In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The exchange of oxygen between carbon dioxide and carbon monoxide that occurs reversibly on carbon surfaces was studied at temperatures of 750° to 850°C and a pressure of 1 atmosphere. Carbon-14 was used to detect and measure the exchange reaction. The extent of oxygen exchange was a linear function of com- position of the gas mixture, and this relationship was used to evaluate the forward and backward rate constants of the reaction. Equilibrium constants, directly determined for oxygen exchange in this study, agreed well with values in the literature that were derived only by indirect procedures. This result establishes the validity of oxygen exchange in the mechanism of carbon gasification by CO2. Rates of carbon gasification were less than an order of magnitude slower than rates of oxygen exchange. Activation energies for these two processes were 58 and 53 kcal/mole, respectively. The closeness in the activation energies argues against any change in the rate-controlling step over a wide temperature span at atmospheric pressure. The role of CO as a retardant on the CO2-C reaction, and the nature of the carbon-oxygen complex are also discussed in view of the data obtained.

"INTRODUCTION This is the third report of investigations by the Bureau of Mines in cooperation with industry to establish the value of electrolytic manganese in the manufacture of ferrous and nonferrous alloys. The manganese was produced by the Bureau at its Boulder City pilot plant from domestic ores and by the process developed by it. 4/ The work was done under the direction of R.S. Dean, assistant director, Bureau of Mines, and R. G. Knickerbocker, chief, metallurgical branch. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steels 5/ and the second with its use in acid electric or open-hearth low- and medium-carbon steel castings. 6/The present report treats of the use of electrolytic manganese in the manufacture of low—carbon rimmed and killed steels. A résumé of these three investigations and two others appeared in the magazine STEEL. 7/ Further reports will be published as tests are completed at some 70 industrial plants. All tests were made on full—scale heats or melts, and the resultant product was processed and used commercially."

The mining ordinance of Costa Rica dates from 1830. In spite of the numerous attempts to enact a new ordinance , it has been so much amended and reamended during the hundred years of its existence either expressly or , more often , by implication , and sometimes by Executive Decrees of which the validity has been called in question - that in most cases no one but a lawyer thoroughly conversant with Costa Rican mining practice could properly advise with reference to it . The present attempt at a digest of these laws is based on the 1929 edition of Bolandi and Johanning - the only source available in Washington . Apparently this edition has no official character , and the editors themselves often made surmises although one would think that definite facts would be available in Costa Rica where it was published .

This report describes work performed and results obtained for the technical and economic feasibility study of oil production by mining methods. The characteristics of oil fields which would make them amenable to mining techniques were identified. An inventory of known U.S. oil fields that offer this potential was collated. This was further divided into fields having potential for underground and surface mining systems development. Several candidate fields that fit particular underground and surface mining system types were then selected. Conceptual mining systems were designed for the selected fields. Five underground and four surface methods were chosen. Costs of oil production were estimated for these selections. The impact of oil mining an the environment was also considered.

The U. S. Bureau of Mines is engaged in many diverse programs for improving mine safety. Of particular interest to the Bureau are new and improved means for minimizing the hazard of fire which can be initiated by prolonged low energy electrical faults on trolley line systems. When a high energy fault occurs on a trolley line, wherein the current exceeds the magnitude normally drawn by legitimate loads, such as locomotives, then the circuit breakers at close-by power rectifier sets trip. Tripping of the breakers not only protects the equipment at the rectifier sets, but also disconnects the energy source from the fault and thereby minimizes the fire risk. However, the fault current is frequently of a level substantially below that required to trip the overload breakers. When the fault is a substantial percentage of the set level of the breakers, the energy dissipated by the fault is frequently sufficient to clear the system by rapidly burning itself clear. Such a fault is often short-lived and does not present as serious a fire risk hazard as a prolonged, much lower energy fault, wherein the energy level is too low to clear the system. The breakdown of a trolley line insulator, in which there was a 15 to 30 ampere fault to ground, would represent such a fault or illegitimate load and a substantial fire risk.

The oil industry in the United States is further advanced than in any other country, because of American initiative and the development of industries dependent in some way on petroleum or its products. For this reason the output has constantly increased (fig. 1), and as a result this country has produced more than half of the total output of the world. Trw total past output of the world is approximately 7,000,000,000 barrels of 42 gallons each; of this the United States produced about 4,000,000,000 barrels, or about 57 per cent. The limit of production in this country is being approached, however, and although new fields undoubtedly await discovery, the yearly outpnt must inevitably decline, because the maintenance of a given output each year necessitates the drilling of an increasing number of wells. Such an increase becomes impossible after a certain point is reached, not only because of a lack of acreage to be drilled, but because of the great number of wells that will ultimately have to be drilled. According to figure 1, the daily production per well each year has increased during the last few years. However, this increase is abnormal, being caused by the new pools brought in. Although such a condition may continue for several years, the average production per well will finally begin to decrease on account of the lack of new pools to make up for the normal decline in production of the old ones.

