Coal mines and mining-, as well as metal and nonmetallic mines and min¬ing, are not inherently unsafe, although mining people think they are and would like to have everyone else think so. It is now being demonstrated that mines can be operated with essentially as much safety as any other major industrial enterprise; but most mining people, including workers as well as officials, have been slow to realize or admit this. In the past, and with most people even at present, the idea has prevailed that it is utterly impossible to operate a mine without accidents. Although, as in all other kinds of industrial activity, it is true that some injury is likely on occasion to occur to some workers and an extraordinary accident may occur to one or more persons under exceptional conditions, mines can be operated with few if any accidents if a reasonable amount of the right kind of precautionary effort is exerted and kept in effect.

A brief résumé follows of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code fur Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous -coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reportin; to the Coal Mines Administrator any violations of the Federal Minis Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

This report discusses research being done by the Petroleum and Natural Gas Branch und the Applied Physics Branch of the Bureau of Mines to deter-mine the most effective uses of explosives in shooting oil and gas wells, as measured in terms of rates of production from the wells. An experimental investigation of the effects of detonating explosives in shallow holes drilled in rocks, chosen to be similar to those forming oil and gas reservoirs, forms the basis of this study. Records obtained from strain gages placed in the rock around the experimental shots permit determination of the generation and propagation characteristics of the strain wave. Water-injection tests made on the test holes before and after shooting allow the increase in fluid conductivity resulting from the shot to be determined. By rotating these data to the physical properties of the rock, and by conducting shooting experiments over the range of rock types common to oil and gas reservoirs, it is expected that relationships between the fluid conductivity and the properties of the explosive and rock can be developed and used for designing efficient shots for oil and gas wells. Four series of experiment.al tests were completed during the summer of 1949 and are described herein. The results of these tests confirmed the feasibility of the experimental approach and permitted outlining the plans for future research discussed in this report. This report is presented to acquaint industry with this research program and the progress to date, so that the Bureau may have the benefit of suggestions from interested readers.

"This investigation was conducted by the Bureau of Mines as part of a program of the Solid Fuels Administration to encourage the utilization of anthracite fines, the objective being to determine the practicability of using anthracite fines in the manufacture of packagedThe experimental loss of packaged fuel covered by this report were made at a commercial plant using the Glenn Smith process and ordinarily making packaged fuel from Pocahontas screenings. These lots included several made from straight antimacite mines and others made from various blends of anthracite fines with four different bituminous coals. In all cases an asphalt binder was used. Determinations of the physical properties and the cobustion characteristics o the various samples of packaged fuel were made by the. Bureau of Mines at the Central Experiment Station.The physical tests indicated that a packaged fuel of sufficient strength for ordinary handling can be made from straight anthracite coal or from a wide variety of blends of anthracite fixes with bitunimous coal, using asphaltic binder. However the combustion tests indicated that packaged fuel made from anthracite alone tended to crumble excessively during burning and that as much as 30 to 50 percent of a caking coal may be required In the mixture to produce a block having satisfactory combustion characteristics.The authors wish to acknowledge the. splendid cooperation of Messrs. H. W. Kelly, J. L. Mooney and C. H. THIS PUELICATION lists and provides brief accounts of the major disasters not classified as explosions of gas or dust that have occurred in the cod mines of the United States from the earliest times to the present. Together with an earlier publication of the Bureau2 it provides information on all the known major coal-he disasters (disasters causing five or more deaths) in this Nation's history. Sources of each account are given individually. In each account the actual words of the original publication are used unchanged, but sentences or paragraphs referring to details that are not significant have been omitted. In those few cases where conflicting data were reported in different publications the selected version is the one that appears most logical and which in general is in agreement with most of the other accounts.

This bibliography contains 3,062 different citations to technical and scientific literature about helium and alpha-particles abstracted by 13 abstract service publications during 1963. Multiple subject classification has increased the total number of entries to almost 5,000. Helium citations are listed by 23 major classifications. The number of subclassifications has been greatly increased to minimize the time required for literature search. The use of automatic data processing has been extended in compiling the bibliography.

