This is an audience, I know, that shares my interest in a subject that is currently getting a lot of attention -the tendency of our Nation to draw increasingly on overseas supplies of certain mineral commodities, and proportionately less on domestic sources for these minerals. That we do obtain substantial quantities of some essential minerals from abroad is easy to demonstrate. That we will continue to do so in the foreseeable future is not in doubt. Uncertainty begins, however, when we try to interpret the significance of these facts. As with many phenomena, their meaning is open to a variety of interpretations.

The U.S. Bureau of Mines (USBM) is currently investigating the electrochemistry of mineral flotation. A significant need in this area is greater reliability of sensors. The USBM is testing electrolytic methods to clean and condition redox-sensing electrodes to improve the reliability and extend the service life of these instruments in the harsh physical and chemical environment of mineral processing slurries. A novel method for removing scale from fouled electrodes has been developed that includes anodic polarization to 1.2 V versus the Ag/ AgC1 reference potential, followed by brief potentiodynamic conditioning. Laboratory results show that this technique removes calcarious deposits from gold sensing electrodes and returns the electrodes to useful service within approximately 10 min. Mechanical abrasion to remove the scale is thereby avoided.

This paper presents data on the limiting (minimum) oxygen concentration (LOC), in the presence of added N2, of methane (CH4), propane (C3H8), ethylene (C2H4), carbon monoxide (CO), and hydrogen (H2), and some of their binary mixtures. It also addresses the issue of the flammable concentration (flammability) limits of these pure gases in air. The study is based on spark ignited explosions in large, spherical laboratory vessels (120-L and 20-L) using a 7% pressure-rise criterion for explosion propagation. The results of the study are compared with the older values which used long flammability tubes with a diameter >5 cm together with visual evidence of substantial upward propagation. They are also compared to results reported recently using a 12-L spherical flask with a visual flame propagation criterion. Finally, they are compared to results reported in Europe using more modest flammability criteria and smaller chambers. The findings reported here show excellent agreement between the 120-L and 12-L results, good agreement with the 20-L results, and reasonable agreement with the earlier flammability tube values for the lower flammability limits. They disagree, however, with the more conservative European values. These results and those from the 12-L experiments also feature lower LOCs than are given by traditional flammability tubes. A model for the LOCs of such fuel mixtures based on the Le Chatelier mixture rule for lower flammable limits is seen to reasonably fit the observed results on binary mixtures and can accommodate more complex mixtures as well. One such set of ternary mixtures containing CH4 and 1:1 CO:H2 is well fitted by the model.

"An in vitro study of the biologic responses of surface-modified and native silica and kaolin was made to provide comparative information on the supression of cytotoxicity by pulmonary surfactant. The release of alveolar macrophage cytoplasmic enzyme, lactate dehydrogenase (IDH), and lysosomal enzymes B-N-acetylglocosaminidase (B-NAG) and B-ghucuronidase (B-GLUC) and sheep blood-cell hemolysis were moni¬tored as indicators of cell membrane damage and cytutoxicity. Surface modification of silica and kaolin with dipalmitoyl lecithin (UPI) resulted in complete abrogation of cytotoxicity of both minerals. These findings indicate that surface modification of minerals with different adsorption properties by pulmonary surfactant generally lessens their prompt adverse effects.INTRODUCTIONAcute and chronic silicosis are well-characterized clinical and pathologic entities resulting from the inhalation of crystalline silica (Morgan and Seaton, 1984). Kaolin, a layered aluminosilicate clay frequently mined and used in manufacturing, contains tetrahedral silica alternately layered with alumina octahedra. Kaolin is relatively .inert biologically, and distinctly greater pulmonary burdens are seen in patients with kaolinosis than are seen in patients with silicosis. Crystalline siliea (quartz) induces a significantly greater degree of fibrosis in exposed animals in vivo than does kaolin (Hamilton and Hardy, 1974; Parkes, 1982; Hunter, 1976; Sheers, 1964; Warraki and t-lerant, 1963; Lynch and Mciver, 1954; Lapenas et al., 1984).This difference in pulmonary disease associated with the two types of dust is not reflected by in vitro cytotoxicity as Jetermined by pulmonary macrophage bioassays or erythrocyte hemolysis. Cytotoxicity studies using crystalline silica and kaolin of similar size fractions show comparable bioassay response on a mass basis. These cellular bioassays, therefore, do not correlate with the relative in vivo pathogenicity of silicates."

