The Underground Injection Control program was promulgated in 1981 by the U.S. Environmental Protection Agency under the provisions of the Safe Drinking Water Act. Placement of mine waste backfill underground is considered underground injection under the provisions of this program. A major issue is whether mine waste that is regulated as a contaminant source on the surface should be disposed of underground. The U.S. Bureau of Mines conducted research to investigate the impacts of mine waste sandfill on the quality of ground water. Analyses of water samples collected before and after contact with sandfill in a 10-year-old stope, as well as samples of the sandfill itself, were used to ascertain the influence of the sandfill after mine closure and subsequent flooding. Computer models supported the hypothesis that oxidation of pyrite by oxygen, accompanied by dissolution of carbonates, was the predominant reaction controlling the quality of the water being discharged from the stope. Concentrations of metals released as a result of acid production remained near or below detection limits. Metals release after mine flooding is expected to remain low as a result of the buffering by the sandfill and the reduced rate of oxidation.

Consumption of abrasive materials in the United States increased 22% in value over that of 1982 to $320 million; of which, 59% was manufactured abrasive, 35% was industrial diamond (natural and synthetic), and 6% was natural abrasive. Production value of natural abrasives, excluding industrial diamond, remained virtually unchanged. Production of crude tripol, a porous siliceous rock, decreased slightly; however, shipments of processed tripoli increased 13% in quantity and 32% in value. Production of garnet, an abundant iron-aluminum silicate, continued to increase primarily because of further increases in production from one plant that had completed an expansion program in late 1981. Production of special silica stone, both crude and finished, decreased in 1983 because of reduced demand for oilstones

The purpose of this study was to assess the adequacy of the cab design and to determine the percentage of musculoskeletal symptoms among workers. A questionnaire was designed to assess demographics, work information, job history, and musculoskeletal symptoms in operators of heavy construction equipment. Information concerning equipment included design of the seat/chair, levers, pedals, bothersome vibration, quality of egress from the equipment, proper preventative maintenance and repairs, and age of the equipment. The body regions that were evaluated included the neck, middle/upper back, low-back, shoulder/upper-arm, elbow/forearm, wrist/hand, hip, knee, and ankle/foot. One hundred and eighty nine operators completed the questionnaire. The results indicate that these workers are at risk for developing musculoskeletal disorders, the need to perform a larger survey to further substantiate the outcome, and the need to quantify risk factors (i.e., whole-body vibration and static sitting postures).

As potash is more necessary to the agricultural economy of the United States now than ever before it is gratifying to find that the virtual stoppage of imports from Germany in late 1939 caused none of the anxious foreboding that gripped American farmers in 1914. For long decades this country, in common with tie rest of the world, depended upon German potash, but today our expanded needs can be mot from domestic sources. The present armed conflict in Europe, like that of 1914, disrupted a world monopoly, but the cartel that in recent years controlled 90 percent of the world output (see fig, 1) was an international syndicate comprising French, Polish, and Spanish as well as German producers and having reported sales agreements covering production in the U. S. S. R. and Palestine. The break-up of these commercial agreements has necessitated readjustments but generates no such alarm as the closing of a single source of supply. In striking contrast to the critical shortage that developed a quarter century ago, no increase in prices has occurred or is anticipated in the domestic market.

Although many small refineries were dismantled in 1934 the total number of plants, including a few under construction, increased from 604 at the beginning of the year to a new high of 638 on January 1, 1935. The capacity also reached a new record, the total of 4,072,400 barrels of crude oil daily being about 45,000 barrels higher than the previous high of January 1, 1932. The number of refineries increased materially in 1933, following construction in east Texas and the building of many small plants in the Rocky Mountain district and elsewhere. Most of the new plants of 1933 were built to provide an outlet for crude or because the ratio between crude oil and gasoline prices appeared conducive to profits However, low gasoline prices and increased costs in 1934 dispelled the hopes for profits; many plants were shut down, and some were dismantled. The number of operating plants declined from 454 on January 1, 1934, to 435 on January 1, 1935, but the number of inactive plants increased from 137 to a new high of 196 during the same period. As indicated above, new construction was at a minimum in 1934, and on January 1, 1935, only 7 plants were being built.