This final report documents the cooperative efforts of the Engineered Systems Division and the Mining Equipment Division of FMC Corporation during performance of Bureau of Mines Contract H0252091. Improved operator compartments incorporating overhead canopies, logical arrangements of controls, and design features offering greater operator comfort were developed and retrofitted to the FMC 320A roof bolter and 6L shuttle care The vehicles were evaluated in underground operations at separate mine sites. The successful evaluation has resulted in incorporation of the designs as standard features of the 320A roof bolter, and the 5L, 6L, and 10L shuttle cars.

The New Hope field was selected for study by; Bureau of lanes engineers because many problems met by, the operators during development and operation were unique to petroleum-engineering experience. Solving these problems is believed to have doubled the ultimate recovery of oil from the field. Since the discovery well was 'completed, in April 1943, an oil-productive area of 4,950 acres- has been delineated by the drilling of 64 wells, four of which were dry holes. Four oil-bearing reservoirs - the Bacon oolitic limestone, and the Hill, Pittsburg) and Elledge sandstones, all, in the Trinity group of the Lower Cretaceous series-- have been penetrated at depths ranging from 7,300 to 8,100 feet. Three of these reservoirs were found to be closed-type or solution gas-drive reservoirs, and one - the Hill - was an open-type or water-drive reservoir. During the course of the study, the Tide Water Associated, Oil Co. and -Seaboard al Co. of Delaware made available to the writers all well records, electric logs; and coring, production,, and pressure data. The ,writers performed Certain field and laboratory- tests on cores of ,the reservoir racks and' samples -of the reservoir Oils. Analyses of cores from the four reservoirs showed average .porosities ranging from 10 to 18 percent, average permeabilities of 17 to 297 millidarcys, and -average 'connate water contents ranging from 25.4 to 30.6 percent. Subsurface and recombined samples of reservoir oils indicated that the oils in the Bacon Hill, and Pittsburg reservoirs contained ,206 to 422 cubic feet of gas in solution per barrel initially, and that the, reservoir oils were undersaturated with gas. No samples' of oil from the Elledge reservoir were analyzed, and because of meager data this reservoir was not studied in detail. 4 The presence of free 'gas' or a' gas cap, however, indicated that the oil in the Elledge reservoir was saturated with gas. The rapid decline in pressures in- the' four reservoirs during the 'first year of operation alarmed the operators and provoked them to investigate the reservoir conditions to determine the cause.

Introduction Industrial safety professionals recognize that adequate illumination is essential to a safe and productive work environment. The need for effective, lighting in underground coal mines is even greater.1 Designing appropriate lighting systems for these mines is no easy [ ] task because of the unique environment and work procedures encountered in underground coal-mining operations. Miners must depend totally on artificial lighting systems to see. Moreover, the working face is a low-reflectivity and low-contrast environment and is continually advancing or retreating.2 Laboratory mock-ups have been a major part of the process lighting equipment manufacturers must under- go to design an underground machine-mounted lighting system. The mock-ups often have taken considerable time. Furthermore, modifications to a lighting system (using different luminaires with an existing configuration or changing a luminaire's location, orientation, etc.) could require more time with additional mock-ups and laboratory measurements. Understanding the need to improve this situation, the US Bureau of Mines has developed an alternate method for facilitating lighting system mock-ups. A PC-Program (CAP),* with the latest software technology enables users to design, alter, and evaluate under- ground machine-mounted illumination systems. Lux levels and distance are measured as the luminaire is moved incrementally through angular traverses about horizontal and vertical axes. The measurements and angles subsequently are entered into the model. From this input data, three-dimensional isolux or isofootcandle profiles are constructed for luminaires that can be placed at various locations and orientations on a mining machine. As an example, Figure 1 shows a computer display of 21.5 Ix or 2.00 fc profiles for luminaires mounted on a simulated mine-shuttle car. Using this information, the model allows the user to determine the lux level at different locations in space about the shuttle car. How the model calculates illumination During initial development of the CAP model, the isolux profile of the luminaire was determined using the inverse square law (ISL) .3 The method of gathering data comprised recording a single measurement of distance at 21.5 ± 1.21x (2.00 ±11 fc) for angular traverses following 0.09 rad (5 degree) increments. This data was then used to find the illumination in space for any other distance at a given azimuth and elevation using the ISL. Limitations, however, exist with this method.4 The main one is that the ISL assumes a luminaire is a single point source of light, so long as the distance is greater than five times the 1al;gest dimension of the luminous area of the luminaire.5 Also, by using a single measurement to calculate the illumination for a given luminaire in the CAP model a large error could result from an inaccurate measurement.

