The safety record of the coal-mining industry in 1968 worsened appreciably .in fatality experience but was slightly better in nonfatal-injury experience. Work fatalities in 1968 totaled 311 and occurred at a frequency rate of 1.33 per million man-hours or worktime. The fatality total was 89 higher, and the rate of occurrence was 45 percent higher than the corresponding figures of 222 fatal injuries with a frequency rate of 0.92 in 1967. The worsened fatality record in 1968 resulted primarily from two major disasters (a single accident which results in the death of five men or more) which killed 87 men, nine in one and 78 in the second. The total of 9,639 nonfatal injuries was the lowest annual figure in complete records back to 1930. The frequency rate of 41.12 nonfatal injuries per million man-hours of worktime for 1968 was the second lowest annual rate of occurrence. The severity rate of all injuries, 10,513 days lost or charged per million man-hours, and the average severity, 248 days lost per injury, in 1968 were the worst annual data in the series started in 1944. Total worktime of 234.4 million man-hours and coal output of 553.3 million tons in 1968 were, respectively, 3 and 1 per- cent lower than in 1967.

This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine's rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if' significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.

Laboratory heats of an 80 percent copper high-leaded tin-bronze alloy, similar to Brass and Bronze Ingot Institute (BBII) alloy 3A, were made with reduced tin content to determine whether an alloy comparable to BBII alloy 3A could be produced using less tin to aid in conserving this strategic metal. The tin content was lowered from 10 percent to 8 percent and 5 percent (nominal values), respectively, and the reduction in tin was offset by either increasing the lead content or adding zinc. Mechanical properties, machinability, and corrosion characteristics of the resultant alloys were investigated, and the mechanical properties were compared with BBII typical values and American Society for Testing Materials (ASTM) minimums for high-leaded tin-bronze alloy. Results indicate that the tin content of this alloy could be reduced approximately 1 percent (difference between the 8.4 percent actual tin composition obtained and the 9.3 percent BBII minimum) without seriously affecting the desired properties. Results also show the tin content could be reduced without significantly increasing the chances of rejects for mechanical property failures, which might result from normal variations in the casting process.

Eight extinguishing powders KCI, were tested on five types of diffusion flames. The effect of flame temperature on the inhibition efficiency was investigated by varying the oxygen index of the flame supporting atmosphere. Inn addition a spectrographic investigation of powder flame dissociation products was carried out on the methane/air/ABC (NH4H2PO4) flame. Dissociation products for this flame included P0, PH, NH, and Na. It is concluded that the main factor to be considered in the efficiency of tie powder is the flame temperature Purple K (KHC03) was typically inefficient in low temperature flames and very efficient in high temperature flames. On the other hand, ABC (NH4H2PO4) was found to lose its efficiency at high temperature but to be quite efficient in the low temperature flames. The effect of temperature is offered as an explanation of the poor efficiency of Purple K (KHC03), against coal dust explosions as contrasted to the high efficiency of phosphate salts against coal dust explosions.

This circular is part 5 of the third paper (entitled "Excavation") of a series summarizing the technical problems involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes; part 2, power scrapers, slackline cable-way excavators, and hydraulic monitors; part 3, hydraulic, clamshell, ladder, and dipper dredges; and part 4, haulage systems in general, with particular reference to locomotive and car, hoist and car, and remote-control systems. This circular discusses the use of motor trucks, conveyor belts, pumps end pipe lines, barges and towboats, and aerial trams. MOTOR-TRUCK HAULAGE During recent years motor trucks have gained considerable ground as a successful competitor of locomotive haulage for quarries and gravel pits. Often where trucks have displaced locomotives and cars the operators readily admit an increase in both labor and total haulage operating costs but point to some other advantage as offsetting the extra expense. In other instances haulage costs have beep reduced by the use of trucks. In still others operators, having replaced locomotive haul with trucks, have again returned to the earlier method. Obviously gasoline-driven motor trucks cannot successfully compete with other types of haulage under all conditions. The apparent' growth in the number of advocates of truck haulage, however, indicates that it has passed the experimental stage and become a permanent competitor to other tyres.