Papers presented at a U.S. Bureau of Mines (USBM) technology transfer seminar describe the causes of violent material failure in U.S. mines, measurement techniques for monitoring events that result in violent failure, and mitigation techniques for controlling failure. Specific factors contributing to violent failure are identified on the basis of geotechnical monitoring in 16 U.S. hard-rock and coal mines and on statistical analyses of 172 coal bump events. New monitoring and analysis techniques developed as tools for assessing violent failure; geotomographic methods that provide new capabilities for the study of material failure and stress changes over large areas; and seismic methods for determining source locations, calculating energy release, and determining source mechanisms are described. Fair correlations have been established among seismic parameters, elastic stresses, face support load, and violent events. USBM studies have identified the advantages using both yielding and stable pillars for coal bump control. A computer program has been developed as an aid for selecting room-and-pillar layouts. The practical aspects of implementing a destressing program is outlined for coal mines, while the importance of mine orientation and timely support installation in controlling buckling-type failure is identified for hard-rock mines.

Of the three chemical elements most vitally essential for plant growth the United States, before World War I, had developed ample domestic supplies of but one-phosphorus. During and shortly after the war period, the fixation of nitrogen was greatly expanded in this country, as in many others, insuring a supply adequate for agriculture as well as for munitions. However, in spite of a search for sources of the third element, potassium, which began years before the war, attained almost frantic intensity between 1914 and 1919, and continued for 10 years thereafter, it was not until 1921 that the American Trona Corporation put its Searles Lake operations into continuous production. This company in 1926 became The American Potash & Chemical Co. but has never supplied much more than 15 percent of the potash consumed in the American market. Likewise, though discovered in 1921 in drill cuttings from oil wells, it was not until 1926 that domestic deposits of potassium salts adequate to render the United States independent of foreign sources of supply were proved to occur in the Permian Basin of Texas and New Mexico.

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

This paper outlines briefly results of seismic measurements recorded in the vicinity of quarry blasting under practical operating conditions. The data cover field work done from January to the middle of August 1930, during which time records were made of 61 blasts in 19 quarries. Of the tests made, one was in biotite-gneiss, two in dolomite, two in a flintlike volcanic complex, three in gabbrodiorite, five in trap rock, and six in limestone. One quarry was in Alabama, two were in South Carolina, two in New York, four in Kentucky, five in Connecticut, and five in Massachusetts. Explosive charges ranged from 0.30 pound to 41,900 pounds, and the method of shooting varied from mud caps through hammer and wagon drill holes to churn drill holes and coyote tunnel shots.

This circular deals primarily with the various methods of longwall mining used in some mines in certain districts of the Middle Western States. In some instances underground methods were considered comprehensively, and in others only the actual methods of mining and face advance were noted. Results obtained by the mines in output per man were compared only on the basis of an operating day, since idle time and number of men employed would not, be comparable due to the great difference between mines in different districts. Man-hours per ton per operating day are noted in a general way. Material and power costs are not included. ACKNOWLEDGMENT The information used in preparing this paper was obtained through the courtesy and cooperation of the presidents and other officials of the comparnies operating the mines described. The approval of the executive of each property was obtained for publishing this manuscript, and the accuracy was checked.

