The past full year of war has increased greatly the demand for virtually all kinds of fuel, and the Bureau of Mines research and service facilities have been extended to meet these unprecedented requirements. Liquid fuels, such as aviation and motor gasolines, are fundamental to modern warfare. Bituminous coal and anthracite are needed, not only to servo the expanded industrial program for which coal normally is used but also to replace natural gas, wherever possible, and fuel oil in the Eastern States, New England, and the Pacific Northwest. Railroad transportation with energy derived from coal is replacing much of the motor-vehicle transportation that has been stopped or curtailed to conserve rubber. Pulverized coal hoe been sound to be a satisfactory and cheaper substitute for fuel oil in metallurgical heating furnaces. Celloidal fuel - a mixture of coal dust and oil - may offer a partial substitution for curtain coal-burning equipment. Several industrial experiments have been made with this type of fuel. The expansion of the steel industry in connection with the war program has required a corresponding increase in the production of metallurgical coke and its associated byproducts - light oil, tar, ammonium sulfate, and surplus gas. If the war is of long duration and new reserves of petroleum are not discovered, wartime trends from fuel oil to coal probably will not be reversed.

The need for elemental-analysis information on coal mine dust for use in health and safety research prompted this study by the Bureau of Mines. Neutron-activation and X-ray fluorescent techniques were used to obtain five-element analysis (silicon, aluminum, iron, calcium, and magnesium) on 444 samples from 68 coal mines in 10 States. From these analyses, the average composition of the dust in coal mines was determined. The contribution of the primary dusting material (limestone dust) to the makeup of coal mines was shown. Regional differences in mine-dust composition were indicated.

Every few weeks United States newspapers of 25 or 30 years age ran scare-heads telling of some mine disaster, which was a first-page attraction for a day or two and then was forgotton until another disaster occurred a few weeks later. Interspersed with these disasters were the so-called sniping mine accidents, causing the death of one or two mine workers. The summation of all types of mine fatalities usually exceeded 3,000 a year. In the period 1906-10, inclusive, there wore 84 major explosion disasters (or about 17 per year) in united States coal mines; the fatalities resulting from those disasters numbered 2,388 for the 5-year period. These frightful catastrophies helped to cause the total number of fatalities in our coal mines for the 5 years (including the fatalities from major explosions) to reach the enormous total of 13,288, an average of 2,658 per year. In addition, some hundreds of other typos of mining accidents swelled the annual fatality list to upwards of 3,000. This admittedly deplorable condition created so much Nation-wide comment that Congress was impressed with the necessity of having something done by the Federal Government with a view to trying to halt at least sonic of the excessive loss of life in our mines; in consequence, the Bureau of Mines was created and began to function in July 1910.

An important activity of the Safety Division of the Bureau of Mines , in its efforts to reduce accidents , is the safety inspection of mines . Inspections are made at the request of the operators and are not connected with the inspections by the various State departments of mines . The operating management is furnished with a confidential report of the results of the Bureau's inspections , with recommendations for elimination of the hazards found . These mine - safety inspections include a study of mining practices , conditions , and equipment and in some cases the sampling and analysis of mine air and coal dust . The Bureau of Mines has no regulatory powers , therefore the recommendations made in these reports are merely suggestions , and operators are not required to adopt them . Mine inspections are a check on safety standards , methods , and practices and are essential to any accident -prevention program . A foreman or superintendent may be sincere in his efforts to operate a mine safely and believe that he has done everything possible to attain this end . However , experience has shown that because of his familiarity with the mine and the consequent " nearness " of its various features many unsafe conditions may be , and in most cases are , overlooked ; an inspector , particularly an outsider who is trained to look for hazards , can point out the unsafe conditions overlooked by the foreman or superintendent . Some companies employ safety engineers who make regular inspections of their mines , report substandard conditions and hazards found , and make recommendations for correcting them . Unless these recommendations are carried out the inspections have little value . In making recommendations , due consideration should be given to the feasibility of carrying them out ; the management may and very often does consider a recommendation impracticable because of the

Domestic nickel resources are costed to develop a contingency supply curve of U.S. nickel availability at various costs. It is estimated that 4.3 billion pounds of nickel is potentially recoverable from 698 million tons of ore at prices ranging up to $6.36 per pound of nickel. Over 95 percent of the total is estimated to be available at a price of less than $4.00 per pound.

Geologically, the Williston Basin is a large structural depression of sedimentary rock in Montana, North Dakota, and South Dakota and Manitoba and Saskatchewan, Canada. The approximate It-mite of the basin are shown on figure 1; it is roughly circular with a diameter of about 400 miles and contains approximately 120,000 square miles. Although the petroleum potentialities in this area had long been recognized, it had not been vigorously prospected by the petroleum industry because of its geographic location, rigorous winters, depths to possibly productive zones, difficult geological problems, and the fact that more seemingly favorable areas were available for prospecting. With the discovery of oil near Edmonton, Alberta, in the prolific Devonian reefs, an incentive was given to explore for oil in the southeast extension of the same sedimentary trough, the Williston Basin. The Virden field discovery in southwestern Manitoba in January 1951 was a direct result of this southeastward movement. Discovery of this shallow field was followed soon after by discovery of' deep production on the Nesson anticline in North Dakota at Clarence Iverson No. 1 well. North Dakota then became the twenty-seventh petroleum-producing State.