[Utilization of small stone is recognized as one of the important problems of the lime industry. The term ?small stone' is used to designate material that is too small for calcination in tie shaft kilo. The maximum dimension A such stone rosy be placed at four inches. The introduction of any considerable quantity of stone having demensions lee: than this into the charge of a kiln impedes the draft and readers successful operation of the kiln difficult on impossible. Attempts design a shaft kiln which would calcine stall stone satisfactorily have not been successful to date. Thousands of tons of this small stone arc produced daily, and while part of it finds a market, for it has many uses, the profit is usually small an competition is teen and prices are low. The brittle nature of limestone makes it impossible to quarry the stone and crush, it to size suitable for the shaft kilns without producing an excess of undesirable fines. Elimination of fines by changes in quarrying or crushing practices cannot lee expected. On the contrary, the adoption of more modern methods of quarrying in recent years has increased the proportion of small material. The tendency is to blast the roan with large charges of explosives and crush it with mechanical crushers, which produces more fines than the older methods of careful blasting with small char yes and sledging the rock by hand.. We increasing use of underground mining of limestone has also increased the production of small stone, as blasting in the confined space of an underground stope shatters the rocs more completely than quarrying in the open. The use of the very friable limestones, such as the limestone of Florida for the manufacture of lime adds a new factor to the calcination of small stone. This report summarizes a study conducted to determine the state of the art of various rock removal systems and their capabilities. The Objective of the study was to determine if currently manufactured equipment can adequately accomplish rock removal in surface mine reclamation applications. Evaluations of state reclamation regulations, with regard to topsoil rock content, were made to determine the rock removal requirements. The major categories of equipment studied are rock pickers and rock rakes. The impact of rock removal implementation on the reclamation operations is discussed in detail.

This U.S. Bureau of Mines report presents a review and evaluation of existing and new backfilling materials and methods for their applicability to the problem of gate road stress reduction in deep retreat longwall coal mines. Candidate backfill materials include pulverized coal combustion fly ash, flue gas desulfurization, and fluidized bed combustion by-products from coal-fired electric power generation plants. Properties of both backfill and its component materials are presented, with particular emphasis on the unconfined compressive strength and elastic modulus of backfill mixtures. Hydraulic mix designs discussed in this report include high-water content slurry and low-water content paste fills. Three gate road stress-transfer-modification concepts are proposed to reduce abutment stresses in gate road systems. The first concept, packwalling, involves packwall construction behind the headgate shield inby the face and adjacent to the headgate pillars. The second concept, gob-filling, involves infilling a strip of gob inset from and parallel to the headgate using paste injection methods patterned after a technology recently developed in Europe. In the third concept, entry-filling, slurry fill methods are used to fill abandoned gate roads and crosscut entries inby the face.

The oil shale from the Mahogany zone of the Green River formation in northwestern Colorado has the greatest potential in the United States for early utilization. A large reserve of adequately rich shale is available to support a sizable industry, and crushing of tremendous tonnages will be required if conventional processing methods are used. This report presents Bureau of Mines data on crushing experiments, physical properties, and related information for Colorado oil shale. Among the properties important to crushing are slab-forming tendency, resilience, slippery character of the richer grades, and heterogeneous nature of an average charge of Colorado oil shale.

"INTRODUCTION In the spring of 1942 a series of magnetometer surveys on deposits of black sand underlying Pleistocene raised marine terraces along the coast of southwestern Oregon was nada by the Division of Geophysical Exploration of the Federal Bureau of Mines in cooperation with the Oregon Department of Geology and Mineral Industries. A few preliminary tests had been made in the same area in May 1940 and December 1941.The sands contain fine gold and metals of the platinum group, and, beginning in 1852, extensive, but spasmodic mining and exploration have been done for these precious metals. There are many old placer, mines and prospects, although for the most part the yield of the metals has been small. The sands also contain other minerals of potential value, including ilmenite, magnetite, garnet, zircon, and particularly chromite, and the wartime demand for domestic chromite resulted in extensive testing and development of the known deposits. The purpose of the magnetometer surveys was to determine the efficacy of, magnetic methods in tracing and outlining these known deposits and in prospecting for new ones. The field work was done between March 17 and May 29, 1942, by the author assisted by W.W. Paulsen of the Oregon Department of Geology and Mineral Industries."

Considering the magnitude of today's public concern with critical mineral and fuel materials, regarding both their midterm and long term availability, the Nation is fortunate to have in place and operating the coordinated data systems of the Geological Survey and the Bureau of Mines. Under the supervision and policy direction of the Assistant Secretary--Energy and Minerals, these Department of the Interior agencies have long been responsible for important mineral activities in the Federal Government. Aside from their highly respected mineral industry publications such as the monthly Mineral Industry Surveys, annual Commodity Data Summaries and topical Professional Papers and Reports of Investigation, the Bureau of Mines and Geological Survey data bases and expertise have been readily available for use in emergency situations. Policymakers and decisionmakers in government have placed major reliance upon this ready mineral data and analytical capability in World War II, the Korean War, the recent price control era, and the Arab oil embargo.

