timely to call the attention of the senior members of this Institute to the fact that this new breed will succeed in carrying out its duties in a valuable manner only if we manage to attract to its ranks young engineers of the right quality. The requirements are high. The top rock mechanics engineers have to be good mine planners and they have to understand the essence of sophisticated theories. Without these attributes they will not succeed in the long term and the industry will not gain the benefit of available knowledge. To attract this quality of engineers the industry will have to ensure that rock mechanics is accepted by all concerned as a career which could lead to the top echelons of our profession. Finally, I would like to make one or two remarks concerning Part I of the paper. In Sections 3.1 and 3.2 the authors describe methods of determining the normal stress on the reef plane and the convergence distribution in the excavations. The description as given applies only to a horizontal reef. When the reef is inclined the situation is more complex since a shear component of stress on the intact reef and a ride component in the excavations must then also be determined. These can be calculated by methods similar to that described in the paper.3 The practical application of the method of calculating the released energy (Section 3.4) is in the comparison of various stoping layouts to establish an order of preference in terms of decreasing rates of energy release. To carry out these comparisons effectively, the calculations must be carried out in a manner by which the values of energy per unit area obtained are comparable. I would like to note in this respect that the method of calculation given in the paper is valid without reservation only if there is no elastic contact between the hanging and foot walls in the mined-out area. If there is contact then the calculated energy values are correct only if the mined out area is increased in small steps during the analysis. My second point in this regard is concerned with the practical method of calculation as described in Sections 3.4 (ii)-(iii). Firstly, I would like to suggest that the energy calculation should be carried out, as far as possible, by using always the same scale on the analogue. Secondly, the reading of current on a pin should be followed by the removal of that pin to obtain the corresponding reading of potential. The product of these two values will be proportional to the energy released during the mining of the small area corresponding to that pin. The method suggested by the authors tends to mask possible danger points in the layouts, since they obtain an average value for a time period, say, for six months.

It seems to me to be particularly appropriate that this topic should be discussed at the first prize-giving function of this kind. As you know, this presentation of awards to young mining engineers and metallurgists is to be an annual event, and never before in the dynamic and rapidly changing climate of the South African metallurgical industry has it been more necessary for young, and perhaps older, practitioners to consider the future of their profession and their role in the industry. I look forward with interest to the time, five to ten years from now, when I shall recall my crystal-gazing of tonight to see how far wrong I have been.

"To be able to responsibly develop a multiphysics model of the steel belt sintering (SBS) process used to sinter chromite fines, it is important to have a comprehensive understanding of the process. This understanding was gained through a site visit, observation of the process in operation, and interaction with the operators. Material characterization will also reveal much about the process that is not yet fully understood. A well-defined and representative mass and energy balance will also give valuable insight into the process. The plan for the multiphysics model aims to combine a computational fluid dynamics (CFD) model with a discrete element method (DEM) model.To obtain a more accurate mass and energy balance representation of the SBS process, it was decided to develop a dynamic distributed parameter model of the mass and energy balance. This model will be used to gain better understanding of the SBS process so that a more complicated multiphysics model can be developed later. The reason for this is because the SBS process is very dynamic, with a large temperature distribution throughout the length of the process. In its current state, the mass and energy balance model is capable of handling solid and gas material packages and exchanging heat between these packages where they are mixed, and is able to model the heating of the gas by burning CO gas. The next step in the development of the model will involve enabling it to handle evaporatoin of liquid water, burning of solid carbon in the pellets, reduction of iron oxide in the pellets with the CO gas formed from carbon combustion, and then oxidation of the reduced iron in the oxygen-rich cooling zones."