This report describes preliminary studies by the Bureau of Mines to develop a procedure for extracting the fluorine from low-grade fluorspar ores in which the CaF2 particles are finely locked in the calcite matrix. A combination of flotation beneficiation and pyrohydrolysis is applied to recover and to liberate the fluorine. Flotation of a finely locked high-calcite fluorspar ore containing only 11.7 pct CaF2 recovered over 92 pct of the fluorspar at a grade of 51 to 52 pct CaF2. Pyrohydrolysis of the flotation concentrate liberated nearly 90 pct of the fluorine as aqueous HF. By this procedure over 80 pct of the fluorine contained in the original ore was extracted.

Despite the use of warning alarms to alert miners to the backward movement of large mining equipment, miners still are injured too frequently in backup accidents. Currently approved backup alarm technology consists of continuous sounding alarm systems. New technology has developed a warning system that initiates an alarm only if there is an object close behind the vehicle. This advancement eliminates constant exposure to the alarm because a warning is given only in case of a potential collision. Adoption of this development can improve safety and reduce damage, especially for front-end loaders (FEL's). It will also eliminate a source of nuisance noise in urban and residential areas. This Bureau of Mines report describes the general characteristics of infrared (IR) light, ultrasonic wave, and Doppler radar technology as used for backup alarms, and reviews the testing of the most promising detection devices.

This report deals with the investigation of a continuous process for producing pure zirconium. It covers the construction, operation, and maintenance of the semicontinuous reactor. The report covers a study of test variables, such as reactor temperature and reluctant charge weights, and evaluates the results, such as billet metal hardness, residual billet salt content, and suitability of a purified billet as a consumable electrode for arc melting. The purpose of this project was to develop an inexpensive and continuous process for producing pure zirconium. The process developed, termed the semicontinuous reactor process, produced billets of compacted zirconium sponge. The metal was produced by reducing zirconium tetrachloride with sodium and magnesium beneath molten byproduct salt. Hydraulic rams at each end of a vertical reaction tube compacted the sponge and ejected it as a billet. These billets were purified by heat under vacuum to remove entrapped salt. The goal was to utilize the purified billet directly as a consumable electrode for arc melting.

Many factors contributed to the decision to build a radiochemical laboratory at the Salt Lake City Metallurgy Research Center to investigate the application of radioactive isotopes and chemical compounds in extractive metallurgy. These reasons included the notable success achieved in biological sciences with radioisotopes, the development of reliable instruments and methods for identifying the isotopes and measuring their activities, and the commercial availability of radioisotopes in a variety of forms and known activities. The paramount reason, however, was the realization that better methods were needed for guiding and quantifying research to resolve the complex extractive metallurgy problems under study at the Research Center. This is the first of a series of reports describing the application of radioisotopes and radioactivity techniques in extractive metallurgy. The report includes a discussion of licensing and safety requirements, a general description of the laboratory and the methods used, a definition of the nature and scope of the research program, and a synopsis of the more important problems studied. Subsequent reports will concern radioactive techniques for solving specific problems in mineral dressing, hydrometallurgy, and pyrometallurgy.

This report is concerned with the conditions affecting the methods and costs of mining phosphate rock in that part of the western phosphate field that is in Bear Lake and Caribou Counties in southeastern Idaho ( see fig . 1) . The area was selected because it contains most of the known phosphate reserve and because its geology has been studied more extensively than that of other sections . Deposits of phosphate rock on public land may be leased from the Government under the terms of the Mineral Leasing Act of 1920 , subject to the regulations of the Bureau of Land Management . Public interest in phosphate production is growing , as shown by an increasing number of applications for leases . Two mines are being operated steadily for the production of phosphate rock by companies that have also the necessary processing plants for the manufacture of fertilizer . Total western phosphate - rock production in 1947 is reported by the Economics Statistics and Division of the Federal Bureau of Mines to have been 1,193,000 long tons , mined in Idaho , Montana , and Wyoming . The average grade was 30.7 percent of contained phosphorus pentoxide (P205 ) ; the average value at the mines was $5.67 per long ton . Idaho contributed 905,000 tons , or somewhat more than 75 percent of western production . Western fertilizer plants took 23 percent of total production; 76 percent was exported . Strip mining accounted for 75 percent of the Idaho tonnage; the remainder was stoped from underground workings . Rock must contain a minimum of 30 percent P205 to be commercially useful for the production of superphosphate fertilizer by current acid treatment methods . Research by corporations and Government agencies has been directed toward the use of lower - grade ore . So far , only by smelting can rock containing as little as 25 percent P205 be used economically . Any development of processing or use pattern that would render the mining of , say , 20 percent rock profitable would have important effects in reducing the unit cost of mining . In the search for metallurgical improvements , consideration should be given to the saving of valuable components of the rock, such as vanadium and fluorine , both of which are present in the beds .

