With the change in legislation under the Resource Management Act 1991 (RMA), the responsibility for administering the effects of blasting on the environment, has transferred from an essentially central government system to local bodies. This naturally will allow for a variety of compliance levels and control procedures which will depend on the particular local body and rather ad hoc arrangements. It is anticipated that the existing NZ Standard on blast vibration levels will soon be replaced by the Australian Standard. These changes raise the question as to what should be used as suitable compliance levels to prevent damage to structures. The paper will address the measurement, control levels and the appropriateness of current standards in relation to the overall legal framework of the RMA.

Structurally- controlled deep leaching processes have removed vast quantities of carbonate from a substantial portion of the "silica-dolomite" enclosing the 500 copper orebody. Mine drainage subsequently allowed free access of air to the porous environment created and oxidation of sulphides commenced. During the mIne development stage the exothermic and temperature-dependent nature of these hydrolysis reactions resulted in a slow general elevation of ground temperatures. and levels of 90 - lOO°C were attained in restricted moist sulphide-rich areas.With the advent of production and extensive use of explosives, the oxidation processes were locally raised to new levels of activity. Direct interaction of explosives and sulphides in favourable conditions caused temperature rises to above 260 C. Above this point the dry oxidation of sulphides in air was initiated and rapid escalation to the vicinity of 800 C has been known to occur in isolated cases.Ground reactivity is a function of the complex interrelationship of several controlling factors and no simple index exists.Control techniques are presently aimed at prevention of temperature rises in the range 100 -260 C. Inhibition of the rapid dry oxidation processes above 260 C is difllcult and current efforts have met with only partial success.

Magnetic anomalies in the Southern Coalfields have been subdivided into two characteristic types. Each type is attributed to a separate cause, one being basement structure, and the other near-surface igneous intrusions.Detailed geological mapping of the area and the ability to sample throughout the coalmines greatly assisted in this subdivision.The Triassic sequence contributes no magnetic effect of its own except to diminish the effect of sources within the underlying formations by raising the level of observation.Detecting the presence of igneous intrusions ahead of colliery working faces by magnetic observations within the coal mines may be of value in preventing accidents caused by gas outbursts and in planning the workings so as to avoid loss of production time.

The increasing need for alternative energy sources as well as the less clearly perceived but equally increasing demand for non-fuel minerals has resulted in extensive exploitation of near surface deposits. Many such deposits have depleted reserves and mining corporations are increasingly turning their attention to deposits, with thicker overburden, less competent materials, steeper dips and more complex structure. These deposits pose mine layout, geotechnical and equipment problems as well as the need for large outputs to achieve economies of scale. The paper describes the major problems and operational solutions for such deposits using continuous excavation and transport equipment.

The Oregon-Idaho graben evolved after widespread tholeiitic flood basalt volcanism associated with the arrival of the plume head of the Yellowstone hotspot beneath southeastern Oregon approximately 17 - 16 Ma. The north- to north-northeast-trending, 50 km-wide graben evolved between 15.5 and 10.5 Ma during east-west extension. The graben is part of a middle Miocene back-arc rift (1100 km long) that includes the northern Nevada rift, the Baker and LaGrande grabens, and the Chief Joseph dike swarm of the Columbia River Basalt Group. The graben ceased to be a volcanotectonic depression as the cross-cutting western Snake River plain began to evolve at approximately 10.5 Ma. At about 14.3 Ma and continuing to approximately 12.6 Ma the Oregon-Idaho graben began to break up into subbasins that were bounded by intragraben fault zones. The break up was accompanied by a change to calc-alkaline volcanism that persisted within the Oregon-Idaho graben until 8.1 Ma, approximately 2.5 million years after subsidence within the graben ceased. Three intragraben fault zones have been identified and a fourth is inferred. The easternmost, the Devils Gate fault zone, coincides with the magmatic axis of the graben at approximately 14.3 Ma. By approximately 13.5 Ma the magmatic axis had shifted to the west along the Dry Creek Buttes and Wall Rock Ridge fault zones. A diffuse magmatic axis developed at approximately 12 Ma farther to the west where the fourth intragraben fault zone is inferred. In addition to serving as conduits for the ascent of basalt, basaltic andesite, rhyodacite, and rhyolite magmas, the zones focused the discharge of large geothermal systems. The intragraben fault zones display a common evolutionary pattern. The 2 to 3 km-wide zones initially control the distribution of facies in volcaniclastic sediments and the location of basalt hydrovolcanic vents. During this stage, the fault zones may have had no surface expression other than a low elevation change on a relatively low-relief landscape. As relief developed by continued deformation along the fault zones, strike-length of individual faults increased and weakly consolidated volcaniclastic sediments, silicified sediments and hot-spring sinter, and palagonite were eroded from the uplifted blocks and deposited in neighboring subbasins. It is during this stage that the large hot-spring precious-metals bearing prospects evolved. Displacements of over 150 m on a few faults within the zones and possible reversal of the sense of displacement along the zones occurred in this final stage of development. Locally, the fault zones were remobilised during the subsidence of the cross-cutting western Snake River plain. The intragraben fault zones within the Oregon-Idaho graben illustrate the relations among syntectonic volcanism and sedimentation and the evolution of geothermal systems within continental rift systems.

