This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are tables that show the principal nonfuel mineral commodities exported from and imported into the United States, and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines. Because of inadequacies in the statistics available, some series deviate from the foregoing definition. For gold, silver, copper, lead, zinc, and tin, the quantities are recorded on a mine basis (as the recoverable content of ore sold or treated). However, the values assigned to these quantities are based on the average selling price of refined metal, not the mine value. Mercury is measured as recovered metal and valued at the average New York price for the metal.

Deposits of talc are known in many districts in Canada but at the present time active mining operations are reported only in Ontario . Here three companies are now operating, two of which, George H. Gillespie & Co. , Ltd. , and the Anglo- American Talc Co. , are at Madoc . The operations of the former company are probably the largest and best known in Canada . The writer , in his capacity as an engineer of the U. S. Bureau of Mines , was permitted by this company to make an inspection of its mine and mill in June, 1920 , and study the methods employed . This information was desired for comparison with methods employed in the United States . The following description is based on observation made during this visit , supplemented by data supplied by the company .

Significant portions of the present Federal regulations for certification of closed-circuit breathing apparatus (42 CFR 84) are not quantitative. The human-subject testing portion of the regulations specifies activities rather than metabolic work rates; however, heavy human subjects have higher oxygen consumption, CO2 production, and ventilation rates than lighter human subjects performing the same activities. This means that apparatus certified using different human subjects have effectively passed different tests. In addition, apparatus performance is monitored only during selected intervals of testing, and always during rest, rather than during the entire performance period. Further, testing is arbitrarily terminated at specific rated durations, leaving unknown the performance during the remaining duration. Duration itself is misleading to users who believe that the apparatus will last a certain time no matter how much they weigh or how hard they work. The actual duration obtained from an apparatus, however, is highly variable, being inversely proportional to the work rate at which it is used. In this report, recommendations are made to (1) replace the present regulations for certification of closed-circuit breathing apparatus with quantitative tests specifying metabolic work rate rather than activity,(2) continuously monitor relevant physiological stressors, (3) continue testing until exhaustion of the oxygen source, and (4) classify closed-circuit breathing apparatus by quantity of usable oxygen, i.e., capacity, rather than by duration. Physiology-based stressor levels are suggested as well.

Development of the Rail-Haulage Sub-assembly for the Production Sub-system (UGMHS)* required the use of ,a newly formulated model in order to best satisfy the requirements. Many of the ideas of the former single-stage rail simulator included in the original version of UGMHS have been used, together with the results of experience gained in applying the earlier model to a variety of operating situations (Sanford, 1969). The sub-assembly is developed as an independent system and, as such, can be used to analyze track systems using production distri¬butions as data input. In addition, since this model is designed to replace the original sub-assembly in UGMHS, the linking procedure is identical with respect to bi-directional information flow. The flow of coal from production sections, for example, fills the mine cars, but a condition of "out of empties" or "full of loaded" at a loading station will shut down inby production sections. A requirements analysis was conducted to determine specifically how the model could best serve the user. Operating management had the largest input in developing the following requirements for the Rail Sub-assembly: a) data input in mixed narrative - numeric form to permit user identification of the input variables; b) a user option to extract several ranges of detail in model output, i.e., an average shift summary of minimum retrieval

