The countries of Asia and the Pacific, with their large mineral resource base, are significant suppliers of a wide variety of minerals to both regional and world markets. Australia, China, and India dominate the commercial mineral exploitation in the region. Australia has known reserves of major minerals, which are adequate for both domestic demand, and for exports, and is a significant producer of bauxite; copper; diamond; gold; iron ore; lead; manganese; mineral sands (titaniferrous minerals, monazite, and zircon); nickel; salt; silver; tin; uranium; and zinc. China is the world leader in proven reserves of antimony, barite, ilmenite (titanium), magnesite (magnesium), molybdenum, rare earths, and tungsten. China also has large resources of low-grade iron ore and significant resources of other mineral commodities, such as coal, based on its production and export capabilities. India has significant resources of bauxite, barite, graphite, iron ore, and mineral sands.

In 1981 and 1985-1986, the Bureau of Mines conducted orientation studies of marine placer platinum-group metals (PGM). PGM are derived from the Goodnews Bay ultramafic complex and magnetic surveys show that the complex extends offshore at least four mi. The present seafloor was an emergent foreland as recently as 8000 years ago. High-energy ocean processes are transporting and depositing sediment such that PGM-bearing materials are reworked and later masked by barren littoral drift. Exploration targets include 1) placers formed since present transgression began, and 2) ancient marine and drowned fluvial deposits. Additionally, there is evidence of PGM solution transport and accretion. At least minor values of PGM in Recent lag-type placers and possible submarine strands are concentrated along an offshore scarp incised through glacial deposits into the preglacial surface between Flat Cape and Red Mountain. Other Recent PGM-bearing features include Flat Cape shoal, Chagvan Bay, Salmon River delta, and modern beaches. Ancient placers include possible N-S fluvial systems 2 to 3 mi offshore, a nearshore scarp 50 ft below sea level, and strands adjacent to projected ultramafic bedrock slopes. The existance of ancient placers is dependent on depth of glacial erosion. SEM studies show PGM are principally isoferroplatinum and osmiridium, with minor sperrylite, moncheite, and platiniridium. Gold is a co-product, and concentrates comprise chromite, ilmenite, and magnetite. Beneficiation tests successfully concentrated precious metals from natural blacksand accumulations, but failed to concentrate low-grade lag gravels.

Coking time was investigated as a function of coal properties, carbonization parameters, and the interactions between these variables. The results indicate that coal properties and carbonization conditions interact to influence the coking time, and these interactions may be determined quantitatively. Prediction equations were developed and used to simulate the effects of bulk density, flue temperature, and oven width on coking times for coals having a wide range of properties. The data presented provide additional information on the carbonization process to permit the coke oven operator to maintain closer control of coke production and coke uniformity.

The Bureau of Mines investigated the availability of lead and zinc from 104 domestic mines and deposits. Fourteen primary lead and fifty-three primary zinc operations with in situ demonstrated resources containing 27.3 million metric tons (t) of lead and 53 million t of zinc were subsequently evaluated. Potentially 17.5 million t of lead and 2.4 million t of byproduct zinc could be recovered from 14 primary lead operations. Economic evaluations performed in constant January 1982 dollars determined a long-run total cost per pound of recoverable commodity. Including a 15-pct discounted-cash-flow rate of return (DCFROR), 59 pct of primary lead was potentially available at or below $0.32 per pound of lead. Potentially 40 million t of zinc and 5.6 million t of byproduct lead could be recovered from 53 primary zinc operations. Ninety percent of the recoverable zinc is potentially available from currently nonproducing mines and deposits, and a weighted average of their long-run total costs was determined at $0.98 per pound of zinc. At a breakeven (0-pct) DCFROR, these non producing operations had a weighted average long-run total cost of $0.58 per pound of zinc. Sensitivity analyses illustrated that operations that recover byproducts were most sensitive to fluctuating metal prices, producing operations were more sensitive to increased smelter treatment charges, and nonproducing operations were impacted most by the DCFROR.

