Mr Colin M. Spence took office as President of The Federation of Societies of Professional Engineers on 1st July, 1984. Colin Maynard Spence was born in November 1921, and was educated at the Durban Preparatory and High Schools, in both of which he was a Dux Scholar. He graduated from the University of Natal in 1942 with a B.Sc. degree in civil engineering. In 1958 he received a Diploma in Town Planning from the same university. Cessation of Membership In accordance with Clauses 7.6.1 and 12.1 of the Institute's Constitution, Rules and Policy, the following members have been struck off the Membership list.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutions' funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industry's concept of the unwritten `social licence to operate' is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

The complexities that exist in the nature of the basic feedstock to the metallurgical process call for a high degree of ingenuity from the extractive metallurgist in seeking the best possible treatment method for a particular ore. Drawing from personal experience the author presents four case studies that demonstrate the value of creative thinking in addressing the challenges typically encountered by the extraction metallurgist. It is concluded that creative expression most often occurs in response to a perceived strong need within an organization. By deliberately laying down meaningful challenges management can stimulate innovative thinking and achieve extraordinary results.

Tati Nickel is currently operating a hydrometallurgical demonstration plant in Botswana, using the Activox® process developed by LionOre Technology, to produce nickel cathode and a cobalt salt from a sulphide concentrate. Cobalt is extracted using Cyanex 272. This reagent also extracts all the iron, aluminium, copper, zinc, and manganese from the nickel stream. Versatic 10 carboxylic acid is then used as extractant to recover nickel from the stream, separating it from calcium and magnesium, and upgrading it to provide a suitable advance electrolyte for nickel electrowinning. However, the selectivity of Versatic 10 for nickel over calcium is limited, and gypsum formation in the extraction circuit is a problem when it is attempted to maximise the recovery of nickel. Mintek has developed a synergistic system with Versatic 10 for improved separation of nickel from calcium and magnesium. Laboratory test work was conducted on the raffinate of the cobalt solvent extraction circuit to optimise the Versatic 10/Nicksyn? (Mintek synergist) system to be employed. Extraction and stripping parameters suitable for this stream were optimised in the laboratory and then applied on the demonstration plant. A commercial batch (0.5 tons) of Nicksyn? reagent was produced for the demonstration plant. The laboratory test work results and the demonstration plant performance are discussed in detail in this paper.

Witwatersrand, Limited, where he served as temporary Geological Assistant, Sampler, Surveyor, Shift Boss, and Mine Overseer. Mr A.M.P. Henderson was born in 1950, in Kiel, West Germany. Mr J.L. Nel matriculated in 1957. This was folowed by his atainment ofthe folowing degrees: B.Sc. (Chemistry, Physics) in 1961, B.Sc. Hons. (Metalurgy) in 1965, M.Sc. A scraper based block cave method has been successfully applied to extract the Lower Ore Body at Nchanga since the 1950?s. Since inception, scraper drifts and service ways have been supported using steel arch sets fabricated to a specific design from high strength manganese steel To reduce costs and to improve productivity, trials commenced in 2002 using fibre reinforced shotcrete as an alternative support method. One of the areas; the 2420 8E 1C trial drift was subjected to abutment loading for several months prior to undercutting and cave mining. Shotcrete installed exhibited minor cracking shortly after application but very little deterioration thereafter. Following the success of the trial, the application of fibre reinforced shotcrete was extended to other drifts. This paper describes the application of fibre reinforced shotcrete at Nchanga and outlines design and quality assurance methods employed.

Expert Online, as a software system, is aimed at providing plant operators in the minerals industry with effective training and on-the-job assistance. It incorporates a number of features to achieve this goal, of which the most important is its ability to explain the dynamics of the plant and control system in simple language, mimicking an informed plant expert who has online access to the inner workings of the plant and control system. This is made possible by a novel form of Artificial Intelligence, called the Interpreting Expert System. Previous implementations of the IES were only capable of explaining controller actions. Expert Online will extend this capability to also perform the more difficult task of explaining process behaviour. Expert Online will implement three main processes, namely the accumulation of data from the controllers and plant models, the interpretation, processing and filtering of that data and lastly communicating the relevant information to the user, both as written messages and in other audio-visual forms. Although Expert Online is aimed at the operator, other plant personnel, like supervisors and plant managers, will also benefit from it. This paper focuses on the structural and functional design of Expert Online for implementation on the latest version of Mintek’s open control platform, PlantStar, highlighting advances and additions since the previous implementations of the Interpreting Expert System and concluding with an example illustrating some of the principles.

