Nine organic derivatives of fluorine, silicon, boron, and aluminum were purified for thermodynamic studies using distillation, zone melting, and gas liquid chromatography, The unusual properties of these compounds required the development of special techniques for handling and purification. To determine purities of purified samples, new techniques for analyzing spectral data were developed.

Following is a resume of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction o1 injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bitumi¬nous coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority (under Executive Order 9728) was removed June 30, 1947, when Government control of the mines was terminated.

"One of the underlying reasons for the establishment of the United States Bureau of Mines was the desire to promote greater safety in the mining and allied industries. Safety continues to be an important feature in the work of the bureau, and during the fiscal year 1929-30 the Bureau of Mines allotted $387,510 to the safety division out of a total appropriation of $2,249,670 (other than for helium).The safety division personnel consists of 22 engineers, 2 mine safety commissioners, 3 senior foreman miners, 18 foreman miners, 16 first-aid miners, 16 clerks, 10 cooks, and 3 laborers, a total of 90 persons. These safety workers are distributed through the 10 districts into which the United States has been divided for administration purposes. During the year 3 engineers, 1 senior foreman miner, 4 foreman miners, and 4 first-aid miners left the service. In general these men left the service to take up more lucrative positions.The 10 all-steel mine-rescue cars have headquarters as follows: Car 1, Reno, Nev.; Car 2, Raton, N. Mex.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa. There is also a mine-rescue car with headquarters at Juneau, Alaska. In addition, there have been established 11 mine rescue stations as follows: Birmingham, Ala.; Berkeley, Calif.; Seattle, Wash.; Evansville, Ind.; Jellico, Tenn.; McAlester, Okla.; Norton, Va.; Vincennes, Ind.; Wilkes Barre, Pa.; Salt, Lake City, Utah; and Pittsburgh, Pa.Every mine-rescue car and station is fully supplied with equipment and devices for use in case of mine fire or explosion, and at each station is an up-to-date automobile truck. At time of amine disaster the bureau's forces are immediately placed at the disposal of the authorities, State or company, with a view to giving such assistance as may be desired or available.The activities of the safety division at ordinary times are directed largely to securing and disseminating data on safety in mining. Among the numerous studies made, or being made, concerning safety and health in mining are those in connection with the causes and methods of prevention of mine explosions, explosibility of dust and gases, explosives and blasting, haulage, electricity, falls of persons or material, ventilation, dusts, high temperatures, timbering, lighting, machinery, and in fact practically anything which results or may result in acci¬dents of any kind in or around mines."

One area of study in the Coal Mine Injury Analysis project was to illustrate and enhance the ability of mine safety management personnel to apply analytical techniques to injury experience data and to justify requests for funds for safety enhancement actions on a cost/benefit and other quantitative basis. Four volumes of this final project report detail (1) the objective and scope of the mine safety management research, (2) the results of literature review, and case studies, and (3) models developed for mine safety management. The four volumes are titled as Volume III: Mine Safety Management, Volume IV: Analytical Techniques for Mine Safety Management; Volume V: Mine Safety Management Case Studies and Volume IX: Training Cost Model. In this volume, the following material is presented: (i) review of related literature, (ii) mathematical models to perform quantitative analyses of accident/ injury experience data using the tools and techniques of risk analysis, time series analysis, and the Markov process, and (iii) descriptions of the HDBSEL and ACIM programs which are used to perform accident/injury experience analyses and cost analyses, respectively.

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. The Chestnut Ridge Anticline is a prominent structure in southwestern Pennsylvania, USA. This structure has brought two economically valuable limestone formations to the surface, where they are easily accessible to room-and-pillar mining. Nine active crushed stone quarries, an underground research facility, and one industrial facility currently operate along the linear trend that represents the axis of the anticline. The National Institute for Occupational Safety and Health (NIOSH) has identified significant variation in levels of horizontal stress within relatively short distances at shallow overburdens along the anticline. At one quarry, the horizontal stress is high enough to shear strata with a modulus of approximately 77 Gpa. Conversely, zones of extension were observed in parts of another quarry, indicating very low horizontal stress conditions. This study found that high levels of horizontal stress are to be expected in this very stiff rock formation and that local geologic and topographic structures are capable of altering the magnitude and possibly the orientation of the horizontal stress field.