The objective of this U.S. Bureau of Mines hydrologic-subsidence investigation was to evaluate the effects of longwall mining on the local ground water regime through field monitoring and numerical modeling. Field data were obtained from multiple-position borehole extensometers (MPBX's) that were used to measure subsurface displacements. Survey monuments were installed to measure mining-induced surface deformations. Numerous drawdown and recovery tests were performed to characterize hydrologic properties of the overburden strata. Coreholes were drilled above the study area to determine lithologic and strength characteristics of the overburden strata using the rock samples collected. Electronic recorders were installed on all monitoring wells to continuously monitor ground water levels in coordination with mining of the longwall panels. A combined finite element model of the deformation of overlying strata, and it's influence on ground water flow was used to define the change in local and regional water budgets. The predicted effects of the postmining ground water system determined by the model correlated well with field data collected from the field site. Without an infiltration rate added to the model, a static decrease of 3.0 m (10 ft) in water level would occur due to mining of both longwall panels and if an infiltration rate was inputted in the model, no predicted long-term effects would occur to the ground water system.

Three -dimensional boundary value problems are difficult to solve. Indeed, while the separation of the scalar wave equation can be effected in 11 different coordinate systems, an analytic solution requires that the boundaries, both external and internal, possess the same symmetry as the coordinate system. Numerical methods are thus of great importance for the solution of such problems; however, despite the availability of high-speed, large memory digital computers , the solution to a significant three -dimensional problem is by no means trivial. It is unfortunate that the results reported here by Jones are invalid. Jones discusses a model in which a three-dimensional island lies off a linear coastline where all the interfaces lie in the coordinate planes in a Cartesian system. A downward plane em wave polarized with the electric field parallel to the linear coastline, and two of the islands coast, is incident downward. This, of course, requires that the incident electric field is perpendicular to the other faces of the idealized Cartesian island. The significant equation used by Jones for his finite difference calculations is [ ] where n2 = sµ? . is the conductivity, µ=µo is the permeability of the appropriate medium, and w is the angular frequency of a Fourier component of the incident field. We see that the displacement current term is omitted, which is an excellent approximation for the parameters of interest in this model. In the similar equation for the y- component of the diffusion equation, the same considerations which we are about to discuss are equally valid. It can be seen from the equation that the field components are related and thus any errors introduced will be propagated into all three components. The following additional studies are recommended: 1. Future development of the magnetic sludge process should involve optimization of the process variables; these include stirring rate, sludge heating time, aeration rate, method of preliminary sludge dewatering, and the effects of magnetic separation for final sludge processing. In addition, the matter of amenability of coal mine waters to treatment should be considered more thoroughly by means of a more comprehensive literature review as well as actual tests on mine drainage samples. 2. The technique of sludge freezing should be explored further. Emphasis should be given to conservation of energy in the process, and the filtration characteristics of the resulting sludges should be evaluated. 3. Further studies should be conducted on the feasibility of the CO2-addition approach to mine drainage sludge densification. The filtration characteristics of product sludges should be evaluated, and the possibility of recovering and recycling the residual alkalinity of the sludge, either directly as CaCO3 or as CaO plus CO2 after calcination, should also be explored further. 4. Efforts should be made to develop cost data for the conceptual processes involving magnetic sludge formation, sludge freezing, and C02 pretreatment, with the purpose of selecting at least one of these processes for further testing at a field site. 5. The use of inexpensive waste materials (e.g. fly ash, "red dog," slag) as sludge additives, possibly in conjunction with coagulant aids, should be considered further. Results of the present studies have indicated that such materials, employed in relatively large amounts, increase the density and enhance the filterability of sludges from lime neutralization of coal mine drainage. The use of pulverized blast furnace slag in this regard appears particularly promising, and studies should be made to ascertain its availability, relative cost, residual alkalinity, and behavior as an additive in conventional mine drainage treatment processes involving lime neutralization and aeration.

