Arc flash generally refers to the dangerous exposure to thermal energy released by an arcing fault on an electrical power system, and in recent years, arc flash hazards have become a prominent safety issue in many industries. This problem however, has not been effectively addressed in the mining industry. MSHA data for the period 1990 through 2001 attributes 836 injuries to “non-contact electric arc burns”, making it the most common cause of electrical injury in mining. This paper presents results from several elements of a recent NIOSH study of arc flash hazards in mining, and provides information and recommendations that can help reduce these injuries. Characteristics of past arc flash injuries in mining are first outlined, such as the electrical components and work activities involved (based on MSHA data). This is followed by a review of important concepts and terminology needed to understand this hazard. Next, methods for identifying, measuring, and managing arc flash hazards on a power system are covered, with emphasis on recommendations found in NFPA 70E, Standard for Electrical Safety in the Workplace. Finally, results are presented from a detailed arc flash hazard analysis performed on a sample mine electrical power system using IEEE 1584-2004a, focusing on components and locations presenting severe hazards as well as engineering solutions for reducing the risk to personnel. THIS CHAPTER of the Minerals Yearbook contains injury experience and related employment information for the coal-mining, coking, oil and gas, peat, and native asphalt industries in the United States for 1963. No attempt has been made to combine these data and present injury-frequency rates reflecting the mineral-fuel industries because the hazards of the separate industries are not comparable. Tabulations showing the trend of injuries and employment for all mineral industries are presented in Volume III of the Minerals Yearbook. COAL Injury experience of the coal-mining industry was improved slightly in 1963, as measured by the 2-percent decline in the Injury-frequency rate. Although the total number of fatal and nonfatal injuries increased 1 percent, the greater proportional increase of 3 percent in man-hours worked accounted for the improved frequency rate. Employment and injury data for 1963 are based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines.

Coal miners often handle heavy electrical power cables, weighing up to 10 kg per meter. These cables are manually lifted and attached to the mine roof to prevent damage from mobile underground equipment. Data suggest that workers who commonly perform cable handling tasks experience a high rate of lost time back injuries. In this study, six male underground miners performed a total of 12 cable-hanging tasks in standing, stooping, and kneeling postures, during which kinematic and ground reaction force data were collected. Reductions in vertical work space were found to result in a linear increase in the peak moment experienced by the lumbarspine (p<0.05). In restricted postures, peak moments were not significantly different in stooping vs. kneeling postures (p>0.05). Average lumbopelvic flexion during the tasks was highest in stooping conditions, followed by standing and kneeling exertions (p<0.05). Expansion measurements of platinum, added as an internal standard, are used for thermal calibration of X-ray cameras and diffractometers. Accuracy of the temperatures derived by this technique depends on the precision of expansion measurements and the reliability of reference expansion data. Temperature measurements to ± 1° C. require ?d or ?a to be determined within ± 0.001 percent. Selected expansion data are concluded to be reliable to 2° C., 5° C., and 25° C., over the temperature ranges 0° C. to 700° C., 700° C. to 1,000° C., and 1,000° C. to 1,700° C., respectively. Tabular expansion values from 25° C. to 1,700° C. in 2° C. intervals were calculated from the following equation; Expansion, percent = [8.91 + 1.28 x 10-3(t-25) + 0.04 x 10-6(t-25) ] [t-25.104 ] These tabular values facilitate future corrections of published temperatures as more reliable expansion-temperature data become available.

In this report an attempt is made to discuss the first cost of each of several types of mine-ventilation stoppings, as well as the total annual expense of maintaining a stopping during its required period of service. Such data furnish a basis for comparison of the efficiency of the different types, and are of great importance to an engineer planning the development of a mine. The data given were obtained through an investigation conducted under a cooperative agreement between the Bureau of Mines, the Illinois State Geological Survey, and the department of mining engineering of the University of Illinois. The report itself is published by the Bureau of Mines as a contribution to the literature on safety and efficiency in coal mining.

Over the past century coal miner safety and health has seen tremendous improvements, the fatality and injury rates continue to decrease while productivity continues to increase. Many of the hazards that plagued miners in the past, such as coal bumps, methane and coal dust explosions, ground fall accidents and health issues have been significantly reduced. The contribution of NIOSH research includes products for prevention and survival of mine fires, methane control measures, design procedure for underground coal mines, methods for excavation surface controls, methods and procedures for blasting, laser usage in underground mines and prevention of electrocution from overhead power lines that have reduced accidents and injuries in underground coal mines. Health research has produced products such as the personal dust monitor, noise abating technologies and ergonomic solutions for equipment operators. Research priorities at NIOSH are set by considering surveillance statistics, stakeholder inputs and loss control principles. Future research in coal mining is directed towards respiratory diseases, noise induced hearing loss, repetitive musculoskeletal injuries, traumatic injuries, falls of ground and mine disasters. The recent spate of accidents in coal mines resulted in the Miner Act of 2006 which includes a specific role for NIOSH in future mine safety research and development. The mine safety achievements in the USA reflect the commitment of industry, labour, government and research organizations to improving the safety of the mine worker.