A Bureau of Mines procedure was developed for the analysis of volatile matter in airborne coal dust-rock dust mixtures prior to, and resulting from, coal mine fires and explosions. Dust in the 10-to 20-mg weight range can be analyzed. Volatile matter is determined by a greatly scaled-down version of the empirical macro-scale method used by the Bureau. The alkaline earth carbonates in the rock dust are dissolved in acid prior to the volatile matter determination of the residue, and the rock dust content is calculated from the analysis of calcium and magnesium by atomic absorption.

"PURPOSE OF REPORTFatalities from falls of roof and coal are responsible for the death of more than 1,000 miners annually in the bituminous coal mines of the United States or practically one—half of the total fatalities in and about these mines. The men are killed by falls singly or in small groups and little or no publicity is given these accidents as they lack the spectacular features of gas and dust explosions. As a result, the public and even the miners have the impression that accidents from falls of roof and coal are just one of the unavoidable hazards of the coal—mining industry. This belief is not true. Accidents caused by falls can be avoided largely by the application of sound engineering principles, by education, and by proper leadership in the industry, just as gas and dust explosions and accidents caused by explosives have been reduced in recent years.The necessity for studying falls of roof and coal becomes apparent by referring to the following data from a table by Adams and Chenoweth:3"

These proceedings consist of an overview of the in situ mining research currently being carried out by the Bureau of Mines. The following papers emphasize two general aspects of the in situ mining method: the environment and productivity. Both areas are extremely important, particularly because in situ leach mining is a relatively new mining method from a commercial point of view. Topics covered include the restoration of ground water, the selection of lixiviants, in situ mining of commodities other than uranium, in situ mining costs, the application of resistance measurements to in situ mining, an acid leach mining case history, and the use of branched boreholes for in situ mining. A bibliography of Bureau of Mines publications on in situ mining is appended.

Data on the occident experience of the pebble-phosphate industry in Florida for 1937 and 1938 are combined in this report with statistics for the 7-year period 1930-36, inclusive, which were published in Information Circulars 69174/ and 69685/. The periodic publication of such data enables the pebble-phosphate industry, as well as other industries, to consider relative hazards, compare experience, and thereby help to prevent accidents. Gypsum is a form of hydrated calcium sulfate (CaS04.2H20) which is widely distributed over the earth's surface. The two varieties worked commercially are rock gypsum and incite. Rock gypsum, the variety commonly mined for commercial purposes, is a relatively soft mineral having a specific gravity of about 2.3 and weighing about 150 pounds per cubic foot. The chief producing States are New York, Michigan, and Iowa. Before being used the crude gypsum is ground and generally calcined. The predominant use of gypsum is for building purposes (the manufacture of plaster), for which calcined gypsum is required. Gypsum is also used as a retarder in Portland cement, as fertilizer, and for other purposes. GYPSUM MINING Crude gypsum is mined by two methods - underground and open-pit. Although the use of the former method predominates, open-pit mining increased in relative importance during the early twenties and contributed about two-fifths of the output during the period 1925-38.

Alabama probably has the most extensive deposits of high-grade flake graphite in the United States and was the largest producer during World War I. Therefore, with the outbreak of World War II, users of flake graphite turned again to Alabama to supply their requirements. Flake graphite is the most important ingredient contained in graphite crucibles used in melting crucible steel and special alloys essential for war purposes. Early in World War II the Army and Navy placed flake graphite on the list of critical war materials. During World War I, when the supply of Ceylon graphite (then in demand) was cut off, large quantities of flake graphite were produced in Alabama, and about 40 mills were built. Most of these were abandoned after the war when imports of the cheaper Madagascar flake (which gradually replaced Ceylon graphite) began to reach this country. With the beginning of World War II, the Madagascar supply was cut off', and consumers were again compelled to look to domestic sources for their supplies. They found only one small mill in operation, that of the Ceylon Graphite Co. in Coosa County, Ala. The Bureau of Mines made a preliminary examination of the Alabama flake graphite deposits in 1940. Samples were taken and tested at the Southern Experiment Station at Tuscaloosa.