This paper details an assessment of stemming practices at a South African opencast coal mine and their influence on ground vibration and air blast. Quantitative and qualitative analysis methods were used for the study. The parameters assessed for the quantitative analyses included stemming length, stemming material type, blast-hole depth, burden, and spacing. Pre-blast data from the mine was analysed to determine the deviation between actual and mine design stemming parameters. Mine design stemming length was also compared to the rule-of-thumb stemming lengths. Peak particle velocity (ground vibration) and air blast data from seismograph stations around the mine was analysed to determine the correlation between stemming length and excessive ground vibration and air blast. The qualitative analysis involved observations of blasting procedures at the mine to determine compliance with mine procedures. Some level of non-compliance of actual stemming parameters to design stemming parameters was found, which initially suggested that non-compliance may have contributed to excessive air blast. However, further analysis of the seismograph results indicated no direct correlation between stemming length and excessive air blast and ground vibration. Since stemming parameters are interrelated, it is crucial that all blasting procedures, including stemming, are executed in accordance with best practice, and recorded accurately. There is a need for digital systems for capturing on-bench blasting parameters, as the currently used manual data recording and reporting systems are inefficient and prone to error. Improvements to blast designs are possible through efficient and accurate data recording and reporting systems.

The University of Kentucky (UK), with an enrollment of 25,891 in fall 2002, is a comprehensive, public land-grant university located in the Bluegrass Region of Central Kentucky. As the State’s flagship university, UK has long been involved in distance education, first through traditional correspondence courses, followed by use of videotape and satellite delivery in the 1970s and1980s, but soon supplanted by use of interactive television (ITV) and on-line course delivery in the 1990s to date. Today, UK Distance Learning Programs annually administers approximately600 course sections, with services provided to over 5200 enrollees. Courses are offered via six media: interactive video, Internet, on-site, satellite, open-air and cable television, and videotape, with hybrid delivery becoming increasingly popular. The University of Kentucky College of Engineering experience with distance instruction prior to 1985 was limited to videotape non-credit offerings. The Department of Mining Engineering, a small department in terms of numbers of both faculty and students, was a University pioneer in distance education. The first University degree program offered in its entirety by distance delivery(initially by itinerant faculty) was the Master of Mining Engineering. Satellite delivery from Lexington to Cumberland, Kentucky, was a welcomed change of delivery mode in 1987–88,resulting in six hours less travel time for faculty each week. Shortly thereafter, other initiatives directed toward fulfilment of its land-grant mission were undertaken by the College. Use of satellite for course delivery rapidly declined due to limited interactivity, in favour of compressed video and on-site instruction. Classroom sites in the Kentucky Tele-Linking Network (KTLN) now number over 200. The Network links schools, colleges and universities, as well as public and private agencies throughout the State. The KTLN supports voice, video, and data transmission in a uniformly-equipped environment. Beginning in the early 1990s, transfer-critical pre-engineering courses were delivered from Lexington to Kentucky’s community colleges with the largest pre-engineering enrolments. Success was limited, but lessons learned were invaluable. In 1996, the University of Kentucky College of Engineering was asked by the Kentucky Council on Higher Education (the predecessor to the Council on Postsecondary Education) to expand engineering education in Kentucky, first by initiating cooperative B.Sc. degree programmes in Chemical Engineering and Mechanical Engineering on the campus of Paducah Community College (PCC), located 400 km from the UK campus in Lexington. The third partner in these programmes is Murray State University (MuSU), a public regional comprehensive university 80 km south of Paducah. The genesis of the new degree programmes, which were subjected to ABET review in October 2002, as well as a summary of the major accomplishments and challenges of the innovative programmes, will be offered. The limited use of distance technologies for course delivery in these B.Sc. degree programmes will be discussed. A ‘no-spin’ overview of other non-traditional distance-learning ventures within the College of Engineering will be chronicled, with an honest assessment of the motivation for these efforts and, where appropriate, their relative degree of success. Among these ventures are: a BScME and a Master of Engineering programme at Toyota Motor Manufacturing of Kentucky, Georgetown, Kentucky; course exchange in Chemical Engineering between the University of Kentucky and the University of Louisville; an ITV-based Master of Engineering programme for practicing engineers in Kentucky; proposed joint-degree programmes in Civil Engineering and Mechanical Engineering with Western Kentucky University; and a proposed part-time MScME programme in Paducah, Kentucky, with a start date of August 2002, threshold enrolment permitting. "Sampling error and bias, especially the Increment Preparation Error (IPE), are introduced when the tool allocated to do the job fails to extract a representative sample. This is the case with chip sampling; the tool can only extract haphazard shapes of loose or fractured material and not always from within the demarcated sample area. Increment Extraction Error (IEE) and Increment Delimitation Error (IDE) could be severe, but are found to be relatively unbiased. The uncontrolled action of the sampler in discarding excess sample material after sample collection has a significant impact on the error and bias introduced with each and every extraction. A new type of bias, referred to as the ‘waste discard bias’, arises when samplers select what portion of the excess sample material to discard at the sample site. Material visually identified as waste is discarded in preference to mineralized broken ore if there is an excess of sample material. This results in a considerable error in the analytical results. The bias is proportional to the reef-waste ratio in the demarcated sample. IntroductionTwo types of ‘sampling’ are distinguished, namely sampling of particulate materials (broken ores) and sampling of solid, unbroken in situ mineralized reef. This study considers only chip- or face-sampling of in situ, goldbearing, carbon-rich conglomerates typical of the Upper Witwatersrand Supergroup and examines where components of sampling error and bias, clearly specified in the Theory of Sampling, may arise during the practice of ‘face sampling’. Many millions of face samples have been extracted from Witwatersrand-type mines using a hammer and chisel, and detailed descriptions (standard operating procedures) of how the samples should be taken have been developed by many mining companies. There is, however, no taxonomy or nomenclature for managing or reporting the different types of errors associated with chip sampling. The Theory of Sampling compiled by Pierre Gy in the early 1950s provides, comprehensive nomenclature of sampling errors that is applied to particulate sampling of ore in a lot, a stockpile, or a moving stream on a conveyor belt. The taxonomy and characteristics of sampling errors, grouped according to the sources from which they arise, and identified by Gy (1973, 1979, 1982, 1992, 1995, and 1998) are shown in Figure 1. This classification of errors is used extensively in regard to the sampling of particulate materials in the mining and minerals industry, but not in regard to chip sampling. A relatively small mass (hundreds of grams) of representative particulate material for estimating the average grade of a much larger mass (thousands of tons – the ‘lot’ in the Theory of Sampling) is extracted by the chipping or cutting of a representative rock ‘sample’ from the stope face."