Abstract Hydraulic fracturing is a technology that has been utilized for more than 50 years in the oil industry. It was originally used for stimulating hard, brittle formations which typically exhibit low permeabilities and roughly linear elastic behavior. Nonetheless, an increasingly important segment of the industry is currently stimulating very soft and poorly consolidated formations; where the assumptions of ideal elasticity and relatively small fluid leakoff fail to hold (e.g. Gulf of Mexico, West Africa, Alaska, East China). In these rocks, hydraulic fracturing stimulation has been used for several years to control and solve critical production problems such as sanding and formation damage (caused during completion and drilling operations). Although successful1, the application of this method has not been accompanied by robust fracturing modeling techniques. In addition, long term production increases were often not materialized. In other words, engineers have been able, via trial-and-error, to avoid major ‘operational’ problems but with no optimization of such treatments. Thus, most hydraulic fracturing projects carried out in poorly consolidated rocks render unexpected results. A recent worldwide survey on net pressures by the Delft Fracturing Consortium (Papanastasiou, 1997) indicated that net pressures encountered in the field are 50% to 100% higher than the net pressures predicted by conventional fracturing simulators. The difference is yet higher for the case of poorly consolidated formations (Pak, 1997). The theory for the construction of a fully coupled elastoplastic three-dimensional hydrofrac simulator, specifically conceived for unconsolidated rocks, is presented in this paper. This novel model calculates the dimensions and changes in shape of the fracture(s) being created during hydraulic fracturing operations. No assumptions are made regarding either shape or geometry of the crack(s). Three main failure criteria are used simultaneously in this model: tensile and shear stresses, and volumetric strain. Incremental forms of the governing equations of equilibrium and fluid flow are presented. The scheme chosen for solving this problem is the finite elements method, which allows both equations to be solved simultaneously at any instant in time. Résumé La fracturation hydraulique est une technologie qu’a été utilisé pour plus que 50 ans dans l'industrie pétrolière. Elle a été utilisée au début pour stimuler les formations dure et fragile que typiquement ont des perméabilités basses et un comportement élastique à peu près linéaire. Néanmoins, un segment plus important de l'industrie stimule actuellement des formations mal consolidées; où les suppositions d'élasticité idéale et de relativement petite fuite de fluide ne se tiennent pas raison (par exemple le Golfe de Mexique, l'Afrique d'ouest, Alaska, la Chine de l'est). Dans ces roches, la stimulation avec fracturation hydraulique a été utilisée pour plusieurs années pour contrôler et résoudre les problèmes critiques de production comme les dommages de formation et d’ensablement (causé pendant les opérations de l'accomplissement et forage). Bien que prospère, l'application de cette méthode n'a pas été accompagnée de techniques robustes pour le modelage de fractures. En outre, les augmentations à long terme de production n'ont pas été souvent concrétisées. En d'autre termes, les ingénieurs ont pu, via le procès et l’erreur, éviter les majeur problèmes ‘opérationnel’ mais avec aucune optimisation de tels traitements. Ainsi, la plupart des projets de fracturation hydraulique ont été exécuté dans des roches mal consolidées et ont rendu résultat totalement inattendu. Une récente étude mondiale sur les pressions nettes par le Consortium Delft pour Fracturer (Papanastasiou, 1997) a indiqué que les pressions nettes qu’ont été rencontré dans le champ sont environ 50% à 100% plus hautes que les pressions nettes prédites par les simulateurs fracturant conventionnels. La différence est pourtant plus importante pour le cas de formations mal consolidées (Pak, 1997). La théorie de construction d'un simulateur elastoplastic d’hydrofrac à trois dimensions entièrement couplé, en particulier conçu pour les roches non consolidés, est présentée dans ce papier. Ce nouveau modèle calcule les dimensions et les changements dans la forme de(s) fracture(s) étant créé pendant les opérations de fracturation hydraulique. After 1990, a great process of re-organisation and economic reform has occurred in the Romanian mining sector and especially in the pitcoal mining in the Jiu Valley. This process has included both legislation and the main aspects for getting an economic efficiency in the environment issues and for dealing the problems with social impact. Accordingly, starting with the year 1993 a new mining method has been introduced to turn efficient the pitcoal mining, and we speak about mining with caved in bed. This method has two variants: - with transverse strips and caved in bed; - with long face and caved in bed. Each of the above-mentioned variants has in turn several subdivisions, depending on how the longwall is prepared and on other characteristics. By using this method, the output has increased compared to other mining methods. The main safety aspects concerning caved in mining refer to: - great emissions of methane; - technical aspects (a mining method system, supports, discharging process); - pressure driving (analysed for the case of mining with long face, with transverse strips as well for the case of transverse strips when mining a subsequent sublevel).