Presented below is a review of how the objectives, as outlined in the statement of the problem, were achieved. 1. Methods of evaluating the performance of grounding systems must be described. These methods are the subject of Chapter III. 2. Field trips to operating mines should be undertaken, and a cri¬tique of their grounding systems made upon the basis of obser¬vation and the application of the above techniques. An analysis of field trip data, along with practical recommendations, is in¬cluded in Chapter IV, while a complete review of all field trips is given in Appendix I. 3. Because of their thoroughness, present coal mine regulations should be evaluated, and their applicability to open-pit environ¬ments appraised. This has been done in consultation with governmental agency, manufacturing, operating mine, and consult¬ing engineers. As stated in Chapter IV, insight gained through field observations has served to amplify and extend the base of knowledge from which the recommendations were made. 4. The results of these investigations should lead to suggested Federal standards. Such recommendations comprise Appendix II. In addition, several important factors, which are discussed in Chapter IV, were brought to light as a direct result of the field research. 5. 3.1 Criteria for Selection A coal deposit has the following major characteristics: i) wide distribution as a flat-lying, thin, bedded deposit ii) stable nature of its major components and ranking characteristics such as carbon, heat content, volatile components, specific gravity, etc. iii) number of constituents and characteristics which under present regulations limit usage, such as content of ash, sulphur, sodium, etc. iv) effect of characteristics of over- and under- lying host rocks including porosity and permeability, lithology and general geology v) low value, high bulk nature. Because of the relative stability of its major components and its low unit price, coal does not require the same attention to detail as do the metal deposits. However, new regulations combined with social pressures make it imperative that more accurate information be made available concerning factors which affect the quality of coal and which may have an adverse effect on the environment when the coal is mined or burnt. The method selected for the evaluation of a coal deposit must, therefore, be flexible and sensitive enough to be used to interpolate stable parameters whose general distribution character-

A joint investigation by the Bureau of Mines and the Christopher Coal Co. at the Humphrey No. 7 mine, operating in the Pittsburgh coalbed in northern West Virginia, was undertaken to gain more insight concerning the hazardous emission of methane gas in mining. This report describes the equipment, procedure, and results. Horizontal bleeder holes drilled in the faces drained large quantities of methane, eliminating downtime of mining equipment. Also, larger quantities of methane were removed by forcing 14 to 25 g,.p.m. water at 25 to 200 p.s.i. 5 pressure into the bleeder holes. In one infusion test a fluorescein dye was added to the infusion water; in later mining operations, the infusion water was traced for a distance of 1,500 feet. With vacuum pump applied to the horizontal hole the gas-flow rate increased, and the methane content decreased. Tests indicated that methane and water infused in bleeder holes traveled along the bedding planes of the Pittsburgh coalbed at a faster rate than across the planes. Methane associated with coalbeds is produced by the slow decomposition of carbonaceous material in the absence of air and the presence of water. It is lighter than air and, depending on its concentration, forms an inflammable or explosive mixture with air. It is believed that methane is entrapped in and around the pores of the coal and adjacent strata--often under great pressure. Graduate education is an integral part of the Center's research program. The scope of. work and the duration of each research project is calculated, in part, by taking into consideration the needs of the graduate research program and graduate training. Full development of student involvement, as demonstrated by the research practicum which is offered to qualified senior undergraduates at Penn State University and is designed to acquaint them with research methods and techniques and inform them of the opportunities available in this field. and the fulfillment of graduate program requirements are of the utmost concern. The Pennsylvania State University and West Virginia University have accredited mining engineering curricula and rank among the schools with the largest enrollment in this area in the nation. The number of undergraduate students enrolled in mining engineering at Penn State and West Virginia University account for nearly 20%, of the total undergraduate enrollment in this discipline in schools across the United States. The Pennsylvania State University. West Virginia University, Massachusetts Institute of Technology, University of Minnesota, and Michigan Technological University, have granted a total of thirty-five (35) doctorate and masters degrees which can be directly attributed to research conducted in the Center.' Of these graduates, fifteen(15) have found employment in the mineral sector of the economy, i.e., in private industry, with government agencies, and at various universities, worldwide. In addition, a number of those graduating with masters degrees are currently pursuing a doctorate degree.