Researchers at the U. S. Bureau of Mines conducted investigations to evaluate the potential for ground water contamination by mine waste used as backfill. Samples of cemented waste backfill and water discharging from drillholes and seeps were collected to use in chemical analyses and laboratory tests to determine the physical and chemical factors that control release of heavy metals to ground water. Greater water retention by cemented backfill (as compared to uncemented sandfill) reduces the surface area exposed to oxidation, which in turn reduces the amount of acid produced. The acid is neutralized by the cement and minerals contained in the backfill. The grain-size distribution of tailings used for backfill affects the structural integrity of cemented backfill under attack by acidic water; breakdown of the backfill structure releases neutralizing materials faster. Backfilled stopes in rock with low hydraulic conductivities will constitute preferential flow paths after mine flooding; however, the rate of flow through backfill will be much slower than when the stope is partially saturated during mine operation. Considering all factors, acid generation and release of metal ions from cemented backfill should be less than in uncemented sandfill.

"The town of Monson in Piscutaquis County, Maine is the, center of an important site industry. Monson slate has a nation-wide reputation, particularly for electrical switch boards, and the deposits have been worked for the manufacture of such products for many years. Open-pit quarrying is the method most commonly employed in obtaining slate. Underground methods have been used in the Peaon Bottom district near Delta, Pennsylvania, but the quarries that were thus operated are now abandoned. Underground methods have been used more extensively in foreign countries, the most famous example being the slate mines at Angers in France, where an over-head stoping method has been employed successfully for many it is only under special conditions that underground methods can be successfully used. If the deposit is wide and relatively thin, or if the material is too unsound to constitute a safe roof, open-pit methods must be used, for slate is too low-priced a commodity to justify the heavy expense of any timbering methods. It is only where the deposit is relatively narrow, of great depth, and sufficiently sound to afford a strong roof that ordinary mining may be employed.The best slate beds in two of the three quarries operated at Monson are no worked by underground methods. The chief bed worked by the Portland Monson Slate Co. is 10 feet thick, stands vertical and strikes N. 63º F. The slaty cleavage is vertical and crosses the strike of the beds at an angle of 5 to 10°. The grain or second direction of splitting is vertical and perpendicular to the cleavage. In addition to the 10-foot bed, to 2-foot beds and one 5-foot bed are available but are not now utilized. In the Monson Maine Slate Co. quarry (the old Pond quarry),a greater number of beds available, but at present quarrying is confined to a single bed about 9 feet thick which dips 30º S.E. and strikes N. 47ºF. The slaty cleavage is vertical and strides N. 45º F., while the grain strikes N. 45-50º W. and is also vertical."

Under an approved remining program, mine operators can remine abandoned coal mines without assuming legal responsibility for treatment of the previously degraded water, as long as the discharging waters are not further degraded and other regulatory requirements are satisfied. A U.S. Bureau of Mines review of 105 remining permits in Pennsylvania indicates that remining results in substantial reclamation of abandoned mine lands, utilization of significant quantities of coal, and reduction of contaminant loads (acidity and iron) from degraded mine drainage discharges. Normality tests performed on the water quality and flow data indicate generally nonnormal distributions and extreme right-skewness, tending toward lower values. The water quality of underground coal mines was observed to be more highly degraded in terms of acidity, iron, and sulfate than that of surface coal mines. The optimum baseline sampling scenario is 12 months in duration at a frequency of one sample per month. Analysis of water quality and flow rates before and after remining indicates that a majority of the mines exhibited either no change or a significant decrease in pollution rate because of remining. The discharge flow rate was the dominant controlling factor when the post-remining contaminant load was significantly better or worse than the baseline (pre-remining) load.

Since the organization of the Federal Bureau of Mines, part of the duties of the field men of the Safety Division has been to teach those connected with the minerals industries how to render the proper assistance to an injured worker between the time of the accident and the time when the injured receives medical attention--in other words, "first aid to the injured." For a number of years after the training was introduced, the response of mine officials and workers was very slow. Many times Bureau instructors devoted at least a week to training 5 to 15 or a few more men. However, in recent years since the companies and the Bureau of Mines have had an opportunity to study the results of first aid training, it has been found that in addition to taking care of an injured worker after an accident and thereby greatly reducing the severity rate, the tendency is for the majority of those who take the training to be more careful in their work, or to be more "safety conscious."

