"In our laboratory several impactors have been developed in the past which have penetration characteristics that approximate that of the ACGIH or the British MRC respirable curves. In these impactors the large nonrespirable particles are collected on an impaction plate of a multiple round nozzle stage where the nozzles are of different diameters. The principle for designing a respirable cut impactor is quite simple in that the respirable curve is divided into two or more segments and the nozzles are designed with the correct diameters and number of nozzles to have collection characteristics with 50% cutpoints at the center of each segment. The particles not collected on the impaction plates are then collected upon a filter. These particles represent the respirable fraction of the aerosol. Therefore the respirable curve is approximated in a stepwise fashion with the approximation becoming better as the respirable curve is divided up into increasing numbers of segments. It has generally been felt that three segments is satisfactory for most cases.A new version of the respirable impactor has recently been developed in our laboratory. This impactor approximates the ACGIH respirable curve in three steps at a flow rate of 30 liters per minute. However, unlike previous models where all of the particles larger than the three cut points designated by the three steps are collected upon one impaction plate, a separate impaction plate is now used for each of the three cut sizes. To approximate the respirable curve in three steps, the cut sizes must be 2.2, 3.5 and 5.8 microns diameter. Therefore, on each of these stages the particles collected will be the mass of particles that are larger than these three cut sizes. By determining the mass of particles collected on each of these three stages plus that on the after filter using Gravimetric techniques, some information can be obtained on the size distribution of the aerosol being sampled. Furthermore, the impaction plates of the three stages are rotated and the nozzles are placed in such a position such that a uniform deposit is obtained on each of the impaction plates. Therefore, the deposits collected are suitable for X-ray fluorescence analysis or other types of analysis where a uniform deposit is required."

Miners' nystagmus is the result of a peculiar form of eyestrain, which often results in impairment of vision and a consequent diminu- tion of the wage-earning capacity of the workman. Historically it has been pointed out by Shufflebotham that "This disease was first recognized by Gillett, of Sheffield, about 1854, although no case was mentioned in medical literature until 1861, when the symptoms were described by De Conde, a Belgian physician. Cases were reported by Pepp Müller as early as 1860, by Von Graefe in 1873, and by Bell Taylor, of Nottingham, and by Nieden in 1874. In this country (England) we are indebted to a very large extent to the observations and writings of the late Simeon Snell and for his pioneer work on this many-sided disease; in France Dransart occupies a similar position." In the treatise on "The Effects of Arts, Trades, and Professions," by C. Turner Thackrah, published in London in 1832, it is stated that- The complexion of the colliers, even after the removal of the dirt, is generally sallow and unhealthy. Their eyes, from the swelling of the lids, appear small, are affected with chronic inflammation and intolerant of full light. * Sickness and vomiting sometimes affect persons at their commencing the employ; and many, after a few years' trial, are obliged, by the injury which their health has sustained, and especially by the weakness of their eyes, to leave the mine. According to Greer, an authority on industrial diseases and acci- dents, miners' nystagmus occurs in 5 per cent of all miners, but it is quite probable that the reference is to European coal miners rather than to men employed in all branches of the mineral industry. According to the same authority, miners' nystagmus "is associated with a twitching of the eyelids and with considerable diminution of the range of movement of the eyes, and is particularly liable to occur in patients whose vision is subnormal owing to errors of refraction, especially astigmatism. It causes much inconvenience to those suf- fering from it and prevents them from following their usual occupa- tion as, owing to the movements of the eyes, everything at which they look appears to be in a state of perpetual motion, and in conse-