A mineral survey of portions of two contiguous WSAs (Wilderness Study Areas) along the South Fork Owyhee River in southwestern Idaho and north-central Nevada was done by the U.S. Bureau of dines in 1984. The portions of the WSAs, known as study areas, have a combined area of 47,610 acres. The Idaho study area consists of 42,430 acres of the 42,510-acre South Fork Owyhee River WSA (ID-16-53). The Nevada study area consists of 5,180 acres of the 7,840-acre South Fork Owyhee River WSA (NV-010-103A). The Idaho study area is within the Boise District of the Bureau of Land Management, and the Nevada study area is within the Elko District. In the Nevada study area, no claims or hard rock mineral occurrences are known.

Pollution from radioactive nuclides, principally Ra226, in liquid waste from uranium mills can be minimized by reusing the waste solution within the mill. Such reuse of waste solution in the Vitro Chemical Co.-type process was investigated in the laboratory. Vitro employs an acid leaching process for dissolution of the uranium, countercurrent decantation for liquid-solid separation and washing, and amine solvent extraction for recovery of the uranium from solution. The simulated reuse of barren raffinate in the mill circuit was carried through two separate laboratory campaigns of 29 and 31 cycles. Conventional chloride stripping of the amine was employed in the first campaign, whereas nitrate stripping was used in the second campaign. Dissolution of uranium from the are in the acid leaching circuit averaged 96 percent. Washing efficiencies of 98 to 99 percent were attained by using 4 volume tons of combined raffinate and makeup water per ton of ore. Uranium recovery from the pregnant solution using a 5-percent solution of amine LA-1 in kerosine ranged from 99.3 to 99.9 percent.

"Several writers have called attention, in the technical press, to the possible failure of flame safety lamps in coal-dust laden atmospheres. Such writers question the safety or a flame lamp that has been proved only in atmospheres containing methane, believing that the resistance of the lamp to explosion would be lessened it coal dust constituted a part of the explosive mixture.If this be true, it follows that any series of tests devised to prove the safety of flame lamps for use in gaseous and dusty coal mines should not only embrace tests in mixtures containing various proportions of methane, but also in some of the tests the effect of adding coal dust to the explosive gaseous mixtures should be investigated.Some attention has been given this question by investigators, but the more common practice has been to make all tests in gas and air mixtures only, using methane when it was readily available. Apparently the English Accident Committee (1879-1886) who conducted tests upon 250 different lamps did not use coal dust in their tests. The first British requirements for the testing of safety lamps, issued as a result of the Coal Mine Act of 1911, made no mention of tests with coal duet.The Austrian Fire-damp Committee (1890) conducted a series of tests in which coal dust was used in some of the tests. In certain tests, the addition of coal dust apparently lowered the resistance of the lamp 1 meter per second. The Belgium investigators, Messrs. Watteyne and Stassart, conducted a series of tests in 1904 in which coal dust was used in a few tests without any marked difference in safety."

The growing demand for energy during the post World War I and World War II periods has prompted underground coal production to increase rapidly. This has been met primarily by mine mechanization, resulting in the development and application of new mining machine types. Correspondingly, the total connected horsepower of each machine as well as the number employed has enlarged rapidly since 1950. (2,3,9,14,16,17) Electrical consumption for each mine has also grown. In the early years of mining electrical applications, only d-c power was utilized underground. Yet, d-c machine limitations were soon realized, and many a-c systems were substituted to permit economic and efficient utilization of a-c distribution and motors. Due to the attractive torque characteristics, ease of distribution and speed control, several traction applications have continued to be powered by d-c motors. The result has been the now prevalent use of mixed a-c/d-c mine power. However, augmented electrical power employment seems to have added to underground coal mining electrical accidents.

