This document is a proposed program plan for mining environmental research to be conducted by the U.S. Bureau of Mines in support of industrial oil shale mining and processing. This program plan is one of three research alternatives being considered by the Bureau, each based on a different level of anticipated funding. This report documents the high funding level program plan.

Zinc, silver, copper, and tungsten are the principal minerals in Dardanelles RARE II area (No. 4982). Zinc with associated silver and copper occurs in a persistent shear zone in metasedimentary rocks and in a massive sulfide vein; tungsten occurs as disseminated scheelite in a tactite zone along a metasedimentary-intrusive rock contact. Since 1883, approximately 100 lode mining claims have been recorded, mainly it the eastern portion of area No. 4982 (fig. 1). Extensive workings on the Alhambra Prospect indicate past production; however, no records were found for the prospect. At the Alpine Mine, 500 tons of tungsten ore had been mined before 1943 (Hopson, 1943, p. 1) and possibly 1,000 tons of tungsten ore mined by 1947 (Benson, 194/, pp. 2).

The machine-mounted continuous respirable dust monitor (MMCRDM) is a fixed-location area sampling device developed for possible use at the working face of an underground coal mine. This device, based on proprietary technology known as the tapered element oscillating microbalance, has evolved over the past eight years through a cooperative effort of the former Bureau of Mines, MSHA, and the Rupprecht & Patashnick Company in Albany, NY. The capability to measure respirable coal mine dust levels on a continuous basis, rather than depending solely on periodic samples obtained from the traditional coal mine dust samplers, has been a goal in the mining industry for nearly two decades. Recently, an extensive series of laboratory and underground tests was conducted by NIOSH with the cooperation of MSHA and coal operators to test the performance of the MMCRDM In preliminary laboratory testing, the MMCRDM seemed to work well. However, in every underground test, when compared to reference samplers placed close to the inlet, the MMCRDM failed to meet the 25% accuracy criterion specified in the contract under which it was developed. Two reasons explain this failure: First, in most tests the bias (the relative discrepancy between the average MMCRDM concentration and the average reference sampler concentration) was too great. Second, the variability of the samplers used for reference comparison was too large. Finally, the underground testing of the MMCRDMs showed that they are quite unreliable at this stage of development. In the majority of mine tests, no more than 10 shifts of data were taken before the MMCRDM failed to function properly. Major breakdowns, requiring the return of the MMCRDM to the factory for repairs, occurred on average every 28 days. To be considered mine-worthy, MMCRDM reliability must be substantially improved. "INTRODUCTION Although the presence of sulfur causes many petroleum’s to be classified as ""low-grade"" because of the difficulties encountered in manufacturing products to meet rigid specifications, the petroleum industry is finding it necessary to use such crude oils to satisfy present needs. As the demand for petroleum products increases, and available reserves diminish, this utilization of high-sulfur crude oils will be accentuated. Programs designed to supplement the supplies of fuel available from petroleum by the manufacture of synthetic fuel from natural gas, shale oil, and coal are in progress. Such fuels, especially shale oil and, less so, oil from the hydrogenation of coal, also contain sulfur compounds which must be effectively removed. Thus, the need for fundamental research on the sulfur compounds that may be expected in petroleum and allied products is becoming greater as the industry is forced to call upon all available resources to meet the demand for petroleum products. In recognition of this need, the Bureau of Mines has inaugurated a long-range program assigned to furnish fundamental data concerning the presence, characteristics, and effects of sulfur compounds in petroleum and its products."

Miners, like many skilled blue-collar workers, are not traditional learners. They have not generally been successful in classroom-type settings, preferring to learn on the job in a hands-on environment. U.S. miners are required to have annual safety training, but they rarely view this positively. In fact, it has been called “safety jail” by many of them, who regard it as a time to get a little extra sleep. The challenge then, was to find a way to develop effective safety training for these people, particularly in view of the fact that their work is among the most dangerous of all occupations. Miners are born story tellers. They share “near-miss” stories, stories about master miners they have known, and stories about how things used to be. These stories not only pass along information about what will happen if a miner fails to respect the mining environ-ment, they also instruct listeners in the culture of mining and the values it embraces. Stories, it seems, are a way to get safety messages to miners, especially inexperienced ones, and using older, wiser miners in these stories is an obvious choice. This paper will discuss how the training videos created to get safety messages to miners were developed, how “master miners” and story lines were chosen, and how the resulting videos have been received in the mining industry.