Drilling at Ipswich during the last twelve years by the Queensland Department of Mines has proved large quantities of reserves which have assured the security of the field for many years to come. This is perhaps the greatest contribution to the development of the field since its discovery in 1827.The drilling campaign commenced in 1950 and by the end of 1961 comprised 242 holes totalling 180,220 ft.Intersections of formations and seams, accompanied by detailed surface mapping, led to more precise knowledge of the geology of the field than was previously possible, and clarified many problems of correlation. Productive formations are part of the Middle Triassic Ipswich Coal Measures, a 4,300 ft sequence of fresh-water sediments with some interbedded volcanics. They are overlain by the Upper Triassic Bundamba Group and the Lower Tertiary Booval Group.Reserves disclosed by drilling amount to 171,487,000 tons, comprising 109,407,000 tons "measured" and 62,080,000 tons "indicated". The security of these reserves encouraged many collieries to instal modern efficient mining machinery and washing plants.The climax of recent development of the resources of the field will be the commissioning in 1966 of a £33 million 360 MW power station in the Swanbank district which will consume 14 million tons of coal during its 30 year life and will have a peak demand of some 20,000 tons per week.Drilling is continuing and is expected to prove additional reserves which will justify further development of the field.INTRODUCTIONUntil 1949 there had been no concerted effort to test systematically the resources of the whole Ipswich field. Fifty two known holes totalling 30,500 ft had been drilled, eight of them by the Department of Mines, but because of poor core recovery and inadequate records most of them were of little use in a comprehensive assessment.Development of the field was being retarded by uncertainty regarding reserves and by the general state of the coal mining industry. At Appin colliery, geological structural analyses and investigations of roof conditions suggest roof failure may be attributed to vectorial stresses acting on underground openings, and inducing movement along inherent discontinuities in the surrounding rocks. Certain complex joint and fracture patterns tend to exhibit the effect of this movement resulting often in local deterioration in natural support.The following conclusions are drawn.1. Roof failure is related to the inherent nature of the roof rocks, the presence of mechanical discontinuities, and the vectorial stresses imposed upon it.2. Roof failure is not necessarily related to the statistically most prominent jointing.3. Colliery development approximately parallel to the direction of the statistically most prominent jointing sometimes results in favourable roof conditions.4. The maximum principal stress is the resultant of those vectorial stresses acting upon a mine opening and may be inferred from roof adjustments to those stresses after mining.5. Statistical analyses of jointing in the mine workings can provide clues to the tectonic force or forces which have been regionally or locally influential.6. There is a probable relationship between mining induced fracturing, jointing, and micro-fractures in quartz grains, within the sediments of the mine roof.