This Bureau of Mines laboratory research demonstrated that building bricks meeting ASTM specification C62-66 for grades SW and MW of FBS-type bricks can be produced from waste copper mill tailings. Waste tailings from accumulations at Magna, Utah, Anaconda, Mont., and Hayden, Miami, and San Manuel, Ariz., were dry-pressed into bricks, and the products were tested in accordance with ASTM Designation C67-66 on sampling, and testing of brick. An evaluation derived from pilot-plant production of similar brick at the Coal Research Bureau of West Virginia University indicated the production cost to be about $34 per 1,000 bricks. Utilization of such mill tailings on a commercial scale would eliminate the need for digging new pits for brick raw material production, conserve natural resources, and simultaneously remove potential sources of air pollution.

The U.S. Bureau of Mines evaluated two different conventionallongwall gate entry systems in the Southern Appalachian Basin, where mining and geologic conditions are conducive for coal pillar bumps. These gate entry systems were in a coal mine located in the Pocahontas No.3 Coalbed under approximately 2,000 ft of overburden and a massive quartzite sandstone member, and both employed a center abutment pillar flanked by yield pillars. The 8O-ft-square tailgate abutment pillars within the first study area began bumping 500 ft in advance of mining. This was accompanied by face bumps on the tailgate corner of the longwall face. The 120-by 180-ft tailgate abutment pillars within the second study area did not begin to bump until mining was approximately 100 ft past. Coalbed stress change and abutment pillar dilation data demonstrated that a 15-ft-wide perimeter of yielded coal surrounded a highly stressed core in both sizes of abutment pillars. The 62 pet more core area per foot of gate entry in the larger abutment pillars prevented excessive load transfer to the corner of the tailgate panel and eliminated the face bumps experienced with the original gate entry design.

This is the third report published by the Bureau of Mines concerning the washability of Black Creek coal. Both of the former reports.5/6/ dealt with the Black Creek coal at the Bradford mine, Dixiana, Ala., near the northeastern extremity of the Warrior field, whereas the present report is based on float-and-sink tests of coal from what is presumably the Black Creek bed near the southern extremity of the field. Although the Yolande Coal & Coke Co., owners of the property at Yolande No. 6 slope, consider this opening to be on the Black Creek bed, the authors do not feel that there is as yet positive proof that this correlation is correct. There has been little or no development of the Black Creek bed in the Yolande Basin in the past, and a positive identification of the bed at Yolande No. 6 will have to await further exploration and development. The Yolande No. 6 is an exploration slope 3/4 mile north of Rockcastle, Ala. The slope is approximately 400 feet from top to bottom on a dip of 180. As far as the authors can ascertain, coal has never been produced commercially from the Black Creek bed in the southwestern part of the Warrior field. Exploration work in the past has indicated that the Black Creek coal in this area is extremely friable and high in sulfur. Extreme friability would naturally discourage its use as a domestic and railroad fuel, and high sulfur content would be a disasvantage in its use for coking coal. The present study of this coal has been made with particular reference to sulfur elimination on the assumption that it would make a good coking coal provided enough of the sulfur could be eliminated by washing.

Glass wool meeting requirements for commercial use was made from glassy fractions of urban solid wastes by the Bureau of Mines. This research was a part of the Bureau's program to develop building products and other usable materials from reclaimed urban waste materials. Mixes of molten glass were fiberized into glass wool during laboratory studies by impingement of a jet of compressed air on a stream of the molten glass. The principal test variable studied was composition of the melt; this was varied by adding dolomite and alumina to obtain molten glass with the handling characteristics required for producing final wool products of the desired composition and physical characteristics. When no charge is made for the waste glass and approximately $75 per ton can be obtained for the wool product, an interest rate of return on investment after taxes of about 12 percent can be obtained. If a charge of $5 per ton is required for the waste glass, a selling price of about $78 per ton would be necessary to obtain a l2-percent-interest rate of return on investment after taxes.