As the level of technology applied in the electrical measurement, control, and display portions of mine hoist systems continues to advance, the issues and concerns associated with the ramifications of the application of microprocessor technology on the safety-related aspects of these systems become paramount. This report, in part tutorial, addresses several aspects of these concerns. Beginning with discussions of microprocessor-based system architectures, the report addresses some existing and anticipated uses of this technology in mine hoist systems and discusses safety related considerations associated with the areas of data derivation; control and display panels; and system reliability issues. The report concludes with electrical maintenance and inspection considerations associated with the safety assurance of microprocessor based mine hoist systems.

Full-scale tests are conducted on mine roof supports using protocols developed by the National Institute for Occupational Safety and Health (NIOSH) using the unique capabilities of the Mine Roof Simulator (MRS). These protocols simulate the loading conditions that the support will be exposed to in an underground mine to determine the performance capabilities and limitations of the support. Some tests are conducted with rigid boundary conditions, creating uniform contact and near ideal axial loading conditions. These tests are used to determine the ultimate performance potential of a support, including the strength, stiffness, and stability. For prop supports where stability is a critical design issue, tests are implemented to induce buckling by a modified end condition, eccentric contact, or biaxial loading. It is important to determine the cpacity of the support design when the support is subjected to unpredictable loading conditions. This paper examines the effect of end conditions and load profiles on prop support performance and applies a new analysis methodology based on eccentric loading to determine a factor of safety for load capacity. Recommendations for installation practices that minimize eccentricity and therefore preserve capacity are also provided.

The investigation consisted of road building, diamond drilling, sampling, and metallurgical tests.The Geological Survey assisted with logging of cores and made geologic and topographic maps."

This report summarizes the results and conclusions reached by various investigators who have attempted to determine the extent to which hydraulic fracturing will affect the secondary recovery of crude oil by waterflooding. It also discusses the most advantageous use of this well-stimulation method in waterflood projects. A thorough search of the literature was made, and pertinent information was abstracted from appropriate reports. A carefully designed and controlled program of formation fracturing is an effective aid in waterflooding because it increases water-injection and oil- production rates. Generally, fracturing has resulted in little or no reduction in ultimate oil recovery, but under certain circumstances recovery has been substantially increased.

Bureau of Mines investigated the progressive impact that petroleum (crude oil and condensate) operations in the Gulf of Mexico have had on onshore operations and the expected effect of increasing activities in this area on future petroleum supplies from domestic sources. The data analyzed include capital expenditures, number of wells drilled, success ratio for exploratory wells, daily production per completion, annual producing rates, and oil reserves. The report compares offshore and onshore data and ascertains trends in petroleum industry operations. Observed data and trends indicate that in the near future Gulf of Mexico development and production will continue to increase relative to total U.S. petroleum activity. By 1975 annual oil and condensate production from the Gulf of Mexico is expected to be in the range of 750 million bbl to 1,150 million bbl, and account for approximately 20 to 30 pct of the estimated total domestic production.

Underground longwall mining of coal causes large scale disturbance of the surrounding rock mass. The disturbance can increase the rock mass permeability through a reduction on the stress as well as formation of new fractures in the rock. Methane gas contained in the disturbed rock mass can migrate towards the low pressure mine workings and present an explosion hazard. This paper describes the application of a finite difference program to develop a geomechanical model that predicts permeability changes within the rock mass. The calculated permeabilities are used as input to a reservoir simulator that models methane desorption from the coal matrix, methane release from the rock layers and flow towards the mine excavations. The model also considers the basic characteristics of the mine ventilation network. The geomechanical model uses empirical relationships between fracture permeability and stress to calculate permeability changes around a longwall face. The extent of rock failure is determined using a strain softening model that considers both rock matrix and bedding plane failure. The cave rock (gob) is modeled as a compressible, granulated material. The calculated horizontal and vertical permeabilities around the longwall face are averaged and used as one of the inputs to the reservoir model. The reservoir model was developed and calibrated against records of methane flow at a study mine in southwestern Pennsylvania. Good correlation between actual gas production and model outputs has been achieved. The modeling approach provides a basis for estimating methane inflow and optimizing control measures.

Hard rock mining has grown in importance in the Yukon Territory during the last 10 years while Alaskan hard rock mining has declined. One asbestos deposit in Alaska is dormant, but an asbestos deposit 55 miles to the east in the Yukon Territory is being mined by the Clinton Mine Div., Cassiar Asbestos Corp., Ltd. In this Bureau of Mines report, the economics of mining in the two locations were derived using the Clinton mine as a model. Both deposits were assumed to be of equal size and mined by similar methods. Conventional open pit mining and processing methods were assumed, and capital and operating costs were derived using flowsheets and standard costing methods. The estimated cost for the mine, mill, and support facilities in Alaska was about 30 percent more expensive than that in the Yukon Territory. The higher labor rates in Alaska were the primary contributor to the higher construction costs; freight rates added only slightly to the total costs. Approximately two-thirds of the additional annual costs of operating in Alaska were for wages and fringe benefits. The price required for the Alaskan asbestos fiber was $356.65 per ton compared with $287.44 for Yukon fiber, plus or minus 20 percent. A 12 percent discounted cash flow rate of return, 100 percent equity financing, and a rapid writeoff of assets were assumed.