"In my Presidential address last year `The Institute in Retrospect and Prospect', I briefly reviewed the past activities of our Institute, I commented on the dynamic growth of the mineral activity of this country and of the great contribution towards this growth made by members of this Institute. I maintained that there was still further growth to come, pointing out that our future would be very much dependent on the availability and skills of our mining and metallurgical men. This Institute had, therefore, a most important task ahead to ensure that this country would have the necessary skilled engineers to develop our mineral industry so that we would be able to compete successfully in the wide world. In my address I highlighted many of the major achievements of our members and of our Institute. In today's review, I have no wish to repeat myself and I would, therefore, ask members and visitors to regard this review as complementary to my presidential address. I must also refer you to the very full resume of our affairs written for a special brochure in March, 1944, by E. H. Johnson, a founder member, on the occasion of our 50th Anniversary. There is no need to repeat what was given there, rather I will attempt to bring that history up to date. Our Institute was founded under the name of Chemical and Metallurgical Society of South Africa on 24th March, 1894, by a group of chemists and metallurgists The name was changed to Chemical, Metallurgical and Mining Society of South Africa early in 1903, and in July, 1956 became The South African Institute of Mining and Metallurgy. We were not the first technical organisation in South Africa, the S.A. Association of Engineers and Architects having been formed in 1892. In that year also the British Institution of Mining and Metallurgy started in London. In this study, a newly developed plaster stemming method is studied and compared with the usual dry drill cuttings stemming method for surface blasting in mines and quarries. Drill cuttings are generally used in open pits and quarries as the most common stemming material since these are most readily available at blast sites. However, dry drill cuttings eject very easily from blastholes without offering much resistance to blast energy. The plaster stemming method has been found to be better than the drill cuttings stemming method due to increased confinement inside the hole and better utilization of blast explosive energy in the rock. The main advantage of the new stemming method is the reduction in the cost of blasting. In one series of blast tests, blasting costs per unit volume of rock were reduced to 16 per cent by increasing burden and spacing distances. Also, better fragmentation was obtained by using the plaster stemming method. Blast trials showed that plaster stemming produced finer material. In the same blast tests, +30 cm size fragments reduced to 5.4 per cent of the total, compared to 37.7 per cent in the conventional method of drill cuttings stemming. With this method of stemming, vibration and air shock values increased slightly due to more blast energy being available for rock breakage, but these increased values were small and under the permitted limit for blast damage criteria.

