Prolonged, extensive exposure to hand-transmitted vibration could cause a series of vibration-induced disorders in the vascular, sensorineural, and musculoskeletal structures of the human hand-arm system, which have been collectively called hand-arm vibration syndrome (HAVS).1 To assess the risk of HAVS the international standard ISO 5349-1 (2001)1 recommends using the root-mean-square (rms) acceleration of the measured vibration with a frequency weighting. While a few epidemiological studies have reported results consistent with the predictions made according to the recommendation, many other studies have reported results with large discrepancies.2 This may be partially attributed to the time-averaging effect involved in calculation of the frequency components, especially for impact type tools. Because the spectral characteristics of impact tools change dramatically with time, a time-frequency (T-F) analysis can provide better characterizations of such highly transient vibrations. The analytic wavelet transform (AWT) is an ideal T-F analysis tool because it possesses the advantages of both the Fourier transform and the wavelet transform.3 The objective of this study was to explore the application of the AWT method for characterizing the impact tool vibrations and assessing their exposure risk. Methods Five tools (two chipping hammers, two riveting hammers, and one concrete cutting saw) were used in this study. The saw vibration was measured when it was used to cut a section of road pavement during a repair. The vibrations on the other tools were measured by the procedure specified in ISO 8662-2 (1992).4 A sampling rate of 16,386 Hz was used in the measurement. The AWT and Fourier analysis were applied to these signals and to identify their characteristics. Results Figure 1 compares the T-F characteristics of the accelerations measured from the relatively steady concrete saw and a riveting hammer. The frequency weighting specified in ISO 5349-11 was applied in the calculations. The comparison clearly shows that the two tools have completely different T-F characteristics.

Then, efforts to reduce dust can be concentrated where they will have the most impact. This chapter explains how to perform dust source sampling. It describes two kinds of instruments that are available and discusses their limitations. It explains how environmental variables such as concentration gradients, dust dilution, and production changes can impact dust measurements. It also suggests practical ways to improve the validity of dust source measurements under adverse conditions, such as high-velocity airflow or the presence of water mist in the air. [Dust source sampling at coal mine longwalls and at tunnels is more complicated. Chapters 3 and 7 have more information on sampling in those circumstances.] TWO KINDS OF INSTRUMENTS FOR MEASURING DUST Gravimetric samplers. The conventional gravimetric sampler is a good device for measuring dust because it is the instrument used for compliance measurements. This dust sampler consists of an air pump, a small cyclone that separates out the respirable size fraction of the dust cloud, and a filter to collect the respirable dust. In coal mines, the Mine Safety and Health Administration (MSHA)-approved gravimetric sampler uses a 10-mm Dorr-Oliver cyclone operating at an airflow of 2.0 L/min [30 CFR78 74 (2002)]. A correction factor of 1.38 is applied to make the results consistent with the U.K. MRE sampler, the instrument on which the 2.0 mg/m3 coal dust standard is based.

This examination of Pacific Northwest (Idaho, Montana, Ore on, and Washington) ferrous scrap-industry opera ions, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the area generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser .shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total scrap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

A successful placer mine is being operated by the E. T. Fisher Co. on Rock Creek in the South Pass mining district at Atlantic City, Wyo. About 2,800 cubic yards of gravel is dug daily by a gasoline-driven dragline shovel with a 1 1/4-yard bucket and washed in a movable plant with a gold-dredge trommel and standard-dredge sluice boxes; the total cost is about 12 cents per cubic yard. The gold-bearing gravel occupies a narrow valley between two low ranges, of hills. The ground is covered by brush and willows, which are cleared of in the fall by burning after the leaves have dried. The elevation at the mine is 7,600 feet above sea level.