"INTRODUCTION The Bureau of Mines work reported by the Metallurgical Division 4/ in 1934 shows the possibility of producing artificial manganese ore by pre- ferential oxidation of manganese from spiegeleisen produced from manganiferous iron ores of the Cuyuna range, Minnesota. A three-step process is described as being capable of producing a ferrograde ore from this type of low-grade, domestic, strategic material. However, the melting temperature in the last step of the process that forms the manganese product is high, and the phosphorus content is not easily controlled. Also, the tenor of the manganese in the product is not comparable with other methods that use less process energy.Lofquist 5/ patented an improvement of the above three-step smelting method, in which sulfide was added to lower the melting point of the product.More recently, reputedly successful attempts have been made to reduce iron preferentially from manganiferous iron ores, simultaneously removing the phosphorus with the iron, by means of an unusually high temperature blast and excess coke.Anson G. Betts 6/ patented a process for the matte-smelting of manganese ores, in which the ore was mixed with pyrite and enough carbon or coke to serve as thermal energy and reducing, agent in a manner similar to the standard blast-furnace process. This process was intended to give pig iron, a manganese-iron matte, and a waste slag. Wood, Barrett, and Porath 7/ presented data on the treatment of low-grade, domestic, manganiferous iron ores and low-grade, domestic manganese ores by this Betts mattes pelting process."

THIS REPORT by the Federal Bureau of Mines presents data on water-supply wells used by waterflood operators in North Texas and shows the distribution of permeable source sediments. Averages of well characteristics, including static fluid levels, working fluid levels, net thicknesses, producing rates, and depths, are presented and discussed. Essentially all water used in waterflooding is mineralized water from consolidated sediments. This study is concerned with the geology and distribution of these mineralized source sediments, whereas previous work in this area was predominantly a study of shallow sources of potable water. Tables, isopachous maps, and electric-log cross sections are included to describe the several source aquifers. In general, water-producing capacity increases with depth of the sediments. Wells completed in Cretaceous sediments 82 to 600 feet deep yield 50 to 600 barrels of water daily, whereas those completed in Pennsylvanian sediments 360 to 4,110 feet deep yield 100 to 7,000 barrels daily. Although deeper formations are used where oil and water are produced conjunctively and where large withdrawal rates are required, insufficient well data prevented mapping of deeper formations.

As report covers the installation and testing of a permanent seismic monitor system at the Loveridge Mine in West Virginia. The testing of the system showed several things: 1. Getting the seismic data hack to the central computer in a usable form is possible 2. It is possible to detect small explosions. 3. The use of this system as a auxiliary system to detect hammer blows from miners trapped in the area of one of the geophones is possible.

Vibration exposure at workplaces is generally multi-axial. The health effects of vibration exposure also likely depend on the vibration direction. Therefore, there is a wide interest in the simulation of multi-axial vibration in laboratory experiments. Advances in technology have led to the development of a new 3-D test system for studying hand-transmitted vibration exposure and health effects. The purposes of this paper are to introduce the system and to present the results of its preliminary evaluations. Test System As shown in Figure 1, the system is basically composed of three vibration generators, a multi-axis vibration control system, instrumented handle, handle fixture, and shaker-fixture linkages (stingers). [ ] Figure 2 shows the array of three vibration generators (MB Dynamics, Energizer BLACK-500 lbs) and their associated support bases and foundation developed by MB Dynamics (Cleveland, USA), which create the 3-axis simultaneous motion. These electrodynamic exciters are powered by power amplifiers which provide current proportional to the analog drive signal from a controller. The controller (JAGUAR Multi-Input/Multi-Output closed-loop vibration controller) was provided by Spectral Dynamics, San Jose, California, USA). NIOSH-designed instrumented handle was equipped on the system.

"INTRODUCTION Iron ore containing titanium was first used in blast furnaces over a century ago. It is well known that TiO2 is a slag-forming material that will increase the amount of slag produced by the usual gangue materials, silica and alumina. Increase in the volume of slag due to the presence of TiO2 and a lack of information concerning its effect on the properties of the slag have prevented the general use of titaniferous ore. Also rather com¬mon belief among furnace operators that the bottom of the furnace builds up when ores containing TiO2 are smelted has militated against the use of titaniferous ore. This building up of the hearth has been attributed to the formation of copper-colored crystals of titanium cyanonitride, which have been observed in the salamanders of blast furnaces. Until recently the availability of nontitaniferous iron ore has left little incentive to use ore containing titanium.The presence of vanadium in certain deposits of titaniferous magnetite in New York State has created new interest in problems connected with the use of titanium-bearing ore. It appears that most of the vanadium in this ore can be recovered in pig iron, which can be blown in a converter to produce a slag containing vanadium in amounts suitable for the production of ferrovanadium.The Titanium Division of the National Lead Co. recently erected a largo mill to treat ore from Sanford Hill, in Essex County, New York, about 50 miles west of Port Henry. The ore deposit was acquired from the MacIntyre Iron Co. and is often referred to as Sanford ore. It is one of the largest deposits of Iron-bearing material to be found east of the Lake Superior region and is being mined by open-pit methods."