As part of its programme to develop methods for concentrating minerals underground, the Chamber of Mines of South Africa in conjunction with Lurgi evolved and tested a I MW centrifugal mill. The machine is capable, in the autogenous mode, of grinding more than 25 t/h of minus 75 plus 44 mm hard quartzite to a minus 3 mm product containing over 50 per cent minus 75 µm material, and as a ball mill of grinding more than 60 t/h of minus 19 mm quartzite to a minus 3 mm product containing over 35 per cent minus 75 µm material. Extrapolation of computer models of the process suggests that these limits can be comfortably exceeded. Long-term continuous testing is in hand, aimed at proving that this I m in diameter by I m long mill is in every respect the equivalent of a conventional 4 m by 6 m ball mill.

It is well known that the ability to influence project value reduces significantly as planning progresses and decisions regarding project parameters are made. However, at the prefeasibility stage in particular, where one of the main aims should be to evaluate a wide range of options in order to select the best for more detailed further study, there is often a reluctance to spend the time and money needed to do this rigorously. This paper demonstrates, by a number of case study examples, how significant increases in value may be obtained by fully evaluating the combinations of alternatives for various project design parameters, including (though not limited to) mining methods, haulage methods, mining rates, processing methods and rates, sequencing of mining, and cut-off grades, with changes and upgrades over time where applicable. The additional value unlocked is typically orders of magnitude greater than the additional cost of the more comprehensive study. The dangers of misuse of simplistic sensitivity analyses and failure to identify how strategies might change in response to changes in external factors are also illustrated, and the importance of selecting the best `grade descriptor' is discussed.

[ ] Great Basin Gold Ltd. (GBG) owns the Hollister Mine and operates it through the wholly owned subsidiary Rodeo Creek Gold, Inc. The property is located in northern Nevada on the Carlin Trend gold belt within the historic Ivanhoe Mining District. The mine is located on the western edge of the Northern Nevada Rift, a major north-northwest trending structural zone that has localized middle Miocene volcanic rocks and numerous epithermal gold deposits. The precious metal deposits are low-sulfidation epithermal systems characterized by banded quartz veins with electrum and silver selenides. The Hollister Mine will employ the selective underground mining method of cut and fill. This will be combined with split shooting (resuing mining method) to optimize recovery and reduce dilution. The focus of mining will be on extraction of ?ounces? from the narrow-veins rather than trying to maximize tons. The initial drifts will be excavated along the strike of the vein and then capped with a substantial concrete sill pillar. Back stoping with hand held drills will be used to selectively mine the vein. The stopes will be backfilled with waste rock material. With every lift, an 18 inch concrete cap will be poured onto the backfill waste rock to prevent gold values from being lost into the fill. Targeted ore production rate will be over 400 tons per day. With current ore reserves, project life is estimated to be around eight years; however, Hollister geologists view the site as one of the most prospective systems for bonanza vein deposits in Nevada. The Talvivaara deposits are located in Eastern Finland, within the Kainuu Schist Belt. These polymetallic sulphide deposits are of relatively low grade, but bioheapleaching enables economically profitable nickel extraction from the ore. Zinc, cobalt, and copper are also produced. Talvivaara?s production process begins with large-scale open-pit mining and four crushing stages, followed by stacking of the ore in bioleaching heaps. The ore is first leached for 13?14 months on the primary leach pad, after which the leached ore is reclaimed, conveyed, and re-stacked on the secondary heap pad. After secondary leaching, the barren ore will remain on the secondary heaps permanently. In the metals recovery process, the metals are precipitated from the pregnant leaching solution. Construction of the process was begun in spring of 2007 and first metal sulphides were produced at the plant in October 2008. The development of the bioheapleaching process was begun in a 17 000t on-site pilot heap operated during 2005?2008 and has continued in the industrial heap. At industrial scale, the development measures have focused on improving the permeability and aeration of the heap. Challenges with crushing and aerations systems at the beginning of industrial-scale leaching delayed the increase in metal recovery, but after the first two operational years the leaching results have improved significantly and the process is performing as targeted.