Data obtained from field and laboratory examinations were used by the Bureau of Mines to evaluate 82 silica deposits in the Pacific Northwest. A total of 94 field samples was taken from 64 deposits, and an additional 18 deposits were investigated that did not warrant sampling. Of the 37 deposits found to be of high quality, only 16 were large enough to be classified as industrial silica resources. Another 27 deposits did not meet quality requirements. Methods of simple low-cost beneficiation and rapid classification of a large number of samples were investigated in the laboratory. These tests indicated that high-intensity electromagnetic separation was equal or superior to either high-or low-intensity electrostatic separation. In general, the electromagnetic method gave higher recoveries and produced equal or better grade concentrates. A glass button method developed for estimating iron oxide content of silica samples proved to be highly satisfactory as a means of classifying field samples and evaluating beneficiation tests.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. Many hydraulic backfills are deposited at low density and provide less than optimum support strength to stope walls. This laboratory study shove that fill strength can be considerably increased. Placement methods used to increase the fill strength were the head, vibratory, cementation, double-planed (dblplod), and combinations of these methods. An experimental facility van designed to study the placement cathode and resultant strengths of the fills. Physical property tests made on the fills included laboratory penetration and vane shear plus several supplementary tests, such as grain size distribution and relative density. Test results were compared to fills planed by conventional methods and to those results reported by other investigators. When compared to fills placed by conventional methods, the penetration modulus was increased by 4.3 tines when the uncemented-vibrated-head concept was used and 71 times when the cemented-vibrated-head-dblplod concept was used. Apparently, hydraulically fill strength can be substantially increased. Conceptual mining plans are also included on suggested ways of placing and using high-modulus backfills.

"INTRODUCTION Pilot-plant studies on processes for converting low-grade domestic manganese ore to high-grade oxide or sulfide products by pyrometailurgical process was initiated at the Boulder City, Nev., Experiment Station in 1942. These investigations were given impetus by the possibility of a national shortage of ferro-grade manganese oxide for war needs.The manganese ore employed-in most of the pilot-plant smelting tests was from the manganosiderite-nodule deposits at Chamberlain, S. Dak. This deposit although low-grade, is extensive and represents, the largest reserve of manganese in continental United States. 6/ The Bureau of Mines has recently developed a Carryall mining-conical rolls treatment method that shows promise of making possible economic removal and subsequent beneficiation of the nodule-bearing shales. 7/ Smelting tests were made also on Artillery Peak, Ariz., mill concentrates in the productions of unrefined manganese matte for the steel The pilot-plant smelting program was based upon the fundamental fact that manganese, like copper, will sulfidize and become miscible with FeS. The matte this formed represents the initial smelting step in the pyrometallurgical treatment of the beneficiated ore. The concentrated nodules containing about. 18 percent manganese were smelted with varying amounts of pyrites and appropriate fluxes to produce Mns-FeS mattes containing 16 to 50 percent manganese. When the manganese and iron was completely sulfidized, the mattes contained 16 to 23 percent manganese. Reducing the pyrite resulted, of course, in the selective sulfidization of manganese and the production of a matte containing a correspondingly higher ratio of MnS to FeS. Complete sulfidization smelting produced slags of lower manganese content and hence resulted in higher manganese recoveries in the matte."

This contract was concerned with the design, development, fabrication and testing of an improved tamper-proof filter cassette assembly for use in the, collection and evaluation of dust particulates, primarily in mining areas. This report presents the design effort, fabrication and tenting of five- prototypre unit$ as well as the design and production of 1000 filter cassettes with sampling heads. This new improved filter cassette has been tested and approved by NIOSH as meeting the requirements specified in the contract.

The United States Bureau of Mines has made a study of roof control in 68 mines operating in the Pittsburgh coal bed in Pennsylvania, West Virginia, and Ohio. In making these studies, much information was also obtained on various exact methods of development and pillar extraction as practiced by this large group of mines. It is proposed in this paper to describe these methods, by which this group of mines in 1931, a year of reduced industrial activity, produced 28,123,000 tons of bituminous coal - 7.4 percent of the national production for the same year and an amount equal to the combined production of the coal mired in the States of Alabama, Colorado, New Mexico, Utah, and Wyoming. The results of these studies, insofar as they pertain to the prevention of injuries from falls of roof, have been published by the Bureau of Mines. In this paper only a few mines typical of each system will be described; however, should the reader be interested in other details with respect to these mines, he may refer to the following publications: T.P. 522, 1932, 43 pp. Falls of roof and coal in mines operating in the Pittsburgh coal bed in Marion and Monongalia Counties, W.