The placer mining industry of the West Coast region of the South Island is based largely around the production of alluvial gold, although other valuable minerals are also present. Since the first major discoveries in 1864-65, reported gold production has totalled around 264 t (8.5 Moz). During the past 10 years, annual production has totalled around 1460 kg (47,000 oz). It is anticipated that gold production over the next three years will continue at a level of 1400-1800 kg.   Annual gold production peaked during 1866 at approximately 17,170 kg (550,000 oz) and has not exceeded 100,000 oz since 1885. This reflects the ease with which gold was won from shallow, rich deposits that were present at many localities. Subsequently, there has been a general decline in the availability of this type of deposit, a trend that will continue in the future. This paper outlines the present state of placer mining in the West Coast region, gives some historical background to the industry and briefly predicts future trends.

Tonight it is my privilege to present the 1976 Institute Medal to one of our members, Mr L. C. Brodie-Hall, C.M.G.Laurence Charles Brodie-Hall, as chief executive in Western Australia for Western Mining Corporation Limited (WMC) from 1958 to his retirement in 1975, had a profound influence on the company's growth and development which had a significant influence on the prosperity of the State of Western Australia and, in turn, Australia.Following the company's decision in 1952 to diversify from gold mining, he took a leading part in the exploration and development of the bauxite deposits in the Darling Ranges by a subsidiary company, Western Aluminium N.L., and the subsequent formation of Alcoa of Australia Limited, the development of the first long term export contract for iron ore from Western Australia, the development of the nickel deposits at Kambalda and the subsequent establishment of a nickel refinery and nickel smelter in Western Australia.

The ore treatment expansion programme at Mount Isa Mines required the erection of a new lead-zinc concentrator to be known as No. 2 Concentrator. This concentrator was designed by Western-Knapp Engineering Company in conjunction with staff of Mount Isa Mines Limited. Metallurgical design followed conventional wet milling practice, but the size of many plant units is larger than previously used at Mount Isa. The. total capacity of the new plant is 150,000 tons per four weekly period, and the plant is designed to operate in two equal parallel sections.Erection was contracted on a turnkey basis, and the plant was commissioned as a production unit on 23rd June 1966.The existing concentrator, No. I, was converted to treat all copper ore, and the total capacity of the two plants is now 390,000 tons per four weekly period.