The research presented in this paper investigated the practical aspects of the recovery of platinum group metals (PGMs) from a dilute cyanide leach solution containing base metals, in a manner similar to that used for gold extraction in a typical CIP process, and focuses on both the adsorption and elution stages. The carrier-phase extraction of precious metals using activated carbon offers significant advantages over other processes in terms of simplicity, the high pre-concentration factor, rapid phase separation, and relatively low capital and operating costs. As a sorbent, activated carbon is still by far the most important material because of its large surface area, high adsorption capacity, porous structure, negligible environmental toxicity, low cost, and high purity standards. Adsorption tests were conducted on a pregnant alkaline leach solution (0.15 ppm Pt, 0.38 ppm Pd, 0.1 ppm Au) resulting from cyanide extraction performed in column leach tests. The initial adsorption rates of Pt, Pd, and Au were very fast and recoveries of these three metals were approximately 90 per cent after 2 hours, and 100 per cent for Pt, 97.4 per cent for Pd, and 99.9 per cent for Au after 72 hours. The parameters that influence the extraction of PGMs and Au were examined to assess their relative importance during the adsorption process in order to provide the basis for process optimization. The concentration of thiocyanate was not identified as significant factor for PGMs adsorption, while Ni concentration was the most significant extraction process parameter. Base metal cyanide complexes adsorb and compete with the PGM complexes for sites on activated carbon, and while copper adsorption can be minimized by adjusting the residence time, Ni adsorbs at approximately the same rate as the PGMs, influencing the loading capacity and adsorption kinetics of the PGMs. The feasibility of eluting platinum and palladium cyanide complexes from activated carbon using an analogue of the AARL process was investigated. Platinum and palladium elute from activated carbon almost to completion in 4 to 5 bed volumes at 80°C, while the elution of gold at this temperature is slow, with a significant amount of gold still to be eluted after 16 bed volumes. The equilibrium loading of gold is exothermic in nature (Fleming and Nicol, 1984) which will result in an increase in gold elution kinetics with an increase in temperature at similar pre-treatment conditions. A similar result was found for the elution of Pt and Pd. Cyanide pre-treatment was found to have a significant influence on PGM elution. Higher cyanide concentration in the pre-treatment step results in more efficient elution up to a point, and results suggest the possibility of an optimum cyanide concentration, beyond which elution efficiency starts decreasing due to increased ionic strength.