A mineral resource evaluation of the Coyote-Southeast RARE II area (No. 5033) was performed jointly by the U.S. Bureau of Mines and the U.S. Geological Survey in 1981 for the U.S. Forest Service RARE II program. Bureau of Mines personnel conducted a mineral resource inventory of the study area's mines, prospects, claims, and mineralized outcrops. The study area's boundaries encompass 51,700 acres on the east flank of the Sierra Nevada and are within Inyo National Forest southeast of the city of Bishop in east-central California. Cretaceous granite underlies most of the area; the remainder of the rocks are metasedimentary. At the contact of the two, tactites formed at many places where carbonate rocks were present; replacement processes produced local scheelite (calcium tungstate) occurrences.

The Metaline mining district was examined in 1942 by Bureau of Mines engineers with the cooperation of geologists of the Federal Geological Survey. Because the demands of war production were rapidly depleting reserves in some of the older zinc-lead producing districts of the United States, it was decided that an attempt should be made to increase the proved or indicated ore reserves of the Metaline district. With this objective, certain areas to be explored by diamond drilling were selected. The Bureau of Mines began work on this program. January 15, 1943; work terminated September 8, 1945. Forty-five holes were drilled in seven areas, The holes ranged from 154 feet to 2,050 feet in length. Their combined length was 38,150 feet. Thirty-three of the holes were drilled in. the North Pend Oreille and the West Bella May areas.

The National Institute for Occupational Safety and Health (NIOSH) has investigated the unique ventilation requirements of large-opening mines to help identify and evaluate the effectiveness of various fan types to improve the ventilation and air quality in the underground workplace. Large-opening mines, with their low airflow resistance factors, can be ventilated with free-standing auxiliary fans because airflow pat-terns in these mines are primarily controlled by airflow momentum. The flow characteristics of both vane-axial and propeller fans were investigated and tested at four large-opening mines to assess the effects of fan location on recirculation and entrainment. Each fan type has its own airflow, entrainment and penetrating air-flow characteristics, and operating costs that are advantageous for specific applications. Either fan type can be used for most auxiliary applications. However, this research has shown that the optimum placement and use criteria for propeller fans differ from those promulgated by the U.S. Bureau of Mines (USBM) for vane-axial fans Brechtel et al. (1985)

Safety and health professionals from all sectors of industry recognize that training is a critical element of an effective safety and health program. A major concern in the mining industry is how to train both an aging workforce and the expected influx of new miners and mine managers as older workers retire. Thus, a review of some of the basic principles of adult learning may be helpful to mine trainers. This paper discusses the principles of adult learning based on research in education and psychology. It stresses the importance of taking a systems approach to training, focusing on the relationship between the environment and technology, and understanding how workers interact with both. The authors argue that the principles of adult learning and a systems approach are fundamental to the delivery of effective training in the mining industry. Examples of training programs developed by the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health are presented within two broad performance domains: routine and nonroutine skills. Basics of curriculum development are also briefly presented to provide the mine trainer with a template for program development.

The synthetic fluormicas may be divided on the basis of silicon content into tetrasilicic, trisilicic, and disilicic. Properties of lead and barium disilicic fluormicas were determined to characterize these two representative members of the disilicic group. Properties described include unit-cell parameters from X-ray diffraction, optical data, chemical composition, density, melting point, and mechanical and dielectric properties. Both the lead and the barium micas were typically monoclinic; neither was sufficiently cleavable to yield usable mica splittings. Both yielded polycrystalline, machinable ceramics with excellent mechanical and dielectric properties.

