This report is volume 1 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation, and ventilation. This volume of the final report contains a statement of the purpose and scope of work of the Grant, and provides an overview of the Master Design Simulator with a brief description of each subsystem. Also included is a discussion of several areas of application for the simulator.

Since its beginning, the occupation of coal mining has been considered hazardous. It is true that there are hazards inherent in mining, but it is believed that most of them, at least, can be guarded against. Moreover, many man-made hazards can be eliminated by officials and workers adopting safer practices. Notwithstanding the hazards in coal mining, the fatal accident rate in the United States has improved. During the, period from 1911, to 1941, inclusive, the fatal accident rate varied from 5.35 to 2.22 per million tons of coal. With many handicaps during the war period, 1942-45, such as the lack of experienced manpower. and the, employment of untrained men, the increased average age of workers, and the shortage of equipment and supplies, the industry s ill further reduced its accident rate, so that it ranged from 2.30 to 1.724/ deaths per millon tons of coal. During 1944, 684,000,000 tons of coal was produced with a rate of 1.91, and during 1945, 631,000,000 tons was produced with a rate of 1.724/ deaths per millon tons of coal. The accident rate for 1945 was the lowest for the industry since records have been compiled.

The Bureau of Mines has completed an underground degasification project in which an underground piping system was used to transport methane from the coalbed to the surface. In a la-month period four horizontal holes were drilled to an average depth of 1,450 feet. All four holes were surveyed vertically and azimuthally. In 991 days of degasification, 255 MMcf of gas was drained from the coalbed. The underground piping system proved to be a safe and effective means of transporting methane from the coalbed to the surface.

Refuge chambers may potentially save the lives of miners during a mine emergency. For this reason, it is crucial that miners know how to operate them. Unfortunately, because refuge chambers provide so many services, they can be very complicated and difficult to operate. Therefore, NIOSH has created this document with suggestions for developing manuals and educational materials. A multidisciplinary team comprised of NIOSH engineers, sociologists, psychologists, health communication professionals, and geologists developed the recommendations contained in this document. These recommendations are based on an evaluation of manufacturers? instruction manuals from both the U.S. and globally, interviews with over 20 mining and safety experts, and an extensive literature review. This research, focused on the best practices for refuge chambers, led to the formulation of this document. It is intended to offer suggestions to manufacturers and mine operators on how to create effective and easy-to-understand training manuals for miners as well as tips to create the most comfortable and usable refuge chambers. It should be noted that these recommendations are not meant to substitute for manufacturer-supplied materials but rather to be used in conjunction with manufacturer?s materials. Manufacturers should always be consulted for up-to-date information about their chamber. Although different states and different mines refer to underground refuges by different names, this guide will simply refer to underground refuges nearest to the face as refuge chambers, whether inflatable from a skid or constructed from steel. Other popular terms for refuge chambers are rescue chambers, rescue shelters, and refuge shelters. Refuges that are nearer to the shaft, whether a prefabricated refuge chamber or one built into a crosscut, will be referred to as outby refuges because of their location in the mine. Outby refuges can be permanent, semipermanent, or portable and are usually located at every other SCSR cache. Outby refuges are sometimes called hardened rooms, outby shelters, and in-place shelters. When discussing outby refuges and refuge chambers collectively, this guide will refer to them as underground refuges. Other terms for underground refuges include refuge alternatives, locations of safety, and safe havens. This document is designed to be read either cover to cover or by specific section. It is recommended that on first read, this guide be read cover to cover. In subsequent readings, manufacturers and mine operators may find it easier to use the table of contents page to locate specific information on parts of the refuge chamber.

This report reviews and summarizes information on prevention and suppression of dust in mining, tunneling, and quarrying published in the United States during the years 1958 through 1960. Unpublished pertinent data developed or assembled by the Bureau of Mines during this period also are included. Silicosis statistics reported by the U.S. Public Health Service indicate a sizable silicotic population in the United States and suggest a need for greater dust-control effort. A joint medical-environmental survey was begun by the U.S. Public Health Service and the Bureau of Mines to evaluate the magnitude of the silicosis problem in the metal mining industry in the United States.