Dr C. M. van Staden (Fellow): Mr President, ladies and gentlemen, thank you very much for this opportunity to contribute to the paper by Dr Stander, and Messrs Henzen and Funke. First of all, my congratulations to Dr Stander on being re-elected President of the International Association of Water Pollution Research. We in South Africa are proud that this honour was again bestowed on our leading scientist in the field of water research. Furthermore, my congratulations to the authors of this paper. The growth of the pollution problem caused by acidic water discharged from abandoned collieries, is known to most of us. However, I am not aware of any case where an abandoned gold mine is directly discharging polluted underground water. I think it is also a debatable point as to what the quality of underground water being discharged from abandoned gold mines would be in the long run. Any reduction works on a gold mine which practises only fairly good housekeeping, should not cause any water pollution by cyanide. First of all, any cyanide solution before gold precipitation would be too valuable to lose. Secondly, the precipitated solution, which contains the cyanide, is used to pump slime to slimes dams. Any cyanide pollution that may occur at the slimes dam, must come from the top and, fortunately, the days when pen stock water was discharged directly from the top of dams into public streams, have gone. Run-off and seepage is usually acidic, thus decomposing the cyanide. The code of practice by the Chamber of Mines is quite clear on the point as to how the tops of dams should be secured, to prevent any process water or storm-water polluting public streams. The general standards are given on page three of the paper. To my knowledge, under certain circumstances a degree of relaxation can be given regarding the faecal coli count; namely a permissible count of 1 000 per 100 ml. I feel very strongly that research aimed at inhibiting the activity of acid-producing bacteria should be encouraged. Success in this field would be of great benefit to the mining industry. I am very thankful that the authors have mentioned vegetation of dumps as a method to combat water pollution, with the full awareness that the key objective in vegetating dumps is to prevent air pollution. A problem that I have not heard mentioned before and on which I would appreciate the views of the authors, is the pollution that may be caused by power-stations discharging

Hillendale Mine is operated by Exxaro KZN Sands, and is situated on the north coast of KwaZulu-Natal in South Africa near the towns of Empangeni and Richards Bay, some 200 km north of Durban. During the mining operation the heavy minerals rutile, ilmenite, zircon and leucoxene are extracted for further beneficiation at a processing complex near the town of Empangeni. The deposit contains approximately 25% slimes (defined as the sub-45 micron fraction), and is mined using hydraulic monitoring. Run of mine is gravity fed down launders to pump stations, which deliver the material to a primary wet plant. Slimes is separated from the run of mine prior to the heavy minerals being separated from the sand. Sand tails containing approximately 2-5% slimes is pumped to the mining void. The slimes is thickened to a density of approximately 1.2, and most of the resultant material is pumped to a sub-aerial deposition site (residue dam). The area is characterized by an annual rainfall of approximately 1300 mm, which is relatively high by South African standards. From an agricultural perspective the soils are deep and well weathered. Dryland agriculture has been practised on an extensive scale in the area for the past 70 years. Sugar cane in particular is cultivated on and around the mine area. In terms of environmental approvals, the post-mining land use and objectives are defined as economically viable and sustainable sugar cane cultivation in the mined areas. During mining the soil profile is destroyed. In this paper the establishment of a reconstituted soil profile is discussed, with specific reference to the methodology that is being followed to achieve the homogeneous blending of sand and slimes. Defining the rehabilitation strategy and soil specification Strategically Exxaro KZN Sands divided rehabilitation into four aspects, comprising physical rehabilitation (restoration of soil structure), vegetative rehabilitation (restoration of vegetative cover), ecological rehabilitation (restoration of sustainable ecological communities), and sustainability (sustainable man/environment interface) (Hattingh and Viljoen, 2006). It is believed that the key to successful rehabilitation lies in achieving a substrate (soil) suitable for the establishment of the target vegetation. During the development of the rehabilitation strategy the key factor in the establishment of a suitable soil profile was shown to be the soil water retention of this material. Since dryland agriculture is practised, this aspect becomes critically important in ensuring that the post-mining land use is sustainable (Hattingh et al., in prep.). From a financial perspective, a closure certificate being issued implies that the state takes over financial liability for the rehabilitated land. This has significant implications for the state-the default position will be that all possible latent and residual impacts must be identified and known prior to a closure certificate being issued. From the mine's perspective this precautionary approach by the state implies that post-operational costs cannot be quantified exactly, and our approach is therefore to mitigate the risk of a long post-closure care and maintenance phase by means of addressing all potential latent defects during the operational rehabilitation phase. The financial viability of the soil reconstitution process itself is therefore not measured against other rehabilitation methods, but against the risk of not achieving closure. During a series of technical workshops comprising experts in the various disciplines in the rehabilitation of the soil profile were identified. These aspects include the re-establishment of a functional soil profile, soil physical characteristics, soil chemistry, soil biota, salinization potential, erodibility and soil weathering. The natural soils in the Hillendale area have been classified in terms of the South African soil classification system (MacVicar and co-workers, 1991) and consist of Hutton (orthic topsoils on red apedal subsoils) and Clovelly (orthic top soils on yellow apedal subsoils) soil forms. The topsoils consistently comprise medium to fine grained sand overlying heavier textured sandy clay loam to clayey subsoils. The topsoil structure consists of a single grain structure, whereas subsoils are apedal. These soils are typically deeply weathered and do not show secondary structures. During the mining process a layer of topsoil (300 mm) is stripped off, and the balance of the material down to the footwall is processed. Sand with 2-5% slimes (defined as the sub-45 micron fraction) is returned as backfill in order to re-establish the dune to approximate the previous landform. From an agricultural perspective this material is not suitable for the dryland cultivation of sugar cane. A capping of more suitable material therefore has to be provided. The most significant difference between the premining soil form and the backfill material is the percentage slimes, consequently a mixture of the sand and slimes is required as a capping over the backfilled sand. The required thickness of the cap is a function of specifically plant growth requirements, erodibility, weathering and runoff (Hattingh, et al.; in prep.). The percentage slimes required in the cap is a function of mainly soil water requirements (Hattingh and Viljoen, 2006). The conservative indications to date show that the reconstituted soil profile should consist of a homogeneously blended mixture of 70%-80% sand and 30%-20% slimes up to a maximum of 2 metres thick. This will be sufficient to ensure growth during dry periods.