Although the exact mechanisms underlying vibration white finger (VWF) are not clear, it has been speculated that VWF is associated with variations of the blood flow patterns due to the physical damage and/or degeneration in neural and vascular tissue caused by vibration loading [1]. Excessive dynamic deformation of the soft tissues in the fingertip under vibration loading is believed to induce multiple occupation-related hand/finger disorders. However, the in vivo distributions of the dynamic stress/strain of the tissues in the fingertip under vibration conditions have not been studied because they cannot be measured experimentally to date. The goal of this study is to analyze, theoretically, the location and frequency-dependent dynamic deformation of the soft tissue in the fingertip during vibration exposures. [ ] Methods The fingertip considered in the model is the distal phalanx, the portion from the distal end of the fingertip to the distal interphalangeal (DIP) joint articulation (Fig. 1). The external shape of the fingertip was determined using a smooth mathematical surface fitting to the observed fingertip shapes. The fingertip surface was then scaled to the dimensions of a typical male index finger: length 25 mm, width 20 mm, and height 18 mm. The fingertip was approximated to be symmetric, such that only a half of the fingertip was considered in the FE modeling. The fingertip was assumed to be composed of outer and inner skin layers, subcutaneous tissue, bone, and nail. The soft tissues (inner skin layer and subcutaneous tissues) were assumed to be nonlinearly elastic and viscoelastic, while the bone, nail, and outer skin layer were considered as linearly elastic. The simulations were conducted using a displacement-controlled protocol in two stages. First, the fingertip was statically pre-compressed. The contact plate was first displaced towards the finger to achieve a predetermined value of tissue deformation (i.e., 0.5, 1.0, 1.5, and 2.0 mm). Second, the steady-state dynamics responses of the fingertip were analyzed using a linear perturbation procedure. The fingertip was subjected to a continuous harmonic excitation (magnitude 0.5 mm) from the contact interface. The dynamic analysis was performed in a frequency domain ranging from 16 to 2000 Hz. The frequency-dependent distributions of the vibration magnitude and dynamic strain magnitudes in the soft tissues are investigated. Results Typical simulation results for the frequency-dependent distributions of the vibration magnitude in the soft tissues are shown in Fig. 2 (figures show the results with a pre-compression of 2.0 mm). The vibration magnitude at the contact surface is 0.5 mm (specified) for all frequencies, while the vibration magnitudes in the soft tissues are location- and frequency-dependent. It is clear that the fingertip has a major resonance around 125 Hz, at which the vibration magnitudes in the soft tissues are over four times greater than that of the contact plate (0.5 mm). It is interesting to observe that, at this resonant frequency (125 Hz), the soft tissues at the tip has the maximal vibration magnitude while the regions near the contact

This volume, the first of a six volume final report, provides an executive summary of the research and results carried out under a grant from the U. S. Bureau of Mines on underground coal mine ventilation. Under the project, a mine ventilation simulator was developed. Sensitivity of leakage and friction factors on the total quantity and pressure requirements was studied. The simulator was applied to a new mine under development, and to an operating mine, to demonstrate the usefulness of the simulator in ventilation planning and in evaluating proposed changes to existing ventilation system. The record of fatalities from mine explosions in the United States during the past 44 years has been the best in the history of the mining industry, despite the fact that the number of fatalities from this cause during the past fiscal year now is nearly double that of the previous year. During there 4 fiscal years, mine explosions have resulted in an average of 45.5 deaths per year, compared with an average of 153 deaths per year for the preceding 5 years; an average of 542 deaths per year for the 3 years 1907-1909, inclusive, and a yearly average of 265 deaths per year for the 20 years prior to 1929. Other types of mine accidents also have been reduced during this period, but not to the same degree or by as large a percentage as mine explosions. The fact that in this fiscal year ended June 30, 1937, electricity was responsible for 60 percent of the explosions and 85.5 percent of the fatalities resulting therefrom (see tables 3 and 4) is evidence that either mine operators are lax in providing proper electrical equipment or there is laxity in the upkeep and use of electricity in our mines and more particularly in our coal mines. Several large coal-producing States that in the Fast have had numerous disastrous explosions have been free from such disasters for continuous periods of as long as 8 years. The bituminous mines of Pennsylvania, one of the largest coal-producing States, give a good example of what can be done to prevent explosions. 'his State, with its large number of operating mines, many with very definite hazards from gas or dust or both, has had only two major explosions (resulting in 16 fatalities) during the past 7 years; this is a decidedly good record compared with any similar period in the past and when it is considered that during this period about 750,000,000 tons of coal have been produced. Other good records are: Tennessee, without a single fatality from explosions during the past 9 years; Alabama, with 6 fatalities during the past 7 years; Illinois, with no explosions during the past 4 years; and