ALTHOUGH the element titanium was discovered by William Gregor in 1790, over a hundred years passed before it was put to commercial use. The first commercial application of titanium was as an alloy additive to iron and steel, and the first ferroalloys were produced domestically in 1906. Titanium pigments were developed somewhat later and have been produced in the United States since 1918. The use of titaniferous material in welding-rod coatings first gained acceptance ill the mid-30's. The metal titanium has only had commercial importance since 1948; domestic production for that year was 10 tons. The relative importance of these major uses of titanium in various forms may he gaged by the consumption of titanium dioxide (Ti02) for these purposes in 1954. Of a total of 440,000 short tons of Ti02 consumed in 1954, 95 percent of the total was consumed for pigments; 2 percent for welding-rod coatings; 1 percent for non-titanium-base alloys and carbide; and 2 percent for miscellaneous uses. The titanium-metal industry is in its infancy, but it has more than doubled its output every year from 1948 to 1954, reaching 5,370 short tons in 1954.

This study was designed to investigate roof falls in room-and-pillar drift coal mines and to determine geologic methods for predicting unstable roof conditions. The study area was located in Harlan County, Kentucky and the Bailey Creek (Harlan coal bed) and Highsplint (Darby coal bed) mines were selected for study. Correlations were made laterally between surface outcrops and within the mines using lithologic and trend analysis criteria. Lithologic criteria compared cyclic changes in roof strata. Results indicated that roof falls are associated with zones of weakness within or between five vertical cycles recognized. Abrupt lateral facies changes occur. In the Highsplint mine the roof was classified in four categories or conditions using 98 rib sections for control. Structure contour and isopach maps were used to project axial trends of the sandstone roof. A roof-fall zone was examined using ten NX cores taken from the roof and included lithologic, petrographic and clay mineral studies. At the Bailey Creek mine roof failure was caused by the heading direction being driven subparallel to paleochannel directions. Computer programs were used in trend analysis studies. Cross-bedding, paleo-channel trough axis and sole mark studies indicated a 350 discrepancy between surface and in-mine trough axes at Highsplint. A direct relationship between joint and "slip" frequency and direction with sandstone roll trends was found. Surface joints compared well with drainage Segments, hilt did not correlate with roof falls in areas of mines under overburden in excess of 600 feet.

A program to investigate the effects of hardened washers on the uniformity of roof bolt tension and the resulting ground control in an underground mine was carried out. The complete roof bolt installation and roof bolt loads, mine convergence, and bed separation were monitored for a period of five months. The results show no evidence to support or refute the theory that mechanical roof bolts offer better support when they are installed with a high uniformity of tension. Also shown is the fact that if the bolts are installed with a maximum deviation from the mean torque of ±15% the addition of hardened washers significantly improved the uniformity of the installed tensions in the roof bolts.