Discomfort, annoyance, or interference with activities due to exposure to vibration is only expected if the vibration exceeds the threshold for the perception of vibration. When there is more than one vibration input to the body (e.g. at the hands, seat and feet), the sensation is first experienced at the location with greatest sensitivity. Knowledge of differences in the thresholds of perception for vibration at the hand, seat, and feet should assist the identification of sources of discomfort caused by vibration. Perception thresholds for vibration have been determined in several studies, but only a few studies have investigated perception thresholds in the horizontal direction for hand-transmitted vibration 1, 6 or whole-body vibration 4-5, and there has been little consideration of perception thresholds for the foot resting on a vibrating surface. This study determines absolute thresholds for the perception of sinusoidal lateral vibration, examining the effect of vibration frequency (8 to 315 Hz for the hand and foot; 2 to 315 Hz for the seat) and the effect of input location (the hand, the seat and the foot). Methods Three groups of twelve males aged between 20 and 29 years participated in the experiment. Subjects in each group attended an experiment to determine perception thresholds for lateral vibration via either a rigid handlebar (30 mm diameter) at the left hand (left hand), or a rigid contoured seat (250 mm x 150 mm), or a footrest at the left foot (30.5 mm x 10.5 mm with 10-degree inclination). For the non-exposed hand (right hand) or foot (right foot), a stationary handle and footrest with the same dimensions as the vibrating handle and footrest were provided so that the same body posture was adopted among the three groups of subjects. An up-down (staircase) algorithm was employed to determine thresholds in conjunction with a three-down one-up rule. A single test stimulus (2.0 seconds) was presented with a cue light illuminated during this period. The task of the subjects was to indicate whether they perceived the vibration stimulus or not. The threshold was calculated from the mean of the last two peaks and the last two troughs, omitting the first two reversals. Results The median absolute thresholds of the 12 subjects determined at each frequency for the hand, seat and foot are shown in Figure 1. An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to mineral industries' mines, quarries, and plants that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove that efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

Probabilistic design is gaining wider acceptance in the rock engineering community since it allows more rigorous determination of risk relating to ground fall or excavation instability. Risk analysis can be conducted by various means, but the basis is formed by either objectively or subjectively determining probability of occurrence of an event. In the case of rock engineering, this event is either instability or excavation failure. Rock mass classification systems provide objective analysis of data collected on a typically subjective basis that also relate closely to excavation stability. A probabilistic analysis technique is presented that uses statistical distributions of rock mass and material properties, ground support fixture specifications, stress conditions, opening geometry, and ground support installation quality to more rigorously determine probability of failure for an underground opening and the subsequent risk to personnel.

This paper presents the results of a study using computer human modeling to examine machine appendage speed. The objective was to determine the impact of roof bolter machine appendage speed on the likelihood of the operator coming in contact with. A contact means two or more objects intersecting or touching each other, e.g., appendage makes contact with the operator?s hand, arm, head or leg. Incident investigation reports do not usually contain enough information to aid in studying this problem and laboratory experiments with human subjects are also not feasible because of safety and ethical issues. As an alternative, researchers developed a computer model approach as the primary means to gather data. By simulating an operator?s random behavior and machine?s appendage velocity, researchers can study potential hazards of tasks where it is not possible to perform experiments with human subjects. Analysis information is helpful to the mining industry in terms of making recommendations that reduce the likelihood that roof-bolter operators experience injury due to contact with a moving boom. Data analysis of roof bolter simulations show that the virtual-operator?s response time has little effect on the number of contacts experienced. Based on frequency and cross-tabulation, regardless of other variables, contact incidents were always greater when the boom was moving up, were always greater on the palm, and were always greater for the boom part of the machine. Also, regardless of boom speed, the 25th-percentile-sized operators experienced more contacts than did other operator sizes. Furthermore, regardless of boom speed, the 152-cm mine seam experienced more contacts than did other seam heights tested. Results of a survival analytic approach suggest that controlling the boom speed is the most important factor in determining the risk of an operator making contact. Based on the data collected, boom speed greater than 41 cm/s results in a substantial increase in risk to the roof bolter operator and should probably be avoided. At speeds less than or equal to 25 cm/s are associated with a more modest relative risk, which represents an acceptable level of risk. Also, at speeds between 25 and 41 cm/s, there could be a particular boom speed in this range at which a significant inflection point in the relative risk estimates occurs. Based on the results, this issue needs to be addressed by future research.