A list of permissible mine equipment approved by the Bureau of Mines before January 1, 1937, was published in Bureau of Mines Information Circular 6942.3/ Information Circular 7007,4/ published as a supplement thereto, listed equipment approved. Burin', the calendar year 1937. The present list includes most of the material liven in these two publications, as well as approvals that have been issued up to January l, 1940. Some equipment formerly listed has been omitted because it has become obsolete or is no longer actively marketed. The list now includes electrically-operated air compressors, coal drills, loading machines and conveyors, mining machine, mine ones, rock-dusting machines, room hoists, storage-battery gathering and haulage locomotives and storage-battery power trucks, mine telephones, junction boxes, electric cap lamps, flame safety lamps, electric hand and trip lamps, electric flood lens, flashlights, methane detectors, and single and multiple-shot blasting units. The appendix at the end of this circular lists trailing, cables that have passed tests prescribed by Schedule 2D. When equipment passes the inspections and tests prescribed by the United Status Department of the interior, Bureau of Mines, in published "schedules" or standards, it is formally approved as "permissible" for use in gassy mines, and the manufacturer is then permitted to mark it with an approval plate that identifies it as having been approved by the Bureau. The inspections and tests are designed to insure that each equipment satisfies the minimum requirements for safety in use. This study was performed for the U.S. Bureau of Mines. An existing computer simulation of a dragline was modified to simulate a dragline dumping into the hopper portion of a cross-pit conveyor system. This revised computer model was then used to study four proposed cross-pit conveyor systems. Parameters such as dragline position, hopper position, and digging procedure were varied to maximize the dragline production. This performance was compared with the conventional side-casting spoil method. I t was concluded that the cross-pit conveyor systems were competitive with the conventional side-casting technique.

Expanded war in Viet-Nam overshadowed activities in the Far East in 1965, diverting capital and materials from potential regional development projects. Japan with-stood a period of business recession that was particularly felt by its coal mining and iron and steel industries. Toward yearend signs of improvement began to show. Despite the recession with attendant credit restrictions and forced cutbacks in areas of overproduction, Japan's overall industrial output rose nearly 5 percent during the year. Foreign trade, liberalized in 1964, was a strong point in the Japanese economy and took the place of lagging domestic demand. Japan maintained its third place in world production of iron and steel ahead of West Germany and in 1965 was the world's fore-most exporter of iron and steel in primary and semimanufactured forms. Economic setbacks in mainland China caused by its "Great Leap" failures and subsequent withdrawal of Soviet technical assistance were difficulties relegated to the past. However, a newly formed "Red Guard" political group, part of a so-called cultural revolution, was due to cause new disruptions in 1966. Nevertheless, significant gains were claimed in Chinese industry, and the country approached self-sufficiency in petroleum in 1965 by virtue of its Tach'ing oilfield. Restoration of friendly relations was achieved between South Korea and Japan accompanied by Japanese offers of industrial aid and increased trade. Indonesia's economy was deteriorating; the country withdrew from regional development organizations and continued its stubborn confrontation policy against Malaysia throughout 1965. Late in the year after a Communist uprising had been quelled, there was a period of political retrenchme t and it was hoped that economic improvements would follow. Petroleum remained a strong area in Indonesia's varied resources, and its production was increasing. Tin output declined, however, because of operating difficulties.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. We Americans fondly believe that ours is the greatest , most progressive and most civilized country in the world , but the cold statistical facts reveal that we apparently have little appreciation for the lives of those whose efforts of various kinds give us whatever greatness we have . The latest available statistics indicate that the annual death rate per 100,000 persons , from accidents is nearly 80 , or far higher than that of any other country in the world ; it is more than double the rate in Denmark , Belgium, Netherlands , France , Sweden , Italy , Ireland , Germany , Norway, and Austria; it is practically double the rate in England and Wales and in Japan , and is from 25 to 60 per cent higher than the corresponding rate in Scotland , New Zealand , Australia, Switzerland , and Canada . And added to this is the fact that of the main industries of the United States mining has by far the worst accident record , viewed from either the frequency or the severity basis . The National Safety Council's latest figures for 27 of the country's main industries give mining the highest or worst accident frequency rate, 74.43 in 1929 ; meat packing comes next with 55.94 , and construction third with 50.41 . In accident severity in 1929 mining also was the worst offender , with a rate of 9.99 ; quarrying is second with 6.11 , and construction third with 4.62 . Metal mining's frequency rate in 1929 was 52.16 , as against 69.25 for bituminous coal mining ,99.68 for anthracite mining, and 74.43 for the entire mining industry ; accident severity for metal mining in 1929 was 5.99 , as against 11.69 for bituminous coal mining , 10.87 for anthracite mining , and 9.99 for the mining industry as a whole . Although this figure indicated that metal mining is on a much safer plane than either bituminous or anthracite coal mining, the frequency rate of 52.16 for metal mining was higher in 1929 than the frequency rate of all but one of the other 26 industries about which data are available ; the metal mining severity rate of 5.99 , while much better