Fatal accidents at coal mines throughout the United States numbered 170 during May , 1923 , according to reports received by the Bureau of Mines of the Department of the Interior from State mine inspectors . The production of coal during the month was 54,649,000 tons ; hence , the fatality rate was 3.11 per million tons . In May last year the fatality rate was 4.22 , based upon an output of 20,636,000 tons , including 35,000 tons of anthracite . Because of the miners ' suspension of work last year, the production of fresh-mined anthracite in May 1922 was completely stopped ; in May 1923 the anthracite output was 9,573,000 tons . For bituminous mines alone , the fatality rate in May 1923 was 2.67 per million tons as compared with 4.17 in May a year ago . During the first five months of the present year , the fatality rate for bituminous mines was 3.55 per million tons , based on 809 deaths , as against a rate of 3.70 for the corresponding months last year, based on 611 deaths . The rate for 1923 represents a reduction of 4 per cent . For anthracite mines alone the five-month fatality rate for 1923 was 5.36 per million tons , based on 228 fatalities , as against a rate of 6.72 for the first five months of 1922 based on 147 fatalities . The rate for 1923 represents a reduction of 20 per cent . The average fatality rate for May during the past ten years ( 1913-1922 ) is 3.37 per million tons for bituminous coal mines and 6.02 per million tons for anthracite mines . A gas explosion , due to open light , occurred on May 6 at Aguila , Colorado , and resulted in the death of ten men . This explosion brought the number of "major disasters " in 1923 to 4 , with a loss of 145 lives . During the first five months of last year, there were 7 similar disasters with a loss of 82 lives . The year's record to date for all fatalities from all causes shows a reduction in the fatality rates per million tons from haulage accidents and from falls of roof and coal , an increase in explosions of gas and dust and in accidents due to electricity , and no change in the fatality rate from explosives . The reductions in haulage accidents and in falls of roof and coal are particularly gratifying, because these two classes of accidents usually cause about 65 per cent of all fatalities in the coal-mining industry . "Soon after the armistice, an investigation was conducted by the writer on the use of liquid oxygen for explosive purposes in Germany, so far as the conditions of such investigation wore permitted at the time. The results of this inquiry were published in Technical Paper 243, entitled ""Development of Liquid Oxygen Explosives during the War.""Recently, through the courtesy of Dr. C. L. Parsons, former chief chemist of the Bureau, who was visiting Germany, and Mr. Chester L. Benson, of the American Expeditionary Forces in Germany, data was obtained from the Deutsche Oxhydric A. G., Surth near Cologne, (one of the principal manufacturers of liquid oxygen installation) concerning the number of plants which bad been installed in Germany during the period following the armistice. An analysis of the figures obtained shows the following installations in different kinds of mining operations:"

Investigations have shown interesting relationships between primary-tar and light-oil yields and chemical analyses of coals. These studies have been based largely upon results published by the Bureau of Mines in connection with its survey of the gas-, coke-, and byproduct-making properties of American coals. This paper gives the results of a similar correlation in which the range in rank and type has been extended to include nearly all classes of coal, the object being to determine relationships that are significant in predicting tar and light-oil yields from chemical analyses of coals. The yields of primary tar and light oil are important in two fields of coal utilization, namely, combustion and carbonization. It is generally recognized that the principal cause of smoke produced upon burning coal is incomplete combustion of tar and light-oil vapor released during burning. The greater the tar and light-oil yields of a coal, the greater is its potential smoke-producing property. During the present war, development of new sources of fuel oil has been emphasized, especially where the supply of petroleum products is limited. One possible source of a substitute fuel is the tar and light oil that can be obtained by low-temperature carbonization of coal. In both England and Germany large quantities of low-temperature tar and oil are being processed as a source of liquid fuels. It is obvious that primary-tar and light-oil yields are of paramount importance in the selection of coals for such use.