This paper3/ is one of a limited series being prepared by the Bureau of Mines to supplement a more extensive series on mining and preparation methods in the various mining districts of the United States. It describes ventilation methods and practices at the anthracite collieries in the Northern field of the anthracite measures of Pennsylvania as obtained by personal inspections in twenty of the larger collieries during 1933 and 1934 and from supplementary information furnished then and later by operating officials. This field is one of the four major divisions - Northern, Eastern Middle, Western Middle, and Southern - into which the anthracite deposits of Pennsylvania are naturally divided, and constitutes, in plan, a slightly bowed lens, about 60 miles long, and that extends from Forest City on the north through Scranton, Pittston, Wilkes-Barre, and Nanticoke to Shickshinny on the south with a. maximum width of 6 miles. It is the oldest and largest producing field of the four, and has produced continuously from 1S09. The total anthracite production for the State reached a peak of about 100,000,000 tons a year in 1917, but in recent years production has averaged about 50,000,000 tons, of which somewhat over half comes from this Northern field. The operations of three of the largest producing organizations in the State are almost wholly included in this field, as well as about half of the operations of two others of the six largest producers, It comprises the first 14 of the 25 numerically designated anthracite State inspection districts.

[As a results of work conducted during the past three years, the Northwest Experiment Station of the Bureau of Mines, in cooperation with the University of Washington at Seattle, Washington, has developed a process for the production of sponge iron. Commercial operation of this process in a 3 to 4-ton scale has been so satisfactory that its use on a large scale (20 to 100 tons per day) can be safely considered. Description of Process. The process consists in passing a mixture of iron ore and coal through a rotating kiln heated at one end to a temperature sufficient to convert iron oxide to metallic iron, discharging, cooling, and separating the sponge iron from the residual coke and silicious material on a magnetic separator. Both the coal and the ore should be crushed to peso as 6-meth scream, tans producing particles finer then 1/12 of an inch. Seventy-five parts of coal or other carbonaceous material arc charged with every 100 parts of ore), This large amount of coal is required in order to supply sufficient carbon to maintain a strongly reducing atmosphere in the charge, but may be reduced to about 65 parts per 100 parts of ore by recovering and using tae carbon that remains in the discharge product. Large-scale operation and refinements in furnace design should lower this ratio to perhaps 56 or 60 parts of coal to 100 parts of ore.]

"Research on the control of exposure to respirable contaminants in mine atmospheres is conducted in five areas; 1) control of dust generation, 2) dilution, dispersion and collection of dust in mine airways, 3) characterization of dust particles, 4) interaction of dust and lungs, 5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The distribution of research findings to the mining industry, to government agencies, and to scientists at other universities is accomplished in several ways.A data bank of respirable dust samples displaying a wide range of characteristics (low volatile, medium volatile, high volatile, silica fireclay, rockdust) has been established by the Center. This data bank is being utilized by Center researchers in a suite of medical, scientific, and engineering tests (FIGURE 26).The Center has honored requests for educational and informational materials from several sources, including MSHA and CANMET who received information on Center generated software and used the Center's expertise in developing a computer program for particle distribution model (DISFIT).The Generic Mineral Technology Center for Respirable Dust has organized two dust conferences on respirable dust, the Coal Mine Dust Conference, held at West VirginiaUniversity, Morgantown, West Virginia from October 8-10, 1984 and Respirable Dust in the Mineral Industries: Health Effects, Characterization and Control, an international symposium on Respirable Dust in the Mineral Industries held at The Pennsylvania State University, University Park, Pennsylvania from October 14-16. 1986. These conferences were co-sponsored by the U.S. Bureau of Mines, Mine Safety and Health Administration, National Institute for Occupational Safety and Health (NIOSH), and the American Conference of Governmental Industrial Hygienists (ACGIH). On August 23-26, 1988, the VIIth International Pnuemoconioses Conference was held in Pittsburgh, Pennsylvania. While not a sponsor of this conference, researchers in the Generic Mineral Technology Center for Respirable Dust had significant participation with sixteen (16) papers presented (see Volume 8 of this series for abstracts and papers). These conferences provided a significant forum for the exchange of ideas on dust research and the interchange of research findings. The proceedings from these conferences are available from NTIS and ACGIH.In sum, significant benefits to mine worker health have resulted and should continue to result from the synergistic scientific, engineering, and medical research in respirable dust (FIGURE 27). As always, an important objective is the rapid dissemination of the results of this research to industry. Video tapes and the Bureau's Technology News series have been a very effective means of USBM technology transfer. This paper describing the mining methods of the Inspiration Consolidated Copper Co. is one of a series being prepared by the Bureau of Mines on mining methods and costs in various mining districts of the United States. The story of mining at Inspiration is of particular interest because, after 127,812,000 tons of low-grade copper ore were successfully mined, the mining method was changed from block caving to open-pit. As the open pit became deeper, many features of the former block-caving operation that were exposed elucidated concepts of the mechanics of caving that previously had been assumed but not observed. The conversion to open-pit mining was accomplished by unique combinations of equipment and the introduction of ingenious engineering and operating practices that have extended the expected life of the mine for many years.

