Tunnel-driving is recognized as a hazardous occupation; adequate support of roof and sides for preventing accidents from falling material is usually one of the most important safety problems. Where extraordinary conditions of sand and water are found, this problem becomes even more difficult. Tunneling at the Tioga No.2 mine was stopped when a 22-foot bed of water-saturated, fine gray sand was encountered. The tunnel, designed to house an ore-conveyor belt, was being driven from both ends. Driving was extremely difficult at both the upper and lower faces when the sand horizon was reached. A distance of 178 feet remained between the faces. Heavy pressures deformed the steel-supporting rings at the upper face, and there was an inrush of mud and sand at the lower face.

1. Mine drainage constitutes surface or ground water which flows from mines or mine sites and is usually characterized by concentrations of acidity or alkalinity. 2. The regional geology controlling the ground water flow pattern in conjunction with the life cycle mining plan can serve as a basis for making decisions about quality of water that can be expected to be encountered. 3. In regard to the prevention and control of acid water formation in underground coal mines, much is left undone in research and education: (A) Very little literature is available on this specific subject although much has been written on water management in underground mines. (B) Little or nothing is contained in the text books and curricula used in mining departments at colleges and universities with the result that educational offerings may be seriously deficient in these areas. 4. Prohibiting water entry into underground coal mines is the best method of preventing water pollution. Since this is not possible as mining operations are extended, preventing water or oxygen from contacting acid producing material may offer the next best alternative. 5. More emphasis is needed during the mine planning stage on steps to prevent water pollution. Such life cycle considerations as type of mining, sequence of development and spatial configuration as well as the elements of the drainage network and final network organization and extent must be considered.

New data on zirconium tetraiodide (ZrI4) have resulted from high-temperature enthalpy and X-ray powder diffraction studies conducted by the Bureau of Mines. These studies were undertaken as part of the Bureau&apos;s efforts to provide important thermodynamic data essential to the advancement of mineral resources technologies that can be employed with minimal energy requirements and minimal environmental degradation. Enthalpies were measured with a copper-block drop calorimeter. No transitions or other anomalies were found. Tabulated values are given from 298.15 to 772 K for relative enthalpy, heat capacity, entropy, and Gibbs energy function. Enthalpies are expressed in equation form and combined with data from the literature to calculate values of the standard enthalpy of formation and the Gibbs energy of formation. X-ray powder diffraction data indicate that ZrI4 is primitive cubic with a lattice parameter of 11.79 A and is isostructural with stannic iodide (SnI4).

The 15,770-acre Worm Creek Roadless Study Area is in southeastern Idaho about 8 miles (mi) west of the northern portion of Bear Lake. U.S. Bureau of Mines personnel examined the roadless, area during the summer of 1984. No mineral resources were identified within the study area. There were no mines or mining claims in the study area in 1984. However, the study area is blanketed with oil and gas leases, but no known productive horizons have been identified within nor nearby. The roadless area is in the Cordilleran fold-thrust belt and is underlain by Paleozoic and Mesozoic marine strata more than 50,000 feet thick. The trace of the Paris thrust fault is 2 to 3 mi east of the study area and has an eastward displacement of about 4 to 7 mi.