I have read this paper with considerable interest. By using an automatic instrument to assess the dust samples taken in South African collieries, the authors are ahead of the gold mining industry, which still uses the laborious method of microscopic assessment, with its limited accuracy, of the half-a-million dust samples taken each year. As the authors state, the result obtained from the photoelectric assessment of the samples is approximately proportional to the surface area of the respirable dust. However, modern theory is that, in assessing coal dust, it is the respirable mass which is important in determining the danger to health. Thus Table II of their paper is of considerable value in showing the relationship between the P.E.R. value and the mass concentration measurement. Unfortunately this table only gives the mean relationship. The important point is to know the scatter around this mean. If the scatter is small, then this mean value (for different operations) would have considerable value in converting from respirable surface area to respirable mass, but if the scatter is large, then such a conversion, using a fixed factor, will have little value. In the text the authors mention the range of values as being between 3 to 24, but without a statement on the number of samples used to determine this range and their distribution, this is a rather nebulous statement. I hope, in their reply, that the authors will give, in statistical terms, some statement on the overall correlation between these two parameters. I might add that at present a member of my staff is working on similar relationships for dust samples taken in gold mines. Another factor which may well be most important in determining the danger of dust levels in coal mines is the composition of the dust, specifically its quartz content. I understand that the authors have some information on this point, and to make their results of greater value in International comparisons of dust levels and the concomitant development of pneumoconiosis, it will be extremely useful if they could place this information on record. Even though, as I have said above, modern theory postulates that respirable mass is a better parameter to use than respirable surface area, the problem remains of how to measure this parameter with short time sampling, which, as the authors point out, is their preferred strategy for dust sampling and dust control. I know of no easily portable instrument, independent of external power supplies, which can, in 5 to 10 minutes, collect sufficient dust to enable it to be weighed accurately. Thus the authors' implied intention of continuing to sample by their present techniques and using their present parameter to report the results is, in my opinion, an entirely valid decision.