Ernest Henry Mine (EHM), located in north-western Queensland, is an underground copper/gold sublevel caving operation currently producing over 6 Mt/a of ore. The mass mining method of sublevel caving (SLC) used at EHM involves systematically blasting a series of uphole rings in parallel ore drives and drawing the broken ore using a top-down approach. Each ore drive contains multiple precharged rings to prevent having to charge in close proximity to the brow of the previously fired ring; however, the current initiation system still involves ‘hooking up’ all detonator lead cords of the first precharged ring. The unstable nature of a rill and working close to a brow presents hazards to personnel completing the hook-up process. There is also a business risk of ore loss when damaged ground support completely prevents access to the next precharged ring. If the hook-up step could be eliminated, the risk to personnel and the business would be significantly reduced.EHM engaged Orica Mining Services in 2016 to trial their WebGenTM 100 – wireless electronic blasting system (WEBSTM) for the first time in an underground mining environment. Having successfully signal-tested the equipment, two test holes were initiated, followed by a single production ring and then multiple production rings. In total, 30 production rings were successfully fired underground at EHM in 2017. To do this, WEBSTM was successfully integrated into EHM’s current charging and firing process, resulting in no business delays or loss to production. None of the 30 rings required hooking up and all were initiated from the surface with no personnel underground. A high level of ownership from all personnel involved ensured the trial was a success, and provided scope for wireless detonators to be used successfully on a large scale – both at EHM and other sublevel caving operations. Fourier transform infrared (FTIR) spectroscopy and other near infrared (NIR) tools have been used in the bauxite industry for many years. Infrared spectroscopy exploits the differences in chemical composition and lattice structure to produce a characteristic response. Spectral devices, such as those from ASD Inc and the HyLoggerTM, provide qualitative mineralogical data targeted towards hydrated minerals detected in the near and short wave infrared region. The FTIR spectrum extends into the mid and thermal infrared range and can therefore respond to the presence of silicates and oxides, in addition to hydrates and carbonates.The key to successful utilisation of infrared spectra, however, is the interpretation methodology. In this study, FTIR spectra were calibrated against quantitative X-ray diffraction data for the determination of the mineralogy of iron ore. A full pattern profiling machine learning technique was utilised for the calibration, and the assessment of the regressions determined from an independent validation set. The abundance of key minerals – hematite, goethite, kaolinite and quartz – were determined and the results correlated against X-ray fluorescence assays and loss on ignition data. The results of the study indicate that spectral techniques using a full-pattern profiling machine learning approach and artificial neural networks can be used successfully to obtain objective and quantitative mineralogical data to support field observations and analytical results for iron ore resource modelling. A comparison of this technique to the cost, quality and timeliness of other quantitative mineralogy tools is also made.CITATION:Carter, J, Auyong, K and Dixon, L, 2017. On-line monitoring of low rank coal quality during input to a process has the potential to provide benefits through: ò anticipation of coal quality variations prior to utilisation; ò provision of a tool to help determine the influence of coal quality on process behaviour, and ò provide a direct measure of coal quality for pricing. Moisture and ash are the two most significant coal quality parameters for combustion. They determine the energy content which can be derived from the coal and the problems arising from the presence of ash in the process (eg ash fouling, corrosion, erosion, particulate emissions and ash disposal). Extensive pilot-scale testing and full-scale experience has shown that specific coal/ash constituents (eg Na2O/ash ratio, acid-soluble aluminium, silica, sulphur contents, etc) are also important for the behaviour of Latrobe Valley brown coal during combustion, ash formation, deposition and removal of ash in precipitators and furnace ash hoppers. This paper discusses the range of on-line analysis techniques which have been investigated and their application to low rank coal analysis. Preliminary results from a joint SECV/CSIRO project which aims to develop two separate advanced instrument systems are also presented. These systems are based on: ò microwave attenuation and phase shift - for direct determination of moisture content; and ò inelastic neutron scattering - to provide total hydrogen, carbon, chlorine and ash contents, with potential for calculation of moisture content, specific energy, sodium content and Na20/ash ratio using correlations.

A pyrite flotation concentrate assaying 0·065 oz/ton gold was investigated to determine the mode of occurrence of the gold. Ftom cyanidation and acid leaching experiments it was concluded that O· 02-0· 03 oz/ton goldwas in solid solution in pyrite and the balance of the gold was finely dispersed as grains throughout the pyrite.Autoradiography and electron-probe examination of possible areas in briquetted concentrate did not detect any grains of gold. Neutron irradiation and gamma spectrometry confirmed on 100 mg samples the fire assays obtained on 1 assay ton samples.Oxidation to hematite and reduction to magnetite at 600°C made practically the whole of the gold extractable by cyanide. This technique could be of major significance for gold ores which contain a substantial amount of "refractory" gold.