In support of its objective to improve mine safety, the Bureau of Mines has searched for better materials and systems to anchor roof bolts. TIlis report describes a study on the effects of mine waters upon accelerated gypsum, one of the materials under consideration. The accelerated gypsuw dissolved at an appreciable rate relative to an assumed 10-yr life span of a roof bolt. Surface orientation, initial ion concentration of a dissolving solution, and flow rate of the solu-tion had substantial effects on the dissolution rate. Factors such as water-cement ratio, accelerator content, wax capsule additions to the gypsum in cartridge-installed bolts, surface area, temperature, and curing duration had little effect. In an actual roof-bolt environment, dissolution will occur in static solutions to the solubility limit of gypsum (~2 giL) and cease, result-ing in minimal damage; but in flows of unsaturated solution as slow as 1 L per month, a loss of up to 10 pct will occur in 2 yr. Since miners cannot readily measure the flow or ion concentration of static-appearing water at every roof-bolt site, all such water must be assumed to be pure and flowing. It is recommended that gypsum-bonded roof bolts be confined to dry roofs only.

No complete work on explosives, their constitution and analysis, has hitherto been published. Several books that contain chapte.r;s on analysis do not cover the matter thoroughly. Methods tha;t, manu~ facturers, testing stations, and other . agencies have developed to meet their own requirements have not been made public. The Bureau of Mines has issued four publications 1 - cov:eri:ng special phases of the subject. This bulletin. is not inte.nded to replace those reports, but rather to cover present methods employed 'in the , industry and to include all classes of explosives and the materials used in their manufacture. No sharp distinctions can be drawn between classes of explosives. . Surplus military explosives, for example, may be used for blasting, just as blasting explosives, under some conditions, may be employed for military purposes. Moreover, one class gradually merges into another because of similarity in composition. Explosives are here grouped as dynamites, black powders, propellants, detonators, and primers. Some materials are used in practically all these groups ; others in only one. To discuss all the materials that have been or that may be used and the methods for their identification and quantitative determination is not feasible, but the methods described will probably suggest ways of examining new mixtures.

This Bureau of Mines publication contains routine analyses and related source data for 495 natural gas samples from 21 States and three foreign countries. Of this total, 376 samples were collected during calendar year 1968. The remaining 119 analyses are of samples collected during previous years, but releases granting permission to publish the results Here not received until 1968. All samples were collected as a part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917 and in late 1965 was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 576.4 Ten previous publications have presented results of 8,165 gas analyses made by the Bureau of Hines Helium Activity prior to 1968. "INTRODUCTION As virtually no published data are available on the sintering of fine, minus-100-mesh, ferrograde manganese ores, it is most opportune to present data on the amenability of various fine ores and mill products to the sintering process. These data cover the sintering or nodulizing of finely crushed, high-grade pyrolusite and rhodochrosite ores, sintering of manganese carbonate flotation concentrate, sintering or nodulizing the calcine from the deleading of a manganese oxide flotation concentrate, and sintering the calcines made in a Herreshoff furnace from the treatment of manganese sulfate products.If finely sized products are to be smelted in the present electric or blast ferromanganese furnaces, they must be sintered or nodulized. The only specification as to the size of the sintered or nodulized product is that it must pass a 6-inch screen and not contain over 1t-1/2 percent minus 20-mesh material. The minimum-maximum size has not been established. Undoubtedly this opti mum size will be set by the ferromanganese industry when ample quantities of manganese oxide sinters have been smelted."

The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. Methane emissions from the active face areas and from the fractured formations overlying the mined coalbed can affect safety and productivity in longwall mines. Since ventilation alone may not be sufficient to control the methane levels on a longwall operation, gob vent boreholes (GVB), horizontal and vertical drainage boreholes, and their combinations are drilled and used as supplementary methane control measures in many mines. However, in most cases, the types of degasification wellbores chosen are decided based on previous experiences without analyzing the different factors that may affect this decision. This study describes the development of an expert classification system used as a decision tool. It was built using a multilayer perceptron (MLP) type artificial neural network (ANN) structure. The ANN was trained using different geographical locations, longwall operation parameters, and coalbed characteristics as input and was tested to classify the output into four different selections, which are actual degasification designs that US longwall mines utilize. The ANN network selected no degasification, GVB, horizontal and GVB, and horizontal, vertical and GVB options with high accuracy. The results suggest that the model can be used as a decision tool for degasification system selection using site- and mine-specific conditions. Such a model can also be used as a screening tool to decide which degasification design should be investigated in detail with more complex numerical techniques.