Throughout the Appalachian Mountains there are dikes of coarse granite or pegmatite, which were intruded into other rocks. These pegmatite dikes contain feldspar, quartz, white mica (muscovite), black mica (biotite), and other minerals, such as beryl, garnet, and tourmaline. The investigation here reported has to do only with the dikes of the southern Appalachian region, in which the abundance of each mineral is as in the order given above. The pegmatites of this region are in every stage of alteration from those in which the feldspar is fresh to those in which the feldspar has decomposed to kaolin. The muscovite (white mica) shows no evidence of alteration, although most of the other associated minerals show traces of disintegration where the feldspar is completely kao- linized. At many places mining for mica has been done in dikes in which the feldspar is completely kaolinized, though the only evi- dences of disintegration in the mica are clay stains which are some- times noted between the outside lamina. Mining in these pegmatite dikes antedates history, traces of prehis- toric workings and some crude mining implements of stone having been unearthed by recent operations. The prehistoric mining is generally supposed to have been for mica, although investigations fail to show that the aborigines put the mica obtained to any par- ticular use except for ornaments, a few mica ornaments having been found in mounds in this region. The search for kaolin or semikaolinized feldspar is a plausible ex- planation of these prehistoric workings; all of them were in pegmatite that is more or less altered, and seemingly stopped only when the pegmatite became too hard to permit working with crude stone im- plements. The dumps do not represent the amount of material that one would expect, from their extent, the workings to have produced. Homans [1950] offered a working definition of group that is useful for this research: "We mean by a group a number of persons who communicate with one another often over a span of time, and who are few enough so that each person is able to communicate with all the others, not at secondhand, through other people, but face-to-face." This chapter begins with a discussion of the group concept in reference to the hypothesized escape groups mentioned earlier. It then moves to an examination of analysis techniques used by the authors. Finally, the subjects themselves are profiled according to their demographic characteristics. The Nature of Groups Warriner [1956] took a realist approach to understanding groups: "(1) the group is just as real as the person, but (2) both are abstract, analytical units, not concrete entities, and (3) the group is understandable and explicable solely in terms of distinctly social processes and factors, not by reference to individual psychology." Warriner's realist position merely holds that "group" occupies a different domain in which it is no more or less concrete than "person." At this group level the unit of analysis will be those relations that indicate social rather than individual behavior. It is possible to investigate these group properties empirically-if a researcher avoids confusing conceptual entities with concrete ones. Most people seem to accept that group attributes must somehow be inferred, but think personal attributes will be directly manifested, requiring little or no interpretation [Snizek 1979]. In other words, nobody would equate physical components of an underground working section with the actual work group, yet social scientists (as well as laypeople) very often confuse real individuals with notions of the person. In actuality, neither groups nor persons are directly disclosed to the senses; both are inferred by experience and observation. One can "see" a group just as clearly as one can "see" a person, given the proper perspective from which to do so. It is necessary, in developing this perspective, to begin with a sound definition of the thing being examined. Besides communication, or more generally, social interaction, Homans [1950] included three other components of group makeup. "Sentiment" is characterized as the feelings people tend to form about one another when they interact often. These feelings include not only friendliness and dislike, but attitudes such as approval or disapproval. A "norm" is an idea, held in common by group members, that specifies how people ought to behave in given circumstances. In lay terms, norms are simply those informal rules individuals abide by in order to get along together in social situations. Finally, "activity" refers to those things persons do with others. In work groups, as an example, many of the activities are cooperative and goal-directed.

Mining, traditionally a low-tech industry, is now utilizing surprisingly complex programmable electronic (PE) systems. The functional safety of PE-based mining systems is an international issue and concern. From 1995 to 2001, there were 11 PE-related mining incidents reported in the U.S. and 71 PE-related mining incidents reported in Australia. These incidents are due, in part, to unprecedented levels of system complexity. The National Institute for Occupational Safety and Health (NIOSH) is addressing this issue of system complexity by conducting research to develop a quantitative complexity assessment methodology based on Normal Accident Theory (NAT). The methodology models the behavioral interactive complexity at the level of system requirements. A graph-theoretical approach is used for creating quantitative metrics from Software Cost Reduction (SCR) dependency graphs. This complexity assessment methodology will help realize simpler, safer systems that will be easier to validate and verify. The methodology will benefit mining and other industries as well.