Under the seventh 5-year plan (1986-90), the Chinese Government continued to implement reform and to open the country further to the outside world in order to accelerate the growth of its national economy. As a result of expanded foreign economic exchanges and domestic achievements in education, science and technology, and cultural and public health undertakings, the national economy was strengthened. In 1988, there was impressive growth in the Chinese economy. The gross national product (GNP) grew by 11.2070 reaching $373.4 billion; 2 the national income grew by 11.4070 to $310.9 billion. The major problem in the Chinese economy was the imbalance between high demand and insufficient supply. Chronic shortages resulted in price increases and high inflation, which averaged 19% for China as a whole and about 30% in urban areas. Macroeconomic stability took precedence over market-oriented reform initiative. Because of rapidly growing inflation, the Government re-imposed price controls and rationing in major cities in the fall of 1988. China continued to be a major world producer of minerals, metals, and fuels. Output of the principal commodities continued to rise. The largest in-crease in production was salt which rose 24% in output in 1988; followed by sulfuric acid, 14%; cement, 12%; soda ash, 9%; caustic soda, 7%; and steel, 6%. For fossil fuels, the increase in output of natural gas was 14% in 1988; followed by coal, 3%; and crude oil, 2%. The output of electricity by thermal-fired powerplants rose by 9% while that for hydroelectric power-plants rose 7%. Although China's overall energy output has increased annually since 1980, the growth in demand continued to outstrip the supply.

Over a recent 20-month observation period, the U.S. Bureau of Mines obtained seismogram records from a single vertical-component, short-period seismometer installed at the surface of a metal mine in northern Idaho. The seismic events were analyzed for local (Richter) magnitude (M), time of occurrence, location, and relation to rock bursting and production blasting. Approximately 150 seismic events with -0.5 = M = 2.9 were located within the mine, yielding a b value (slope of the logarithm of the number of events with magnitude greater than M versus M) of 0.5. Event locations were constrained using a dense underground array of high-frequency accelerometers. Twenty of the surface-recorded events, with 0.5 = M = 2.9, were associated with rock bursts that produced damage requiring at least 1/2 day of cleanup and/or repair. Other possibly hazardous rock bursts, with magnitudes as small as -1.1, were numerous but were not associated with significant structural damage. Approximately 60 pct of the seismic events with M > -0.5 and 75 pct of damaging rock bursts occurred within 45 min of blasting. Estimates of characteristic rupture dimensions for rock bursts with -1.1 = M = 2.9, based on a conventional dislocation shear-slip model of failure, range from 3 to 300 m.

The U.S. Bureau of Mines, the University of Arizona, Sandia National Laboratories, and Zonge Engineering and Research Organization, Inc., conducted cooperative field tests of six electromagnetic (EM) geophysical methods to compare their effectiveness in locating a brine solution simulating in situ leach solution or a high-conductivity plume of contamination. The brine was approximately 160 m below the surface. The testsite was the University's San Xavier experimental mine near Tucson, AZ. Geo- physical surveys using surface and surface-borehole, time-domain electromagnetic (TEM) induction; surface controlled-source audiofrequency magnetotellurics (CSAMT); surface-borehole, frequency- domain electromagnetic (FEM) induction; crosshole FEM; and surface magnetic field ellipticity were conducted before and during brine injection. The surface TEM data showed a broad decrease in resistivity. CSAMT measurements with the conventional orientation did not detect the brine, but measurements with another orientation indicated some decrease in resistivity. The surface-borehole and crosshole methods located a known fracture and other fracture zones inferred from borehole induction logs. Surface magnetic field ellipticity data showed a broad decrease in resistivity at depth following brine injection.

Literature review and extensive field survey of line and check curtain materials and practices showed: ? Miners, in general, know how to set tight curtains, and do so when needed. ? The tradeoff is economic; tight ventilation is labor-intensive. Line and check curtain techniques found are catalogued and evaluated. A fieldworthy 10 ft extensible brattice to maintain a 10 ft setback was found in use in two mines on continuous miner faces. This technique was evaluated in the laboratory for leakage and methane control at the face. Significant results include: 1) Air leakage through a gap in the extensible curtain depends upon the ratio of the cross-sectional areas between entry and return as well as gap area; 2) Gap shape has no significant effect on methane concentrations at the face -increasing gap area diminishes ventilation effectivness; and 3) Substantial reductions of CH4 concentrations at the face were accomplished by brattice extensions with gaps of up to 5 ft2 in area. An "inby hook," inserted in the roof automatically to make possible the deployment of a longer (20 ft) brattice extension in the context of a remotely controlled miner, was tested in various roof types. Insertion of this design succeeded only in coal.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine. Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.