Petroleum oils of widely different grades have long been clarified or decolorized by contact with fuller's earths. More recently, so-called activated clays have also been used for this purpose. Still more recently ouch clays have been used in the form of nodules termed "catalytic pellets." Clays of varied appearance and from different localities possess the desired bleaching qualities, but evaluation of such clays, so useful to the oil industry, has not been simple. Previous methods of identification and evaluation have largely followed procedures of production methods and were not primarily based upon the fundamental properties of the clays. Thus) a false assumption has grown up that) bleaching clays probably have no common properties on which a-method of comparison can be based. Fuller's earths and activated clays have a large absorptive capacity for the color constituents of petroleum and its products decolorizing is accomplished by bringing the oil into intimate contact with the clay and later separating the decolorized oil from the clay with its load of absorbed coloring matter. Former practice in absorbing "color" was to use the clay as granules or In' powdered form. More recent practice is to use clay pellets that are more abrasion-resistant than the granules. The oil is either filtered through a bed of clay, percolation method, or agitated on contact with the clay, contact method. Viscous oils are decolorized at an elevated temperature, so that their viscosity is lowered to the point at which thorough contact with the clay is insured. Nonhumidifying, nonoxidizing gas, such as dry steam or dry nitrogen, is used to seal such hot oil masses from the atmosphere.

"INTRODUCTION North Carolina has been the leading producer of mica in the United States, accounting for roughly 50 percent of the Nation's output. The producing area is a belt some 100 miles in width lying in the Mountain and Piedmont sections in the western part of the State. Ashe, Watauga, Avery, Mitchell, Yancey, Buncombe, Haywood, Jackson, Macon, Transylvania, Rutherford, Cleveland, and Lincoln Counties supply the bulk of production, while small amounts have been produced in Gaston, Catawba, Burke, Wilkes, Yadkin, Stokes, and Person Counties.To assist the operators and expedite the production of mica during the recent emergency, the Bureau of Mines drilled four of the more promising mica properties in this State. The results of this exploratory program are recorded in this report.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Through the courtesy of the State Department, the Bureau of Mines has received a compreensive report on the jede industry of Burma, pre- pared by American Consul Winfield H. Scott, Rangoon, Burza. This mater- ial is the main basis for the present circular, although free use also has been made of reports on the jede industry in China and Germany by consular officers in those countries, to whom footnote credit is given. The word "jade" is said to be derived from the Spanish "piedra de ijada" (hijada) meaning, literally, "stone of the side," as jade was supposed to cure pains in the side; nephrite (a jade mineral) was named from the Greek word meaning kidney, because it was formerly warn as a re- medy for kidney diseases. To the Burmeso, jade is known as "Kyauksein," or green stone, and to the Chinese, all varieties of the material are referred to as "Yu" or "Yu-chi", According to Confucius, jade was symbolical of. justice, harmony, intelligence, and humanity, and the Chinese of today believe that by using ornaments made of this stone, the wearer is. protected from the "evil eye" as well as from diser.se. Ornaments of carved jade were known to the ancient civilizations of Mexico and Peru and to the peoples of other sections. of Central and South America, Jade ornaments also have been found in the lake dwellings of Switzerland and in Crete; thile in China, as far back as the Chou dynasty (B. C. 1122 B. C. 255) it was used in the production of various classes of precious vessels and as insignia of rank.

This Bureau of Mines publication presents a comprehensive review of mine electrical power-system theory and practice. It discusses fundamental theory and the vital aspects to be considered in planning and designing mine electrical power systems. The report is divided into three major sections. The first presents the history of electricity in mining and the fundamentals of electrical phenomena and components. The second focuses on power-system components: motors, grounding systems, cables, and protective equipment and devices. The final section includes mine power-center equipment, switchhouses and substations, batteries, and mine maintenance.