During the nine years that have elapsed since the Bureau of Mines was established in 1910, the work of the bureau has included many investigations that have proved of high value to the Nation. Eleven mining experiment stations established by act of Congress have greatly increased the bureau's usefulness; being situated in the mining fields, these stations are closely in touch with industrial needs, and the results of their research and educational work are more directly available to those engaged in the mining, metallurgical, and mineral industries. In the United States mining is second in importance to agriculture only. The Federal Government annually appropriates large sums in the interest of agriculture, whereas the appropriations for mining are relatively small. But the nation-wide popularity of Government assistance to agriculture should not overshadow the need of Federal assistance to the mineral industry. With scientific management farms can be made to produce indefinitely without any depletion of the potential resources of the soil, but the mineral wealth of a country is a fixed quantity, and every year's production brings nearer its ulti- mate exhaustion. As the deposits of the richer or more readily available ores, espe- cially those in the West, have been depleted, development of methods for mining and treating the leaner or more inaccessible ores has lagged, so that meeting the increasing demands for certain metals is becoming more and more difficult. In some branches of mining the small inde- pendent operator is greatly handicapped. He has to rely on custom mills and smelters for the profit or loss of his product, and because of relatively inefficient methods of milling or smelting he may receive no return for much of the ore he mines. Even though the small operator thinks he knows of improved methods of obtaining the metals from the ores, he can not afford to install the necessary machinery or to carry on experiments that may or may not prove successful. In view of the increasing need of metals and the impossibility of renewing the ore supplies, efforts should be directed toward developing the most economical and efficient methods in mining and metal- lurgy. The great mining companies carry on independent research work, some of them on a large scale; but as such work is usually undertaken for gainful purposes, these companies do not feel under any obligation to give the results of their investigations to the world. Clearly the solution of the difficulty is to place in the mining districts trained mining and metallurgical engineers who will investigate and solve the problems for the benefit of the whole industry. It is with this purpose in view that experiment stations of the Bureau of Mines have been established to investigate economy, efficiency, and safety in mining, and to make public the results of the investigations. The Federal Government can be of most help in developing the mineral resources of the country when its forces are brought in direct contact with these resources. Mining is as old as civilization, but only within a generation has this country busied itself with any other problem of mining than the amount of mineral products that could be put upon the market. Little concern was felt if much of the metal in an ore was wasted, if the miner lived in unsanitary surround- ings and died of preventable disease, or if accidents occurred fre- quently and from causes that could easily be controlled. Now we realize that the waste of any resource is inexcusable. The mineral wealth of the country can be mined but once. The task before the Nation is to recover as much metal as possible from the ore in the ground, and to do this in the most economical way without waste of human life. This task is of such magnitude as to warrant aid from the Government through experiment stations. In its efforts to make the work of these stations of most benefit to the mineral industry the Bureau of Mines seeks the cooperation of State authorities, of mine operators, of miners' organizations, and of every person interested. These experiment stations also serve an educational purpose. Gen- erally speaking, mining is not a preferred occupation. The miner should have reason to take greater interest in his work; he should feel that the experiments the Government is making affect him vitally by enabling him to increase his production and by making his work safer. The mine operator should realize that the Government stands ready to aid him, and he should know that he can bring his own problems to a Government organization that is trained and equipped to solve them. The surest method of accomplishing these results is to carry the work of the Bureau of Mines into the mining regions through the establishment of experiment stations easily accessible both to the mine operator and to the miner. Many miners in this country do not read English, but they can understand motion pictures of mining methods; they can learn how lives can be saved in case of accident; and they can appreciate the larger results gained by modern methods and equipment. "Introduction of diesel engines in underground mines may generate severe health hazards associated with exhaust contaminants. One of the most important parameter in determining the optimal air quantity for hazard reduction is the exhaust dispersion. Through analyzing the exact solution of the diffusion equation and its approximation by finite difference method(FDM) , this paper aims at doing a fundamental research to find an efficient dispersion model suitable to the domestic mines. Diffusion coefficients are likely to be small in the underground airways with high ventilation resistance. This makes concentration profiles similar to the convection-based step functions. It is the case for fixed as well as moving engines. Concentration estimation by exact solution is almost impossible in the case of either a single engine moving at a variable speed or the existence of multiple engines. Application of FDM to the diffusion equation including turbulent dispersion results in the various problems; unstable concentration profiles depending on the engine location, nuctuating concentrations near the engine, and overestimation of the dispersion region of which error grows with waning diffusion coefficient.Convection-based dispersion model is found to fit well for dynamic simulation of exhaust dispersion from multiple diesel engines in the airways showing low diffusion coefficients. Its suitability is more likely in the regions with frequent equipment passage. Published"

