Although not immune from the problems affecting the U.S. economy generally, the mineral industry in 1991 contributed nearly $300 billion in the value of processed materials of mineral origin. Supporting this contribution, the Bureau of Mines continued the research and analytical programs highlighted in this annual review. Featured in 1991 were such relatively new programs as minewide monitoring applications in ground control and advances in processing of ceramics and composites, along with more traditional research into health, safety, and mining technology, minerals and materials science, and environmental technology. Under Bureau sponsorship, a National Minerals Policy Forum brought together some 200 executives from industry and Government concerned with minerals policy to begin a dialogue on developipng a policy statement on current minerals issues. A major feature of the forum was the keynote address by Secretary of the Interior Manuel Lujan, Jr.

"THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented III this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960/ from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963,1 The leading general and technical libraries of the United States maintain files of the Bureau's publications. This volume is the fourth of a four-volume final report on research carried out under a contract from the U.S. Bureau of Mines on the development of a computer simulation model for surface mine reclamation planning. The other volumes are titled as follows: Volume I: Ore Reserve Estimation, Volume II: Dragline Model, and Volume III: Mine Coordinate Generator System. The Open Pit Materials Handling Simulator (OPMHS) was first developed" in 1971 and modified and updated in 1975. The present work is an update of the 1975 version and provides a direct link between the geology and reserves system and the various activities of the mining equipment in a mining system. Also, the modeling techniques in OPMHS/2 have incorporated a flexible method for describing various equipment (shovels, trucks, belts, trains, etc.), locations, their sequence of operations, place changes, and their interactions. These features allow for studying mining equipment selection, mining method analysis and reclamation planning. This report describes the Open Pit Materials Handling Simulator Version 2 (OPMHS/2). The report details the program features, operation, and application. Through an extensive set of appendices, the data input sequence, input variable definitions, sample data listing and program output are presented in detail.

A major purpose of this contract was to evaluate a variety of dust suppressants to determine their effectiveness in mitigating dust from taconite tailings. During the course of the investigation tailings from pilot-plant tests of Minnesota copper-nickel ores became available and chemical binders were also tested for dust mitigation effectiveness on this mineralogically different material. Field-test plots were established on taconite tailings and wind tunnel laboratory tests conducted. The laboratory tests consisted of comparing treated and untreated samples at wind velocities of 40 mph using a weight-loss method and direct dust emission measurements. It was shown that the emission of fine dust from taconite tailings, in the range of 4.5 microns to 0.85 microns, could be reduced by 99 percent using certain chemical suppressants. It was also demonstrated that a straight water spray on coarse tailings (3/4" to + 10 mesh) reduced dust emission by 95 percent. Although eight different chemicals were tested, most of the tests were made using Coherex, ammonium lignin sulfonate and sodium silicate. These same dust suppressants were used, singly and in combination on almost 75 field-test plots. The Coherex appears to provide the best results in terms of economics and durability. Wind tunnel tests on treated and untreated Cu-Ni tailings demonstrated that applications of dust suppressants reduced fugitive fine dust by better than 99 percent.

A frequency-shift keying (FSK) modulator-demodulator (modem) network has been devised for the Bureau of Mines mine-monitoring systems. This network permits an unlimited number of remote stations to communicate with one central station over the same pair of wires. The network operates at a speed of 4,800 Bd at distances up to 5 miles. This report describes the development and operation of the modems. The theory of operation, schematic diagrams, and printed circuit board layouts are provided. Although the modems were built for a specific application, a more general use is discussed whereby the network would operate with a typical serial channel format.