I have been asked to speak briefly about recent progress in the mining industry of the United States, and to touch on the general advancement of en- gineering science as applied to mining. By recent, I shall mean within the past 20 or 30 years. Such a period includes a great many of the changes which are of particular interest to the present generation of engineers, and the undergraduates of today will hardly turn back farther than the beginning of the present century in their study of develop- ment of methods and processes. Also, my own professional life spans this period, and I have seen or have been aware of most of these developments as they were taking place. In my review of developments, for the sake of simplicity and clarity, I shall deal separately with improvements in metal mining, coal mining, mechanical and electrical machinery for mines, metallurgy, petroleum engineering, and safety practices. Under each of these headings I have set down what appear to me to be the outstanding changes brought about during the past 2 or 3 decades. Other points will occur to other engineers; I do not represent that the following re- view is complete; it is only intended to be suggestive. In general, improvements in mining and metallurgical practices have come gradually, the charges being effected little by little, simultaneously in widely scattered places, and through the experience and inventive genius of many men. These changes have has small beginnings, and are generally the cumulative result of many steady and unsensational progressions, which still continue. What we today might be inclined to consider the culmination of a series of betterments in mining is, of course, but an instantaneous phase of developments which will continue in the future at even a more rapid pace than they have in the past. We are looking at but a flesh of a moving picture, with an endless reel to come after we finally leave the theatre. Behind all the changes in the mineral industry, the driving force has been the increasing demand of an expanding population for more metals and minerals with which to advance civilization. "Inhaled dust particles of appropriate size contact cells of the alveolar region.' The acute response to coal dust appears to involve a variety of cell types, including alveolar epithelial cells, interstitial fibroblasts, both resident and recruited macrophages, and cells of the immune system. Direct and indirect effects of dust, which may be mediated by soluble factors,'' can initiate acute and long-term lung injury. While it appears that epithelial cell growth and differentiation, along with integrity of the epithelial basement membrane, may play a role in the long-term response to dust exposure, little is known of the role the alveolar epithelium may play in the progression of injury. The broad hypothesis that underlies these experiments is that short- and long-term consequences of coal dust exposure involve changes in structure and function of the alveolar epithelium and the underlying extracellular matrix. Recent studies show that coal dusts exert direct effects to modify pulmonary epithelial cell-extracellular matrix interactions in vitro.3EXPERIMENTAL PROCEDURESType II cells isolated on day 0 by density centrifugation and differential attachment4 were plated overnight in D MEM containing 10% fetal calf serum before exposure to anthracite dust PSOC 867 sonicated into culture medium (750 ug/mL).3 Synthesis of extracellular matrix proteins was determined on day 3 of primary culture, as detailed elsewhere. 5 Cells were removed from extracellular matrix by extraction with NH4OH and high salt. Extracellular matrix synthesis and fibronectin content were evaluated based on radiolabeling with 3 H-leucine and on Western blot analysis, respectively. Additional analytical methods and calculations are detailed elsewhere.3-5"

The Bureau of Mines has successfully developed and tested a machine for spraying sealant onto coal mine roof and ribs. Dry material is transported pneumatically to a water-adding nozzle designed to provide dust-free spraying while being nonplugging and self-cleaning. The machine is self-cleaning, 35 inches in height, and capable of applying l/2-inch-thick coatings at over 1,000 ft2/hr.

It incorporates addi- tional data and comments offered by Enrico Giobbe Della Pitta, a well-known Italian lawyer, in response to a questionnaire. These comments were forwarded by Harold H. "Electron spin resonance (ESR) measurements show that grinding of quartz particles in air produces silicon-based (Si- and SiO-) radicals which decay with aging in air. ESR spin trapping measurements provide evidence for the generation of hydroxyl and possibly superoxide radicals from a suspension of fresh quartz particles. The hydroxyl radical generation potential of the fresh quartz particles decreases on storing in ambient air and on the addition of catalase, superoxide dismutase, desferoxamine, or DMSO. Silica-induced lipid peroxidation also decreases on storing the fresh particles in ambient air. These findings suggest that oxygenated radicals play a role in the biochemical mechanism of pneumoconiosis in general and acute silicosis in particular.INTRODUCTIONThis communication summarizes our electron spin resonance (ESR) investigation of the formation of oxygenated radicals by freshly crushed quartz particles in a cell-free aqueous medium, and its potential role in the biochemical mechanism of acute silicosis. This study was undertaken because the mechanisms by which the quartz particles exert their toxic action on cells and the process(es) by which these actions progress to fibrogenesis are still not well understood. 1-3 It is generally believed, however, that the action of quartz particles on the cell membrane is the starting point of the silicotic process. 1,4 Since the first step must involve surface reactions, characterization of the chemical structure of the surface of quartz particles has been the subject of several recent studies!-' For example, we reported that mechanical crushing of quartz under normal atmosphere generates silicon-based (Si• and SiO•) radicals which decay with time, and that these radicals are associated with a higher cytotoxicity of fresh quartz dust as compared to that of an aged dust from the same stock. 6,8 Independently Fubini and coworkers' have also reported on the formation of Si• and SiO• -type of radicals from quartz particles crushed under atmospheric conditions. Gulumian and van Wyk9 have reported that quartz particles react with hydrogen peroxide (H202) to generate hydroxyl (•OH) radicals. These authors9 suggested that this process might contribute to quartz's pathogenicity but the mechanism of the -OH radical formation was not clarified. Earlier, Gabor and Anca10 had suggested that the cytotoxicity of quartz particles might be associated with the generation of some factor or factors possessing the properties of a free radical and hence capable of promoting the peroxidative chain cleavage of polyunsaturated fatty acid moieties of the phospholipids in the cell membrane. More recently, Weitzman and Graceffa 11 reported that asbestos is able to catalyze the generation of -OH radicals from H2O2. Their later work12 indicated that lipid peroxidation might be one of the mechanisms of tissue injury by asbestos."