The United States depends mainly on foreign imports, principally India, for an adequate supply of sheet mica suitable for its many uses in the electrical and electronics industries. Sheet mica has, in fact, played an indispensable role in developing these industries,4/ and, in turn, the products of these industries (radio, radar, electric motors, and many others) have become indispensable to the military forces. Because or these conditions, sheet mica in its better qualities long has been classified as a strategic and critical material, and from this stems the wide-spread interest in substitute materials of which synthetic mica is one potential type. The United States Departments of the Navy and the Army entered into a cooperative agreement with the Bureau of Mines in 1947 to study ways and means of synthe-sizing and growing mica crystals. This is one of a series of reports5/ that describe the results of this program.

Although it may be impracticable to adopt standard methods of safe working in all branches of mining, and although it may be impossible to establish a standard for each class of work at each mine, some of the iron-mining companies in the Lake Superior district have found that by adopting certain standard ways of performing certain of their operations they insure both more efficient and safer working conditions. Many companies have adopted the idea that the safe way of doing things is also the most efficient and economical way, and, through the medium of their safety conferences they are trying to find the safest way, and the most efficient way, of performing practically every operation about the mines. This activity will, undoubtedly, be continued at every operation which uses this method of doing safety work, because in the advance of industry changes must be made in the results required from time to time. A review of the safety standards and safety suggestions which have been arrived at by some of the companies in this the greatest iron-mining district in the world, will be of value to companies who are interested in improving the safety of their working conditions. So that attention may be directed to the methods in use, rather than to individual companies, all names have been omitted and companies are referred to only by letter.

[Experiments were conducted by the Bureau of Mines on five types of simuated lunar rock (dacite, tholeiitic basalt, vesicular basalt, pumice, and uluth Gabbro) to study the effects of various simulated lunar environments n their strength and deformational properties. Specimens were tested in an ltrahigh vacuum (UHV) system at pressures ranging from atmospheric down to 0-11 torr and at temperatures of -130°, 20°, and 135° C. All tests were onducted with a servocontrolled testing machine. Rock specimens tested at 0° C in UHV exhibited significantly higher compressive strength and Young's odulus than those tested at 20° C in atmospheric pressure. The magnitudes f increase are related to the porosities and permeabilities of the rock pecimens; high porosity and permeability allow better outgassing and thus nprove surface cleanliness in UHV. The compressive strength generally ncreases but Young's modulus decreases as test environments change from 20° C i UHV to 135° C in UHV. No significant difference was observed in the iysical properties measured at 20° C in LTV and -130° C in UHV. Anisotropy i strength and Young's modulus exist both in UHV and at atmospheric condi¬'.ons with the same symmetry pattern. The orientations of the principal axes iy, however, change from the atmospheric to UHV condition. The results idicate that rock fragmentation in lunar environment will require more ergy than that at 20° C in atomospheric pressure.]

This paper, describing the various mining methods and practices at Britannia mines, Britannia Beach, British Columbia, is one of a series covering mining practices, methods, and costs in the mining districts of the United States and Canada. The Britannia property has been operated continuously for 30 years, and in that time many diverse methods have been used in exploiting the various types of orebodies worked. Under normal conditions mining methods include surface gloryholes, shrinkage stoping, shrinkage with powder drifts for primary breaking, horizontal cut-and-fill, horizontal and inclined square-setting, and timbered and open rills, the three latter systems being combined with close filling. The Britannia method of mining, a large-scale retreating shrinkage system usually combined with powder drifts for primary breaking, has been developed and applied here very successfully. Each block of ground as developed is studied as a separate problem, and the mining method, or combination of methods best adapted to the work in hand is applied thereto. Operating at, capacity, the series of mines produces 7,000 tons of ore per day.