The purpose of the initial research performed under this contract was to determine the margins of safety in explosion-proof (XP) enclosures, which were designed and certified according to the current schedule (Schedule 2G). Results from this work provide baseline data on the current schedule, from which a new schedule can be formulated to give equal or greater levels of safety. Results and discoveries in the initial work led to an expansion of the contract to cover, additionally, weld quality in enclosure fabrication, reliability of enclosures with windows and lenses, and performance tests for enclosure qualification. Finite element calculations and hydrostatic tests revealed wide variations in the margins of safety in the enclosures studied; however, only one enclosure had a safety factor which was less than one. Results from a weld quality survey led to the recommendation of AWS Welding Standard D14.4 for the fabrication of XP enclosures. Based on other work, accelerated aging tests were recommended for qualifying plastics and adhesives that are used in some enclosures, and a Structural Performance Test was developed to test enclosure strength for a minimum static pressure of 150 psig.

The Government of Belize maintained strict control over spending in 1982 as a means of protecting its import-dependent economy against the effects of a general worldwide recession. The modest economic performance was not expected to differ substantially from the $152 million2 gross national product (GNP) estimated for 1981. Exports and reexports were expected to decline in 1982, partly as a result of the Mexican peso devaluation. Imports were also expected to decline slightly in 1982, but the overall trade deficit was projected some-what higher than the $44 million experienced in 1981. On September 21, 1982, Belize became an independent state. As a result, the new Government became eligible for assistance from international organizations such as the International Monetary Fund, the International Bank for Reconstruction and Development (World Bank), and the United Nations Development Program (UNDP). Belize's independence from its former status as a colony of Great Britain was marred somewhat by the unsettled territorial dispute between Great Britain and Guatemala. Guatemala declared Belize was a part of Guatemala and. therefore. refused to recognize it as an independent state. Negotations between Great Britain and Guatemala continued without resolution.

Prior to 1911 the literature on melting brass by electricity consisted entirely-save for some suggestions made in patent literature but not actually worked out-of a few observations by farseeing men ' on the theoretical advantages of melting brass and other nonferrous alloys in electric furnaces. Roeber was the first to see and clearly state the possible advantages of the electric furnace in brass melting. The same factors tha.t make it desirable to manufacture special steels in the electric furnace rather than in crucibles, he declared, apply to brass as well. He pointed out the possibility of using larger melting units, of eliminating crucible cost, of readily controlling the purity of the product. and of nearly eliminating the loss of zinc. "The replacement of the • old crucible process is sure to come," he said; "perhaps it will come in two years, but it will, necessarily, in ten years .... The inevitable advance along this industrial line will have great influence in the metal world and will also provide, in large cities, a new kind of load for the central station." The years 1905 to 1910 may be termed the purely theoretical period of the development of the electric brass furnace, though the Conley furnace was tried out e:xperimenta.lly about 1910 and a few heats were made in an induction furnace. 2 In December, 1911, the American Chemical Society held a symposium on mineral wastes, at which Bassett s discussed the zinc· losses that attend making brass in fuel-fired furnaces.

The contract objective was to evaluate the effectiveness of available dust-control technology for double-drum shearers. Eight underground surveys were conducted to evaluate drum design, drum spray nozzle locations, ranging-arm sprays, water quantity, wetting agents, and cutting techniques. The final report is made up of eight dust-control technique reports, each discussing, details of the individual mine surveys.

An investigation is made into whether commercially available equipment can be used to engineer effective emergency warning systems for underground coal mines. Discussions with members of the Bureau and the Mining Enforcement and Safety Administration established that the preferred system should operate over the existing Pager Phone twisted pair, and broadcast an audio alarm. Applicable equipments such as voice band tone signaling equipment, alarm sounding equipment, mine telephones and complete alarm systems from over thirty manufacturers are listed. Factors affecting the range over which an alarm could be detected in representative mine situations were studied. These included (a) the subjective masking effects of typical background noise found in mines, such as that due to continuous miners (b) the attenuation of sound in mines (using both a theoretical and experimental results) and (c) the attention-getting qualities of different sound for miners. Audio alarm systems meeting the requirements can be installed and representative systems are described.