This report, sponsored by the U. S. Bureau of Mines, presents the results of an examination of the safety of the impactor shaft sinking system in comparison to conventional shaft sinking technology. Detailed study of the impactor system was also performed to identify and recommend design changes for optimum safety conditions. A comparison of the impactor machine and its support systems with conventional shaft sinking was made on the basis of relative risk levels. Risk incorporates measures of both the frequency and the potential consequence of accidents. A safety evaluation of the com¬ponent operations of the impactor shaft sinking system was performed using a Failure Modes and Effects Analysis (FMEA) methodology. The results of this analysis show generally that the impactor shaft sinking system is safer than conventional shaft sinking. The potential risk of conventional shaft sinking operations could be reduced by an average of over 35 percent with use of the impactor shaft sinking system. Design change recommendations to further improve the safety of the impactor system include a revised fire suppression system, improved access to and from the operator cabs, reliable noise attenuation measures and improved communication systems. An operational safety manual was also developed for the impactor shaft sinking system.

The Coal Mine Roof Rating (CMRR) was first presented at this Conference nine years ago. Since its introduction, the CMRR has been incorporated into many aspects of mine planning, including longwall pillar design, roof support selection, feasibility studies, and extended cut evaluation. It has also become truly international, with involvement in mine designs and funded research projects in South Africa, Canada, and Australia. The purpose of this paper is to bring the mining community up to date with recent improvements and applications of the CMRR. The most important new development is a streamlined process for determining the CMRR from exploratory drill core. Just three types of information are now required: •Fracture spacing (or RQD) •Uniaxial compressive strength (or axial Point Load Testing) •Diametral Point Load Testing The moisture sensitivity adjustment has also been changed, and new research has related the immersion test to slake durability. Most recently, the CMRR has been implemented in a computer program, which can be obtained from NIOSH free of charge. The program facilitates calculation of the CMRR from either underground or drill core data. Values from many locations can be saved in a single file, and an interface with Autocad allows CMRR contour plots to be integrated into mine planning.

The purpose of this work was to develop and field test improved knee protection for underground coal miners working in low seam mines. In a previous phase of this contract (Sanders, 1982), experimental knee pads were developed and field tested. The field test revealed several design deficiencies with the knee pads, and suggestions for improving the design were made. The work summarized in this report, therefore, consists of modifying the design and method of fabrication of the knee pads originally describes by Sanders (1982), and of field testing the improved design. The new prototype was shorter and wider than the original design, and used a neoprene pass-through strap design rather than a cloth strap molded into the pad itself. The new prototype was constructed by slush molding a hollow bladder that was then filled with foam. Initial reactions to the pads in the field test were very positive. However, after two months, the opinions about the new prototype became less positive. They were judged, generally, to be no better or worse than the pads usually worn by the field-test participants. Problems were encountered in the field with respect to durability. Water seeped into the inner cavity of many of the pads and caused the foam to deteriorate. It was concluded that it would not be cost-effective or feasible to significantly improve upon current commercially available knee pad designs.

Toxic gases produced by the detonation of six explosives were measured in an underground hardrock metal mine during actual mining operations. The six explosives included two semi-gelatin dynamites, three slurry explosives and an ammonium-nitrate, fuel-oil/ammonia dynamite combination. Explosives were detonated at the face of a drift and the toxic gases produced by the detonation were trapped to the end of the drift by a bulkhead located a short distance away from the face. Toxic gas concentrations were then measured with direct readout instruments and together with the containment volume, the toxic gas volumes per mass of explosive were calculated. Toxic gas measurements were found in the following ranges (ft3/lbm): N02 0.010-0.035; N02, 0.003-0.019; CO, 0.08-0.30; S02, 0.00-0.05; and C02, 0.7-1.8. Results showed that toxic gas production (ft3/lbm) correlated with the densities (kg/m3) and energy densities (kJ/kg) of the explosives tested.