Australia was one of the world's principal producers of minerals and metals, and its minerals industry was a leading catalyst in promoting growth of the country. Australia was the world's largest producer of alumina, bauxite, diamond, ilmenite, monazite, opal, rutile, sapphire, and zircon. It was the premier exporter of alumina, coal, ilmenite, refined lead, monazite, rutile, and zircon, and was the second leading exporter of iron ore, after Brazil. Ranking behind China, the United States, the U.S.S.R., the German Democratic Republic, Poland, and the Federal Re-public of Germany, Australia was the seventh largest producer of coal (all grades) in the world. Australia was the fourth largest gold producer in 1988, after the Republic of South Africa, the Soviet Union, and the United States. It was the second largest producer of zinc, the third largest producer of nickel, the fourth largest producer of uranium, and the seventh largest producer of copper. 2 The country's mineral wealth was so extraordinary that it was virtually self-sufficient in most mineral commodities. Endowed with abundant resources of coal, natural gas, liquefied petroleum gas, and uranium, Australia was one of the few market economy countries that was a net exporter of mineral fuels. About 90% of Australia's consumption of crude oil was supplied by domestic production; this was expected to decline significantly about 1990, unless significant new oilfields were discovered.

This report contains the results of tests performed on three large diesel engines to determine their ability to meet selected criteria of the Mining Enforcement and Safety Administration Regulations for equipment used in gassy, non-coal mines. Study efforts were first directed toward determining the types of equipment expected to be used in underground oil shale mines. Three typical engines in the 800-1200 horsepower range were then selected for testing. Intake flame arresters, exhaust scrubbers, and water jacketed exhaust system were designed and built for each engine. During testing, each engine was evaluated for its gaseous emissions output, adequacy of the exhaust gas cooling system, ability to withstand internal explosions, and adequacy of the flame arresters. Surface temperatures of the engine and exhaust cooling system were determined under full load operation.

"INTRODUCTION During the course of research on the beneficiation of the Big Seam iron ores of Birmingham, Ala., an urgent need was felt for quick iron assays of grab samples for mill control. Since the gangue minerals in these ores - quartz, limestone, and clay - all have about the same specific gravity, the use of a specific-gravity method was anticipated as a means of measuring the iron content. The idea of estimating the composition of a mineral mixture by measuring its specific gravity is by no means new. However, the usual method of carry in out this idea proved unreliable when applied to the Big Seam ores. The usual rapid method of determining specific gravity consists of measuring the volume of a known weight of sample that has been dried at high temperature. The inadequacy of this method led to the development of the rapid, modified, specific-gravity determination described in this paper.This work- was an incidental development resulting from research on beneficiation of iron ores by the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama and ore producing companies of the Birmingham district."

Modern high-temperature metallurgical processes have created a demand for raw material for furnace parts and lining that not only will with-stand high temperatures is but will not react with the substance being melted in the furnace. The Bureau of Mines investigated preheating of continuously fed, fragmented ferrous scrap charges by furnace offgases and utilizing substitutes for imported fluorspar to condition electric steelmaking slags. Three types of continuous scrap charging procedures were investigated to determine electrical energy consumption in a I-st (short ton) electric arc furnace. Cold and preheated scrap charges were continuously fed at rates averaging 37.5 and 43.7lb/min, respectively. The feed rate varied appreciably from test to test owing to hangup of the scrap in the charge bin. Approximately 7 pct less electrical energy was consumed in melting scrap preheated to 8400 to 1,1100 F by furnace off-gases than in melting cold scrap. Overall energy consumptions were 888 kW'h/st for cold scrap, 829 kW'h/st for preheated scrap" and 637 kW'h/st for conventional backcharged scrap. Stack gases from scrap preheating averaged 1200 F and a flow rate of 1,615 scfm compared with 2200 F and 1,302 sefm for cold-charged scrap. Slag conditioners tested included synthetic fluorspar, boric acid, hydroboracite, used aluminum potlining wastes and aluminum anode tailing wastes, and Sorelflux B. The boron-containing conditioners fluidized the slags the best, followed in order by the conditioners containing fluorine and titanium.

The Bureau of Mines conducted research to determine the relationship between cur-rent load and temperature rises in coal mine trailing cables. Six low-voltage, unshielded, portable power cables were continuously and intermittently loaded with direct current of various magnitudes. Temperature rises within and on the cables were measured with thermocouples, and the data were recorded with a computer. Thermal time constants were calculated, which fixed the periods of the duty-cycle tests. Relationships between average temperature at the conductor-insulation interface and current load were established. The steady-state and intermittent currents that produce a 90° C average conductor-insulation temperature were then determined. Comparisons with Insulated Cable Engineers Association (ICE A) steady-state ratings revealed that 10 to 25 pct more current than recommended ICEA ampacities is required to reach rated insulation temperature. Examination of the maximum intermittent temperatures attained showed that autoignition of coal dust and burn injuries to personnel handling the cable would not be concerns if the temperature at the conductor-insulation interface averaged 90° C.