The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. Production quarry blasts in three rock types were photographed with a high-speed camera. Analysis of the films showed that step increases sometimes occur in the horizontal velocity of the broken rock. These step velocity increases were observed only in the first foot or so of rock movement. This observation indicates that the gaseous products of the explosion do additional work on the rock after it is crushed and cracked by the initial compressive-stress pulse and the reflected tensile-stress pulse. The observed initial fly-rock velocity is compared with the calculated fly-rock velocity for reflection spalling. A mechanism possibly causing the velocity increases is discussed. INTRODUCTION When a small concentrated charge of explosive is detonated at the bottom of a drill hole near a free surface, two modes of rock failure have been observed; both are associated with the stress pulse generated in the rock by the detonating explosive. The first mode of failure is the crushing and radial tensile cracking associated with the initial passage of the compressive-stress pulse as it propagates outward from the explosion. This type of rock failure is usually confined to the immediate vicinity of the charge hole. The second mode of failure is the tangential and radial tensile cracking associated with the tensile-stress pulse that is reflected from the free surface. This mode of failure is commonly called scabbing or spalling and has been shown to be a primary cause of rock failure in crater formation at one free surface. (3).4

GLOSSARY Acid- and toxic-forming materials. Rock or coal layers containing significant amounts of pyrite or other minerals which, if exposed by coal mining, will cause acid or toxic drainage to occur when acted upon by air and water. Add mine drainage. Any water with a pH less s than 6.0 draining from a coal mine. Water is often orange-colored because of the presence of oxidized iron. Adit. An underground mine entry at sites where coal seams are exposed at ground level. Apple core. A complete hilltop (360°) left exposed by not backfilling the highwall. Approximate original contour. The surface configuration achieved by backfilling and grading the mined area so that be reclaimed land closely resembles the general pre-mining surface configuration and blends into and complements the drainage pattern of the surrounding terrain. Area mining. A surface mining method that is carried on in level to gently rolling topography on relatively large tracts of land. Active area mine pits may be several miles long. Arid and semiarid regions. Lands, generally west t of We 100% meridian, where water use by native vegetation equals or exceeds that supplied by natural precipitation, and rainfall is insufficient to support agriculture. Annual precipitation is normally 20 inches or less. Auger mining. A mining technique often used by surface mine operators when the overburden becomes too for the coal to be mined economically using traditional surface mining methods. Large-diameter (usually 2&apos;-4&apos;) horizontal holes are drilled as much as 300 feet into We vertical Me of the coal bed by an auger. Like a bit used for boring holes in wood, coal augers consist of a cutting head with a screw-like extension. As the auger turns, the head breaks up the coal and the screw carries it back into a conveyor that loads it directly into a truck. Backfilling. The operation of refilling an excavation using material removed during the mining process. Bench. The level or flat working area at the base of the highwall that is excavated between the exposed coal seam and the original surface of the ground. Bucket wheel excavator. A continuous-digging machine that uses a rotating vertical wheel with buckets for large-scale stripping and excavating. Cessation Order. Order to cease mining issued to a coal operator by the regulatory authority due to severity of violations, Contemporaneous reclamation. Restoration of mined land that occurs as soon as practical after coal removal. Contour mining. A mining method commonly used in eastern mountainous topography where coal is removed in a narrow strip around the hillside. The extent of the cut into the hillside is determined by the depth of overburden at the highwall compared with the thickness of the coal seam. Daylighting. A term used to describe a surface mining procedure that exposes abandoned underground coal mine workings to enable removal of the remaining coal. Daylighting is followed by land reclamation. Dragline. An excavating machine, usually used in large, flat areas, that drags a bucket (which holds up to 220 cubic yards of material) toward the machine by cables, loads it with spoil, and then hoists it wit a boom up to 350 feet long, allowing the machine to excavate wide benches by depositing the spoil hundreds of feet away from the highwall. Grading. The process of smoothing the disturbed areas of the mine site, after the coal is removed, to closely approximate the pre¬mining terrain. Haul road. Any road constructed, improved, maintained, or used by mine operators and located within the permit area. Head-of-hollow fill. See "valley rill." Highwall. The cliff-like excavated face of exposed overburden and coal in a surface mine. Hydroseeding. Planting of seed mixed in a water medium. Water, mulch, lime, fertilizer, and seed are blended and sprayed onto regarded soil.