The Menominee Range of northern Michigan was a major producer of direct shipping iron ore for nearly a century. When the last underground mine on the Range ceased operation in 1978, it marked the end of an era. For since the start of mining in the early 1880's the district has gone through a Lull cycle from the start-up of mining through close-down. During this period over 200 million long tons of iron ore were produced and shipped from nearly 100 mining operations. This development and production spanned the time from when the United States advanced from an essentially rural-agriculatural society through the industrial revolution and into the beginnings of the computer and space age. There are many lessons that can be learned from such a rich history. This report attempts to provide ouch a lesson. Through the use of case histories, deficiencies in past mining practices and mine closure procedures that have resulted in current mine related problems are documented. These problems -an be grouped into three areas; 1) subsidence 2) hydrological or drainage problems and 3) problems related to inadequate mine shaft sealing and capping practices.

This report describes a method of measuring and analyzing the initial deformation which occurs in the medium surrounding a mine accessway as the opening is created. Discussed are (1) the hypothesis upon which the research is based; (2) the in situ rock-deformation measuring equipment developed; (3) the field tests, consisting of measuring the deformation of the medium around two 4-foot-diameter raise bores as the boring progressed; and (4) a finite-element technique to correlate theoretical with experimental results, using elastic theory. Described also are the raise-bore operation and performance. The instrumentation developed proved to have the sensitivity and resolution necessary to measure rock deformation around a full-scale raise bore during excavation. Tests show the relationships of rock deformation to progress of the raise boring and to time. The initial deformation of the opening appeared to be elastic. Using the deformation records and an estimated field stress, the modulus of elasticity was determined for the rock mass. In addition, the importance of this type of measurement in assessing support-problem areas is discussed.

A survey was conducted relating to the current practices for the classification of hazardous locations in coal preparation plants. Several plants processing bituminous, anthracite and lignite coal in Pennsylvania, West Virginia, North Dakota, Colorado, Montana and Wyoming were visited. Coal preparation plant operations and designers as well as MESA inspectors were interviewed. The National Electrical Code was discussed with selected members of the NFPA committee and electrical equipment manufacturers. Data provided by MESA on fire and explosion accidents in coal preparation plants were examined. The requirements of the pertinent Federal Regulations, National Electrical Code, National Electrical Manufacturers Association and Underwriters' Laboratories were compared and evaluated. This report consists of two parts. Part I: "Analysis and Review" provides a summary of the findings. Part II: "Recommended Guidelines" consists of recommended uniform guidelines that may be used for interpreting the National Electrical Code as it applies to the classification of hazardous areas in coal preparation plants.

A unique circumstance created by monitoring a pre-driven longwall recovery room permitted measuring the stresses of a coal pillar throughout its entire life cycle in less than a week. A fender pillar, created in approximately the middle of a longwall panel at a depth of 650 ft, transformed from a solid barrier pillar - to a yielding pillar - to a residual pillar as 3 ft slices were methodically removed with the longwall shearer. The complete transformation, or life cycle, took place in less than 12 hours. The stresses were quickly transferred from the pillar onto the standing pumpable concrete supports and into the outby pillars. Roof to floor closure measurements, combined with the timing of the pillar behavior, provides a detailed look at the uncontrollable convergence of underground mine openings. Pillars remain the most important form of “primary support” and understanding these life cycles is vital for safe and efficient mine design, in both room and pillar and longwall panel extractions.