In the context of the following report, an hazardous location can be described as any industrial area in/which flammable or explosive gases, vapors, and dusts can be encountered. When electrical apparatus is used in such hazardous atmospheres, the chance of a dust or gas ignition is ever present. Consequently, in an effort to reduce the ignition hazard, several protection systems have been devised. Such systems are termed electrical hazard reduction techniques. The most widely accepted and used of these, the explosion-proof enclosure, is the principal subject of this report. However, other techniques are briefly mentioned. Hazard reduction techniques used in coal mine atmospheres (which can contain methane, coal dust, and air mixtures) are classified as Group I. The explosion-proof enclosure commonly used in mines is defined by the USBM Schedule 2G as a device that can contain internal explosions of methane-air mixtures without undergoing damage or excessive distortion and without an ignition of a surrounding methane-air mixture or discharge of flame. (100) Internationally, the definition remains the same except the words "discharge of flame" are not present. (4,5,31,42,52,76,102) The latter description often refers to flame-roof enclosure construction, but the terms "flameproof: and "explosion-proof" commonly have the same connotation. These enclosures which may not be vapor tight, are distinguished by heavy-wall cast or welded construction and bolted or threaded close fitting flanges. The Bureau of Labor Statistics (BLS) classifies hearing loss as a separate illness category. Hearing loss accounted for 11% of all illnesses in 2005 (U.S. Department of Labor Bureau of Labor Statistics, 2006a). According to occupational data for coal mining provided by the Mine Safety and Health Administration (MSHA) from 2000 to 2005, operators that exceeded 100% noise dosage were from only seven types of machines: auger miners, bulldozers, continuous mining machines, front end loaders, roof bolters, shuttle cars (electric) and trucks (Title 30 CFR Part 62, 2000-2005). Roof bolting machine operators rank second among all underground machine operators that exceed 100% noise dose. Provide the mining industry with a method for determining the gas content of ore bodies and associated strata for use in mine planning, Approach Samples of various rock types are collected and tested to determine gas content in conjunction with sample size, the collection method (i.e. whether the sample was collected from a core sample or by hand) mine gas emission, and the geologic location from which the sample was taken, such as near a fault, outburst area, or other geologic anomaly. How It Works Two methods were developed by the Bureau of Mines to determine the gas contents of rock samples. The first method developed involved dissolving minerals to measure gas emission. This method, however, can only be used with soluble minerals. A second method, therefore, was developed for use with insoluble minerals. With this method, the sample is crushed in a ball mill. Although the dissolution method is faster and more accurate to use, the crushing method is also advantageous because its use can more closely approximate a mining situation; the sample is crushed as in mining and the amount of gas released relates to the amount of gas that would be released during a mining operation. The dissolution method is applied to soluble minerals, such as rock, salt, or trona, in a sealed chamber. Gases released during dissolution are collected for analysis by gas chromatography. One advantage in using the dissolution method is that the test apparatus is relatively inexpensive. In addition, test can be performed at any scale, from single crystal samples to a solution mining operation.

Acid pollution from abandoned mines causes serious contamination of major streams in coal mining areas. In Pennsylvania alone it is estimated that 3000 miles of streams are devoid of fish and plant life because of coal mine effluent.1 The pollution arises because water and oxygen react with iron sulfide in the mine cavity to produce sulfuric acid and iron sulfate, which later find their way back into surface streams. Two general approaches to the problem are possible: (1) prevent the acid-forming reaction from taking place, (2) treat the acid mine water after it is formed so that it will not be harmful to the ecology when discharged into streams and other surface waters. The work described in this report belongs in the first category - it was based on the assumption that acid formation in the mine cavity can be prevented by keeping water (one of the reactants) out of the mine. This was to be accomplished by-forming a waterproof seal over the mine cavity which would prevent the seepage of surface water into the mine. It was planned to form such a seal at or near the surface of the ground by applying latex to the soil. Ideally a dilute latex would be applied to the soil and would penetrate to a depth of two to three feet below the surface where it would be coagulated by reacting with a constituent of the soil or by other means., A seal below the surface of the soil would have several advantages over a surface seal - it would not be subject to destruction by traffic, frost or vegetation and, more important, it would allow the use of the top soil for many agricultural purposes. A preliminary feasibility experiment was performed prior to application for the present grant. It showed that it was indeed possible to form a sub-surface seal by means of latex. A core of soil was obtained locally (Wayne, N. J.) by driving a 6.5 cm inside diameter steel pipe about 100 cm long into subsoil for a distance of 71 cm. The soil was retained within the pipe for this experiment. A part of the free space above the soil in the pipe was charged with water, and the seepage rate of the soil after it had become saturated was 15 ml/min under a total head (wet soil plus supernatant column of water) of 92 cm. After the supernatant water had drained completely, 100 ml of 5% rubber latex was added and allowed to seep into the soil. This was followed by additional water and the seepage rate was found to be 2 ml/min under the same head. This seepage rate remained unchanged when remeasured on the following day. Since there was no visible evidence of the latex in the collected drain water it is presumed to have been retained by the soil.