"Cellular damage induced by silica dust is known to be associated with increased fragility and destabilization or destruction of the cell membranes. The mechanism by which silica dust effects biological membranes is still unknown. Using the ESR spin-trap methodology, we find that hydroxyl radicals are generated in aqueous suspensions of freshly ground silica. The amount of the radicals generated depends on the extent of grinding and ""freshness"" of the dust. Using linoleic acid as a model lipid, we show that the silica dust causes lipid peroxidation via ·OH, 02-, or linoleic acid related radicals as intermediates. Catalase and superoxide dismutase inhibit the formation of these radicals. The results suggest that free radicals associated with freshly ground silica and the related lipid peroxidation of the memberanes may be the starting point of the silicotic processes.INTRODUCTIONDespite considerable-effort over the years, the mechanism by which the quartz particles exert their toxic action on cells and the process(es) by which these actions progress to fibrosis are still not fully understood (1,2). It is generally thought, nevertheless, that the interaction of the quartz particles with the cell membranes is the starting point of the silicotic process (3). We felt that the mechanism of the membrane damage by quartz might involve oxygenated free radicals because (a) a suspension of quartz particles in contact with alveolar macrophages has been reported.(4,5) to initiate an enhancement of lipid peroxidation, defined broadly as the ;oxidative deterioration of polyunsaturated components of lipids, and (b) hydroxyl (·OH) radicals are known to be capable of peroxidation by abstracting hydrogen atoms from cell-membrane lipids (6) and initiating lipid peroxidation in lysosomal membranes (7). Moreover it is known that exposure of cell membranes, fatty acids and unsaturated food oils to ionizing radiation, which generates ·OH. radicals, causes rapid peroxidation (6). Earlier studies o~ the aqueous chemistry of quartz suspensions have reported detection of HzOz (8), implicating the formation of ·OH radicals as transient species, but, we are not aware of any report of the detection of ·OH radicals in quartz suspensions and this provided the motivation for the present undertaking. Since it is known that, because of their high reactivity (hence short life time) in aqueous media, the ·OH radicals cannot be detected via electron spin resonance (ESR) directly (9,10), we have used ESR combined with the spin-trap methodology (9) for studying the •OH formation."

Improve the strength and other properties of steel alloys. Approach Research by the U.S. Bureau of Mines indicates that steels melted and solidified under high nitrogen pressure acquire yield and tensile strengths that are up to four times the strengths of comparable stainless steel alloys without nitrogen. Fatigue strength, creep strength, and other mechanical properties are also improved. Strengthening occurs by two mechanisms: (1) increasing dissolved nitrogen in the lattice and (2) formation of dispersed metal nitride phases. Nitrogen Alloying Nitrogen alloying of a steel is generally done by introducing metal nitrides during melting of the steel. The concentration of nitrogen is limited to its equilibrium solubility at 1 atmosphere. For face-centered-cubic (fee) iron, that solubility is approximately 0.4 weight percent (wt%). For body-centered-cubic (bee) iron, solubility is 0.05 wt%. This solubility limitation can be overcome by melting the metal in a pressurized vessel. European steelmakers currently have metal-processing systems that can melt and pour tons of steel under nitrogen pressures exceeding 4 megapascals (MPa) (40 atmospheres). They have achieved nitrogen concentrations as high as 1.0 wt% in these (stainless) steels. The tensile strength is approximately twice the tensile strength of similar steels without nitrogen.