Background: Frictional ignitions continue to be a problem facing the U.S. underground coal mining industry. Many methane igni-tions are associated with the impact of mining machine cutter bits on quartzitic material (e.g., sandstone) during the coal-cutting process. Most ignitions result in small methane-air fireballs often only a few feet in size and limited to the cutter head location. However, under certain conditions, frictional ignitions can lead to larger methane explosions and/or fires with the potential for causing serious injury or death to the mining machine operator and other nearby miners. The requirements for a frictional ignition are a flammable volume of methane-air and an ignition source. This source is usually the hot streak caused by the frictional impact of the mining bit on hard rock, and the frequency of occurrence increases with increased bit wear. Another possible ignition source is the fric-tional impact of rock on rock during a roof fall.

North American railroad locomotive operators (engineers and conductors) are exposed to multi-axis vibration and shocks (1, 2). A recent epidemiological survey showed a prevalence of serious type of neck and lower back disorders nearly double that of a control group (3). Ergonomic working conditions are important co-factors in a vibration and shock exposure risk assessment (4, 5). The goal of this study is to illustrate typical work stations (cabs and seats) in US/Canadian type locomotives and assess shock related exposure risk by calculations of the new proposed shock risk indicators according to the new ISO 2631-5 (2004) (6). Methods Locomotive cab and seat inspections were conducted and operators’ activities were assessed by a trained observer. Field measurements (n=50) were obtained during normal revue service following generally accepted guidelines (ISO 2631 (1)). A sub-sample of n=20 locomotives were selected for the calculation of proposed shock indicators (ISO 2631 (5)). Results There has been little change in basic locomotive cab and seat design in the U.S.. Two locomotive cab design concepts are used: the Association of American Railroad (AAR) Control Stand and in newer series wide-body locomotives the “Control Consol” (Figures 1-2), with varying seating conditions, but frequently subjecting the operator to an awkward body posture in addition to the vibration and shock exposure. The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, and emery, decreased in 1985. Shipments of processed tripoli increased slightly in quantity but decreased 6% in value, Production of garnet, an abundant iron-aluminum silicate, increased 24% in quantity and 20% in value. There was an 11% increase in the quantity and a 7% increase in the value of refined garnet shipped when compared with 1984 shipments, a new record high. Production of crude special silica stone decreased 10% in quantity and 14% in value, and shipments of finished special silica stone products decreased 85% in quantity and 68% in value. Both the quantity and value of special silica stone finished products sold or used were the lowest since 1981. Production of emery, an impure aluminum oxide, decreased 56% in quantity and 61 % in value of product mined and shipped. [ ]

For a number of years the Bureau of Mines has been studying the properties of crude petroleums produced in the United States and the Western Hemisphere. A number of reports have been published giving the analyses of crudes from the different fields and regions as made by the Bureau of Mines Hempel method of analysis.4 Several of these reports include analyses of crude oils from the Rocky Mountain region.5/ The search for new fields and new producing horizons in old fields in the Rocky Mountain region has been quite intensive during the last few years, and a number of discoveries have been made.