 Broken Hills is an adularia-sericite epithermal Au-Ag deposit, hosted in flow-banded rhyolites and overlying rhyolitic pyroclastic rocks in the eastern Hauraki Goldfield. The 7.1 Ma deposit was the largest producer of gold in the eastern Hauraki Goldfield, and was one of very few economic deposits hosted in Pliocene rhyolites. This paper presents the results of a recent study in the upper levels of the deposit. Maps and cross-sections constrain structural and lithological relationships, and the lateral and vertical extent of a breccia pipe û the major feature of the upper levels.   Previous studies in the upper levels of Broken Hills have shown that gold and silver values are concentrated around and within a large breccia pipe, mined by a series of æcaveÆ stopes and in veins. Contour diagrams of Au-Ag data from channel samples indicate that the breccia pipe was a major fluid channel-way for mineralising solutions.   The breccia pipe deposits are part of the dynamic geothermal system that formed the Broken Hills ore bodies; they developed as a result of hydrothermal brecciation in areas of structural weakness within a rhyolite pyroclastic unit that overlies a massive rhyolite lava-flow unit. The main breccia pipe begins near the rhyolite/pyroclastic contact, having the shape of an inverted, inclined cone, and consists of silicified breccia, stringers of quartz, and irregular patches of clay-altered country rock. Smaller zones or pockets of hydrothermal eruption breccia are silicified and contain low grade gold in the matrix and in the adjacent silicified wall rocks.   Quartz has been classified according to its physical characteristics as seen in situ and hand specimens indicate that vein definition decreases upwards, perhaps as a result of changing lithological conditions and/or increasing proximity to the paleosurface. Hydrothermal quartz is widespread as veins and as a replacement mineral, or lining fractures and cavities and overgrowing rock fragments. Breccias contain vein quartz, but some quartz veins cross-cut breccias, indicating that vein and breccia formation was relatively synchronous and overlapped in time.   Disseminated gold-silver mineralisation is associated with vein quartz and silicic alteration of the wall rock within the breccia pipe. The auriferous zones are highly irregular and erratic, and sampling results show a wide range of gold-silver ratios, suggesting that highly volatile physiochemical conditions prevailed during mineralisation.

At the previous MassMin conference held in Sudbury in 2012, the authors proposed a new framework going beyond dilution and equivalent linear overbreak sloughing (ELOS) for stope reconciliation in relation to the planned stope design. More specifically, the new process investigates performance outcomes including rock overbreak (OB) and fill overbreak (FOB), rock underbreak (UB) as well as geomechanical and operational aspects such as blasting, fragmentation and other production data.Based on the findings of the original 2012 study, a comprehensive data gathering program has been undertaken involving design and reconciliation data from 43 stopes mined between September 2012 and October 2014 at BHP Billiton’s Olympic Dam (OD) operation. The new database structure was based on four types of data:stope definition and performance datastope geometrygeotechnical parametersoperational parameters.The new database allows a more in-depth investigation of stope performance. It is now possible to quantify and analyse UB and OB performance from each wall individually as well as the crown. In this paper, the influence of several parameters on recent stope performance at OD is analysed. Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

Cement production in Australia approximates 6.5 million tonnes per year. Cement clinker is sourced from 15 plants which operate 28 kilns. Cement grinding is conducted at 14 of the clinker plants plus 7 grinding plants. Average annual capacity per kiln or plant is lower than in many overseas countries, but kilns introduced since 1970's have been of larger size more in keeping with size trends overseas, although still smaller than the large units overseas. Substantial economies in capital and labour costs can be achieved in large production units, particularly with dry process kilns using precalcination techniques in which part of the fuel is introduced in the static preheater section ahead of the kiln while the balance is added to the kiln in a conventional manner. Precalcination techniques have been introduced to the Australian cement industry but as cement transport costs form a major part of supplying diverse market areas, the size of kilns is likely to remain less than maximum owing to balance with distribution costs. The cement industry uses significant amounts of thermal and electrical energy which can be minimised by proper selection of equipment and technology. Labour costs are also significant and can be contained by automation and computer control of the process.

Close spatial relationships between the deposits of the Etheridge Goldfield (23 000 kg of bullion) and various regional geological and geophysical features suggest that genesis of the ore deposits was a multi-stage process that started with magmatic and metamorphic stages in the mid-Proterozoic, climaxed with structural and hydrothermal stages in the late Palaeozoic and terminated with an oxidation enrichment stage in the Cainozoic. Acceptance of this hypothesis permits classification of the Georgetown region into areas likely to contain deposits of the Etheridge type and those unlikely to do so. Consequently there is little scope for the discovery of extensions of this field. However, the stratigraphic interval between the source rocks of the Etheridge field and stratigraphically bigger host rocks of the Croydon field may contain disseminated replacement gold deposits of the Carlin type. The potential host (pyritic carbonaceous and locally dolomitic siltstone of the Candlow Formation) is locally faulted and cut by granitoids and the extension of a mineralised, long-standing zone of structural weakness.