This report presents the results of a study on part of the Smithfield oilfield, Wetzel County, W. Va. The primary purpose of the investigation was to determine the original and the present volume of stock-tank oil in the formations and to investigate the feasibility of waterflooding the Gordon Stray, Gordon, and Fourth sands underlying the I. D. Morgan lease. The study was based on laboratory core analyses, geophysical well logs, geologic considerations, and various field prediction data from the I. D. Morgan lease. The Bureau found that, of the three sands cored, the Gordon Sand was the best prospect for waterflooding, and that a properly engineered water flood should recover 136 to 230 barrels of oil per acre-foot from this formation.

The effect of oxygen content in the anode metal on titanium electrorefining characteristics was studied. Increasing quantities of oxygen in the anode resulted in increased anode scale formation, decreased anode and cathode current efficiencies, lower titanium recovery efficiencies, and higher oxygen content of the cathode products. The titanium electrorefining process performed best when the anodes did not contain more than 0.5 percent oxygen, although anode dissolution was recorded for alloys containing up to 25 percent oxygen. Back emf affords a useful index of an alloy to electrorefining.

The U.S. Bureau of Mines conducted a study to determine if commercially available automatic sprinklers could withstand the high static pressures in deep underground coal mines without leaking and if exposure to the mine environment affected their leak pressures. New sprinklers and sprinklers exposed to the mine environment were subjected to increasing pressures until leakage occurred. The average leak pressures of the new sprinklers ranged from 640 to 2,300 psig and were significantly different for sprinklers from different manufacturers and for different types of sprinklers. Generally, standard-response sprinklers withstood higher pressures than fast-response sprinklers. The results indicated that most commercially available sprinklers would withstand the high static pressures in deep underground coal mines; however, they would not provide the same reliability and safety factor as sprinklers used aboveground at or below their rated pressure of 175 psig. The average leak pressures of the sprinklers exposed to the mine environment ranged from 740 to 1,180 psig. The mine environment affected the ability of 66% of the sprinklers to withstand high static pressures. New sprinklers were also evaluated at pressures of at least 500 psig for 30 days to determine their ability to withstand long-term exposure to high static pressures; no leakage was observed.

"The Anhydrite ProblemThe Nonmetallic Minerals Experiment station of the Bureau of Mines at Rutgers University, New Brunswick, N. J. has recently undertaken a study of the chemical and physical properties of anhydrite having in view its wider utilization anhydrite (CaSO4) in contact with water at ordinary temperature and pressure rehydrates, slowly forming gypsum (CaSO4.2H42O). In nature this is an extremely slow process, and laboratory experiments are being conducted to determine methods of accelerating the rehydration. The tests recorded herein cover one this study, and while they are negative in character in so far as the major problem is concerned, certain facts established by the tests, bearing on the stability relations of gypsum and anhydrite seem sufficiently important to be placed on record.Early Researches on Gypsum and Anhydrite.It is to Lavoisiar that we are the first scientific study of the calculation and hardening of plaster of Paris. He sums up his experiments in the following passage: ""If gypsum, which has been deprived of its water of by means of heat, is again treated with water (to make what is commonly called mortar) it takes it up with avidity, rapid and irregular crystallization occurs, and the small crystals which are formed are so entangled in each other that a very hard mass results."" Later, he observed that the dehydration of gypsum occurs in two stages: three-fourths of the combined water is much more easily driven out than the last fourth. LeChatalier first determined the temperature decomposition accurately, his method was as follows: Pulverized gypsum was placed in a glass tube in the middle of a paraffin bath, the temperature of which was raised in a progressive and regular manner. A thermometer gave at each instant the temperature the salt, and the passage of the mercury column past each division of —co. was cared by a registering chronograph. The rise in temperature was except at 128°C. and 168°C. where breaks occurred."