From July 1, 1949, to July 1, 1950, the Bureau of Mines conducted the research and technologic work on coal and coal products that is summarized in this report. The research, described in this fifteenth of a series of resumes, is presented in more detail in publications (see footnote references) that appeared during the fiscal year, though in some cases research data are given that have not been published elsewhere. Results of research in the experimental coal mine, on explosives, and on gas and dust explosions will be found in Bureau of Mines Report of Investigations 4228, Annual Report of Research and Technologic Work on Explosives, Explosions, and Flames, Fiscal Year 1950. An over-all view of our coal, oil, end natural-gas reserves was presented, and the future possibilities for the, production of synthetic liquid fuels from coal were delineated.3/

No noticeable international economic recovery occurred during the first half of 1982. Industrial production continued to fall in the United States, Canada and Italy and to hold steady in France. Modest increases in production occurred in Japan, England and Germany, although some decline took place from March to April. The U.S. mining industry has been more severely affected by the world recession than the U.S. economy. This is not immediately obvious when comparing the U.S. mining industrial production index from 1981 to 1982, which decreased 8.5 percent, as compared to a 7.1 percent decline for total domestic industries. However, "mining" industry statistics in the U.S. national economic accounting system include petroleum and natural gas as well as minerals. When metal mining is isolated, the decrease in production from 1981 to 1982 is 19.3 percent. If metal mining production continues to perform at the same rate during the third and fourth quarters of 1982 as during the first half of the year, declines from 1981 levels will be quite severe. Aluminum will have declined 22 percent, copper 18 percent, iron ore 24 percent, lead 3 percent, steel 29 percent, titanium 2 percent and zinc 25 percent.

In overall aggregate, the world's mineral industry in 1987 experienced a more satisfactory year than in 1986, at least insofar as its performance could be assessed from traditional statistical indicators. Production, trade and consumption seemingly advanced in the case of the majority of commodities, and prices for a number of commodities advanced. It was by no means certain, however, whether 1987 investment in mineral industry ventures would top the levels of 1986, when, in the case of petroleum industry investment expenditures there had been a sharp decline, this in contrast to evidences of a slight upturn in steel industry investment. World crude mineral output value was estimated at more than $1,084 billion, and the value added by minerals industry processing of this material probably raised the total value of the industry's production from primary materials to more than $2,600 billion constant 1983 dollars. Less easy too assess was the value of mineral commodities moving in international trade, but with a resurgence in oil prices from the 1986 levels, an increase above the 1986 $500 billion mark seemed assured. There are no comprehensive aggregate statistics on mineral consumption comparable to those on production and trade, but quantitative growth recorded for most major commodities suggested a favorable trend, particularly when coupled with a general (though by no means universal) upturn in unit prices.

The value of mineral production in-creased 13% in 1977. Nearly all commodities registered an increase in production and value, continuing a trend that started in 1976. In addition, practically all commodities registered an increase in unit value. Alabama led the Nation in the production of crushed marble, was second in bauxite and scrap mica third in kaolin and oyster shell, and fourth in bentonite, dimension marble, and fire clay.

The distribution of stress adjacent to each of 25 mine openings was determined by the borehole stress-relief method in the FMC Corp. Westvaco trona mine at Westvaco, Wyo. The purpose of the stress determinations was twofold: First, to study the effect on these distributions of various factors such as opening shape, stress level, and loading history; and second, to estimate the distribution of stresses adjacent to extensive high-extraction (85 to 100 percent) areas. Stress distributions in areas of low average stress correspond closely to the theoretical distributions based on elastic theory. However, in areas of high average stress, the stress distributions are of a type associated with plastic failure. The stresses adjacent to a mined-out area supported by remnant pillars were significantly higher than the stresses adjacent to another area in which the remnant pillars were removed.