Crosson and Peters treat the errors that result in miner location due to errors in the overburden earth model used for computing location. A parallel effort by J. Powell of PMSRC is discussed here, where the location method used is that of the Westinghouse location program - "Miner". This location program was tested by Powell by using arrival times generated from the overburden earth model of Table l* rounded to the nearest millisecond. Location computations were then made using 3 geophones at a time. The average location is tabulated for all geophone triplets except when 3 geophones are in line. Geophone arrays were as shown in Tables 2 and 3. The manner in which the test was done is illustrated in Figure 1. I. SUMMARY OF RESULTS The arrival time differences, based on the Table 1 earth model, together with geophone locations based on the array geometries of Tables 2 and 3, were entered into the computer, together with a stated depth of 700 feet and an estimated overburden seismic velocity of 10,000 feet per second. These parameter values were processed by the location program - "Miner". Figure 2 illustrates the interpretation of the plots and data. The tabular data and plots of Table 4 and Figures 3, 4, and 5 illustrate the location error results obtained. These plots indicate that for sources within the array, the errors are considerably less than the measured errors obtained during field tests of the present location system. The possible reasons for this discrepancy are noted in Part Eight (Earth Models).

To perform comprehensive economic evaluations on both existing and proposed mineral operations. Approach A comprehensive computer model was developed which is capable of evaluating the economics of an entire mineral recovery operation, including exploration, acquisition, infrastructure, mining, milling, smelting, refining, transportation, taxation, and return of and on capital. How it Works The MINSIM (MINe SIMulator) economic evaluation concept was developed by the Bureau of Mines in 1967. The initial versions used a continuous discounted cash flow rate-of-return (DCFROR) to measure the effect of changes in expected revenues and costs. Subsequent enhancements to the program have expanded and strengthened MINSIM, especially the addition of an option which determines total production cost (i.e., the commodity selling price that a mineral recovery operation would require in order to obtain a target rate of return), an expanded capacity for evaluating by-products from a mineral property, and significantly broadened taxation determining capabilities. The MINSIM computer program uses essentially the same procedures and calculations that are performed in a manual economic evaluation, although the program accomplishes its tasks much more rapidly and accurately, An experienced mineral economist may require a week to evaluate a single mining operation with the same detail and consistency provided by MINSIM in a matter of seconds of computer time.

This analysis was conducted in response to concerns raised by the Chairman of the Energy and Commerce Committee of the House of Representatives regarding the potential impacts on automobile production, GNP and employment resulting from embargoing south African supplies of the platinum-group metals, platinum and rhodium. This analysis should be considered an addendum to the recently released study in which the direct economic costs I of a U.S. embargo on selected South African strategic and critical materials are estimated. The estimated GNP and employment impacts result when a mineral shortage reduces domestic industrial production and are in addition to the direct costs estimated in the earlier study. The direct cost to this nation resulting from a decision to embargo six south African strategic and critical minerals was estimated at $1.85 billion per year during the 1988-1992 time frame of the study. The estimated direct costs include the costs to U.S. consumers resulting from higher strategic mineral prices, lower mineral consumption, and the cost of developing higher cost domestic mineral resources. A large proportion of the costs result from the shortage of the two metals: platinum and rhodium. The average direct annual cost of embargoing is estimated at about $1.4 billion for platinum and $384 million for rhodium.2