The number of completed petroleum refineries in the United States continued to decline in 1937 , but the total capacity to process crude oil continued to increase . These facts were ascertained in the Bureau's annual canvass of refinery capacity as of January 1 , 1938 . Several important changes were made in the census questionnaire for January 1 , 1938 . First , the basis of reckoning cracking capacity was changed from cracking stock charged to cracked gasoline produced . Although this is a definite improvement , in that it is no longer necessary to consider the yield , it is unfortunate that the data for January 1 , 1938 cannot be compared with cracking - capacity statistics since 1925. Other changes or additions included separating capacity at operating plants into that actually operating and that closed down ; collecting data on capacity added or retired during the previous year ; breaking down idle capacity according to physical status ; and separating new capacity into that built for replacement and that built to augment existing capacity . Prior to January 1 , 1938 , the total capacity of an operating plant was listed as " operating " even though some stills might have been closed down ; furthermore , the only capacity reported as being under construction was that of new plants that were being built on January 1. To make the statistics clear , the totals for the United States as of January 1 , 1938 , are given on both the old and the new bases . On January 1 , 1938 , there were 551 completed plants compared with 572 the previous year . Ten new plants were under construction on that date compared with 11 the year before . The greatest number of completed plants recorded was 632 on January 1 , 1936 ; since then , competitive conditions , particularly in the East Texas field , have been instrumental in reducing the number of small independent plants . The total crude- oil capacity of the completed refineries on January 1 , 1938 , was 4,351,151 barrels , of which 3,970 , 196 barrels ( 91 percent ) represented the capacity in actual operation and 380,955 barrels ( 9 percent ) was shut down . The " shut -down " capacity ( 199,875 barrels on the old basis ) was the lowest since pre- depression days , chiefly because numerous idle East Texas plants were removed from the list . The new method of compiling the statistics sheds considerable light on excess crudeoil capacity , which has been the subject of considerable speculation in recent years . The highest daily average crude runs to stills reached in this country was about 3,460,000 barrels in September 1937. At that time , the total crude - oil capacity was about 3,925,000 barrels . The demand for aluminum for military use during World War II called for an expansion of aluminum production in the United States A large part of the bauxite (the normal ore of aluminum) consumed in this county comes from Netherlands Guiana, South America. During the war, enemy activities were at times a serious threat to the flow of bauxite to the United States. The need for aluminum. stimulated the investigation of domestic deposits of bauxite and emphasized the wisdom of studying other aluminous materials, such as high-alumina and diaspore clays, to determine their possible use as aluminum ores. The occurrence in Pennsylvania of high-alumina flint clays and nodular diaspore clays has been known for many years. Several companies are mining these high-alumina, low-iron (less than 3 percent Fe2O3) clays and using them for the manufacture of refractory brick. Most of the production has come from Clearfield County, but clay deposits arc known also in Cambria, Centre, Clarion, Clinton, Indiana, Jefferson, Somerset, and Westmoreland, Counties.

Appendix A is an abridged extract of the report prepared by the Geotechnical and Structural Engineering Society of Idaho, and presents the results of their one-year study to evaluate the feasibility of disposing mill tailings by landfill construction. Appendix B describes the field and laboratory testing program completed by RDM to assess the effectiveness of a soil (slimes) liner as a means of seepage control to reduce the introduction of contaminants into the local ground water regime. Appendix C presents a summary of a thesis by Lawrence Martin on the analysis of the acid production potential of mill tailings, and the results of geotechnical testing of mill tailings completed by ROM. Appendix D describes potential landfill sites identified within the study area, the development of these sites to meet the present needs of the mining industry and the future requirements of the community is described. Appendix E summarizes the main legislation impacting on tailings disposal. Appendix F discusses the environmental and socio-economic factors that should be considered.

As a part of the United States Department of the Interior program for developing natural resources in Alaska, the Bureau of Mines studied the tin-bearing gold-placer deposits in the Tofty area of the Hot Springs district in central Alaska. The principal objective of the Bureau's work was to obtain facts about the extent and character of the placer deposits (including tailing) to indicate the economic or strategic tin-production potential of the Tofty "tin belt." A secondary objective was to determine (if possible) the bedrock Source of the cassiterite and other minerals found in the placer deposits. The placer phase of the work was begun in July 1954 and was continued during the 1955 and 1956 field seasons. Extensions to, and connections between, known placer channels were sought by 82 churn-drill holes. The Bureau drilling did not expand the placer deposits beyond the limits established by drift-mining operations and by previous drilling done by private concerns.

The magnetic susceptibility, the geographical source, and associated minerals are given for 44 copper-, 26 lead-, and 19 zinc-bearing minerals. Of the 44 copper minerals/ all had a susceptibility of less than 15 X 10-6 cgs, and about 20 percent of them were diamagnetic. Of the 26 lead minerals, all had a susceptibility of less than 11 X 10-5 cgs, and almost half of them were diamagnetic. And, of the 19 zinc minerals, all except four had a susceptibility of less than 9 X 10-6 cgs, and about one-fourth of them were diamagnetic.

This paper is one of a series being prepared by the Bureau of Mines describing; gypsum mining and crushing methods and costs at various operations throughout the, United States. These papers are designed to dissemminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that publication of total production costs may in many instances cause embarrassment to the individual operator as well as to the industry as a whole; on the other hand, operating costs are essential to the technical discussion and. study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulation shall ensue. The following report deals specifically with the mining and primary crushing methods employed at the plant of the Ebsary Gypsum Co., Inc., Wheatland, Monroe County, N. Y. This company is capable of maintaining a maximum yearly production of 220,000 tons of crushed gypsum, thereby ranking as one of the largest gypsum operators of the State. The methods and practices employed typify the standard methods followed by gypsum producers in western Now York State, The bed of gypsum mined lies only 35 feet beneath the surface and is above average thickness for this vicinity.