Ferroalloys are integral part of steel melting process. The purpose of using ferroalloys is three fold e.g. killing of steel, modifying the slag composition and steel alloying. Amount of ferroalloys used for alloying is subject to requirements of steel properties e.g. yield strength, ductility, formability etc. Variety of ferroalloys (some-times pure metal) is used by steel industries depending upon their techno-economic feasibility. Size, chemistry and modes of addition of ferroalloys are suitably engineered to bring in operational consistency and cost benefits. Of late, Tata Steel has tried out a few ferroalloys for the first time with interesting results to meet the specific requirements of high strength interstitial free (IF) and micro-alloyed steels. Some of these ferroalloys have been put into regular use with complete or partial replacement of ferroalloys used earlier. Size of one of the ferroalloys has also been modified without any other adverse effects. This paper summarizes requirements of ferroalloys for the steel industry with special emphasis on recent trials.

Lack of visibility makes it difficult for continuous miner (CM) operators to judge the desired sump depth. The resulting inaccuracies have proven to lead to significant production losses. This problem of measuring the depth of sump has been addressed in the past and a few measurement techniques have evolved. Despite various attempts, a suitable commercial depth of sump sensor does not yet exist. A system using the Doppler effect has been patented, developed and successfully tested. The method is non-intrusive and involves a beam of microwaves being projected obliquely at the roof. The received signal is analysed with respect to the transmitted signal, yielding the desired measure of displacement. Surface tests have revealed an accuracy of a few centimetres. Underground simulation tests on a load haulage dump (LHD) machine have verified the repeatability under the harsh conditions of interest. The system is presently being installed on a CM where it is to undergo a long-term performance evaluation. This paper presents the theory behind such a system, the hardware developed, the signal processing requirements and an analysis of the test results.

Looking for an idyllic paradise that has investment and business potential as spectacular as the stunning views of mountains, the rich Ganesh Himal zinc-lead deposit exposed between 4,050 m and 5,000 m is the answer. Arising from the sea floor in a span of 55 million years, the enchanting Himalayas had remained one of the most potent factors influencing the Asian region. The challenges of the mighty Himalayas notwithstanding, it continues to provide opportunities for the humankind in optimum usage of the natural resources and sustainable development. Optimal management of natural resources in mountain areas through decision support tools offered by remote sensing will go a long way in realization of the Ganesh Himal Zinc-Lead Project. The authors have a real life endeavor spanning over 37 years in developing a mining industry in a mountainous region of Nepal and an attempt to integrate with the development of other natural attributes of the region. With rapid acceleration of science and technology, humankind has acquired power to transform his environment countless ways and on an unprecedented scale. While mineral resources are the pillars on which we have built industry and infrastructure, industrial countries in the North have been in the forefront of technological advancements, the developed countries of the South have been at the receiving end of exploitation of mineral resources worldwide. A relationship with natural environment, re-crafted by the civilizing impulse, to meet human demands are upcoming challenges for management of natural resource in sustainable manner for a livable world.