Before the present century there existed a fairly persistent demand for the establishment of a Federal Department of Mines, but relatively little was done about it until a considerable number of very serious coal-mine disasters in 1906, 1907, 1908, and 1909 created what might almost be termed a national scandal and virtually forces the Federal. Government to take action to try to solve the problem of the cruse and prevention of such disastrous occurrences. Instead of a Department of Mines, the mining people had to accept a bureau, which was created on July l, 1910; and while the Bureau of Mines was given numerous functions, unquestionably the promotion of safety in the mineral industries was and continues to be one of its main "jobs." The Bureau's organic act was approved in 1910 and amended in 1913. Both the original and amended acts indicated that promoting; the health and safety of the mine workers constituted the chief function of the Bureau, and that this was the construction placed on its activities by those put in charge in 1910 is shown very definitely by the fact that as soon as the Bureau came into existence on July 1, 1910, both health end safety activities were started in its Mine Accidents Division. Before the end of the first fiscal year (June 30, 1911) 6 mine safety stations had been established in various parts of the United States, add 6 nine safety cars had been put into the field; by October 1910 first-aid-training work was being done in mining regions. The Bureau eras able to function so promptly in its safety work largely because sections of the Geological Survey, which had been doing some coal-mine safety work since 1907 or 1905, were transferred into the Bureau when it began to operate in July 1910. On October 30, 1911, a national First-Aid Meet was held at Pittsburgh, Pa., at which first aid and mine rescue were demonstrated. During the fiscal year 1910-11, the first year of the Bureau's existence, 509 persons were given certificates indicating completion of the Bureau's training course in first aid.

Hand scaling is a physically demanding job and is responsible for numerous overexertion injuries in mining. This experiment studied rib scaling from an elevated bucket to examine force generation capabilities and electromyographic responses to a prying subtask. Subjects exerted force using two bars (steel and fiberglass) at five target heights. Work height significantly affected peak prying force during scaling activities with highest force capacity at the lowest level (p = 0.0188). Bar type did not affect force generation (p = 0.7843): However, use of the fiberglass bar required significantly more muscle activity to achieve the same force (p < 0.05). It was concluded that miners should scale points on the rock face that are below their knees, and reposition the bucket as often as necessary to do so. Additional research is needed to fully understand the impact of bar type on the physical demands of an entire scaling task.

The number of Persons fatally injured in the petroleum industry in California in 1930 was 50, a decrease of 20.6 per cent from 1929, when 63 men accidentally lost their lives. The decrease in the number of fatalities for 1930 has caused the first downward trend in the fatality curve of the California petroleum industry since 1927 and is coincident with a period of little active development in new fields, the shutting in of many wells, and reduced activity in the older fields of the State. That a direct relationship exists between the number of accidental deaths and the rapidity of new field development is particularly emphasized by the fact that in 1929, a year of intensive field development in California, 48 men were killed in the drilling and producing division, whereas in 1930, a year of less development work, only 25 men were killed in this division. The figures for the average number of drilling and producing wells in 1930 decreased appreciably from comparable figures for 1929 and a greater percentage of producing wells were shut-in in 1930 than in 1929.

The present sampling procedure for evaluating the rock dusting conditions in a coal mine is time consuming. This study considers means by which this procedure could be simplified. Surveys were conducted in six coal mines in Pennsylvania to determine the in¬combustible content of the deposited dust. Some 2,000 samples were analyzed and statistically evaluated. It is suggested that the mean incombustible content could be obtained with fewer samples and smaller samples without greatly increasing the sampling error.

Coal-bearing regions cover about 18,464 square miles or one third of Iowa, primarily in the south-central part of the state. Coal quality ranges from subbituminous to high volatile bituminous. Iowa&apos;s coal reserves are estimated to be 2.2 billion tons, less than one-half of one percent of total U.S. reserves. Coal beds are typically thin seams with a maximum thickness of five feet. Coal deposits in Iowa were fist mined in the 1840s for blacksmithing and domestic purposes. Demand for coal increased with the use of coal to fuel steamboats and railroads. Production peaked in 1917, when Iowaproduced9 million tons of coal. Since then, conversion to natural gas and fuel oil has decreased the demand for coal. Today, electrical power generating plants have created a continuing, but declining, demand for Iowa&apos;s coal. Coal production in Iowa is by surface mining methods. The Iowa regulatory program was conditionally approved January 21, 1981. Full approval was received March 28,1982, and the Abandoned Mine Land Program was approved March 28, 1983.