Methane is the chief constituent of natural gas, and large quantities of it are also obtained in coke-oven gas and in the off-gases from cracking higher hydrocarbons. Perhaps the most important potential chemical use of methane is in the production of higher hydro- carbons, both aliphatic and aromatic. The results of a relatively large number of researches have been published in the technical and patent literature on the thermal decomposition of methane, the objective being an industrial process for the production of "antiknock" motor fuel. No industrially feasible process has, however, been developed. An inspection of the literature on this subject indicates that the chief difficulty in the way of accomplishing this object lies in controlling the decomposition so that undesirable products are eliminated. A considerable number of quantitative experiments have been reported, the results of which provide only a vague and confusing picture of the various steps in the thermal decomposition of methane. The reaction mechanism has not been subjected to rigorous fundamental study, and the necessity for such a study is obvious if further progress is to be made. The thermal decomposition is only one of the reactions of methane which are of potential industrial importance and which require further fundamental investigation. The oxidation, hydrolysis, and halogenation of methane are other reactions which must be studied further. In view of the importance of methane as a raw material for various industrially desirable products, it is appropriate that a survey be made of the important facts concerning the physical and chemical properties of methane which will serve as an aid in subsequent experi- mental work. No attempt will be made to present a complete chronological review, but rather a condensed critical description of the important literature will be presented.

"The Baboquivari mining district is about 60 miles southwest of Tucson, Ariz., the present railroad shipping point. The values are silver and gold. The silver is largely associated with the black oxides of manganese. The ore is highly oxidized, and careful panning shows only a very small amount of pyrite. Our sample analyzed as follows:A flotation mill has been installed in the district, but it does not concentrate the precious metals satisfactorily. Our best laboratory flotation results were obtained by grinding to pass 65-mesh and floating with Xanthate or standard flotation oils plus sodium sulphide and polysulphide. This sulphidizing method gave a concentration of 32 per cent of the silver and 80 per cent of the gold, which about equals plant practice.We do not know of an instance where the oxidized forms of manganese have been concentrated satisfactorily by flotation.Plain cyanide on the original ore extracts practically all of the gold but only one-third of the silver. A preliminary deoxidizing roast, using producer gas or powdered coal, gives a calcine from which cyanide dissolves about 90 per cent of the gold and 75 per cent of the silver. This method of treatment, known as the Clevenger-Caron process, is described in Bureau of Mines Bulletin 226.Preliminary treatment with sulphur dioxide by burning pyrite or sulphur and passing this gas into the pulp until all of the contained manganese is dissolved or changed in form best prepares the ore for cyanidation. The acid consumption will vary with the percentage of manganese and other soluble constituents. Neither gold or silver is dissolved by this acid treatment. The washed residue gives maximum cyanide dissolution of the gold and silver with minimum loss of cyanide,"

The investigation of the transmission of heat into steam boilers is one of several researches now being carried on by the Bureau of Mines that have for their object the testing of methods by which the mineral fuels in this country may be used more efficiently. A better understanding of the laws governing heat transmission into boilers will result in the design of more efficient boilers, and more efficient boilers will reduce waste in the use of fuel. The results of the investigations described in this report indicate that the conductivity of the heating plates of steam boilers is so high that the present steaming capacities can be tripled or quadrupled by forcing over the heating surfaces three or four times the weight of gases now passed over them. With well-designed mechanical-draft apparatus this greater weight of gases can be forced through the boilers at a small operating cost. It is possible to increase the capacity of many of the present boilers in this way without reducing their efficiency much; in fact by a proper arrangement of the heating surfaces the efficiency can be made higher than the present rating. The efficiency of any boiler can be increased by arranging its heating surfaces in series with respect to the path of hot gases. New boilers of high efficiency can be constructed by making the cross section of the gas passages small in comparison with the length. In Bryan Donkin's book, entitled "The Practical Physics of the Modern Steam Boiler," it is stated that James Watt obtained nearly as good an evaporation per pound of coal and per square foot of heating surface as is obtained now. The remark is probably true. At any rate, about the only decided superiority of the modern steam boilers over older types is in mechanical construction, and for this superiority credit should be given to the designers of machine tools quite as much as to the boiler engineer. The main reason for tardi- ness in boiler improvement probably lies in the reluctance of educated engineers to do the dirty and disagreeable work involved in boiler tests.