Jets of hot gases issuing into explosive gaseous mixtures are efficient agents of ignition . The ignition temperature is defined as the temperature of the jet as it enters the cold explosive mixture which is just high enough to produce ignition . Such data have been published recently.5/ The investigators note especially that no correlation seems to exist between hot - gas ignition temperatures and spontaneous ignition temperatures , although there is a rather loose relation with limit flame temperatures . Before a more quantitative theory of the hot - gas ignition process can be attempted effectively , several questions must be answered : ( 1 ) Can the reactions leading to ignition be described by an Arrhenius type activation energy? ( 2 ) Is ignition preceded by an induction period ? ( 3 ) What is the rate - determining process of the ignition ? (4) And how does turbulence affect this type of ignition ?

Helium has probably aroused more varied scientific curiosity than any other single element. Discovered by spectroscopic examination of the sun during an eclipse in 1868, helium is now known to exist not only in the sun and other stars but on earth occluded in minerals, accumulated with natural gases in pockets in the earth's crust, and in the atmosphere surrounding the earth. Astronomers study its presence in the various stars of the universe for clues to their origin and history. Geochemists and geologists study its occurrences in rocks, minerals, and meteorites to determine the age of the earth and the manner of its formation. Pathologists study its effect on living tissues in search for the ideal combination with oxygen for artificial breathing mixtures in medicine, diving operations, and space vehicles. Chemists study its physical properties and use it to trace the sequence of events in reactions in which it does not participate. Geneticists and bacteriologists use it for special studies. Physicists study its behavior when liquefied and the behavior of materials cooled to nearly absolute zero by its use. Nuclear physicists learn more about the universe through study of the nuclear reactions that produce it. Through study of helium and greater knowledge of its origin and properties, science continues to unlock some of nature's more closely guarded secrets. Unknown on earth before 1895, and not discovered as a minor constituent of natural gas until 1905, helium with its simple atomic structure--a nucleus with two electrons orbiting in a closed shell--is a unique element. It is next to the lightest gas, only hydrogen is lighter. It occupies position number 2 in the Periodic Table of the Elements and heads the list of so-called "rare" or ?noble? gases. Most of the naturally occurring helium has an atomic mass of 4.003874 (oxygen = 16). A trace (1.7 x 10-5 mol percent) is the light isotope helium-3 whose atomic mass is 3.0169800 Unstable isotopes of mass numbers 5 and 6 have been authenticated. Isotopes of mass numbers 7 and 8 have been reported, but their existence is less well established. All the heavier isotopes are radioactive and are the product of nuclear reactions.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. The subject of mine fires is a very wide one. To give reasonable coherency, the paper concentrates on the behaviour of fires in the ventilated airways of mines; spontaneous combustions are not considered. The following topics are considered in some detail: 1) Material selection: Performance requirements for mining materials in terms of flammability and smoke/fume production; methods of test and need for relevance to mining conditions. 2) Fire growth: The influence of material properties and method of use on the rate of growth of fire in a mine roadway; the influence of ventilation, slope, material orientation, proximity of walls and roof on fire behaviour. 3) The fire in the ventilation network: The influence of fire on the ventilation distribution; the circulation of fire products in the network. The influences of these topics in determining fire control strategy are then considered but topics such as fire detection and fire extinction methods are not reviewed in detail. An extensive Bibliography on papers relating to mine fires is included.

In connection with a Bureau of Mines research program on utilization of Cuban lateritic ores, a comprehensive review was made of the chemical literature on nickel and cobalt. Initially, the review had as its objective the selection, from the voluminous literature dealing with the chemistry of these two metals, of only those references to reactions that were especially pertinent, or at least closely related, to the field of extractive metallurgy. Later, the coverage was extended to include references to the techniques and plant applications of extractive metallurgical procedures for the recovery of nickel and cobalt. In this report, the period from January 1929 to July 1955 has been covered, as it seemed logical that recent literature should be of greatest value. This cutoff date was established in order that the bibiliography could be issued at an early date, inasmuch as currently much work is in progress on the lateritic ores. Later, a supplement will be prepared extending the coverage to about 1900.