Minerals are vital to any industrialized civilization. Annually, the United States uses more than 4 billion tons of new mineral materials, or about 40,000 pounds per person-about half being mineral fuels and the other half metals and nonmetallics. Stable and economic domestic mining, mineral, metal, and mineral reclamation industries are essential to the economy. The value of United States energy and processed materials of mineral origin exceeds $200 billion annually. Although a number of minerals are imported, especially some designated as "strategic and critical," most U.S. mineral supplies are derived from the domestic mines and processing facilities that you will be seeing, reading about, and visiting as you use this visitor guide. We hope you enjoy your experiences. This pamphlet, a guide to mining and mineral operations that may be observed or visited and some other points of interest relating to minerals, is intended to aid tourists and students who are interested in mining. Some may wish to study our Nation's romantic past; others may plan to enter the minerals industry as a career; still others may have a primary interest in conservation practices. The pamphlet is also intended to aid State and local officials, Chambers of Commerce, and mining firms in answering some of the many questions of tourists and students.

The dedication of thin building, establishing a station of the U.S. Bureau of vines at the University of Alabama, bristles with significance and challenges the wisdom and courage of the people of this State. Here is united, in common aim, the Engineering School of our State University, recognized for its competency and usefulness, and the Federal Bureau of Mines. The Bureau is one of the most effective arms of our National Government. It outranks in accomplishment, measured by practical scientific contribution, any like governmental organization in all the other nations. It possesses none of the characteristics of many other bureaus of government which have created popular bias. Here is one Bureau devoid of political suggestion or aim with a personnel zealously devoted to labor in scientific re¬search - an organization marked by practical accomplishment, alleviating many of life's burdens, raking easier life's pathway, and unerringly pointing to life's possibilities.

"INTRODUCTION The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heat¬ing value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions./ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made.Analyses of the delivered coal and ""tipple"" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.The Government purchased approximately 5-1/2 million tons of coal in fiscal year 1951. In connection with these purchases, the Bureau analyzed 10,700 samples. These are published for the use of Government officials and the public. A series of publications s been completed on coal analyses by States, or, where production is small in any State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications contain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. This bulletin is the fourth in the series of petroleum bibliographies being published by the Bureau of Mines, the three preceding, Bulletins 149, 165, and 180, being compilations for the years 1915, 1916, and 1917, respectively. In this bulletin the same general plan has been followed in arranging the references, but a few changes and additions have been made in the classification, the more important changes being in the classes "Geology and Origin" and "Refining and Refineries." Dl1'ring the year German periodicals were not available, and, as in the bibliography for 1917, references to articles in foreign journals that were not available have been taken' from other sources and credit given to those sources.

(Measurements of stable isotopic variations (sulfur, carbon, and oxygen), supplemented by chemical, mineralogical, and petrographic analyses have been used to investigate the processes responsible for : (1) the incorporation of sulfur in coal, and (2) the (development of permineralized peat zones ("coal balls"). Sulfur isotopic results indicate that there are two principal sources of sulfur in the Pennsylvanian coals from the Illinois Basin: (1) "primary" sulfur assimilated by plants (low-sulfur coals), and (2) "secondary" sulfur produced by reactions involving H2S that was produced by the anaerobic reduction of sulfate in seawater which permeated the peat during post-depositional marine transgressions (the dominant source of sulfur in high-sulfur coals). Sulfur isotopic compositions of low-sulfur coals in Several Tertiary basins of Wyoming are consistent with a plant sulfur source. However, the inverse correlation between content and isotopic composition of sulfur observed in coals from the Powder River Basin suggest some "secondary" additions to these low-sulfur coals. Seveeral Quaternary (freshwater pears which were submerged by sea-Level rises during deglaciation over the past 30 ka have sulfur contents and isotopic compositions similar to high-sulfur coals. Carbon and oxygen isotopic compositions of calcareous coal balls from North America and Europe suggest that (1) the carbonate was derived from variable proportions of oxidized plant matter (typically predominant) and inorganic carbonate, and (2) the carbonate minerals were precipitated from fresh-to-brackish waters. Local geochemical and hydrological conditions were apparently more important than regional depositional environments in controlling the source of carbonate and the development of coal balls.