"Introduction In 1925 the Bureau of Mines published as Technical Paper 346 a discussion of typical crude oils of the Western Hemisphere. That paper was one of a series of surveys of typical crude oils, and was the first of these to deal with properties of crude oils from countries other than the United States. The paper contains comments, tabulated data, and individual analyses of crudes typical of the producing districts of Canada, Mexico, Trinidad, Venezuela, Argentina, Colombia, and Peru; for comparison, it also has analyses of typical crudes from the chief producing districts of the United States.The Bureau of Mines undertook a study of foreign crude oils for two reasons: First, foreign fields are potential sources of supply for the United States; in fact, considerable quantities of some foreign crudes have already been imported. Second, these oils are very similar in physical and chemical properties to oils found in the United States, and a study of these resemblances has scientific value.After the publication of Technical Paper 346, the attention of the Bureau was called to the fact that the two analyses of crude oil from Venezuela which appeared in that paper were not completely representative of the production of that country. Samples of other types of oil were procured through the cooperation of Mr. R. Ogarrio, manager of the Texas Petroleum. Co., Huston, Texas, and officials of the following companies operating in Venezuela; British Controlled Oilfields, Ltd., Venezuelan Oil Concessions, Ltd., Creole Syndicate, and Venezuelan Gulf Oil Co.. Samples were collected and dispatched by Mr. D. 3. Park, representative in Maracaibo, Venezuela, of the Texas Petroleum Co. The value of the interest and cooperation of these agencies in obtaining the samples is gratefully acknowledged."

"INTRODUCTION An extensive test program is in progress by the Bureau of Mines to determine ways and means of recovering ferromanganese-grade ore 6/ from the wide-spread domestic manganese and manganiforous iron deposits. Samples for testing were received from the Interstate Manganese Co. in northeastern Tennessee, 11 miles west of Mountain City and 10 miles southwest of Damascus Va. The ore deposit occurs in the residual material of the Shady dolomite 7/ as an unconsolidated mixture of hard and soft manganese oxides and clay.Numerous tunnels and pits have developed a large reserve of ore in an area of about 15 acres. One pit 250 by 50 by 20 feet is being mined by rower shovels. The ore is hauled to a washing plant for log-washing, hand-sorting, and jigging. In a review of so 40 papers on damage to residential structures resulting from blasting, only 3 were found that present data on the observed amplitude and frequency of the vibration levels produced by blasting together with an observed degree of damage to a residential structure. The data from these three reports have been analyzed statistically to determine if one of the quantities, displacement, velocity, or acceleration, is more reliable than the others for estimating the degree of damage to a residential structure. From this analysis the conclusion is drawn that a given degree of damage to a structure is most closely related to the magnitude of the particle velocity of the wave motion passing thru the earth at the structure location. On the average, only minor damage it observed for peak particle velocities of 5.4 inches per second, and major damage is observed for peak particle velocities of 7.6 inches per second. When the spread of the data is taken into consideration, the following statement can be made: Wave motions that have a peak particle velocity in excess of 2 inches per second have a fair probability of producing some damage to structures, whereas wave motions that have a peak velocity less than 2 inches per second have a very low probability of causing any damage. Therefore, the recommendation is made that vibration levels in the vicinity of residential structures should be maintained below a peat particle velocity of 2 inches per second. The above criterion for safe blasting is considered to hold over a wide variety of soil and rock conditions because the original data were obtained for a wide range of soil and rock conditions and on various types of residential structures. Long-range projection of demand for domestic crude oil indicates a continued upward movement and accentuates the need for increasing the recovery from known crude-oil resources to supplement expected future discoveries. Consequently, the industry and Government have given special attention to the viscous or heavy-oil deposits because they offer the distinct possibility of large order increases in ultimate recovery. This report presents data pertaining to 150 heavy-oil reservoirs in Arkansas including oil characteristics of samples from 38 of these reservoirs. To January 1, 1967, about 600 million bbl of heavy oil has been recovered from the 150 reservoirs in 63 oilfields; however, about 4.5 billion bbl, or 88 pct, of oil remained in the ground. Of prime importance is that much of this heavy-oil resource is in reservoirs having characteristics considered favorable for thermal-recovery operations. Data for the thermal projects initiated [thus Ear are presented in individual field discussions. Also discussed is the t crude oil supply-demand situation in the State.

The fact that methane ignitions continue to occur at the mining face indicates that monitoring with machine-mounted methanometers does not always indicate the presence of high methane concentrations. Methane concentrations at the face change quickly due to changes in airflow. By measuring these changes in airflow, it may be possible to predict changes in face methane levels more quickly. Currently there are no techniques or instruments to accurately measure airflow in by the mouth of the ventilation curtain or tubing. Tests conducted in the NIOSH ventilation test gallery compare the data provided by one-, two-, and three-axis ultrasonic anemometers. The effects of changes in airflow direction and turbulence on instrument readings are discussed, and guidelines are given for selecting the type of instruments to be used for monitoring airflow near the mining face.