"INTRODUCTION Industry, including coal mining, has come to realize that to prevent accidents the human element must be given more consideration than was customary in the past. In formulating safety rules and regulations and in the enactment of laws governing mining, too often enforcement is emphasized rather than the means of gaining willing compliance.' The purpose of this paper is to call attention to the human side of accident prevention, and the approach to this important and much-discussed subject will deviate somewhat from the usual discussions.The human being is a complex mechanism, both physically and mentally. It is difficult to establish a common denominator for the actions of humans, except in general. In establishing mining laws, rules, regulations, and standards, the ultimate objective should be to gain the best possible response of workmen, so that optimum results in accident prevention may be obtained. The complexity of human beings is apparent when the many ways 1n which they differ are considered. Some of these differences are manifested in emotional and phlegmatic types, degrees of intellect or native intelligence; and in hopes, desires, aspirations, and philosophies of life. How much simpler ac¬cident prevention would be if the response to laws, rules, regulations, or standards were equivalent to the definite movements of puppets responding to pulls on strings. Each time, the strings are pulled in exactly the same way, the puppets will respond in exactly the same manner. Human beings, although having many similar characteristics, do not respond uniformly to identical ""string-pulling""; therefore, much study is necessary before the desired re¬sponses can be obtained. To achieve the ultimate in accident prevention, it must be ""worked at"" constantly. Regardless of the adequacy of safety laws, rules, regulations, or standards, good accident records will not ""roll in"" if dude consideration is not given to the personal traits of those most likely to be involved in accidents."

Explicit expressions are presented for the input admittance and effective height of several buried metal antennas, namely: (i) prolate spheroidal; (ii) spherical; (iii) oblate spheroidal; (iv) parallel plate; (v) parallel plate with protruding dielectric in the same plane of the plates; (vi) parallel plate with protruding dielectric in a plane normal to that of the plates (H-shaped antenna). Explicit expressions are presented for the input admittance and effective height of several buried metal antennas, namely: (i) prolate spheroidal; (ii) spherical; (iii) oblate spheroidal; (iv) parallel plate; (v) parallel plate with protruding dielectric in the same plane of the plates; (vi) parallel plate with protruding dielectric in a plane normal to that of the plates (H-shaped antenna). It is concluded that in all practical situations of "small" antennas approximation 1 is almost always appropriate. Computations were carried out for bare antennas, the extension to insulated ones being, however, straightforward. Although a rigorous theory of the antenna performance in a realistic semi-infinite conductive medium has not been developed, the results quoted should also be applicable when antennas are a few skin depths below the earth's surface. In particular, for the evaluation of radio-links under up-over -and-down operating conditions, the antennas can be replaced by dipoles of length equal to the effective height. Since the antenna's parameters are given in analytical form, it is also possible, by using Laplace transform techniques, to compute the transient response of the antenna. The transient is described by pole (short-time behavior) and branch-cut contributions (large time behavior). For these last terms, an asymptotic evaluation is possible, so obtaining closed form expressions for the response at large observation times, which is closely related to the dispersion characteristic of the environment.

This report, which updates and supersedes the Office of Surface Mining's 10-year progress report published in 1987, deals with the accomplishments of the regulatory and abandoned mine land reclamation programs during the first 15 years of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Part 1 is an illustrated description of on-the-ground accomplishments; Part 2 presents statistical information for the 15-year period. The data in this statistical report are organized in two sections: national statistics and state statistics. The national statistics provide an overview of coal mining and the implementation of SMCRA since 1977. The information reported for the states presents a brief description of the coal reserves in each area, accompanied by detailed statistics and graphs that relate each state to the nation as a whole. The statistics compiled in this report are from the Office of Surface Mining's files, computer data systems, and annual reports. During the early years of the program, many of the data categories were evolving and changing; therefore, data reported over the 15-year period are not complete for all states for all years, and where data was unavailable or zero, a dash (-) is shown for that item. The data sources used to compile the tables and graphs are listed and described in detail on page 76. Due to the number of requests for this information in the past, statistical information about coal mining and its regulation will be available each year as an appendix to the Office of Surface Mining's Annual Report to Congress.