Platinum production in Southern Africa amounted to 80% of world production in 2005with a small increase from 5 117 000 ounces to 5 275 000 ounces. For the seventh consecutive year the platinum market is on course to record a moderate deficit in supply. This is reflected in the price increase from a trading range US$860 to US$880 in June 2005 to an excess of US$1 200 in September 2006. Southern Africa, with its extensive platinum reserves, will continue to be the dominant platinum producer and has a number of new mines in an advanced stage of planning. The slogan ?Platinum Surges Ahead? was selected to describe the exciting and vibrantnature of all aspects of platinum mining, beneficiation and marketing. This conference will cover these aspects from exploration and orebody delineation, through mine design, development and operation to mine closure; mineral beneficiation, marketing and compliance with the Mining Charter will also be subjects for discussion and debate. It is also anticipated that the issue of overall increases in productivity, through the introduction of technology, will demonstrate Southern Africa?s status as a premier mining district. It is my pleasure to welcome delegates from abroad and locally, on behalf of the SAIMM, to the Second International Platinum Conference ?Platinum Surges Ahead?. I trust that you will find the proceedings informative and value adding and will participate in the discussions and debate in order to obtain maximum benefit from the conference. I am sure that the post-conference tours will be interesting and of great benefit to participants. Blasting is one of the primary functions in any mining operation. Despite the fact that it generally constitutes between 30% to 40% of the mining cost, blasting also affects the cost-effectiveness of down steam activities such as load and haul, safety, tyre life for haul trucks, crushing and milling. Over the past three decades, significant progress has been made in the development of new technology in an attempt to reduce costs and increase efficiencies and productivities of blasting activities. Mine to mill project concepts have paved the way for such developments. Other advancements have included sophisticated computer modelling technologies for blast design and performance analysis. There are many factors that affect the cost of blasting. These can be divided into two categories; controllable and uncontrollable. The latter includes costs related to depreciation, exchange rates and government legislation with the former category including contractor versus owner blasting costs, efficiency and productivity issues and product quality. Controllable factors have one common denominator which can determine their outcome; direct site management influence. Excavator digging rates and final floor conditions give a good measure of blasting performance, and alternatively cost effectiveness. This paper is aimed at benchmarking against a blast optimisation database, understanding the relationship between costs and identifying opportunities for improvement. Understanding the cost drivers allowed a typical cost model to be developed for the current mining operation at Geita and this was used to drive continuous improvement with emphasis on closing the information loop.

The Mine Site Technologies, MST BlastPED ST is a wireless/remote blasting system used in more than sixty (60) mines (including two mines in Zambia and one in Tanzania) since its release in 2002. The system consists of a controller and signal tube initiator which communicate wirelessly using spread spectrum frequency. This technique ensures a robust and secure wireless link between the controller and the signal tube initiator. The configuration of the system ensures ease of use with all the instructions for initiating the blast printed on the equipment. This means little or no formal training is required to use the system. The technology enables you to have your blasting point at a distance of up to 4 km, line of sight (LOS), as opposed to the traditional distance of 500m from the blast. This ensures the blast takes place from a safer and secure location. The paper and presentation will provide the audience with the benefit of many years of international mining know-how in this technology as well as more recent local African experiences. There will be references to demonstration blasts done in South Africa, current users in Africa and elsewhere. Practical Return on Investment (ROI) calculations and references to safe blasting practice will also be included.

The use of a dense hangingwal-support configuration extending right up to the face would enable greater levels of safety and productivity to be achieved in stopes, and becomes a practical proposition if water jets are used for stope cleaning. Such an arrangement opens the way for extending the use of water hydraulic power to the whole stoping operation. This, in turn, can provide further productivity benefits and significant savings in working costs. With al the necessary equipment being available, such a system could be introduced immediately, although the designs of props and rockdrills are not yet ideal.