Although known since 1902, the Capitan iron deposits have not been tined, mainly because of the low grade of the ore. Only a small amount of exploratory work has been done since the discovery. C. H. Johnson, district engineer of the Bureau of Mines in New Mexico in 1942-4, visited the property; as a result, preliminary sampling of the property was done in 1943.2/ Owing to the results of this preliminary work, an extensive development program by wagon drilling was planned and executed early in 1944. Equipment available at that time was limited in the depths that could be reached; and as geologic studies indicated the possibility that other limestone beds below the surface might have been replaced by iron minerals, a supplementary development program by churn drilling to reach greater depths was prosecuted in late 1947 and early 1948, with the author as project engineer.

A theoretical analysis is presented for the static and dynamic response of wire rope in deep-shaft mining operations. Expressions for the stresses in the individual wires of complex wire ropes are derived, and specific results for simple strands, 7x7 ropes, 6x 19 Seale ropes both with and without internal-wire-rope cores, and 6x25 filler-wire ropes both with and without internal-wire-rope cores, are presented for the case of ropes subjected to a combination of axial loading and bending over a sheave. Consideration is also given to the dynamic overloading associated with certain mining operations, such as dumping ore into a suspended skip and accelerating a fully loaded skip upward. Experiments to determine the axial stiffness of wire rope are described. Factors affecting the service life of wire rope, such as residual stresses, contact stresses, and fatigue behavior, are discussed. Specific research areas in need of further investigation are identified.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash- softening temperature of ash, the free-swelling index, and the hardgrove grind- ability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruc- tions issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the con- tractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal. The Government purchased approximately 5-1/4 million tons of coal in fiscal year 1953. In connection with these purchases, the Bureau analyzed 11,435 samples. These are published for the use of Government officials and the public. A series of publications has been completed on coal analyses by States, or, where production is small in any one State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications con- tain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The present publication covers many States but deals only with the analytical data of the coals. Explosives have been fired electrically for several decades. Mountains have been tunneled, deep shafts sunk, extensive coal and metal mine workings excavated and, in times of war, railroads, buildings, bridges, and fortifications have been destroyed by means of electrically fired explosives. Modern engineering depends so much on explosives that their safe and efficient handling and especially their detonation are of prime importance to all those connected with the use of explosive agents. Electric shot-firing is only one method of igniting explosives, but it is rapidly spreading and because of certain inherent safety features should be encouraged. Data collected by the Bureau of Mines indicate that in the United States a large percentage of the blasting in quarries, shafts,· and tunnels, and from 15 to 25 per cent of the blasts in mining operations, are set off electrically. The Bureau of Mines is interested in electric shot-firing because of its use in mining, and especially because electric methods, when properly applied, are undoubtedly safer than other methods commonly used. Electrical problems of many kinds must be solved in dealing with the various phases of electric shot-firing. Success in using an electric detonator is closely linked with the resistance of its bridge, the resistance of its leg wires, and the insulation of its current-carrying parts. The proper layout of a circuit where a number of shots are to be fired simultaneously depends not only on the types of detonators that are used and their arrangement and interconnections, but also on the size and insulation of the wire leading back to the source of power, and even on the source of power itself. Various types of electric shot-firing machines have been developed, and these offer still another field for study. In investigations of electric detonators and electric blasting equipment, the oscillograph is valuable because it can record electrical activity over very short intervals of time. By its use more complete information about electrical performance can be obtained than by any other means.

Electrorefining yttrium from selected low-melting yttrium--base alloys is investigated, and various halide systems are studied as potential electrolytes for use in preparing low-oxygen yttrium by electrorefining unalloyed yttrium. Yttrium cathode products having significantly less metallic impurities than the anode materials were prepared from alloys containing nickel, iron, and manganese by electrorefining in LiCl-YC13 electrolytes at 900° to 1,000° C. Yttrium-copper and yttrium-magnesium alloys are not suitable as anode feed materials, An evaluation of chloride, fluoride, bromide, and mixed chloride-fluoride electrolytes showed that cathode products containing much less oxygen than the anode material can be obtained in the fluoride and mixed chloride-fluoride systems. Initial cathode current density has no apparent effect on the purity of the products obtained in both phases of the investigation.