This volume contains the descriptions of the samples whose analy- ses are published in the preceding volume, Part I of this bulletin. The descriptions have been compiled from the notebooks of the per- sons who collected the samples, have been condensed from accounts given in published reports of the United States Geological Survey, or have been furnished by the collectors themselves. Inasmuch as the descriptions represent the work of many persons during a period of six years, and inasmuch as they were recorded under widely differing conditions, they necessarily vary in fullness of detail. The descriptions are published for two purposes: (1) To prosent such information regarding the character of the coal, the impurities in the beds sampled, and the nature of the roof and the floor of the beds as has a definite bearing on the significance of the analyses of the samples, and (2) to give any supplementary details such as the capacity or the output of a mine, the method of mining and prepar- ing the coal, and the chief uses to which it is put, that may be of assistance to Government engineers or purchasing agents, and to other persons, in preparing specifications and awarding contracts for fuel.

This report summarizes the results of several field tests conducted by Collins for the Bureau of Mines under contract SO122076 and contract H0232056. The field projects represent a part of Collins continuing effort on a broad study of coal mine communications. These experiments analyze the propagation characteristics of radio signals in a working coal mine environment. The intent of the program is to provide basic propagation loss characteristics by which we may evaluate various approaches to an integrated mine communications system. The goal of such a system is to satisfy both operational and emergency communications needs in the mine. Field testing was conducted during the last week of November 1972, at a coal mine operated by Inland Steel Company, near Sesser, Ill, and in the Robena No. 1 Mine, Waynesburg, Pa, on 12 March 1974. The tests included uhf propagation losses and noise (200 MHz to 1 GHz) in the Sesser, I11 mine location and vlf propagation loss and noise (1 to 200 kHz) in both of the above locations. The basic experimental parameters were frequency, polarization, antenna type/orientation, and distance. The following reports treat the various aspects of the test programs in detail. Since different antenna configurations were used in the two mines, each report contains its own experimental predictions drawn from its corresponding test activities. A test equipment list and block diagrams of typical experimental setups for the tests of section 2 are contained in appendix A.

Noise processing experiments with ELF (3 to 300 Hz) atmospheric noise and signals in the 40 to 80 Hz range are described. The primary purpose of the experiments was to record and analyze wideband ELF noise in order to design the noise processing portion of a receiver which minimizes the required transmitter power. The application of appropriate theory and extensive simulations led to a noise processor which consists of the following functions: (1) a compensating (or whitening) filter, (2) a prenotch filter clipper, (3) notch filters at frequencies of manmade interference (e. g., power lines), (4) a post-notch filter clipper, and (5) a phase-coherent linear matched filter. The nonlinear processing provides considerable gain relative to a linear receiver (i. e. , a receiver consisting only of a matched filter and appropriate whitening filters). It is convenient to measure sys tem performance in terms of an "effective noise level" which is equal to twice the received signal energy divided by the signal to noise ratio at the matched filter output. For example, the highest effective noise levels observed at 45 Hz with the nonlinear processor were about -134, -131 and -137 dB wrt 1 amp/m [Hz] using Saipan, Malta and Norway data, respectively, compared to 1 percent exceedance levels of effective noise for the linear receiver of about -115, 115 and -130 dB wrt 1 amp/m [Hz] respectively.

From 1991 through 1995, 44 miners out of a total workforce of less than 2,000 were fatally injured in the stone industry. Of these, 12 occurred at underground mining operations with nine deaths resulting from roof or rib falls. A safer environment can be achieved by evaluating the nature of the hazardous ground and by developing more efficient and effective ground-control strategies Roof and rib conditions were observed and assessed in 33 underground stone mines in Illinois, Indiana, Kentucky, Maryland, Missouri, Pennsylvania and West Virginia (Fig. 1). Hazard assessment indicated that the ground failures that occurred under moderate to substantial overburden. i.e., >30 at (100 ft), were caused by stress concentrations and geologic strictures. Ground failures near the surface are caused by solution (water) processes. Selection of the mining horizon and mine-layout decisions tremendously influence ground stability.