Anisotropy is a characteristic of intact foliated metamorphic rocks (slates, gneisses, phyllites, schists). ?esting was used to establish the anisotropic behaviour of selected gneissic rocks. The effect of anisotropy on various mechanical properties (strength, deformation) and dynamic properties (wave velocity) was examined. The rock samples were also tested at successively higher confining pressures in order to evaluate the effect of anisotropic behaviour at high overburden pressures. L’ anisotropie characterise les roches foliées (schistes, gneiss, phyllades). Dans ce travail des essais en laboratoire ont été exécutés afin de déterminer le comportement anisotropique des roches gneissiques. L’ effet de l’anisotropie a été examiné par rapport aux propriétés méchaniques (résistance, deformation) et propriétés dynamiques (vélocité ultrasonique). En outre des essais des roches ont été exécutés a des compressions latérales successivement plus grandes afin de déterminer le comportement des roches sous grands charges. Anisotropie ist eine Eigenschaft der geschieferten Gesteine (TonSchiefer, Gneis, Phyllit, Marmor). Versuche wurden durchgeführt, um anisotrope Verhalten von gneis Gesteinen zu ermitteln. Der Einfluss von Anisotropie auf mechanische (Festigkeit, Dehnung) und dynamische Eigenschaften (Wellegeschwindigkeit) wurde bestimmt. Die Dreiaxialversuche wurden unter grossem allseitigen Drücken entnommen, um das anisotrope Verhalten auf grösse herrschende Spannung zu bestimmen.

Published information is available on the radiological impacts of disposing of zircon sand in a landfill. Zircon flour by virtue of its finer particle size presents a different set of issues during disposal. This paper describes two options for disposal of such fine grained materials – namely incorporation into concrete aggregates and agglomeration by addition of cement. The study considers the radiological exposure of the public from such disposal methods and concludes that these options are viable alternatives for the safe disposal of waste zircon flour. The disposal of zircon into concrete aggregates at a rate of 10 per cent produces a sufficiently low effect to allow such aggregates to be used in building foundations or other such mass concrete applications. The use of cement agglomeration methods will also provide a safe method of landfill disposal provided at least 20 cm of soil cover is included.

One of the ways of trauma and occupational diseases level reduction is noted to be the improvement of the labour protection measures planning. As an indicator for prospective trends determination in the labour protection planning improvement sphere economic risk has been proposed to be used. The trauma and occupational diseases analysis based on the correlative and regressive methods has been carried out for the “Vorgashorskaya” mine of Pechora coal basin. Trauma and occupational diseases occurrences frequency and economic losses value have been estimated. Trauma and occupational diseases economic risk distribution analysis has been presented in respect to the different subdivisions and occupational groups of “Vorgashorskaya” mine.

Coal mining in Ostrava-Karvina coalfield is being accompanied by rockbursts. 82 rockbursts occurred within the period between 1990 and 2002. Natural and technological factors from these rockbursts were collected and analysed. They confirmed that rockbursts are complex geomechanical events and that the relations between co-acting technological and natural factors are very complicated. Der Abbau in dem Ostrava-Karvina Steinkohlenrevier wurde von Anfang an durch Gebirgsschläge begleitet. 82 Gebirgsschläge in dem Zeitabshnitt von 1990 bis 2002 erfolgten. Die Angaben über natürliche und technische Faktoren der Gebirgsschläge wurden gesammelt und analysiert. Es wurde bestätigt, dass die Gebirgsschläge komplexe geomechanische Phänomene sind und dass die Beziehungen zwischen den zusammenwirkenden Faktoren sehr kompliziert sind. L´abattage d´houille dans le Bassin houiller d´Ostrava-Karvina est accompagnée par les coups de terrains. 82 coups de terrains s´étaient produit dans la période entre 1990-2002. Les données sur les facteurs naturels et techniques ont été ramassées et analysées. Les résultats ont corroboré que les coups de terrains sont des phénomènes géoméchaniques complexes. Les relations entre les facteurs techniques et naturels coopérants sont très compliqués.

The socio economic risks of mining in South Africa have been emerging for some time now, and have been brought into sharp relief by recent events in the platinum sector. The slow pace of social upliftment in the country has lead to widespread social unrest with consequent calls for different forms of resource nationalism. Fundamentally, the key stakeholders are not fully aligned, and are not engaging productively. This poses significant above-the-ground risk to mining companies. Measuring social impact, deploying inclusive solutions and engaging effectively with stakeholders are three ways in which mining companies can mitigate this risk.

The paper deals with the importance of design, and of codes of practice, in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.