The mining laws of Russia (Collection of Laws, vol. 7, 1912) are still in force in Latvia. The Free State of Latvia (declared independent on November 8, 1918) is composed chiefly of the Baltic Provinces of the former Russian Empire, which are ethnographically Lettish: The Province of Courland, four districts of the Province of Livonia, and three districts of the Province of Vitebsk. Since the establishment of its independence, Latvia has not felt the need of a special mining law, inasmuch as mining so far has not been found profitable in that country. A supplement to this paper, entitled "Mineral Resources," is a brief summary of the minerals found and utilized in latvia. RIGHTS OF FOREIGNERS A foreign individual is permitted to explore for minerals and to own and operate mines in Latvia on equal terms with Latvians. A foreign corporation is required to establish a branch in Latvia, which shall be subject to the corporation laws of the country. A certain number of the partners or incorporators must be citizens of Latvia.

To inexpensively monitor the ventilating airflow anywhere in underground working places. The Approach: The Bureau has developed a small self-contained monitor which sounds an audible alarm and energizes a flashing lamp if air velocity decreases below normal. How It Works: The sensing element of this inexpensive monitor is a thermistor, which is self-heated by a constant-current electrical source. Airflow over the thermistor increases heat removal and lowers the thermistor temperature. Since the electrical resistance of a thermistor is a function of temperature change, the voltage across it varies with temperature, and, therefore, the air velocity. Changes in the voltage across the thermistor are amplified, and can be used to trigger the alarms.

"According to the dictionary,3 an accident is an event that takes place without one's foresight or expectation, often an undesigned, sudden, and unforeseen occurrence of an afflictive or unfortunate character. However, actual experience with accidents, the second most important cause of death in the United States,4 and a more extensive and scientific inventigation of their causes indicate that from 75 to 90 per cent of accidents are avoidable.5 This is borne out by the results of a three-year study of the accident records of 64,000 motor vehicle operators in New York6 which show that certain drivers are prone to accidents, that accident experience is traceable to certain causes, and that accidents don't just ""happen,"" It is estimated that 97,000 persons were killed by accidents in the United States in 1929 and 15,000,000 were injured. Of these about 23,000 deaths were due to so-called industrial accidents. In a list of accident rates by industries, compiled by the National Safety Council7 from reports of member establishments, mining heads the list, in both frequency (74.43 per 1,000,000 man-hours worked) and severity (9.9 days lost per 1,000 man-hours worked). These figures are very much higher than for any other industry; theindustries showing figures most comparable to mining are meat packing with a frequency rate of 55.94 and a severity rate of 1.47, construction with a frequency rate of 50.41 and a severity rate of 4.62, and refrigeration with a frequency rate of 43.35 and a severity rate of 3.04.While there is no way to determine the actual cost of all accidents from a monetary standpoint, estimates indicate that the cost will run into hundreds of millions of dollars annually.Cost of accidents in metal mines.- The United States Bureau of Mines obtains accurate figures on the number of lost-time nonfatal accidents as well as fatal accidents in the metal-mining industry.8 In 1926 the metal mines employed 127,823 men; 430 men were killed and 30,350 men received lost-time but nonfatal injuries as a result of accidents. Each of these fatal and nonfatal injuries averaged 114 days lost time, computing a fatality as 6,000 days lost time. This is equivalent to 3,523,944 days time lost due to accident, or at $5 per day per man, to a wage loss of $17,619,720. Deducting one-ninth of this figure for compensation paid, the metal miner loses in wage annually about $15,700,000, or about $122 per individual. This average loss per individual includes the cost of fatal accidents reckoned at 6,000 days or $30,000, but even if the loss in time due to fatal accidents be deducted, the average cost to each individual metal miner each year for nonfatal accidents is about $32. Estimating the loss to the metal-mine employer as about the same as that to the employee, the annual cost of metal-mine accidents to the employer is about $15,700,000 and to the employer and miner is $31,400,000."