In June 1992, the Mine Safety and Health Administration (MSHA) published the "Report of the Coal Mine Respirable Dust Task Group, Review of the Program to Control Respirable Coal Mine Dust in the United States." As one of its recommendations, the report called for the accelerated development of two mine dust monitors: (1) a fixed-site monitor capable of providing continuous information on dust levels to the miner, mine operator, and to MSHA, if necessary, and (2) a personal sampling device capable of providing both a short-term personal exposure measurement as well as a full-shift measurement. In response to this recommendation, the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center, initiated the development of a fixed-site machine-mounted continuous respirable dust monitor. The technology chosen for monitor development is the Rupprecht and Patashnick Co., Inc. tapered element oscillating microbalance. Laboratory and in-mine tests have indicated that, with modification, this sensor can meet the humidity and vibration requirements for underground coal mine use. NIOSH is continuing that effort by developing prototypes of a continuous dust monitor based on this technology. These prototypes are being evaluated in underground coal mines as they become available. This effort, conducted as a joint venture with MSHA, is nearing completion with every promise of success. The immediate benefit of this effort will be to researchers, regulatory personnel, and mine personnel, by permitting evaluation of specific mining practices to see which expose mine workers to excessive dust levels. Using this information, mine personnel can optimize mining procedures to reduce dust exposure. MSHA and the operators will also be able to use the dust concentration data to judge whether dust plan parameters are adequate to continuously maintaining environmental dust levels below the applicable standard. The second development recommended by the Dust Task Group was a person-wearable version of the continuous dust monitor. It will be a monitoring system designed to provide a measurement of worker exposure to respirable dust, both during and at the end of the shift.

This report discusses some practical applications of a geotechnical investigation conducted by the U.S. Bureau of Mines that can help mine operators meet revised Federal regulations in their roof control plans. The investigation, designed to characterize roof conditions near the coalbed outcrop in drift coal mines in eastern Kentucky, revealed that weathered stress-relief joints near outcrop are crucial ground control factors in the region. The joints&apos; origin and character were determined through underground mapping of many joints in coal mine roof and detailed observations and measurement of joint trends and physical characteristics in widely separated strip mine highwalls and roadcuts. This resulted in an understanding of stress-relief-joint patterns and the effect of various rock types on the intensity of weathering in the joints. That information is used in this report to show how stress-relief joints contribute to roof failure and how, through improved roof support and mine planning, safer roof support plans can be developed.

The authors note that knowledge management provides a useful perspective from which to view the problem, but that the debate about what constitutes knowledge should be broadened to include a debate about what constitutes management. It is argued here that knowledge is actually shared knowing distributed across group members; that such knowledge can be managed by cultivating it; and that narrative is the medium through which this may be done. The paper then examines NIOSH research that has attempted to use such an alternative knowledge management approach to help potential mine emergency responders better deal with the predicaments they are likely to encounter on-site.

Instantaneous dust samples were measured by RAH's. for various locations In the longwall faces. Preliminary analysis of the data shows that in addition to the shearer's haulage speed, there are four major factors that influence the airborne dust distribution in longwall face areas: locations with respect to the position of the shearer's cutting, hardness of the materials, characteristics of water spray, and roof conditions. This paper presents the effects of those four parameters in detail.INTRODUCTIONA research project was initiated in September 1983 to measure and construct .a dust distribution map for the longwall face. During the first year, airborne dust samplings were performed in two longwall panels located in northern and southern West Virginia and working in the Pittsburgh and Eagle Seams, respectively. The physical parameters and equipment employed for both panels are 1 isled in Table 1. Figure 1 shows the detailed characteristics of the coal seams. Notice in both panels floor cutting was involved either to gain sufficient mining height or to reduce the adverse effects associated with a soft floor.The purpose of the research is to define the dust distribution at any instance in the longwall face area so that proper working positions can be determined and/or effective dust control techniques can be developed.This paper presents the partial results obtained during the first year."