Coal analyses help to describe the character of coal as it lies in the ground of as it may he delivered to the user Analyses of samples of coal collected from the face of the bed in mines are plentiful, but available analyses of delivered coal are relatively few, and there is a distinct difference between "mine samples" and "delivered samples.” Mine samples are collected actor drag to a standard method. 13 The sampler cuts a channel. 2 by 6 or 3 by 4 inches from roof to, floor in the face of the bed, and excludes from the sample all partings more than 3/8 inch thick, and any lenses or concretions of sulphur or other impurities more than 2 inches in maximum diameter and 2 inch thick. Analyses of mine samples form a permanent and scientific record of the coal bed at the point sampled, they ale important in determining the character of the coal in any given mine or district These analyses, when the samples are taken by a standard method, are valuable to the operator When compared with analyses of delivered coal they show him whether his mine is being worked efficiently or whether the coal is being properly prepared, which involves the ques¬tion ii Nether he has suitable mechanical appliances for separating the impurities sties.  The Bureau of Mines, in conducting investigations of atmospheres in mines and tunnels for the purposes of determining and combating hazards to the health and safety of workers, has from time to time closely cooperated with municipal, State and Federal agencies in safety work in engineering and ventilating probleme. Recently the writers have conducted experiments with animals and men breathing helium-oxygen mixtures under pressure. The object of this work was to determine whether helium-oxygen atmospheres can be utilized to advantage in place of normal air for caisson and diving work. In such work the permissible pressures and times of compression and decompression are limited by the physiological effects on man. The major effect is that the nitrogen, (which is the inert con- stituent of normal air and is absorbed by the body tissues and fluids in abnormal amounts when under pressure,) tends to form bubbles in the tissues on too rapid discompression from high pressures. The Bureau of Mines is interested in this problem on account of the pos- sibilities of mitigating caisson illness in tunnel construction and other engine eering operations requiring men to work in compressed air. In addition, the Navy Department is interested on account of the possibilities for extending the range of salvaging and marine engineering operations. The results of the experiments conducted by the writers lead to the following conclusions: Helium is without odor or taste and has physical properties which promise to be of interest physiologically and which have been found to have possibilities of creat practical use, especially in making a synthetic atmosphere that will re- duce the hazard of caisson disease. The substitution of helium for the nitrogen ordinarily present in the air we breathe has been found to result in an atmosphere which it as respirable as that provided by nature. The results obtained indicate that helium not only has the advantage of being less soluble than nitrogen, but

 This paper describes the method used and results obtained in testing a hand-fired down-draft furnace at a plant in Washington, D. C., in order to determine the method of firing that would give the best results with a minimu of smoke. The smoke regulations of the District of Columbia are very rigid, and are well enforced, A paragraph of the ordinance relating to furnaces other than household, reads, "The emission of dense or thick black or gray smoke or cinders from any smokestack or chimney 113ed in connection with any stationary engine, steam boiler, or furnace of any description within the District of Columbia shall be deemed, and is hereby declared, to be a public nuisance". This ordinance, if literally enforced, would eliminate all ordinary hand-fired grates and furnace combinations where coal other then anthracite is used. However, in several Gov- ernment plants where hand-firing of coal is still necessary conditions have been satisfactorily met by installing the down-draft type of furnace. In these plants, as at all hand-fired plants, considerable difference in operating details and methods is found. The firemen are paid day laborer's wages and are often inexperienced. The instructions of the furnace makers fre- quently do not appeal to the firemen, and are not closely followed, This is partly due to the necessity of running the boilers continuously at much higher ratings than were intended by the manufacturer. Tests were made on a Hawley furnace of this type to improve the methods of firing, particularly at the higher ratings.
